    Abstract: How's life? The answer can depend on the region in which you live. Many factors that influence people's well-being are local issues, such as employment, access to health services, pollution and security. Policies that take into account regional differences beyond national averages can therefore have a greater impact on improving well-being for the country as a whole. This report presents the OECD analytical framework for measuring well-being at the regional level, as well as internationally comparable indicators on 9 well-being dimensions for 362 regions across 34 OECD countries. It also sets out guidance for all levels of government in using well-being measures to better target policies at the specific needs of different communities. Drawing on a variety of practical experiences from OECD regions and cities, the report discusses methodological and political solutions for selecting regional well-being outcome indicators, monitoring the progress of regional well-being performance over time, and implementing a process of multi-stakeholder engagement to promote social change

    Abstract: This paper presents a new set of estimates of exposure to air pollution (fine particulate matter - PM2.5) at the city, regional and national levels for the 34 OECD countries, and at the regional and national levels for Brazil, China, India, Russia and South Africa. The estimates are developed by the computation of satellite-based observations. They have the advantage of providing consistent values of the magnitude and spatial distribution of air pollution to be compared across and within countries and over time. The paper also explores the association between shape of cities (population density, share of built-up area, extension of the hinterlands, etc.) and air pollution. The estimates of air pollution at (TL2) regional level have been used in the newly released OECD Regional Well-Being Database as a measure of the environmental dimension.

    Abstract: Regional development policy is a priority of Colombia’s government. The country has experienced sustained economic growth over the past decade; yet several territories still lack development opportunities. To promote growth in all regions the government has engaged in a series of reforms. For instance, it started allocating royalty payments generated by hydrocarbon resources to all departments and most municipalities, including those that are not endowed with natural resources. The reform also promotes better multilevel governance and represents a good policy practice for countries seeking to link natural resource development with regional development. To support the current efforts of Colombia’s government, this report illustrates policy recommendations to help national authorities adopting a territorial approach to inclusive economic development. In particular, the OECD recommends to: a) improve the quantity and quality of regional statistics and formulate urban and rural taxonomies that help tailor policies to places; b) involve territorial constituencies in the design of policy interventions and allocate to them more implementation responsibilities within the framework of the National Development Plan; c) promote coordination among subnational bodies to scale up investment in territories to avoid that public investment – and royalty payments – gets dispersed in a myriad of small-scale projects.

    Abstract: The Dutch economy has been traditionally very competitive among OECD countries. The global financial crisis however has brought new challenges, especially during the second shock, from 2011 onwards. The government’s recovery plan, which includes various measures such as fiscal consolidation, stimulating innovation and sub-national government reform has an important territorial dimension. This review focuses on how sub-national institutions and development can help the Netherlands meet its challenges. In the short-term, factors such as the contribution of all regions, better use of resources, and more efficient provision of goods and services can help the recovery. In the long term, improving national competitiveness will largely depend on a strong performance of the polycentric city structure, which characterises the Netherlands. The key policy areas explored in this review include: the recently created top-sector innovation policy; decentralisation; and territorial reforms such as municipal and provincial re-scaling through mergers or co-operation.

In-depth fieldwork focused on two local Workforce Investment Boards in each state: the Sacramento Employment and Training Agency (SETA); the Northern Rural and Training and Employment Consortium (NoRTEC); the Southeast Michigan Community Alliance (SEMCA); and the Great Lakes Bay Michigan Works. The report concludes with a number of recommendations and actions to promote job creation at the federal, state and local levels.

Le rapport souligne que les disparités en matière de conditions matérielles et de qualité de vie sont souvent plus importantes entre régions d’un même pays qu’entre pays différents. Alors qu’en moyenne les gens sont plus riches, vivent plus longtemps et bénéficient d’une meilleure qualité de l’air qu’il y a quinze ans, de nombreux pays de l’OCDE ont vu s’accentuer l'écart entre leurs régions les plus performantes et les moins performantes. Le rapport offre un cadre commun pour mesurer le bien-être au niveau régional ainsi que des lignes directrices pour aider tous les niveaux de gouvernement à utiliser les mesures du bien-être afin de mieux cibler les politiques publiques sur les besoins spécifiques de chaque communauté. Le rapport s’appuie sur une grande diversité d’expériences pratiques de régions et villes de l’OCDE.

    Abstract: The purpose of this paper is to understand how income inequality is associated with economic growth in OECD regions and whether the degree and type of urban concentration affects this relationship. Both income inequality and urban concentration can be seen as patterns of resource allocation that are particularly interlinked at the regional level. We combine household survey data and macroeconomic databases, covering a period ranging from 2004 to 2012 for comparable regions in 15 OECD countries. Econometric results show that, at least for the short period under consideration, there is a general negative association between inequalities and economic growth, especially since the start of the economic crisis. This relationship is sensitive to the type of urban structure. Higher inequalities seem to be more detrimental for growth in large cities, while regions characterised by small cities and rural areas are less affected.

