Abstract: The Bío Bío Region has pioneered regional development in Chile. It has a high concentration of higher education and research activity. Its universities and other higher education institutions have made significant progress in widening access to education. But challenges remain: the Bío Bío Region continues to suffer from brain drain as well as higher than average unemployment and poverty rates. How can the Bío Bío Region promote new business formation and the development of the existing small and medium-sized companies? What incentives are needed to improve higher education institutions’ regional and local orientation? How can higher education institutions move from knowledge generation towards knowledge transfer? This joint OECD and World Bank review explores a range of helpful policy measures and institutional reforms to mobilise higher education for the development of the Bío Bío Region. It is part of the series of the OECD reviews of Higher Education in Regional and City Development. These reviews help mobilise higher education institutions for economic, social and cultural development of cities and regions. They analyse how the higher education system impacts upon regional and local development and bring together universities, other higher education institutions and public and private agencies to identify strategic goals and to work towards them.

Abstract: The North Atlantic (NORA) region is a transnational area comprising the Faroe Islands, Greenland, Iceland, and the coastal counties of Norway. These territories are linked by shared characteristics and challenges, as well as by historical, institutional and cultural links. Improving accessibility to the region, ensuring sustainable development of its fisheries, enlarging and diversifying its economic base, and meeting the challenges of climate change are key issues. Strengthened regional co-operation can help these territories address them by exchanging know-how and best practices, pooling resources and reaching economies of scale, improving the efficiency of public sector provision, and increasing the “voice” of the region. However, transnational co-operation in the NORA region faces some barriers, as it involves territories that compete in their main economic activities, are separated by large distances, and have strong institutional and economic links with other countries and regions. In order to get the most from transnational co-operation, this report recommends that the NORA territories: focus co-operation efforts on targeted themes and issues; draw up a regional development strategy; promote greater awareness of the benefits of co-operation; develop a “variable geometry” approach to regional co-operation; and enlarge and refine the role of the NORA institution as a facilitator of co-operation.

Abstract: BLURB - GERMAN Die Regionen in der Schweiz erzielen in vielen Hinsichten gute Ergebnisse. Abstract: The Basque Country region in Spain is world renowned for a successful industrial transformation, the urban regeneration of Bilbao, cultural distinctiveness, unique governance arrangements and high wealth levels. Over the last 30 years, the region has implemented its science, technology and innovation (STI) policy driven by a need to boost industrial competitiveness. The role of total factor productivity and innovation in driving growth was significant in the 1990s and declined in the early part of this decade, but appears to be on the rise again thanks in part to significant increases in public and private investment in innovation. The Basque Country has begun a transition from a model of incremental innovation in manufacturing to a model increasingly based on science and other forms of knowledge. Through a diagnostic of the innovation system and the policy mix, the review offers some policy and governance recommendations to achieve the region’s desired transition in light of global trends in the innovation process and innovation policy.

Abstract: Rural England plays a significant role in the economy of the United Kingdom, but an even larger social and cultural role. And it is unique among OECD regions, in that it is geographically compact, with rural inhabitants generally no more than a half hour’s drive from an urban area. There is thus a vast amount of interaction between rural and urban populations in England. England’s rural population is, on average, doing better than the urban population across a broad range of socio-economic indicators. Nevertheless, rural England is also struggling with pockets of poverty and social exclusion, difficulties in maintaining access to high quality public services, an ageing population, and, most importantly, a widespread shortage of affordable housing. The government has adopted mainstreaming as its rural policy strategy. The objective of mainstreaming is to ensure that people in rural England have access to the same policies and programmes as those available in urban England. While mainstreaming is an attractive policy approach, especially in a country with strong rural-urban interactions such as England, it has proved challenging to implement for different reasons. This report examines the mainstreaming policy response as applied to rural England and suggests ways to increase its effectiveness. The report will interest academics and policy makers alike as it includes a discussion on governance structures and decentralisation; delivering public services; economic development; and the importance of improving connectivity in the context of rural areas. While the focus is on rural England, other OECD member countries will also benefit from the insights provided.

Abstract: Berlin is a creative city attracting talent from around the world. The Berlin Senate has made great strides in developing innovation as a pillar of its economy. But challenges remain: there is long-term unemployment, a low absorptive capacity in small and medium-sized enterprises and a large migrant population that lags behind in educational and labour market outcomes. How can Berlin’s higher education institutions capitalise on their long tradition of professionally relevant learning and research to transform social, economic and environmental challenges into assets and opportunities? What incentives are needed to improve higher education institutions´ regional and local orientation? This publication explores a range of helpful policy measures and institutional reforms to mobilise higher education for Berlin’s development.

