    Kurzfassung: This chapter examines representations of mental conditions in the dystopian backdrop for transhumanism in Netflix’s series Maniac. In the quest for human perfectionism, vulnerabilities are exposed and intensified by technological disruption. The transhumanist promise of human enhancement is presented in the series as hindering basic affect, self-awareness, and emotional response that in turn makes for human relational interdependence. Accordingly, it focuses on how the invulnerable transhuman figure is posed as a threat to subjectivity and autonomy. Vulnerability studies, ethics of care, neuroscientific theories on emotional sensations (interoception and exteroception awareness), and posthumanism give support to the chapter’s main thesis that this series posits characters’ fundamentally relational essence for wellbeing as based on rather different ethical grounds from those seen in the transhumanist paradigm, which is based on individualism, independence, autonomy and/or self-sufficiency via technology. For this study, theories on transhumanism, vulnerability, emotional, and ethical studies are introduced to give way to the analysis of the series. Firstly, the chapter explores Maniac’s representation of technology and mental health in a setting where characters seem to be in search of connections to move on to a discussion of the implications of relational and emotional engagement for characters’ wellbeing and autonomy

    Kurzfassung: Capital Redefined presents a unique perspective on the nature of “capital,” departing from the prevailing reductionist accounts. Hosseini and Gills offer an expanded perspective on Marxian value theory by addressing its main limitations and building their own integrative value theory. They argue that the current understanding of “value” must be re-examined and liberated from its subservient ties to capital while acknowledging the ways in which capital appropriates value. This is achieved by differentiating between “fetish value” created by capital and “true value” generated through various commons-based forms of coexistence. The authors propose a defetishization of value by rejecting the commonly accepted idea of its objectivity. They introduce their “commonist value theory,” which redefines capital as both the product and process of perverting the fundamental commoning causes of true value into sources of fetish value. Capital is theorized through a “modular” framework, where multiple intersecting processes constitute a comprehensive power structure, a “value regime,” representing an unprecedented degree of the domination of capital over life. Their theory reconciles two apparently incompatible views on the notion of value. One view encompasses all inputs involved in capitalist value production and conflates intrinsic and commodity values. The other warns against this conflation as it treats capital as an entity tightly associated only with commodity production and wage labor. The authors believe that establishing alternative forms of value creation based on normative principles of living in commons is crucial as an analytical base for criticizing existing power structures and economic systems. The book offers a theoretical foundation for transforming our life worlds toward “post-capitalist” futures.     Kurzfassung: After the emergence and development of Performance and Theatre Studies in literary theory, the invisibility of gendered vulnerability denounced through fictional characters has recently raised an interesting debate turning spectators into active participants in the process of negotiating ethical agency. The intersection of vulnerability and precarity in contemporary theatre might offer a challenging approach to be explored due to the ontological connections between the two concepts. Under the light of Alyson Cole’s (2016) “All of Us Are Vulnerable, But Some Are More Vulnerable than Others: The Political Ambiguity of Vulnerability Studies, an Ambivalent Critique”, Isabell Lorey’s (2015) State of Insecurity: Government of the Precarious, and Judith Butler’s (2012) “Precarious Life, Vulnerability, and the Ethics of Cohabitation,” among other sources, the objective of this chapter is to explore the nexus between gendered forms of vulnerability and other factors inherent to social and economic precarity present in the plays of the Welsh playwright Gary Owen Iphigenia in Splott (2015) and In the Pipeline (2010). The analysis will demonstrate the necessity to (re)structure social bonds according to the condition of mutual cohabitation and shared responsibility by illuminating the complexity of the precarity/vulnerability ambivalence exposed in the plays

    Kurzfassung: This chapter explores the role transnational networks and informal ties play for small-state-status seeking in Central and Eastern Europe. Using the example of Slovakia, I argue that since their accession to Western institutions, these states have continuously sought to carve out a place for themselves on the mental map of European and North American policymakers. Major security-policy conferences have become central nodal points for this kind of activity. They allow the foreign-policy establishment of small states to manage and shape existing status hierarchies by forging personal contacts with decision-makers from more powerful states. I illustrate this phenomenon empirically with reference to the Bratislava Global Security Forum (GLOBSEC), which began in 2005 as a student-led initiative and has since become the main outreach platform of Slovak foreign policymaking

