    Kurzfassung: The OECD Territorial Review of the Brussels-Capital Region, Belgium, provides an in-depth assessment of the trends, challenges and opportunities for sustainable and inclusive urban development in the region. It aims to help tackle the so-called ‘Brussels paradox’ between a highly performing region in terms of economic wealth creation and competitiveness but relatively poor social conditions. The region is also grappling with a shortage of affordable and quality housing, as well as several mobility challenges, including a high reliance on individual cars and traffic congestion, resulting in high commuting times and pollution levels, despite good accessibility to public transport. Although a comprehensive urban and land-use planning system exists, there is a lack of co-ordination with the surrounding regions and municipalities to drive more effective policies on housing, mobility, and other infrastructure investments. This review also examines the governance and institutional framework and suggests policy actions to strengthen co-ordination and co-operation mechanisms, and promote incremental collaboration at the metropolitan level. Finally, the review provides recommendations to enhance public finances in the region, focusing on better compensating for its additional charges, co-ordinating public investment among levels of government more efficiently, and establishing a metropolitan fund.

    Kurzfassung: This paper provides evidence on the impact of international migrants on regional innovation. The study combines administrative individual-level data covering all Australian residents with data on intellectual property rights applications such as patents, trademarks, and design rights. The analysis uses a standard shift-share instrument based on past migrant settlements to identify the causal effects of migration on innovation. Its four main findings are the following: First, on average, a one percentage point increase in the regional employment share of higher-educated migrants relative to total employment leads to a 4.8% rise in regional patent applications in the medium run (five years). Second, while migrants of all skill and education levels have a positive impact on patenting, those in scientific occupations have the largest effect. Third, regions with lower levels of patenting benefit relatively more from increases in migration compared to those with higher patenting levels. Fourth, there is no effect of migration on trademarks or design rights applications.

This report shows what reaching climate neutrality by 2040 means for Hamburg businesses and identifies key actions they need to undertake. It provides insights where the Hamburg economy and its businesses stand on the way to climate neutrality and on their needs to advance, drawing on a business survey. The study also shares insights from action plans of selected comparison cities. It points to cross-sector as well as to sector-specific challenges and opportunities for Hamburg businesses. This includes making better use of low-cost renewables, addressing energy efficiency in buildings as well as challenges and opportunities in activities in and around the port and in industry. It highlights Hamburg's potential as a hydrogen hub as well as the need to adopt circular economy practices. It illustrates that a regional and business perspective are necessary to achieve climate neutrality in prosperity, requiring individual and collective business action.

It shows that informal employment is highly persistent, and that the vulnerability of informal workers is passed on to their children in the absence of adequate education, skills and social protection policy. Second, the report underscores the double burden of informality and low-paying work that a large share of workers in developing and emerging economies carry, and as such calls for policy solutions that go beyond the formalisation agenda and embrace the goal of social justice.

    Kurzfassung: Developing countries are facing mounting pressures to incorporate environmental concerns into their policy reform agendas. This paper finds that common environmental policies, such as levying taxes to reduce the excessive exploitation of natural assets, can be self-defeating when (i) institutions are weak and (ii) the general equilibrium effects of such policy actions are overlooked. This seemingly paradoxical result is driven by fundamental mechanisms in structural transformation frameworks, without the need for strong assumptions. It also carries a clear policy implication: environmental policies should be considered within a country's broader development context, rather than in isolation

    Kurzfassung: On 6 February 2023, two large earthquakes with magnitudes of 7.6 and 7.7 hit central and southern Türkiye and northern Syria resulting in widespread damage and fatalities in the region and leaving 3.3 million displaced. This note – prepared for a workshop to support the affected city of Gaziantep in March 2023 - provides an overview of the affected regions, and key issues and recommendations to support the recovery, based on international experience. It highlights that a plan should be made to support displaced residents for an extended period, identify high-risk families, train the workforce needed for the reconstruction effort, strengthen governance processes to protect recovery funds, coordinate reconstruction efforts across levels of government and with international donors, and engage communities in ambitious plans to improve infrastructure going forward.

Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. Iceland adopts a partner-led, poverty-focused and long-term approach with its three partner countries and relies on multilateral partners to complement its bilateral portfolio. Iceland successfully advances gender equality and new framework agreements with civil society have strengthened partnerships. This peer review provides a set of recommendations for Iceland to remain focused in its 2024-28 development co-operation policy and forthcoming environment and climate strategy, build on recent official development assistance (ODA) volume increases to develop a concrete roadmap towards 0.7% GNI as ODA, and adopt a strategic workforce plan to address human resource constraints. It recommends that GRÓ training programmes prioritise strengthening partner institutions’ capacity and that the Ministry of Foreign Affairs works to ensure additionality and sustainability when engaging with the private sector.

