    Abstract: Luxembourg is a prototypical small state and the only remaining example of over a two dozen of grand duchies in history. In this chapter the focus is laid on persistency and change of governance in security affairs, that is, the question of how a Luxembourg political entity overcame a variety of challenges of the (European) security environment until 1940. Indeed, to comprehend the ‘survival’ of the Grand Duchy in face of the vicissitudes of the military-political setting since the princedom’s creation by the Treaty of Vienna (1815), one needs to deploy the full array of the Small-State theory debate in security policy and in the politics of international relations: bandwagoning, balancing, freeriding, hedging, shelter-seeking. Based on this longue durée approach, the contribution expands on ‘extantism’ to reintroduce this concept to Small-State Studies

    Abstract: This chapter explores the role transnational networks and informal ties play for small-state-status seeking in Central and Eastern Europe. Using the example of Slovakia, I argue that since their accession to Western institutions, these states have continuously sought to carve out a place for themselves on the mental map of European and North American policymakers. Major security-policy conferences have become central nodal points for this kind of activity. They allow the foreign-policy establishment of small states to manage and shape existing status hierarchies by forging personal contacts with decision-makers from more powerful states. I illustrate this phenomenon empirically with reference to the Bratislava Global Security Forum (GLOBSEC), which began in 2005 as a student-led initiative and has since become the main outreach platform of Slovak foreign policymaking

    Abstract: Capital Redefined presents a unique perspective on the nature of “capital,” departing from the prevailing reductionist accounts. Hosseini and Gills offer an expanded perspective on Marxian value theory by addressing its main limitations and building their own integrative value theory. They argue that the current understanding of “value” must be re-examined and liberated from its subservient ties to capital while acknowledging the ways in which capital appropriates value. This is achieved by differentiating between “fetish value” created by capital and “true value” generated through various commons-based forms of coexistence. The authors propose a defetishization of value by rejecting the commonly accepted idea of its objectivity. They introduce their “commonist value theory,” which redefines capital as both the product and process of perverting the fundamental commoning causes of true value into sources of fetish value. Capital is theorized through a “modular” framework, where multiple intersecting processes constitute a comprehensive power structure, a “value regime,” representing an unprecedented degree of the domination of capital over life. Their theory reconciles two apparently incompatible views on the notion of value. One view encompasses all inputs involved in capitalist value production and conflates intrinsic and commodity values. The other warns against this conflation as it treats capital as an entity tightly associated only with commodity production and wage labor. The authors believe that establishing alternative forms of value creation based on normative principles of living in commons is crucial as an analytical base for criticizing existing power structures and economic systems. Supported by a theoretical reflection on the Europeanity discourse and its contingencies, and on the hegemonic or semi-hegemonic articulations of this discourse (with a central role allocated to European benevolence), this chapter shows the discursive consequences of the material dislocations caused by different migration flows in Cyprus and in Greece. The chapter analyses how the episodes represent the contradictions between European benevolence on the one hand, and popular intolerance and the workings of the border apparatus on the other. The analysis of these episodes thus shows how Europe is discursively constructed through the ceaseless interactions and unresolved tensions between the centre and the margins, articulating a Europe of both benevolence and intolerance

Intelligence collection by agencies such as the CIA, MI6, and Mossad involves practices that are apparently inconsistent with the principles of ordinary morality – practices such as lying, spying, manipulation, and covert action. However, in the defence of national security, such practices may not only be morally permissible, but may also under some circumstances be morally obligatory. One approach to the ethics of national security intelligence activity has been to draw from the just war tradition (so-called ‘just intelligence theory’). This book identifies significant limitations of this approach and offers a new, institutionally based, teleological normative framework. In doing so, it revises some familiar principles designed for application to kinetic wars, such as necessity and proportionality, and invokes some additional ones, such as reciprocity and trust. This book analyses small states within the framework of this apparent paradox. Traditionally, Small-State Studies has focused on three guiding questions: what constitutes a ‘small state’? What explains small-state influence in global affairs? Are small states truly vulnerable to security threats given the expansion of multilateralism and regionalism throughout the world? This book contends that new questions should be asked which recognise the important shifts in twenty-first century security paradigms, to better understand how some states deploy their smallness as a resource for agency in supranational contexts. By varying historical, geographical, security, and governance contexts, the book embraces a most-different-cases approach. The historical perspective is often neglected in Small-State Studies but contributes to understanding how small states have often, over time, transformed perceived insecurity into agency. By focusing on different world regions, the authors enable the comparative analysis of collective actions, and the creation and implementation of institutions for ‘common sense purposes’ within a geographical region. Of particular contemporary importance, the book includes contributions which contend with hard-security issues alongside other soft-security challenges. The comparison of case studies confirms that hard-security vulnerability and soft-security opportunities seem to be two sides of the same coin, which reinforces the book’s focus on small-state paradoxes, and raises the question of whether smallness can be considered the defining characteristic of governance in these countries.     Abstract: This chapter contributes to the discussions on memorability by applying assemblage theoretical thinking to the analysis of memory and by developing the notion of mnemonic affordance. It analyzes Ella Ojala’s family photographs’ affordances in the mediation of the memory of forced migrations and family’s dispersal on multiple scales. First, the chapter explores the photographs’ affordances in mediating memory of dispersed family. Second, it examines the album’s affordances in mediating Ojala’s life story in her memoir novels. Third, by contextualizing Ojala’s literary works vis-à-vis the time of their publication at the turn of 1990s Finland and discussing their recent archiving, the chapter discusses affordances of the family album in mediation of the memory related to Ingrian Finns’ experiences more generally. The chapter indicates some of the potentials of assemblage thinking for conceptualizing memory as processual, malleable, and contingent on various discursive-material and contextual circumstances