    Kurzfassung: This chapter uses a discourse-theoretical analysis to study two episodes of the documentary series Along the Borders of Turkey (2012), produced and broadcast by the Dutch public broadcaster VPRO. In 2017, the VPRO web team uploaded these episodes on YouTube, which allowed viewers to comment on these episodes. Supported by a theoretical reflection on the Europeanity discourse and its contingencies, and on the hegemonic or semi-hegemonic articulations of this discourse (with a central role allocated to European benevolence), this chapter shows the discursive consequences of the material dislocations caused by different migration flows in Cyprus and in Greece. The chapter analyses how the episodes represent the contradictions between European benevolence on the one hand, and popular intolerance and the workings of the border apparatus on the other. The analysis of these episodes thus shows how Europe is discursively constructed through the ceaseless interactions and unresolved tensions between the centre and the margins, articulating a Europe of both benevolence and intolerance

This paradox of recognizing the parliament as essential to modern governance yet deliberately seeking weak institutions that are unable or unwilling to challenge those in power continues to haunt the parliament to this day. Ethiopia continues to struggle to maintain political stability, and the separation of power between government and parliament and a system of checks and balances are yet to substantially flourish. Drawing on extensive original data gathered from interviews and surveys, this book investigates the legal and practical status of federal representative institutions in Ethiopia from 1931 up to and including 2021. It delves into the rules and routines of parliament, its contextually and historically grounded culture of representation, and the techniques of manoeuvring executive bureaucracies. The book also aims to understand the extent of civil dis/engagement and the perceptions and role of citizens in shaping parliament, and how the mandates and functions of individual MPs are also determined by cultural and socio-economic factors such as gender, population, inequality and conflict. By considering the refugee policy through the lens of European values, cosmopolitan norms and universal human rights, the contributions expose the weaknesses and limitations of existing regulations and make proposals on how to improve them. The EU is often seen as a cosmopolitan project. Europe is supposed to be a community of states that aspires to be guided by cosmopolitan norms. However, the idea of a cosmopolitan Europe has never been unanimously shared, and in recent years, it has come under increasing scrutiny, particularly with regard to the EU’s refugee policy. The guiding idea of this book is that a deeper philosophical understanding of the normative issues at stake can foster greater conceptual clarity and enrich political debates on the future of European refugee policy. The first part of the book revolves around the question of whether the rise in refugee numbers over the past decade has led to a crisis in the EU and, if so, how this crisis relates to or impacts European values. Emerging from the dynamics of capitalism since the industrial revolution — as well as industrialisation under state-led socialism — the consequences of climate change are especially profound for the countryside and its inhabitants. The book interrogates the narratives and strategies that frame climate change and examines the institutionalised responses in agrarian settings, highlighting what exclusions and inclusions result. It explores how different people — in relation to class and other co-constituted axes of social difference such as gender, race, ethnicity, age and occupation — are affected by climate change, as well as the climate adaptation and mitigation responses being implemented in rural areas. The book in turn explores how climate change – and the responses to it - affect processes of social differentiation, trajectories of accumulation and in turn agrarian politics. Finally, the book examines what strategies are required to confront climate change, and the underlying political-economic dynamics that cause it, reflecting on what this means for agrarian struggles across the world. The 26 chapters in this volume explore how the relationship between capitalism and climate change plays out in the rural world and, in particular, the way agrarian struggles connect with the huge challenge of climate change. Through a huge variety of case studies alongside more conceptual chapters, the book makes the often-missing connection between climate change and critical agrarian studies. But what is hidden behind the ideal? And what does the commitment look like when it is converted into text? This book highlights reportages by some of the 20th century’s most celebrated Swedish reporters and examines the ways in which their texts convey a commitment to the reader. The narratologically based analyses are performed against a background of changing ideas about a reporter’s role in society. It turns out that the commitment is often time-related and can be counteracted by generalizing values about the depicted people. Here, the difference between empathy and compassion becomes crucial. The selected reporters represent Swedish social reportage at central turning points within the tradition. Ester Blenda Nordström and Gustaf Hellström have been chosen for the 1910s, Ivar Lo-Johansson for the years around 1930, Barbro Alving for the 1950s, Jan Guillou for the 1970s and Maciej Zaremba and Karen Söderberg for the 1990s and 2000s