This growth has exacerbated labour shortages, primarily due to an aging population and the outmigration of youth. Acknowledging the potential of teleworking, regional stakeholders aim to explore its capacity to address labour gaps and attract a broader talent pool. This paper delves into three main dimensions for harnessing teleworking's potential: activating individuals who are not currently seeking employment, expanding the talent pool to include surrounding areas, and attracting workers from congested urban areas or overseas. To facilitate successful teleworking, the region can bolster its high-speed internet infrastructure, promote a culture of flexibility in management and nurture digital skills. Additionally, increasing opportunities for higher education, improving public transportation and enhancing international accessibility could help profile the Ems-Achse as an attractive hub for teleworkers.

Despite the wide range of local and national initiatives to enhance smart city data governance, urban data is still a challenge for national and city governments due to: insufficient financial resources; lack of business models for financing and refinancing of data collection; limited access to skilled experts; the lack of full compliance with the national legislation on data sharing and protection; and data and security risks. Facing these challenges is essential to managing and sharing data sensibly if cities are to boost citizens' well-being and promote sustainable environments.

    Kurzfassung: The rise of remote working in connection with the COVID-19 pandemic may have reshaped people's preferences on residential locations, thus generating a new geography of housing demand. So far, the literature has mainly focused on what has become known as the "doughnut effect", the hollowing out of large metropolitan centres towards their respective suburban areas ("commuting zones"). However, changes in residential preferences might have affected urban and rural living in more nuanced ways. This paper shows that changes in relative house prices – a proxy for short-term changes in demand for home ownership ("housing demand") – have gone beyond the metropolitan boundaries, consistent with the idea of longer but less frequent home to work commuting. Interestingly, we are not seeing a re-emerging preference for rural life as such but, rather, a desire to move to places that combine the benefits of rural and urban life. In the areas outside the main metropolitan centres but within the commuting zones, housing demand has increased the most in low density, more affordable, settlements (rural). In contrast, beyond the boundaries of large metropolitan areas, where most space tends to be rural, housing demand has increased the most in high-density settlements (cities).

    Kurzfassung: Using panel data for Indonesia, Malawi, Peru and South Africa, this paper investigates the relationship between transitions to formal employment and workers' labour income. It shows that transiting from informal to formal employment increases the probability of improving workers' labour income in both absolute and relative terms. However, income gains from formalisation do not accrue to all workers equally. Switching to formal employment has the greatest potential to improve the labour income of the richest workers. The chances of improving the labour income of the poorest workers through formalisation are slim. Transitions between formal and informal employment affect income gains and losses differently for men and women, older and younger workers, and workers with different levels of schooling. The effects of labour market transitions on income changes are considerably greater in magnitude than other life events such as a births, separation, or death of a partner or spouse.

Si certaines conditions sont réunies, une plus grande compacité urbaine pourrait contribuer à améliorer la qualité de vie, la résilience, et la durabilité au cours des prochaines décennies. S'appuyant sur des outils novateurs et de nouvelles données, cette analyse remédie à certaines lacunes en présentant des mesures de la compacité et d'autres variables des formes urbaines pour près de 5 625 agglomérations urbaines du continent. Même si l'urbanisation reste souvent un phénomène non planifié et non coordonné, une tendance prometteuse se dessine : les mégalopoles (plus de 4 millions d'habitants) sont en moyenne plus compactes que les grandes villes (1 million à 4 millions d'habitants) et celles de taille intermédiaire (50 000 à 1 million d'habitants) . Les agglomérations moins compactes présentent des bâtiments plus petits, une forme urbaine plate et basse, un centre moins dense (reflétant une utilisation peu optimale de l'espace) et une structure polycentrique (plusieurs centres, par opposition à une ville monocentrique). Cette note analyse les conséquences d'une moindre compacité urbaine en termes de durabilité et de qualité de vie, soulignant des besoins d'énergie plus élevés, une moindre accessibilité aux services et opportunités, des espaces urbains où il est moins facile de se déplacer à pied et où la dépendance à l'automobile est plus forte, ainsi qu'une plus grande pollution de l'air extérieur. Elle examine également les compromis potentiels en termes de résilience; une plus grande compacité peut résulter en la perte d'espaces verts et donc en plus grandes effets d'îlot de chaleur urbain. Elle identifie enfin les options susceptibles d'améliorer, dans les années à venir, la résilience incluant le suivi-évaluation des progrès.