Abstract: The rapid growth of entrepreneurship and small firms has been one of the greatest successes in post-Communist transformation in Poland. SMEs have greatly contributed to employment, investment and value added in the Polish economy. However, key barriers to further growth remain in the business environment for SMEs and entrepreneurs. This book sets out the current SME and entrepreneurship climate, reviews SME and entrepreneurship issues and policies at national and local levels, and provides observations and recommendations for improving and supporting entrepreneurship and SMEs in Poland.

Abstract: OECD's review of rural policy in Quebec. It finds that in rural Québec, both population and personal income are growing, on average, and the province’s economic base continues to diversify. Land occupancy is more homogenous than in the rest of Canada, due to the presence of denser networks of small and medium-sized communities. However, mirroring the situation at the national level, the province displays large regional disparities. The sustainability of some rural communities, especially if remote and resource-based, is challenged by demographic and economic decline. In this context, Québec has developed one of the most advanced rural policy approaches in the OECD, closely in line with the framework suggested in the OECD’s New Rural Paradigm. The province’s rural policy does not have a sectoral focus, and aims at community empowerment and land occupancy. To maximize returns on its rural policy investments, Québec needs to integrate social development more strongly with economic and entrepreneurial development, and further strengthen the supra-local level of government as the centre for rural and territorial development strategies. This should be combined with stabilisation measures in lagging areas, through the accumulation of human capital and enhanced access to land in predominantly rural territories. To address environmental challenges, natural resources should be protected both in the outskirts of metropolitan zones and in remote areas.

Abstract: Policy makers need both a handy reference guide to the regional policies of their own and other countries and a broader analysis of trends in regional policies, based on sound, comparable information. Regional Policies in OECD Countries responds to this need. It is the first systematic, comparative analysis of OECD countries’ regional policies. The report addresses fundamental regional policy concerns, such as: problem recognition; the objectives of regional policy; the legal/institutional framework; the urban/rural framework; budget structures; and the governance mechanisms linking national and sub-national governments as well as sectors. It begins with an overview of the regional policy today. This is followed by country profiles covering the 31 OECD members. The profiles share a common conceptual framework, allowing countries to see how their experiences measure up. The report also contains several annexes, which cover some of the countries that are candidates for accession to the OECD or with which the OECD has enhanced engagement. The annexes also cover the key topics of cross-border cooperation and trends in urban-rural linkages, especially efforts to control urban sprawl. The report will help countries to better understand regional policies and to formulate and diffuse horizontal policy recommendations. The analysis suggests an important role for regional policies in shaping sustainable endogenous development, in particular well-developed governance mechanisms to better respond to the different opportunities and demands of regions and to improve policy efficiency. This report is a unique source of regional policy information and of special interest to policy makers, researchers, and others engaging with regional development.

Abstract: As the hubs of economic activity, cities drive the vast majority of the world’s energy use and are major contributors to global greenhouse gas emissions. Because they are home to major infrastructure and highly concentrated populations, cities are also vulnerable to the impacts of climate change, such as rising sea levels, warmer temperatures and fiercer storms. At the same time, better urban planning and policies can reduce energy use and greenhouse gas emissions and improve the resilience of urban infrastructure to climate change, thus shaping future trends. This book shows how city and metropolitan regional governments working in tandem with national governments can change the way we think about responding to climate change. The chapters analyse: trends in urbanisation, economic growth, energy use and climate change; the economic benefits of climate action; the role of urban policies in reducing energy demand, improving resilience to climate change and complementing global climate policies; frameworks for multilevel governance of climate change including engagement with relevant stakeholders; and the contribution of cities to “green growth”, including the “greening” of fiscal policies, innovation and jobs. The book also explores policy tools and best practices from both OECD and some non-member countries. Cities and Climate Change reveals the importance of addressing climate change across all levels of government. Local involvement through “climate-conscious” urban planning and management can help achieve national climate goals and minimise tradeoffs between environmental and economic priorities at local levels. The book will be relevant to policy makers, researchers, and others with an interest in learning more about urbanisation and climate change policy.

Abstract: This review of regional innovation assesses how to improve Catalonia's current strategy and actions in order to boost its innovation system through both its own programmes and those of Spain and the European Union. It finds that with over seven million inhabitants and a GDP of around EUR 204 billion, Catalonia is not only an important region within Spain, but within the OECD as well. Indeed, its economic output is similar to countries like Portugal and Norway. The region experienced massive population growth over the past decade, due to immigration, which in part drove GDP growth. However, Catalonia’s productivity is slipping, relative to other OECD regions, necessitating the transition to a productivity-driven growth model through a stronger regional innovation system. The region has successfully strengthened its research base, with investments in R&D having increased four-fold over the past decade. Catalonia is now mobilising actors across the innovation system in regional centres, such as Barcelona, to improve productivity and address social challenges.

