    Abstract: African agriculture is a sleeping giant. Agribusiness remains in its infancy in most sub-Saharan African countries. Many of them now pay higher prices for imported food products and struggle to keep inflationary pressures under control. Given the strong long-term prospect for world food prices, increasing the productivity of food crops becomes a top priority. It requires sizeable investments in irrigation, storage, transport infrastructure and logistics, as well as better access to markets for inputs (fertilizers, seeds, planting materials and credit). While successful contract-farming schemes exist for export crops, they remain rare for food crops. Greater involvement of the private sector in designing and implementing such food-crop commercialisation programmes could develop viable local food industries. Existing international financing facilities such as the Enhanced Private Sector Assistance (EPSA) for Africa should get full use. Whether Africa can unleash the potential of commercial agriculture in the coming decades also depends in no small part on the continuous and effective support of the international development community. The findings summarised in this volume can serve as building blocks for further international discussions on fostering agro-based private-sector development and lifting smallholders out of poverty.

Nombre d’entre eux paient désormais le prix fort pour leurs importations de denrées alimentaires et tentent de juguler les pressions inflationnistes. En raison de la vigueur attendue des prix alimentaires mondiaux à long terme, l’augmentation de la productivité des cultures vivrières devient une priorité absolue pour l’Afrique. Cela suppose d’investir massivement dans les infrastructures d’irrigation, d’entreposage et de transports, mais aussi de faciliter l’accès aux marchés des facteurs de production (engrais, semences, matériel agricole et crédit). Si un cadre contractuel donne de bons résultats dans le cas des cultures d’exportation, ce genre de dispositif est encore rare pour les cultures vivrières. Une implication accrue du secteur privé dans la conception et la mise en oeuvre de ce type de programmes de commercialisation pour les cultures vivrières devrait permettre d’assurer un développement durable des industries alimentaires locales. Les facilités actuelles de financement internationales – à l’instar de l’EPSA (Initiative pour le soutien renforcé au secteur privé en Afrique) – devraient être pleinement exploitées. L’aptitude de l’Afrique à libérer le potentiel de son agriculture commerciale dans les décennies à venir dépend aussi largement d’un soutien efficace et durable de la part de la communauté internationale du développement. Les conclusions résumées ici posent les jalons de futures discussions à l’échelle internationale sur le développement du secteur privé agricole en Afrique et la manière de sortir les petits paysans de la pauvreté.

    Abstract: The Internet has been remarkably successful in developing greater opportunities for communication access - and economic growth and social development - for the first billion users. The majority of the next several billion users will be mainly from developing countries and will connect to the Internet principally via wireless networks. But there are substantial discrepancies in access to ICTs between developed and developing countries and also within countries, depending on factors such as gender, rural coverage, skills and educational levels. This book examines how the market for internet traffic exchange has evolved and explores the coherence of policies pursued by developed and developing countries. It notes the increasing innovation occurring in a number of developing countries with competitive markets and discusses how liberalisation has helped to expand of access networks and make ICT services increasingly affordable and available to the poor. The report also highlights the employment, micro-entrepreneurial and social development opportunities which have emerged as access levels have risen among low-income users. The study notes that gateway service monopolies - still in 70 countries - raise the prices for accessing international capacity and reduce the affordability of Internet access to business and end users.

    Abstract: The negative impacts of climate change will hit poor people and poor countries disproportionately, and further compromise the achievement of their development objectives. Integrating Climate Change Adaptation into Development Co-operation provides essential information and advice on how to facilitate the integration of adaptation into development processes. The objectives of this policy guidance are to: i) promote understanding of the implications of climate change on development practice and the associated need to mainstream climate adaptation in development co-operation agencies and partner countries; ii) identify appropriate approaches for integrating climate change adaptation into development policies at national, sectoral and project levels and in urban and rural contexts; and iii) identify practical ways for donors to support developing country partners in their efforts to reduce their vulnerability to climate variability and climate change. While efforts to integrate climate change adaptation will be led by developing country partners, international donors have a critical role to play in supporting such efforts.

