Abstract: Why everyone can't just get along -- Three ways diverse societies fail -- How to keep the peace -- What role should the state play? -- Can patriotism be a force for good? -- Must the many become one? -- Can we build a meaningfully shared life? -- Reasons for optimism -- Demography isn't destiny -- Policies that can help.
Abstract: "Some democracies are highly homogeneous. Others have long maintained a brutal racial or religious hierarchy, with some groups dominating and exploiting others. Never in history has a democracy succeeded in being both diverse and equal, treating members of many different ethnic or religious groups fairly. And yet achieving that goal is now central to the democratic project in countries around the world. It is, Yascha Mounk argues, the greatest experiment of our time. Drawing on history, social psychology, and comparative politics, Mounk examines how diverse societies have long suffered from the ills of domination, fragmentation, or structured anarchy. So it is hardly surprising that most people are now deeply pessimistic that different groups might be able to integrate in harmony, celebrating their differences without essentializing them. But Mounk shows us that the past can offer crucial insights for how to do better in the future. There is real reason for hope. It is up to us and the institutions we build whether different groups will come to see each other as enemies or friends, as strangers or compatriots. To make diverse democracies endure, and even thrive, we need to create a world in which our ascriptive identities come to matter less-not because we ignore the injustices that still characterize the United States and so many other countries around the world, but because we have succeeded in addressing them. The Great Experiment is that rare book that offers both a profound understanding of an urgent problem and genuine hope for our human capacity to solve it. As Mounk contends, giving up on the prospects of building fair and thriving diverse democracies is simply not an option-and that is why we must strive to realize a more ambitious vision for the future of our societies."--

Abstract: Even justice -- The cynicism of power -- "I am the people" -- Afterword: the optimism of the intellect
Abstract: "The forms of liberal government that emerged after World War II are in the midst of a profound crisis. In I Am the People, Partha Chatterjee reconsiders the concept of popular sovereignty in order to explain today's dramatic outburst of movements claiming to speak for "the people." To uncover the roots of populism, Chatterjee traces the twentieth-century trajectory of the welfare state and neoliberal reforms. Mobilizing ideals of popular sovereignty and the emotional appeal of nationalism, anticolonial movements ushered in a world of nation-states while liberal democracies in Europe guaranteed social rights to their citizens. But as neoliberal techniques shrank the scope of government, politics gave way to technical administration by experts. Once the state could no longer claim an emotional bond with the people, the ruling bloc lost the consent of the governed. To fill the void, a proliferation of populist leaders have mobilized disaffected groups into a battle that they define as the authentic people against entrenched oligarchy. Once politics enters a spiral of competitive populism, Chatterjee cautions, there is no easy return to pristine liberalism. Only a counter-hegemonic social force that challenges global capital and facilitates the equal participation of all peoples in democratic governance can achieve significant transformation. Drawing on thinkers such as Antonio Gramsci, Michel Foucault, and Ernesto Laclau and with a particular focus on the history of populism in India, I Am the People is a sweeping, theoretically rich account of the origins of today's tempests

Abstract: "Cosmopolitanism is said by many critics to be arrogant. In emphasizing universal principles and granting no fundamental moral significance to national or other group belonging, it wrongly treats those making non-universalist claims as not authorized to speak, while treating those in non-Western societies as not qualified. This book works to address such objections. It does so in part by engaging the work of B.R. Ambedkar, architect of India's 1950 Constitution and revered champion of the country's Dalits (formerly "untouchables"). Ambedkar cited universal principles of equality and rights in confronting domestic exclusions and the "arrogance" of caste. He sought to advance forms of political humility, or the affirmation of equal standing within political institutions and openness to input and challenge within them. This book examines how an "institutional global citizenship" approach to cosmopolitanism could similarly advance political humility, in supporting the development of input and challenge mechanisms beyond the state. It employs a grounded normative theory method, taking insights for the model from field research among Dalit activists pressing for domestic reforms through the UN human rights regime, and from their critics in the Hindu nationalist Bharatiya Janata Party. Insights also are taken from Turkish protesters challenging a rising domestic authoritarianism, and from UK Independence Party members demanding "Brexit" from the European Union-in part because of possibilities that predominantly Muslim Turkey will join. Overall, it is shown, an appropriately configured institutional cosmopolitanism should orient fundamentally to political humility rather than arrogance, while holding significant potential for advancing global rights protections and more equitable rights specifications"--

