    Abstract: People in danger have received protection in communities beyond their own from the earliest times of recorded history. The causes - war, conflict, persecution, natural disasters and climate change - are as familiar to readers of the news as to students of the past. It is 70 years since nations in the wake of world war drew up the landmark 1951 Refugee Convention. To mark this milestone, The State of the World's Forcibly Displaced traces the historic path that led to that definitive moment. It shows how history was made, by taking the centuries-old ideals of safety and solutions for refugees, to global practice. The book maps the progress encountered on the journey started by the Convention, during which the principle of international protection has reached a much broader group of people than the founders could have envisaged in the 1950s. It examines international responses to forced displacement within borders as well as beyond them, and the protection principles that apply to both. It reviews where they have been used with consistency and success, and where they have not. At times, the strength and resolve of the international community seems strong, yet solutions and meaningful solidarity are often elusive. Understanding why - at this important anniversary - is all the more crucial as the world faces unprecedented forced flight. Most is experienced in in low and middle income countries, and persists for generations. Everywhere, an effective response depends on the commitment to international cooperation set down by the Convention: a vision often compromised by efforts to minimise responsibilities. There is growing recognition that doing better is global imperative. Humanitarian and development action has the potential to be transformational, especially when grounded in the local context. The State of the World's Forcibly Displaced examines how and where investment in education, health and economic inclusion has improved lives and opportunities both for forcibly displaced persons and their hosts. In 2018, the international community reached a Global Compact on Refugees for more equitable and substantiable responses. It is receiving deeper support. The State of the World's Forcibly Displaced looks at whether that is enough for what could - and should - help define the next 70 years

    Abstract: This book contains some of the richest written material in existence for precolonial West Africa with unique insights into daily life in an Afro-Atlantic coastal trade settlement. Presenting the complete translated and annotated text of the Inquisition trial of Crispina Peres, an African woman born in the Guinea-Bissau region, of a Portuguese father and an African mother, it documents the Portuguese Inquisition's religious persecution of Africans on African soil. Paramilitaries are generally depicted as irregular armed organizations that carry out acts of violence against civilians on behalf of a state.     Abstract: Can open society survive? Is Europe disintegrating? How to overcome the economic crisis? Will Europeans feel secure again. Counter Revolution is a bold attempt to make sense of the extraordinary events taking place in Europe today. It examines the counter-revolution developing in Europe, exploring its roots and implications. The book takes the form of a series of heartfelt letters to the late European guru Ralf Dahrendorf. Several months after the fall of the Berlin Wall, Dahrendorf wrote a book fashioned on Edmund Burke's Reflections on the Revolution in France. Like Burke, he chose to put his analysis in the form of a letter, reflecting on the implications of the turbulent period around 1989. Thirty years' later, and faced with an equally turbulent period, Jan Zielonka asks: what next? This is not a book on populism, however: it is a book about liberalism. Populism has become a favourite topic within liberal circles and few have exposed populist deceptions and dangers better than liberal writers. Yet, liberals have shown themselves better at finger-pointing than at self-reflection. This book addresses the imbalance; it is a self-critical book by a life-time liberal. Counter-Revolution suggests that Europe and its liberal project need to be reinvented and recreated. There is no simple way back. Emmanuel Macron and Angela Merkel will not produce wonders. Europe failed to adjust to enormous geopolitical, economic, and technological changes that swept the continent over the past three decades. European models of democracy, capitalism, and integration are not in sync with new complex networks of cities, bankers, terrorists, or migrants. Liberal values that made Europe thrive for many decades have been betrayed. The escalation of emotions, myths, and ordinary lies left little space for reason, deliberation, and conciliation. This book examines these different aspects, proposing a way out of the labyrinth.

    Abstract: This is a book about the multi-faceted notion of gender. Gender differences form the basis for family life, patterns of socialization, distribution of tasks, and spheres of responsibilities. The way gender is articulated shapes the world of individuals, and of the societies they live in. Gender has three faces: Linguistic Gender-the original sense of 'gender'-is a feature of many languages and reflects the division of nouns into grammatical classes or genders (feminine, masculine, neuter, and so on); Natural Gender, or sex, refers to the division of animates into males and females; and Social Gender reflects the social implications and norms of being a man or a woman (or perhaps something else). Women and men may talk and behave differently, depending on conventions within the societies they live in, and their role in language maintenance can also vary. The book focuses on how gender in its many guises is reflected in human languages, how it features in myths and metaphors, and the role it plays in human cognition. Examples are drawn from all over the world, with a special focus on Aikhenvald's extensive fieldwork in Amazonia and New Guinea

