    Kurzfassung: This sixth peer review of the OECD Principles of Corporate Governance analyses the corporate governance framework and practices relating to corporate risk management, in the private sector and in state-owned enterprises. The review covers 26 jurisdictions and is based on a general survey of all participating jurisdictions in December 2012, as well as an in-depth review of corporate risk management in Norway, Singapore and Switzerland. The report finds that while risk-taking is a fundamental driving force in business and entrepreneurship, the cost of risk management failures is often underestimated, both externally and internally, including the cost in terms of management time needed to rectify the situation. The reports thus concludes that corporate governance should ensure that risks are understood, managed, and, when appropriate, communicated.

    Kurzfassung: The Korean innovation system is in many ways highly developed and has helped to underpin Korea’s rapid industrialisation. However, long-standing policy emphases on manufacturing and large firms are today in question. Structural problems - such as the relatively weak innovation performance of SMEs, a lagging services sector and limited domestic job creation among the industrial conglomerates - have led to a shift in policy priorities. This shift is crystallised in the current government’s Creative Economy Strategy, which entails a far-reaching set of measures aimed at fostering cutting-edge innovation and consolidating a knowledge-based economy increasingly driven by high-value services. This review addresses Korea’s industry and technology policies and institutions, and provides policy recommendations.

    Kurzfassung: Green skills, that is, skills needed in a low-carbon economy, will be required in all sectors and at all levels in the workforce as emerging economic activities create new (or renewed) occupations. The successful transition to a low-carbon economy will only be possible if workers can flexibly adapt and transfer from areas of decreasing employment to new industries. This report suggests that the role of skills and education and training policies should be an important component of the ecological transformation process.

    Kurzfassung: The work undertaken by the Greek authorities in recent years to reinforce competition law and the Hellenic Competition Commission, to simplify business administration and to liberalise professional services have demonstrated the political willingness to address the problem of existing regulatory barriers to competition that have contributed to holding back the economic recovery. The OECD Competition Assessment Project, through the scrutiny of legislation in four sectors of the Greek economy, food processing, retail trade, building materials and tourism, has identified 336 areas where particular reform can be undertaken, from a total of 539 provisions that were selected using the OECD Competition Assessment Toolkit. If our recommendations are implemented, benefits to consumers in Greece and to the Greek economy should arise in all four sectors. Throughout this report, we seek to identify the sources of those benefits and where possible provide quantitative estimates. Estimates are made on the basis of experiences of deregulation in other countries in some instances, or by relating conservative estimates of efficiency gains to the overall size of the business activity affected.

    Kurzfassung: Women in Business 2014 summarises the progress made by the OECD-MENA Women Business Forum (WBF) since the publication of its first Women in Business report in 2012. In 2012, five groups of actions had been identified as priorities to be carried out by governments, international stakeholders, financial and business support organisations, as well as statistical agencies. In two years, the WBF has developed inputs for three of these areas of priority actions. The WBF’s contributions are growing along with its increased recognition as a hub which spurs concrete improvements in the business climate for women entrepreneurs in the MENA region. Today, women’s entrepreneurship is all the more important as governments in the region are facing the colossal challenge of rebooting job creation to improve the well-being of a growing workforce and confidence in the economy. The economic prospects of MENA economies that are going through a political transition have improved but unemployment has increased, inflation is rising and public finances have deteriorated. In these countries, political uncertainties add to long term structural difficulties. In the Gulf Cooperation Council (GCC) countries, the challenges still lie in the diversification of their economies.

Plus que jamais, l’entrepreneuriat féminin constitue un volet essentiel des politiques de création d’emplois mises en place par les gouvernements de la région afin d’améliorer le bien-être d’une main-d’œuvre croissante et restaurer la confiance dans l’économie. Les perspectives économiques des pays de la région MENA ayant traversé une transition politique se sont améliorées, mais le chômage reste en hausse, l'inflation continue d’augmenter et les finances publiques de se détériorer. Dans ces pays, les incertitudes politiques s’ajoutent à des difficultés structurelles. Dans les pays du Conseil de coopération du Golfe (CCG), les défis restent encore liés à la diversification de leurs économies.

