Although the environmental footprint of individual SMEs may be low, their aggregate impact in many respects exceeds that of large businesses. Commercial banks have an important role to play in providing access to green finance, particularly for SMEs. This report reviews the experience with green lending in the SME sector in Georgia. The analysis identifies the main challenges with lending to SMEs for green projects and discusses possible solutions. The report, in particular, looks at the role of the government and the policy instruments it can use to stimulate higher demand for green lending in the SME sector.

    Abstract: This review assesses Peru’s pension system in its entirety, looking at both public and private, pay-as-you-go (PAYG) financed and funded pension provisions. The review then provides policy options to help tackle old-age poverty; establish a solid framework for the contributory pension system to meet its objectives; improve the coverage and level of pensions; and optimise the design and improve the regulation of the funded private pension component. A further goal of these proposals is to improve the Peruvian population’s trust that the country’s pension system will be able to deliver secure retirement income in old age. The review is the fifth in a series of country reviews of pension systems [Ireland (2014), Mexico (2016), Latvia (2018), and Portugal (2019)]. These reviews provide countries with policy options that will help them improve the functioning of their overall pension system. Tailored policy options are proposed based on the specificities of the national pension system, and on international best practices regarding reforms, design and regulation of pension systems.

    Abstract: This article sheds light on the role of subnational governments in health systems across OECD countries. The views in this article show a move away from traditional measures of decentralisation, such as the share of subnational government expenditure of total expenditure, to measures capturing a range of responsibilities in the health sector. The data comes from the 2017 OECD Survey on Performance Measurement Systems in the Health Sector and Responsibilities across Levels of Government. The results show that despite health representing a large sector of subnational government expenditure, central governments still have considerable decision-making power. This power applies to key policy-making and budgeting decisions.

    Abstract: In this article we give a presentation of the Norwegian quality based financing (QBF) mechanism and our experiences with this financing mechanism. The article outlines the main features of the Norwegian health care system, and its financing mechanisms. We then focus in on the QBF with a description of the system and the main considerations on which the system is based. We give a short theoretical framework on how to design quality based financing systems, and show how the consequences can vary depending on the design of the system. The Norwegian system has been evaluated, and the main findings of this evaluation is discussed together with some tentative predictions about the future developments.

It also uses new data on tax certainty as an entry point to explore tax morale in businesses, where existing research is very limited. Finally, the report identifies a range of factors related to the tax system that may affect business decision making, how they vary across regions, and suggests some areas for future research. Overall, the report provides a range of suggestions for further work, and how tax morale considerations can be integrated into holistic tax compliance strategies.

Thus far, however, blended finance has not reached scale in the water and sanitation sector. A greater evidence base is needed to better understand the current applications as well as the potential of blended models in the water and sanitation sector. This publication takes a commercial investment perspective and provides insights into three subsectors: (1) water and sanitation utilities, (2) small-scale off-grid sanitation and (3) multi-purpose water infrastructure and landscape-based approaches. The publication draws out recommendations for policy makers and practitioners to apply and scale innovative blended finance approaches where most appropriate.

    Abstract: This report presents OECD estimates of annual volumes of climate finance provided and mobilised by developed countries for developing countries in 2013-17. These estimates include bilateral and multilateral public finance, official-supported export credits and mobilised private finance. The underpinning accounting framework is consistent with the one used by the OECD in 2015 to produce estimates of climate finance for the years 2013-14, as well as that used in 2016 to produce 2020 climate finance projections. Furthermore, it is also consistent with the outcome of the UNFCCC COP24 on modalities for the accounting of financial resources provided and mobilised through public interventions.

Transformative changes are needed to ensure biodiversity conservation and sustainable use and the delivery of the ecosystem services upon which all life depends. This report sets the economic and business case for urgent and ambitious action on biodiversity. It presents a preliminary assessment of current biodiversity-related finance flows, and discusses the key data and indicator gaps that need to be addressed to underpin effective monitoring of both the pressures on biodiversity and the actions (i.e. responses) being implemented. The report concludes with ten priority areas where G7 and other countries can prioritise their efforts.

The survey is part of the ongoing engagement between health and budget officials in the OECD’s regional networks and provides an comparable set of data to analyse and benchmark good practices in health budgeting. The results of the survey point to an increasing use of budgeting tools from developed countries and support continued engagement to improve budget activities and to meet future challenges of health systems.

Цю нову редакцію рекомендацій розроблено в світлі майже десятилітнього досвіду їх реалізації, після виконання низки тематичних і порівняльних досліджень, що були розроблені на базі попередньої версії Керівних принципів і продемонстрували та довели необхідність їх перегляду, зокрема, в частині розкриття інформації та прозорості, конкуренції державних і приватних підприємств, реалізації функцій Наглядової ради ДП, а також у сфері кредитно-фінансової діяльності підприємств державної форми власності.