    Abstract: The development of Asian cities is characterised by rapid and continuous urbanisation on an unprecedented scale, with rapid economic growth led in most places by the manufacturing industry, and rapidly increasing motorisation. The result has been escalating greenhouse gas emissions, sprawling urban development and local environmental impacts, as well as disparities in income, education levels and job opportunities in the urban population. These trends differ sharply from those in most of the OECD area and call for a green growth model that differs from those identified in previous OECD studies and that addresses the specific circumstances of Asian cities. This paper proposes an analytical framework for assessing policies for green growth in rapidly growing cities in the emerging world. It builds on Cities and Green Growth: A Conceptual Framework (Hammer et al., 2011) and is adapted to the urban policy context of dynamic Asia. Its three main elements are: i) identification of the key policy strategies for urban green growth in fast-growing Asian cities, highlighting similarities to and differences from OECD cities; ii) opportunities for green growth; and iii) enabling strategies for implementing urban green growth.

    Abstract: Les prix des logements ont sensiblement augmenté au Canada au cours des dix dernières années, portant la dette des ménages et la construction de logements à des points hauts historiques. Bien que le durcissement de la politique macroprudentielle ait ralenti la croissance des emprunts des ménages ces dernières années, l’évolution à la hausse des prix de l’immobilier d’habitation s’est poursuivie, et l’accessibilité financière du logement demeure un problème majeur dans les centres urbains. Les primo-accédants doivent par conséquent consacrer une part plus importante de leurs revenus à l’achat de leur logement et sont exposés à de futures hausses des taux d’intérêt. La construction excessive de logements en copropriété dans quelques grandes villes semble constituer un facteur de risque, en particulier s’il y avait une correction majeure des prix sur ce segment qui se répercuterait sur d’autres compartiments du marché. Le pays bénéficie d’un système de financement du logement efficace et sain, qui a bien fonctionné tout au long de la crise financière mondiale grâce à un cadre solide de surveillance financière et à la garantie explicite de l’État dont bénéficie le marché hypothécaire. Néanmoins, la position dominante occupée par la Société canadienne d’hypothèques et de logement (SCHL), une société d’État, sur le marché de l’assurance prêt hypothécaire se traduit par la concentration d’un volume de risques important au niveau des finances publiques. Une amélioration des conditions de concurrence sur le marché de l’assurance prêt hypothécaire pourrait contribuer à une diversification de ces risques et à une réduction des éléments de passif éventuel assumés par les contribuables, tandis qu’une limitation de la couverture des pertes sur prêts permettrait d’obtenir un meilleur équilibre entre les intérêts individuels et collectifs. Il est possible que plusieurs villes pâtissent d’une pénurie de logements locatifs, en particulier dans la gamme des biens immobiliers accessibles pour les ménages à faibles revenus. Les politiques d’urbanisme se sont traduites par des zones d’habitation peu denses qui contribuent au niveau relativement élevé des émissions de carbone liées aux transports. Pour remédier à ces externalités, il faut renforcer les signaux-prix en matière d’aménagement foncier, d’utilisation des routes, de congestion et de stationnement, tout en intégrant mieux la planification des transports en commun. Pour empêcher que les ménages à faibles revenus ne soient marginalisés, il faudrait que les politiques d’aménagement favorisent la mixité sociale et incitent davantage le secteur privé à construire des logements abordables.     Abstract: Women in Business 2014 summarises the progress made by the OECD-MENA Women Business Forum (WBF) since the publication of its first Women in Business report in 2012. In 2012, five groups of actions had been identified as priorities to be carried out by governments, international stakeholders, financial and business support organisations, as well as statistical agencies. In two years, the WBF has developed inputs for three of these areas of priority actions. The WBF’s contributions are growing along with its increased recognition as a hub which spurs concrete improvements in the business climate for women entrepreneurs in the MENA region. Today, women’s entrepreneurship is all the more important as governments in the region are facing the colossal challenge of rebooting job creation to improve the well-being of a growing workforce and confidence in the economy. The economic prospects of MENA economies that are going through a political transition have improved but unemployment has increased, inflation is rising and public finances have deteriorated. In these countries, political uncertainties add to long term structural difficulties. In the Gulf Cooperation Council (GCC) countries, the challenges still lie in the diversification of their economies.

