Dans cet ouvrage, les auteurs étudient le paysage de la gouvernance d’entreprise dans la région MENA, en répertoriant les problèmes qui se posent et en proposant aux pouvoirs publics des pistes de réforme. Leurs conclusions sont fondées sur une analyse des politiques et pratiques en vigueur dans quatre domaines thématiques : l’accès aux capitaux ; la transparence et la communication d’informations ; la parité femmes-hommes dans les organes de direction des entreprises ; et la gouvernance des entreprises publiques dans la région MENA. Dans l’ensemble, ils concluent que ces économies ont progressé sur la voie du renforcement de leur cadre de gouvernance d’entreprise au cours des dernières années mais que la région peine encore à adopter et à mettre en œuvre, dans ce domaine, des mesures qui soient propices à l’efficience économique, à la croissance durable et à la stabilité financière.

    Kurzfassung: The SME Policy Index is a benchmarking tool that assists emerging economies in monitoring and evaluating progress in policies that support small and medium-sized enterprises. This first application of the Index methodology in the Latin American and Caribbean region covers the four Pacific Alliance member countries (Chile, Colombia, Mexico, Peru) and three participating South American countries (Argentina, Ecuador, Uruguay). Divided into seven policy dimensions, this report assesses the strengths and weaknesses that exist in different areas of SME policy design, implementation, and monitoring and evaluation, and provides guidance to policy makers in identifying policy areas for future reform according to international good practices. This report is a joint effort between the Development Bank of Latin America (CAF) and the OECD through its Latin America and the Caribbean Regional Programme (LACRP), in co-operation with the Latin American and Caribbean Economic System (SELA) and the “Foundation for the Strategic Analysis and Development of the SME” (FAEDPYME).

The government has started providing a strategic support to engagement, which could catalyse Italy’s innovation capacity, human capital endowment, and well-being. This review illustrates policy actions promoting the entrepreneurial and innovative activities in the Italian Higher Education System, and focuses on 11 case study universities. It discusses strategies and practices adopted by Italian higher education institutions to innovate, engage, and generate value for the society and the economy. This review is part of a series of national reports implementing the HEinnovate framework. HEinnovate is a guiding framework that the OECD and the European Commission have developed to promote the “entrepreneurial and innovation agenda” in higher education.

    Kurzfassung: This report presents global projections of materials use and their environmental consequences, providing a quantitative outlook to 2060 at the global, sectoral and regional levels for 61 different materials (biomass resources, fossil fuels, metals and non-metallic minerals). It explains the economic drivers determining the decoupling of economic growth and materials use, and assesses how the projected shifts in sectoral and regional economic activity influence the use of different materials. The projections include both primary and secondary materials, which provides a deeper understanding of what drives the synergies and trade-offs between extraction and recycling. The report projects a doubling of global primary materials use between today and 2060. Population and converging per capita income growth drive the growth in materials use. However, structural change, especially in non-OECD countries, and technology improvements partially dampen that growth. Metals and non-metallic minerals are projected to grow more rapidly than other types of materials.

    Kurzfassung: This report explores the main reasons behind the unreliable supply of Technetium-99m (Tc-99m) in health-care systems and policy options to address the issue. Tc-99m is used in 85% of nuclear medicine diagnostic scans performed worldwide – around 30 million patient examinations every year. These scans allow diagnoses of diseases in many parts of the human body, including the skeleton, heart and circulatory system, and the brain. Medical isotopes are subject to radioactive decay and have to be delivered just-in-time through a complex supply chain. However, ageing production facilities and a lack of investment have made the supply of Tc-99m unreliable. This report analyses the use and substitutability of Tc-99m in health care, health-care provider payment mechanisms for scans, and the structure of the supply chain. It concludes that the main reasons for unreliable supply are that production is not economically viable and that the structure of the supply chain prevents producers from charging prices that reflect the full costs of production and supply.

Recent decades have witnessed an unprecedented growth in demand for these resources, which has triggered interest from policy makers in transitioning to a more resource efficient and circular economy. This report presents a typology of five circular business models that could support the transition to a more resource efficient and circular economy: circular supply, resource recovery, product life extension, sharing, and product service system models. It reviews the current market penetration and assesses the potential scalability of each business model. Environmental potential is also discussed, as well as risks and unintended consequences that could result from a more widespread adoption of these business models. The report provides a broad set of policy approaches that could help alleviate some of the barriers that currently hinder the widespread adoption of circular business models.