    Abstract: The Sami have lived for time immemorial in an area that today extends across the Kola Peninsula in Russia, northern Finland, northern Norway's coast and inland, and the northern half of Sweden. The Sami play an important role in these northern economies thanks to their use of land, their involvement in reindeer husbandry, agriculture/farming and food production, and connection with the region’s tourism industry. However, in Sweden, as in the other states where the Sami live, the connections with regional development are often inconsistent and weak, and could do more to support the preservation and promotion of Sami culture and create new employment and business opportunities. This study, together with the OECD’s broader thematic work on this topic, provides actionable recommendations on how to better include the Sami and other Indigenous Peoples in regional development strategies, learning from and incorporating their own perspectives on sustainable development in the process.

    Abstract: This article looks at the application of performance measurement systems in the health sector across OECD countries. The data comes from the 2017 OECD Survey on Performance Measurement Systems in the Health Sector and Responsibilities across Levels of Government. The results show that the majority of countries have national performance measurement systems in place, covering multiple aspects of the health system. Despite varying objectives, measurement systems are usually aimed at improving performance of the health system, rather than at containing costs.

    Abstract: Measuring health care productivity is important as health is a large sector of the economy and with the majority of funding coming from public sources, the outlook for productivity growth is a critical factor in the debate about fiscal sustainability. The UK has over 20 years’ experience of measuring health care productivity. The UK measure of productivity is relatively comprehensive; measuring hospital, mental health and primary care services. It compares changes in the volume of quality-adjusted output with changes in the volume of quality-adjusted inputs. The productivity measure plays a role in budget setting, fiscal risk assessment and within the health system, hospital reimbursement. The UK experience has considerable strengths but also highlights some of the challenges of health care productivity measurement. Robust productivity measurement requires high quality, comprehensive data collected on a consistent basis over time. Even in a national health service this is challenging. The emerging evidence on allocative efficiency also highlights the importance of shifting the focus from the outputs of healthcare to outcomes. But, however productivity is measured, for fiscal sustainability the critical issue is how to realise potential productivity gains within the healthcare system and the mix of policy and managerial support needed to help the system optimise the trend rate of efficiency growth.

With the Addis Ababa Action Agenda, the international community acknowledged the need for significant additional public and private finance, and development partners are increasingly focusing on blended approaches. What are the trends in blended finance for LDCs? What can it achieve and how? The OECD and UNCDF are working together to shed new light on these issues. Building on a 2018 publication, this edition presents the latest data available on private finance mobilised in developing countries by official development finance, extending the previous analysis to cover 2016 and 2017 as well as longer-term trends from 2012 to 2017. It discusses the most recent international policy trends shaping the blended finance market, and what these might mean for LDCs. Stakeholders and practitioners also share their views on the challenges and opportunities in designing and implementing blended finance operations in LDCs.

Recent decades have witnessed an unprecedented growth in demand for these resources, which has triggered interest from policy makers in transitioning to a more resource efficient and circular economy. This report presents a typology of five circular business models that could support the transition to a more resource efficient and circular economy: circular supply, resource recovery, product life extension, sharing, and product service system models. It reviews the current market penetration and assesses the potential scalability of each business model. Environmental potential is also discussed, as well as risks and unintended consequences that could result from a more widespread adoption of these business models. The report provides a broad set of policy approaches that could help alleviate some of the barriers that currently hinder the widespread adoption of circular business models.

    Abstract: This review provides policy recommendations on how to improve the Portuguese pension system, building on the OECD’s best practices in pension design. It details the Portuguese pension system and identifies its strengths and weaknesses based on cross-country comparisons. The Portuguese pension system consists of an old-age safety net, a pay-as-you-go defined benefit scheme and voluntary private savings. The safety net includes an old-age social pension and a complement (the so-called Complemento Solidário para Idosos or CSI), both of which pursue similar objectives but have different eligibility criteria. The defined benefit scheme has two main components: the general social security scheme (regime geral da Segurança Social) and the civil-servant pension scheme (Caixa Geral de Aposentações or CGA). The latter has been closed to new entrants since 2006 with new civil servants contributing to the general scheme. Funded voluntary pensions make up a very small share of total pension entitlements. The OECD Reviews of Pension Systems: Portugal is the fourth in the series, after Ireland (2014), Mexico (2016) and Latvia (2018), with a fifth review on Peru under preparation.

    Abstract: This article presents the main findings of two OECD Surveys of Senior Budget and Health Officials conducted in the Latin American and Caribbean region. The surveys help to understand the approaches to budgeting, and take account of the prominent role of agents in the health system across the region, including social health insurance agencies and subnational governments. The focus, however, is on the application of performance-orientated reforms to budgeting, and the extent to which countries in the region have adopted such reforms to improve the efficiency of health expenditure to achieve universal health coverage. The findings point to the use of performance and results-based budgeting in the region, along with new models of provider payment systems integrating performance measures.

    Abstract: In light of the many discussions advocating the use of pay-for-performance and performance budgeting, this paper argues that discouraging experience with both approaches should temper expectations that performance measurement can be a reform that will make health care systems more "sustainable" or even more efficient. The link between sustainability and efficiency is tenuous, and attention to performance is not new. Measurement's accuracy tends to be overstated and its costs understated or ignored. Nor does it easily lead to changed behaviour. Yet some measurement is useful for managing any complex activity. In particular, there are situations in which measures are more accurate and the proper responses to shortfalls are generally agreed. Policymakers should look for those conditions and encourage the more limited, targeted improvement that measures then can make possible.

