    Abstract: While electoral participation is a traditional topic in political science, voter turnout at the local level is still largely uncharted. There are very few large-N comparative works on municipal turnout and, as a result, a lack of a comprehensive comparative picture of local electoral participation. This book aims to fill that gap by taking an innovative approach to the topic. The volume makes three major advances at the empirical, methodological and theoretical levels. Empirically, it provides a large-N comparison by covering 18 European countries and more than 70,000 municipalities. Methodologically, the book uses the multi-level congruence theory to study municipal turnout in relation to national turnout, exploring the variation between those levels. Theoretically, it bridges the two main (and often mutually exclusive) strands in the literature on local elections – the lower-rank and different-kind approaches – and it assesses the features and mechanisms of local voting. Silvia Bolgherini is Associate Professor of Political Science at the University of Perugia, Italy. Her research interests include electoral studies, comparative political systems and local government. She has published widely on these topics in international journals and is a co-author of Germany after the Grand Coalition: Governance and Politics in a Turbulent Environment (Palgrave Macmillan, 2010). Selena Grimaldi is Assistant Professor of Political Science at the University of Macerata, Italy. Her research interests include presidential studies, electoral studies, comparative political systems and local elites. She is the author of The Informal Powers of Western European Presidents: A Way out of Weakness? (Palgrave Macmillan, 2023). Aldo Paparo is Assistant Professor at the Department of Political and Social Sciences at the University of Florence, Italy.     Abstract: This edited volume examines the practices and applications of digital diplomacy in the OSCE Region. As a security organization, the Organization for Security and Cooperation in Europe (OSCE) prioritizes its member states’ cyber security and cyberspace activities. The book examines two key areas where digital diplomacy challenges traditional diplomatic practices of the OSCE member States: institutional adaptation and policy innovation in the OSCE Region. It (1) investigates how capable and motivated foreign ministries are at the institutional level to shift to digital diplomacy, and (2) explores how digital diplomacy affects the fundamental diplomatic tasks of representation, communication, and relationship management at the policy level. Technological advances in IT and the Internet's widespread introduction in the wake of the 2000s provided new territories to conquer for states to pursue their interests. Moreover, technological developments and media attention enhanced information flow and communication through new platforms like online encyclopedias (i.e., Wikipedia), video-sharing sites (i.e., YouTube), and social media platforms (i.e., Facebook, Instagram, Twitter). Because of these transformations, public opinion became influential in diplomacy, and a greater need to include foreign publics as part of foreign policy goals emerged. Introducing case studies from several OSCE countries, presented by an international group of authors, this book provides a timely response to current affairs and policy debates by providing pluralistic perspectives from different countries and disciplines, such as international relations, political science, international law, and political economy).     Abstract: This open access book focuses on the nexus between “party system stability” and “democratic consolidation”, using Slovenia as a case study. Its findings are presented from a comparative perspective to illustrate the commonalities and differences found in research on Central European post-socialist countries and former Yugoslav countries. On the one hand, Slovenia’s characteristics (including the characteristics of its transition to democracy) are far more similar to those of Central European post-socialist countries than Western Balkan countries. On the other, Slovenia shares some similarities with other parts of the former Yugoslavia – especially its experiences with the political system of socialist self-management, elements of a market economy under socialism, and war following the end of socialism (albeit the conflict in Slovenia was very short and rather mild in comparison to those in other parts of socialist Yugoslavia). Slovenia’s experiences with rapid but limited democratic backsliding under the Janša government (March 2019–June 2022) were halted by the 2022 national election – in contrast to the more widely known cases of Hungary and Poland, where such backsliding took place incrementally over a longer period of time that included several election cycles.     Abstract: This book analyzes United Nations (UN) interventions in the process of constitution making in states undergoing political change. It combines theoretical considerations of democracy and constitutionalism with empirical experiences and takes a critical perspective on the interventions developed by the United Nations in the processes of re-democratization. Presenting new empirical evidence on the substantive and procedural way in which the UN undertakes constitution building in Cambodia, Bosnia and Herzegovina, Afghanistan, and East Timor, the book illustrates difficulties of these practices such as the promotion of popular participation, as well as an increasing Westernization, and to meet local needs.     Abstract: This book compares network governance practices and public service delivery in England and China. Adopting a political ethnographic approach, it assesses whether networked forms of governance are used in provision of care for the elderly and those with learning disabilities in the two countries.     