    Abstract: This chapter analyses Konstantin Simonov’s thought from the largely understudied point of view of de-Stalinization. Simonov showed already in 1956 how the representation of the Great Patriotic war was tightly intertwined with the personality cult of Stalin, and how this entanglement had caused literature and art either to portray Soviet reality in a distorted manner or to keep silent about social difficulties. By criticizing key authoritative documents of the early post-war years, Simonov revealed how Stalin’s wish to forge the image of the Great Patriotic war resulted in the widespread tendency of embellishing reality in Soviet literature and art. The chapter also tracks how the Party rebuked Simonov’s claims without mentioning him as the initiator of the ideas. The chapter thus testifies to some of the problems of ‘de-Stalinization’ and how some of its key issues could not be openly discussed in the Soviet Union until the late 1980s. The chapter is based on previously untapped archival material, and it contributes to the scholarly discussion of the thaw-era de-Stalinization, Simonov’s roles within the Soviet literary establishment, and questions of the representation of reality in Soviet art in general and the representation of the Great Patriotic war in particular

    Abstract: Stalin’s political takeover of the cultural theoretical pattern of Bolshevik novyy byt ‘new public life’ created a powerful myth of the total repression of ‘bourgeois’ philosophy in the early 1930s. However, since the 1920s novyy byt had also produced directives governing the formation of new theories of ideologically correct ‘spiritual kul’turnost’ (culturality, being civilized) on the basis of ‘the best achievements of bourgeois traditions.’ Classical music represented one of these achievements. The chapter sheds light on the idealist philosophical sides of the Soviet conception of kul’turnost. Looking at the musicologist Boris Asafiev (1884-1949) as an intellectual whose theoretical strategies shaped Soviet culture during the Stalin era, the author shows that the Soviet conception of classical music as a symbol of kul’turnost developed from the late ‘Silver Age’ philosophy of ‘internal’ spiritual life. Shaped by the NEP-era Bolshevik discourse of novyy byt and Pan-European cultural and musical theories, the conception emerged during the Stalinist kul’turnost campaigns. Asafiev renewed his theoretical setting (theory of Intonation) of the 1920s to suit Stalinist ideological outlines of what a ‘socialist approach’ to the arts ought to be. However, his theory was one of the evolving ideas that managed to accomplish this in a way that produced interesting scholarly results. His apology of classical music constitute an interesting intellectual history of Russian appreciation of classical music as a proper type of Russian kul’turnost and explains the Soviet understanding of popular music

    Abstract: The purpose of the present chapter is to initiate the analysis of the child trafficking apparatus through the examination of a paradox pertaining to the protection of children: the simultaneous acceptance of a universal norm of child protection, and the frequent vulnerabilisation of trafficked children who have been taken into care. This discrepancy raises a set of interrogations about the politics of “making live” or “letting die” (Foucault), and the clashes that shape the manner in which the issue is settled for identified trafficking victims. Drawing on Foucaultian analyses of biopower, Chapter 3 shows the internal tension between “make live” objectives and “let die” practices unfolding in the global protection apparatus and its manifestations in member states of ASEAN and the EU. Through a set of solid data collected through fieldwork and interviews, it argues that the protection apparatus deviates towards unintended consequences or biopolitics of selection, resulting in non-protection mechanisms for children identified as trafficking victims. The biopolitics of the child protection apparatus, where trafficking victims are concerned, is analysed along the lines of their politics of selection; the material, psychological and symbolic liminal spaces it produces; and the fabrics – that is, the mechanisms –, as well as the fabric –namely the intrinsic structure of the protection apparatus – that amplify the initial vulnerability of children

