    Abstract: In this book, Lori Latrice Martin demonstrates how racial realism is a key concept for understanding why and how black people continue to live between a cycle of optimism and disappointment in the United States. Central to her argument is Derrick Bell’s work on racial realism, who argued that the subordination of black people in America is permanent. Racial Realism includes historical topics, such as Reconstruction, race in the 20th century, and recent events like #BlackLivesMatter, the COVID-19 pandemic, and the killing of George Floyd. As the author lays out, at various times in American history, black people felt a sense of hopefulness and optimism that America would finally extend treasured American values to them only to find themselves marginalized. History shows that black people have had their expectations raised so many times only to find themselves deeply disappointed.

    Abstract: "This collection explores student mobility and study abroad programmes across Europe, presenting original research on personal, linguistic, and intercultural development during study abroad experiences. The volume synthesizes work from the 2016-2020 Cost Action 15130 'Study Abroad Research in European Perspective' research network, offering a multidisciplinary account of the intersection of language learning and study abroad in Europe amidst the changing contemporary higher education landscape, as well as new directions for future research. The initial section comprises short survey chapters outlining key themes and literature, connecting traditional study abroad research with new multilingual and transnational realities. This is supported by a main section containing original empirical studies in a wide range of European contexts and a short afterword bringing together policy and pedagogical proposals.     Abstract: "In 1965, the Hart-Celler Act abolished the national origins quotas of the 1920s that had severly limited immigration to American from everywhere but Western Europe. The result was mass immigration from Latin America, Asia, the Caribbean, and Southeast Asia. The wave of immigration and the restrictionism it produced led to a bitter political struggle over immigrants' rights that continues to this day. This book is a history of the post-1965 political battles between advocates of expansive admissions policies, rights, and benefits for immigrants and their anti-immigration, or restrictionist, opponents. Coleman argues that as immigration rendered what had once been seen as hard boundaries of the physical nation-state into something more porous, the rights of immigrations became crucial to immigration control. Restrictionists sought to limit immigrants' access to the American welfare state by arguing that they were a burden to the state and taking jobs from working- and middle-class Americans. However, the legacies of the civil rights movement, a growing commitment to deregulation, unusual political alliances, and institutional structures provided significant barriers to anti-immigration efforts. By the end of Reagan's presidency, restrictionists efforts to reverse the flow of immigration rights failed at the national level. In the 1990s, however, with national policy-making gridlocked, restrictionists focused their efforts on the state level. States acquired new powers in driving immigration policy and curtailed the expanded notion of alienage rights that had been forged over the previous decades. Coleman provides a new way of understanding the political history of immigration, looking not at borders and admissions policy but at the broad, internal battles over domestic policy that resulted from immigration. The author draws on a wealth of new sources from the Carter, Reagan, and Clinton administrations as well as from immigration and civil rights organizations. This book reveals that the current wave of anti-immigration sentiment seen in the electoral success of Donald Trump is not a recent phenomenon but has deep roots in the post-1965 immigration battles"--

Doris Liebscher geht der Frage historisch, rassismustheoretisch und rechtsdogmatisch auf den Grund. Sie rekonstruiert, wie der Begriff ins Grundgesetz kam, und untersucht, wie Gerichte und Rechtswissenschaft heute das auf »Rasse« bezogene Diskriminierungsverbot aus Artikel 3 GG auslegen.     Abstract: "On November 24, 1929, rumors that British colonial officials planned to tax Igbo women reached the village of Oloko in southeastern Nigeria. Mark Emeruwa, instructed by the local warrant chief, Okugu, to carry out a census of women in preparation for their taxation, entered the compound of a woman named Nwanyeruwa and told her to begin counting her animals. She replied angrily that people had died from colonial counting, and insulted him and his mother by demanding of him, "Was your mother counted?" Emeruwa, enraged, grabbed her by the throat and tried to throttle her. She, her hands wet with oil from the palm nuts she had been pounding, smeared his Western-style suit with the red sticky stuff. He ran off to Okugu's compound to tell him of the events. The warrant chief summoned her to his dwelling and insisted she would pay the tax, threatening her with deep trouble and promising that "when the District Officer comes, he will take charge of you." To a woman uncertain of what lay in store under the British legal system, his threat could well have meant she would be executed. Upon hearing of Okugu's treatment of Nwanyeruwa, a large crowd of women surrounded his compound. There they "sat on" him, a locally recognized practice undertaken when men committed offenses against women. When "sitting on a man," women danced and sang until the object of their grievance acknowledged his offense and promised to make restitution. In this particular instance, the chief not only refused to admit to any wrong-doing, he set male members of his compound on the women, causing injury to eight of them. In response to Okugu's transgressions-entirely out of step with the expectations of his office-and owing to the persistent rumors of taxation of women circulating in other towns and villages, enormous crowds of women-amounting to tens of thousands-attacked native courts, looted banks, and stormed a number of European warehouses in a variety of towns and villages in southeastern Nigeria"--