Over the course of the COVID-19 pandemic, borders closed or became unwelcoming at the international, national, sub-national, and local levels. Debate persists as to whether those countries and territories that tightly managed their borders, like New Zealand, Australia, or Hong Kong, got it ‘right’ compared to those that did not. Without doubt, a majority of those who suffered and died throughout the pandemic have been those from vulnerable populations. Yet on the other hand, efforts taken to manage the spread of the disease, such as through border management, have also disproportionately affected those who are most vulnerable. How then is the right balance to be struck, acknowledging, too, the economic and other imperatives that may dissuade governments from taking public health steps? This book considers how international organizations, countries, and institutions within those countries should conceive of, and manage, borders as the world continues to struggle with COVID-19 and prepares for the next pandemic. This book is a rare, in-depth study of India’s bovine economy under Narendra Modi’s authoritarian populism. This is an economy that throws up a central paradox: On the one hand, an entrenched and aggressive Hindu nationalist politics is engaged in violently protecting the cow, disciplining those who do not sufficiently respect and revere it; on the other hand, India houses and continuously promotes one of the world’s largest corporate-controlled beef export economies that depends on the slaughter of millions of bovines every year. The book offers an original analysis of this scenario to show how Modi’s authoritarian populist regime has worked to reconcile the two by simultaneously promoting a virulent Hindu nationalism that seeks to turn India into a Hindu state, while also pushing neoliberal economic policies favouring corporate capital and elite class interests within and beyond the bovine economy. The book brings out the adverse impacts of these political-economic processes on the lives and livelihoods of millions of poor Indians in countryside and city. In addition, it identifies emerging weaknesses in Modi’s authoritarian populism, highlighting the potential for progressive counter-mobilisation.     Kurzfassung: Agency, Security and Governance of Small States examines what seems to be a defining paradox of Small-State Studies: the simultaneous coexistence (and possible co-dependence) of vulnerability and opportunity related to small-state size. This book analyses small states within the framework of this apparent paradox. Traditionally, Small-State Studies has focused on three guiding questions: what constitutes a ‘small state’? What explains small-state influence in global affairs? Are small states truly vulnerable to security threats given the expansion of multilateralism and regionalism throughout the world? This book contends that new questions should be asked which recognise the important shifts in twenty-first century security paradigms, to better understand how some states deploy their smallness as a resource for agency in supranational contexts. By varying historical, geographical, security, and governance contexts, the book embraces a most-different-cases approach. The historical perspective is often neglected in Small-State Studies but contributes to understanding how small states have often, over time, transformed perceived insecurity into agency. By focusing on different world regions, the authors enable the comparative analysis of collective actions, and the creation and implementation of institutions for ‘common sense purposes’ within a geographical region. Of particular contemporary importance, the book includes contributions which contend with hard-security issues alongside other soft-security challenges. The comparison of case studies confirms that hard-security vulnerability and soft-security opportunities seem to be two sides of the same coin, which reinforces the book’s focus on small-state paradoxes, and raises the question of whether smallness can be considered the defining characteristic of governance in these countries. This book will have a broad appeal because of the different world regions it analyses. It will be of interest to postgraduate students, scholars, and researchers of international relations, security, sustainability, governance, development, and political economy, as well as Small-State Studies