    Abstract: The Bali Action Plan introduced the notion of linking GHG mitigation action in developing countries with support for such action, in a "measurable, reportable and verifiable (MRV)" manner. However, it does not specify the relationship or link that may be made between nationally appropriate mitigation actions (NAMAs) in developing countries and mitigation support. It also remains unclear whether the MRV requirements apply to the link between NAMAs in developing countries and mitigation support, or to one or both of the separate elements. This paper suggests a number of elements for a possible conceptual framework to "link" mitigation actions with mitigation support, including practical considerations for how one might measure, report and verify progress, with a view to understanding the role for such a framework in a post-2012 agreement. The design of a successful and effective linking framework might aim to achieve a number of specific goals. On the action side, a key goal may be to integrate NAMAs in developing countries into national development plans and to address a significant mitigation opportunities. On the support side, important goals are perhaps cost-effectiveness and how to prioritise spending. For a linking framework to successfully address these issues, both actions and support would need to be measurable, reportable and verifiable (MRV). Building on existing systems, a framework for MRV based on both the actual, possible or planned mitigation actions in developing countries as well as on current (public) mitigation support from developed countries could be a good starting point for further development of a linking framework.

    Abstract: The 2005 Paris Declaration on Aid Effectiveness defines the principles and commitments by which donors and developing countries intend to ensure that aid is as effective as possible in contributing to the Millennium Development Goals and other internationally agreed development objectives. This report is a mid-term review of progress towards these commitments, drawing on the 2008 Paris Declaration Monitoring Survey and the Evaluation Synthesis Report among many other sources. Part I highlights the main actionable lessons and messages emerging from the analysis of progress to date. Part II covers the commitments under the five Partnership Principles related to ownership, alignment, harmonisation, development results and mutual accountability, together with four subjects of critical relevance: sector perspectives, the role of civil society organisations, situations of fragility and conflict, and the changing aid architecture.

    Abstract: Employment and social protection are two critical avenues towards achieving pro-poor growth and the Millennium Development Goals. In developing countries the majority of poor people work, but employment conditions are poor, productivity is low and incomes inadequate. Policies that improve conditions in the informal economy, increase the productivity and employability of poor people and improve the enabling environment for local entrepreneurship will lead to better employment outcomes. Social protection enables households to invest in productive activities and human capital, which raises their productivity and incomes. Social protection can be affordable, including for low-income countries, and efficiently tackles poverty through improved health, increased school attendance and less hunger and malnutrition. There is growing demand in developing countries for more public action on social protection and employment. To help donors respond, at its High Level Meeting on 27-28 May 2009 the DAC endorsed the following policy statement which encourages donors to provide adequate, long-term and predictable financial assistance to underpin developing countries’ efforts to build social protection systems and to make employment and decent work a key objective of development co-operation. In addition, through its Network on Poverty Reduction (POVNET), the DAC has developed policy guidance notes for donors on employment and social protection.

    Abstract: The Extractive Industries Transparency Initiative (EITI, www.eitransparency.org) aims to improve transparency and accountability by the full publication and verification of company payments and government revenues. The revenues flowing from natural resources extraction are huge. EITI is one of the international soft-law tools most supported by the international community to curb corruption and help the 3.5 billion people – half the population of the planet – living in resource-rich countries to benefit from the sale of their natural resources. Almost six years after the initiative was launched, the results are elusive for several countries. Figure 1 below shows that governments’ public endorsement of the EITI principles does not, on average, improve the perception of corruption levels in their countries. Moreover, according to the World Bank Worldwide Governance Indicators, corruption control in EITI countries is worse than in non-EITI resource-rich countries. EITI countries’ scores deteriorated between 2002 and 2007. While these corruption indices are not limited to extractive industries, given their importance in the countries concerned, one would expectmore visible improvements in these indicators.