Abstract: The book provides a fresh and innovative interpretation of the new government of Zimbabwe led by Emmerson Mnangagwa, which emerged in late 2017 after the downfall of Robert Mugabe. It demonstrates the contradictory character of the Mnangagwa government, involving both continuities and discontinuities in relation to Mugabe’s regime . The temptation amongst Zimbabwean scholars has been to focus on the continuities and to dismiss the significance of any discontinuities, notably reform measures. This book adopts an alternative approach by identifying and focusing specifically on the existence of a formative project of the Mnangagwa’s Second Republic, further analysing its political significance, as well as risks and limitations. While doing so, the book covers topics such as reform measures, reconciliation, transitional justice, corruption, the media, agriculture, devolution, and the debt crisis as well as health and education. Discussing the limitations of these different reform measures, the book highlights that any scholarly failure to identify the risks of the project leads to an incomplete understanding of what constitutes the Mnangagwa’s Second Republic.     Abstract: This book examines the emergence of authoritarian populist regimes, analyzing Brazil as a case study. The authors explain how the tactics employed by the Bolsonaro administration to dismantle bureaucracy and public policies, especially labour and social policies, find expression in the fiscal austerity measures recently inscribed in the Federal Constitution: a counter-democratic device employed by technical and financial elites to systemically derail the social protection system. Through this in-depth case study, the book presents new theoretical arguments and concepts that can be useful to understand the dynamics of such new regimes, and discussing similar cases in other contexts. Democratic governments in Brazil, driven by social movements and political actors, have strengthened social protection through a distinctive institutional architecture that combines the strengthening of public bureaucracies, the creation of intergovernmental networks, and the democratic instances of social participation and agreement. The contributions throughout this volume analyze these transformations in different sectors of public policy, such as labour, employment, pensions, food and nutrition security, health, and social assistance. Each contribution discusses the recent trajectory through a political analysis of the main actors and institutions, reform processes and policy changes, and the results achieved. Finally, the existing weaknesses in each of these social protection sectors are identified in the context of the literature on policy dismantling, revealing the strategies used to take advantage of these political and institutional weaknesses.     Abstract: This volume presents the key informational, communication, and socio-political drivers of the Ukrainian state's national security. Since the beginning of the third millennium, there has been an aggravation of global inter-civilizational confrontations, which in 2022 has already resulted in an open military aggression against Ukraine. The hybrid wars against the world of democracy have put ensuring the national security of states on the front pages of world and national agendas. Using the example of Ukraine, the book demonstrates how, in order to achieve their geopolitical interests, authoritarian regimes incite information wars as a prerequisite for the transition to an armed "hot" war. It further shows how these processes actualize the formation of a fundamentally new state policy to ensure information and, more broadly, national security. The book identifies the main threats to national security in modern states and identifies ways of protecting Ukraine's national interests.     Abstract: This book examines different dimensions of digital communication and populism in times of the COVID-19 pandemic. While doing so, it discusses views, opinions, and research results regarding the conditions, experiences, constraints, benefits, and challenges related to the topic - not only using theoretical and methodological approaches but also practical perspectives. The COVID-19 (SARS-CoV-2) pandemic significantly accelerated the technological revolution presenting many social, economic, and political challenges, as it pushed the world into cyberspace to ensure social distancing. At the same time, many populist protests expressed in the digital public sphere massively gained importance during the lockdowns. As a result, one of the most significant consequences of using electronic tools is not only greater e-participation of citizens, but - especially evident through elections during a pandemic - even greater transfer of political communication and election campaigns into the space of new media. The book broadly analyses various contexts of digitalization of communication processes and populist politics from both theoretical and empirical perspectives in various case studies on the digitalization of information, communication, or participation processes during the COVID-19 pandemic in selected European countries and beyond.     Abstract: Historically, Donald Trump will be remembered as the first American president to be impeached twice and indicted. He fed the grotesque myth that the election was stolen and summoned his supporters to storm Congress on 6 January 2021 in a bid to thwart the certification of Joe Biden's U.S. presidential election victory. This volume vividly recounts the dramatic narrative of the January 6 Coup in America and how close we came to losing U.S. democracy.     Abstract: This monograph provides an update to anarchist philosophy, advocating for a paradigm shift beyond neoliberalism and liberal democracy. The book’s central thesis has two components. First, it is argued that the maximization of equal liberty requires historical progress beyond the sovereign state system. In contrast to Fukuyama’s (1992) argument that liberal democracy is the end of history, it is argued that liberalism contains two contradictions (socioeconomic inequality and the shortcoming in equal liberty inherent to state power) with the potential to propel history further. This book’s argument – libertarian social democracy – provides a framework to guide that final stage of history. Second, while anarchist philosophy offers a vision beyond the sovereign state, it can be rendered more suitable as an alternative paradigm. Specifically, it is argued that anarchism is hampered by its traditional adherence to prefigurative strategy, according to which the state cannot be used as a means to achieve a free and equal society. By contrast, libertarian social democracy incorporates a role for a democratic transitionary state (described here as gradualist anarchism) thus addressing mainstream “Hobbesian” concerns about bad anarchy (where decentralization yields a net loss in equal liberty). In so doing, the book reveals the full spectrum of anarchist strategy from prefigurative to gradualist. .