    Kurzfassung: Peru has experienced remarkable socio-economic progress over the last two decades, enabling it to join the group of upper middle-income countries around 2010. However, challenges are ahead if the country is not to be caught in various development traps. Overcoming these challenges in the near future to take the economy to the next level and become a country with higher productivity, inclusive development and well-being for all will require sound policy reforms. Further efforts are needed on three main fronts: economic diversification, connectivity and formalisation of jobs. This report analyses the main challenges in these three priority areas and sets up a policy action plan. It also proposes a scorecard including a series of indicators for monitoring progress derived from the implementation of the reforms proposed in these three areas and presents the objectives for each indicator that Peru should aim to achieve by 2025 and 2030.

    Kurzfassung: The Sustainable Development Goals (SDGs) set a broad and ambitious programme for the world to achieve by 2030. With 17 Goals, underpinned by 169 Targets, the complex and integrated nature of the 2030 Agenda presents national governments with huge challenges for implementation. To assist countries, the OECD has developed a unique methodology allowing comparison of progress across SDG goals and targets. Based on the UN Global List of 244 indicators, this study evaluates the distance that OECD countries need to travel to meet SDG targets for which data is currently available. This 2019 edition of the study presents the latest results for OECD countries, both on average and individually, as well as new exploratory approaches to assessing progress over time and transboundary aspects of the SDGs. By providing a high-level overview of countries’ strengths and weaknesses in performance across the SDGs, this study aims to support member countries in navigating the SDGs and in setting their own priorities for action within the broad 2030 Agenda.

Diese Megatrends bilden sich langsam aus. Sobald sie aber an Fahrt gewonnen haben, üben sie einen tiefgreifenden und anhaltenden Einfluss auf menschliche Handlungen, Prozesse und Wahrnehmungen aus. Auch der Tourismus ist entsprechend betroffen. Es gibt vier Megatrends, die sich wahrscheinlich erheblich auf den Tourismus auswirken werden und entsprechend relevant sind: i) die sich wandelnde Besuchernachfrage; ii) nachhaltiges Wachstum des Tourismus; iii) Basistechnologien («enabling technologies») sowie iv) Reisemobilität. Um informierte politische Entscheidungen treffen und die Zukunft des Tourismus gestalten zu können, ist es wichtig, die vielschichtigen Auswirkungen dieser Megatrends bis 2040 zu untersuchen. Die vorliegende Tourismusstudie entwickelt eine Reihe plausibler Szenarien und potenzieller politischer Antworten auf die oben erwähnten Megatrends. Sodann untersucht sie, wie sich politische Entscheidungsträger besser auf Megatrends vorbereiten können, und stellt eine Reihe von Leitlinien für wirksame strategische Frühaufklärung im Bereich des Tourismus auf.

Explorer les implications multidimensionnelles de ces mégatendances à l’horizon 2040 est nécessaire pour guider les politiques et orienter l’avenir du tourisme. Ce document développe une série de scénarios plausibles et de réponses publiques possibles aux mégatendances mentionnées ci-dessus, il examine ensuite la manière dont les responsables des politiques publiques peuvent mieux se préparer aux mégatendances, et présente un ensemble de lignes directrices pour une prospective stratégique efficace en matière de tourisme.

    Kurzfassung: Latvia, a member of the European Union since 2004, is a small, dynamic and open economy that has successfully transitioned from central planning to a market economy. The reforms undertaken have driven progress, although from generally low levels and at a slower pace in agriculture than for the economy as a whole. This report examines the conditions under which farms and businesses in the food and agriculture sector in Latvia undertake innovation to become more productive and environmentally sustainable. It identifies opportunities as well as challenges that need to be addressed. These include economy wide skills shortage, emigration and population decline and urban concentration of population and services. At the sectoral level, these include the use of agricultural payments to support a large number of non-commercial farms and the high level of unpaid farm labour. To meet these challenges, agricultural innovation can be harnessed to improve the sector’s productivity, as well as the sustainability and efficiency of the food system. This report provides a series of recommendations that should allow agricultural policies to contribute to a well-functioning innovation system that can meet the challenges that lie ahead.

