Looking specifically at the impact of new speakers on language policy, this book provides an authoritative and detailed examination of minority language policy in Wales, Scotland, Ireland, the Basque Autonomous Community, Navarre, Catalonia and Galicia.     Kurzfassung: Barry Buzan proposes a new approach to making International Relations a truly global discipline that transcends both Eurocentrism and comparative civilisations. He narrates the story of humankind as a whole across three eras, using its material conditions and social structures to show how global society has evolved. Deploying the English School's idea of primary institutions and setting their story across three domains - interpolity, transnational and interhuman - this book conveys a living historical sense of the human story whilst avoiding the overabstraction of many social science grand theories. Buzan sharpens the familiar story of three main eras in human history with the novel idea that these eras are separated by turbulent periods of transition. This device enables a radical retelling of how modernity emerged from the late 18th century. He shows how the concept of 'global society' can build bridges connecting International Relations, Global Historical Sociology and Global/World History.

Drawing on extensive original data, Potter and Wang demonstrate insecurities about the stability of the regime and its claim to legitimacy motivate Chinese policies. These perceived threats to core interests drive the ferocity of the official response to Uyghur nationalism. The result is harsh repression, sophisticated media control, and selective international military cooperation. China's growing economic and military power means that the country's policies in Xinjiang and Central Asia have global implications. Zero Tolerance sheds light on this problem, informing policymakers, scholars, and students about an emerging global hotspot destined to play a central role in international politics in years to come.

By connecting the Arab uprisings to the decade of global protest that followed them, this innovative work demonstrates how new forms of counter-revolution have rendered it near impossible to implement political change without first enacting fundamental social transformation.

Protests create uncertainty for authoritarian governments, and the Chinese government has created, strengthened, and coordinated multiple dispute-resolution institutions to manage social conflicts and protests. Accommodating the aggrieved prevents the accumulation of grievances in society, but concessions require resources. As the frequency and scale of collective action are closely tied to the political opportunity for action, the Chinese government has also contained collective action by shaping the political opportunity available to the aggrieved. This study shows that when the Chinese central government prioritizes social control, as it has under Xi Jinping's leadership, it signals its preference and that it will tolerate local governments' use of coercion. As a result, the central and local governments create an environment that is not conducive to the mobilization of collective action. Although reactive collective actions have still occurred in China, large-scale occurrences have been uncommon in recent years"--

    Kurzfassung: This Element details how elites provide policy concessions when they face credible threats of revolution. Specifically, the authors discuss how the Bolshevik Revolution of 1917 and the subsequent formation of Comintern enhanced elites' perceptions of revolutionary threat by affecting the capacity and motivation of labor movements as well as the elites' interpretation of information signals. These developments incentivized elites to provide policy concessions to urban workers, notably reduced working hours and expanded social transfer programs. The authors assess their argument by using original qualitative and quantitative data. First, they document changes in perceptions of revolutionary threat and strategic policy concessions in early inter-war Norway by using archival and other sources. Second, they code, for example, representatives at the 1919 Comintern meeting to proxy for credibility of domestic revolutionary threat in cross-national analysis. States facing greater threats expanded various social policies to a larger extent than other countries, and some of these differences persisted for decades

Yet, while there are many successful examples of power sharing in multi-ethnic states, such as Switzerland, South Africa and Indonesia, other instances show that such arrangements offer no guarantee against violent conflict, including Rwanda, Yugoslavia, Zimbabwe and South Sudan. Given this mixed record, it is not surprising that scholars disagree as to whether power sharing actually reduces conflict. Based on systematic data and innovative methods, this book comes to a mostly positive conclusion by focusing on practices rather than merely formal institutions, studying power sharing's preventive effect, analyzing how power sharing is invoked in anticipation of conflict, and by showing that territorial power sharing can be effective if combined with inclusion at the center. The authors' findings demonstrate that power sharing is usually the best option to reduce and prevent civil conflict in divided states

    Kurzfassung: The human species is very young, but in a short time it has acquired some striking, if biologically superficial, variations across the planet. As this book shows, however, none of those biological variations can be understood in terms of discrete races, which do not actually exist as definable entities. Starting with a consideration of evolution and the mechanisms of diversification in nature, this book moves to an examination of attitudes to human variation throughout history, showing that it was only with the advent of slavery that considerations of human variation became politicized. It then embarks on a consideration of how racial classifications have been applied to genomic studies, demonstrating how individualized genomics is a much more effective approach to clinical treatments. It also shows how racial stratification does nothing to help us understand the phenomenon of human variation, at either the genomic or physical levels.