Les pressions sur l’environnement qui en résultent sont importantes, qu’il s’agisse des émissions de CO2, de la pollution atmosphérique ou des changements d’affectation des sols. Les migrations journalières à grande échelle, associées au faible niveau des taxes sur les carburants par rapport aux pays voisins, ont provoqué un accroissement rapide des émissions de gaz à effet de serre, lesquelles sont plus élevées au Luxembourg, par habitant, que dans presque tous les autres pays de l’OCDE. Le Luxembourg va devoir adopter une saine politique du logement, des plans d’urbanisme et de transport visant à freiner l’étalement urbain et à encourager les transports en commun, ainsi que des mesures destinées à internaliser davantage les externalités environnementales, pour que sa croissance économique reste viable sur le plan écologique et économique, et compatible avec le bien-être de sa population.     Abstract: Abruzzo is at a tipping point: despite economic, cultural and natural strengths, the region is facing declining economic growth, ageing population and a reduction in outside economic aid. The devastating earthquake that hit the regional capital L’Aquila and its surroundings on 6 April 2009 caused 309 deaths and was a significant economic shock, jeopardizing the long-term growth prospects of an already vulnerable region. To increase its resilience to current and future shocks, Abruzzo must encourage innovation-driven growth, based on knowledge and better use of skills, and redesign the city of L’Aquila through technological upgrade to make it more attractive to outsiders and improve the quality of life of its residents. The report suggests that Abruzzo should focus on endogenous resources to build its long-term development strategy and, at the same time, to increase the external openness of the regional system to attract more entrepreneurs, students, foreigners and external capital. The economic development and quality of societal life in Abruzzo will strongly depend on how private and public actors will make the best use of existing knowledge, strengthening the cultural and economic networks as a major tool for growth; as well as promoting information sharing, transparency, accountability and community engagement to improve decision making. More broadly, the issues raised in the report can help other governments to rethink regional policy, for both regions vulnerable to natural disasters and for those facing long-term decline. As such, eight guiding recommendations for building resilient regions after a disaster are drawn. These guiding recommendations can provide a framework for policy making in other OECD regions.

This report examines the economic and socio-economic trends in Chile’s urban areas including population growth, and mounting inequality; it analyses four policy areas with significant implications for national urban programming, specifically land-use and zoning, housing, public transport, and the environment; and it examines possible approaches for revitalising the urban governance structure in metropolitan and urban areas, as well as mechanisms to reinforce strategic planning and service-delivery capacity.

It firstly analyses socio-economic trends and the environmental performance of Kitakyushu; secondly reviews urban policies for land use, transport, buildings, waste, energy, water and industries that contribute to economic growth and reduce pressure on the environment; thirdly identifies innovation assets and actors in Kitakyushu and the northern Kyushu region and assesses Kitakyushu’s potential to bolster a regional green innovation system; and finally examines local, regional and national institutions, including horizontal and vertical co-ordination mechanisms that strengthen cross-sectoral and multilevel governance for green growth.

    Abstract: Encompassing 39 municipalities in two states, Puebla-Tlaxcala is the fourth-largest metropolitan zone in Mexico. Over the past five decades, the region has successfully attracted major national and international firms, building its reputation as both a manufacturing hub specialising in auto production and one of Mexico’s most important centres of higher education. Yet it also faces important challenges. Compared to other large Mexican metropolitan zones, Puebla-Tlaxcala has a disproportionate share of individuals with low skills, which could represent a bottleneck to future growth. Urban sprawl is another challenge with important economic, environmental and social consequences. Puebla-Tlaxcala's urban footprint expanded nearly eight times faster than its population over the past three decades, contributing to inadequate service provision and high levels of social marginalisation, particularly in the metropolitan periphery. To ensure that the region remains competitive and grows sustainably over the long term, this review recommends (i) improving workforce and economic development outcomes, particularly by raising the level of low-skilled workers; (ii) guiding urban growth more effectively to tackle urban sprawl and improve serve delivery; (iii) and addressing governance challenges by building capacity in the public sector and transitioning to forms of metropolitan governance.

    Abstract: Chile has been very successful in turning its natural resource endowments into a generator of growth and modernisation. However, its mining regions, including Antofagasta, face the challenge of developing a critically important primary sector in a manner that contributes to both economic growth and broader measures of well-being. Antofagasta's long term sustainability goals include a more diversified economic base, supported by a city that is lived in for its high quality of life and the opportunities it offers. To achive this, it will need to make the most of its natural endowments, improve the city's physical attractiveness and ensure better urban policy outcomes. It will also require regional and local actors to act in a strategic and innovative manner. This study focuses on economic diversification, urbanism and governance in the city of Antofagasta. Consideration is given to: economic and socio-economic trends such as those associated with labour markets and skills, as well as quality of life factors; opportunities for specialisation, diversification and innovation within and beyond the mining cluster, including throught its port network; urban policy challenges especially in land use, waste management, environment and public transport; and to the role of public governance in helping the city realise its economic and quality of life objectives.

    Abstract: The global economic crisis has had a hard blow on youth (aged 15/16 to 24) employment. In early 2013 in the OECD as a whole the youth unemployment rate was stuck at 16.5%, up from 12.1% just prior to the crisis, and two-and-a-half times the unemployment rate for those aged 25 and over and, worryingly, with a marked and continued increase in youth long-term unemployment. Moreover, the alarming figures do not account for those not in employment, education or training (NEET) many of whom do not appear in the official unemployment statistics. Youth unemployment rates are predicted stay high or rise still further in most of the countries as the haltering recovery remains too weak to provide sufficient job opportunities to the many young jobseekers.