Provee opciones de políticas viables y un plan de acción de los pasos prácticos que podrían tomarse para implementar las Directrices, apuntando a las dificultades, riesgos y obstáculos típicos que pueden encontrarse durante el proceso de implementación. Provee además ejemplos de buenas prácticas que ilustran la implementación de disposiciones y que pueden servir como referencias e inspiración. La “Guía” ayudará a los gobiernos a evaluar prácticas existentes y a apoyar reformas. En la mayoría de los países, mejorar la transparencia y la rendición de cuentas en las empresas propiedad del estado implica retos complejos. Afrontar dichos retos, con el apoyo de esta “Guía”, es un paso importante en el proceso de establecer empresas del estado económicamente sólidas y bien gobernadas.

    Kurzfassung: As OECD countries emerge from the global financial crisis, several countries have published their plans for the development of a future bioeconomy, an economy in which bio-based materials and production techniques will contribute significantly to economic and environmental sustainability. Such plans typically involve building a bio-based production industry in which fuels, energy and materials such as chemicals and plastics, almost always generated from fossil resources such as oil and natural gas, are incrementally replaced by equivalent or novel products generated from renewable resources. The realisation of this vision will require sustainably harnessing the vast biomass resource. The highest policy priorities at present are on several levels: allowing bio-based materials to compete for biomass on price with bioelectricity and biofuels; rectifying the highly distorting fossil fuel subsidies, heading off future competition for crude oil demand; and correcting for any excessive regulatory impacts. If governments wish to realise a successful bioeconomy in the future, the case for support for bio-based chemicals and plastics warrants serious attention.

    Kurzfassung: Las Directrices de la OCDE aplicables en materia de precios de transferencia a empresas multinacionales y administraciones tributarias ofrecen pautas para la aplicación del “principio de plena competencia” que constituye el consenso internacional sobre los precios de transferencia, es decir, sobre la valoración, a efectos fiscales, de las operaciones internacionales entre empresas asociadas. En una economía globalizada en la que las empresas multinacionales desempeñan un papel preponderante, los precios de transferencia ocupan un lugar destacado en la agenda tanto de las administraciones tributarias como de los contribuyentes. Los gobiernos necesitan asegurarse de que las rentas imponibles de las multinacionales no se desvían artificialmente fuera de sus jurisdicciones y de que la base imponible que declaran las multinacionales en sus respectivos países refleja la actividad económica efectuada en cada uno de ellos. Para los contribuyentes, es esencial limitar el riesgo de la doble imposición económica que puede tener su origen en una controversia entre dos países respecto de la determinación de la contraprestación de plena competencia correspondiente a sus operaciones internacionales con empresas asociadas. Las Directrices de la OCDE aplicables en materia de precios de transferencia recibieron la aprobación del Consejo en su versión original en 1995. En 2009 se llevó a cabo una pequeña actualización tendente básicamente a reflejar la adopción de un nuevo apartado 5 en el artículo 25 en la actualización del Modelo de Convenio Tributario de 2008 que trata sobre el arbitraje, así como los cambios efectuados en los comentarios a dicho artículo 25 referidos a los procedimientos amistosos para la resolución de controversias fiscales de ámbito internacional. En la edición de 2010 se ha procedido a una importante revisión de los Capítulos I a III, en los que se ofrecen nuevas pautas para la selección del método de determinación de precios de transferencia más apropiado en función de la casuística, sobre la aplicación práctica de los métodos basados en el resultado de las operaciones (el método del margen neto operacional y el método de distribución del resultado) y el funcionamiento de los análisis de comparabilidad. Se ha añadido, además, un nuevo Capítulo IX que trata aquellos aspectos de las reestructuraciones empresariales que están relacionados con cuestiones de precios de transferencia.     Kurzfassung: The report discusses the results of the OECD “Leveraging Training and Skills Development in SMEs” (TSME) project which examines access to training by SMEs across seven regions in six OECD countries: New Zealand, Poland, Belgium, UK, Turkey and Canada. The book analyses the policy issues related to both low access by SMEs, and how to recognise the increasing importance of informal training and skills development methods. The book looks at how both formal and alternative ways of training and skills development interact and identifies impacts at three levels; for the firm and employees; for the industry; and for the local area where the firm is located. The report pays special attention to the development of entrepreneurial skills and the emerging area of “green skills”. This focus is not just because ‘green skills’ represent the next new training opportunity – the de-carbonisation of economies that will occur over the coming decades represents an industrial transformation on the scale of the microelectronics revolution - but in many ways the response to the green economy is at an emerging stage- this means we have the opportunity to implement lessons from previous successful practices into a skill development area that will have enormous reach.

