    Abstract: This book explores the various ramifications and consequences of the violent civil protests that affected Kazakhstan in January 2022. It also puts in perspective this event in the wider transition affecting Eurasia with the war in Ukraine and how this shift of world politics may impact Kazakhstan that required the support of Russia and the other members of the Collective Security Treaty Organization during these protests.     Abstract: In the seventeenth and eighteenth centuries, historians of England pioneered a series of new approaches to the history of economic policy. Commerce, finance and statecraft charts the development of these forms of writing and explores the role they played in the period's economic, political and historiographical thought. Through doing so, the book makes a significant intervention in the study of historiography, and provides an original account of early-modern and Enlightenment history. A broad selection of historical writing is discussed, ranging from the work of Francis Bacon and William Camden in the Jacobean era, through a series of accounts shaped by the English Civil War and the party-political conflicts that followed it, to the eighteenth-century's major account of British history: David Hume's History of England. Particular attention is paid to the historiographical context in which historians worked and the various ways they copied, adapted and contested one another's narratives. Such an approach enables the study to demonstrate that historical writing was the site of a wide-ranging, politically charged debate concerning the relationship that existed - and should have existed - between government and commerce at various moments in England's past

    Abstract: Despite the large amounts of human and financial resources invested to foster democratic governance in developing countries, statistics show that the majority of these countries have not yet achieved significant improvements in living standards. While some regions make strides towards improving the living conditions of their citizens, Sub-Saharan Africa, for instance, is still trapped in poverty with more than 40% of its 600 million people living below the internationally recognized absolute poverty line of one US dollar per day. Poor governance and corruption should be highlighted as the most important systemic factors contributing to poverty in developing countries. As a result the institutional foundations of these countries are weakened, public funds are misappropriated, and policies and programs aimed at reducing poverty and fostering sustainable economic growth are undermined. It is therefore not surprising that a 2008 Transparency International report found a direct link between corruption and the failure of the societal institutions designed to achieve the Millennium Development Goals in the majority of developing countries. This book investigates the problems of democratic governance, particularly as they relate to corruption, and also whether democracy should be based on universal principles or local context and historical factors. It also analyses the rule of law, in promoting democratic governance and curbing corruption and if governmental, non-governmental organizations, and civil societies are effective in promoting democratic governance and curbing corruption. This book will go beyond identifying the challenges and offer plausible solutions that could be adapted to various developing countries. It is premised on the importance of bridging theory and practice, which has been lacking in most local and international development publications, making of interest to scholars and policy-makers alike concerned with public administration in developing countries.

    Abstract: The Social Protection Floor Initiative promotes universal access to essential social transfers and services. Presently 80% of the global population does not enjoy a set of social guarantees that allows them to deal with life’s risks such as unemployment, ill health, and natural disasters. This book explores the importance and necessity of social protection, including key concepts, universal principles and human rights, the need for context-specific policies, the role of adaptive climate change, and country examples. Social protection refers to a set of essential transfers, services and facilities that all citizens everywhere should enjoy to ensure the realization of the rights embodied in human rights treaties. The Social Protection Floor aims to facilitate and accelerate the introduction or strengthening of sustainable context-specific social protection systems. Experiences from countries around the world that have implemented components of the Social Protection Floor provide evidence of its feasibility, affordability, and impact. The promise and success of social protection is important for transformative change, social inclusion, and alliance building, and raises critical questions about current neoliberal austerity measures. This book calls for a comprehensive, multi-dimensional, integrated and innovative policy mix that recognizes the interdependency between demographic shifts, employment, labour migration, social protection, economic development, and the environment.