Abstract: With more than 700 million residents living in rural areas, China is still a predominantly rural country. But despite substantial improvements in standards of living, the Chinese countryside is largely lagging behind. This report analyses the key socio-economic forces at work in China's rural areas and discusses the current government strategy for rural development. It argues that in order to bridge rural-urban divides the current policy approach needs to go further in recognising rural-urban complementarities beyond agriculture and that food-security targets need to be balanced with wider rural development objectives.

Abstract: Istanbul has established itself as the industrial, financial and logistics centre of the country, producing almost one-third of the national output and absorbing the bulk of foreign direct investment. And, on the international scale, Istanbul ranks among the fastest growing OECD metro-regions. This review finds, however, that Istanbul faces challenges that could hamper its ambition to become a Eurasian hub for finance, logistics, culture and tourism, as well as its development in general. Its economy is changing from one driven by labour-intensive activities to one based on knowledge industries, while traditional and labour-intensive sectors (e.g. textiles and its supply chain) are shifting only gradually and slowly to other complementary industry segments. Constraints on human capital development and the informal sector have hindered productivity levels and increased income disparities. Over-migration is putting a burden on Istanbul’s transport, public infrastructure and housing, and earthquake risk management. The scale and variety of these challenges necessitates improving local public management and implementing a national strategy to reduce regional disparities and to limit migration flows towards the megalopolis.

Abstract: Few other countries feature the combination of very low population densities and difficult topography that hinders communication, in addition to a variety of contrasting climates. But the “Nordic welfare model” strives, with a good degree of success, to offer equal living conditions to all citizens by providing proper access to quality public services across the country. This comes, however, at great cost. This publication asks whether such a model can be sustainable in the long run, when population ageing and the reduction of petroleum reserves will reduce the leeway that the rapidly growing economy offers. It examines whether competitiveness and innovation could be further developed, given the high share of resource-based and traditional activities and whether urban policy could be better integrated into regional policy so as to better harness the energy of regional growth engines in different areas of the country, including the northern most parts. Lastly, it looks at whether impending regional reform could facilitate the necessary adaptations by transferring more power to regional councils.

Abstract: In order to curb rising unemployment and to upgrade low value-added activities, the competitive edge lost in low-cost labour must be earned back through education and innovation. Regional policy stands as a key tool to achieve this shift in a relatively small yet diverse country with moderate economic growth and limited public spending capacity. This report analyses how a paradigm shift in regional policy, building on the knowledge of both public and private stakeholders in specific regions (ranging from dynamic urban areas on the coast to lagging inland areas), could help Portugal fully exploit its potential for sustainable development.

Abstract: In the short span of just a few decades, Luxembourg has moved from a steel-based economy to one more broadly based on financial services. But being nestled between three other countries, each with their own infrastructure and development issues presents challenges. This review examines the economic trends and disparities within the region, including under-exploited assets. It makes recommendations regarding planning, the urban-rural balance, housing and land policy, transport, and R&D and education.

Abstract: The Mexican state of Yucatán, with its strategically important location near the United States, Central America and the Caribbean, is one of the most dynamic regions in the OECD. Yucatán is also a land of contrasts. It is a lagging but growing region, offering a high quality of life and vast natural resources, yet suffering from problems of sustainability. Its tourism attractions are located in rural areas that do not benefit from them. It has both state and Peninsula medical services, but its health services coverage is uneven. Yucatan is a centre for higher education in the Peninsula, yet its graduates do not find jobs. It has a number of marginalised communities in fragmented administrative bodies, and although the Peninsular states share a common cultural heritage and attractiveness, their institutions do not co-operate.Clearly, Yucatán is not taking full advantage of its many resources, and in fact, challenges in the region threaten to undermine local assets. Among these is the need to upgrade activities to higher value-added innovation and design processes, and to foster primary activities to reach international markets. While the state government has proposed programmes to spur formalisation of the informal economy, measures such as better regulation, cutting red tape and providing employment opportunities and access to formal credit could have a greater impact. The lack of a shared, coherent long-term vision is a fundamental challenge to improving regional competitiveness and social cohesion in Yucatán. The OECD’s recommendations can only be part of a larger strategy to develop a collective vision of the state’s future.