    Kurzfassung: Moving beyond two main concepts of 'interlingual' and 'intralingual' discrimination, this Cambridge Element addresses the concept of 'translingual discrimination', which refers to inequality based on transnational migrants' specific linguistic and communicative repertoires that are (il)legitimized by the national order of things. Translingual discrimination adds intensity to transnational processes, with transnational migrants showing two main characteristics of exclusion - 'translingual name discrimination' and its associated elements such as 'name stigma' and 'name microaggression'; and 'translingual English discrimination' and its elements such as 'accentism', 'stereotyping' and 'hallucination'. The accumulation of these characteristics of translingual discrimination causes negative emotionality in its victims, including 'foreign language anxiety' and 'translingual inferiority complexes'. Consequently, transnational migrants adopt coping strategies such as 'CV whitening', 'renaming practices', 'purification', and 'ethnic evasion' while searching for translingual safe spaces

    Kurzfassung: This Element explores approaches to locating and examining social identity in corpora with and without the aid of demographic metadata. This is a key concern in corpus-aided studies of language and identity, and this Element sets out to explore the main challenges and affordances associated with either approach and to discern what either approach can (and cannot) show. It describes two case studies which each compare two approaches to social identity variables - sex and age - in a corpus of 14-million words of patient comments about NHS cancer services in England. The first approach utilises demographic tags to group comments according to patients' sex/age while the second involves categorising cases where patients disclose their sex/age in their comments. This Element compares the findings from either approach, with the approaches themselves being critically discussed in terms of their implications for corpus-aided studies of language and identity

    Kurzfassung: Under what circumstances might climate change lead to negative security outcomes? Over the past fifteen years, a rapidly growing applied field and research community on climate security has emerged. While much progress has been made, we still don't have a clear understanding of why climate change might lead to violent conflict or humanitarian emergencies in some places and not others. Busby develops a novel argument – based on the combination of state capacity, political exclusion, and international assistance – to explain why climate leads to especially bad security outcomes in some places but not others. This argument is then demonstrated through application to case studies from sub-Saharan Africa, the Middle East, and South Asia. This book will provide an informative resource for students and scholars of international relations and environmental studies, especially those working on security, conflict and climate change, on the emergent practice and study of this topic, and identifies where policy and research should be headed.

Yet very few studies have theorized about the link between constitution-making and democratization. Shifting the focus on democratization away from autocratic regime break down, this book considers the importance of inclusive constitution-building for democratization. In this pathbreaking volume, Tofigh Maboudi draws on a decade of research on the Arab Spring to explain when and how constitutional bargains facilitate (or hinder) democratization. Here, he argues that constitutional negotiations have a higher prospect of success in establishing democracy if they resolve societal, ideological, and political ills. Emphasizing the importance of constitution-making processes, Maboudi shows that constitutions can resolve these problems best through participatory and inclusive processes. Above all, The 'Fall' of the Arab Spring demonstrates that civil society is the all-important link that connects constitutional bargaining processes to democratization.

    Kurzfassung: Why do communities form militias to defend themselves against violence during civil war? Using original interviews with former combatants and civilians and archival material from extensive fieldwork in Mozambique, Corinna Jentzsch's Violent Resistance explains the timing, location and process through which communities form militias. Jentzsch shows that local military stalemates characterized by ongoing violence allow civilians to form militias that fight alongside the government against rebels. Militias spread only to communities in which elites are relatively unified, preventing elites from coopting militias for private gains. Crucially, militias that build on preexisting social conventions are able to resonate with the people and empower them to regain agency over their lives. Jentzsch's innovative study brings conceptual clarity to the militia phenomenon and helps us understand how wartime civilian agency, violent resistance, and the rise of third actors beyond governments and rebels affect the dynamics of civil war, on the African continent and beyond.