    Kurzfassung: Global Value Chains (GVCs) have exploded in the past decade and refer to the international dispersion of design, production, assembly, marketing and distribution of services, activities, and products. Different stages in the production process are increasingly located across different economies, and intermediate inputs like parts and components are produced in one country and then exported to other countries for further production and/or assembly into final products. The functional and spatial fragmentation that has occurred within GVCs has significantly reshaped the global economic landscape, thereby raising some new major policy challenges for OECD countries and emerging countries alike: trade policy, competitiveness, upgrading and innovation and the management of global systemic risk.

    Kurzfassung: This report reviews the policy mix to support knowledge-based start-ups in six countries in Latin America, including Argentina, Brazil, Chile, Colombia, Mexico and Peru. It discusses role of public policies in supporting the creation of start-ups, it presents an overview of the rationale and scope of state intervention and it summarises the experience of OECD countries, focusing on Australia, Finland and Israel. The report provides a comparative assessment of the experience of the six Latin American countries. Following the literature and the experience of countries it develops a taxonomy of instruments targeted to promote entrepreneurship and it compares the policy mix available in the different countries in Latin America. It also identifies recommendations to improve the policy framework for start-up promotion in Latin America. Country notes are available for each of the six studied countries. The report has been elaborated in the framework of the Development Centre's policy dialogue on innovation policies in Latin America.

Ha creado una serie de apoyos políticos que van desde el desarrollo de nuevos emprendedores, microempresas, PYMEs y empresas “gacela” al fomento de la asociación entre las PYMEs y las llamadas empresas “tractor”. Han sido creados también nuevos acuerdos de coordinación entre las secretarías de estado y los gobiernos estatales para aumentar la coherencia y la integración de sus programas. El informe estudia la situación de dicho progreso y evalúa las oportunidades para fortalecer más la economía mexicana mediante las PYMEs y el emprendimiento. Esto muestra que el marco de condiciones en México es bueno en general, y que ha mejorado en los años recientes gracias a reformas como la simplificación regulatoria, a la expansión del programa nacional de garantías, y a la inclusión del sector de microempresas como un objetivo del sistema de apoyo público. Al mismo tiempo, se puede hacer más aún para convertir a los emprendedores a negocios del sector formal y desarrollar más las empresas medianas para que sean capaces de innovar y comerciar internacionalmente. También existe margen para mejorar el proceso de elaboración de políticas de apoyo de más alta calidad y relevancia para las empresas beneficiarias al simplificar las reglas y operaciones del Fondo PYME, desarrollar las competencias profesionales de los empleados y consultores que proveen servicios de desarrollo a las empresas y usan la información, en el nivel de empresa, con el propósito de evaluación de política.

    Kurzfassung: Knowledge-based capital (KBC) results from business investment in non-physical assets such as R&D, data, software, patents, new business models, organizational processes, firm-specific skills and designs. This publication brings together the results of a two-year programme of work at the OECD on New Sources of Growth and the role of Knowledge-based Capital (NSG-KBC). This work shows that business investment in KBC is a key to future productivity growth and living standards. In many countries, business investment in KBC has increased faster than - and in some countries significantly exceeds - investment in physical capital (like machinery). To promote long-term growth and the jobs of tomorrow, governments must ensure that framework conditions, institutions and policies facilitate business investment in KBC. Emerging economies are also making concerted efforts to help their businesses accumulate KBC. This book sets out policy analyses and recommendations in the fields of: innovation; taxation; entrepreneurship and business development; corporate reporting; big data; competition and measurement.