    Abstract: This publication demonstrates that natural resources can contribute to growth, employment, exports and fiscal revenues in low-income countries, where natural capital constitutes a quarter of total wealth. It highlights the importance of policies encouraging the sustainable management of these resources. Moreover, it emphasises the need to address the political challenges of natural-resource management for long-term pro-poor economic growth. Part I provides an overview of the economics and politics of natural resources. It describes the unique features of natural resources and resulting management challenges, the role of sustainable natural resource management in supporting pro-poor growth, and the politics and governance of natural resources. It then offers recommendations for policy makers on how to support the approaches advocated in the paper. Part II examines these issues with respect to seven specific natural-resource sectors: fisheries, forests, wildlife and ecotourism, soil productivity, water security, minerals and renewable energy.

These experiences and lessons represent some early results achieved by a group of volunteer partner governments working in collaboration with national stakeholders from civil society, the private sector, the media, elected members of parliament and with their international development partners. The present document is limited to sharing experiences in using the Methodology. Country examples from the pilot exercises and from other applications are used as case studies. A mapping of various country experiences in using the Methodology is provided in Annex A. The present document seeks to provide useful background information drawn from various available sources.

Given that strengthening Public Financial Management (PFM) is at the heart of the Millennium Development Goals, and good governance more generally, the Paris Declaration (2005) seeks to promote joint efforts in this area between donors and partner countries. This report takes stock of progress in strengthening public financial management systems and provides recommendations on how best to facilitate achieving the 2010 targets set out in the Paris Declaration. It sets out the benefits of and rationale for using country systems, assesses progress in meeting the Paris Declaration targets, reviews the landscape of PFM reforms in partner countries, looks at drivers of successful PFM reforms, examines the factors that influence decisions to use country PFM systems, focusing on the perceived risks and their assessment and management, and describes the PEFA (Public Expenditure and Financial Accountability) assessment, which provides information on the quality of a country’s PFM system. This report shows that now, as perhaps never before, partner countries and donors must strive to build mutual trust and work together in a true partnership for results.

    Abstract: Under the Paris Declaration, donors and partner countries commit to “reform procedures and strengthen incentives - including for recruitment, appraisal and training - for management and staff to work towards harmonisation, alignment and results”. This commitment was based on the recognition that the needed changes to behaviour will not happen automatically as there are a number of up-front and long-term costs - institutional, financial and political. The importance of appropriate incentives in influencing managers and officials - and even more importantly political leaders - to bring about the necessary changes has been emphasised in a number of partner countries included in the Evaluation of the Paris Declaration. If incentives are to shift across the board, determined leadership, reinforced by pressure from well-informed stakeholders in partner and donor countries, will be needed. This publication adddresses this need and aims to provide donor agencies with guidance on how to improve aid effectiveness, and to assist them in identifying their strengths, weaknesses and gaps in incentives for promoting aid effectiveness.

La protection sociale et l’emploi sont des priorités de développement permanentes, mais ils revêtent encore plus d’importance en période de difficulté économique.     Abstract: While Mexico’s growth performance has gradually improved over the past decades, its convergence toward OECD countries has been less rapid than in several other emerging markets. The recent significant reductions in import tariffs should help the economy take fuller advantage of trade and investment integration, which could be a relative strength for Mexico given its geographic location. Reforms introduced in the past two years, including those to promote competition and transparency in the financial sector and, to a lesser extent in telecommunications, will also stimulate the dynamism of the economy. Despite this progress, further reforms are needed to boost overall and within-sector productivity. Relative weaknesses in education, infrastructure, financial development, the rule of law, as well as a lack of competition come out in various studies as explaining why Mexico has not grown as fast as other countries. Focusing attention now on reforms in areas with rapid pay-offs such as improving competitiveness and infrastructure could yield double benefits in supporting the recovery from the current recession and longer-term growth. This can be achieved by increasing competition, especially in network industries, liberalizing further the foreign investment and trade regimes, and improving education coverage and trade-related infrastructure.