    Abstract: Following a dialogic and interdisciplinary approach, this book highlights changes in the concept and action of disobedience, presenting a theoretical framework and applied case studies. Disobedience has traditionally been played out through collective actions and protests which configure and propose alternative social scenarios to the status quo. Today, in a changing socio-historical context, disobedience represents a mode of political participation and a form of an active citizenship attempt to correct authoritarian drifts. Furthermore, it often highlights social problems and morally controversial issues. Disobedience is not only a right granted to the individual within democratic systems and/or duty imposed in the interest of society in a pro-social sense, i.e. defense of human rights and a tendency towards equalization, but it also became an alternative process, often symbolic, of construction of reality. The book focuses on a) reconstructing the concept of social disobedience and the field's state of the art from an innovative, contemporary, theoretical, and conceptual perspective and b) analyzing its phenomenology within a specific territorial horizon, with the objective of uncovering social and pro-social aspects related to today’s forms of disobedience.     Abstract: This book analyses Member States’ and EU neighbours’ national visions for the enlargement of the European Union (EU), highlighting 41 national histories, policies, and corresponding public perceptions of European integration.     Abstract: This book presents a holistic perspective and analysis of democratic practice, processes, and governance in South Africa.     Abstract: This book examines the strategies of regional powers in the Middle East regarding their response to cases of state failure in the region, thus connecting the theoretical concepts of statehood, state failure, and revisionist and pro-status quo interventionist behavior. Through a detailed comparative analysis of five case studies of failed states occurring in the region during 1960–2010s –Yemen (1962–1970), Lebanon (1975–1989), Iraq (2003–2020), Yemen (2004–2020), and Syria (2011–2020) – the author employs the conceptual theory of balance of power to analyze the behavior of five regional powers in the Middle East: Egypt, Iran, Israel, Syria (pre-2011), Saudi Arabia, and Turkey toward each one of those cases. The book proposes that when states become failed states, regional powers with revisionist strategies expand into them, which in turn induce status quo regional powers to react by imposing balancing action, and that this power struggle turns failed states into battlegrounds for regional power (im)balances. This book offers empirical and theoretical insights into regional politics of the Middle East over the past six decades, contributes to international policy and security studies scholarship from a Middle East regional perspective, and draws attention to the importance of analyzing the destabilizing and historical consequences of state failures for contemporary contexts. Aso M. Ali is an expert on regional politics and political transformations in the Middle East. He received his M.A in Politics and International Relations from the University of Kurdistan-Hawler in Iraq and his Ph.D. in Political Science from Southern Illinois University. He has worked as a lecturer at University of Salahaddin in Erbil (2010–2012) teaching international law and politics and modern political theories.

Its numerous detailed empirical studies, one of which uses FCNM reporting as a benchmark, give a picture of the extent (or otherwise) to which international minority rights standards are actually being realized through various NTA arrangements.     Abstract: This book compares anti-immigrant attitudes across 8 countries on 5 continents. It develops a general framework that explores grievances, personal interactions, and entrenched beliefs that explain anti-immigrant attitudes. Using original survey research with 1,000 respondents per country, the authors test the salience of their theoretical expectations across eight very diverse cases: Australia, Brazil, Canada, Germany, Japan, South Africa, the USA, and Turkey. The empirical study allows to decipher the degree to which the drivers of anti-immigrant attitudes are universal or context-specific. One the one hand, they find that positive interactions between natives reduce critical attitudes toward immigrants in all 8 countries. On the other hand, there are some country specific differences in the influence of various grievances and the three proxy variables measuring entrenched beliefs populist attitudes, nationalism and social conservativism. This book appeals to scholars and students of political sociology, comparative politics, public opinion research and related fields.

    Abstract: This book examines the construction of the EU’s political identity (or identities), variations in its strength, and the nature of its content. Drawing on studies both on European nation-state formation and on the EU’s identity, the chapters take a top-down approach and analyse how EU institutions in different major policy domains have themselves sought to create political identity through policy making. The authors define the construction of EU political identity and set out empirically applicable indicators to assess political identity in policy making. They analyse the construction of identity through a process-oriented approach that explicitly includes contestation and the existence of rival political identities. Comparing across policy domains, the contributions suggest that the ability of EU institutions to construct an EU political identity has been limited not only by existing national identities but also by the coexistence of rival EU political identities within policy domains. Hence, it has been difficult for EU institutions to establish a strong identity, with identity being strongest where there are clear external alternatives and limited rival identities within the EU. Sabine Saurugger is Professor of Political Science at Sciences Po Grenoble, France, and Research Fellow at the Institut Universitaire de France. Mark Thatcher is Professor of Political Science at Luiss University Rome, Italy, and Visiting Professor at LSE, UK.