This is a worrying development, as fewer productivity gains mean less wage growth and a slowdown in improvements to pensions, health care and well-being. This In-Depth Productivity Review of Belgium assesses in detail the drivers of productivity and recommends a 7-Point Action Plan to reignite productivity growth in Belgium. Reviving productivity growth requires action in many areas cutting across governments and ministerial competences. Measures are needed to instil more dynamism in Belgium’s economy, both among businesses and in the labour market, and to make the public finances more growth-oriented. In addition to recommending detailed policy measures to revive productivity growth, the Review contains three analytical chapters that lay out the evidence base: Chapter 1 on economy-wide and sectoral trends in productivity; Chapter 2 on the role of firms for productivity, with a focus on the dispersion of performance among businesses; and Chapter 3 on the worker dimension of productivity, with a focus on the role of wage bargaining and skills.

A summary of existing studies highlights 39 key impacts of the digital transformation on people’s well-being. The review shows that these impacts can be positive as digital technologies expand the boundaries of information availability and enhance human productivity, but can also imply risks for people’s well-being, ranging from cyber-bullying to the emergence of disinformation or cyber-hacking. In sum, making digitalisation work for people’s well-being would require building equal digital opportunities, widespread digital literacy and strong digital security. Continued research and efforts in improving statistical frameworks will be needed to expand our knowledge on the many topics covered in this report.

    Kurzfassung: There is an urgent need to ensure that coastal areas are adapting to the impacts of climate change. Risks in these areas are projected to increase because of rising sea levels and development pressures. This report reviews how OECD countries can use their national adaptation planning processes to respond to this challenge. Specifically, the report examines how countries approach shared costs and responsibilities for coastal risk management and how this encourages or hinders risk-reduction behaviour by households, businesses and different levels of government. The report outlines policy tools that national governments can use to encourage an efficient, effective and equitable response to ongoing coastal change. It is informed by new analysis on the future costs of sea-level rise, and the main findings from four case studies (Canada, Germany, New Zealand and the United Kingdom).

However, despite significant work on tourism economics, notably with the Tourism Satellite Account, a deeper understanding is needed of how tourism trade directly and indirectly contributes to the economic growth and competitiveness of countries. This report scopes out the benefits and challenges of analysing tourism from a trade in value added perspective. It identifies the priority actions to strength the underlying ‘value chain’ of national statistics needed to build analyses tourism from a trade in value added perspective, and sets out a roadmap to make progress. It builds on wider OECD work on Trade in Value Added (TiVA), and represents a first attempt to better link tourism data with the underlying Inter-Country Input-Output (ICIO) infrastructure. Pilot country analysis for Canada, Portugal and the United Kingdom is presented.

Swedish innovative industries are also export-dependent and very deeply integrated in the global economy, through active participation in global value chains. At the same time, the threats of counterfeiting and piracy are growing – and Sweden is vulnerable. This report measures the direct economic effects of counterfeiting on Swedish industry, government and consumers. It examines both the impact of the imports of fake products to Sweden and – more importantly – the impact of the global trade in fake products that infringe on the IP rights of Swedish innovative companies.

This report provides recommendations to achieve vibrant local and regional Indigenous economies that deliver on their objectives for development by: improving Indigenous statistics and data governance; enabling policies for entrepreneurship and small business; providing instruments to mobilise land for development; and implementing effective and inclusive governance to support a place-based approach.

Although the environmental footprint of individual SMEs may be low, their aggregate impact in many respects exceeds that of large businesses. Commercial banks have an important role to play in providing access to green finance, particularly for SMEs. This report reviews the experience with green lending in the SME sector in Georgia. The analysis identifies the main challenges with lending to SMEs for green projects and discusses possible solutions. The report, in particular, looks at the role of the government and the policy instruments it can use to stimulate higher demand for green lending in the SME sector.

In addition, based on information gathered during study visits, the review discusses strategies and practices adopted by Austrian HEIs to innovate, engage, and generate value for their own ecosystems and networks. The review is part of a series of national reports implementing the HEinnovate framework. HEinnovate is a holistic framework that the OECD and the European Commission have developed to promote the “entrepreneurial and innovation agenda” in higher education.

    Kurzfassung: This publication presents the findings of an OECD review of SME and entrepreneurship policy in Ireland. It assesses the challenges for SME and entrepreneurship development and offers recommendations for future policy. SMEs and entrepreneurs play a crucial role in the Irish economy, with SMEs accounting for more than 70% of employment. Attitudes to entrepreneurship are positive and SME innovation rates are high. However, SME productivity has not been increasing in recent years, business entry and exit rates are low and few Irish SMEs are directly engaged in exports. There is also untapped potential for entrepreneurship among women, youth and migrants, and variations across the country in SME and entrepreneurship performance. Ireland has a strong set of policies and programmes to address these challenges. The business environment is generally favourable, there are many best practice programmes for supporting high potential SMEs and entrepreneurs, and strong co-ordination of policies across government. At the same time, policies could be strengthened in areas such as growing productivity in medium-sized businesses, increasing the start-up rate, increasing exports, fostering enterprise networks and clusters, drafting a unified SME and entrepreneurship policy strategy document and strengthening the role of Local Enterprise Offices.