    Abstract: The artificial intelligence (AI) landscape has evolved significantly from 1950 when Alan Turing first posed the question of whether machines can think. Today, AI is transforming societies and economies. It promises to generate productivity gains, improve well-being and help address global challenges, such as climate change, resource scarcity and health crises. Yet, as AI applications are adopted around the world, their use can raise questions and challenges related to human values, fairness, human determination, privacy, safety and accountability, among others. This report helps build a shared understanding of AI in the present and near-term by mapping the AI technical, economic, use case and policy landscape and identifying major public policy considerations. It is also intended to help co-ordination and consistency with discussions in other national and international fora.

    Abstract: Le paysage technique de l’intelligence artificielle (IA) s’est métamorphosé depuis 1950, lorsqu’Alan Turing s’interrogeait pour la première fois sur la capacité des machines à penser. Aujourd’hui, l’IA transforme les économies et les sociétés. Elle promet de générer des gains de productivité, d’améliorer le bien-être et de contribuer à apporter des solutions aux défis mondiaux que sont, par exemple, le changement climatique, l’épuisement des ressources et les crises sanitaires. Cependant, à l’heure où ces applications sont adoptées à travers le monde, leur utilisation soulève un certain nombre d’interrogations et de difficultés ayant trait, entre autres, aux valeurs humaines, à l’équité, à la détermination humaine, à la protection de la vie privée, à la sécurité et à la responsabilité. Le présent rapport contribue à faire émerger une compréhension commune de l’IA, sous sa forme actuelle et dans son évolution à court terme, à travers des relevés du paysage technique, économique, pratique et réglementaire de l’IA et la mise en évidence de grandes considérations de politique publique. Il contribue également à un débat coordonné et cohérent entre les diverses enceintes nationales et internationales.

    Abstract: Социальная защита лежит в основе развития республики Кыргызстан и остается приоритетом государственной политики. В настоящее время пенсионное обеспечение пожилых людей является всеобщим, а для охвата широкого спектра рисков существует большое число накопительных и не накопительных программ. Кыргызстану удалось сохранить пособия, существовавшие в советское время, и при этом внедрить программы, необходимые для перехода к рыночной экономике. Однако серьезные финансовые трудности сократили охват этими новыми механизмами и ограничили их способность адаптироваться к таким проблемам, как бедность, повсеместная неформальная занятость и эмиграция. Обзор системы социальной защиты Кыргызстана выходит в то время, когда дисбаланс и раздробленность в системе обеспечения социальной защиты снижают эффективность и ставят под угрозу ее долгосрочную устойчивость. В настоящем обзоре предлагается системный подход к решению этих проблем в соответствии с обязательствами Правительства Кыргызстана по созданию согласованной и широкомасштабной системы социальной защиты. В нем содержится анализ как текущих проблемы, стоящих перед Кыргызстаном, так и проблем, с которыми ему предстоит столкнуться в будущем, а также возможностей их решения, посредством реализации существующих программ социальной защиты. Вместе с тем обзор рассматривает вопросы, связанные с обеспечением финансирования социальной защиты и существующей институциональной структурой данного сектора. В заключение предложена конкретная стратегия создания системы социальной защиты и определены шаги на пути оптимизации программ, являющихся ее основными компонентами.

Как ожидается, эти инвестиции приведут в результате к существенному улучшению состояния воздуха.

    Abstract: Currently, Japan has the highest old-age dependency ratio of all OECD countries, with a ratio in 2017 of over 50 persons aged 65 and above for every 100 persons aged 20 to 64. This ratio is projected to rise to 79 per hundred in 2050. The rapid population ageing in Japan is a major challenge for achieving further increases in living standards and ensuring the financial sustainability of public social expenditure. However, with the right policies in place, there is an opportunity to cope with this challenge by extending working lives and making better use of older workers' knowledge and skills. This report investigates policy issues and discusses actions to retain and incentivise the elderly to work more by further reforming retirement policies and seniority-wages, investing in skills to improve productivity and keeping up with labour market changes through training policy, and ensuring good working conditions for better health with tackling long-hours working culture.

    Abstract: Water and its improved governance are critical for economic growth, social inclusiveness and environmental sustainability. Three years after the adoption of the OECD Water Governance Principles, this report takes stock of their use and dissemination. It provides a water governance indicator framework and a set of evolving practices for bench-learning, building on lessons learned from different countries and contexts. Based on an extensive bottom up and multi-stakeholder process within the OECD Water Governance Initiative (WGI), these tools are conceived of as voluntary methodologies to be carried out at country, region, basin and/or city levels to improve water policies. The indicator framework is composed of a traffic light system based on 36 input and process indicators and a checklist with questions on a number of more specific governance conditions. The framework concludes with an action plan to help prioritise steps towards better design and implementation of water policies.