Abstract: "This volume presents the first systematic comparative analysis of national traditions of local democracy across the developed world, as well as their origins and evolution. It reveals how inclusive local institutions that integrate national and local governance make democracy work better. Across most of the developed world, early forms of the national state entrenched the local power of elites. In Anglo-American and Swiss democracies, state formation imposed enduring tensions with local civic governance. In contrast, inclusive, integrative local institutions in Northern Europe enabled close links with central government around common local and national agendas, producing better governance and fuller democracy to the present day. Through comparative analysis, the authors demonstrate how institutions for local governance and the participation of civil society differ widely among developed democracies, and how local democracy relates to national democracy. The resulting insights fundamentally recast our understanding of how to build and maintain more effective democracies"--

Abstract: The Work of Politics advances a new understanding of how democratic social movements work with welfare institutions to challenge structures of domination. Klein develops a novel theory that depicts welfare institutions as "worldly mediators," or sites of democratic world-making fostering political empowerment and participation within the context of capitalist economic forces. Drawing on the writings of Weber, Arendt, and Habermas, and historical episodes that range from the workers' movement in Bismarck's Germany to post-war Swedish feminism, this book challenges us to rethink the distribution of power in society, as well as the fundamental concerns of democratic theory. Ranging across political theory and intellectual history, The Work of Politics provides a vital contribution to contemporary thinking about the future of the welfare state

Abstract: Authors Christensen and Laitin argue that an interplay of geographic, historical, and demographic factors undergird sub-Saharan states’ post-independence struggles to eradicate poverty, establish democratic accountability, and quell civil unrest. They set out the founding fathers’ challenges in transforming their postcolonial states, many of which are ethnically diverse, geographically diffuse, sparsely populated, and lacking in administrative capacity. With the legacies of the slave trade, partition, Christian missionaries, and extractive colonial institutions complicating their efforts, many African states faced stagnation, authoritarianism, and civil strife. Recent years have seen promising attempts to restore democracy to states under authoritarian rule and to liberalize their economies, suggesting that the region is moving toward a new era.

Abstract: "The Quality of Divided Democracies is about how democracy works, or fails to work, in ethno-culturally divided societies. It advances a new theoretical approach to assessing quality of democracy in divided societies, and puts it into practice with the focused comparison of two divided democracies - Estonia and Latvia. The book uses rich comparative data to tackle the vital questions of what determines a democracy's level of inclusiveness and the ways in which minorities can gain access to the policy-making process. It uncovers a 'voice-polarization dilemma' for minorities' inclusion in the democratic process, which has implications for academic debates on minority representation and ethnic politics, as well as practical implications for international and national institutions' promotion of minority rights"--

Abstract: "The rise of populism in the West, the rise of China in the East and the spread of peer-driven social media everywhere are prompting a deep rethinking of how democracy works -- or doesn't. The creation of new classes of winners and losers as a result of globalization and digital capitalism are also challenging how we think about global interconnectivity and the social contract. If contemporary democracies are going to take back control and compete with autocratic systems on the world stage while avoiding their own suicide through polarization and paralysis fueled by untrustworthy information, they need a radical renovation that responds to the forces undermining them. Above all, such a renovation must engage the participatory power of social media and the increasing preference of publics for direct democracy by designing new, impartial institutions and practices that interpose a deliberative check against the false claims, misinformation, intolerance and magical thinking that come along with the immediate wash of networked popular sentiment. In short, participation without populism. A new social contract is also necessary that spreads the wealth through an equity share for all through "owning the robots" in a future where intelligent machines are on track to displace labor, depress income and transform the nature of work to an unprecedented degree. Harnessing globalization requires a partnership instead of rivalry with China, the new power of the 21st century." - Provided by publisher

Abstract: Combining international political theory and EU studies, Richard Bellamy provides an original account of the democratic legitimacy of international organisations. He proposes a new interpretation of the EU's democratic failings and how they might be addressed. Drawing on the republican theory of freedom as non-domination, Bellamy proposes a way to combine national popular sovereignty with the pursuit of fair and equitable relations of non-domination among states and their citizens. Applying this approach to the EU, Bellamy shows that its democratic failings lie not with the democratic deficit at the EU level but with a democratic disconnect at the member state level. Rather than shifting democratic authority to the European Parliament, this book argues that the EU needs to reconnect with the different 'demoi' of the member states by empowering national parliaments in the EU policy-making process.