    Abstract: This report synthesises the findings from six case studies of urban green growth policies, four at city level (Paris, Chicago, Stockholm, Kitakyushu) and two at the national level (China, Korea). It offers a definition of urban green growth and a framework for analysing how it might play out in different types of cities. It demonstrates the importance of urban policies for achieving national environmental policy goals and discusses the increased efficiency of policy intervention at the urban level. It identifies urban activities to reduce environmental impact that are most likely to contribute to the policy priorities of job creation, urban attractiveness, metro-regional supply of green products and services, and increased urban land values. It also provides guidance on addressing potential financing and governance challenges that may arise in pursuing urban green growth. Finally, the report offers a preliminary proposal for how green growth in cities could be measured.

The evidence suggests that this IS the case. Examinations of patterns of growth reveal that underdeveloped rural and intermediate regions tend to grow faster. Their catching-up potentially largely depends on human capital development, infrastructure and innovation-related activities but also on institutional factors and policies. This publication is based on anlaysis among all OECD regions and 23 case study regions from ten OECD countries over the period 1995-2007.

    Abstract: Located at the border with the US, Chihuahua has benefited from FDI and NAFTA. Chihuahua has been one of the richest regions in Mexico and one of the most dynamic in the OECD. However, the region’s FDI-trade link with the USA has also led to some vulnerability to external shocks. The two crises affecting the USA in the past decade affected Chihuahua more than any other state. Despite recent progress in the quality of education, other structural challenges such as lower productivity growth, high inactivity rates and dwindling employment rates have been factors in Chihuahua’s sluggish growth. Chihuahua not only displays large intra-regional and gender inequalities, but also the largest inter-ethnic inequality levels in the country. Chihuahua can gain from a territorial approach to policymaking that integrates sectoral policies, fostering value-added in rural activities, better linking SME-development and FDI-attraction policies, as well as between innovation capacities and applications. The region could also strengthen their recent inclusive governance arrangement with civil society and the private sector. Growth and development can only be possible if the current challenges in insecurity, water shortage and public finance are addressed.

The challenges include the need to facilitate a shift from the region’s historic specialisation in medium-low and low technology manufacturing towards more knowledge-intensive activities. This will require addressing the supply of human capital, improving connectivity and enhancing the attractiveness of the region. A regionalisation reform is now under discussion in Sweden with potential implications for Småland-Blekinge. Whatever the future administrative structure of Småland-Blekinge, the effectiveness of regional development policies and public service delivery will be directly related to strengthened interaction and co-ordination arrangements among the numerous actors and administrative units involved.

    Abstract: In many OECD countries, governments have invested large amounts of public money to support renewable energy (RE) development and are requiring significant quantities of it to be sold by energy providers. But what are the economic impacts of these policies on the rural regions where deployment takes place? How can RE bring the greatest benefit to host regions? These are some of the questions explored by this study. Drawing on case studies in 16 regions within 10 countries, the research finds that while RE indeed represents an opportunity for stimulating economic growth in rural communities, its development benefits are not automatic. Realising them requires a complex and flexible policy framework and a long-term strategy, as well as a realistic appreciation of the potential gains from RE deployment. Making a positive connection between RE development and local economic growth will require more coherent strategies, the right set of local conditions, and a place-based approach to deployment.

    Abstract: This report reviews the Korean catching up and it analyzes the recent reforms which have been put in place to address the territorial dimension in the design and implementation of industrial policies, with a view to share knowledge and policy experience with emerging and developing economies. Korea is a well known success case, but less is known about the efforts and reforms introduced to factor in the territorial dimension in its national development strategy. The report identifies the advances and challenges of the Korean approach to regional development. Results show that beside the specificities of the Korean experience it conveys several lessons for developing countries: i) Planning actions on a multi-annual basis is essential to achieve policy goals in fields such as industrial and regional development where policy outcomes depend on structural changes that will require long term horizons to be materialised and where coordination across several ministries (such as education, infrastructure and access to finance) is needed. ii) It is important to establish mechanisms that ensure a high level political support to regional development as well as to target resources to regions. iii) Supporting industrial development in regions requires designing specific programs beyond administrative boundaries. iv) The space for bottom up initiatives and regional empowerment has to be matched by a gradual approach to build the necessary capabilities at the regional level.