    Kurzfassung: Le Linee Guida dell’OCSE sui prezzi di trasferimento per le imprese multinazionali e le amministrazioni fiscali forniscono orientamenti sull'applicazione del "principio di libera concorrenza", che è il principio riconosciuto a livello internazionale sul quale si basa il regime del transfer pricing, cioè la valutazione, a fini fiscali, delle transazioni transfrontaliere tra imprese associate. In un'economia globale nella quale le imprese multinazionali hanno un ruolo significativo, il regime dei prezzi di trasferimento assume un'importanza prioritaria sia per le amministrazioni fiscali sia per i contribuenti. Gli Stati devono assicurarsi che gli utili imponibili delle multinazionali non siano artificialmente trasferiti in un altro Paese e che la base imponibile dichiarata dalle multinazionali nei loro rispettivi Paesi corrisponda alla loro attività economica reale. È essenziale, inoltre, che i contribuenti vedano ridotti i rischi di doppia imposizione economica legati a un contenzioso tra due Paesi sulla determinazione della remunerazione a valori di mercato delle transazioni transfrontaliere con imprese associate. La versione originale delle Linee Guida dell’OCSE sui prezzi di trasferimento è stata approvata dal Consiglio dell'OCSE nel 1995. Le Linee Guida sono poi state parzialmente aggiornate nel 2009, in primo luogo per integrare le modifiche introdotte nel 2008 al Modello di Convenzione fiscale OCSE riguardanti il nuovo paragrafo 5 dell'articolo 25 in materia di arbitrato e il commentario dell'articolo 25 sull'uso della procedura amichevole per risolvere le controversie tributarie internazionali. Nell'edizione del 2010 sono state apportate notevoli revisioni ai capitoli I, II e III, introducendo nuovi orientamenti sulla scelta del metodo più appropriato alle circostanze del caso per la determinazione dei prezzi di trasferimento, sull'applicazione pratica dei metodi basati sull'utile delle transazioni (il metodo del margine netto della transazione e il metodo di ripartizione dell'utile) e sulla performance dell'analisi di comparabilità. È stato inoltre aggiunto un nuovo capitolo IX che presenta gli aspetti delle riorganizzazioni aziendali relativi ai prezzi di trasferimento. Notevoli cambiamenti sono stati anche apportati in tutti gli altri capitoli delle Linee Guida dell’OCSE sui prezzi di trasferimento.

    Kurzfassung: State-owned enterprises (SOEs) are an important feature of the economic landscape in the Middle East and North Africa region and yet, their contribution to the local economies has not been subject to a systematic investigation. SOEs in the region are generally perceived as inefficient and subject to sub-optimal governance arrangements but at the same time, and somewhat paradoxically, they are often charged developmental mandates that typically go beyond their stated commercial objectives. This phenomenon owes to the historically prominent role of the state in the economic development in the region and the recently renewed interest in using select SOEs as anchors of national industrialisation and competitiveness strategies. This publication contributes to the limited existing literature on the role of SOEs in the economic development by examining the contribution of MENA SOEs to industrial development, diversification, poverty elimination and the provision of goods and services to the public more generally. Second, it provides an overview of the diverse mandates and roles of MENA SOEs and assesses the costs of these obligations with a view to isolate ownership and governance practices that have contributed to the success of some companies and poor performance of others. Recommendations to policymakers as well as management and boards of SOEs are made based on these observations at the end of the publication.

Destaca los vacíos de medición y propone direcciones para avanzar en el programa de medición. Esta obra comienza con una descripción de la innovación en la actualidad. Se enfoca en lo que está motivando la innovación en las empresas, en la forma en la que el panorama científico y de investigación se reconfigura gracias a las convergencias, a la interdisciplinariedad y a la nueva geografía de la innovación. Presenta mediciones más amplias de innovación, por ejemplo, usando nuevos indicadores de inversión en activos intangibles y marcas registradas. El capital humano es un insumo básico de la innovación y una serie de indicadores examinan la forma en que los sistemas educativos contribuyen a las bases del conocimiento y la investigación. Otras series analizan de qué manera las empresas transforman las habilidades y el conocimiento y hacen más claros los diferentes roles de la inversión pública y privada respecto al fomento a la innovación y a sus beneficios con ejemplos concretos de los inmensos retos mundiales, como la salud y el cambio climático. La medición de la innovación es un gran paso hacia una forma de crear políticas públicas de innovación basadas en la evidencia. Complementa indicadores tradicionales de “posicionamiento” con otros que muestran que la innovación está, o puede estar, relacionada con las políticas públicas. También reconoce que falta mucho por hacer y señala los retos de medición que los expertos en estadística, investigadores y encargados de diseñar políticas públicas necesitan enfrentar.

    Kurzfassung: The global economic crisis has had a hard blow on youth (aged 15/16 to 24) employment. In early 2013 in the OECD as a whole the youth unemployment rate was stuck at 16.5%, up from 12.1% just prior to the crisis, and two-and-a-half times the unemployment rate for those aged 25 and over and, worryingly, with a marked and continued increase in youth long-term unemployment. Moreover, the alarming figures do not account for those not in employment, education or training (NEET) many of whom do not appear in the official unemployment statistics. Youth unemployment rates are predicted stay high or rise still further in most of the countries as the haltering recovery remains too weak to provide sufficient job opportunities to the many young jobseekers.

