    Abstract: In many countries, public expenditure, including transfers, plays a major role in reducing income inequality. The report reviews the various ways that budgeting can be used to this end. A first includes taking a broad approach to results-based budgeting, taking social and distributional goals into consideration. A second relies on integrating distributional impact analysis directly into the budget process. The report discusses the concrete experience of eight OECD countries in this area, analysing how they are integrating distributional impact assessment in spending and budgeting decisions. Finally, it discusses the tools, frameworks and data that are needed to take distributional considerations into account as part of evidence-informed policy making.

Le présent rapport pose un diagnostic de départ pour pouvoir amorcer une exploration des moyens de redynamiser l’effort de réforme des conditions d’investissement dans les pays de la CEDEAO, tout en améliorant les résultats produits par l’investissement sur le plan du développement durable. Il recense également les domaines dans lesquels le renforcement de la collaboration entre la CEDEAO et l’OCDE pourrait contribuer à l’amélioration des conditions d’investissement dans l’ensemble de la région. À partir du Cadre d’action de l’OCDE pour l’investissement et de la Boîte à outils des politiques relatives aux qualités de l’IDE, le rapport couvre le cadre réglementaire national qui sous-tend la législation nationale sur l’investissement et l’articulation entre ce cadre et les initiatives engagées au niveau régional, la promotion et la facilitation de l’investissement, les incitations à l’investissement, l’investissement pour une croissance verte, et enfin la conduite responsable des entreprises.

This report serves as a baseline diagnostic to explore ways to reinvigorate the reform of the ECOWAS investment climate while also improving sustainable outcomes from investment. It also highlights areas where further collaboration between ECOWAS and the OECD could contribute to improved investment climates throughout the region. Building upon the OECD Policy Framework for Investment and the FDI Qualities Policy Toolkit, the report covers the national regulatory framework encapsulated in national investment laws and how this compares with initiatives at a regional level, investment promotion and facilitation, investment incentives, investment for green growth and responsible business conduct.

It incorporates new performance dimensions, notably people-centredness, resilience, and environmental sustainability, and places increased emphasis on addressing inequalities, including those related to gender. This framework expands on existing OECD efforts in these domains and integrates the most recent advancements in health system performance assessment. By offering common definitions and fostering a shared understanding among policy makers, stakeholders and organisations, the updated framework will enhance international collaboration. Furthermore, it lays the foundation for developing future indicators, facilitating data collection, policy analysis, and the integration of knowledge.

    Abstract: Return migration has emerged as a critical policy concern for both destination and origin countries. While policy attention in destination countries has been focused on assisted voluntary return and reintegration (AVRR) programs, particularly for migrants with expulsion orders, these efforts represent only a fraction of broader return movements. This report, based on a project carried out by the OECD with support from the German Corporation for International Co-operation (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH – GIZ), commissioned by the Federal Ministry for Economic Co-operation and Development, analyses the scope and characteristics of different categories of return migration. The report draws on three workshops, held in Tunis, Rabat and Brussels, that discussed return migration in different contexts. It examines the multiple factors that influence migrants' decisions to return to their countries of origin and their reintegration at home, including the role of family and community. The report emphasises the pre-existing structures and networks of returning migrants in origin countries and their role in supporting different types of return migrants. The report also looks at potential re-migration.

Ses auteurs ont fait appel à des techniques innovantes pour identifier les catégories de population en situation d’insécurité économique dans les pays européens de l’OCDE – autrement dit celles qui sont les plus exposées et les plus vulnérables à l’instabilité des revenus – et pour déterminer comment l’évolution des revenus et l’insécurité économique influencent les conditions de vie des individus, la mobilité sociale et les inégalités. Il passe également en revue une série de mesures propres à rendre la protection sociale plus réactive afin d’améliorer le soutien apporté à ceux dont les revenus sont instables et étudient des solutions qui permettraient d’aider ceux que l’insécurité économique guette plus particulièrement à constituer des réserves financières.

    Abstract: Finding sufficient funds to pay for more resilient health systems is challenging in the current economic context. COVID-19 has shown the need for additional targeted spending on public health interventions, the digital transformation of health systems, and bolstering the health workforce. Rising incomes, technological innovation and changing demographics put further upward pressure on health spending. This could result in health spending reaching 11.8% of GDP across OECD counties by 2040. This publication explores the policy options to finance more resilient health systems whilst maintaining fiscal sustainability. It finds that the scale of the additional health financing needs requires ambitious and transformative policy changes. Robust actions to encourage healthier populations and policies to reduce ineffective spending can put future health expenditure on a far gentler upward trajectory. These would enable spending to reach a more sustainable 10.6% of GDP in 2040. Better budgetary governance is critical. It improves how public funds for health are determined, executed and evaluated. Therefore, a focus of this report is on how good budgeting practices can increase the efficiency of current public spending, and also enable more ambitious policy changes in the medium to longer-term. Findings of this report are targeted at health and finance policy makers, with improved dialogue between health and finance ministries especially important when governments are operating in a constrained fiscal setting.