Abstract: Madrid has experienced impressive dynamic economic growth in recent years, making the best of the positive business cycle in Spain. The capital region absorbs more than a half of the total FDI in Spain and has extended its economic relations with Latin American countries. Growth has occurred largely in the service sector (financial, banking, business services) as well as in logistics (Madrid Barajas Airport is the largest employer in the region). The large investment in public goods, and particularly in transportation infrastructure and cultural amenities, has contributed to attracting firms and workers, creating a virtuous cycle of accumulated wealth. Unemployment has reached a low level (6.5% in 2006) and the growth rate has surpassed the national average as well as the average for OECD metro-regions. There is, however, a concern with how to sustain this positive economic path in the long run. The main challenges to be addressed include a relatively low productivity level, insufficient specialisation in high-value added manufacturing activities, a low innovation capacity, job-skills mismatches (especially for immigrants), transport congestion and housing rental shortage. Public policy making and the governance framework have evolved to provide the metro-region with many of the institutional resources that are needed to make decisions and effectively implement public policies. However, some adaptations will be necessary to effectively address the forthcoming challenges. The Territorial Review of Madrid is integrated into a series of thematic reviews on metropolitan regions undertaken by the OECD Territorial Development Policy Committee. The overall aim of these case studies is to draw and disseminate horizontal policy recommendations for national governments.

Abstract: This review discusses the challenges and opportunities of German rural areas. Significant differences between East and West persist and many of these have clear rural dimensions. Factors such as CAP reforms, ageing of the German population and migration trends will also have important rural implications. Many of these issues involve more than rural policy, but rural policy has a place in resolving all of the key issues. However, for rural policy to be an effective part of the policy process it will have to evolve beyond the existing limits in Germany. This review states that Germany's current approach to rural development and rural policy is mainly sectoral and thus does not fully capture the diversity of rural regions.

Abstract: Containing sprawl is a major preoccupation of many urban planners, who view sprawl as responsible for driving up environmental costs and congestion. Nevertheless, many economists see benefits to sprawl, allowing households access to larger and cheaper properties. This Round Table examines the costs and benefits of sprawl, shedding light on the linkages between urban form and economic growth, and explored the tradeoffs involved in trying to contain sprawl. Discussions were based on papers prepared by Elizabeth Deakin (UC Berkeley), Matthew Kahn (Tufts University), Gilles Duranton (University of Toronto) and David Banister (University College London).

Abstract: Economic globalisation and the subsequent intensification of inter-city competition have profoundly changed urban governance. This is particularly evident in the field of urban spatial development. The change is often described as a shift from a managerial mode of governance to a more entrepreneurial mode, strongly characterised by risk-taking, innovation, a strong orientation toward the private sector and a strategic approach which focuses on economic growth. This study reviews the challenges that urban entrepreneurialism must overcome to maintain and strengthen its relevance in the 21st century. Urban policy planners are expected to address an increasingly wide range of objectives, including social, environmental and cultural issues as well as economic ones.

Abstract: The Randstad is a poly-centric urban area in western Netherlands, comprising Amsterdam, Rotterdam, The Hague, Utrecht and several smaller cities. It is one of the most densely populated areas in the OECD, and has developed into an advanced urban economy with many leading sectors, such as logistics, horticulture and financial services. The Randstad has one of the lowest unemployment rates in all OECD countries, and it is one of the most attractive metropolitan areas for FDIs. However, even though the Randstad had high growth rates over the 1990s, it performed less well in the 2000s. In particular, the Randstad has witnessed relatively low labour productivity growth over the last decade - much lower than cities such as Munich or Stockholm for instance. This Review aims to provide a detailed diagnosis and solutions for improving the competitiveness of the Randstad. The Randstad does not seem to exploit well the proximity of its four large cities, and therefore it does not represent an integrated functional urban system. Key recommendations are: improve internal accessibility within the area; facilitate knowledge transfers to the private sector; increase flexibility in housing and labour market; and strengthen the coordination of the economic specialities of its cities, such as higher education and tourism. Changing the governance framework is a key condition of success: individual city-regions within the Randstad should be granted more responsibilities, and a Randstad agenda should be created, prioritising improvement of regional public transport. This Territorial Review of the Randstad is integrated into a series of thematic reviews of metropolitan regions undertaken by the OECD Territorial Development Policy Committee. The overall aim of these case studies is to draw and disseminate horizontal policy recommendations for national governments.

Abstract: Across the OECD, globalisation increasingly tests the ability of regional economies to adapt and exploit their competitive edge, as it also offers new opportunities for regional development. This review of Newcastle in the United Kingdom looks at a medium-sized metropolitan area that is the growth centre for its region. This review makes a series of recommendations designed to consolidate governance structures and improve the competitiveness of the region vis-a-vis other similar regions across Europe.

Abstract: OECD's comprehensive territorial review of Stockholm. It finds Stockholm to be on the the most successful - but not unchallenged - regions. While there is no crisis on the horizon, there are a number of weaknesses that could undermine the region’s competitiveness in the long run. These weaknesses include the apparent lack of new high-growth firms to stimulate the regional innovation system, challenges in the labour market, especially with regard to the integration of immigrants, housing shortages and a transport network that has failed to keep pace with growth in the region.