    Abstract: Building and sustaining solidarity is a compelling challenge, especially in ethnically and religiously diverse societies. Recent research has concentrated on forces that trigger backlash and exclusion. The Strains of Commitment examines the politics of diversity in the opposite direction, exploring the potential sources of support for an inclusive solidarity, in particular political sources of solidarity. The volume asks three questions: Is solidarity really necessary for successful modern societies? Is diversity really a threat to solidarity? And what types of political communities, political agents, and political institutions and policies help sustain solidarity in contexts of diversity? To answer these questions, the volume brings together leading scholars in both normative political theory and empirical social science. Drawing on in-depth case studies, historical and comparative research, and quantitative cross-national studies, the research suggests that solidarity does not emerge spontaneously or naturally from economic and social processes but is inherently built or eroded though political action. The politics that builds inclusive solidarity may be conflicting in the first instance, but the resulting solidarity is sustained over time when it becomes incorporated into collective (typically national) identities and narratives, when it is reinforced on a recurring basis by political agents, and - most importantly - when it becomes embedded in political institutions and policy regimes. While some of the traditional political sources of solidarity are being challenged or weakened in an era of increased globalization and mobility, the authors explore the potential for new political narratives, coalitions, and policy regimes to sustain inclusive solidarity.--

    Abstract: Emotional Cities' offers an innovative account of the history of cities in the second half of the nineteenth century. Analyzing debates about emotions and urban change, it questions the assumed dissimilarity of the history of European and Middle Eastern cities during this period. The author shows that between 1860 and 1910, contemporaries in both Berlin and Cairo began to negotiate the transformation of the urban realm in terms of emotions. Looking at the ways in which a variety of urban dwellers, from psychologists to bar maids, framed recent changes in terms of their effect on love, honor, or disgust, the book reveals striking parallels between the histories of the two cities. By combining urban history and the history of emotions, Prestel proposes a new perspective on the emergence of different, yet comparable cities at the end of the nineteenth century.

    Abstract: Since its publication in 1993, John Rawls's Political Liberalism has been central to debates concerning political legitimacy, democratic theory, toleration, and multiculturalism in contemporary political theory. Yet, despite the immense body of literature which has been produced since Rawls's work was published, very little has been said or written regarding the place of political parties and partisanship within political liberalism. This book aims to fill this gap in the literature. Its central argument is that political liberalism needs and nourishes political parties, and that political parties are therefore not hostile but vital to it. First, partisanship generates its own distinctive kind of political obligations, additional to any political obligations people may have qua ordinary citizens. Second, contrary to what many critics argue, and despite its admittedly restrictive features, Rawls's conception of public reason allows significant scope for partisan advocacy and partisan pluralism, and in fact the very normative demands of partisanship are in sympathy with those of public reason. Third, parties contribute to the overlapping consensus that for Rawls guarantees stability in diverse societies. Fourth, political liberalism nourishes political parties, by leaving many issues, including religious and socio-economic ones, open to democratic contestation. In summary, parties contribute both to the legitimacy and to the stability of political liberalism

    Abstract: Since the onset of the global economic crisis, activists, policy makers, and social scientists have been searching for alternative paradigms through which to re-imagine contemporary modes of thinking and writing about economic orders. These attempts have led to their re-engagement with fundamental anthropological categories of economic analysis, such as barter, debt, and the gift. Focusing on favours, and the paradoxes of action, meaning, and significance they engender, this volume advocates for their addition to this list of economic universals. It presents a critical re-interrogation of the conceptual relationships between gratuitous and instrumental behaviour, and raises novel questions about the intersection of economic actions with the ethical and expressive aspects of human life. Scholars of post-socialist politics and society have often used 'favour' as a by-word for corruption and clientelism. The contributors to this volume treat favours, and the doing of favours, as a distinct mode of acting, rather than as a form of 'masked' economic exchange or simply an expression of goodwill. Casting their comparative net from post-socialist Central, Eastern, and South Eastern Europe; to the former Soviet Union, Mongolia, and post-Maoist China, the contributors to this volume show how gratuitous behaviour shapes a plethora of different actions, practices, and judgements across religious and political life, imaginative practices, and local moral economies. They show that favours do not operate 'outside' or 'beyond' the economic sphere. Rather, they constitute a distinct mode of action which has economic consequences, without being fully explicable in terms of transactional cost-benefit analyses.