    Abstract: This report examines how public stockholding policies related to rice in Asia can influence domestic and international markets. Following a review of the working of rice public stockholding programmes in eight Asian countries (Bangladesh, China, India, Indonesia, Japan, Korea, the Philippines and Thailand), the report examines the impacts of these programmes over the medium term (2018-2030) and analyses how these impacts would change should the selected countries collectively set their public stocks to either a low or high level. Results show that the strongest impacts would occur during the three-year transition period when countries adjust their public stocks to the new levels, but that there would also be structural impacts over the medium term, although at a lower intensity, on procurement, domestic and international prices, availability, private stock levels, and public expenditure. In the event of a global production shock, the model projects that the immediate impact on prices and availability would be less severe under the high public stock scenario, but that recovery would be faster and public expenditure lower when countries hold smaller public stocks.

    Abstract: After three decades of public financial management reforms, around three quarters of OECD countries are using accrual accounting with some adopting accrual budgeting as well (OECD Accruals 2016 Survey). This is however a sensitive time: questions are increasingly being raised on the cost and usefulness of accrual reforms, whose impacts on public management and performance are not obvious to many stakeholders. Against this background, this study brings together the experience of eleven countries that have introduced accrual accounting and/or accrual budgeting into their public sector. It aims at summarizing initial objectives of accrual reforms, countries’ own assessment of how well these objectives have been achieved and propose recommendations on how finance ministries should go about achieving maximum outcomes from their transition to accrual accounting.     Abstract: The financing for sustainable development agenda promises to bring together more actors than ever before – from businesses, governments, philanthropists, and remitting households – to address the world’s most pressing problems and achieve the Sustainable Development Goals. Yet, in spite of this promise, the financing for sustainable development gap is growing. While needs continue to increase, resources available to developing countries have been constrained and in some cases even declining, as illustrated by the recent drop in foreign direct investments. New financial instruments and interactions have yet to mobilise much-needed new resources in sufficient volumes. And despite significant advances, we do not yet fully understand the opportunities and risks faced by the various actors in this complex new global financing system. This report sounds a wake-up call. To fulfil the commitments of the 2030 Agenda, and lift hundreds of millions of people out of extreme poverty, the international community needs to maximise the development footprint of existing and future resources, thereby “shifting the trillions” towards the SDGs. El análisis de la legislación y de estos sectores en México se complementó con una investigación de la experiencia internacional y con la consulta a los actores de los sectores público y privado. La OCDE ha desarrollado recomendaciones para abolir o modificar las disposiciones de forma tal que sean menos restrictivas para los proveedores y consumidores, al tiempo que se sigan alcanzando los objetivos iniciales de los legisladores mexicanos. Este reporte identifica los beneficios potenciales de estas recomendaciones y, cuando es posible, provee estimaciones cuantitativas.

Le rapport vise à présenter des bonnes pratiques et à indiquer les domaines dans lesquels des efforts supplémentaires sont nécessaires. Il fournit des conseils précieux aux gouvernements, aux organisations du secteur privé, aux organismes multilatéraux et aux autres parties prenantes. Il s’agit de redoubler d’efforts afin de soutenir les PME, qui sont autant de vecteurs essentiels de l’emploi et de la compétitivité. Cela est particulièrement pertinent dans une région qui s'efforce de stimuler la diversification économique, la création d'emplois et l'inclusion des jeunes et des femmes dans l'économie.     Abstract: South Africa has made substantial progress in developing its health care system since 1994. Universal access is a fundamental principle of the Constitution and health sector policies, and health outcomes have improved on aggregate. However, health inequities remain an important challenge today. Focusing on public financial management and the budgeting process for health, South Africa has a clear, well-structured and transparent process to budget formulation from national to provincial governments. But this transparency does not fully transmit on allocation decisions to health from provincial treasuries. In terms of budget execution, up-to-date data reporting systems, strict enforcement of fiscal rules, and well-developed monitoring processes are good budgetary practices. However, despite good aggregate spending levels, there is great disparity in the way provinces execute their budget. Finally, South Africa has well-established monitoring processes. However, the link between performance indicators and the budget process remains limited and could be strengthened.

    Abstract: Peru has made substantial progress towards achieving UHC. Increases in access to healthcare and financial protection had a positive impact in health outcomes. Despite this progress, major efforts are needed to reduce fragmentation and increase efficiency in the health system as a whole. Creating formal coordination mechanisms and improving capacity at the subnational level are key elements to ensure that any additional resource spent has a great positive impact in Peru’s health care system. The well-developed and highly institutionalised PPR methodology in Peru can inspire other countries in the LAC region. However, other budgetary practices could be better aligned with OECD recommendations of good budgetary governance. In particular, making the approved budget closer to what is expected to be executed would greatly increase the usefulness of the budget, showing how resources are prioritised and how annual policy objectives are to be achieved.     Abstract: This report looks at the fiscal, environmental and social impacts of energy subsidy reform in Moldova with a particular focus on energy affordability. Reduced value added tax (VAT) rate on natural gas consumption and a VAT exemption on electricity and heat consumption by domestic users represent the largest fossil-fuel consumer subsidies in Moldova. Reforming these will imply an increase of the VAT rate, which will lead to an increase of gas, electricity and heat tariffs for households, and will in turn affect household consumption levels, related expenditures and energy affordability. If reform measures are to work, they will need to be accompanied by a carefully-designed social policy to protect poor households.