Abstract: Urban areas represent an important part of the national economy and feature higher GDP per capita and productivity levels than their country’s average. But they also harbour large pockets of unemployment and poverty and suffer from problems such as congestion, pollution and crime. This book examines whether they are sustainable in the long term and what needs to be done to keep these engines of economic growth running smoothly. A synthesis report based on OECD metropolitan reviews and a database of 78 metro regions, this report examines cities performance within their countries and addresses key issues such as competitiveness and social cohesion, intergovernmental relationships, and urban finance. “This is a 'must read' publication, not only for those who already believe in the key importance of urban policy, but even more so for those who remain to be convinced.” Alberto Ruiz-Gallardón, Mayor of Madrid, Spain "The most comprehensive examination of the territorial dimension underlying economic growth today." Saskia Sassen, author of Territory, Authority, Rights: From Medieval to Global Assemblages (Princeton University Press 2006). With the nation-state and the corporation seen as the world’s two competing economic and social units, the regional economy is often overlooked. It’s refreshing to see such detailed attention paid to its role as the real motor force of international growth.”Richard Florida, author of The Flight of the Creative Class. “This report on cities demonstrates that economic prosperity and social well-being are inseparable.”Jean-Louis Borloo, Minister of Labour, Social Cohesion and Housing, France. "A striking report that will force governments to reconsider their urban agenda". Dr. Giulio Santagata, Minister of Government's Programmes, Italy. This report provides invaluable advice for policy makers as our cities grapple with profound change."David Crane, Columnist on Global Issues, The Toronto Star

Abstract: Milan has earned a high-profile reputation as a centre of advanced functions, in addition to being an international capital of fashion and design. However, both internal and external challenges are putting strains on Milan’s aspiration to become a southern European and Mediterranean hub. This review highlights Milan’s potential to capitalise on its advanced services to bolster the regional innovation dynamics and to fuel national growth. It also points out that failure to accelerate the innovation process and to enhance the region’s attractiveness as well as its capacity to implement flagship projects could prove costly. Finally, it calls for rapid metropolitan governance reforms to design and to implement a competitiveness strategy for the entire metropolitan region.

Abstract: Mesoamerica is a region characterised by high poverty levels, large urban-rural disparities, and a large informal economy, but also having a strategic location, rich natural and cultural resources, and light manufacturing. This pioneering study of the OECD examines how Mesoamerica could better exploit its economic potential. It shows how the region could improve its competitiveness and social cohesion and strengthen governance through a comprehensive development agenda.

Abstract: This book sets out a potential response to two major challenges facing OECD countries: the "youth problem", or the need to ensure that young people can play a full role in society, and the need to foster entrepreneurship for job creation, innovation and economic adaptability. The "new economy" will be built on a culture of entrepreneurship and this must include youth as well as adults. In publishing this book, the OECD therefore wishes to stimulate policy debate on the factors that encourage youth entrepreneurship, the obstacles that stand in its way and the policy measures that can support it.A picture is painted of youth entrepreneurship programmes operating at national, regional and local levels across the OECD in a wide variety of settings and with various different approaches and delivery mechanisms. The result is the first international review of "best practices" in this new and emerging area. Examples are given of programmes for education and training, help with capital, ideas and operational matters, counselling and mentoring, networking and intergenerational transfers of businesses. The range of players and activities involved are set out and suggestions are made for where gaps might be filled. The main message is that young people can indeed found new businesses and succeed, but new policies will be needed if they are to be fully encouraged.

Abstract: This OECD Territorial Review examines how Seoul – a city of 10.3 million people at the core of a capital region of 22.5 million people – is striving to upgrade its positioning from a gigantic national capital towards a 'world city' and a business hub in Northeast Asia. This quest for international competitiveness fits within a complex national agenda that gives priority to balanced development across the country, notably via the central government’s project to relocate administrative functions outside Seoul.

Abstract: Low growth, population ageing and depopulation, and new trade relationships with the East Asia region have made it increasingly necessary for Japan to reform its economic and institutional systems. A key element of this reform concerns Japan's policies for regional development. This report reviews progress with different aspects of this reform, such as reform of territorial planning, regional economic policy, urban policy, rural development and administrative and fiscal decentralisation. It highlights the challenge facing the Japanese government as it combines new approaches to policy-making at the central level with mechanisms that assign a greater voice to regional and local actors.