Abstract: This book calls for a philosophical consideration of the development, challenges and successes of the European Union. The author argues that conceptual innovation is essential if progress on the European project is to be made; new meanings, rather than financial or institutional engineering solutions, will help solve the crisis. By applying a philosophical approach to diagnosing the EU crisis, the book reconsiders the basic concepts of democracy in the context of the complex reality of the EU and the globalised world where profound social and political changes are taking place. It will be of interest to students and scholars interested in EU politics, political theory and philosophy.

Abstract: "Across the Western world, people are angry about the inability of government to perform basic functions competently. With widespread evidence of policy failures at home and ill-conceived wars and interventions abroad, it is hardly surprising that politicians are distrusted and government is derided as a sprawling, wasteful mess. But what exactly is government supposed to do, and is the track record of Western governments really so awful? In this compelling book, leading scholar of public policy and management, Alasdair Roberts, explores what government does well and what it does badly. Political leaders, he explains, have always been obliged to wrestle with shifting circumstances and contending priorities, making the job of governing extraordinarily difficult. The performance of western democracies in recent decades is, admittedly, far from perfect but - as Roberts ably shows - it is also much better than you might think"--

Abstract: From India to Turkey, from Poland to the United States, authoritarian populists have seized power. Two core components of liberal democracy - individual rights and the popular will - are at war, putting democracy itself at risk. In plain language, Yascha Mounk describes how we got here, where we need to go, and why there is little time left to waste.--

Abstract: The Great Recession, institutional dysfunction, a growing divide between urban and rural prospects, and failed efforts to effectively address immigration have paved the way for a populist backlash that disrupts the postwar bargain between political elites and citizens. Whether today’s populism represents a corrective to unfair and obsolete policies or a threat to liberal democracy itself remains up for debate. Yet this much is clear: these challenges indict the triumphalism that accompanied liberal democratic consolidation after the collapse of the Soviet Union. To respond to today’s crisis, good leaders must strive for inclusive economic growth while addressing fraught social and cultural issues, including demographic anxiety, with frank attention. Although reforms may stem the populist tide, liberal democratic life will always leave some citizens unsatisfied. This is a permanent source of vulnerability, but liberal democracy will endure so long as citizens believe it is worth fighting for.

Abstract: "Time is widely recognized as one of the most precious and finite resources required for the accomplishment of human purposes. Within the domain of the political, time is required for almost any exercise of liberty that people seek to protect through the enforcement of social contracts, constitutions, and laws. Time is therefore inextricable from the realization of any vision of political justice. All political subjects encounter myriad ways in which their time is structured, valued, appropriated, or freed by the state. In the United States, we wait to turn 18 to acquire political voice and full representation. Then we wait again, to turn 62 or 66, when we can retire from work and receive retirement benefits, if we wish. People file taxes on April 15; redistricting hinges on decennial censuses; and prosecutors specify when crimes were committed to determine whether statutes of limitation have expired. Around us convicted criminals are punished with prison sentences of varying durations, legal permanent residents refrain from traveling for long periods of time as they seek to naturalize, and election cycles run their course only to begin anew. Despite the significance of time for the satisfaction of people's ends, the legitimate power of the state to command the time of its subjects and set a political schedule is not generally contested"--

Abstract: "Many citizens in the US and abroad fear that democratic institutions have become weak, and continue to weaken. Politics with the People develops the principles and practice of 'directly representative democracy' - a new way of connecting citizens and elected officials to improve representative government. Sitting members of Congress agreed to meet with groups of their constituents via online, deliberative town hall meetings to discuss some of the most important and controversial issues of the day. The results from these experiments reveal a model of how our democracy could work, where politicians consult with and inform citizens in substantive discussions, and where otherwise marginalized citizens participate and are empowered. Moving beyond our broken system of interest group politics and partisan bloodsport, directly representative reforms will help restore citizens' faith in the institutions of democratic self-government, precisely at a time when those institutions themselves feel dysfunctional and endangered"--