    Abstract: Portugal’s services markets remain among the most heavily regulated in the OECD. Inland and maritime transports in Portugal are a vital part of the business environment, ensuring the movement of goods and passengers and inputs for the business sector. Regulatory restrictions limit the ability of firms to effectively compete in the markets, whether as providers or customers, while hampering innovation, efficiency and productivity. Against this backdrop, this report analyses Portuguese regulations for road, railway and maritime transport, and many ancillary services (such as vehicle inspection centres), as well as Portugal’s ports. The report examines 1 064 pieces of legislation and makes 417 individual recommendations for amending or removing restrictive provisions to improve competition, and makes a detailed inventory of the analysis underlying the work. Analysis of Portuguese legislation was complemented by research into international experiences and wide consultations with public and private sector stakeholders. The OECD recommendations aim to remove or modify the provisions to benefit businesses and consumers alike. This report identifies the sources of those benefits and gives estimates of their impact. Provided all recommendations are fully implemented, the benefit to the economy from lifting the barriers in the land and maritime transport sectors is estimated to be around EUR 250 million a year.

This study provides new and detailed empirical evidence on the degree of market concentration in seed and GM technology across a broad range of crops and countries, and analyses the causes and potential effects of concentration. It also explains how competition authorities have responded to mergers, and suggests policy options to help safeguard and stimulate competition and innovation in plant breeding by avoiding unnecessary regulatory barriers, by facilitating access to genetic resources and intellectual property, as well as by stimulating public and private R&D. As this study shows, policy makers have several levers besides competition policy to ensure an innovative and competitive seed industry.

    Abstract: This paper investigates why central governments in some countries (especially the UK and Austria) have moved from a cash budgeting system to accrual budgeting, while others (particularly Belgium and Portugal) continue to use cash budgeting, given that both groups of countries share that their financial reporting system have become accruals-based. Our research shows that the two countries opting for a complete change to accruals emphasise the importance of consistency of the entire accounting system and the imperative to inform also about resource consumption in the budget. In sharp contrast, the two countries deciding for a partial change and for staying with cash budgeting argue that a clear and unambiguous view at cash spending is authoritative for their budgeting concept and that political decision makers would not accept an accrualbased budget. The change process in all four countries was influenced by several contextual factors, such as cash-accounting legacies and previous NPM-reforms. We conclude that stakeholders in government show more reluctance when deciding on a budgeting concept than about a financial reporting change which is perceived as less essential. We also conclude that the less ambitious reform mode (cash-based budgeting with accrual financial reporting) takes more implementation time than the more ambitious reform mode (accruals for budgeting and reporting).     Abstract: In OECD countries, fiscal reports are increasingly sophisticated, highlighting governments’ commitment to fiscal transparency and accountability towards parliaments and citizens. However, users regularly express concerns with these documents, revealing a fundamental “paradox” with government fiscal reporting: desire for detail and sophistication may come at the expense of clarity. Against this background, this paper looks at four countries (Australia, Canada, France and the United Kingdom) that have endeavoured to resolve this paradox by rationalising their fiscal reporting with the aim of making it more legible for users and draws a short set of implications for other countries looking to strengthen and rationalise their fiscal reporting practices.     Abstract: Одним из главных вызовов, который стоит перед Республикой Бурятия - субъектом Российской Федерации, является необходимость найти верный баланс при решении двух задач: защиты озера Байкал как уникального водного объекта, включенного в список Всемирного природного наследия ЮНЕСКО, и его экосистемы, и динамичного и устойчивого социально-экономического развития республики. Это требует совершенствования водной политики и ее инструментов: экономических, административных, информационных и других. Рекомендации данного отчета направлены на достижение этой цели. Они включают: введение платы за забор поливной воды (за воду, как природный ресурс); усиление господдержки водного сектора; и улучшение экономических инструментов управления рисками негативного воздействия вод (в т.ч. с использованием таких инструментов, как обязательное страхование и дифференциация ставок земельного налога в зонах высокого риска затопления). Также рекомендуется опробовать ряд инновационных инструментов, таких как: установление лимитов сброса определенных опасных загрязняющих веществ в пилотной зоне (например, в бассейне реки Селенга) и постепенное развития рынка купли-продажи квот на сбросы этих веществ в пределах установленного лимита сброса; а также введение платы за (налога на) токсичные агрохимикаты (пестициды, гербициды и другие) и синтетические моющие средства, чтобы создать стимулы к сокращению диффузного загрязнения водных ресурсов.

    Abstract: This paper reviews alleged societal benefits and costs of International Investment Agreements (IIAs) as suggested by academia, governments, business and civil society. It sets out the wide range of issues that diverse actors have proposed in the context of assessing the societal benefits and costs of IIAs. The paper analyses and organises the available material generated by these sources to identify and classify the many different issues, summarises available empirical evidence and findings in these sources on the individual aspects, and assesses strengths and weaknesses of the approaches. The paper focuses in particular on the investor protection component of IIAs. The inventory finds that for many claims about the positive or negative impact of IIAs, little robust evidence has been generated to date. The paper highlights methodological challenges and suggests areas where further study would be required to draw firmer conclusions.