    Abstract: This book presents a comparative study of the vision, ability and dynamism on the part of governments in selected Asian Pacific countries as they engage in the distribution of e-governance. Consequently, it creates a platform for mutual learning and offers a dispassionate evaluation of mega e-projects. It is an interdisciplinary study of information and communication technology within mainstream social science research and attempts to bridge the gap in empirical research between the nature of technology and the manner in which it is governed. The analysis shows that hegemonic and panoptic structures of surveillance and control may derail efforts to establish sustainable e-governance, while a liberal futuristic framework with open socio-technology networks on Big Data analytics, IPv6 and Cloud Computing may strengthen the trend towards democratizing institutions. Further, the book highlights the extraordinary energy being generated in the emerging new world through their use of the internet and suggests how governments could translate this into a new wealth of economic opportunities, social inclusion and equitable development, in addition to achieving the MDGs (Millenium Development Goals). Lastly, it emphasizes the importance of a visionary approach, which, wherever present, has been able to sustain e-governance by meaningfully linking the micro to the macro and heritage to the horizon.

    Abstract: The book is part of the 5-volume series “German Social Policy”, a unique multidisciplinary approach to the history of German social policy written by the doyens of their respective disciplines. The volumes expound the contribution of the German tradition to the rise of social policy in the Western world in the 19th and 20th centuries. Germany pioneered modern social policy in the 19th century when Bismarck introduced social insurance. After the Second World War, Germany’s Social Market Economy became a model of social integration. The volumes cover the history of ideas (volume 1), the legal and political history before and after 1945 (volumes 2 and 3), the German Democratic Republic (1949-1990) and the impact of German reunification (1990) (volume 4). Volume 5 embeds the German case in a major comparative study of European welfare states, complemented by a study of the USA and the Soviet Union. The volumes also yield insights into general theoretical issues of social policy beyond the empirical case of Germany. Each volume has an introduction by the editor who summarizes the contribution made by the volumes and looks into the future of German social policy. In the burgeoning literature on welfare regimes and typologies, this comparative study offers a stimulating new perspective. Kaufmann, the doyen of the sociology of social policy in Germany, emphasizes norms, culture and history, in contrast to political economy approaches. Comparing Britain, Sweden, France and Germany, Kaufmann highlights the „idiosyncrasy” of each welfare state: countries are compared with regard to their state traditions and the relationship between state and civil society; their national “social questions”; their economic systems, including the unions and labour law; social security and redistribution; and their personal social services and education.     Abstract: This book is the first comprehensive, full-scale treatment of the law, politics and economics with regard to the policies and policy instruments for budget stabilization at the state level. Covering the period from 1946 through 2008 in the United States, it provides details on the methods and results of empirical tests of the effects of budget stabilization instruments on government operations, public service provision, and some other aspects of social and economic life. With the lingering effects of the most recent financial crisis and economic downturn, and the subsequent Tea Party movement advocating smaller government and deficit reduction, this book carries timely and important theoretical as well as practical implications, particularly in regard to the potential for counter-cyclical fiscal policy in mitigating negative impacts during a recession. The first contribution of the book is in public finance theory: it provides insights into the applications of the stabilization function in the context of strong government, thereby refining Keynesianism. The second aspect is in Public Choice: the creation and functioning of budget stabilization funds offer extra evidence to demonstrate that the general public provides input and voice in more than the conventional ways when it comes to policy making, even in an area dominated by strong government. The third aspect is in policy making, exploring the opportunities for refining policy tools in preparation for future downturns

The book traces the political history of the concept of social policy. „Social policy“ originated in Germany in the mid 19th century as a scholarly term that made a career in politics. The term became more prominent only after World War II. Kaufmann, the doyen of the sociology of social policy in Germany, argues that „social policy“ responds to the modern disjunction between “state” and “society” diagnosed by the German philosopher Hegel. Hegel’s disciple Lorenz von Stein saw social policy as a means to pacify the capitalist class conflict. After World War II, social policy expanded in an unprecedented way, changing its character in the process. Social policy turned from class politics into a policy for the whole population, with new concepts - like "social security", "redistribution" and "quality of life" - and new overarching formulas, "social market economy" and "social state" (the German version of “welfare state”). Both formulas have remained indeterminate and contested, indicating the inherent openness of the idea of the “social”