Abstract: New forms of governance are emerging. Government, business and civil society are increasingly seeking ways to develop and pursue economic development strategies and solve socio-economic problems jointly. Regional strategic platforms, partnerships, open governments and other agents of change help release the potential of their area thanks to better co-ordination, and adaptation of public policies to local conditions. This book examines how the new forms of governance overcome administrative, political and financial obstacles and impact local prosperity and the quality of life. These new approaches are illustrated with the results of some of the ambitious initiatives taken by Belgium, the Czech Republic, Mexico, Norway, Slovenia, Spain and Sweden.

Abstract: The report reviews progress on the availability of broadband access across the OECD area. It particularly focuses on benchmarking digital subscriber line (DSL) and cable modem expansion and availability, as well as the emergence of broadband wireless as a platform to provide low-cost high-performance access networks in rural and remote areas. The paper finds that DSL availability is proceeding apace, with around three-quarters of existing subscriber lines being able to provide service by 2003. Cable networks pass 58% of households with just under three-quarters of those networks having been upgraded for broadband access. The paper also explores the increasing capabilities of wireless...

Abstract: The OECD Territorial Review of Mexico City highlights the region’s great potential for further growth, which is linked to the concentration of headquarters, educational establishments and research facilities, as well as high levels of FDI and rich cultural resources. However, it also reveals that this growth is constrained by low levels of human capital, inadequate infrastructure and widespread, acute poverty. The current governance framework, characterised by modest co-operation, also remains a sticking point for the region’s development.

Abstract: OECD's Territorial Review of the Vienna/Bratislava region. The Vienna-Bratislava region on the Austrian-Slovak border rapidly increased its competitiveness after 1989, following a 40 year separation by the Iron Curtain. As a result of the removal of many national and international barriers, trade flows and foreign direct investment have flourished, and regional growth, above national averages, has reduced internal disparities. However, new obstacles to further integration have emerged. Institutional reforms and stronger cross-border collaboration will enable the region to improve transport infrastructure, tackle restrictions on labour mobility, and better link the learning and productive systems on both sides of the border.

Abstract: OECD's comprehensive territorial review of the Oresund region of Denmark and Sweden. Competitiveness is increasingly cited as the key objective of regional economic policy. In the same way that company executives strive to improve their market share and national governments are introducing competitiveness strategies, policy makers in urban areas are looking for ways to increase or maintain the competitive edge of their cities. This is a daunting task in any situation, but particularly so when, as in this case, the functional economic area concerned stretches across national boundaries. The constituent regions of Öresund, comprising the island of Zealand in Denmark, home of Copenhagen, and Sweden’s Skåne region which hosts the country’s third biggest city, Malmö are both wealthy areas. It is a “learning region” and has a strong presence in some high technology sectors. As such, the key to future growth is not simply the creation of a fixed link between the two parts of the region or improved flexibility in an expanded labour market. The region must look outward and compete with other metropolitan areas to retain and augment the assets that give it, at present, a strong competitive position in the “new economy”.

Abstract: The Greater Helsinki Region emerged from the 1990s as an internationally competitive economy. This review examines the factors contributing to this success and the new development challenges it has created. One critical policy question is the Finnish dependence on the telecom/mobile industry. The current strategic positioning of the Finnish ICT cluster builds on a high-return/high-risk scenario. Long-term regional competitiveness requires a more focused strategy of diversification, i.e. developing ICT activities beyond the current cluster scope. Social inclusion is another crucial issue. Persistent unemployment among the less educated population and growing income disparities are calling for the restructuring of past policies. The Greater Helsinki Region needs to find ways to promote new opportunities of social cohesion. Rapid population growth has resulted from greater economic competitiveness requiring renewed commitment to managed growth and compact development. All of these challenges create needs for greater metropolitan co-ordination that are examined in turn.

Abstract: Recent socio-economic trends, welfare state reform; the emergence of civil society and democracy have highlighted the growing significance of the non-profit sector – a sector between state and market – often associated with concepts such as ‘social economy’, ‘third sector’, ‘voluntary sector’, ‘third system’, ‘independent sector’ and, more recently, ‘social entrepreneurship’. This sector is facing a number of crucial new challenges such as management quality whilst both maintaining the sector's unique social dimension and fostering social innovation. Drawing on contributions from leading experts and academics, this report provides ground-breaking assessment of new trends; reviews the significant non-profit sector developments in EU countries, the US; Canada; Mexico and Australia; and provides tools on how to finance, monitor and evaluate the sector. This book, supported by statistical data, is for policy makers, practitioners, academics and the corporate sector.

Abstract: Decentralising labour market policy is a delicate and challenging subject of political debate. Does decentralisation really enable co-ordination of policies? At the local level, how do we make the best use of decentralised powers? How can greater flexibility be provided in managing policies while still guaranteeing efficiency and accountability? To enhance responsiveness to citizens’ needs, governments increasingly decentralise the way policies are designed and implemented. In the labour market policy area, many stakeholders, from business and local government to community groups and NGOs have been receptive. The OECD invited leading experts and experienced policy makers and practitioners to address these questions and share their experiences in dealing with such issues. This report, supported by statistical data, summarises the lessons learnt from their experiences. It is for researchers, leading experts, business communities, economists in government circles and NGOs.