    Abstract: This paper summarises and discusses results from a survey of the liquidity buffer practices of debt managers in OECD countries. It includes detailed information on their purpose, cost, level and investment. Where possible and relevant, comparisons are made with the results of an earlier survey conducted in 2011. Country case studies for Denmark, Portugal and Turkey provide a deeper insight into liquidity buffer practices. While the level, investment, transparency and other governance features vary, the survey results show that keeping a liquidity buffer is a common practice among debt management offices in OECD countries. Sovereign debt managers view a liquidity buffer as an effective tool to address re-financing risk and liquidity risk that may arise for reasons such as, unexpected increases in borrowing needs, short-term mismatches in fiscal cash flows or the temporary loss of market access.

    Abstract: Infrastructure worldwide has suffered from chronic under-investment for decades and currently makes up more than 60% of greenhouse gas emissions. A deep transformation of existing infrastructure systems is needed for both climate and development, one that includes systemic conceptual and behavioural changes in the ways in which we manage and govern our societies and economies. This report is a joint effort by the OECD, UN Environment and the World Bank Group, supported by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety. It focuses on how governments can move beyond the current incremental approach to climate action and more effectively align financial flows with climate and development priorities. The report explores six key transformative areas that will be critical to align financial flows with low-emission and resilient societies (planning, innovation, public budgeting, financial systems, development finance, and cities) and looks at how rapid socio-economic and technological developments, such as digitalisation, can open new pathways to low-emission, resilient futures.

    Abstract: Portugal’s services markets are among the most heavily regulated in the OECD. As vital inputs into the business sector, services provided by professionals, such as lawyers and engineers, generate up to 1.8 times their value in outputs by firms that use them. However, structural flaws in the regulation make professional services highly expensive for firms, diminishing their ability to compete effectively. Regulatory restrictions also hamper innovation and efficiency within the professions. Against this backdrop, this report examines regulations for 13 self-regulated professions (lawyers, solicitors, notaries, bailiffs, architects, engineers, technical engineers, certified accountants, auditors, economists, customs brokers, nutritionists and pharmacists). From 923 pieces of legislation analysed, the report makes 348 individual recommendations for amending or removing provisions to improve competition, and makes a detailed inventory of the analysis underlying the work. Analysis of Portuguese legislation and professions was complemented by research into international experiences and wide consultations with stakeholders from the public and private sectors. The OECD recommendations aim to remove or modify overly restrictive provisions in order to facilitate the access or exercise of the professions, to benefit businesses and consumers alike. This report identifies the sources of those benefits and gives estimates of their impact. Provided all recommendations are fully implemented, the benefit to the economy from lifting the barriers in the 13 liberal professions is estimated at around EUR 130 million a year.

    Abstract: Over the past decades, leaders and citizens in many countries have lamented the lack of transparency in government and declining citizens’trust in government. South Korea is not an exception. In order to restore trust in government, the Korean government has made considerable efforts to adopt and promote various citizen participation programmes at all levels of government in an effort to ensure accountability, improve transparency and trust in government. This article first discusses the importance of citizen participation as a means of improving transparency and trust in government. It then introduces offline and online citizen participation programmes run by central agencies and local governments and highlight how those citizen participation programmes have evolved. As one specific form of citizen participation practice, this article focuses on the practice of Participatory Budgeting (PB) as an effort to enhance transparency and citizens’trust in government by opening its processes and disclosing budgeting information to the public. Most especially, this article reveals the results of a PB survey of local governments in Korea and discusses why and how PB has been adopted, implemented, and designed to improve budget-related governance structure, policy-making processes, and outputs such as efficiency, accountability, transparency, and trust in government. Lastly, this article discusses policy implications for enhancing public trust in government through PB.

The report offers a detailed overview of official development assistance (ODA) spending through the multilateral system. This year’s edition introduces three innovations. First, it examines the growing role of China, other sovereign states, philanthropy and the private sector as funders of multilateral organisations. Second, it analyses concessional and non-concessional spending by multilateral institutions, and discusses how multilateral action needs to adapt to the new development agenda. Third, it presents a new multi-dimensional metrics to measure the quality of multilateral funding, using financing to the World Health Organisation as a case study. Building on this evidence, the report outlines policy recommendations that provide a sound basis for principles of good multilateral donorship to deliver on the 2030 Agenda.

    Abstract: This article examines how the European Union has addressed the dramatic influx of refugees through programmes funded by the EU budget. This migratory surge has placed significant and unexpected fiscal demands on the EU’s current multi-year budgetary framework. As a result, the EU has been forced to employ a variety of budgetary procedures and new fiscal instruments to give it the fiscal flexibility it needs to fund programmes administered inside and outside the EU. Some of these very new fiscal instruments add an additional layer of complexity to the current funding architecture, and it is too early to determine how well these spending practices stand up to Parliamentarian oversight, monitoring, auditing, and regular reporting.

Latvia was the first country to fully implement a non-financial (notional) defined contribution (NDC) scheme in 1996. A funded mandatory earnings-related scheme complemented NDC since 2001. Voluntary private pensions cover only limited number of people. Over the last 20 years, the severe economic crisis, population ageing and strong emigration have revealed both strengths and weaknesses of the Latvian pension system. The review assesses also the minimum and basic pension schemes which provide the first-layer of protection against the old age poverty especially for those with short or patchy careers. Separate analysis focuses on the disability and early retirement schemes, including the schemes for workers in arduous and hazardous occupations. The detailed analysis leads to tailored recommendations on how to improve the performance of each element as well as the pension system as a whole.