    Abstract: What explains differences in the lobbying behaviour of interest groups? And what consequences do these differences have for the access that interest groups can gain to decision-makers and the influence that they can exert on policy outcomes? Building on an unprecedented amount of empirical evidence on lobbying in Europe, this book puts forward a distinction between lobbying insiders and lobbying outsiders. Lobbying insiders, most prominently business interests, try to establish direct contacts with decision-makers, enjoy good access to executive institutions, and manage to shape policy outcomes when mobilizing the public on an issue is difficult. Lobbying outsiders, in particular citizen groups such as consumer, environmental or health non-governmental organizations, put greater emphasis on mobilizing the public or changing public attitudes, find it easier to gain access to legislative decision-makers, and have the greatest impact on outcomes on issues that are amenable to an outside lobbying campaign. The book shows that a single argument, building on group types as the main variable, can explain variation across interest groups in their choice of strategy, their access to decision-makers, and the conditions under which they can exert influence

    Abstract: The Nuer people of South Sudan hold a special if unwanted place in imperial history as the object of Britain's last 'pacification' campaign in Africa. Territorial conquest was completed with the annexation of the independent sultanate of Darfur in 1916, but military pacification continued throughout the first thirty years of the twentieth century, culminating in 'the Nuer Settlement'. These campaigns are important for another reason: they were the cause of the Sudan government redirecting the anthropologist, E.E. Evans-Pritchard (against his will) to study of the Nuer, which he did in a succession of field visits between 1930 and 1936. The trilogy of monographs that he published were formative in the development of British social anthropology and are one of the main reasons why the Nuer are so well-known internationally today. This volume consists of twenty-five administrative reports, supplemented by transcripts of five interviews with Nuer and Dinka participants. Together these cover the significant events in the contact, conquest, and pacification of the Nuer from 1898 to 1930. The documents contain some of the earliest twentieth-century ethnographic descriptions of the Nuer and their Dinka and Mabaan neighbours. Together these sources provide an historical context for further understanding Evans-Pritchard's ethnography, as well as a more detailed understanding of the events that led to incorporation of the Nuer into the colonial state. The final document is an abstract of a talk given by Evans-Pritchard to the Oxford Summer School on Colonial Administration in 1938. This contained observations, based in part on his fieldwork among the Nuer, which are relevant today to understanding the post-independence history of South Sudan. This book is a significant contribution to the source materials on the history of South Sudan and for the study of the relationship between colonial states and the development of the discipline of social anthropology.

    Abstract: "Our world is currently divided into territorial states that resist all attempts to change their borders. But what entitles a state, or the people it represents, to assume monopoly control over a particular piece of the Earth's surface? Why are they allowed to prevent others from entering? What if two or more states, or two or more groups of people, claim the same piece of land? Political philosophy, which has had a great deal to say about the relationship between state and citizen, has largely ignored these questions about territory. This book provides answers. It justifies the idea of territory itself in terms of the moral value of political self-determination; it also justifies, within limits, those elements that we normally associate with territorial rights: rights of jurisdiction, rights over resources, right to control borders and so on. The book offers normative guidance over a number of important issues facing us today, all of which involve territory and territorial rights, but which are currently dealt with by ad hoc reasoning: disputes over resources; disputes over boundaries, oceans, unoccupied islands, and the frozen Arctic; disputes rooted in historical injustices with regard to land; secessionist conflicts; and irredentist conflicts.     Abstract: Tim Lewens aims to understand what it means to take an evolutionary approach to cultural change, and why it is that this approach is often treated with suspicion. Convinced of the exceptional power of natural selection, many thinkers—typically working in biological anthropology, cognitive psychology, and evolutionary biology—have suggested it should be freed from the confines of biology, and applied to cultural change in humans and other animals. At the same time, others-typically with backgrounds in disciplines like social anthropology and history-have been just as vocal in dismissing the evolutionary approach to culture. What drives these disputes over Darwinism in the social sciences? While making a case for the value of evolutionary thinking for students of culture, Lewens shows why the concerns of sceptics should not dismissed as mere prejudice, confusion, or ignorance. Indeed, confusions about what evolutionary approaches entail are propagated by their proponents, as well as by their detractors. By taking seriously the problems faced by these approaches to culture, Lewens shows how such approaches can be better formulated, where their most significant limitations lie, and how the tools of cultural evolutionary thinking might become more widely accepted.