Abstract: Few studies have systematically examined the relationship between the creation of new firms and local economic development -- yet it is a universal concern for central and local governments wishing to combat localised economic distress. This book examines the principal routes through which enterprise creation can have a positive impact on local economies. Recommendations cover three thematic areas: strategy, finance and programme design. The book is for investment agencies, entrepreneurs seeking to invest locally and economists in the corporate sector. "Overall, this is an excellent overview of the key issues concerning entrepreneurship and local economic development. While primarily aimed at the pragmatic policymakers, who will find it extremely valuable, it also has the rigor and breadth to interest researchers and students." Abstract: This report brings into light an emerging framework, with a new territorial unit for local initiative in the Czech Republic: the micro-region. It investigates the issues at stake in the development of these voluntary entities, that can be characterised as main partners for regions, although they do not correspond to an administrative level.

Abstract: OECD's territorial review of the Tzoumerka region of Greece. The Tzoumerka is a mountainous area in Northwestern Greece that presents considerable development challenges with respect to economic growth, social cohesion and governance. The area is highly dependent on traditional agricultural activities that are only made viable by considerable Common Agricultural Policy (CAP) support. Unfortunately, this support will almost inevitably decline. As incentives to modernise agricultural activities and promote other business activity have been ineffective, local development policy will need to go farther. It must direct the local population away from old survival habits to investing in capabilities required of new economic projects. The policy instruments that are likely to be most effective in creating a new mindset will consist in identifying and incubating a small number of successful initiatives with strong demonstration effects. Strategies identified include processing raw agricultural products into premium foodstuffs, to appeal to contemporary demand trends, and harnessing the valuable tourism resources of the area in order to attract visitors who increasingly seek out authenticity in their tourism experiences.

Abstract: The review points to the need to redesign regional policy. The ongoing reform of fiscal federalism, supposed to foster subnational autonomy and to reduce disparities more effectively, is an important step towards balanced regional development. The review emphasises the need to extend regional policy to the entire country, and to link it more strongly to spatial planning, in order to ensure that all regions benefit from the advantages of liberalisation and globalisation.

Abstract: OECD's Territorial Review of Canada. It finds that Canada is composed of three macroregions: a southern ribbon with all the important metropolitan areas, a zone of rural and non-metropolitan adjacent regions and a sub-continent of remote northern territories. Disparities between these macroregions persist and may even be growing. Opportunities for growth are lost because of these imbalances and also because specific regional advantages are not fully tapped. In many regions, weak local governance is hindering the emergence of local grass-roots projects, diffusion of R&D results to SMEs is slow and dialogue between higher education institutions and firms is poor. This report underlines the need for federal agencies and sectoral departments to continuously assess the consistency of their policies with regard to the three macroregions in order to enhance territorial cohesion and better tailor programmes to local conditions. More federal involvement in metropolitan issues notably through negotiated planning could help to institutionalise and strengthen urban policies. This report also emphasises the significant overhauling of rural policies that took place recently. It underlines that in certain areas such as amenities a strategic approach is still to be defined. Resolving governance issues is a priority in the north.

Abstract: The Champagne-Ardenne region in the north-east of France enjoys comparative advantages in a number of sectors, including mechanics, metalworking, packaging and agriculture, and of course Champagne. Although it still ranks fifth among French regions in terms of GDP/capita, Champagne-Ardenne lost ground during the recession of the early 1990s. This report analyses the strategy conducted by the Regional Council to strengthen the catching-up process and diversify the regional economy. It insists on the need to focus on two prime engines of growth: entrepreneurship and foreign direct investment. Moreover, increasing the competitiveness of the region calls for special efforts to help Champagne-Ardenne move towards more knowledge-based economic activities, to stimulate research and to encourage SMEs to network and innovate. While a better balance between agricultural policies and rural policies needs to be found, the region also has an important role to play in fighting urban decay - Champagne-Ardenne is one of the regions in France with the largest proportions of total population living in sensitive urban zones. The report also suggests that the potential for urban development could be enhanced by encouraging co-operation among cities and fostering the establishment of urban networks.

