    Abstract: Da sie sich sowohl der Komplexität der Kompetenzpolitik als auch der Möglichkeiten eines gegenseitigen Lernprozesses bewusst ist, hat die OECD eine globale Kompetenzstrategie ausgearbeitet, die den Ländern dabei helfen soll, die Stärken und Schwächen ihrer Qualifikationssysteme zu identifizieren, sie im internationalen Vergleich zu betrachten und Maßnahmen auszuarbeiten, mit denen erreicht werden kann, dass Kompetenzen zu besseren Arbeitsplätzen, einem höheren Wirtschaftswachstum und mehr sozialer Inklusion führen. Diese Publikation stellt eine Strategie vor, die den Ländern bei der Verwirklichung des Ziels der Heranbildung und optimalen Nutzung eines hervorragenden Pools an Kompetenzen helfen wird. Die Skills Strategy der OECD beinhaltet eine Umorientierung von traditionellen Messgrößen des Kompetenzniveaus, z.B. der Zahl der formalen Bildungsjahre oder den erworbenen Bildungsabschlüssen, hin zu einer wesentlich weiter gefassten Messgröße, die sich auf die Kompetenzen erstreckt, die Menschen im Verlauf ihres gesamten Lebens erwerben, nutzen, pflegen und u.U. auch wieder verlieren können. Wird nicht ausreichend in Kompetenzen investiert, müssen Menschen ein unbefriedigendes Leben am Rande der Gesellschaft fristen, kann sich technischer Fortschritt nicht in Wirtschaftswachstum niederschlagen und können Länder in einer weltweit zunehmend wissensbasierten Gesellschaft nicht mehr im Wettbewerb mithalten. Zudem müssen Kompetenzen, wie in der Publikation betont wird, während des ganzen Lebens kontinuierlich gepflegt und erweitert werden, damit sie ihren Wert nicht verlieren und es den Menschen ermöglichen, miteinander in einer Weise zusammenzuarbeiten, zu konkurrieren und zu kommunizieren, die Wirtschaft und Gesellschaft voranbringt.

    Abstract: Too many workers leave the labour market permanently due to health problems or disability, and too few people with reduced work capacity manage to remain in employment. This is a social and economic tragedy common to virtually all OECD countries. It also raises an apparent paradox that needs explaining: Why is it that the average health status is improving, yet large numbers of people of working age are leaving the workforce to rely on long-term sickness and disability benefits? This report, the last in the OECD series Sickness, Disability and Work: Breaking the Barriers, synthesises the project’s findings and explores the possible factors behind the paradox described above. It highlights the roles of institutions and policies and concludes that higher expectations and better incentives for the main actors – workers, employers, doctors, public agencies and service providers – are crucial. Based on a review of good and bad practices across OECD countries, this report suggests a series of major reforms are needed to promote employment of people with health problems. The report examines a number of critical policy choices between: tightening inflows and raising outflows from disability benefit, and promoting job retention and new hiring of people with health problems. It questions the need for distinguishing unemployment and disability as two distinct contingencies, emphasises the need for a better evidence base, and underlines the challenges for policy implementation.

    Abstract: This publication discusses the dimensions, significance, and policy implications of international flows of human resources in science and technology. The international mobility of highly skilled workers is increasing in scale and complexity as more economies participate in R&D and innovation activity. Mobile talent diffuses knowledge both directly and indirectly across borders. This can boost global innovation performance, with benefits accruing to both sending and receiving countries. It is clear that mobility is leading to an increasing level of labour-market internationalisation and integration, and competition for talent is now influencing innovation policy initiatives across the globe. Most countries offer a range of policies focused on assisting and encouraging mobility, although few have a specific and coherent mobility strategy. Many nations aim to attract the same pool of highly skilled talent; thus, relying on international flows to fill existing or future gaps in supply may entail risks. Addressing shortcomings in national policies that may limit domestic supply of skilled workers, and ensuring that the wider environment for innovation and scientific endeavour is sound, are key policy challenges for countries.

    Abstract: In the quest for more and better lifelong learning, there is a growing awareness that qualifications systems must play a part. Some countries have started to realise that isolated developments in qualifications standards lead to uncoordinated, piecemeal systems. After reviewing the policies and practice in fifteen countries, the authors present nine broad policy responses to the lifelong learning agenda that countries have adopted and that relate directly to their national qualifications system. They also identify twenty mechanisms, or concrete linkages, between national qualifications systems and lifelong learning goals. The overall aim of this book is to provide these mechanisms as a tool for governments to use in reviewing their policy responses to lifelong learning. Evidence suggests that some mechanisms, such as those linked to credit transfer, recognition of prior learning, qualifications frameworks and stakeholder involvement, are especially powerful in promoting lifelong learning.

    Abstract: This publication provides policy guidance in an area that has been given little policy priority until recent years. It brings together key lessons from 17 OECD countries, providing evidence on the strategies in place to improve adults’ participation in learning. It addresses potential barriers to learning as well as the policies to remedy them. Among these are policies for increasing and promoting the benefits of adult learning to make them transparent and easily recognised. Other policy levers include economic incentives and co-financing mechanisms that can raise the efficiency of adult learning provision, while delivering quality learning that is adapted to adults’ needs. Finally, policy making can be improved via co-ordination and coherence in a field that is characterised by a wide variety of stakeholders, including ministries of education and ministries of labour.

    Abstract: OECD countries are attaching rising importance to lifelong learning and active employment policies as tools of economic growth and social equity. Effective information and guidance systems are essential to support the implementation of these policies, and all citizens need to develop the skills to self-manage their careers. Yet there are large gaps between these policy goals and the capacity of national career guidance systems. Based upon a review conducted in 14 OECD countries, this publication explores how these gaps might be narrowed. It advocates improved national co-ordination arrangements and greater attention to research and data collection to inform policy makers. It also promotes the development of improved and more specialised training programmes for practitioners and the creation of more specialised career guidance organisations for the delivery of services.