    Kurzfassung: How to stimulate growth and support job creation are two critical challenges that countries and localities confront and limited resources require lateral thinking about how actions in one area, such as employment and training, can have simultaneous benefits in others, such as creating new jobs and better supporting labour market inclusion. The OECD Local Economic and Employment Development (LEED) Programme has developed an international cross-comparative study, which examines the contribution of local labour market policy to boosting quality employment. Each country review examines the capacity of employment services and training providers to contribute to a long-term strategy which strengthens the resiliency of the local economy, increases skills levels and job quality. In the United States, the study has looked at the range of institutions and bodies involved in workforce and skills development in two states – California and Michigan. In-depth fieldwork focused on two local Workforce Investment Boards in each state: the Sacramento Employment and Training Agency (SETA); the Northern Rural and Training and Employment Consortium (NoRTEC); the Southeast Michigan Community Alliance (SEMCA); and the Great Lakes Bay Michigan Works. The working paper concludes with a number of recommendations and actions to promote job creation at the federal/state and local levels.

    Kurzfassung: The transition towards a green economy is a key factor for growth and prosperity in the German federal state of Brandenburg. Future living conditions will be determined by the course set now. We have to decide today how we want to live tomorrow, not only in economic terms, but also with regard to environmental stewardship. I am convinced that there is no alternative to a green transition when it comes to shaping the world to be a place worth living in. There are issues we have to deal with, but first and foremost there are great opportunities to seize. The relevant players in Brandenburg are aware of complex challenges resulting from the present transitional process. They are redoubling their efforts to promote further economic development towards sustainability. This study presents the green growth path of the regional growth core (RGC) Schönefelder Kreuz.

    Kurzfassung: During the past decade, the Mexican government has put into place a strong policy framework for the promotion of small and medium-sized enterprises (SMEs) and entrepreneurship. It has created a sequence of policy support running from the development of new entrepreneurs, micro-enterprises, SMEs and gazelles to the stimulation of linkages between SMEs and so-called 'tractor' firms. New co-ordination arrangements have also been created across government ministries and among national and state governments to increase the coherence and integration of their programmes. This publication takes stock of this progress and assesses the opportunities for further strengthening of the Mexican economy through SMEs and entrepreneurship. It shows that the framework conditions are generally good in Mexico, and have improved in recent years thanks to reforms such as regulatory simplification, the expansion of the national loan guarantee programme, and the inclusion of the micro-enterprise sector as a target of the public support system. At the same time, more can be done to shift entrepreneurs into the formal business sector and to develop more medium-sized companies able to innovate and trade internationally. There is also scope to improve the process of delivering the highest quality and most relevant policy support to beneficiary enterprises by simplifying the rules and operations of the SME Fund, developing the professional capacities of the staff and consultants who provide business development services and using available company-level data for the purposes of policy evaluation.

    Kurzfassung: The combined effects of the economic crisis and the recent popular uprisings in parts of the Middle East and North Africa have brought social and economic challenges back to the centre of attention of policy makers. For governments searching to create jobs, to satisfy the growing energy demand of their populations and to diversify their economies, the appeal of renewable energies is strong. However, the right policy framework and support need to be put in place if the region wants to attract private investment in the sector and reap the benefits of its favourable resource endowment, especially as regards solar and wind energy. This report makes the case for a stronger deployment of renewables in the Middle East and North Africa and identifies the appropriate support policies required to stimulate the necessary private investment. An assessment of existing policy frameworks in the region and examples from OECD good practice are used as pointers to help guide policy makers in their choices. The analysis contained in this report suggests that support policies targeting the life cycle of renewable energy projects such as feed-in tariffs and power purchase agreements are more effective and less distortive than policies subsidising the initial investment, such as cost reductions. The optimal incentive scheme provides investors with stability through a guaranteed but declining minimum return while imposing enough market risk to foster technological progress.

In many instances support focused on priority sectors or technology areas, but in recent years more emphasis has been placed on support to small and medium-sized enterprises and the build-up of technology transfer capacities. This report evaluates the performance of the knowledge-based sector in Mexico and provides policy recommendations for improving the financing, creation and expansion of innovative knowledge-based start-ups.

It provides a catalogue of relevant practices and experiences in OECD and other jurisdictions. The publication is structured around eight “building blocks” of competitive neutrality including how to ensure debt, tax or regulatory neutrality; calculating market consistent rates-of-return; transparent accounting for public service obligations; and competitive procurement. It also provides practical experience on how to coin a policy commitment to competitive neutrality and tradeoffs of different approaches. The book provides insights on fundamental questions concerning the role of the State in the marketplace and on the need to balance commercial interests with the sometimes important public policy functions vested in SOEs.