L'ampleur des investissements nécessaires pour atteindre les Objectifs de développement durable exige d'améliorer l'efficacité des dépenses publiques, de mobiliser les financements privés, d'appliquer strictement les réglementations et de fournir des incitations adéquates. Il s'agit du premier Examen des performances environnementales du Costa Rica par l'OCDE. The report shares findings emanating from the experiences of eight regions and two countries that designed and implemented experimental initiatives to advance their industrial transition process and Smart Specialisation Strategies, with the support of the European Commission. It features a framework of governance and policy areas that influence industrial transition, and applicable to experimentation. Combining this with insights from each experiment studied, the report presents a toolkit of policy levers for policy makers grappling with industrial transition, and a checklist for those wishing to apply an experimental approach to industrial transition initiatives. Finally, the report contains a synopsis of the initiatives designed and implemented by the regions and countries participating in this project.

It reveals how formal and informal laws, social norms and practices limit women's and girls' rights and opportunities in all aspects of their lives. Globally, 40% of them continue to live in countries where gender-based discrimination is assessed as high or very high. The report stresses how discriminatory social institutions curtail women's and adolescents' fundamental access to sexual and reproductive health and rights. It also sheds light on the gendered impacts of climate change and underlines how women can play a pivotal role in climate change mitigation and adaptation. To accelerate efforts aimed at achieving SDG 5 and eliminating the underlying and structural factors that hamper women's empowerment, the report offers concrete policy actions. It calls for a gender-transformative approach to leverage crises and challenges into windows of opportunity to establish women and men as agents of change.

    Kurzfassung: This paper provides novel evidence on the regional impact of immigration on native employment in a cross-country framework based on rich European Labour Force Surveys and past censuses data for 2010-2019. The paper finds a modest average impact of the rise in the share of immigrants across European regions on the employment-to-population rate of natives, but highly uneven effects over time and across workers and regions. The short-run estimates show adverse employment effects in response to immigration that nevertheless disappear in the longer run. High-school or less educated native workers experience employment losses due to immigration, whereas higher educated workers are more likely to experience employment gains. Moreover, the presence of institutions providing strict employment protection and high coverage of collective wage agreements exert a protective effect on native employment. Finally, the paper finds that regions experiencing strong growth can absorb immigrant workers, resulting in little or no effect on the native workforce, including in the short-run.

    Kurzfassung: The Brussels-Capital Region has witnessed significant improvements in its labour market over the past decade. Local job creation has been driven by ample opportunities for highly-skilled workers whom the Brussels-Capital Region attracts from its surrounding regions, the European Union, and beyond. However, not all of the region's population has seen their labour market prospects improve equally. Many workers with lower levels of education continue to compete for a small number of vacancies, despite the increasingly tightening labour market. A future vision for the Brussels-Capital Region, therefore, needs to be built on recognising and addressing the multiple and often distinct challenges faced by its young and diverse population. In a labour market that offers high rewards for skills formation, tailoring continuous education and training offerings to different groups while removing barriers to participation in such programmes will need to take priority. Simplifying processes for accessing employment services, streamlining labour market policies, supporting the geographic mobility of less-educated jobseekers, and removing barriers to employment for its migrant population could serve as building blocks to increase labour force participation and improve the employment quality of all local talent.

Currently, many development organisations prioritise investments in isolated innovation pilots that leverage a specific approach or technology rather than pursuing a strategic approach to expand the organisation’s toolbox with innovations that have proven their comparative advantage over what is currently used. This Working Paper addresses this challenge of adopting innovations. How can development organisations institutionalise a new way of working, bringing what was once novel to the core of how business is done? Analysing successful adoption efforts across five DAC agencies, the paper lays out a proposed process for the adoption of innovations. The paper features five case-studies and concludes with a set of lessons and recommendations for policy makers on innovation management generally, and adoption of innovation in particular.

    Kurzfassung: This paper maps “who does what” across levels of government in OECD countries in relation to active labour market policies (ALMPs), with a focus on the role of subnational governments. It highlights recent reforms in the multi-level governance of ALMPs in a number of countries, and shows that in about two out of five OECD countries, subnational governments have some type of formal competences for delivering ALMPs. It also shows other ways subnational governments are commonly involved in such policies. This includes delivering their own labour market programmes, often targeted to those farthest from the labour market or facing multiple barriers to employment. Finally, it considers some of the benefits and drawbacks of more decentralised approaches to ALMPs and offers some general principles for managing these trade-offs across different types of governance systems.

Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

Building on this, the report presents the findings of a cross-country comparative analysis of how countries’ policies and practices have evolved in recent years in light of observed and projected changes in wildfire risk. The analysis draws on in-depth case studies conducted in Australia, Costa Rica, Greece, Portugal and the United States. The report underlines the urgent need for governments to scale up climate change adaptation efforts to limit future wildfire costs.