    Abstract: This report aims to provide policy makers with a comprehensive examination of “project pipelines”, a common concept in infrastructure planning and investment discussions, and one which has become a focal point in countries’ efforts to implement their climate commitments. The analysis is structured around some basic but important guiding questions, including: What is meant by project pipelines? How can we characterise them? What concrete approaches and actions can governments and other public institutions take to develop project pipelines and mobilise private finance into these projects? This close look at pipelines suggests that they can only be as robust as the investment-ready and bankable projects that constitute them, as effective as institutions that deliver them, and as ambitious as the objectives to which they are linked. Through a series of case studies, the report highlights that while governments and public institutions are already taking actions to develop robust pipelines in a range of country settings, these pipelines nevertheless need to be strengthened significantly to meet long-term climate mitigation objectives. Good practices pioneered by the countries and actors in the case studies can provide models for governments to adapt and bolster their own efforts.

This is the third Environmental Performance Review of Hungary.     Abstract: This report provides a case study for the development of sustainable energy lending in Ukraine. The study is part of a wider OECD project promoting access to private finance for green investments in the EU Eastern Partnership (EaP) countries, and follows on from a regional assessment undertaken in 2015. This work forms part of the “Greening Economies in the European Union’s Eastern Neighbourhood” (EaP GREEN) programme, which aims to support the six Eastern Partnership countries to move towards a green economy by decoupling economic growth from environmental degradation and resource depletion.

    Abstract: This report focuses on the challenges of governing infrastructure investment and public-private partnerships (PPPs) at the subnational level. Subnational governments – cities and regions – play a vital role in the infrastructure landscape. Infrastructure needs in energy, transport, water and telecommunications are substantial, estimated at USD 6.3 trillion per year between 2016 and 2030. In a tight fiscal environment, it is critical to diversify sources of financing for infrastructure investment and PPPs represent an alternative to traditional government procurement with the potential to improve value for money. However, PPPs are complex and sometimes risky arrangements that require capacity that is not always readily available in government, in particular at the subnational level. This report examines the challenges of using PPPs at the subnational level and ways to address them. It does so by focusing on three case studies: subnational PPPs in France, local Private Finance Initiative (PFI) projects in the United Kingdom, and PPPs in Virginia (United States).

    Abstract: Over the past decade Austria has undertaken a carefully-considered and ambitious series of modern budgeting reforms. Evaluation of the budget reforms was purposely built into the reform process. The budget law provides for an external evaluation no later than 2017. To meet these obligations, Austria’s Federal Ministry of Finance (Bundesministerium für Finanzen, BMF) set in place a comprehensive evaluation process in three parts during 2017. A first review conducted by the IMF focused on fiscal transparency. This second review, carried out by the OECD, covers budgetary management, performance budgeting and related issues. A third review by the Alpen- Adria University is focused on the financial management and reporting system including accrual accounting; as well as preparation of a synthesis report drawing upon the three stand-alone studies. The external evaluation exercises come after an internal evaluation conducted by the BMF which has considered several of these topics; some reforms have already been implemented, or are now underway, on foot of that internal review.     Abstract: Public Financial Management (PFM) reform is a central fiscal policy feature. However, previous studies and reforms in developing countries have been mixed, with literature mainly taking two broad approaches: Descriptive studies seeking to explain the types of reforms undertaken, modelled along governments' establishment of new institutions; enactment of fiscal legislation; budgeting and accounting processes re-engineering; and adoption of information technology. The second approach by researchers has been along comparative assessments, limited to cross-country comparisons of PFM performance ratings. This research assumed an impact based qualitative content analysis to establish the necessary PFM reform policy factors that supports country PFM reforms that could contribute towards budget income in Kenya and Rwanda. We find that Political will and government stance on corruption: unique country context and clarity on reform areas; including the adoption of the measurable results framework are critical. Others such as Reforms visibility; Processes and institutionalisation of reforms; as well as Performance standards, rewards and sanctions were all necessary policy factors for PFM reforms to potentially contribute towards budget impact as evidenced in our case for Rwanda. In contrast, limitation of such policy factors in PFM value chain undermines the fiscal impact of reforms as found in Kenya. Keywords: Public Financial Management, Kenya, Rwanda, PEFA, budget

    Abstract: This article describes the changes that have taken place in the work of the Budget Office of the central government as a consequence of the transition from the traditional budget process, often referred to as “incremental budgeting”, to top-down budgeting. This transition has taken place in most OECD countries in the course of the last three decades and has generally led to the end of the century-old trend of growth of the public sector relative to GDP. As a consequence of this transition the role of the budget office has shifted from operational expenditure control to supervision on the maintenance of the medium term expenditure framework. In general this has led to a more co-operative relationship between the Budget Office and the financial divisions of the line ministries. This article is based on case studies in three countries, namely the United Kingdom, the Netherlands and Slovenia and highlights the differences in their budgeting procedures and the extent to which the transition to top-down budgeting has been implemented.