Il fait le constat du caractère déclinant de la performance portuaire au cours de la dernière décennie et identifie les principaux déterminants de ce phénomène. En plus de cela, le rapport analyse les possibilités de synergies entre les différents ports et indique les futurs développements majeurs qui influenceront la performance portuaire. Les différents impacts des ports (en termes économiques, sociaux et environnementaux) sont identifiés et quantifiés lorsque c’est possible. La valeur ajoutée du cluster portuaire du Havre/Rouen a été calculée et ses interconnexions avec d’autres secteurs économiques et d’autres régions de France ont été identifiées. Le rapport montre divers impacts des ports, mais indique que beaucoup de ces impacts ont des retombées dans d’autres régions que celles dans lesquelles les ports sont situés. Les principales politiques à l’égard des ports, des transports, du développement économique, ainsi que de l’innovation, de l’environnement et de l’aménagement du territoire ont été évaluées. Cela inclut les politiques à l’échelle des autorités portuaires et aux échelles locales, régionales et nationales. Les mécanismes de gouvernance à ces différents niveaux sont décrits et analysés. Un ensemble de mesure lié à une réforme portuaire, mis en place en 2011, a changé les rôles des acteurs au sein des ports, alors que les initiatives à l’échelle régionale se sont intensifiées. A partir de l’analyse de ce rapport, des recommandations sont formulées afin d’améliorer la performance portuaire et d’augmenter l’impact positif de ces ports sur leur territoire.

Sie verbuchen ein hohes BIP pro Einwohner, die Arbeitslosigkeit ist niedrig, und manche Regionen verzeichnen ein beeindruckendes Wirtschaftswachstum. Auβerdem steht die Schweiz nicht vor Herausforderungen, mit denen viele ähnliche Regionen in der OECD konfrontiert wurden, wie mangelnder Zugang zu Dienstleistungen oder Bevölkerungsrückgang durch Überalterung oder Abwanderung. Nur die Förderung der Arbeitsproduktivität stellt weiterhin ein Problem dar, mit dessen Lösung die Regionalpolitik sich befassen muss. Zur Verbesserung der regionalen Wirtschaftsleistung wurde 2008, im Anschluss an den OECD-Prüfbericht 2002, die neue Schweizer Regionalpolitik (NRP) eingeführt. Die NRP stellt einen klaren Paradigmenwechsel dar, da sie sich nicht mehr auf den Bau von Infrastrukturen und die Gewährung von Finanzhilfen konzentriert, sondern die Wirtschaftsförderung zur gezielten Mehrwertschöpfung in den Regionen in den Mittelpunkt stellt. Dieser Bericht enthält Empfehlungen, wie das Ergebnis der NRP durch die Ausweitung des Wirkungsbereichs auf das gesamte Land, engere interkantonale Zusammenarbeit und besser koordinierte Sektoralpolitiken optimiert werden kann. Ferner befasst der Bericht sich mit der regionalen Innovationsförderung. In diesem Rahmen wird empfohlen, die Aufgaben der einzelnen Staatsebenen klarer zu definieren, Forschung und Technologietransfer auf Landesebene vom Bund finanzieren zu lassen und die Kantone mit der Innovationsförderung in den Funktionalräumen zu beauftragen. Der OECD-Prüfbericht Raumentwicklung Schweiz 2011 ist in das breiter gefasste Raumentwicklungsprogramm des OECD Territorial Development Policy Committee eingebettet.     Abstract: The North Atlantic (NORA) region is a transnational area comprising the Faroe Islands, Greenland, Iceland, and the coastal counties of Norway. These territories are linked by shared characteristics and challenges, as well as by historical, institutional and cultural links. Improving accessibility to the region, ensuring sustainable development of its fisheries, enlarging and diversifying its economic base, and meeting the challenges of climate change are key issues. Strengthened regional co-operation can help these territories address them by exchanging know-how and best practices, pooling resources and reaching economies of scale, improving the efficiency of public sector provision, and increasing the “voice” of the region. However, transnational co-operation in the NORA region faces some barriers, as it involves territories that compete in their main economic activities, are separated by large distances, and have strong institutional and economic links with other countries and regions. In order to get the most from transnational co-operation, this report recommends that the NORA territories: focus co-operation efforts on targeted themes and issues; draw up a regional development strategy; promote greater awareness of the benefits of co-operation; develop a “variable geometry” approach to regional co-operation; and enlarge and refine the role of the NORA institution as a facilitator of co-operation.

    Abstract: The ability of sub national governments to “better spend”, by identifying relevant paths for territorial competitiveness and effective delivery of public services, is largely enshrined in their institutional background. Rather than isolated actors, sub national authorities and central governments are “mutually dependent”. In this context, and for a majority of OECD member and non-member countries, the key underlying question is not whether to “decentralise or not” or even opt for a specific decentralisation model, but to look at ways to improve capacity and coordination among public stakeholders at different levels of government to increase efficiency, equity and sustainability of public spending. This question of “multi level governance” is therefore accurate, whatever the constitutional framework of countries, federal or unitary. This paper provides: first, a methodology to diagnose multi level governance challenges; and, second, examples of tools used by OECD countries to bridge co-ordination and capacity “gaps”. This approach has been inspired by OECD regional development policy work, as regional development policy relies both on the diversity of territorial situations and the coherence of regional strategies at the national level. In practice, it has already been tested in a variety of public policies such as public investment, water, and innovation, which all contributed to enrich it with concrete sectoral evidence and experience.