    Abstract: In recent years, the Philippines has increased its commitment to climate action and its efforts to decarbonise the domestic economy. The power sector in the Philippines accounts for 58% of the country’s overall carbon emissions and will be an important driver of domestic emission reduction efforts to meet national climate and energy targets. Renewables, such as offshore wind, are expected to play a key role in the transition toward a low-carbon energy mix. With more than 17 thousand kilometres of coastline, the Philippines is estimated to have an offshore wind potential of 178 GW. However, this potential has yet to be leveraged. Alongside a changing power sector, progress on energy efficiency is needed to achieve the country’s emission reduction goals, with energy savings estimated at approximately 2% annually for the residential and commercial sectors. To deliver a clean energy transition, the Philippines requires estimated cumulative investments of over USD 300 billion between now and 2040. This report outlines key actions needed to unlock finance and investment in offshore wind power and energy efficiency in public buildings. It also provides a comprehensive overview of the progress to date and the challenges to mobilise near-term finance in those sectors, assist the Philippines transition towards a low-carbon economy, and achieve broader development goals.

    Abstract: This publication presents guidance for the compilation of distributional results on household income, consumption and saving consistent with national accounts totals. These results are a key input for evidence-based policies targeting inequality and fostering inclusive growth, providing insights into key dimensions of material well-being across household groups. The results complement existing inequality measures by including elements that are often lacking from micro statistics and by providing inequality measures consistent with macroeconomic aggregates, broadening the scope for analyses, while also capturing households and transactions that are typically underrepresented in micro data. Moreover, while the estimates do require a number of statistical choices and assumptions, they have a high degree of international comparability because of the common methodology and their alignment to national accounts results. The handbook provides an overview of the conceptual framework underlying the distributional results and discusses various aspects in relation to the compilation and presentation of the distributional results. It aims to assist compilers in deriving high-quality distributional results and to provide users with more insights into the main benefits of these results as well as into the way that the results have been derived.

Si les formes d’emploi atypiques et la transformation numérique ont ouvert le champ des possibles, elles ont aussi, comme les grands chocs économiques récents, exposé de nombreuses personnes à une fluctuation de leurs revenus, un phénomène désigné sous le nom « d’instabilité des revenus ». Dans la mesure où la situation professionnelle et personnelle des individus peut changer à plusieurs reprises au cours d’une même année, ce rapport s’appuie sur de nouvelles techniques pour déterminer les personnes les plus exposées à l’instabilité des revenus dans les pays européens de l’OCDE, et étudie les retombées de cette instabilité sur la vie quotidienne, la mobilité sociale et les inégalités. L’instabilité des revenus peut être difficile à gérer pour les personnes qui ne disposent pas des ressources financières nécessaires pour lisser leurs revenus. Dans ce rapport, les personnes qui sont à la fois exposées à l’instabilité des revenus et vulnérables dans ce contexte sont considérées en situation d’insécurité économique. L’insécurité économique touche principalement les personnes qui ont des liens ténus avec le marché du travail et celles qui ne sont pas en situation de profiter des avantages tirés de la transformation numérique. Les personnes exposées au risque d’insécurité économique sont plus susceptibles que les autres d’être inquiètes quant à la possibilité de perdre leur emploi et, comme en attestent d’autres recherches, de connaître des problèmes de santé, de souffrir d’insécurité alimentaire et d’obtenir de mauvais résultats en termes de développement dans l’enfance, autant de freins potentiels à la mobilité sociale. Enfin, le rapport passe en revue une panoplie de mesures conçues pour améliorer la réactivité des systèmes de protection sociale, de sorte à mieux soutenir les personnes aux revenus très instables ; il étudie en outre différentes pistes d’action pour aider les plus exposés au risque d’insécurité économique à se constituer des réserves financières.

Novice staff, defined as staff with up to three years of experience, account for 27% of staff in TALIS Starting Strong 2018. Novice staff are generally less educated than experienced staff in terms of the level of educational attainment and education or training with a focus specifically on working with children. More novice staff than experienced staff report a strong need for additional professional development in several areas, including “classroom/playgroup/group management” and “working with parents or families”. Policy approaches to support novice staff in ECEC can include ensuring that initial education prepares novice staff for their jobs by providing relevant knowledge specifically on working with children, supporting novice staff to engage in ongoing professional development, and clarifying how novice staff can progress professionally.