This volume, developed by the Observatory together with OECD, provides an overall conceptual framework for understanding and applying strategies aimed at improving quality of care. Crucially, it summarizes available evidence on different quality strategies and provides recommendations for their implementation. This book is intended to help policy-makers to understand concepts of quality and to support them to evaluate single strategies and combinations of strategies. Quality of care is a political priority and an important contributor to population health. This book acknowledges that "quality of care" is a broadly defined concept, and that it is often unclear how quality improvement strategies fit within a health system, and what their particular contribution can be. This volume elucidates the concepts behind multiple elements of quality in healthcare policy (including definitions of quality, its dimensions, related activities, and targets), quality measurement and governance and situates it all in the wider context of health systems research. By so doing, this book is designed to help policy-makers prioritize and align different quality initiatives and to achieve a comprehensive approach to quality improvement.

Toto vydání také obsahuje změny v konzistenci, které byly provedeny ve zbytku Směrnice OECD o převodních cenách. Směrnice OECD o převodních cenách byla ve svém původním znění schválena Radou OECD v roce 1995.

    Kurzfassung: This new OECD report on the ocean economy emphasises the growing importance of science and technologies in improving the sustainable economic development of our seas and ocean. Marine ecosystems sit at the heart of many of the world’s global challenges: food, medicines, new sources of clean energy, climate regulation, job creation and inclusive growth. But we need to safeguard and improve the health of marine ecosystems to support our ever-growing use of marine resources. Innovation in science and technology will play a key role in reconciling these two objectives. This report identifies three priority areas for action based on a number of in-depth case studies: 1) approaches that produce win-win outcomes for ocean business and the ocean environment across a range of marine and maritime applications; 2) the creation of ocean-economy innovation networks; and 3) new pioneering initiatives to improve measurement of the ocean economy.

    Kurzfassung: The Sami have lived for time immemorial in an area that today extends across the Kola Peninsula in Russia, northern Finland, northern Norway's coast and inland, and the northern half of Sweden. The Sami play an important role in these northern economies thanks to their use of land, their involvement in reindeer husbandry, agriculture/farming and food production, and connection with the region’s tourism industry. However, in Sweden, as in the other states where the Sami live, the connections with regional development are often inconsistent and weak, and could do more to support the preservation and promotion of Sami culture and create new employment and business opportunities. This study, together with the OECD’s broader thematic work on this topic, provides actionable recommendations on how to better include the Sami and other Indigenous Peoples in regional development strategies, learning from and incorporating their own perspectives on sustainable development in the process.

    Kurzfassung: This subset of the activity of Multinationals in Manufacturing dataset focuses on the inward activity by industrial sector. Varaiables such as value added, turnover, intra-firm exports, stock of FDI, gross operating surplus and such are compared by industrial sector (chemical products, food, textiles). This table contains figures on the activity of affiliates under foreign control and all firms by industry according to the International Standard Industrial Classification (ISIC Revision 4). Data are presented from 2008 onwards.

    Kurzfassung: This report provides an in-depth analysis of major reforms undertaken between 2014 and 2018 to promote micro, small and medium-sized enterprise development in Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, the Palestinian Authority and Tunisia. The report focuses on five strategic areas for SME policy making: SME definitions, statistics and institutions; improving business environments for SMEs and entrepreneurs; fostering access to finance; nurturing start-ups and SME growth; and the development of entrepreneurial human capital. The report aims to showcase good practices and to point to areas where more efforts are needed. It provides valuable guidance for governments, private sector organisations, multilateral bodies and other stakeholders to intensify their efforts to support SMEs as essential vehicles for jobs and competitiveness. This is particularly relevant in a region striving to boost economic diversification, employment creation and the inclusion of youth and women in the economy. The report is the result of a process of close collaboration among governments, the OECD, the European Training Foundation and the European Commission.