    Kurzfassung: This book explores the ethics of national security intelligence institutions operating in contemporary liberal democracies. Intelligence collection by agencies such as the CIA, MI6, and Mossad involves practices that are apparently inconsistent with the principles of ordinary morality – practices such as lying, spying, manipulation, and covert action. However, in the defence of national security, such practices may not only be morally permissible, but may also under some circumstances be morally obligatory. One approach to the ethics of national security intelligence activity has been to draw from the just war tradition (so-called ‘just intelligence theory’). This book identifies significant limitations of this approach and offers a new, institutionally based, teleological normative framework. In doing so, it revises some familiar principles designed for application to kinetic wars, such as necessity and proportionality, and invokes some additional ones, such as reciprocity and trust. It goes on to explore the applications of this framework and a revised set of principles for national security intelligence institutions and practices in contemporary and emerging political and technological settings. And afterwards, during the pandemic experience, exploring liminality, as category of reality applied to Indian culture and especially to art and literature, appeared to be a means to cope with an emergency the likes of which had never been seen before. Obviously, this work does not aspire to be exhaustive, nonetheless, the heterogeneity of the contributions offers a multifaceted perspective: in actual fact, since liminality implies potentially myriads of interpretations, it appears to provide us with one of the main keys to addressing the entanglement of reality, especially the complexity of the Indian civilization, past and present. The focus is particularly on the literary and artistic aspects of such an extraordinary cultural heritage, from the Vedic period up to modernity; literature and arts are the lens through which variegated anthropological issues, crossing different historical phases, are investigated: firstly, the ritual question, in compliance with van Gennep and Turner’s approach, but also religious experiences, sovereignty and violence, dialectics of identity, social dynamics, gender identity, etc. Literature and arts, but still by means of their own aesthetic devices, mirror critical points characterising such issues, as if poetry and artwork, zooming in on specific transition elements, were themselves on the threshold of manifold layers of reality, able to pass through their interstitial discontinuities. Auf Grundlage einer demokratietheoretischen Lektüre der Ästhetik Hegels, der die Komödie als höchste Form des Dramas ausweist, erschließt das Buch von Leonie Hunter das Verhältnis poetischer Ordnungsbildung zur demokratischen Moderne auf überraschende Weise neu. Hegels Differenzierung zwischen Tragödie und Komödie bedeutet, dass auch auf demokratietheoretischer Ebene zwischen zwei Modellen unterschieden werden muss: der tragischen Handlungsordnung der politischen Gegenwart und der komischen Zukunft einer selbstreflexiven Demokratie. Ein Blick auf die Poetik Hegels zeigt eine strukturelle Parallele zwischen seiner Gattungslehre und der radikaldemokratischen Bestimmung politischer Differenz. Politische Transformationsprozesse beruhen ebenso auf Momenten der Störung, der Subversion und daran anschließenden Prozessen der Neuformierung wie die poetischen Gattungen: Von Epos und Lyrik bis zum Drama, in Tragödie und Komödie aufgegliedert, lassen sie sich als unterschiedliche Modelle der Unordnung subjektiver Freiheit (als dem Politischen) und den Normen, Formen und Gesetzen der objektiv geltenden Ordnung (als der Politik) verstehen.     Kurzfassung: Tabish Khair’s Just Another Jihadi Jane (2014) explores the global phenomenon of female suicide bombers after the emergence of Islamic State of Iraq and Syria and the international reconfiguration of geopolitical power after 9/11. Khair tells the story of Jamilla and Ameena, two British teenage girls of South Asian Muslim descent who decide to join Islamic State in their search for their religious ideal of Islamic truth and their impending need for belonging and recognition. This chapter analyzes the multi-dimensional complexity of vulnerability exposed both in the story thematization and in the narrative mode of fictional testimony (Ganteau 2015). Firstly, it describes the story emplotment vertebrated along two different axes: the socioeconomic and cultural context that articulates vulnerability as precarity (Butler 2004; 2009) and the conditions of the precariat (Standing 2011); and female vulnerability to oppression and patriarchal violence after the girls move to Syria. Secondly, this chapter investigates the materiality of the narrative medium of fictional testimony as a precarious yet creative vehicle to expose vulnerability. Ultimately, this chapter contends that Khair’s story and narrative form particularize the stereotyped jihadi Jane, shattering to pieces the sociopolitical ungrievability imposed on their différance (Derrida 1968) and their wasted lives (Bauman 2004)

The structural oppressions visibilized by Egan in this novel will thus serve to reflect on how the purported national invulnerability underlying USA’s imperialism in the second half of the 20th century was in fact based on obscuring national vulnerabilities that strongly resonate at the beginning of the new millennium. This chapter explores Egan’s formal experimentation with historical fiction as a calculated risk that draws its narrative strengths from the spectacularization of vulnerability while exposing the novel’s formal belatedness as a case of vulnerable narrative

But both employers and many middle-class observers remained wary of unions exercising independent power. Vilja Hulden reveals how this tension provided the opening for pro-business organizations to shift public attention from concerns about inequality and dangerous working conditions to a belief that unions trampled on an individual's right to work. Inventing the term closed shop, employers mounted what they called an open-shop campaign to undermine union demands that workers at unionized workplaces join the union. Employer organizations lobbied Congress to resist labor's proposals as tyrannical, brought court cases to taint labor's tactics as illegal, and influenced newspaper coverage of unions. While employers were not a monolith nor all-powerful, they generally agreed that unions were a nuisance. Employers successfully leveraged money and connections to create perceptions of organized labor that still echo in our discussions of worker rights

In order to investigate this assumption, this book details the foundations of what Amir Magdy Kamel refers to as the US Stability Policy—how it evolved over time and how it was implemented in Egypt. He finds that domestic and global forces were left unaccounted for by the Stability Policy, ultimately leading to a failure to achieve the self-stated stability goals. Kamel’s analysis is informed through a unique mixed-method approach that sheds light on how and why this policy fared so poorly under Mubarak’s Egypt. He develops and tests a unique and particular way of examining the Stability Policy and presents a framework for future work to replicate and build on in the quest to understand other state-on-state relationships and the effectiveness of other foreign economic policies in achieving stability goals. Floundering Stability reflects on what Kamel’s findings mean for the relationship between the US and Egypt, as well as specific US foreign policy suggestions on how the same mistakes can be avoided in the future