L’importance de dispositifs d’incitation adéquats pour pousser les gestionnaires et responsables – et, plus essentiel encore, les dirigeants politiques – à opérer les changements nécessaires a été soulignée dans plusieurs pays partenaires couverts par l’Évaluation de la mise en œuvre de la Déclaration de Paris. À l’évidence, une transformation radicale des incitations appelle une ferme impulsion des sphères politiques, appuyée par des pressions des cercles informés dans les pays partenaires et donneurs. Cette publication contribue à répondre à cette nécessité en fournissant aux organismes donneurs des conseils sur les moyens d’améliorer l’efficacité de l’aide.     Abstract: Aid ineffectiveness, fragmentation, and volatility have already been highlighted by scholars and OECD studies. Far fewer studies have been devoted to another problem of capital flows: herding behaviour. Building upon a methodology applied to financial markets, where herding is a common feature, this article attempts to measure herding behaviour in the allocation of foreign aid, proposing different indexes that try to capture the specific features of aid allocation. Of course, herding can also be beneficial. When a country faces an earthquake, a tsunami, or any humanitarian disaster, the rush of donors is a positive factor. Excluding such cases of beneficial herding, we attempt to focus on pure herding behaviour, creating pendulum swing effects comparable to those in financial markets. . Our different indexes all detect donor herding, its exact size depending on the measure adopted. Our preferred index, relying on threeyear disbursements, indicates a significant level of herding, similar to that which is found on financial markets. We also uncover major differences across different types of donors, with no, or very limited, herding among multilateral donors, in contrast to bilateral donors, always subject to herding behaviour. We then follow by investigating the empirical causes of herding. We find that while political transitions away from democracy are accompanied by herding out, transitions towards democracy do not affect herding levels. Finally, we show that observable determinants actually explain little of the herding levels, leaving a large part of herding unexplained.

L’analyse des tendances observées au cours de la décennie écoulée fait apparaître une fragmentation de l’aide en faveur de la santé en une multitude de petits projets, plus de deux tiers de l’ensemble des engagements portant sur des montants inférieurs à 500 000 dollars des ÉU. Une fraction relativement faible des ressources va directement au budget des pays, et une part importante sert à financer des projets régionaux et plurinationaux. La question de savoir en quoi l’aide peut favoriser la mise en place de systèmes nationaux efficaces revêt une importance particulière dans le secteur de la santé. Il est indispensable que les pays disposent d’hôpitaux et de cliniques bien gérés, d’agents de santé qualifiés et de filières efficientes d’achat de médicaments pour améliorer réellement l’état de santé de leur population.

L’analyse des politiques agricoles a privilégié la mesure de leurs effets de distorsion sur les prix intérieurs et les prix internationaux, ainsi que sur l’évolution des dépenses publiques agricoles financées par l’aide publique au développement.

    Abstract: Résumé. Cet examen contient les principales conclusions et recommandations du Comité d’aide au développement et le rapport du Secrétariat. Il a été préparé avec des examinateurs de la Belgique et de la Suisse en vue de la réunion d’examen par les pairs du 10 octobre 2007. Le présent examen du programme canadien de coopération pour le développement fait apparaître un regain d’attention du Canada pour l’Afrique, une démarche prometteuse à l’égard des États fragiles, notamment en Haïti et en Afghanistan, des initiatives visant à rehausser l’efficacité de l’aide par des mesures destinées, avant tout, à renforcer les obligations de compte et faire connaître les résultats des activités menées aux citoyens et au parlement canadiens, et un vigoureux attachement aux principes et bonnes pratiques pour l’action humanitaire (GHD). Quelques défis n’en demeurent pas moins, le Canada devant encore : i) consolider le mandat de la coopération pour le développement et de l’ACDI et, en parallèle, remédier à divers problèmes fondamentaux liés aux structures de l’Agence, ii) élaborer une stratégie de coopération pour le développement centrée sur la lutte contre la pauvreté, iii) mettre au point des dispositifs propres à garantir la cohérence des politiques au service du développement, iv) continuer d’accroître le volume de son aide afin d’honorer les engagements qu’il a souscrits à Monterrey, v) concentrer ses apports sur un nombre plus restreint de pays partenaires afin de renforcer l’impact de son aide et de donner plus de poids à ses avis, vi) accélérer la mise en oeuvre de la Déclaration de Paris sur l’efficacité de l’aide. Des mesures s’imposent dans tous ces domaines afin de mettre la performance du Canada à la hauteur de ses ambitions, à savoir devenir un acteur de premier plan au sein de la communauté des donneurs.