    Abstract: The European Union (EU) Commission champions a 'migrant-centred' approach to border security and 'irregular' migration management: it claims not only to observe human rights, but also to use surveillance to enhance the humanitarian protection of 'endangered' lives on land and at sea. Yet research presented by Non-Governmental Organizations and 'irregular' migrants' own testimonies reveal systemic border violence, dehumanization in spaces of detention, and exposure to death via abandonment in hostile environments. This book turns to conceptual resources found in biopolitical theory in order to move diagnoses of Europe's border crisis beyond that of a 'gap' between the policy 'rhetoric' of humanitarianism and the 'reality' of 'irregular' migrants' embodied experiences. It argues that both 'positive' and 'negative' dimensions of EU border security are symptomatic of tensions within biopolitical techniques of government and what Roberto Esposito refers to as the paradigm of immunization. While bordering practices are designed to play a defensive role they contain the potential for excessive and often lethal security mechanisms that end up threatening the very values and lives they purport to protect. Each chapter draws on a different biopolitical key to identify and interrogate diverse technologies of power at a range of border sites. Must border security always result in dehumanization and death? Are humanitarian discourses sufficient for critiquing contemporary forms of border violence? Is a more affirmative approach to border politics possible? 'Europe's border crisis' addresses these pressing questions and advances new research agendas for critical border and migration studies beyond existing debates about 'control' versus 'escape'

    Abstract: Binge drinking, particularly in young women, has become big news. Debates about the regulation and classification of cannabis are frequently voiced. Cigarette smoking is banned in public places, and emotive public health campaigns seek to reduce its use still further. Yet there are many sides to each of these arguments, and if we look back over the last 150 years, we see massive variety in the ways societies and states have related to drugs, drink, and tobacco. Virginia Berridge offers a much-needed long view, which helps illuminate our current concerns, and shows how three separate stories overlap and inter-connect. She takes us to the socially-acceptable opium dens of Dickens's London; to the absinthe craze of fin-de-siecle Paris. She asks whether prohibition in America proved to be helpful or harmful. She looks at how tobacco was promoted as a medicinal benefit. She considers the medical use of cannabis, LSD, and other drugs. And through all this, she traces the changes in scientific and medical knowledge. This is a complex story of whether, and how, the state should intervene. How do we balance the interests of personal freedom, public well-being, healthcare, and the economy? Is substance abuse a social issue, or a medical one? As governments, health services, and the World Health Organization grapple with these issues, the wisdom and experience of history can help map the way forward

    Abstract: How do we learn to be religious? To make sense of this process should we emphasise the habitual reinforcement of bodily rituals? Or the active role of individuals in making decisions about faith at key moments? Or should we turn to cognitive science to explain the universal structures on which religiosity is built? And how does a relatively devout minority pass on religion in a generally secular Western context? What significance does religion have for family life in this situation? And how does a religious identity interact with other kinds of collective identification, for example with a nation, ethnic group or a locality? These are some of the questions that Muslim Childhood deals with. This book is about ordinary British Muslims' everyday religious socialization of children in early and middle childhood. It provides a detailed description of how Muslim families in a secular Western context attempt to pass on their faith to the next generation. It is rooted in detailed qualitative research with 60 Muslim families in one British city. The authors' own analysis of survey data suggests that Muslims in the UK more effectively pass on their faith to the next generation than other religious groups.     Abstract: Us and Them? explores the distinction between migrant and citizen through using the concept of 'the community of value'. The community of value is comprised of Good Citizens and is defined from outside by the Non-Citizen and from the inside by the Failed Citizen, that is figures like the benefit scrounger, the criminal, the teenage mother etc. While Failed Citizens and Non-Citizens are often strongly differentiated, the book argues that it is analytically and politically productive to consider them together. Judgments about who counts as skilled, what is a good marriage, who is suitable for citizenship, and what sort of enforcement is acceptable against 'illegals', affect citizens as well as migrants. Rather than simple competitors for the privileges of membership, citizens and migrants define each other through sets of relations that shift and are not straightforward binaries. The first two chapters on vagrancy and on Empire historicise migration management by linking it to attempts to control the mobility of the poor. The following three chapters map and interrogate the concept of the 'national labour market' and UK immigration and citizenship policies examining how they work within public debate to produce 'us and them'. Chapters 6 and 7 go on to discuss the challenges posed by enforcement and deportation, and the attempt to make this compatible with liberalism through anti-trafficking policies. It ends with a case study of domestic labour as exemplifying the ways in which all the issues outlined above come together in the lives of migrants and their employers