City mayors can take critical action through their powers over housing, land use, and infrastructure. This paper highlights the systemic issues underlying the housing crisis in cities, and offers inspiring examples of how cities in OECD countries and beyond have been addressing these challenges. It aims to inform the 6th Meeting of OECD Champion Mayors for Inclusive Growth and drive positive change towards more affordable cities and homes for all.

This paper explores integration of employment services with other services (e.g. social, health and housing) at the local level as one promising way for governments to provide more effective support that is holistic and person-centred and be more efficient in public spending. The paper analyses different forms of local service integration, the possible benefits, and the particular roles subnational governments can play in service integration reforms – ranging from national public employment service-led reforms to more locally driven reforms. The paper also analyses the barriers to service integration and proposes future work to strengthen local service integration.

    Kurzfassung: Scale-ups, i.e. firms that grow fast over a short period of time, significantly contribute to job creation and economic growth. This study uses granular firm, establishment and employee data to understand how relocations, domestic expansions or foreign acquisitions impact the life cycle of scale-ups. Around 95% of scale-ups remain in their "home" region over the 2014-20 period, reflecting the importance of their personal local business networks in driving growth. Instead of relocating, many scale-ups create new plants or branches in different regions to serve new customers, tap into new markets, or to gain access to new resources and capabilities. Scale-ups that relocate or expand continue to grow. However, relocations and expansions can be a challenge for talent retention, as they may lead existing employees to find other opportunities in new places. Foreign capital appears to support the scale-ups' growth process. Across the five Nordic countries, between 6% and 20% of scale-ups became foreign owned between 2014 and 2020.

    Kurzfassung: Between 2017 and 2022, G20 members invested over USD 20 billion in 671 projects related to rural youth employment in Africa. The G20 Initiative for Rural Youth Employment (RYE), launched in 2017, overachieved the targets set to provide employment-related skills to 5 million youth and create 1.1 million jobs by 2022. The most common types of interventions were those focused on agriculture value chain development, skills training, and the promotion of entrepreneurship and small and medium-sized businesses. The paper assesses the achievements of the G20 Initiative for RYE, analyses different RYE programmes and provides recommendations for future G20 initiatives and RYE programming. Despite great progress, much remains to be done to tackle rural youth employment challenges.

    Kurzfassung: La région du Sahel et de l'Afrique de l'Ouest est confrontée à une grave crise de sécurité alimentaire et nutritionnelle : des taux de dénutrition sévère élevés y côtoient une forte prévalence des carences nutritionnelles et de la suralimentation – le « triple fardeau de la malnutrition ». À l'origine de toutes les formes de malnutrition ainsi que de diverses maladies non transmissibles courantes, la mauvaise alimentation est responsable d'environ un décès d'adulte sur cinq dans le monde. Le coût élevé des aliments constitue un obstacle majeur à l'accès à une alimentation saine. Même avant la récente inflation des prix alimentaires mondiaux, les prix alimentaires étaient déjà 30 % à 40 % plus élevés en Afrique de l'Ouest que dans d'autres régions du monde au niveau de revenu comparable. Cette note se propose d'analyser le coût d'une alimentation saine dans 17 pays d'Afrique de l'Ouest et du Sahel et d'identifier les groupes d'aliments qui composent ce coût. La forte variabilité des coûts et de leur composition observée entre les pays souligne la nécessité de politiques alimentaires plus ciblées et sensibles à la nutrition, mais aussi de données sur les prix alimentaires et de capacités de suivi renforcées.

The Czech Republic's (Czechia) official development assistance remained stable on average at 0.14% of gross national income since 2016 and jumped to 0.36% in 2022 primarily due to the costs of hosting Ukrainian refugees. Czechia is recognised for its strong support to democratic transition and human rights. Its long-term 2018-2030 strategy ensures predictability and provides for flexibility. The report highlights efforts to engage with the European Union and its members, and identifies opportunities for building institutional learning processes. As the Czech development co-operation continues making progress towards established DAC standards, this peer review provides a set of recommendations to strengthen its institutional set-up to accelerate progress towards a more cohesive portfolio that explicitly addresses poverty and/or inequality, and to build better partnerships with local CSOs and the private sector.