    Abstract: Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from Belgium and Switzerland for the Peer Review Meeting on 10 October 2007. This peer review of Canada’s development co-operation programme highlights Canada’s renewed commitment to Africa; a promising approach toward fragile states, such as Haiti and Afghanistan; initiatives to make Canadian aid more effective, focusing on accountability and explaining results to the Canadian public and parliament; and strong commitment to good humanitarian donorship (GHD). Canada still faces some challenges, including: i) strengthening the mandate for development co-operation and for CIDA, while addressing some of the agency’s fundamental structural issues; ii) producing a policy for development co-operation which focuses on reducing poverty; iii) articulating an approach to policy coherence for development; iv) continuing to increase aid to meet Canada’s commitments made at Monterrey; v) focusing its aid on fewer partner countries in order to generate stronger impact and voice; and vi) galvanising the implementation of the Paris Declaration on Aid Effectiveness. These steps are needed if Canada’s performance is to match its ambition to become a leading player in the donor community.

    Abstract: The work on indicators at the Office of the United Nations High Commissioner for Human Rights (OHCHR) was initiated at the request of the Inter-committee meeting of the human rights treaty bodies to help them make use of statistical information in states parties’ reports in assessing the implementation of human rights. OHCHR undertook an extensive survey of literature and prevalent practices among national and international organisations on the use of quantitative information in monitoring human rights (see Fasel and Malhotra, 2005). Having taken stock of the state of the art, steps were taken to develop a conceptual and methodological framework, in consultation with a panel of experts, for identifying operationally feasible human rights indicators. The first outline of the framework was presented to the Inter-committeemeeting of human rights treaty bodies in June 2006 (see UN-HRI, 2006b).

    Abstract: Metagora’s pilot experience on land reform in South Africa is a case study for measuring the realisation of democracy and human rights in a complex practical context. This pilot designed and tested a survey methodology to take into account the varied nature of the South African land question, as well as the relevant but diverging views of a range of stakeholders.     Abstract: There has been increasing awareness in recent years that the development of indicators is central to effectively monitoring human rights, particularly economic, social, and cultural rights, and evaluating the performance of countries in implementing these rights. Effectivemonitoring requires the systematic collection and analysis of appropriate data. To determine which data are relevant, it is first necessary to translate the abstract legal norms in which various human rights are framed into operational standards. This process involves conceptualising specific enumerated rights, for example the right to education, and developing standards by which to measure implementation and identify violations of state obligations. These standards or indicators can then provide yardsticks to assess compliance. Human rights indicators offer a tool for the following: making better policies and monitoring progress; identifying the unintended impacts of laws, policies and practices; determining which actors are having an impact on the realisation or non-realisation of rights; revealing whether the obligations of these actors are being met; giving early warning of potential violations so as to enable prompt preventive action; enhancing social consensus on difficult trade-offs required in the face of resource constraints; and exposing issues that had been neglected or silenced (UNDP, 2000, p.89).