    Kurzfassung: С 2000 года рост экономики Республики Казахстан увеличивался в среднем на 8-9% в год, что позволило стране войти в десятку самых быстроразвивающихся государств в мире. Казахстан привлекает больше прямых иностранных инвестиций, чем все остальные страны Центральной Азии вместе взятые. До сих пор высокие экономические показатели страны обеспечивались, главным образом, добывающей промышленностью. В нефтегазовую отрасль уходят три четверти всех иностранных инвестиций, поступающих в страну. Однако благодаря определ èнным конкурентным преимуществам новыми источниками роста могут стать неэнергетические отрасли экономики Казахастана. В 2009 году Казахстан приступил к реализации масштабной программы диверсификации источников прямых иностранных инвестиций. С этой целью правительство обратилось к ОЭСР с просьбой о проведении Обзора отраслевой конкурентоспособности. В настоящем докладе, представляющем первую стадию реализации проекта, содержится оценка и излагается стратегия повышения конкурентоспособности неэнергетических отраслей экономики Казахстана, в том числе агропромышленного комплекса, агрохимии, логистики, сектора деловых услуг и информационных технологий. Несмотря на то что правительство страны успешно провело первый этап реформ, направленных на создание благоприятного делового климата, государству рекомендуется устранить основные политические барьеры, препятствующие развитию рассмотренных отраслей. Так, для улучшения качества продукции и модернизации производства необходимо принять меры по обеспечению доступа к финансированию, привлечению современных предприятий розничной торговли и повышению квалификации персонала. Настоящий обзор был подготовлен в рамках Программы ОЭСР по повышению конкурентоспособности стран Евразии, региональной программы, направленной на содействие экономическому росту и развитию одиннадцати республик бывшего Советсткого Союза, а также Афганистана и Монголии.

    Kurzfassung: The role of state-owned enterprises (SOEs) in the Middle East and North African economies (MENA) has historically been and remains significant in terms of their contribution to the economic value added, employment and the provision of vital services. State-owned enterprises operate across a wide range of sectors in the region - hydrocarbons, banking, construction – but also in network industries. Despite the privatisations carried out during the 1980-1990s, the role of the state in Arab economies has not declined and in many ways have indeed increased, reflecting the growth of oil and gas SOEs, sovereign wealth funds and infrastructure development projects, often carried out with the involvement of the state. This publication seeks to provide insight into the varied and rich experience in SOE reform in the region over the past decade, highlighting reform initiatives undertaken at national and country specific levels. It is unique in highlighting the challenges faced by policymakers in reforming the governance of regional SOEs

    Kurzfassung: Smernice OECD za dolo čanje transfernih cen za mednarodna podjetja in dav čne uprave prinašajo smernice za uporabo “neodvisnega tržnega načela”, ki je mednarodni konsenz za dolo čanje transfernih cen, to pomeni, za vrednotenje č ezmejnih transakcij med povezanimi podjetji za davčne namene. V globalnem gospodarstvu, v katerem igrajo pomembno vlogo mednarodna podjetja, je tematika transfernih cen visoko na dnevnem redu tako dav čnih uprav kot dav čnih zavezancev. Države morajo zagotoviti, da se obdavčljivi dobički mednarodnih podjetij ne umetno preselijo iz obmo čij, ki sodijo pod njihovo pristojnost, in da dav čna osnova, ki jo v svojih državah izkažejo mednarodna podjetja, odraža gospodarske aktivnosti, ki so jih v državi opravila. Za dav čne zavezance je bistveno, da se omeji tveganje dvojne obdav čitve, ki je lahko posledica spora med dvema državama glede dolo čitve plačila po neodvisnem tržnem na čelu za njihove čezmejne transakcije med povezanimi podjetji. Svet OECD je leta 1995 odobril izvirno razli čico Smernic OECD za določanje transfernih cen. Omejena posodobljena različica je bila pripravljena leta 2009, predvsem zato, da bi zajela posodobitev Vzor čne davčne konvencije iz leta 2008, novega petega odstavka 25. člena, ki obravnava arbitražo, in spremembe Komentarja k 25. členu o postopkih skupnega dogovora za reševanje čezmejnih davčnih sporov. V izdaji iz leta 2010 je prišlo do pomembnih sprememb v I., II. in III. poglavju, zagotovljene so bile nove smernice za izbiro najprimernejše metode za dolo čanje transfernih cen glede na okoliš čine primera, praktično uporabo metod transakcijskega dobička (metoda stopnje čistega dobička in metoda porazdelitve dobička) in za izvajanje primerjalne analize oz. analize primerljivosti. Poleg tega je bil dodano novo IX. poglavje o vidikih transfernih cen pri preoblikovanju poslovanja. V preostalem delu Smernic OECD za določanje transfernih cen so bile narejene spremembe, ki jih je narekovala uskladitev gradiva.