    Abstract: Are tax incentives the best way to encourage people to save for retirement? This publication assesses whether countries can improve the design of financial incentives to promote savings for retirement. After describing how different countries design financial incentives to promote savings for retirement in funded pensions, the study calculates the overall tax advantage that individuals may benefit from as a result of those incentives when saving for retirement. It then examines the fiscal cost of those incentives and their effectiveness in increasing retirement savings, and looks into alternative approaches to designing financial incentives. The study ends with policy guidelines on how to improve the design of financial incentives to promote savings for retirement, highlighting that depending on the policy objective certain designs of tax incentives or non-tax incentives may be more appropriate.

    Abstract: Acest raport prezintă principalele constatări și concluzii ale analizei accesibilității energiei ca urmare a reformării schemelor majore de subvenționare energetică în Moldova. Cele trei mari scheme de sprijin guvernamental care reprezintă cea mai mare parte a subvențiilor pentru consumatorii de combustibili fosili din Moldova sunt cota redusă a taxei pe valoarea adăugată (TVA) pentru consumul de gaze naturale și scutirea de TVA pentru consumul de energie electrică și termică de către utilizatorii casnici. Cota standard a TVA-ului în Moldova este de 20%, însă TVA-ul pentru gazele consumate de gospodării este de 8%, iar pentru consumul de energie electrică și termică este de 0%. Stabilirea unei cote mai mici decât cea standard a TVA-ului pentru consumul de gaze, energie electrică și termică a generat subvenția. Reformarea celor trei scheme de subvenționare energetică va implica o majorare a cotei TVA-ului, care va duce la o creștere ulterioară a tarifelor la gaz, electricitate și energie termică pentru gospodării. Această majorare a tarifelor va afecta nivelul consumului casnic și cheltuielile aferente, și va avea un impact asupra accesibilității la energie a gospodăriilor. Prin urmare, măsurile de reformă vor trebui să fie însoțite de o politică socială bine concepută care să protejeze gospodăriile sărace. Accesibilitatea energiei este o preocupare politică esențială pentru factorii de decizie din Moldova. Obiectivul principal al acestei analize este de a informa guvernul Republicii Moldova cu privire la impactul fiscal, ecologic și, în special, social al reformării acestor subvenții și de a-l ajuta să ia decizii bine justificate.

Le Dialogue Maroc-OCDE sur les politiques de développement régional, projet phare du programme pays Maroc, a accompagné la mise en œuvre de la régionalisation avancée entre 2016-2017. Il a mobilisé plus de 800 parties prenantes marocaines autour de quatre priorités: (i) la métropolisation, à travers la gouvernance de métropolitaine de Casablanca ; (ii) les liens urbain-rural, dans les provinces de Taounate et de Berrechid ; (iii) le renforcement des capacités pour la production, l’usage et la gouvernance des indicateurs territoriaux ; et (iv) la gouvernance de l’investissement public entre niveaux de gouvernement pour accompagner l’adhésion du Maroc à la Recommandation de l’OCDE sur l’Investissement Public Efficace entre Niveaux de Gouvernement.

Se pone sobre la mesa una extensa variedad de temas que los distintos actores han ido proponiendo para valorar los costos y beneficios de estos acuerdos para la sociedad. Este documento analiza y organiza el material disponible generado por estas fuentes para identificar y clasificar los distintos y numerosos frentes; resume los datos empíricos disponibles y los hallazgos sobre determinados aspectos, y valora los puntos fuertes y débiles de las distintas propuestas. Las siguientes páginas se centran, en particular, en el componente de protección del inversor de los acuerdos internacionales de inversión. Tras el trabajo realizado se observa que, hasta la fecha, se han generado pocos datos claros sobre muchos de los efectos positivos o negativos de estos acuerdos. Se destacan, pues, los retos metodológicos existentes y se sugieren ámbitos en que debería profundizarse para esgrimir conclusiones más contundentes.

    Abstract: The aim of this paper is to propose a first theoretical framework for medium term spending reviews that determines the main factors affecting the use of these spending reviews and their impact, at a time of widespread recession. As result, it identifies four dimensions (political, social, organisational and operational) and one dynamic element (time) that influence the performance of spending reviews and should be considered in approaching this tool. Finally this paper introduces some theoretical and policy considerations, concerning both how to effectively address the five elements that influence the spending review and how a government should design this tool.     Abstract: There is a growing tendency, among central budget-makers and commentators, to argue budgets should be made for the long-term, rather than the traditional annual budget. This tendency is especially strong in the United States, where it has become virtually a conventional wisdom. This article explains, first, why that approach fits very poorly with most of the goals of budgeting. It then evaluates U.S. experience with approximations of long-term budgeting of three types: i) medium-term limits on discretionary spending, ii) the Social Security programme, and the iii) Medicare programme. That experience illustrates the reasons why long-term budgeting would not be a positive reform. They include the fantastical nature of many long-term forecasts, strong incentives for both deception and self-deception about the effects of planned budget totals, and ignoring the basic task of budgeting, which is to reconcile preferences about policy details to preferences about budget totals in a way that considers each.