    Abstract: Regional governance is a topical public policy issue and is receiving increased attention from scholars, government officials and civic leaders. As countries continue to urbanize and centralize economic functions and population in metropolitan regions, the traditional governing system is not equipped to handle policy issues that spill over local government boundaries. Governments have utilized four basic approaches to address the regional governing problem: consolidating governments, adding a regional tier, creating regional special districts, and functional cooperative approaches. The first two are structural approaches that require major (radical) changes to the governing system. The latter two are governance approaches that contemplate marginal changes to the existing governance structure and rely generally on cooperation with other governments and collaboration with the nongovernmental sector. Canada and the United States have experimented with these basic forms of regional governance. This book is a systematic analysis of these basic forms as they have been experienced by North American cities. Utilizing cases from Canada and the United States, the book provides an in-depth analysis of the pros and cons of each approach to regional governance. This research provides an additional perspective on Canadian and U.S. regional governance and adds to the knowledge of Canadian and United States governing systems. This study contributes to the literature on the various approaches to regional governance as well as bringing together the most current literature on regional governance. The author develops a framework of the values that a regional governing system should provide and measures to assess how well each basic approach achieves these values. Based on this assessment, he suggests an approach to regional governance for North American metropolitan areas that best achieves these values.

    Abstract: The book is part of the 5-volume series “German Social Policy”, a unique multidisciplinary approach to the history of German social policy written by the doyens of their respective disciplines. The volumes expound the contribution of the German tradition to the rise of social policy in the Western world in the 19th and 20th centuries. Germany pioneered modern social policy in the 19th century when Bismarck introduced social insurance. After the Second World War, Germany’s Social Market Economy became a model of social integration. The volumes cover the history of ideas (volume 1), the legal and political history before and after 1945 (volumes 2 and 3), the German Democratic Republic (1949-1990) and the impact of German reunification (1990) (volume 4). Volume 5 embeds the German case in a major comparative study of European welfare states, complemented by a study of the USA and the Soviet Union. The volumes also yield insights into general theoretical issues of social policy beyond the empirical case of Germany. Each volume has an introduction by the editor who summarizes the contribution made by the volumes and looks into the future of German social policy. This book traces the origins of the German welfare state. The author, formerly director at the Max-Planck-Institute for European Legal History, Frankfurt, provides a perceptive overview of the history of social security and social welfare in Germany from early modern times to the end of World War II, including Bismarck’s pioneering introduction of social insurance in the 1880s. The author unravels “layers” of social security that have piled up in the course of history and, so he argues, still linger in the present-day welfare state. The account begins with the first efforts by public authorities to regulate poverty and then proceeds to the “social question” that arose during the 19th-century Industrial Revolution. World War I had a major impact on the development of social security, both during the war and after, through the exigencies of the war economy, inflation and unemployment. The ruptures as well as the continuities of social policy under National Socialism and World War II are also investigated.

He concludes that the GDR was unable to cope with the trade-off between ambitious social policy goals and a deteriorating economic performance. Ritter embeds his analysis of the Social Union in a general study of German unification, its international circumstances and its domestic repercussions (1989-1994). He argues that social policy played a pivotal role in German unification, and that there was no alternative to extending the West German welfare state to the East. Ritter, a distinguished historian, bases his contribution on an award-winning study for which he drew on archival sources and interviews with key actors. Schmidt is a distinguished political scientist.