    Abstract: Tea remains the world's most popular commercial drink today, and at the turn of the twentieth century, it represented the largest export industry of both China and colonial India. In analyzing the global competition between Chinese and Indian tea, Andrew B. Liu challenges past economic histories premised on the technical "divergence" between the West and the Rest, arguing instead that seemingly traditional technologies and practices were central to modern capital accumulation across Asia. He shows how competitive pressures compelled Chinese merchants to adopt abstract, industrial conceptions of time, while colonial planters in India pushed for labor indenture laws to support factory-style tea plantations. Further, characterizations of China and India as premodern backwaters, he explains, were themselves the historical result of new notions of political economy adopted by Chinese and Indian nationalists, who discovered that these abstract ideas corresponded to concrete social changes in their local surroundings. Together, these stories point toward a more flexible and globally oriented conceptualization of the history of capitalism in China and India

But it has two major shortcomings: individual voters have only a tiny chance of making a difference, and they also have strong incentives to remain ignorant about the issues at stake. "Voting with your feet" is far superior on both counts. In Free to Move, Ilya Somin explains who expanding foot voting opportunities can greatly enhance political freedom for millions of people around the world. That applies to foot voting in federal systems, foot voting in the private sector, and especially foot voting through international migration. These three types of foot voting are rarely considered together. But Somin explains how they have major common virtues, and can be mutually reinforcing. Free to Move addresses a variety of objections to expanded migration rights, including claims that the "self-determination" of natives requires giving the power to exclude migrants, and arguments that migration is likely to have harmful side effects, such as undermining political institutions, overburdening the welfare state, increasing crime and terrorism, and spreading undesirable cultural values.     Abstract: "JOURNEYS THROUGH THE RUSSIAN EMPIRE will contain about four hundred photographs, accompanied by historical contextualization. The project compares William Brumfield's photographs of churches and locations in Russia with the same structures and places photographed by Sergei Prokudin-Gorsky, an early-20th-century Russian inventor of a color photography process, as much as a century earlier. Through this comparison, Brumfield assesses the state of preservation of Russia's architectural heritage and examines the appeal and pitfalls of seeing Prokudin-Gorsky's striking images as a recovery of Russia's lost past. Brumfield examines fervent Russian engagement with the Prokudin-Gorsky collection, which was recently made broadly available through digitization. The author questions the nostalgic assumptions of many analysts, who see the images as a portrayal of an idyllic Russia intact before the Soviet era and neglect the imperial violence present before the revolution. Prokudin-Gorsky himself was idealistic about the imperial potential. He intended his new color photography to convey the cultural and ethnic diversity of the vast Russian Empire, using this medium to impart a visual message from the provinces to the urban centers about the richness of Russia's history, culture, and borderlands. He escaped Russia in 1918 with many of the heavy glass negatives he used, and the Library of Congress ultimately bought the collection. Because of his own field experience photographing Russian architectural monuments, Brumfield was approached to catalog, restore, and exhibit Prokudin-Gorsky's photographs. While working on the project, he realized how much the two photographer's journeys across Russia had, unintentionally, intersected. His own photographic project accelerated with the relaxation of travel restrictions within the Soviet Union during the late 1980s; he documents the remnants of Russia's architectural heritage, and its expression of history, art, and spiritual culture, that Prokudin-Gorsky recorded earlier. This project will be of particular interest to scholars and students of Russian history, art, and architecture, as well as general readers interested in photography and historic preservation"--

    Abstract: "This book captures the dynamics of history, memory, and territorial cults in Houay Yong, a Tai Vat village situated in the multiethnic highland frontier between Laos and Vietnam. Taking seriously the experiences of the villagers, it partakes in a broader movement to reintegrate highlanders and their agency into history at large. Based on comprehensive fieldwork research and the examination of colonial archives, this book makes accessible for an English-speaking audience untapped French archives on Laos and early publications on territorial cults written by French ethnologists. In so doing, it provides a balanced perspective, drawing from the fields of memory studies and classical historical research. Following a chronological approach stretching from the 19th century to the present, it extends narrative analysis through a comparative ethnography of territorial cults, a key component of the performative and material presentification of the past. Highly interdisciplinary in nature, History, Memory and Territorial Cults in the Highlands of Laos will be useful to students and scholars of anthropology, history and religious studies, as well as Asian culture and society"--

    Abstract: Understanding how cultural diversity relates to international order is an urgent contemporary challenge. Building on ideas first advanced in Reus-Smit's On Cultural Diversity (2018), this book advances a new framework for understanding the nexus between culture and order in world politics. Through a pioneering interdisciplinary collaboration between leading historians, international lawyers, sociologists, and international relations scholars, it argues that cultural diversity in social life is ubiquitous rather than exceptional, and demonstrates that the organization of cultural diversity has been inextricably tied to the constitution and legitimation of political authority in diverse international orders, from Warring States China, through early-Modern Europe and the Ottoman and Qing Empires, to today's global liberal order. It highlights the successive 'diversity regimes' that have been constructed to govern cultural difference since the nineteenth century, traces the exclusions and resistances these projects have engendered, and considers contemporary global vulnerabilities and axes of contestation.