Reconnaissant la nature complexe des inégalités, les personnes interrogées estiment également qu'il est nécessaire d'adopter une approche multipartite. Les gouvernements nationaux sont considérés comme des acteurs clés, mais non exclusifs, et plus de la moitié des répondants estiment que les acteurs publics et privés ont, ensemble, un rôle clé à jouer dans la lutte contre les inégalités.

S'appuyant sur les données du module "Opportunités" de la vague 2022 de l'enquête de l'OCDE "Les risques qui comptent", cette synthèse étudie les perceptions qu’ont les personnes sur les principaux déterminants de la mobilité sociale au sein de 27 pays de l'OCDE. En moyenne, 60% des personnes interrogées estiment que le travail est essentiel ou très important pour déterminer la position sociale d'un individu. Toutefois, parmi cette majorité, seul un cinquième pense que travailler dur est le seul facteur de la réussite.

    Abstract: Subnational governments in Asia and the Pacific are key providers of the public services and infrastructure required to achieve the Sustainable Development Goals. Given this role, it is essential that policymakers and development partners understand and support the effective functioning of multi-level governance structures and subnational government finances across the region. This joint OECD-ADB report provides a comprehensive overview of subnational governments across Asia and the Pacific. It covers over 467,000 subnational governments from 26 countries, which represent 53% of the world’s population and 40% of global GDP. On average in 2020, subnational governments in the region accounted for 29% of total public expenditure (8.8% of GDP), 35% of total public revenue (8.5% of GDP) and 38% of public investment (2% of GDP). Harnessing unique data from the 3rd edition of the OECD-UCLG World Observatory on Subnational Government Finance and Investment, the analysis highlights how decentralisation and territorial reforms have reconfigured the structures and finances of subnational governments in the region. It covers a range of topics including fiscal rules, financial management capacity, priority-based budgeting, asset management and the use of public-private partnerships.

Results provide information about financial literacy levels and cover aspects of financial knowledge, financial behaviour and financial attitudes.     Abstract: One in seven working age adults identifies as having a disability in OECD countries. Many of them are excluded from meaningful work and have low levels of income and social engagement. Governments can help create an environment that supports social and labour market integration for people with disability. This report reviews the effectiveness of the social protection system for people with disability in Italy and summarises the results of a pilot carried out in four regions testing an alternative disability assessment. The current assessment process can sometimes deny services to people in need of support while being generous to people with significant health problems but who are not experiencing severe disability. A disability assessment that takes medical and functional aspects into account helps to direct services and resources to those most in need and to harmonise access to disability support across the country. Implementing disability reform has proved to be difficult in Italy in the past decade. This report provides evidence that reform can improve outcomes for people with disability.

    Abstract: Over the past few decades, economies and technologies have changed in ways that have made people’s economic prospects more insecure. While non-standard work and digital transformation have created opportunities for many, they have also exposed individuals to fluctuations in their incomes, known as "income instability", as have major recent shocks. Recognising that individuals’ jobs and circumstances can change multiple times in a year, this report uses novel techniques to identify who is most exposed to income instability in European OECD countries and examines the effects it has on their lives, social mobility, and inequality. Income instability can be difficult to manage for individuals who lack the financial resources to smooth their incomes. In this report, people facing the twin problems of exposure and vulnerability to income instability are considered to be economically insecure. Economic insecurity falls predominantly on people with weak attachments to the labour force and on those who are not well-placed to leverage the benefits of digitalisation. People at risk of economic insecurity are more likely to worry about losing their jobs in the future than economically secure individuals and, as shown in other research, experience poor health, food insecurity, and poor childhood development outcomes, which can impede social mobility. Finally, the report reviews a range of policies to improve the timeliness of social protection to better support people with highly unstable incomes and explores options to help those most at risk of economic insecurity build financial buffers.

    Abstract: Dividend stripping is a type of fraud that is committed through a complex mechanism of trading, selling and repurchasing shares over a certain period to unlawfully avoid payment of dividend taxes, or to claim unjustified tax reimbursements. Dividend stripping in its many forms poses a great challenge to the tax bases of numerous jurisdictions and may create market distortions that corrode the integrity of the financial system. This report is intended to raise awareness of dividend stripping frauds and provides a number of recommendations for countries around recognising the risk, improving domestic co-ordination and expanding international co-operation. In particular, tackling dividend stripping requires strong domestic inter-agency co-ordination and international co-operation, as well as the sharing of information between jurisdictions. Countries may therefore wish to prepare targeted actions and comprehensive strategies against this phenomenon, including not only tax administrations and law enforcement, but also financial regulators and supervisory authorities, as well as anti-money laundering competent authorities. Legislative changes may also be required in some cases.