    Abstract: National policy makers have shown a growing interest in the regional dimension of innovation processes, and regional policy makers are seeking to promote their own competitiveness by supporting innovation. To advance the OECD quantitative research on regions and innovation, a categorisation of regions was developed using socio-demographic, economic, and innovation-related variables. Many different categorisations are possible depending on the purpose of the peer group comparisons. This categorisation was developed with the main goal of highlighting the diversity of regional profiles across OECD regions. Similar types of analysis have been performed with regions of the European Union. This analysis identifies eight groups of regions based on the similarity of their performance on the 12 variables used in the statistical cluster analysis. These eight groups were then classified into three macro categories based on relevance for policy recommendations. Possibilities for further research to develop different forms of regional peer groupings are discussed.

    Abstract: This report on the Korean Strategy for Green Growth and its implementation in urban areas assesses the contributions of sub-national governments to Korea's National Strategy for Green Growth and identifies the main challenges for effective implementation at the local level. Korea's economy, heavily reliant on foreign exports, was hard hit by the recent global financial crisis. Since the 1970s, Korea has become one of the most energy-intensive economies in the OECD area, thanks to higher living standards, rapid urbanisation and an expanding industrial sector. As a result, the country's greenhouse gas emissions almost doubled between 1990 and 2005, registering the highest growth rate in the OECD area. It is in this context of rapid urbanisation and unprecedented resource consumption and environmental pressures that the report focuses on the role of urban areas within Korea's National Strategy for Green Growth. The effectiveness of Korea's green growth agenda, which has been driven by a central government vision and strategy, will largely hinge on the contribution of urban areas toward more sustainable, greener growth. Through the lens of a multilevel governance framework, an assessment of green growth policies in Korean cities helps to identify concrete strategies for delivering a coherent policy message and improving governance across all levels of government, with particular recommendations in terms of policy, funding, technical capacity and information sharing.

The report concludes with suggestions for future research, including recommendations on how national policymakers responsible for regional and urban policies can advance an urban green growth agenda.

Le présent Examen contient des recommandations visant à optimiser l’impact de cette Nouvelle politique régionale en élargissant sa couverture territoriale et en renforçant la coopération entre les cantons ainsi que la coordination de la NPR avec les politiques sectorielles. Cette revue met tout particulièrement l’accent sur les politiques d’innovation au niveau des régions.     Abstract: Rural England plays a significant role in the economy of the United Kingdom, but an even larger social and cultural role. And it is unique among OECD regions, in that it is geographically compact, with rural inhabitants generally no more than a half hour’s drive from an urban area. There is thus a vast amount of interaction between rural and urban populations in England. England’s rural population is, on average, doing better than the urban population across a broad range of socio-economic indicators. Nevertheless, rural England is also struggling with pockets of poverty and social exclusion, difficulties in maintaining access to high quality public services, an ageing population, and, most importantly, a widespread shortage of affordable housing. The government has adopted mainstreaming as its rural policy strategy. The objective of mainstreaming is to ensure that people in rural England have access to the same policies and programmes as those available in urban England. While mainstreaming is an attractive policy approach, especially in a country with strong rural-urban interactions such as England, it has proved challenging to implement for different reasons. This report examines the mainstreaming policy response as applied to rural England and suggests ways to increase its effectiveness. The report will interest academics and policy makers alike as it includes a discussion on governance structures and decentralisation; delivering public services; economic development; and the importance of improving connectivity in the context of rural areas. While the focus is on rural England, other OECD member countries will also benefit from the insights provided.

    Abstract: To account for differences among rural and urban regions, the OECD s established a regional typology, classifying TL3 regions as predominantly urban (PU), intermediate (IN) or predominantly rural (PR) (OECD, 2009). This typology, based essentially on the percentage of regional population living in urban or rural communities, has proved to be meaningful to better explain regional differences in economic and labour market performance. However this typology does not take into account the presence of economic agglomerations if they happen to be in neighbouring regions. For example, a region is classified as rural or intermediate regardless its distance from a large urban centre where labour market, access to services, education opportunities and logistics for firms can be wider. Previous work reveals great heterogeneity in economic growth among rural regions and the distance from a populated centre could be a significant factor explaining these differences. For the latter, the OECD regional typology is extended to include an accessibility criterion. This criterion is based on the driving time needed for at least half of the population in a region to reach a populated centre of with 50 000 or more inhabitants. The resulting classification consists of four types of regions: Predominantly Urban (PU), Intermediate (IN), Predominantly Rural Close to a city (PRC) and Predominantly Rural Remote (PRR). For the time being, the extended typology has only been computed for regions in North America (Canada, Mexico and the United States) and Europe. The extended typology is used to compare the dynamics of population and labour markets. Remote rural regions show a stronger decline in population and a faster ageing process than rural regions close to a city. The remoteness of rural regions is in fact a significant factor explaining regional outflows of working age population, confirming that this extended typology captures the economic distance from market and services. Remote rural regions appear economically more fragile: lower employment rates (Canada and Mexico) and economic output (Europe).