Abstract: Across the Euro-Atlantic world, political leaders have been mobilizing their bases with nativism, racism, xenophobia, and paeans to “traditional values,” in brazen bids for electoral support. How are we to understand this move to the mainstream of political policies and platforms that lurked only on the far fringes through most of the postwar era? Does it herald a new wave of authoritarianism? Is liberal democracy itself in crisis? In this volume, three distinguished scholars draw on critical theory to address our current predicament. Wendy Brown, Peter E. Gordon, and Max Pensky share a conviction that critical theory retains the power to illuminate the forces producing the current political constellation as well as possible paths away from it.

Abstract: Democracy urgently needs re-imagining if it is to address the dangers and opportunities posed by current global realities, argues leading political thinker John Keane. He offers an imaginative, radically new interpretation of the twenty-first-century fate of democracy. The book shows why the current literature on democracy is failing to make sense of many intellectual puzzles and new political trends. It probes a wide range of themes, from the growth of cross-border institutions and capitalist market failures to the greening of democracy, the dignity of children and the anti-democratic effects of everyday fear, violence and bigotry. Keane develops the idea of 'monitory democracy' to show why periodic free and fair elections are losing their democratic centrality; and why the ongoing struggles by citizens and their representatives, in a multiplicity of global settings, to humble the high and mighty and deal with the dangers of arbitrary power, force us to rethink what we mean by democracy and why it remains a universal ideal.

Abstract: "On July 15, 2016, a faction of the Turkish military tried to overthrow the government of President Recep Tayyip Erdoğan. The attempt failed. The Turkish government blamed the attempted coup on Gülenists, followers of an Islamist movement led by Fethullah Gülen, who had helped Erdoğan and his AK Party get elected and bring an ostensibly 'soft' version of Islam into the secular Turkish government. In alliance with the AK Party, Gülenists over time became widely represented in various government institutions, including the military and police. This volume focuses on the Gülen Movement and its possible role in the failed coup, providing historical and sociopolitical context for what may have led to this conflict. Editors Yavuz and Balcı were among the first to study the movement from its beginning. They and other contributors have spent time in Turkey, Central Asia, and the Balkans examining various dimensions of Gülenist activity as the movement became a major economic and educational force in Turkey and elsewhere. Startled by the 2016 coup attempt, a group of scholars who had studied the Gülenists came together to discuss how and why the once-restrained movement became belligerent opponents of Erdoğan's government. This book is a product of their exchanges and it addresses questions such as: what did researchers fail to see in their earlier studies and how will this major disruption in Turkey affect the future of the movement?"--Provided by publisher

Abstract: "In the wake of the Great Recession, Americans across the political divide flocked to local citizens organizations, where they worked to refocus political attention on the needs of ordinary people like them. This book chronicles the efforts of two such groups--a progressive faith-based community organizing coalition and a conservative Tea Party group. At first glance, these groups could not seem more different: in addition to significant demographic differences between them, their members also lined up on opposite sides of nearly every national policy debate during this period. But these differences do not tell the whole story of these groups. Drawing on ethnographic fieldwork with both groups, this book reveals surprising similarities between their efforts that are typically not acknowledged, while also tracing more subtle differences between them that typically go unrecognized. It shows that in the face of rising anxiety and frustration, members of both groups chose to wake up, stand up, and speak up. They dedicated themselves to becoming active citizens, capable of inserting their voices, values, and knowledge into public debates about issues that impacted them. In so doing, they came to understand themselves as prophets and patriots, respectively, carrying forward the promise of American democracy. Yet when the groups set out to actually enact this vision - by holding government accountable and putting their faith in action - their styles of active citizenship diverged, reflecting different ways of imagining how American democracy ought to work and the proper role of active citizens within it."--Provided by publisher

