    Kurzfassung: Los Estudios Económicos que la Organización para la Cooperación y el Desarrollo Económicos (OCDE) elabora sobre sus países miembros son evaluaciones comprehensivas de sus circunstancias económicas y propuestas rigurosas de política para consolidar, corregir o poner en práctica soluciones en favor de un desarrollo económico real y perdurable. Los Estudios Económicos se preparan con base en los reportes que realiza el Secretariado de la OCDE para el examen que periódicamente lleva a cabo el Comité de Seguimiento al Desarrollo Económico para cada país. El Estudio Económico de México 2003 presenta una interesante radiografía de la economía mexicana, acompañada de una serie de propuestas de gran relevancia tanto para los estudiosos del tema, como para los diseñadores de políticas en México. En general, la OCDE afirma que la economía mexicana se encuentra "bien posicionada para retomar el rumbo de crecimiento sólido y sostenible, aunque el momento y la fortaleza de la recuperación dependerán en gran medida de factores externos fuera del control de los diseñadores de políticas" y sugiere que "aun si las condiciones macroeconómicas se muestran desfavorables, las autoridades necesitan continuar esforzándose por lograr los objetivos anunciados en términos de inflación y presupuesto, si se desea conservar la confianza". Este estudio contiene además un capítulo sobre las fuentes del crecimiento de la economía mexicana, un capítulo enfocado a las reformas estructurales y una sección en donde se abordan los efectos económicos de la migración en México.

Namentlich die Vereinigten Staaten, deren Pro-Kopf-BIP im Vergleich zu den anderen großen Volkswirtschaften bereits relativ hoch war, konnten ihren Vorsprung ab Mitte der neunziger Jahre weiter vergrößern. Die Wirtschaftsleistung der meisten kontinentaleuropäischen Länder ist demgegenüber nach wie vor schwach, und die japanische Wirtschaft stagniert weiterhin. Wo liegen die Hauptursachen für die Wachstumsunterschiede innerhalb der OECD? Bis zu welchem Grad sind sie auf neue Technologien und FuE zurückzuführen? Welche Rolle spielt die makroökonomische Politik? Wie wichtig sind Aus- und Weiterbildung? Welchen Einfluss haben Arbeitslosigkeit, Arbeitsmarktflexibilität und Produktmarktwettbewerb? They have also generated widespread anxiety, and in some cases created deep-seated public mistrust of governments' ability to protect their citizens. This book is based on a report prepared between May and July 2003 by a multi-disciplinary team of experts from inside and outside of the OECD. It examines the economic and social impacts of past large-scale disasters, and draws a number of key lessons for the future. Its focus is on better prevention of disasters, and on restoring trust and securing recovery in their aftermath.

Under inflation, national accounts at current as well as at constant prices will be seriously distorted unless special adjustment techniques are applied. By explaining these in a systematic fashion, the author brings new insights into the definition and measurement of income as well as the calculation and interpretation of price indices.

    Kurzfassung: The Champagne-Ardenne region in the north-east of France enjoys comparative advantages in a number of sectors, including mechanics, metalworking, packaging and agriculture, and of course Champagne. Although it still ranks fifth among French regions in terms of GDP/capita, Champagne-Ardenne lost ground during the recession of the early 1990s. This report analyses the strategy conducted by the Regional Council to strengthen the catching-up process and diversify the regional economy. It insists on the need to focus on two prime engines of growth: entrepreneurship and foreign direct investment. Moreover, increasing the competitiveness of the region calls for special efforts to help Champagne-Ardenne move towards more knowledge-based economic activities, to stimulate research and to encourage SMEs to network and innovate. While a better balance between agricultural policies and rural policies needs to be found, the region also has an important role to play in fighting urban decay - Champagne-Ardenne is one of the regions in France with the largest proportions of total population living in sensitive urban zones.The report also suggests that the potential for urban development could be enhanced by encouraging co-operation among cities and fostering the establishment of urban networks.

    Kurzfassung: Das Allgemeine Abkommen über den Handel mit Dienstleistungen (GATS) zählt zu den bedeutendsten Leistungen der multilateralen Handelsdiplomatie des späten 20. Jahrhunderts, steht aber auch im Mittelpunkt der handelspolitischen Kontroversen zu Beginn des 21. Jahrhunderts. Mit dieser Untersuchung werden drei Ziele verfolgt: Erstens gilt es, die wirtschaftlichen Argumente für Reformen des Dienstleistungssektors sowie die politischen Beweggründe für eine Öffnung der Dienstleistungsmärkte durch Liberalisierung von Handel und Investitionen in Erinnerung zu rufen. Zweitens sollen die Bedenken über die Auswirkungen des GATS zerstreut werden, indem die Wirkungsweise des Übereinkommens, die damit von den WTO-Mitgliedern eingegangenen Verpflichtungen sowie die ihnen im Rahmen des Übereinkommens offen stehenden Optionen erläutert werden. Und drittens sollen einige besonders wichtige Verhandlungsthemen im Rahmen der derzeitigen GATS-Runde aufgezeigt werden, wobei den Interessen und Sorgen der Entwicklungsländer besondere Aufmerksamkeit gilt und erneut auf die Chancen verwiesen wird, die das GATS für die Umsetzung entwicklungsfördernder Reformen auf den Dienstleistungsmärkten bietet.

