    Abstract: The world’s nuclear power reactors are ageing, with the majority approaching the end of their planned operational lifetimes in the coming years. The adequacy of funding for decommissioning and radioactive waste management (RMW) thus increasingly commands the attention of decision-makers. This report by the OECD Nuclear Energy Agency (NEA) combines a solid conceptual framework with the insights from twelve case studies of NEA member countries to propose a new approach to the adequacy of funding that is both robust and flexible. Current funding systems in NEA countries are overall adequate. The challenges ahead however are formidable: decommissioning and RWM are moving from design to implementation, returns on assets are low and societal preferences can evolve. The very long-term nature of the solutions, in particular for radioactive waste disposal, is also not easily compatible with the economic lifetimes of the original liability holders. This requires that all elements of the system – accrued funds, expected future returns, the lifetimes of nuclear power plants, the expected costs of politically sustainable technical solutions and the liabilities for residual risks – are reviewed and realigned at regular intervals. Complementing existing approaches with such a circular approach will strengthen funding arrangements and ensure their adequacy for decades to come.

    Abstract: One of the many important lessons learnt about nuclear safety over the years has been that human aspects of nuclear safety are as important as any technical issue that may arise in the course of nuclear operations. The international nuclear community can work together to identify and address issues associated with components and systems and compare operational experiences, but identifying how human behaviour affects safety and the best approaches to examine this behaviour from country to country remains less common. Practical experience has nevertheless shown that there are important differences in how people work together and communicate across borders. People’s behaviours, attitudes and values do not stop at the gate of a nuclear installation, and awareness of the systemic nature of culture and its deeper aspects, such as the dynamics of how values and assumptions influence behaviours, continues to evolve. The NEA safety culture forum was created to gain a better understanding of how the national context affects safety culture in a given country and how operators and regulators perceive these effects in their day-to-day activities. The ultimate goal is to ensure safe nuclear operations. The first NEA safety culture forum – a collaborative effort between the Nuclear Energy Agency (NEA), the World Association of Nuclear Operators (WANO) and the Swedish Radiation Safety Authority (SSM) – was held in Sweden in early 2018. This report outlines the process used to conduct the forum, reveals findings from the discussions and invites the nuclear community to further reflect and take action.

    Abstract: Many countries have recognised that greater use of nuclear power could play a valuable role in reducing carbon dioxide emissions. However, given the high capital cost and complexity of nuclear power plants, financing their construction often remains a challenge. This is especially true where such financing is left to the private sector in the context of competitive electricity markets. This study examines the financial risks involved in investing in a new nuclear power plant, how these can be mitigated, and how projects can be structured so that residual risks are taken by those best able to manage them. Given that expansion of nuclear power programmes will require strong and sustained government support, the study highlights the role of governments in facilitating and encouraging investment in new nuclear generating capacity.

Elle analyse comment l'acceptation sociale, la robustesse technique, la prise en compte des aspects environnementaux et la faisabilité économique influencent les stratégies nationales concernant la gestion et le stockage définitif de tels déchets. À la lumière d’études de cas, elle présente aussi les approches stratégiques adoptées par différents pays pour répondre aux préoccupations du public et aux attentes de la société civile en matière de gestion à long terme des déchets radioactifs de haute activité. Les enseignements et conclusions de l'étude confirment l'importance d'informer toutes les parties prenantes et de les faire participer au processus de décision si l'on veut réussir la mise en œuvre des politiques de stockage définitif des déchets radioactifs.

    Abstract: This study identifies key factors influencing the timing of high-level waste (HLW) disposal and examines how social acceptability, technical soundness, environmental responsibility and economic feasibility impact on national strategies for HLW management and disposal. Based on case study analyses, it also presents the strategic approaches adopted in a number of national policies to address public concerns and civil society requirements regarding long-term stewardship of high-level radioactive waste. The findings and conclusions of the study confirm the importance of informing all stakeholders and involving them in the decision-making process in order to implement HLW disposal strategies successfully.

With renewed expansion of nuclear power now anticipated, this study examines competition in the major nuclear industry sectors at present, and how this may change with a significant upturn in demand.

    Abstract: These workshop proceedings assess the third party liability and compensation mechanisms that would be implemented by participating countries in the event of a nuclear accident taking place within or near their borders. To do so, two fictitious accident scenarios were developed: one involving a fire in a nuclear installation located in the Slovak Republic and resulting in the release of significant amounts of radioactive materials off-site, and the other a fire on board a ship transporting enriched uranium hexafluoride along the Danube River.     Abstract: GEOTRAP is the OECD/NEA Project on Radionuclide Migration in Geologic, Heterogeneous Media carried out in the context of site evaluation and safety assessment of deep repository systems for long-lived radioactive waste. Retention of radionuclides within the geosphere for prolonged periods is an important safety function of deep geologic disposal concepts for radioactive waste. The extent to which retention processes can be relied upon in repository performance assessment depends upon the existence of well-established theoretical bases for the processes. It also depends on support for the operation of specific retention processes, and models for their quantitative evaluation, from a wide range of laboratory and field experiments and observations from nature. The fifth GEOTRAP workshop, "Geological Evidence and Theoretical Bases for Radionuclide-retention Processes in Heterogeneous Media" held in May 2001, looked at radionuclide-retention processes and their consideration and representation in performance assessments. Current approaches to characterising and modelling retention processes, and suggestions for future improvements, were presented and discussed. In addition to the material presented during the workshop, this publication includes a technical synthesis reflecting the discussions that took place as well as the conclusions and recommendations made, notably during the working group sessions.

    Abstract: One of the challenges facing the continued availability of nuclear energy is that of ensuring the safe, environmentally acceptable and economic management of the waste generated during its production. There is a broad scientific and technical consensus that disposal of high-level, long-lived radioactive waste in deep geologic formations is an appropriate and safe means of isolating it from the biosphere for very long time scales. There have, however, been setbacks in the disposal programmes in many countries, primarily due to the failure of the waste management community to win sufficient public and political support. This report, which is based on recent work of the OECD Nuclear Energy Agency (NEA), reviews the progress to date in this field and the further steps that may be required to implement geologic disposal, taking into account both the technical and regulatory requirements, and the need to achieve an appropriate level of societal acceptance.This book should be of interest to government and industry decision makers, academics and all those eager to better understand what is at stake in this widely debated subject and the prospects that emerge.