    Kurzfassung: There are so many roadblocks in Central Africa that it is hard to find a road that does not have one. Based on research in the Democratic Republic of Congo (DRC) and the Central African Republic (CAR), Peer Schouten maps more than a thousand of these roadblocks to show how communities, rebels and state security forces forge resistance and power out of control over these narrow points of passage. Schouten reveals the connections between these roadblocks in Central Africa and global supply chains, tracking the flow of multinational corporations and UN agencies alike through them, to show how they encapsulate a form of power, which thrives under conditions of supply chain capitalism. In doing so, he develops a new lens through which to understand what drives state formation and conflict in the region, offering a radical alternative to explanations that foreground control over minerals, territory or population as key drivers of Central Africa's violent history

    Kurzfassung: This Element details how elites provide policy concessions when they face credible threats of revolution. Specifically, the authors discuss how the Bolshevik Revolution of 1917 and the subsequent formation of Comintern enhanced elites' perceptions of revolutionary threat by affecting the capacity and motivation of labor movements as well as the elites' interpretation of information signals. These developments incentivized elites to provide policy concessions to urban workers, notably reduced working hours and expanded social transfer programs. The authors assess their argument by using original qualitative and quantitative data. First, they document changes in perceptions of revolutionary threat and strategic policy concessions in early inter-war Norway by using archival and other sources. Second, they code, for example, representatives at the 1919 Comintern meeting to proxy for credibility of domestic revolutionary threat in cross-national analysis. States facing greater threats expanded various social policies to a larger extent than other countries, and some of these differences persisted for decades

    Kurzfassung: "Genocide is a problem: not only the terrible fact of mass death, but also how the relatively new idea and law of genocide organises and distorts our thinking about civilian destruction. Taking the normative perspective of civilian immunity from military attack, this book argues that the implicit hierarchy of international law, atop which sits genocide as the "crime of crimes," blinds us to other types of humanly caused civilian death, like bombing cities, the "collateral damage" of missile and drone strikes, blockades, and sanctions. In other words, talk of genocide functions ideologically to detract from systematic violence against civilians perpetrated by governments. The Problems of Genocide also contends that this violence is the consequence of "permanent security" imperatives: the striving of states, and armed groups seeking to found states, to make themselves invulnerable to threats. To solve the problems of genocide, this book proposes replacing it with permanent security, which should be criminalized"--

    Kurzfassung: The tensions between democracy and justice have long preoccupied political theorists. Institutions that are procedurally democratic do not necessarily make substantively just decisions. Democratizing Global Justice shows that democracy and justice can be mutually reinforcing in global governance - a domain where both are conspicuously lacking - and indeed that global justice requires global democratization. This novel reconceptualization of the problematic relationship between global democracy and global justice emphasises the role of inclusive deliberative processes. These processes can empower the agents necessary to determine what justice should mean and how it should be implemented in any given context. Key agents include citizens and the global poor; and not just the states but also international organizations and advocacy groups active in global governance. The argument is informed by and applied to the decision process leading to adoption of the Sustainable Development Goals, and climate governance inasmuch as it takes on questions of climate justice

    Kurzfassung: Public opinion polls have become increasingly prominent during elections, but how they affect voting behaviour remains uncertain. In this work, we estimate the effects of poll exposure using an experimental design in which we randomly assign the availability of polls to participants in simulated election campaigns. We draw upon results from ten independent experiments conducted across six countries on four continents (Argentina, Australia, Canada, New Zealand, the United Kingdom, and the United States) to examine how polls affect the amount of information individuals seek and the votes that they cast. We further assess how poll effects differ according to individual-level factors, such as partisanship and political sophistication, and the content included in polls and how it is presented. Our work provides a comprehensive assessment of the power of polls and the implications for poll reporting in contemporary elections

    Kurzfassung: Many governments face similar pressures surrounding the hotly debated topic of immigration. Yet, the disparate ways in which policy makers respond is striking. The Comparative Politics of Immigration explains why democratic governments adopt the immigration policies they do. Through an in-depth study of immigration politics in Germany, Canada, Switzerland, and the United States, Antje Ellermann examines the development of immigration policy from the postwar era to the present. The book presents a new theory of immigration policymaking grounded in the political insulation of policy makers. Three types of insulation shape the translation of immigration preference into policy: popular insulation from demands of the unorganized public, interest group insulation from the claims of organized lobbies, and diplomatic insulation from the lobbying of immigrant-sending states. Addressing the nuances in immigration reforms, Ellermann analyzes both institutional factors and policy actors' strategic decisions to account for cross-national and temporal variation.