    Kurzfassung: Ce rapport présente les principales conclusions et recommandations d’un examen sur l’enseignement de l'entrepreneuriat et le soutien à la création d'entreprises par les universités et des universités des sciences appliquées tunisiennes. Il s’insère dans le cadre des revues portant sur les qualifications et les compétences à l'entrepreneuriat menées par le Programme de développement économique et de création d’emplois au niveau local (LEED) de l'Organisation de coopération et de développement économiques (OCDE). L'examen porte sur les stratégies, structures et pratiques en matière de promotion de l'entrepreneuriat dans les universités tunisiennes mettant en évidence l’enseignement des motivations entrepreneuriales pour favoriser la création d'entreprises par les diplômés. L'un des atouts essentiels du système tunisien est qu'il permet à un grand nombre d'étudiants d’accéder à un enseignement de base en entrepreneuriat. Le rapport expose les possibilités d'améliorer cet enseignement à l'aide de modèles internationaux de bonnes pratiques et en complément, par une importante aide au démarrage pour les étudiants prêts à aller plus en avant. A cette fin, le présent rapport recommande la création d'une stratégie nationale de promotion de l'entrepreneuriat aux objectifs, indicateurs et mesures incitatives clairement définis, des méthodes d’apprentissage par des critères de référence et une base de données pour le matériel pédagogique. En outre, il recommande la création d'une plateforme d'échange pour les universités sur les pratiques de soutien à l'entrepreneuriat proposant une interface à travers des « champions de l’entrepreneuriat » dans les universités, une association académique et une meilleure formation des formateurs. L'enseignement de base à l'entrepreneuriat existant devrait être amélioré par de nouvelles activités et approches et le soutien à la création et à la croissance des entreprises renforcé par un niveau supplémentaire d’encadrement qui comprendra l'incubation, le coaching, l'orientation et le soutien poststart-up.

    Kurzfassung: This report reviews the Korean catching up and it analyzes the recent reforms which have been put in place to address the territorial dimension in the design and implementation of industrial policies, with a view to share knowledge and policy experience with emerging and developing economies. Korea is a well known success case, but less is known about the efforts and reforms introduced to factor in the territorial dimension in its national development strategy. The report identifies the advances and challenges of the Korean approach to regional development. Results show that beside the specificities of the Korean experience it conveys several lessons for developing countries: i) Planning actions on a multi-annual basis is essential to achieve policy goals in fields such as industrial and regional development where policy outcomes depend on structural changes that will require long term horizons to be materialised and where coordination across several ministries (such as education, infrastructure and access to finance) is needed. ii) It is important to establish mechanisms that ensure a high level political support to regional development as well as to target resources to regions. iii) Supporting industrial development in regions requires designing specific programs beyond administrative boundaries. iv) The space for bottom up initiatives and regional empowerment has to be matched by a gradual approach to build the necessary capabilities at the regional level.

And it is against this purpose and these objectives that the quality of any corporate governance system should be evaluated. So, we need to find a benchmark against which we can assess new regulations and evaluate existing ones.

    Kurzfassung: The Basque Country region in Spain is world renowned for a successful industrial transformation, the urban regeneration of Bilbao, cultural distinctiveness, unique governance arrangements and high wealth levels. Over the last 30 years, the region has implemented its science, technology and innovation (STI) policy driven by a need to boost industrial competitiveness. The role of total factor productivity and innovation in driving growth was significant in the 1990s and declined in the early part of this decade, but appears to be on the rise again thanks in part to significant increases in public and private investment in innovation. The Basque Country has begun a transition from a model of incremental innovation in manufacturing to a model increasingly based on science and other forms of knowledge. Through a diagnostic of the innovation system and the policy mix, the review offers some policy and governance recommendations to achieve the region’s desired transition in light of global trends in the innovation process and innovation policy.

It is endowed with significant human and resources ranging from the black soil in Ukraine that produces some of the best wheat in the world, to energy reserves in Azerbaijan and unexplored water resources in several countries. However, in spite of recent growth – an average of almost 8% of GDP during 1998-2008 – the region’s productivity levels remain 77% below the world average. The OECD Eastern Europe and South Caucasus Competitiveness Outlook examines the key policies that would increase competitiveness in the countries of the region through developing human capital, improving access to finance for SMEs and creating more and better investment opportunities.