Among the main issues covered were: the welcome move on the part of the Greek government to strengthen its aid policies and development co-operation system and its humanitarian assistance to victims of the 2004 Indian Ocean tsunami; the significant funding to provide education and health services to large numbers of migrants from the neighbouring region, though these costs are not ODA eligible under the DAC reporting rules; the need to address urgently the challenge of implementing Greece’s political commitment to reach the 0.51% ODA/GNI target by 2010; the need to announce a clear strategy for Greece’s aid as the framework for the medium term programme in terms of country and sector priorities and allocation among aid channels, and to strengthen policy coherence for development as a government objective; the importance of reinforcing public and political support for Greek development co-operation; the need to pursue the consolidation of the development co-operation system and to develop new ways of programming and delivering aid.

    Abstract: The feasibility and relevance of measuring human rights, democracy and governance have long been controversial both in the human rights community and in the international statistical family. Within the human rights community, the term “indicator” has had two distinct - and somewhat contrasting - meanings: while for some it designated, in the strict statistical sense, quantitative synthetic information based on robust data (Türk, 1990; Alston, 1998), for many others it designated a qualitative synthetic overview based on extensive sets of questions or “checklists” related to key human rights dimensions (Green, 2001). The latter meaning has deeply marked the approach to human rights assessments that has prevailed within the UN system and among most human rights leading experts during the last decades.

    Abstract: This booklet synthesizes findings from analysis of agricultural policy and performance in three African countries: Cameroon, Ghana and Mali. Case studies of each of these countries were undertaken as part of the Support for African Agriculture Project (SAAP), a project largely financed by the French Ministries of Foreign Affairs and Agriculture and the International Fund for Agricultural Development (IFAD). The purpose was to identify constraints to agricultural growth and poverty reduction that might be eased through better policy, both domestically and internationally. Analysis of agricultural performance focused on trends in output, factor use, and productivity. Analysis of agricultural policy featured measurement of domestic and international price distortions as well as the evolution of aid-financed public expenditures on agriculture.

In Mexico, the only Latin American country that belongs to the OECD, up to 60 per cent of non-agricultural workers – almost 22 million people – are employed informally or self-employed. These working people have opted out or have been shut out of the formal system of taxes and social protection. In that sense, they bear witness to a broken social contract between citizens and the state.

Parmi les principaux sujets traités figurent les suivants : les mesures prises par les autorités grecques pour renforcer les politiques d’aide et le système de coopération pour le développement ainsi que l’aide humanitaire apportée en 2004 aux victimes du tsunami dans l’Océan indien ; l’importance des fonds destinés à assurer des services d’éducation et de soins de santé à un grand nombre de migrants de la région, bien que ces coûts ne soient pas comptabilisables dans l’APD selon les règles de notification du CAD ; la nécessité de concrétiser d’urgence l’engagement pris au niveau politique d’atteindre l’objectif de 0.5 % du RNB affecté à l’APD d’ici à 2010 ; la nécessité de définir clairement une stratégie d’aide servant de cadre au programme à moyen terme pour ce qui est des pays et des secteurs prioritaires et de l’affectation des fonds entre les différents canaux de l’aide, et de faire de la cohérence des politiques au service du développement un objectif public fort ; la nécessité d’affermir le soutien de l’opinion publique et des responsables politiques au programme grec de coopération pour le développement ; et enfin la nécessité de continuer de consolider le système de coopération pour le développement et de trouver de nouvelles modalités de programmation et d’acheminement de l’aide.

Cet examen contient les principales conclusions et recommandations du Comité d’aide au développement (CAD) ainsi que le rapport établi par le Secrétariat en liaison avec des examinateurs représentant l’Australie et les États-Unis pour l’examen de l’aide de la Communauté européenne qui a eu lieu le 26 juin 2007. Il est apparu que la Communauté européenne dans son ensemble a déboursé pour plus de 10 milliards USD d’aide publique au développement en 2006 et que la Commission européenne joue un rôle « fédérateur » qui pourrait être important par rapport aux institutions des 27 États membres de l’Union européenne. Le CAD a loué à la fois les restructurations opérées par la Commission dans le système de coopération pour le développement et les améliorations apportées depuis l’examen par les pairs de 2002 dans l’acheminement de l’aide communautaire. Il a salué les orientations stratégiques adoptées en 2007 en vue d’assurer une meilleure division du travail entre la Commission et les États membres et le Consensus européen pour le développement qui, depuis 2005, définit un cadre d’action commun pour ces derniers. Il a noté que la Communauté européenne reste confrontée à un certain nombre de défis, notamment les suivants : faire en sorte que l’objectif de développement, privilégié par le Consensus, transparaisse dans les politiques suivies par l’Union européenne, assurer la mise en oeuvre effective de ces politiques au niveau des pays, et poursuivre la réforme des institutions et la simplification des procédures.