    Abstract: With 22% of the national population (11.2 million inhabitants), the Gauteng city-region is the largest and richest region in South Africa, contributing to one-third of national GDP. The area encompasses a series of connected cities, including Johannesburg and the national capital of Tshwane (formerly Pretoria), that function as a single, integrated region. Gauteng has been South Africa’s growth engine: for every additional 1% growth in population in the province, 1.6% is added to its contribution to national growth, implying higher productivity than in other parts of the country. Nevertheless, the city-region’s growth potential is constrained by deep socio-economic challenges, including high unemployment (26.9%) and low productivity growth. Its rapid demographic and economic development has also reinforced the spatial segregation instituted under apartheid. Against the backdrop of South Africa’s achievements since the fall of apartheid, this Review evaluates measures to position economic development policy and to confront economic inequality in Gauteng. The issues of adequate housing as a catalyst of economic development and a vehicle for socioeconomic integration, transport mobility and public service delivery are examined in detail. The Review also assesses the economic growth potential of the manufacturing and green sectors, as well as governance issues, focussing on the potential of intergovernmental collaboration in advancing a cross-cutting regional approach for Gauteng.

    Abstract: Over 2008-11, most OECD countries switched from highly expansive fiscal policies to the tightest in decades. During the crisis and subsequent recession in 2008-09, many OECD and G20 countries implemented stimulus packages, which in some cases amounted to 4% or more of GDP. On the expenditure side, the fiscal programmes typically focused on public investment. Given their large traditional role in public investment in OECD countries, sub-national governments (SNGs) have played an important role in implementing investment recovery strategies. For future investment strategies it is important to learn about obstacles encountered across levels of government and the instruments that facilitated implementation. The crisis has made more obvious the multi-level governance challenges – in particular fiscal, policy, capacity or administrative challenges – that are inherent to decentralised political systems. Co-ordination across levels of government has proven critical for targeting investment priorities, ensuring coherence in fiscal policy and facilitating the implementation of national strategies during the crisis. As stimulus packages are phased out, many countries are planning some combination of spending cuts and tax increases in 2011-12. To avoid simply shifting the problem from the centre to the regions, co-ordinated efforts from all levels of government are required to accommodate appropriate budget cuts for fiscal consolidation and better prioritise investment in what unlocks each region?s potential to restore growth. Both the stimulus and the process of fiscal consolidation highlight the need to foster and improve policy co-ordination, transparency and information sharing across levels of government.

    Abstract: With innovation increasingly important to economic development, innovation policy is attracting attention from politicians and policy-makers at all levels. Regional policy-makers face a distinctive challenge in that innovation takes place in international networks reaching far beyond their region‘s boundaries. What regional policy-makers can achieve is therefore constrained by the kind of firms and innovation networks already in their regions. This paper creates a framework for analysing regional innovation policy sensitive to this global dimension. Drawing on a global-local network analysis, the paper develops a regional classification for global-local innovation connectivity. The paper then analyses a set of common innovation policy measures, identifying how these policies can be optimised across these regional classes. The paper then highlights typical policy strengths and weaknesses for each of these various classes of regional global orientation. It argues that regional innovation strategies should pay more attention to their regions‘ global orientation if they are to become an effective tool across OECD members for improving innovation performance and economic growth rates.

In addition, the report studies the potential for synergies between the different ports, and surveys impending developments that are likely to influence port performance. The effect of the ports on economic, social and environmental questions is studied and quantified where possible. The value added of the port cluster of Le Havre/Rouen is calculated and its interlinkages with other economic sectors and other regions in France delineated. The paper outlines the impact of the ports' operations, and shows how their activities spill over into other regions. The major policies governing the ports are assessed, along with policies governing transport and economic development, innovation, the environment and spatial planning. These include measures instituted by the port authorities, as well as by local, regional and national governments. Governance mechanisms at these different levels are described and analysed. A port reform package, implemented in 2011, has changed the roles of the principal actors within the ports, and initiatives at the regional level have been intensified. Based on the report's findings, recommendations are proposed with a view to improving port performance and increasing the positive effects of the ports on their territory.