    Abstract: "Improving wellbeing and sustainability are central goals of government, but are they in conflict? This book reviews that question and its implications for public policy through a focus on indicators. It highlights tensions between various constructs of wellbeing and sustainable development, and between current individual and societal notions of wellbeing. Recommending a clearer conceptual framework for policy makers regarding different wellbeing constructs which would facilitate more transparent discussions, it argues against a win-win scenario of wellbeing and sustainability but advocates a power sensitive trade off approach based on debating values.     Abstract: In the modern era, representation is the hallmark of democracy, and electoral rules structure how representation works and how effectively governments perform. Moreover, of the key structural variables in constitutional design, it is the choice of electoral system that is usually the most open to change. There are three distinctive approaches to electoral system research. One, associated largely with economics, involves the study of electoral system effects through the deductive method, using mathematical tools to derive theorems about the properties of voting methods and behaviors. A second, associated largely with political science, has a primarily empirical focus, and looks in depth at how electoral rules impact on political outcomes, through large cross-sectional or case studies. A third, and more recent tradition, inspired largely by work in experimental economics, involves experimentation, either in the form of controlled laboratory experiments or in the form of in situ field studies. This volume employs the third approach to report on experiments that look at alternatives to the present two round (majority runoff) system used for the election of French presidents. This system is of considerable importance not just because of its use in France but also because of its wide adoption in presidential elections in new democracies, such as Bulgaria, Poland, Romania, Russia and Ukraine. The editors have assembled the top experimental economists and political scientists specializing in French politics to provide in-depth analysis of the double ballot electoral system, and, more broadly, of the effect of electoral rules on the number of candidates, voter strategies, and ideological choice. Ultimately, the editors and contributors argue that experimental methods have great potential to inform our understanding of institutional mechanisms in the context of voting behavior.

    Abstract: OECD countries have made significant reform progress in recent decades, in fields as diverse as competition policy, health care and the environment. How have they done it? And why have reforms advanced in some places and stalled in others? This collection of essays analyses the reform experiences of the 30 OECD countries in nine major policy domains in order to identify lessons, pitfalls and strategies that may help foster policy reform in the future. While taking full account of the tremendous differences in the political and institutional settings in which these reforms were undertaken, the authors highlight a number of common challenges and potential solutions that hold good across both countries and issue areas. They show that the scope for cross-national policy learning is enormous. The importance of such reform lessons is all the greater in the wake of the global financial and economic crisis. As OECD governments confront the challenge of trying to restore public finances to health without undermining the recovery, they will need to pursue a careful mix of fiscal policies and growth-enhancing structural reforms. Designing, adopting and implementing such a policy mix will require the crafting of effective reforms and effective strategies for implementing them.

OECD Insights: From Crisis to Recovery traces the causes, course and consequences of the “Great Recession”. It explains how a global build up of liquidity, coupled with poor regulation, created a financial crisis that quickly began to make itself felt in the real economy, destroying businesses and raising unemployment to its highest levels in decades. The worst of the crisis now looks to be over, but a swift return to strong growth appears unlikely and employment will take several years to get back to pre-crisis levels. High levels of public and private debt mean cutbacks and saving are likely to become the main priority, meaning the impact of the recession will continue to be felt for years to come.

    Abstract: This report examines why some policy reforms get implemented and others languish by examining 20 structural reform efforts in 10 OECD countries over the past two decades. The case studies cover a wide variety of reform attempts in three key areas: pensions, labour- and product-market regulation. Key factors in the political, economic and reform-specific arenas are identified as helping or hindering reform, and these findings are cross-checked using a relatively simple set of Spearman rank correlations. The report’s two-pronged analytical approach – quantitative and qualitative – results in unique insights for policy makers designing, adopting and implementing structural policy reforms.

    Abstract: While China's economy has shown impressive dynamism following the increased reliance on market-based policies, the governance structures themselves will have to be reformed deeply for this growth to be sustainable. This report examines the many challenges of governance which China is facing. In addition to the well-known problems related to the lack of openness in government and intellectual property rights, this book also looks at the delivery of public services, management of state assets, regulatory management, e-government, taxation and public expenditure, fighting corruption, and producing reliable information. Selected policy areas where the insufficient governance reforms have an impact on the policies themselves -- like the financial sector, agriculture, environmental protection, labour market and social protection, education, and competition -- are also discussed.

    Abstract: The Economics of Demand-Led Growth is a collection of specially written essays that develop and apply the theory of demand-led growth. Long-run growth is usually portrayed as a supply-determined process. The contributions to this volume, however, are rooted in the theory of demand-led growth. In addition to general discussions of the role of demand in the long-run, the volume contains essays in the Kaldorian and Kaleckian traditions, and a section on the relationship between demand-led growth and structural change. The conclusion reached is that current neglect of the role of demand in analyses of long-run growth is unwarranted