Abstract: Since its publication in 1993, John Rawls's Political Liberalism has been central to debates concerning political legitimacy, democratic theory, toleration, and multiculturalism in contemporary political theory. Yet, despite the immense body of literature which has been produced since Rawls's work was published, very little has been said or written regarding the place of political parties and partisanship within political liberalism. This book aims to fill this gap in the literature. Its central argument is that political liberalism needs and nourishes political parties, and that political parties are therefore not hostile but vital to it. First, partisanship generates its own distinctive kind of political obligations, additional to any political obligations people may have qua ordinary citizens. Second, contrary to what many critics argue, and despite its admittedly restrictive features, Rawls's conception of public reason allows significant scope for partisan advocacy and partisan pluralism, and in fact the very normative demands of partisanship are in sympathy with those of public reason. Third, parties contribute to the overlapping consensus that for Rawls guarantees stability in diverse societies. Fourth, political liberalism nourishes political parties, by leaving many issues, including religious and socio-economic ones, open to democratic contestation. In summary, parties contribute both to the legitimacy and to the stability of political liberalism
Abstract: Introduction -- The political obligations of partisans -- Partisanship and conflicting obligations -- Political liberalism and democratic contestation -- Partisanship and the constraints of public reason -- Free speech and the duty of civility -- Political parties and the overlapping consensus -- Partisanship and the division of justificatory labour -- Partisan speech and political legitimacy -- Conclusion

Abstract: This book shows that democratization in sub-Saharan Africa can be successful, even if the government remains dominated by one major political party. If an institutionalized and strong opposition party - even when too weak to take power - challenges the dominant government party, the quality of democracy improves substantially. The comparative study demonstrates that competitive opposition parties in dominant party systems are rooted in the historical legacy of political cleavages related to de-colonization that precede the third wave of democratization of the 1990s and have survived the instability of post-independence political developments to the present day. The study covers 19 African countries and 55 elections overall, including four in-depth case studies of Botswana, Lesotho, Ghana and Mali. It offers scholars and practitioners of electoral democracies and competitive authoritarian regimes a novel view on the role of party systems in processes of democratization. It makes an important contribution to the general literature on state building intertwined with democratization and representation in old and new democracies

Abstract: Sajó and Uitz's intellectual history of the constitutional ideal is rich in contextual detail and informed by case studies that give an overview of both the theory and practice of constitutionalism worldwide. Classic constitutions are contrasted with twentieth-century and contemporary endeavours, and experimentations in checks and balances. Their endeavour is neither apologetic (and certainly not celebratory), nor purely defensive: this book demonstrates why constitutionalism should continue to matter. Between the rise of populist, anti-constitutional sentiment and the normalization of the apparatus of counter-terrorism, it is imperative that the political communities who seek to sustain democracy as freedom understand the importance of constitutionalism. This book is essential reading for students of law and general readers without prior knowledge of the field, as well as those in politics who believe they know how government works. It shows what is at stake in the debate on constitutionalism

Abstract: "Modern political science has concentrated on cataloguing voters' failings--their lack of knowledge, tolerance, or consistency in political thinking. While it would be a mistake to think this portrait of citizens is simply wrong, it is a deeper mistake to accept it as a satisfactory likeness. In this book, Paul Sniderman demonstrates that a concentration on the pathologies of citizens' political thinking has obscured the intense clash of opposing belief systems in the electorate. He shows how a concentration on racism has distorted understanding of the politics of race by keeping out of sight those who think well of black Americans. And he exposes the fallacy of spotlighting the dangers of mass politics while ignoring those of elite politics." -- Provided by the publisher

Abstract: African Affairs' is the top journal in African Studies and has been for some time. This book draws together some of the most influential, important, and thought provoking articles published in its pages over the last decade. In doing so, it collates essential cutting-edge research on Africa and makes it easily available for students, teachers, and researchers alike. 0'The African Affairs Reader' is broken down into four sections that cover some of the biggest themes and questions facing the continent today, including: the African State, the Political Economy of Development, Africa's Relationship with the World, and Elections, Representation & Democracy. Within each section, articles deal with some of the most significant recent trends and events, such as the prospects for democratization in Ghana and Nigeria, the factors underpinning Rwanda's economic success, the rise of political corruption in South Africa, the spread of the drugs trade, the struggle against gender based violence, and the growing influence of China. Each section is introduced by a new purpose-written essay by the journal's editors that explains the evolution of the wider debate, highlights key contributions, and suggests new ways in which the discussion can be taken forward. Taken together, the essays and articles included in the volume provide both a coherent introduction to the study of Africa and a compelling commentary on the current state of play on the continent