Why this interest now? Hypothesis is that the texts address convergences between past complicities and current forms of participation in the wrongdoings of neoliberalism. These issues are related, since justifications of past involvement established the terminology, narratives, and heuristics in which mass violence has been subsequently discussed, thus forming the frame for the negotiation of current problematic involvement. Stepanova’s text stands out from the large corpus of contemporary family history narratives. First, it inverts the common order of critical discourse, as the literary text discusses theoretical concepts of memory studies, most notably Hirsch’s “postmemory.” Secondly, this discussion challenges a Western bias of memory studies, where political violence is portrayed as a traumatizing element of a past era handed down through transgenerational transmission. Stepanova outlines that in Eastern Europe, the experience of totalitarian terror and mass violence spread over several eras and multiple generations, creating a “traumatic enfilade” that comprises even the narrator’s present.     Abstract: Nikolai Bukharin’s (1888–1938) anti-fascist activity in the mid-1930s and his status as a cultural theoretician have been a neglected topic thus far. After losing his position as General Secretary of the Comintern’s executive committee and being expelled from the Politburo in 1929, Bukharin still found a platform as the chief editor of Izvestiya, in which he published several analyses of fascist ideology until his arrest in 1937. As a response, and in order to surpass the achievements of German high culture, which had fallen under the spell of bourgeois fascism, Bukharin relied on his own interpretation of Marxist philosophy, which he had sketched already in the 1920s but tried to ‘dialecticise’ in the 1930s after being criticised for his overly mechanistic views. The apex of these aspirations are his works Philosophical Arabesques and Socialism and its Culture, written in 1937 while in prison. Both are in many respects rather enigmatic works. In them, Bukharin defended socialist humanism as the only real alternative to fascism. At the same time he was not only silent about the crimes of Stalin, but he also considered the violent and dictatorial features that became branded as Stalinism abroad as a necessary ‘destructive’ force in the dialectical process of history of building communism. A sharp philosophical debate occurred at this turning point. This chapter discusses how this shift occurred in Soviet Marxist philosophical circles. It analyses the concept of ‘Menshevising Idealism’, an idea coined (maybe by Stalin himself) during the philosophical campaign around the year 1930. It targeted mainly the Deborin school of early Soviet philosophy. Deborin and his supporters were accused of ‘Hegelianising’ Marxism and of not understanding the significance of the new, Leninist stage of Marxist theory. The concept of Menshevising Idealism has later almost unanimously been viewed by scholars as a Stalinist label without any real content. While it is true that Stalin and his circle utilised the campaign against the Deborinites for their own purposes, there nevertheless were some real weaknesses in the philosophy of the Deborin School.     Abstract: The authors of our book focus on Soviet scholars and cultural theoreticians during the Stalin era from a methodological perspective that distinguishes between Stalinism and culture, an outlook that forms one of the common threads of the book. This introductory chapter focuses on the theoretical grounding of this approach. We argue that the received picture of Soviet culture in general and of Stalin era culture in particular has yet to be fully disentangled from the political and historical narratives of the Cold War epoch, especially with respect to the persistent traits of totalitarianism theory in defining Stalinism. The point of departure from the still dominant ’revisionist’ model of Soviet historiography involves the proposition that Stalin’s brand of totalitarianism was a collective cultural product. Our book in turn revises this thesis by claiming that Stalin rarely sought to control culture in a totalitarian manner. He was aware of the limits of control over culture. Meanwhile, society in general and notable cultural actors in particular need to be contextualised and theorised as political subjects from various points of view. Stalinism was a phenomenon that was organically embedded in the culture of the era – thus the metaphor of a ‘parasite’ seems to describe this relationship in a more adequate manner Stalin era intellectuals can be viewed as cultural actors who adopted different ‘patriotic’ strategies from the political arena to gain some level of autonomy that enabled to them to function in their fields.     Abstract: This chapter seeks to explore to what degree judges have used their key role regarding the distribution of powers in order to protect the territorial self-government of subnational entities in federal systems, especially if they are characterized by the presence of national minorities. This question gains particular salience from the insight that the role of courts is often ambivalent, as they may in fact contribute to both "making" federalism and "unmaking" it. The chapter starts with a clarification of key concepts and a justification of the selection of federal systems that it draws evidence from. This selection is based on two criteria: first, the existence of a constitutional court entrusted with the ultimate interpretation of the country's constitution and, secondly, the employment of federalism as a tool to ensure the territorial self-government of one or more national minorities. The chapter then goes on to analyze from a comparative perspective to what degree judges have protected territorial self-government in four countries, namely Canada, India, Belgium and Spain. It does so with a focus on the distribution of powers and thereby covers jurisprudence on three of the most important dimensions of how responsibilities are allocated. These dimensions are exclusive subnational powers, concurrent powers and the suspension of subnational powers under provisions of emergency rule, all of which are litmus tests for the judicial protection of self-government. On this basis, the chapter's comparative conclusions point out that judges in each of the four countries have strongly protected territorial self-government in some of the three analyzed dimensions of the distribution of powers and less so in others, thus confirming the importance of a differentiated and in-depth approach. They also discuss whether a change from the traditional role of judges as federal arbiters enforcing the constitution to a new role as active facilitators of conflict management can be useful for guaranteeing that interests of subnational entities are respected