Abstract: OECD's territorial review of the Italian province of Siena. It finds that Siena, a predominantly rural province in central Italy, has enjoyed steady economic growth throughout the post-war period. This success has its roots in a diverse economy based on manufacturing, services, high-value-added agriculture and a dynamic tourism sector. Nonetheless, it is these last two sectors that give Siena its main competitive advantage: an outstanding concentration of high-quality environmental and cultural resources which are unique to the region. The promotion of different sustainable development initiatives has been motivated by the need to ensure the valorisation and conservation of this major asset. This is most apparent in the effort to ensure that the region's development is not spoilt by the impact of mass tourism and an uncoordinated offer. The agrarian landscape also faces an uncertain future as the bulk of the cultivated land area remains dependent on EU subsidies, notwithstanding the market success of many agricultural producers. To respond to the challenges of sustainable development, Siena needs to fully integrate its development objectives with the most effective means to bring them about, in a co-ordinated and long-term planning exercise.

Abstract: OECD's territorial review of Italian regions. It finds that Italy’s economic development has been characterised by marked regional disparities, most notably between the Centre-North and the South. Today, Italy demonstrates one of the widest geographical dualisms among OECD Member countries. In the Southern regions, the unemployment rate is still four times higher than in the Centre-North despite recent signs of dynamism. The infrastructure endowment of the South remains far below the national average and organised crime still constitutes a heavy deterrent both for investment and endogenous development. The country has recently started relevant and promising transformations of its territorial governance aimed at creating those framework conditions that could favour local economic development in depressed areas. New instruments have been developed for the Mezzogiorno (Southern Italy) which involve all actors and all tiers of government, in the strategic phases of design, implementation and evaluation of territorial policies. The review describes these policy innovations and discusses the major challenges that the country must tackle in order to reach a more balanced territorial development and lay the foundations of a new convergence process.

Abstract: OECD's territorial review of Korea. It finds that deep societal changes against the backdrop of rapid economic growth have characterised Korea in the Post-War period. Most notably, the tripling of its population has induced significant territorial transformations. Despite the effort to promote balanced regional growth, Korea is still characterised by substantial geographical polarisation. An economically dominant Capital region lodges more than 45 per cent of the country’s population, producing nearly half of its GDP. Over the past decade, policy makers have developed a comprehensive spatial perspective, they have put in place policies tackling the use of land, infrastructure and problems in lagging regions, and they have significantly restructured territorial governance. However, further action may help fully exploit the on-going efforts. Cross-sectoral co-ordination is weak and better correspondence between the overall spatial vision and financial support to individual public projects seems appropriate. Territorial governance remains centrally oriented with the result that limited local autonomy may hinder regional innovation directed to sustainable economic growth. The focus on large firms may fail in exploiting the considerable contribution of SMEs to regional development.

Abstract: OECD's territorial review of Hungary. It finds that ater a period of decline Hungary has returned on a satisfactory growth track. However, benefit and cost have not been evenly distributed during the transition. This report points to the persisting disparities between the West and the East, the capital and the periphery and urban and rural areas. It analyses numerous spatial, economic and social issues including transportation priorities, clustering of regional capacities, cross-border co-operation, the links between foreign investment and endogenous activities and social policies decentralisation. The review emphasizes the need to better articulate the territorial policy framework with those of the EU and proposes recommendations in order to streamline the institutional system and reinforce the subnational levels.

Abstract: OECD's Territorial Review of the Valencian Central Districts of Spain. It finds that the future of the region in an era of globalisation is uncertain. At a time when producer services are becoming critical to the success of goods producing industries, will the small settlements that characterise the Valencian Central Districts be able to maintain their competitive position? And should they find new forms of partnership in order to increase their capacity to make investments? The aim of this Territorial Review is to provide practical policy advice on how the area can respond to new challenges by enhancing potential opportunities.

Abstract: Mexico is a multi-faceted country. Given the geographical and ethnic diversity of Mexico's regions, as well as their particular cultural and historical traditions, each of the regions making up the Federation calls for a specific development policy. At the same time, economic, political and social equilibria are going to be affected by the trend towards a greater decentralisation of political structures. Mexico is faced with two major challenges. How can consistency of government action be maintained in conjunction with a firm resolve to decentralise? How is it possible to reconcile regional and national development while striving to achieve the country's integration within the world economy? This study, which includes many tables, maps and figures as background material, makes it possible to define these challenges more clearly and therefore to clarify regional policy options for the coming decade.

Abstract: Human resources, training, qualifications and skills play an essential part in the development of regional economies. The notion of "learning" regions which has now become self-evident has yet to be translated into practice: but under which conditions and what are the priorities? This publication gives a comprehensive picture of current practices and future issues. Regional policies are increasingly focusing on human resources and their orientation towards market demand and improvement of partnerships. The great diversity of regional approaches to human resource development in industrialised countries shows that an efficient regional governance, coupled with concern for equity, can reinforce and consolidate national policies. This volume casts a new light on these issues, providing a useful source of information and inspiration for regional actors and their national partners.