Tracing the movement along these dimensions since the 1990s, the editors argue that the endurance of democratic politics, combined with longstanding social inequalities, create the impetus for inclusionary reforms. Diverse chapters explore how factors such as the role of partisanship and electoral clientelism, constitutional design, state capacity, social protest, populism, commodity rents, international diffusion, and historical legacies encouraged or inhibited inclusionary reform during the late 1990s and early 2000s.     Kurzfassung: Amidst ongoing wars and insecurities, female fighters, politicians and activists of the Kurdish Freedom Movement are building a new political system that centres gender equality. Since the Rojava Revolution, the international focus has been especially on female fighters, a gaze that has often been essentialising and objectifying, brushing over a much more complex history of violence and resistance. Going beyond Orientalist tropes of the female freedom fighter, and the movement's own narrative of the 'free woman', Isabel Käser looks at personal trajectories and everyday processes of becoming a militant in this movement. Based on in-depth ethnographic research in Turkey and Iraqi Kurdistan, with women politicians, martyr mothers and female fighters, she looks at how norms around gender and sexuality have been rewritten and how new meanings and practices have been assigned to women in the quest for Kurdish self-determination. Her book complicates prevailing notions of gender and war and creates a more nuanced understanding of the everyday embodied epistemologies of violence, conflict and resistance

    Kurzfassung: The Nordic Model was originally understood as a compromise between Western and Soviet systems. The Soviet Union has been gone for a generation, but the Nordic Model survives. Much of this has to do with the Model's change from an economic to a largely cultural model. In particular the Model has come to emphasize human (especially women's) rights; environmental consciousness; and cultural innovation. While these each contain an element of fantasy, they retain sufficient substance to provide encouragement to 'progressive' circles in the United States, United Kingdom, and other countries. Important in its own right, the Nordic Model provides a fascinating case study of the transmission of goods and ideas between different regions, and the ability of a small and out of the way region to maintain its own identity in a globalized world

    Kurzfassung: How do violent jihadists use language to try to persuade people to carry out violent acts? This book analyses over two million words of texts produced by violent jihadists to identify and examine the linguistic strategies employed. Taking a mixed methods approach, the authors combine quantitative methods from corpus linguistics, which allows the identification of frequent words and phrases, alongside close reading of texts via discourse analysis. The analysis compares language use across three sets of texts: those which advocate violence, those which take a hostile but non-violent standpoint, and those which take a moderate perspective, identifying the different uses of language associated with different stages of radicalization. The book also discusses how strategies including use of Arabic, romanisation, formal English, quotation, metaphor, dehumanisation and collectivisation are used to create in- and out-groups and justify violence.

    Kurzfassung: "On the evening of December 30 2007, Kenya's Electoral Commission (ECK) announced the winners of the general election. Residents in the farming community of Mauche had gathered around radios and televisions in local bars and cafés to listen to the electoral results. Community members, most of whom identified as Kalenjin, were confident that their candidate, Raila Odinga of the opposition Orange Democratic Movement (ODM) party, would win. The mood shifted quickly, however, as the incoming electoral returns pointed to a victory for incumbent Party of National Unity (PNU). ODM supporters in Mauche and elsewhere viewed the PNU win as a sign that the incumbent party had rigged the election. Anxiety and tension grew as residents watched TV images of a prominent ODM candidate, William Ruto, dragged off-stage by Kenya's military police. A young resident recounts, "When we saw this we knew the whole of the Kalenjin community had no one to champion for their rights, so the youths from the Kalenjin community proceeded to attack the Kikuyu." Another resident explains how some community members "resorted to fighting" when their candidate didn't win because "they knew the next thing was their eviction." That evening, Mauche residents crossed into the neighboring village of Likia and began torching the homes and properties of their Kikuyu neighbors."--