    Abstract: Federalism as a mode of governance has been a popular response to most conflicts which stemmed from ethnic/language/religious mobilisation. However, the track record of resolving communal or identity conflicts has not always been good, the least of all in Somalia, Sudan and South Sudan. Why the lack of success? Is the federal solution inherently inappropriate for communal accommodation by exacerbating the problem? If not inevitably or inherently inappropriate, is it then a question of poor design? Or is it merely ineffectual implementation of the 'federal solution'? The chapter argues that federal arrangements in Africa have been the last measure to hold countries together; therefore federalism per se cannot blamed for persistent conflicts. Whether federalism is able to address communal conflicts depends much on constitutional designs dealing with both ethnic issues and federal concepts in general. Where federal solutions have been tried, it is highly centralised, and even then often superficially and reluctantly implemented. To judge the efficacy of federal arrangements in constitutions they first must be implemented. This depends again on a broader embrace of constitutionalism; democracy, separation of powers, limited government, and the rule of law have to become part of political/legal culture of a country

In this dialogical book, the authors discuss nodal points of history in terms of counterfactuals and contrastive explanations, concluding by considering future possibilities. They start in the 1990s where several causal elements of the war originate involving Russia’s economic developments and Europe’s security arrangements. Moving on to the next decade, they focus on the Iraq war, colour revolutions, and NATO’s 2008 announcement that Ukraine and Georgia will become members. Finally, they explore the past decade including the Ukrainian crisis of 2013–2014, the annexation of Crimea, and the consecutive war in east Ukraine.     Abstract: This book examines social processes that have contributed to growing pesticide use, with a particular focus on the role governments play in urban aerial pesticide spraying operations. Beyond being applied to sparsely populated farmland, pesticides have been increasingly used in densely populated urban environments, and when faced with invasive species, governments have resorted to large-scale aerial pesticide spraying operations in urban areas. This book focuses on New Zealand's 2002–2004 pesticide campaign to eradicate the Painted Apple Moth, which is the largest operation of its kind in world history, whether we consider its duration (29 months), its scope (at its peak the spraying zone was 10,632 hectares/26,272 acres), the number of sprayings that were administered (the pesticide was administered on 60 different days), or the number of people exposed to the spraying (190,000+). This book provides an in-depth understanding of the social processes that contributed to the incursion, why the government sought to eradicate the moth through aerial pesticide spraying, the ideological strategies they used to build and maintain public support, and why those strategies were effective.     Abstract: Covid-19 and the Global Political Economy investigates and explores how far and in what ways the Covid-19 pandemic is challenging, restructuring, and perhaps remaking aspects of the global political economy. The pandemic has exposed the fragility of the global political economy, and it can be argued that the intensification of global trade, tourism, and finance over the past 30 years has facilitated the spread of infectious diseases such as Covid-19. Economies in lockdown, jittery markets, and massive government spending have therefore caused a re-evaluation.     Abstract: This book explores the ways in which memories of Stalin-era repression and displacement manifest across times and places through diverse forms of materialization. The chapters of the book explore the concrete mobilities of life stories, letters, memoirs, literature, objects, and bodies reflecting Soviet repression and violence across borders of geographical locations, historical periods, and affective landscapes. These spatial, temporal, and psychological shifts are explored further as processes of textual circulation and mediation. By offering novel multi-sited and multi-media analyses of the creative, political, societal, cultural, and intimate implications of remembrance, the collection contributes fresh interdisciplinary perspectives to both the field of memory studies and the study of Soviet repression. The case studies in this collection focus on the personal, autobiographical, and intimate representations, experiences, and practices related to the remembrance of Stalinist repression and displacement as they are mediated through memoirs, fiction, interviews, and versatile commemorative practices. Taken together, the book asks: what happens to memories, life stories, testimonies, and experiences when they travel in time and space and between media and are (re)interpreted and (re)formulated through these transfers? What kinds of memorial forms are gained through processes of mediation? What types of spaces for remembering, telling, and feeling are created, negotiated, and contested through these shifts? What are the boundaries and intersections of intimate, familial, community, national, and transnational memories? By analytically contextualizing the various case studies within broader memory discourses in a range of geographical and political contexts, the book offers rich and multilayered interpretations of the enduring ramifications of communist repression. The collection demonstrates that these multiply moving memories not only reflect Eastern European memory culture but reach far beyond and have transnational and transgenerational significance.