    Abstract: Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from the United States and Australia for the Peer Review meeting held on 26 June 2007. The review noted that the European Community as a donor disbursed over USD 10 billion in official development assistance in 2006, while the European Commission plays a potentially important “federating” role for the institutions of all 27 Member States of the European Union. The DAC commended both the role of the Commission in reshaping its development co-operation and the progress made since the 2002 Peer Review in delivering Community assistance. It welcomed a 2007 policy that seeks better division of labour among the Commission and the Member States and the 2005 European Consensus on Development which outlines a common policy framework for them. The DAC noted a number of challenges facing the European Community, including: ensuring that European Union policies take forward the development focus of the Consensus; implementing these policies effectively at the country level; and continuing to reform the institutions and to simplify the procedures.

    Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from the United Kingdom and Canada for the Peer Review meeting held on 07 December May 2006. The review applauded the major increase in American official development assistance, which reached a record high of USD 27.6 billion in 2005. The Committee commended the United States for raising development to the status of one of three pillars of national foreign policy. Key recommendations included the need to explicitly recognise the key importance of poverty reduction, encouragement for a more explicit approach to the role of policy coherence for development, the need to persist in clarifying the lines of operational responsibility between military and development institutions, support for greater US attention to the Paris Declaration aid effectiveness agenda and encouragement for the joint Department of State and USAID development of an overarching strategic plan to guide humanitarian work.

    Abstract: Latin America has not neglected fiscal policy. Since the end of the debt crisis of the 1980s, governments in the region have tightened their belts assiduously. Fiscal deficits have fallen from 11 per cent of public revenues in the 1970s and 1980s, to only 8 per cent since 2000. The year-to-year volatility of taxes, spending and deficits – long a feature of fiscal policy making in the region with harmful effects for economic performance – has likewise fallen: an index of deficit volatility calculated by the OECD Latin American Economic Outlook 2009 shows a fall of a third from 1990-94 to 2000-06, with Latin America standing just 6 per cent above the volatility levels in OECD countries in the latter period.

    Abstract: The contagion of the global credit crisis from the industrialised countries to the emerging markets has taken some time to develop. Then, in October 2008, it spread rapidly, afflicting all emerging markets, without any distinction or regard to their so-called “fundamentals”. For believers in “decoupling”, the high growth rates, massive foreign exchange (FX) reserves, balanced budgets and rising consumerism in the emerging markets at first reassured investors. It is now clear that the diagnosis of emerging-market policy performance suffered from hyperbole. In the end, all emerging market asset classes were hit: stocks, bonds and currencies.

    Abstract: The southern Mediterranean region faces one of the most important water crises in the world. The combination of aridity, foreign dependency, climate change, misallocation of the resources and escalating human demand make water supply a primary issue for health, economy and poverty reduction. In this context, institutional reform of the water supply sector is of great interest. Thus, the aim of this study is to examine the water regulatory framework in southern Mediterranean countries and the development of private sector participation in the context of water crisis. The first part of the study presents the scope of private sector participation in water supply and its different forms around the world. An extensive review of 22 empirical tests and 48 case studies on the effect of private sector participation in water services has been conducted. This survey shows that private sector participation, per se, in water supply does not systematically lead to gains in efficiency. Reforming the institutional framework is an essential prerequisite for delegating water services. Afterward, the paper focuses on the southern Mediterranean region.