    Kurzfassung: A megadiverse county, Costa Rica is known globally for its success in reversing deforestation and pursuing a growth model based on the sustainable use of its environmental resources. However, energy use and related greenhouse gas emissions increased in the last decade. Private cars are a major and growing source of emissions affecting climate and air quality. Waste disposal still relies on landfills, and much wastewater is untreated. Costa Rica's extensive protected area network and pioneering programme of payments for ecosystem services have helped reduce biodiversity loss and extend forests' carbon sequestration capacity. However, more should be done to tackle pressures on biodiversity from development of infrastructure and settlements, tourism, farming and fishing. The sheer scale of investment needed to achieve the Sustainable Development Goals calls for improving the efficiency of public spending, mobilising private finance, strictly enforcing regulations and providing adequate incentives. This is the first OECD Environmental Performance Review of Costa Rica. It evaluates the country's progress towards sustainable development, with a special chapter focusing on biodiversity, and provides 52 recommendations.

    Kurzfassung: The COVID-19 pandemic has led to a significant shift in the way people work, with an increasing number of individuals opting to work from home. Fewer commutes allow people to live further away from the city centre, where jobs typically concentrate. Against this background, this paper tests the hypothesis of a shift in housing demand away from the city centre towards the suburbs using a novel granular house price data set covering 16 OECD countries. The results indicate a flattening of the house price gradients in most large urban areas with profound consequences for housing policies and the city of the future.

    Kurzfassung: The COVID-19 pandemic has led to a dramatic acceleration in the diffusion of remote work. This paper contributes to understanding the phenomenon by offering the first systematic exploration of the uneven diffusion of remote jobs across Europe. Using a combination of rich individual micro-data from the European Union Labour Force Survey and regional-level characteristics, the analysis makes three contributions. First, it provides a systematic approach to measure remote work across 30 European countries. Second, it shows that cities and capital regions adapted faster to remote work than other areas of the continent. Third, it identifies and tests what factors are associated with telework uptake during the pandemic. Results show that the uneven diffusion of remote work is primarily explained by composition effects, i.e., because cities hosted more workers in occupations and sectors more amenable to working remotely.

    Kurzfassung: The Sahel and West Africa region is facing a serious food and nutrition security crisis with high rates of acute malnutrition, combined with high rates of malnourishment and over-nourishment – the "triple burden of malnutrition". Poor-quality diets are the root of all forms of malnutrition, as well as common non-communicable diseases, and are responsible for an estimated one in five adult deaths globally. The high cost of food is a key barrier to accessing a healthy diet. Even before the recent global inflation in food prices, West Africa's food prices were 30%-40% higher than other regions in the world of comparable income levels. The paper analyses the costs of healthy diets in 17 countries in the Sahel and West Africa and which food groups drive up costs. The observed high cross-country variability in costs and cost composition points to a need for more targeted and nutrition-sensitive food system policies as well as the need to invest in better food price data and monitoring capacities.

    Kurzfassung: Scotland (UK) is a strong innovator, ranking among the top 20% of economies among European regions, with strengths in university-firm collaborations and skills for innovation. With close to two-thirds of all growth in productivity from 2010 to 2018 coming from better use of resources in remote rural areas, rural areas are critical to economic prosperity. In addition to the valuable heritage that they offer, rural areas in Scotland have had remarkable achievements over the past decade in terms of economic growth, social innovation and progress for climate mitigation. Unlike the demographic decline perceived in OECD countries, the decline in rural areas of Scotland is much slower. In the case of accessible rural areas, the population is still growing. In part, much of the progress of ensuring well-being in rural areas, is supported by mechanisms to link entrepreneurs with researchers, regional support for entrepreneurs and an established system of social entrepreneurship. This report sets the scene, reviews main policies and programmes impacting rural innovation, and explores the importance of social innovation in rural areas. It provides recommendations to reinforce some of the good practices in Scotland, which is particularly important as the government implements the new National Innovation Strategy.

Building on the 2022 Roadmap on Developing Countries and International Tax, the report refines and focuses on the range of actions to be undertaken in support of developing countries' key international tax priorities, including, in particular, the internationally agreed standards on Country-by-Country reporting and the Global Anti-Base Erosion (GloBE) Rules which will put in place a global minimum tax for large multinational enterprises.

    Kurzfassung: By 2050, the global population living in cities is projected to reach 5 billion, growing from 3.5 billion in 2015. Massive investment in infrastructure will be needed to accommodate this growth, and to adapt infrastructure to climate change and benefit from the digital transition. This report explores three ways to meet this challenge. Firstly, it outlines how new forms of urban planning can help to mobilise private finance for inclusive, resilient and sustainable urban investment. Secondly, it explores how leveraging private investment can help to strengthen cities capacity to support needed investment in a tighter fiscal environment. Finally, it considers the potential opportunities and challenges for mobilising sustainable finance – green, social and sustainable bonds and loans, sustainability-linked bonds and catastrophe bonds – for infrastructure investment by City Governments. The report also includes 17 short case studies from 12 countries that demonstrate innovative practices for creating the Cities of Tomorrow.