    Kurzfassung: Klappentext: "Since the early twentieth century, Kurds have challenged the borders and national identities of the states they inhabit. Nowhere is this more evident than in their promotion of the map of greater Kurdistan, a unified ideal homeland which encompasses large swathes of Turkey, Iraq, Syria and Iran, and a small part of Armenia, in a region with a complex history of ethnic, cultural and political background. The main Kurdish political actors in each of these states claim some ownership or control over a part of a state's territory and they are usually careful to restrict their claims to within the state they reside. All these Kurdistans have been geographically, economically and culturally marginalised in each state and have historically been buffer zones between regional and colonial powers. The idea of greater Kurdistan combines these areas and puts Kurdistan at the centre rather than in the margins. The map of greater Kurdistan is embedded in the consciousness of the majority of Kurdish people, both within the region and, perhaps even more strongly, in the diaspora. The territory it depicts, Kurdistan, has never been a recognised state and does not have a unified political leadership. Yet the concept of Kurdistan, as a cultural and political abstract, survives the reality and exists in the minds of Kurdish nationalists, their supporters as well as those who deny it. The territory depicted on the map is a heterogenous geography inhabited by different ethnic and religious groups such as Arabs, Turks, Persians, Assyrians, Armenians, Yazidis, Christians, and others"--

    Kurzfassung: State responsibility in international law is considered one of the cornerstones of the field. For a long time it remained the exclusive responsibility system due to the primacy of States as subjects of international law. Its unique position has nonetheless been challenged by several developments both within and outside the international legal order, such as the rise of alternative responsibility ideas and practices, as well as globalization and its consequences. This book adopts a critical and holistic approach to the law of State responsibility and analyzes the functionality of the general rules of State responsibility in a changed international landscape characterized by the fragmentation of responsibility. It is argued that State responsibility is not equally relevant across the broad spectrum of international obligations, and that alternative constructions of responsibility, namely international criminal law and international liability, have increased in standing.

    Kurzfassung: American political observers express increasing concern about affective polarization, i.e., partisans' resentment toward political opponents. We advance debates about America's partisan divisions by comparing affective polarization in the US over the past 25 years with affective polarization in 19 other western publics. We conclude that American affective polarization is not extreme in comparative perspective, although Americans' dislike of partisan opponents has increased more rapidly since the mid-1990s than in most other Western publics. We then show that affective polarization is more intense when unemployment and inequality are high; when political elites clash over cultural issues such as immigration and national identity; and in countries with majoritarian electoral institutions. Our findings situate American partisan resentment and hostility in comparative perspective, and illuminate correlates of affective polarization that are difficult to detect when examining the American case in isolation

    Kurzfassung: The constitutional identity of the Member States is a topic of increasing importance in understanding the interaction between the EU and its Member States. This is because the EU is enjoined to respect the constitutional identities of its Member States in accordance with Article 4(2) TEU. There is also a trend among Member States to articulate their constitutional identities, in particular in relation to European integration. In this regard, this volume fills a need in scholarship by presenting critical analyses of the constitutional identities of selected Member States. Leading and well-placed experts contribute country studies on a range of states, which are compared using a framework that can be applied to other Member States as well. The analyses and comparison of Member States' constitutional identities take place in the context of the EU's multilevel architecture

    Kurzfassung: The 2016 US election highlighted the potential for foreign governments to employ social media for strategic advantages, but the particular mechanisms through which social media affect international politics are underdeveloped. This Element shows that the populace often seeks to navigate complex issues of foreign policy through social media, which can amplify information and tilt the balance of support on these issues. In this context, the open media environment of a democracy is particularly susceptible to foreign influence whereas the comparatively closed media environment of a non-democracy provides efficient ways for these governments to promote regime survival

    Kurzfassung: This Element seeks to make sense of Southeast Asia's numerous armed conflicts. It makes four contributions. First, this study provides a typology, distinguishing between revolutionary, secessionist, and communal conflicts. The first two are types of insurgencies, while the latter are ethnic conflicts. Second, this study emphasizes the importance of ethnicity in shaping conflict dynamics. This is true even for revolutionary conflicts, which at first glance may appear unrelated to ethnicity. A third contribution relates to broad conflict trends. Revolutionary and secessionist conflicts feature broad historical arcs, with clear peaks and declines, while communal conflicts occur more sporadically. The fourth contribution ties these points together by focusing on conflict management. Just as ethnicity shapes conflicts, ethnic leaders and traditions can also promote peace. Cultural mechanisms are especially important for managing communal conflicts, the lone type not declining in Southeast Asia