However, there is little deeper analysis of the required nexus between fiscal, political, and legal arrangements for SNGs; their involvement in national policy arenas (which discuss and decide on national SDG strategies); and the need for locally disaggregated data systems on the one hand, and effective SDG localization strategies on the other hand. It is this aspect which the present publication explores in greater detail by using country examples and conceptual analyses. DNA argues that actors are communicative agents that discursively seek to promote their policy preferences in a contested domestic political arena, by building coalitions of like-minded. Thus, DNA bridges the gap between Foreign Policy Analysis (FPA) and public policy by integrating domestic politics into the analysis of foreign policy decision-making. DNA rests on two methodological approaches. First, it uses qualitative content analysis for gathering and coding the statements of actors. Second, it utilizes social network analysis to link statements and actors in networks, and thus makes discursive strategies and processes of coalition-building visible. To illustrate the applicability of DNA to FPA, this chapter discusses the debates in the British House of Commons on the Iraq War of 2003

On the one hand, drawing from an interdisciplinary approach comprising International Relations (IR), History and Social Psychology, this book proposes an analytical framework for assessing the specificities of the construction of identities in protracted conflicts. It identifies dehumanization and practices of reconciliation in ongoing conflicts - what is called peace-less reconciliation - as the main elements influencing processes of othering and violence in this kind of conflicts. On the other hand, the book offers an empirical historical analysis on how the protracted peace process has impacted identity building and representations made of the 'other' in the case of the Israeli-Palestinian conflict since the end of the 19th century to the present day

    Kurzfassung: Germany, which brutalized its neighbors in Europe for centuries, has mostly escaped the ghosts of the past, while Japan remains haunted in Asia. The most common explanation for this difference is that Germany knows better how to apologize; Japan is viewed as "impenitent." Walter F. Hatch rejects the conventional wisdom and argues that Germany has achieved reconciliation with neighbors by showing that it can be a trustworthy partner in regional institutions like the European Union and NATO; Japan has never been given that opportunity (by its dominant partner, the U.S.) to demonstrate such an ability to cooperate. This book rigorously defends the argument that political cooperation-not discourse or economic exchange-best explains Germany's relative success and Japan's relative failure in achieving reconciliation with neighbors brutalized by each regional power in the past. It uses paired case studies (Germany-France and Japan-South Korea; Germany-Poland and Japan-China) to gauge the effect of these competing variables on public opinion over time.     Kurzfassung: Whether it is possible to ensure stability, peace and social cohesion in countries with deep societal divisions where identity prevails over other bases of mobilisation is one of the central political questions of our time. What type of institutional design suits deeply mobilised cleavages? This chapter discusses the different institutional approaches adopted in three federations of Africa to manage politically mobilised cleavages, and examines whether institutional design matters in addressing demands from politically mobilised groups. The main issue is whether such divisions should be treated as building-blocks for political engagement and institutions built around them, or rather be diffused and deliberately divided into several sub-units. It is argued that institutional design does matter, particularly when there are deep territorially-based divisions, and proposes consociational parliamentary federations as opposed to integrationist presidential federations. The latter aim to divide major ethnic groups into many small-size states denying their self-government right, while the former aim to empower groups by redrawing territories to ensure they become a majority at sub-state level. They also bring the major political actors into power and minimise the risks of 'winner-takes-all' politics associated with presidential systems

    Kurzfassung: Federalism as a mode of governance has been a popular response to most conflicts which stemmed from ethnic/language/religious mobilisation. However, the track record of resolving communal or identity conflicts has not always been good, the least of all in Somalia, Sudan and South Sudan. Why the lack of success? Is the federal solution inherently inappropriate for communal accommodation by exacerbating the problem? If not inevitably or inherently inappropriate, is it then a question of poor design? Or is it merely ineffectual implementation of the 'federal solution'? The chapter argues that federal arrangements in Africa have been the last measure to hold countries together; therefore federalism per se cannot blamed for persistent conflicts. Whether federalism is able to address communal conflicts depends much on constitutional designs dealing with both ethnic issues and federal concepts in general. Where federal solutions have been tried, it is highly centralised, and even then often superficially and reluctantly implemented. To judge the efficacy of federal arrangements in constitutions they first must be implemented. This depends again on a broader embrace of constitutionalism; democracy, separation of powers, limited government, and the rule of law have to become part of political/legal culture of a country