    Kurzfassung: Africa is undergoing an unprecedented urban and climate transition; yet, given the right conditions, compact urban forms can encourage greater sustainability, resilience and liveability in the coming decades. Using novel techniques and newly available data, this report fills in existing data gaps by producing measures of compactness for 5 625 urban agglomerations, along with other urban form attributes. Even though urbanisation is often unplanned and uncoordinated, a promising trend has emerged: very large cities (of over 4 million inhabitants) are more compact, discounting the population effect, on average, than larger (1 million to 4 million inhabitants) and intermediate cities (50 000 to 1 million inhabitants). Moreover, less compact agglomerations tend to have smaller buildings, flat, low skylines, less complete centres (reflecting a less optimal use of space) and polycentric patterns (i.e. multiple centres, rather than a single, monocentric city). This report analyses the consequences of less compact agglomerations for sustainability and liveability. The disadvantages include higher energy demand, less accessibility to services and opportunities, less walkable urban landscapes and greater car dependency, in addition to higher outdoor air pollution. It also considers the potential trade-offs with resilience; for example, compactness can lead to a loss of green space and an increase of urban heat island effects. The report offers opportunities in the coming years to single out potential areas of action for resilience, as well as for monitoring and evaluating progress.

    Kurzfassung: Antofagasta is a world leader in copper and lithium production, with strategic importance for the global energy transition and for the economic development of Chile. Located in north Chile, Antofagasta is carved by the natural contours of the Atacama Desert and home to diverse Indigenous communities. Despite the wealth brought by mining, communities in Antofagasta lag on a number of well-being dimensions. At the same time, Antofagasta's mining industry is entering a new phase of development, driven by the expected surge in global demand for its minerals and the imperative to adapt to the green and digital transitions. Against this backdrop, a new development vision with a long-term strategy is warranted in the region to leverage mining benefits to improve well-being standards and take advantage of the opportunities brought by the digital and green transition in mining. This study presents the diagnosis, rationale and building blocks for a new mining strategy in the region of Antofagasta, Chile that prioritises well-being standards and opportunities for local communities. This medium and long-term strategy aims to create a new pact amongst different societal stakeholders to build trust and unite efforts for more inclusive and sustainable growth in the region.

    Kurzfassung: The quality of Internet connections is increasingly important for people’s daily lives as work and access to services move to the digital sphere. Likewise, businesses and public agencies need to rely more and more on the digital networks for service delivery. However, the way individuals experience the Internet can vary substantially within countries, notably along the urban-rural continuum. Measuring such variation in a consistent way is important to understand where intervention is most needed to deliver better connections to everyone. This paper assesses within-country spatial disparities in connectivity across OECD and G20 countries, using publicly available data on the speed of connections from an Internet speed test provider, applying consistent spatial definitions – i.e. the OECD classification of regions and the Degree of Urbanisation. Using data from Denmark, it finds that the use of speed tests to assess the quality of internet connection is coherent with national sources. Results show that, in OECD countries, regions far from metropolitan areas can experience up to 24% slower Internet speeds than the national average. Overall, cities have 75% higher speed of connection than rural areas, on average.

Despite the recent acceleration of action to address climate change, further efforts are needed to achieve the goal of net-zero greenhouse gas emissions by 2050. The United States is also among the major contributors to marine litter with serious consequences for communities and the environment. The review provides 30 recommendations to help the United States improve its environmental performance, with a special focus on marine litter and a cross-cutting focus on environmental justice. This is the third Environmental Performance Review of the United States. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

The country will graduate from the least developed country (LDC) category in 2026 and aspires to be a high-income nation through industrialisation by 2041. Meeting this challenge requires accelerating economic transformation through diversification and innovation. This Production Transformation Policy Review (PTPR), implemented with the support and collaboration of the European Union (EU), and in partnership with the UN Conference on Trade and Development (UNCTAD), identifies concrete options for supporting Bangladesh's development. It calls for leveraging digitalisation to address persistent fragilities and it advocates for a new pact based on shared responsibilities between the national government, the private sector and international partners to shift to a new development phase and ensure sustainable, smooth and irreversible graduation.

The former examines broad trends in manufacturing performance across OECD rural (TL3) regions between 2000 and 2019, with deeper dives that draw on more granular microdata in 14 OECD countries. Case studies were conducted across 12 regions in Slovenia, Germany, Italy, and France. They comprised interviews with over 300 local, regional, and national actors across government, private sector, universities, research institutes, NGOs and non-profit community organisations. The project also benefited from foresight and futures workshops conducted in January and July 2022 with experts and policymakers across OECD countries.