    Kurzfassung: The government of Kazakhstan has set an objective to substantially increase the contribution of SMEs and entrepreneurs to employment and value added in the economy. Although there are large numbers of SMEs and entrepreneurs in the country, achieving this growth will require a step change in the productivity of existing SMEs and the emergence of many more medium-sized and growth-oriented firms. This report shows the important achievements of the government in creating a clear vision and structures for SME and entrepreneurship policy, including major improvements in business regulations and through the introduction of the Business Road Map 2020 programme offering direct supports to SMEs and entrepreneurs in areas such as financing and infrastructure. It also highlights the current challenge of doing more to strengthen management capabilities, skills, and innovation in SMEs and new enterprises, and makes a range of specific recommendations for policy actions including further building the incubator and Entrepreneurship Support Centre infrastructure, introducing dedicated support for high-growth potential enterprises, and stimulating supply chain linkages around foreign director investors.

    Kurzfassung: The future of tourism will be impacted by large-scale social, economic, political, environmental and technological changes, bringing new and often unseen challenges, threats and opportunities. These “megatrends” are slow to form, but once they have taken root, exercise a profound and lasting influence on human activities, processes and perceptions, including for tourism. Four megatrends are likely to have significant impacts and relevance for tourism: i) evolving visitor demand; ii) sustainable tourism growth; iii) enabling technologies; and iv) travel mobility. Exploring the multidimensional implications of these megatrends to 2040 is important to inform policy and shape the future of tourism. This Tourism Paper develops a range of plausible scenarios and potential policy responses for the megatrends mentioned above, it then examines how policy makers can better prepare for megatrends, and presents a set of guiding principles for effective strategic foresight in tourism.

    Kurzfassung: Over the past two decades, Austria has become one of the most R&D intensive economies among OECD countries and in the world, dedicating 3.1% of its GDP on R&D in 2016, the second highest figure in the European Union. To fully harness this R&D capacity, Austrian innovation policy needs to put a stronger emphasis on efficiency in transforming R&D inputs into impacts. To achieve higher impacts, Austria also needs to steer its research and innovation system towards leadership excellence in global markets. This requires enhanced international attractiveness for top-level researchers and talent, and a conducive environment for highly innovative enterprises. Austria could also benefit from strengthening R&D and innovation to support key transitions, such as digitalisation and Industry 4.0, and to tackle key societal challenges. The STI policy mix and governance arrangements should be adapted accordingly.

In view of the high production costs in Sweden, there is a need to continue with structural adjustments and better targeted investments in the agri-food sector, as well as to improve the level of interactions between research institutions and farmers to ensure that innovative techniques are adopted by all participants.

The report looks at the implementation of the federal government’s Indigenous Skills and Employment Training Strategy through in-depth analysis across four case study areas, including 1) the Centre for Aboriginal Human Resources and Development in Winnipeg, Manitoba; 2) Community Futures Treaty Seven in Calgary, Alberta; 3) MAWIW Council in Fredericton, New Brunswick; and 4) Kiikenomaga Kikenjigewen Employment and Training Services (KKETS) in Thunder Bay, Ontario. The report highlights critical success factors to better link Indigenous People to high quality jobs while also providing recommendations regarding future labour market and skills programming for Indigenous People in Canada.

Aynı zamanda, bu yeni baskı; güvenli limanlara ilişkin olarak, uygun şekilde tasarlanmış güvenli limanların bazı uyum yüklerini hafifletmeye ve vergi mükelleflerine daha fazla öngörülebilirlik sağlamaya yardımcı olabileceğine yönelik 2013 yılında onaylanan revize rehber açıklamalarını da kapsamaktadır. Son olarak, bu baskı OECD Transfer Fiyatlandırması Rehberi’nin geri kalanında tutarlılık gayesiyle yapılan değişiklikleri de içerir. Italian IP-intensive industries are very well integrated in the global economy, through active participation in global value chains. At the same time, the threats of counterfeiting and piracy are growing – and Italy is vulnerable. This report measures the direct, economic effects of counterfeiting on Italian consumers, the Italian retail and manufacturing industry, and the Italian governments. It examines both the impact that the imports of fake products to Italy has on these three groups and the impact on the Italian intellectual property rights holders of the global trade in fake products that infringe their IP rights.

Finalmente, esta edición incluye también las modificaciones de coherencia que se han realizado en el resto del texto de las Directrices de las OCDE aplicables en materia de precios de transferencia. El Consejo de le OCDE aprobó la versión original Directrices de las OCDE aplicables en materia de precios de transferencia en 1995.