Rather than focus on how Ottomanism evolved, the book examines how social and political memories of the Ottoman past have been transformed in Turkish society along with reactions from the outside world. This Ottoman past, as remembered now, is grounded in contemporary conservative Islamic values. Thus, the connection between memories of the Ottoman past and these values defines Turkey's new identity. This new expression of memory portrays Turkey as a victim of the major powers, justifying its position against its imagined internal and external enemies. This book explores why Turkish society has selectively brought the Ottoman Empire back into the public mindset and for what purpose. The book traces how memory of the Ottoman period has changed in Turkish literature, mainstream history books and other cultural products from the 1940s to the 21st century. A key aspect of Turkish literature is its criticism of the Jacobin modernization of Turkey matched by its return to the Ottoman past to articulate an alternative political language. This book responds to several interrelated questions: What is neo-Ottomanism, in general, and what is the significance of various terms using Ottoman as a variant and for what purpose do they serve? Who constructed the term and for what purpose? What are the social and political origins of the current nostalgia for the Ottoman past?"--

    Abstract: "Global decarbonization is humanity's most pressing challenge. Powering Empire offers the first historical roadmap charting how the world was carbonized. It also jettisons some misleading yet prevalent myths and clears impediments to this task. One is the naïve assumption that we are currently living in the age of oil, or even post-oil, and that coal fumes are a thing of the past. Quite the reverse! This is still the age of coal and much of what we associate with oil rests upon the foundations of coal. We must also overturn the conjecture that global carbonization started in Western Europe and then spread to the rest of the world. Settings like the Ottoman Empire were early arenas for testing and adopting coal and steamships. The steamer-friendly corridors running between Europe and Asia--which would become the "Middle East"--stimulated British industrialization and imperial expansion simultaneously. Finally, we must resist the control of energy on all things fossil: the globalization of the hydrocarbon economy cannot be reduced to considerations of fueling alone. Coal depots were also created as a pretext for imperial land grab, out of concerns about ballasting, and stemmed from aspects of coal that had little to do with its combustion. This book, therefore, reveals a thickening carbon-intensive entanglement of energy and empire, of Western and non-Western powers, thereby excavating unfamiliar resources--from Islamic risk-aversion, through Ottoman attitudes to the underground, to Gandhian vegetarianism--for a climate justice that relies on a more diverse ethical repertoire."

    Abstract: Migration ist geradezu eine Grundkonstante menschlicher Existenz: Menschen brechen auf, um Krieg und Not zu entfliehen, um anderswo neu anzufangen, um die eigenen Lebenschancen und die ihrer Kinder zu verbessern. Damit sind Migrationsbewegungen in ihren unterschiedlichen Erscheinungsformen stets auch ein Spiegel politischer, ökonomischer und sozialer Rahmenbedingungen, sowohl in den abgebenden als auch in den aufnehmenden Gesellschaften. Jochen Oltmer beginnt seine global angelegte Geschichte der Migration mit den inter- und transkontinentalen Wanderungen seit dem 16. Jahrhundert. Vor dem Hintergrund der jeweiligen zeitgenössischen Bedingungen werden Motive, Charakteristika, Umstände und Verlauf der vielfältigen Migrationsbewegungen verständlich. Ein umfangreicher Teil des Bandes ist der Neuzeit und der Gegenwart gewidmet: Oltmer beleuchtet einerseits die vielen Facetten gewaltsamer oder erzwungener Migration etwa während der Dekolonialisierung, als kriegsbedingte Deportationen, bei Vertreibungen oder als Flucht. Er schaut andererseits auf Migrationsbewegungen als Reaktion auf ökonomische und soziale Verwerfungen im globalen Maßstab. Am Beginn des 21. Jahrhunderts schließlich nehme, so der Autor, der Klimawandel wachsenden Einfluss auf das Migrationsgeschehen: Dürren, Überflutungen, Ernteausfälle oder der Anstieg des Meeresspiegels zwingen im globalen Süden immer mehr Menschen zum Verlassen ihrer Heimat. Und doch betreffe im Weltmaßstab, so Oltmer, nur ein geringer Teil der Migrationsbewegungen den globalen Norden, also den Teil der Welt, der in vielerlei Hinsicht in deren Ursachen involviert sei.

The United States is in many ways a paradigmatic model for LGBTQ movements in other countries. This book focuses on the transformations of the United States' LGBTQ movement since the 1980s, highlighting the relationship between its institutionalization and the disappearance of sexuality from its most visible claims, so that its growing visibility and legitimation since the 1990s have not led to an increase in militancy. The book examines the issue from the bottom up, identifying the links between the varying importance of sexuality as a movement theme and actors' mobilization, and enhances the import of subjectivity in militancy. It draws attention to cultural, sometimes infrapolitical, forms of militancy that perpetuate the role of sexuality in LGBTQ militancy