    Kurzfassung: Platform cooperatives refer to cooperatives that are directly owned and managed by their members and that use websites and/or mobile apps to sell goods and/or services. They have emerged in large part as alternatives to digital labour platforms to promote better working conditions with evidence of significant growth in recent years. This paper provides an overview of employment in platform cooperatives and offers insights on their distinctive features. In particular, it provides i) insights on working conditions associated with such platforms; ii) an overview on the challenges they face in creating jobs as well as scaling up, developing and expanding their activity; and iii) policy recommendations and examples of policy actions that could help policy makers best support them to generate work opportunities and enhance job quality. La Tchéquie est reconnue pour son soutien aux droits de l'homme. Sa stratégie de long terme 2018-2030 garantit à la fois prévisibilité et flexibilité. Le rapport souligne son engagement auprès de l'Union européenne et de ses membres et identifie les moyens de renforcer l'apprentissage institutionnel. Alors que la coopération tchèque progresse vers les normes du CAD, cet examen fournit des recommandations pour renforcer sa structure institutionnelle, pour accélérer les progrès vers une action plus cohérente qui lutte explicitement contre pauvreté et/ou les inégalités, et pour construire de meilleurs partenariats.

Or, malgré les perspectives de carrière offertes par la région, un nombre important de résidents est exclu du monde du travail. Les travailleurs moins diplômés se font concurrence pour un nombre de postes limités, en dépit des pénuries observées sur le marché du travail. Les facteurs qui mènent à l'exclusion de certains bruxellois et les solutions pour y remédier, doivent être un pilier de toute vision d'avenir de la Région de Bruxelles-Capitale. Le marché du travail bruxellois récompense la formation. Faciliter l'accès aux formations disponibles en Région est donc une priorité, notamment pour qu'elles soient adaptées aux différents besoins de la population. Réduire les entraves à la formation est un autre levier d'action. Pour le service public de l'emploi, la simplification des parcours, la mobilité géographique des chercheurs d'emplois moins diplômés et une meilleure prise en compte de la dimension migratoire de l'exclusion peuvent, chacune à leur manière, aider un plus grand nombre de bruxellois à trouver un emploi de qualité.

Para que la República Dominicana avance en una senda de desarrollo más inclusivo y sostenible, es necesario abordar tres dimensiones críticas. En primer lugar, proporcionar empleos de calidad para todos, con especial énfasis en impulsar la formalización y la transformación productiva. En segundo lugar, movilizar más financiamiento público y privado para el desarrollo, con sistemas fiscales más progresivos y eficaces, un gasto público más eficiente, y mercados de capitales más profundos. En tercer lugar, acelerar la transformación digital para impulsar la productividad, mejorar la inclusión y apoyar la creación de empleo.

Despite this remarkable progress, disparities remain between SMEs and chaebols, manufacturing and services, ICT and non-ICT industries, and urban and rural areas. Korea also grapples with societal and economic vulnerabilities, including an aging population, a significant carbon footprint, limited renewable energy use, and pronounced gender inequality. To further seize opportunities for equitable and inclusive growth, Korea must foster a shared national vision to develop science, technology, and innovation to address societal issues, enhance R&D policy implementation, promote excellent research, further internationalise, and broaden technology diffusion.

Shocks in other systems, such as financial or health crises, can, in turn, affect climate challenges. Applying a systems approach to climate change helps policymakers understand linkages between issues that are treated separately and propose cross-sectoral, multi-disciplinary solutions in cities. This paper proposes a four-pronged policy framework to disentangle the different elements of economic, social, environmental, and other systems operating in cities, maximise co-benefits and manage trade-offs across systems, and build systemic climate resilience in cities. It summarises the contribution of the Working Party on Urban Policy and the Regional Development Policy Committee to the 2021-2022 OECD Horizontal Project on "Building Climate and Economic Resilience in the Transition to a Low-Carbon Economy".

    Kurzfassung: Located in the state of Western Australia, the Pilbara is a large region and one of the least densely populated within the OECD. The Pilbara's mining sector is a top supplier of iron ore in the world, which has fuelled the economic growth of both the state and the country. While Pilbara's industrialisation is relatively recent, dating back to the 1960s, First Nations peoples have inhabited the region for approximately 50 000 years. Despite the wealth generated by mining and extractive industries, the Pilbara faces important challenges to improve its attractiveness and well-being standards, especially for First Nations and non-mining workers. Well-being challenges also stifle growth opportunities and responsible mining investments in the region. The green transition presents the Pilbara with an opportunity to diversify its economy and improve well-being conditions of its communities, while becoming a strategic player in the global shift towards more sustainable mining. This study offers guidance on how the Pilbara can shape a more inclusive and sustainable development model that supports economic diversification and prioritises improving the living conditions of its communities, particularly First Nations.