    Abstract: The European Union Treaty of Lisbon brought a new dimension to cohesion – the territorial dimension, which has become one of the most frequently discussed aspects for achieving cohesion and, at the same time, one of the challenges for EU policies. The ‘territorial dimension’ determines many socio-economic problems and presents challenges for the European Social Fund (ESF), which has to enhance its flexibility and highlight the capacity and needs of specific territories at national, regional and local levels at the programming and implementation stages. While our understanding of the national and regional levels has advanced, the dynamics with the local level need further consideration, chiefly in the context of Europe 2020 strategy, and regarding the territorial dimension of the European Social Fund and mechanisms of territorialisation. This paper discusses the conceptualisation of territoriality and the different levels of applicability in regional development approaches. The paper draws on OECD and other organisations research and analysis; particularly the work of the OECD Local Economic and Employment Development Programme (LEED). The paper argues that the local level is emerging as the key spatial dimension where EU development instruments apply and therefore a systemic local approach may be needed when designing national and regional cohesion policies and instruments. The paper is divided into 5 sections discussing: 1) The importance of an integrated spatial approach to development; 2) The success of the local approach to development: complexity, integration and the policy mix; 3) Integrating territorial mechanisms for job creation, employability and inclusive growth; 4) Fostering education policies for qualification and skills rich ecosystems; and 5) The way forward.

    Abstract: Regions in Switzerland are performing well in many respects. They have high levels of GDP per capita and low unemployment rates, and some regions show impressive growth rates. In addition, Swiss regions have not been confronted with the challenges faced by many similar regions in the OECD, such as limited access to services and population decline due to ageing or emigration. Regional labour productivity growth still requires further policy attention. In order to improve regional economic performance, Switzerland introduced the New Regional Policy (NRP) in 2008, following the 2002 OECD Territorial Review of Switzerland. The NRP reflects a clear shift of focus from infrastructure and financial assistance towards economic support for the creation of value added to the regional economy. The current review provides recommendations on how the impact of the NRP can be increased through extended territorial coverage, inter-cantonal co-operation, and co-ordination of sectoral policies. This review also takes a close look at regional innovation policies, arguing that a division of roles should be achieved, with the federal level funding research and technology transfer on a country-wide basis, and cantons providing innovation support according to functional areas.

Regional Policies in OECD Countries responds to this need. It is the first systematic, comparative analysis of OECD countries’ regional policies. The report addresses fundamental regional policy concerns, such as: problem recognition; the objectives of regional policy; the legal/institutional framework; the urban/rural framework; budget structures; and the governance mechanisms linking national and sub-national governments as well as sectors. It begins with an overview of the regional policy today. This is followed by country profiles covering the 31 OECD members. The profiles share a common conceptual framework, allowing countries to see how their experiences measure up. The report also contains several annexes, which cover some of the countries that are candidates for accession to the OECD or with which the OECD has enhanced engagement.     Abstract: As the hubs of economic activity, cities drive the vast majority of the world’s energy use and are major contributors to global greenhouse gas emissions. Because they are home to major infrastructure and highly concentrated populations, cities are also vulnerable to the impacts of climate change, such as rising sea levels, warmer temperatures and fiercer storms. At the same time, better urban planning and policies can reduce energy use and greenhouse gas emissions and improve the resilience of urban infrastructure to climate change, thus shaping future trends. This book shows how city and metropolitan regional governments working in tandem with national governments can change the way we think about responding to climate change. The chapters analyse: trends in urbanisation, economic growth, energy use and climate change; the economic benefits of climate action; the role of urban policies in reducing energy demand, improving resilience to climate change and complementing global climate policies; frameworks for multilevel governance of climate change including engagement with relevant stakeholders; and the contribution of cities to “green growth”, including the “greening” of fiscal policies, innovation and jobs. L’occupation du territoire y est plus homogène que dans le reste du Canada, compte tenu des réseaux plus denses de petites et moyennes collectivités. Toutefois, à l’image de la situation nationale, la province affiche d’importantes disparités régionales, et la viabilité de certaines localités rurales, surtout si elles sont difficiles d’accès et tributaires des ressources naturelles, est menacée par le déclin démographique et économique. Aussi le Québec a-t-il élaboré une approche figurant parmi les plus abouties à l’échelle de l’OCDE, qui cadre avec le nouveau paradigme rural (NPR). Sans se limiter à des préoccupations sectorielles, la politique rurale provinciale vise l’autonomisation des collectivités et l’occupation du territoire. Pour optimiser la rentabilité de ses investissements en matière de politique rurale, le Québec doit intégrer plus résolument le développement social avec le développement économique et entrepreneurial, tout en redoublant d’efforts pour mettre l’échelon supralocal au coeur des stratégies de développement rural et territorial. Des mesures de stabilisation sont aussi à prévoir dans les zones en retard, moyennant l’accumulation de capital humain et un meilleur accès aux terres dans les territoires essentiellement ruraux. Face aux défis environnementaux, il importe de protéger les aménités naturelles dans les espaces périmétropolitains comme dans les zones reculées. Dans l’ensemble, le cas du Québec peut constituer un exemple pour les décideurs confrontés à des problèmes tels que l’éloignement, la dépendance des collectivités à l’égard des ressources naturelles et le développement des capacités dans les zones rurales. Ce cas intéressera également les universitaires et les étudiants.
