La consolidation de la gestion des finances publiques, et de la bonne gouvernance de façon plus générale, étant au cœur des Objectifs du millénaire pour le développement, la Déclaration de Paris (adoptée en 2005) vise à encourager les donneurs et les pays partenaires à déployer des efforts conjoints pour renforcer leurs systèmes de gestion des finances publiques. Ce rapport a pour objet de faire le point sur les progrès accomplis concernant la consolidation de la gestion des finances publiques et de formuler des recommandations sur la voie à suivre pour atteindre les objectifs 2010 fixés dans la Déclaration de Paris. Il examine les avantages et le bien-fondé de l’utilisation des systèmes nationaux, evalue les progrès réalisés en direction des objectifs énoncés dans la Déclaration de Paris, passe en en revue toute la palette de réformes intéressant la gestion des finances publiques engagées dans les pays partenaires, étudie les facteurs de réussite des réformes entreprises dans le domaine de la gestion des finances publiques, examine les paramètres qui influent sur les décisions qui sont prises d’utiliser, ou non, les systèmes nationaux de gestion des finances publiques, en mettant l’accent sur les risques perçus et sur la manière dont ils sont évalués et gérés, et reprend les conclusions du Programme d’examen des dépenses publiques et d’évaluation de la responsabilité financière (PEFA) qui contient des informations sur la qualité des systèmes nationaux de gestion des finances publiques.Il ressort de cette étude que désormais, et peut-être plus que jamais auparavant, pays partenaires et donneurs doivent absolument s’employer à bâtir une confiance mutuelle et à œuvrer ensemble à la construction de véritables partenariats au service de résultats.

Much of the responsibility for these actions falls squarely on the shoulders of local policy makers. And it also takes a close look at the opportunities and challenges presented by international migration. The in-depth case studies in this report range from Shanghai’s “Highland of Talent Strategy” to new “career ladders” which help immigrants escape low-skilled, low-paid employment in New York. National and local-level recommendations on local skills development are provided, for both OECD and non-OECD countries.

    Kurzfassung: Governments in many OECD countries, as well as in a number of countries outside the OECD area, actively promote the production and use of alternative transport fuels made from agricultural commodities. This report, jointly produced by the OECD and the IEA and drawing on information from a number of other organisations, analyses the implications of this support from various perspectives. The report shows that the high level of policy support contributes little to reduced greenhouse-gas emissions and other policy objectives, while it adds to a range of factors that raise international prices for food commodities. It concludes that there are alternatives to current support policies for biofuels that would more effectively allow governments to achieve their objectives.

    Kurzfassung: This publication discusses the dimensions, significance, and policy implications of international flows of human resources in science and technology. The international mobility of highly skilled workers is increasing in scale and complexity as more economies participate in R&D and innovation activity. Mobile talent diffuses knowledge both directly and indirectly across borders. This can boost global innovation performance, with benefits accruing to both sending and receiving countries. It is clear that mobility is leading to an increasing level of labour-market internationalisation and integration, and competition for talent is now influencing innovation policy initiatives across the globe. Most countries offer a range of policies focused on assisting and encouraging mobility, although few have a specific and coherent mobility strategy. Many nations aim to attract the same pool of highly skilled talent; thus, relying on international flows to fill existing or future gaps in supply may entail risks. Addressing shortcomings in national policies that may limit domestic supply of skilled workers, and ensuring that the wider environment for innovation and scientific endeavour is sound, are key policy challenges for countries.