    Kurzfassung: Od ponad pięćdziesięciu lat Podręcznik Frascati jest międzynarodowym standardem, a obecnie stał się on już standardem ogólnoświatowym. Wykorzystanie danych statystycznych na temat działalności badawczej i rozwojowej (B+R), opartych na wytycznych zawartych w niniejszym podręczniku, zyskało na znaczeniu, a dane statystyczne są wykorzystywane w wielu obszarach polityki publicznej, a także w wielu krajach poza OECD. Podręcznik stanowi podstawę wspólnej terminologii niezbędnej do mówienia o działalności B+R i jej wynikach. Ze względu na szerokie zastosowanie podręcznika oraz obecność zawartych w nim definicji w innych międzynarodowych podręcznikach i przepisach krajowych, definicja działalności B+R oraz jej komponentów została zachowana w postaci zbliżonej do definicji przedstawionych w poprzednich edycjach. Więcej uwagi poświęcono natomiast określeniu granic między tym, co można, a czego nie można zaklasyfikować jako działalność B+R, a także na udzieleniu odpowiedzi na nowe wymogi w zakresie statystyk sfery B+R. Przykładem może być decyzja o klasyfikowaniu nakładów na działalność B+R jako nakładów inwestycyjnych w ogólnoświatowym Systemie Rachunków Narodowych (System of National Accounts, w skrócie SNA), co wymaga zwrócenia większej uwagi na przepływy środków finansowych przeznaczonych na działalność B+R. W związku z szerokim rozpowszechnieniem zachęt podatkowych służących wspieraniu prac B+R, w podręczniku dodano odrębny rozdział poświęcony temu zagadnieniu. Dodano także nowy rozdział poświęcony globalizacji i jej skutkom dla statystyki sfery B+R. Aby zachować aktualność, podręcznik w szerokim zakresie wykorzystuje aneksy dostępne online.

L’objectif premier de cette approche est d’élargir la base productive de l’économie de façon à générer à terme des gains de productivité solides et durables auxquels chacun soit en mesure de contribuer tout en s’assurant par ailleurs que chacun, dans la société, puisse en bénéficier et voir s’améliorer son niveau de vie et ses perspectives. Pour ce faire, il faudra établir un cadre d’action complet qui tienne compte de l’ensemble des interactions entre inégalités et productivité, et du jeu de ces interactions au sein des pays, et entre les régions, les entreprises et les individus. Un tel cadre peut aider les responsables de l’action publique à mettre en place des mesures ex ante et ex post visant à promouvoir les synergies, et à gérer les situations dans lesquelles les politiques à l’appui de la productivité ont un impact sur les inégalités.

Le rapport se concentre sur cinq domaines stratégiques pour l’élaboration des politiques en faveur des PME : les définitions des PME, les statistiques et les institutions, mais aussi comment améliorer l'environnement des affaires pour les PME et les entrepreneurs, favoriser l'accès au financement et soutenir les start-ups et la croissance des PME, sans oublier bien sûr le développement du capital humain entrepreneurial. Le rapport vise à présenter des bonnes pratiques et à indiquer les domaines dans lesquels des efforts supplémentaires sont nécessaires. Il fournit des conseils précieux aux gouvernements, aux organisations du secteur privé, aux organismes multilatéraux et aux autres parties prenantes. Il s’agit de redoubler d’efforts afin de soutenir les PME, qui sont autant de vecteurs essentiels de l’emploi et de la compétitivité.     Kurzfassung: Historically low productivity gains and record high inequality are major challenges for policy makers around the world. Both concerns have been exacerbated by the global financial crisis but took roots well before and reflect fundamental challenges with the way our economies function. This report proposes a new comprehensive approach to promote better productivity performance and reduce inequalities. It not only gathers the most recent empirical evidence on the main factors behind slowing productivity gains and rising or persisting inequalities but also suggests possible common foundations and linkages between these two trends. It stresses the risk of a vicious cycle setting in, where individuals with fewer skills and poorer access to opportunities are confined to unproductive and often precarious jobs. This reduces aggregate productivity and widens inequality. The report focuses on how to expand the productive assets of an economy by investing in the skills of its people and providing an environment where all firms have a fair chance to succeed, including in lagging regions. It draws preliminary conclusions on the type of policy packages that are needed and on their implications for policy making. It also sets an agenda for future research to deepen empirical evidence and make concrete country-specific policy recommendations.