    Kurzfassung: Die OECD-Verrechnungspreisleitlinien für multinationale Unternehmen und Steuerverwaltungen bieten Orientierungen für die Anwendung des „Fremdvergleichsgrundsatzes“, der den internationalen Konsens im Hinblick auf die Verrechnungspreisgestaltung, d.h. die Bewertung grenzüberschreitender Geschäftsvorfälle zwischen verbundenen Unternehmen für Besteuerungszwecke, darstellt. In einer globalen Wirtschaft, in der multinationale Unternehmen eine herausragende Rolle spielen, sind die Verrechnungspreise für Steuerverwaltungen und Steuerpflichtige gleichermaßen von größter Bedeutung. Die Regierungen müssen sicherstellen, dass die steuerpflichtigen Gewinne multinationaler Unternehmen nicht künstlich aus ihrem Land hinaus verlagert werden und die von den multinationalen Unternehmen in den einzelnen Ländern ausgewiesene Besteuerungsgrundlage die jeweils dort ausgeübte Wirtschaftstätigkeit widerspiegelt. Für die Steuerpflichtigen ist es äußerst wichtig, das Risiko der wirtschaftlichen Doppelbesteuerung zu begrenzen, zu der es auf Grund von Streitigkeiten zwischen zwei Ländern bei der Ermittlung der fremdvergleichskonformen Vergütung für die grenzüberschreitenden Geschäftsvorfälle der Steuerpflichtigen mit verbundenen Unternehmen kommen kann.Die OECD-Verrechnungspreisleitlinien wurden 1995 in ihrer Originalfassung vom Rat der OECD zur Veröffentlichung freigegeben. 2009 wurden die Leitlinien teilweise aktualisiert, was vorrangig durch Änderungen des Kommentars zu Artikel 25 über Verständigungsverfahren zur Lösung grenzüberschreiten­der Steuerkonflikte sowie durch die Einführung eines neuen Absatzes 5 zu Artikel 25 zum Thema Schiedsverfahren bedingt war, die im Rahmen der Aktualisierung des OECD-Musterabkommens im Jahr 2008 erfolgte. In der Fassung aus dem Jahr 2010 wurden die Kapitel I-III erheblich überarbeitet, mit neuen Leitlinien - zur Auswahl der unter den Gegebenheiten des Einzelfalls am besten geeigneten Verrechnungspreis­methode, - zur praktischen Anwendung der geschäftsvorfallbezogenen Gewinnmethoden (geschäftsvorfallbezogene Nettomargenmethode und Gewinnaufteilungsmethode) sowie - zur Durchführung von Vergleichbarkeitsanalysen. Darüber hinaus wurde ein neues Kapitel IX zu den verrechnungspreisbezogenen Aspekten von Umstrukturierungen der Geschäftstätigkeit hinzugefügt. An den übrigen Abschnitten der Leitlinien wurden Änderungen zur Wahrung der Konsistenz vorgenommen.

The report describes the corporate governance setting including the structure and ownership concentration of listed companies and the structure and operation of the state-owned sector. The Review then examines the legal and regulatory framework and company practices to assess the degree to which the recommendations of the OECD Principles of Corporate Governance and the OECD Guidelines on Corporate Governance of State-Owned Enterprises have been implemented.

    Kurzfassung: Since 2000, the economy of the Republic of Kazakhstan has been growing at an annual rate of between 8%-9%, making it one of the ten highest performing economies in the world. Kazakhstan alone attracts more foreign direct investment than all other Central Asian countries together. To date, the country’s strong economic performance has been driven largely by its natural resources sector. The oil and gas sectors alone attract three quarters of foreign investment inflows. However, Kazakhstan’s non-energy sectors also have competitive advantages that could be potential new sources for growth. In 2009 Kazakhstan launched a far-reaching programme to diversify its sources of foreign direct investment. To support this effort, it asked the OECD to undertake a three-year Sector Competitiveness Review. This report represents the first phase of this Review, which is an assessment and strategy to help Kazakhstan enhance the competitiveness of non-energy sectors including agribusiness, fertilizers, logistics, business services and information technology. While it acknowledges that the government has successfully implemented a first generation of business climate reforms, the report recommends that sector-specific policy barriers be further addressed. For example, policy makers could stimulate quality improvements and modernise production in some sectors by facilitating access to finance, attracting modern retailers and addressing skills gaps in the workforce.