    Kurzfassung: En 2007, les biocarburants ont reçu 15 milliards USD de subventions dans les pays membres de l’OCDE. Ont-ils pour autant apporté des bénéfices en termes de protection du climat ou de sécurité énergétique ? Dans le cadre des politiques actuelles, le soutien aux biocarburants n’est pas lié à leurs performances environnementales, alors même que tous les biocarburants sont loin d’afficher le même bilan écologique. A vrai dire, il se pourrait qu’une grande partie de l’éthanol et du biodiesel produit aujourd’hui engendre au bout du compte davantage d’émissions de gaz à effet de serre que les carburants traditionnels que sont l’essence et le diesel. Les rapports réunis dans cet ouvrage examinent la dimension économique des biocarburants et évaluent les perspectives de production de biocarburants conventionnels dans les pays de l’OCDE, les possibilités d’exportation de l’éthanol brésilien et le potentiel de certains biocarburants de seconde génération dans l’optique de l’approvisionnement des marchés mondiaux en carburants. La Table ronde dont ils sont issus a analysé les aspects essentiels qui doivent guider les gouvernements dans la détermination du soutien apporté aux biocarburants, notamment les émissions de gaz à effet de serre produits par ces carburants sur l’ensemble de leur cycle de vie et l’impact plus général des cultures énergétiques sur l’environnement. Sont également analysés, les progrès intervenus récemment en matière d’élaboration de systèmes de certification pour les biocarburants, sachant que ces systèmes sont un outil essentiel pour lier le soutien à l’abaissement effectif des émissions de gaz à effet de serre – qui ne saurait toutefois pas empêcher la destruction des forêts tropicales et leur remplacement par des surfaces consacrées à la production de biocarburants. En conclusion, l’ouvrage présente une courte liste de réformes préconisées pour faire en sorte que les politiques de soutien aux biocarburants contribuent véritablement à l’atténuation des émissions de gaz à effet de serre.

The book continues by addressing issues of collecting and analyzing the contents of physical memory (i.e., RAM). Then the book addresses the underground world of UNIX hacking and reveals methods and techniques used by hackers, malware coders, and anti-forensic developers. One was that I've now written a couple of books that have to do with incident response and forensic analysis on Windows systems, and I used a lot of Perl in both books. Okay...I'll come clean...I used nothing but Perl in both books! What I've seen as a result of this is that many readers want to use the tools, but don't know how...they simply aren't familiar with Perl, with interpreted (or scripting) languages in general, and may not be entirely comfortable with running tools at the command line. This book is intended for anyone who has an interest in useful Perl scripting, in particular on the Windows platform, for the purpose of incident response, and forensic analysis, and application monitoring. While a thorough grounding in scripting languages (or in Perl specifically) is not required, it helpful in fully and more completely understanding the material and code presented in this book. This book contains information that is useful to consultants who perform incident response and computer forensics, specifically as those activities pertain to MS Windows systems (Windows 2000, XP, 2003, and some Vista). My hope is that not only will consultants (such as myself) find this material valuable, but so will system administrators, law enforcement officers, and students in undergraduate and graduate programs focusing on computer forensics. *Perl Scripting for Live Response Using Perl, there's a great deal of information you can retrieve from systems, locally or remotely, as part of troubleshooting or investigating an issue. Perl scripts can be run from a central management point, reaching out to remote systems in order to collect information, or they can be "compiled" into standalone executables using PAR, PerlApp, or Perl2Exe so that they can be run on systems that do not have ActiveState's Perl distribution (or any other Perl distribution) installed. *Perl Scripting for Computer Forensic Analysis Perl is an extremely useful and powerful tool for performing computer forensic analysis. It focuses on KISAs in four industy sectors: software, health care, tourism and leisure, and resource-based industries such as mining technology services, aquaculture and forestry. The analysis derives from a series of surveys and case studies undertaken in nine OECD countries: Australia, Denmark, Finland, Ireland, Japan, Korea, New Zealand, Norway and Spain.

    Kurzfassung: Markets for many classes of potentially recyclable materials are growing. However, market failures and barriers are constraining some markets. Factors such as information failures, technological externalities, and market power can affect the prices, quantity, and quality of materials traded. This report presents the case for the use of industrial policies which address such market failures and barriers and these policies are seen as complements to more traditional environmental policies. Indeed, encouraging ever-higher recycling rates in the absence of such complementary measures may impose very high social welfare costs. This publication covers in particular the markets for waste oils, waste plastics, and used rubber tires.--Publisher's description

    Kurzfassung: This publication is a complete collection of the papers presented at the workshop on "Pan-European Co-operation towards Strong Inland Waterway Transport: On the Move" held in Paris on 22 and 23 September 2005. The purpose of the workshop was to establish what progress had been made since the Pan-European Conference on Inland Waterways in Rotterdam in 2001 in preparation for the Bucharest Ministerial Conference, scheduled for September 2006. The papers focus essentially on the development of the inland waterway market in a pan-European context, conditions of competition, infrastructure development and the environment. A summary of the discussions at the workshop and its conclusions are also given. The workshop was jointly organised by the ECMT, UNECE, the Central Commission for Navigation on the Rhine and the Danube Commission.