The Manual provides a coherent internationally-agreed conceptual framework within which countries can structure the statistics they compile and report on international services trade. It builds on and links to existing standards, in particular the fifth edition of the International Monetary Fund’s Balance of Payments Manual and the 1993 System of National Accounts. It categorises the services that are traded internationally, and how they are traded in practice, taking into account the modes of supply of services.

    Kurzfassung: The industrial treatment of spent nuclear fuel is presently performed using different wet chemical processes. Alternative dry processes, using pyrochemical methods, have received some attention due to their potential advantages in terms of plant design and criticality safety, as well as radiation dose. Recent progress in the transmutation of long-lived fission products and minor actinides has brought renewed interest in pyrochemical methods, as effective transmutation will be based on multi-recycling of the fuel with very high burn-up and short cooling times, conditions under which pyrochemical methods offer various advantages over wet processes. Studies of pyrochemical processes have so far been carried out at laboratory level. Considerable R&D work is still required in order to upgrade these processes to the current level of industrial aqueous processing.

    Kurzfassung: Sustainable development involves linking the economic, social and environmental objectives of societies in a balanced way. It stresses the importance of taking a broader view of what human welfare entails, of using a long-term perspective about the consequences of today's activities, and of recognising the global nature of many of the most pressing challenges facing societies. OECD countries committed themselves to sustainable development at the 1992 Rio Conference on Environment and Development. However, action to meet these commitments remains slow. This report identifies some of the main barriers -- conceptual and practical -- that stand in the way of progress, and some of the areas where concrete government actions will allow a better integration of environmental, economic and social goals. Particular focus is placed on how the use of the price system, reform of governments' decision-making processes, technology policies, and international trade and investment may each contribute to removing incentives to unsustainable resource depletion and environmental degradation. Recommendations in each of these areas are presented in this Report, and then applied to two areas -- climate change and natural resource management -- where the risks of non-sustainability appear to be highest.

    Kurzfassung: In early 1999, the OECD launched an internationally comparable study of the diffusion and economic and competitive impacts of business-to-business electronic commerce over the Internet. A first set of case studies was conducted in France between February 1999 and September 1999. Three sectors were chosen for their different characteristics: book publishing, mass retail distribution (clothing, textiles, food and drink, furnishings, etc.) and pharmaceuticals distribution. The differences across sectors are substantial and relate to the nature of the product (whether it can be digitised, is costly or is perishable), the nature of transactions between suppliers and purchasers, the market structure and regulation. This report gives a first set of results concerning sectoral differences in the spread of business-to-business electronic commerce and related organisational and economic effects.

Macroeconomic policies are discussed in depth. The common monetary policy carried out by the Eurosystem and the underlying framework are scrutinised, as is the co-ordination of national fiscal policies against the background of the Stability and Growth Pact. A special chapter is devoted to the links between structural features and policies on the one hand and macroeconomic performance on the other. It argues that broad-based and properly designed structural reforms would boost Europe's economic potential significantly and ease macroeconomic policy trade-offs. A number of highly topical issues are addressed, such as: - How fast is growth picking up and unemployment declining in the euro area? - Why did the euro weaken in 1999 and does it matter? - How effectively was monetary policy conducted? - What degree of fiscal prudence is needed over the next few years? - Which rigidities continue to stunt growth in Europe? This volume brings together a number of approaches to this question pursued in academia, national administrations and international organisations, as presented at an expert workshop held at the OECD headquarters in September 1999. These approaches include developments of the traditional national accounts system, construction of synthetic measures of sustainability such as "genuine savings", physical measures of material flows, and selections of indicators based on variants of the "pressure, state, response" model. This volume also reviews a number of initiatives undertaken within the OECD to monitor trends in the sustainability of specific sectors and sub-national areas.

    Kurzfassung: What is driving recent growth in OECD countries? Why is it that their levels of GDP per capita are no longer converging? Why is it that some countries, operating at the technological frontier, where advances are difficult, appear to be widening the gap? Whether or not it is appropriate to speak of a "new economy", innovation and technology play crucial roles. This study shows that success requires not some silver bullet, but a range of complementary factors that support the innovation-intensive growth exemplified by new information and communication technologies such as the Internet and Internet applications like electronic commerce. Supportive policies include those favourable to innovative start-ups and to financial systems able to support them, those that facilitate the reorganisation required to reap the full benefits of ICT, regulatory and institutional frameworks that facilitate links between science and industry, and efforts to train and obtain the necessary human capital, as well as public support for basic scientific research. While this study is far from exhaustive, it represents an important step in understanding the conditions under which economies flourish.