Abstract: "Populism is a central concept in the current media debates about politics and elections. However, like most political buzzwords, the term often floats from one meaning to another, and both social scientists and journalists use it to denote diverse phenomena. What is populism really? Who are the populist leaders? And what is the relationship between populism and democracy? This book answers these questions in a simple and persuasive way, offering a swift guide to populism in theory and practice. Cas Mudde and Cristóbal Rovera Kaltwasser present populism as an ideology that divides society into two antagonistic camps, the "pure people" versus the "corrupt elite," and that privileges the general will of the people above all else. They illustrate the practical power of this ideology through a survey of representative populist movements of the modern era: European right-wing parties, left-wing presidents in Latin America, and the Tea Party movement in the United States. The authors delve into the ambivalent personalities of charismatic populist leaders such as Juan Domingo Péron, H. Ross Perot, Jean-Marie le Pen, Silvio Berlusconi, and Hugo Chávez. If the strong male leader embodies the mainstream form of populism, many resolute women, such as Eva Péron, Pauline Hanson, and Sarah Palin, have also succeeded in building a populist status, often by exploiting gendered notions of society. Although populism is ultimately part of democracy, populist movements constitute an increasing challenge to democratic politics. Comparing political trends across different countries, this compelling book debates what the long-term consequences of this challenge could be, as it turns the spotlight on the bewildering effect of populism on today's political and social life. Abstract: "How can we account for numerous and repeatedly failed attempts to redress the European Union's democratic deficit over the past three decades? In the wake of the Eurozone crisis, Democratizing Europe argues that part of our collective failure to re-orient the EU's trajectory lies in our failure to fully characterize the EU government's dependent path. Bringing together new streams of scholarship in history, law, sociology, and political science, this book suggests a new portrait of the EU's singular political model. Tasked with Europe's grand project, the edification of a unique economic and monetary Market, the European Court, Commission, and Central Bank have been the cradle in which the EU polity has been shaped, staged, and legitimized. In this context, it is no wonder that the many attempts to parliamentarize Europe have had limited democratic effects. Vauchez suggests that we recognize this historically-rooted centrality of Europe's independent branch and adapt our democratization strategies accordingly. "--

Abstract: "Conceptualizing China as a country with rapid economic transformation and little political progress has led to a normative misjudgment that economic reform should occur before significant democratization. This book compares several historical junctures during China's long journey towards democracy to observe the constraints of pre-chosen ideological and institutional patterns on political elites in advancing legal and electoral reforms. Confucian legacies of moralism, elitism, and state centralism, in addition to revolutionary guardianship and populism remain embedded in Chinese practice in rule by law, grassroots autonomy, and intra-party democracy. However, China's hope for democratic development is encouraged by urban and educational development, generational change and growing individualism. This book explores the feasible paths toward democracy in China, challenging methodological wisdom in employing quantitative changes in socioeconomic structure to predict change in the political system"--
Abstract: "China's quest for democracy is constrained by Confucian legacies and the pre-existing norm of the one-party system. Despite socioeconomic transformation, the ruling elites have not completely shifted the base of legitimacy from government performance to constitutionalism and majority rule, failing to shed off elitism, populism and the rule of virtue in ideological and institutional innovations"--

Abstract: In this sweeping look at American politics from the Depression to the present, Doug McAdam and Karina Kloos argue that party politics alone is not responsible for the mess we find ourselves in. Instead, it was the ongoing interaction of social movements and parties that, over time, pushed Democrats and Republicans toward their ideological margins, undermining the post-war consensus in the process ... In Deeply Divided, McAdam and Kloos depart from established explanations of the conservative turn in the United States and trace the roots of political polarization and economic inequality back to the shifting racial geography of American politics in the 1960s
Description / Table of Contents: How did we get into this mess?Postwar America: bipartisan consensus, the median voter, and the absence of social movements -- The center will not hold: the 1960s and the shifting racial geography of American politics -- The strange, consequential seventies -- The Reagan revolution? -- The slow-release revolution: 1988-2008 -- The Obama years: uncivil war -- Restoring American democracy.