Il peut en outre engendrer des distorsions de marché qui portent atteinte à l’intégrité du système financier. Ce rapport a pour objet de sensibiliser aux pratiques frauduleuses reposant sur l’arbitrage de dividendes et offre aux pays plusieurs recommandations permettant d’identifier les risques posés par ce phénomène, d’améliorer la coordination entre les autorités nationales et de renforcer la coopération internationale. En particulier, la lutte contre ce phénomène exige une étroite coordination entre organismes publics nationaux, une forte coopération internationale et un réseau efficace d’échange de renseignements entre juridictions. À cet égard, les pays peuvent envisager des actions ciblées et des stratégies globales, qui associent les administrations fiscales et les autorités répressives, mais aussi les organismes de régulation et de surveillance financières, ainsi que les autorités compétentes en matière de lutte contre le blanchiment de capitaux. Однако по мере того, как начинают проявляться среднесрочные последствия санкций против России, глобального кризиса стоимости жизни и замедления экономического роста Китая, Центральная Азия сталкивается с затянувшейся неопределенностью. В данной публикации дается оценка краткосрочных последствий войны России для экономик Центральной Азии и ответных мер политики. В ней также анализируются предстоящие задачи, и представлены политические рекомендации, направленные на большую устойчивость и диверсификацию экономик Центральной Азии.

    Abstract: Ireland is highly centralised and fast growing, creating co-ordination challenges in terms of delivering key investments and in key policy areas like transport, housing and education. Actors across levels of government recognise a need for a more coordinated approach to the delivery of the National Planning Framework, the principal spatial planning strategy of Project Ireland 2040, which includes also the National Development Plan (public investment).The report has three objectives which ultimately aim to support more balanced regional outcomes in Ireland: i) to clarify the gaps in terms of regional attractiveness across and within Ireland’s regions, including in terms of population and investment attraction; ii) to assess the ability for the National Planning Framework – in its current form – to address these gaps, and iii) to consider what multi-level governance reforms and attractiveness policies can be introduced or scaled to generate more territorially-balanced development.

Through an analysis of Samoa’s economic trends and environmental pressures, institutional set-up and policy tools, as well as financing landscape, this report identifies opportunities and challenges for Samoa’s ocean economy to drive sustainable and resilient development. The Samoa Ocean Strategy offers a blueprint for such a pursuit, but there remain gaps and impediments. Il presente rapporto esamina l'efficacia del sistema di protezione sociale per le persone con disabilità in Italia. Riassume inoltre i risultati di un progetto pilota condotto in quattro regioni per testare una valutazione alternativa della disabilità. L'attuale processo di valutazione può talvolta negare i servizi alle persone che hanno bisogno di sostegno, mentre è generoso con le persone con problemi di salute significativi ma che non presentano una disabilità grave. Una valutazione della disabilità che tenga conto degli aspetti medici e funzionali, aiuta a indirizzare i servizi e le risorse verso le persone più bisognose. Inoltre, aiuta ad armonizzare l'accesso alle prestazioni e ai servizi di disabilità in tutto il Paese. L'attuazione della riforma sulla disabilità si è rivelata difficile in Italia. Il presente rapporto offre evidenza del fatto che la riforma può migliorare le condizioni delle persone con disabilità.

    Abstract: Il rapporto "Le dinamiche di sviluppo dell'Africa" fa tesoro degli insegnamenti tratti dalle esperienze dell'Africa centrale, orientale, settentrionale, meridionale e occidentale per elaborare raccomandazioni strategiche e condividere le buone pratiche in tutto il continente. Basandosi sulle statistiche più recenti, l'analisi delle dinamiche di sviluppo mira ad aiutare i leader africani a conseguire gli obiettivi dell'Agenda 2063 dell'Unione africana a tutti i livelli: continentale, regionale, nazionale e locale. La presente edizione esamina in che modo l'Africa possa attirare investimenti in grado di offrire il miglior equilibrio tra obiettivi economici, sociali e ambientali. I suoi dati recenti e le sue analisi sono messi a disposizione dei responsabili politici al fine di migliorare le valutazioni dei rischi, rafforzare i partenariati diretti dall'Africa e accelerare l'integrazione regionale in modo da aumentare gli investimenti sostenibili. Due capitoli esaminano il panorama degli investimenti in Africa e le relative priorità politiche a livello di continente. I cinque capitoli regionali propongono raccomandazioni ad hoc per settori strategici quali gli ecosistemi naturali, le energie rinnovabili, i finanziamenti per il clima e le catene di valore agroalimentari. Il rapporto "Le dinamiche di sviluppo dell'Africa" alimenta il dibattito politico tra i governi dell'Unione africana, i cittadini, gli imprenditori e i ricercatori. Propone una nuova collaborazione tra Paesi e regioni, incentrata sull'apprendimento reciproco e sulla conservazione dei beni comuni, ed è il frutto della collaborazione tra la Commissione dell'Unione africana e il Centro per lo sviluppo dell'OCSE.
