    Kurzfassung: Electricity is an integral part of all modern economies, supporting a range of critical services from healthcare to banking to transportation. Secure supply of electricity is thus of paramount importance. The structural change from an electricity system based on thermal generation powered by fossil fuels towards a system based on variable renewable energy continues apace at various stages across the globe. Digitalisation tools such as smart grids and distributed energy resources, along with the electrification of end uses put electricity increasingly at the forefront of the entire energy system. As a result, governments, industries and other stakeholders will need to improve their frameworks for ensuring electricity security through updated policies, regulations and market designs. This report details the new approaches that will be needed in electricity system planning, resource adequacy mechanisms, incentives for supply- and demand-side flexibility, short-term system balancing and stability procedures. It provides examples and case studies of these changes from power systems around the world, describes existing frameworks to value and provide electricity security, and distils best practices and recommendations for policy makers to apply as they adjust to the various trends underway.

The process is an extensive and complicated one that involves careful consideration of costs and benefits. This chapter summarises the steps involved in developing a framework for electricity security. It defines outages, describes approaches to assessing how much they cost, and outlines the institutional responsibilities to prevent and/or react to them. In doing so, it lays out the existing approaches available to policy makers and the challenges they face in creating electricity security frameworks, including clarifying the costs and benefits, establishing reliability planning structures, and assigning institutional responsibility for various tasks. It then previews how policy makers and other stakeholders need to adapt frameworks for electricity security in the face of major trends affecting the sector – namely, the clean energy transition, cyberthreats and climate change.

    Kurzfassung: Electricity market reform has fundamentally changed the environment for maintaining reliable and secure power supplies, creating a more integrated and dynamic network environment with new real-time challenges for reliable and secure transmission system operation. But despite these fundamental changes, system operating rules and practices remain largely unchanged. The major blackouts of 2003 and 2004 raised important questions about the appropriateness of these arrangements. This publication presents case studies drawn from recent large-scale blackouts in Europe, North America, and Australia. It concludes that a comprehensive, integrated policy response is required to avoid preventable large-scale blackouts in the future.

    Kurzfassung: Saving Electricity in a Hurry describes some of the recent power blackouts – from Norway to New Zealand and from Tokyo to Arizona – and the policies these regions used to quickly reduce their power consumption. It shows that countries can quickly reduce electricity consumption without harming the economy as much as blackouts or unplanned curtailments. The strategies are diverse, unique and often surprisingly cheap. They include mass media campaigns – where a good joke can save a Megawatt – improvements in equipment efficiency, and adjusting electricity prices to cut electricity demand in a hurry. This book explains how California replaced a million traffic signals with energy-saving models, how millions of Tokyo residents changed their thermostat settings, and how New Zealanders took shorter showers, all quickly enough to help avoid imminent blackouts. Finally, it connects these policies to the traditional goal of “saving electricity slowly”.

    Kurzfassung: Electric power in OECD countries is mostly produced by large central generating stations, then transmitted along high voltage lines to local distribution systems that carry it to final consumers. Distributed generation plants are different. They produce power on an electricity consumer’s own site or at the local distribution substation and can supply power directly to the customer or to the local distribution network. Distributed generation technologies include engines, small turbines, fuel cells, and photovoltaic systems. Distributed generation technologies are already having a large impact, particularly for high- reliability applications, as a source of emergency capacity or as a way of deferring the expansion of a local network. In some markets, these plants are displacing more costly grid electricity. Globally, more capacity for distributed generation was ordered in 2000 than for nuclear power. This book provides a guide to energy policy makers on this growing phenomenon. It surveys the current situation and market status of distributed generation in selected OECD countries, including the impact of current energy policies.

    Kurzfassung: This booklet considers the impact of electricity market reform on power generation costs and investment. Governments throughout the OECD are restructuring their electricity supply industries, reducing the direct role of the state and introducing competition. These changes are designed to increase the economic efficiency of electricity supply and to lower prices for consumers. Maintaining adequate investment in new generation capacity is another important objective. The study concludes that market reform is likely to lead to reduced generation costs. Reformed systems should also preserve system reliability and adequacy of investment.
