Kurzfassung: Environmental taxes are receiving growing interest world-wide. From an environmental perspective, a key driver has been the search for more efficient and cost-effective approaches for implementing domestic environmental policies. From a fiscal policy perspective, growing pressures have been exerted to reduce income tax rates and to offset this by broadening the tax base. These reforms provide opportunities to introduce new environmental taxes in a revenue-neutral manner and simultaneously to achieve environmental and fiscal policy objectives. This volume presents recent developments in designing and implementing environmental taxes in China and OECD countries. Key challenges and opportunities are highlighted, including the role of removing or reforming existing distortionary subsidies that are damaging to the environment; restructuring existing taxes; and introducing new environmental taxes. The papers, which were presented at an OECD Workshop held in October 1998, provide the reader with a unique comparative analysis.

Kurzfassung: The price of water is a key determinant of both the economic efficiency and the environmental effectiveness of water services. This book reviews current practices and recent trends in water pricing practices for the household, agriculture, and industrial sectors in OECD countries. It addresses pricing issues related to the full range of water services, including public supplies, sewage treatment and disposal, abstraction and discharge fees, and cost recovery. It also outlines recent developments in institutional arrangements related to water pricing, and briefly considers questions concerning the affordability of water services and the responsiveness of water demands to changes in price levels. Kurzfassung: Governments need to implement appropriate policies to ensure both the private and the public goods values of biological diversity are realised. Unless the users of biological resources are given incentives to sustainably use these resources, valuable biodiversity will continue to be lost. Because of the inherent complexity of biological systems, and the range of pressures that act on them, a "bundle" of carefully-designed and complementary incentive measures are often necessary to provide the appropriate signals to prevent biodiversity loss. This unique Handbook draws on the experiences described in 22 case studies to develop a comprehensive step-by-step process for identifying and implementing appropriate incentive measures for biodiversity conservation, and the sustainable use of its components. It identifies the incentive measures that are most suitable for particular ecosystems, and for addressing the specific sectoral pressures in effect, describing both the advantages and the disadvantages of each incentive measure. A wide range of incentive measures are described, including both the more common economic and regulatory incentives, and also the necessary framework conditions, such as scientific and technical capacity building, education and awareness raising, and the involvement of local populations and other stakeholders.