    Kurzfassung: The Rethinking Regional Attractiveness in the New Global Environment report highlights lessons learned from multiple regional case studies from five EU countries (Ireland, Italy, Portugal, Spain and Sweden), additional work with Latin American and Caribbean regions, and a series of webinars and one-on-one dialogues on rethinking regional attractiveness. The OECD's innovative multidimensional approach to assessing regional attractiveness considers global engagement beyond international connections and economic factors alone. The methodology considers more than 50 indicators to develop regional attractiveness profiles covering six domains of attractiveness: economic attraction, connectedness, visitor appeal, natural environment, resident well-being, and land-use and housing. The report helps regional and national policy makers to understand how individual regions fare in a new global environment that continues to deal with the impacts of the COVID-19 crisis, compounded by the consequences of Russia's war of aggression against Ukraine and existing megatrends – all of which produce asymmetric impacts within and between countries and regions – and identify the policy levers available to enhance their attractiveness to the international target groups of investors, talent, and visitors. It also considers the need to co-ordinate across levels of government, across policy fields, and with private stakeholders, and highlights good practices to implement regional attractiveness policies.

Les Pays-Bas continuent de se concentrer sur leurs atouts et conduisent des réformes internes pour un impact durable. Ils maintiennent leur engagement dans les contextes fragiles, avec un financement à long terme et flexible. Le pays est grandement apprécié pour son rôle pionnier dans l'égalité des genres, il soutient fermement les sociétés civiles locales et s'attaque aux effets de son empreinte économique. Cet examen formule des recommandations pour renforcer l'engagement des Pays-Bas dans les pays partenaires par la concrétisation de leur ambition en faveur d'un développement mené au niveau local, leurs efforts pour adapter leur approche thématique à chaque contexte et la définition plus précise de leur appétence pour le risque. L'inversion de la baisse des budgets est une réalisation importante, mais il faudra gérer l'effet des dépenses consacrées aux réfugiés dans le pays sur le programme néerlandais de développement.

    Kurzfassung: Cultural and creative sectors are a significant driver of local development both through direct job creation and income generation but also indirectly by spurring innovation across the economy. Beyond their economic impacts, they also have significant social impacts, from supporting health and well-being to promoting social inclusion and local social capital. Flanders (Belgium) has placed cultural and creative sectors as a priority in the region’s economic and social strategy. This paper provides an overview of cultural and creative sectors in Flanders, highlighting trends in employment, business dynamics, entrepreneurship and financing as well as cultural participation. It offers analysis and recommendations to support the region in continuing to build on its local cultural and creative ecosystem.

    Kurzfassung: The OECD's Patient-Reported Indicator Surveys (PaRIS) initiative aims to measure outcomes and experiences of healthcare as part of an effort to improve the value of health system investments. The PaRIS survey, a survey of people living with chronic conditions, is currently being implemented in twenty countries. The PaRIS survey has been developed together with government officials, patients, providers, and researchers. However, the extent of stakeholder involvement varies between countries. This paper reports on the stakeholder engagement in design, development and implementation of the PaRIS survey Field Trial in seventeen countries. Engagement strategies were analysed by target group (patients, providers, or other stakeholders), and engagement level (co-designing, involving, consulting, and informing). The results provide valuable lessons for the implementation of the full PaRIS survey in 2023 and illustrate how stakeholders could be more actively engaged in health services research and policymaking.

Alors que villes et zones urbaines ont toujours été le théâtre de conflits de par leur rôle politique et économique, nombre de mouvements séparatistes, insurrections et rébellions restent associés aux zones rurales. La croissance urbaine s’accompagne-t-elle d’une augmentation de la violence dans les villes ou les conflits demeurent-ils essentiellement ruraux ? Conjuguant une approche régionale et locale, ce rapport analyse et cartographie l’évolution de la répartition spatiale des conflits entre zones rurales et urbaines en Afrique du Nord et de l’Ouest depuis la fin des années 1990. Une analyse plus qualitative de dix villes permet de mieux comprendre les ressorts locaux de ces violences. Alors que ces dernières augmentent en Afrique de l’Ouest, cet ouvrage offre aux décideurs publics, experts et chercheurs de solides bases d’élaboration de politiques de sécurité et développement plus territorialisées.
