Just weeks before the beginning of the school year, bulldozers demolished more than two dozen schools serving families who had migrated to the capital from China's vast rural hinterland. It therefore came as something of a surprise when soon thereafter the central government began calling for "the urbanization of people," by which they meant allowing tens of millions of rural migrants to get official residency and access to social services in the cities where they were employed. Over the course of the 2010s, it became increasingly clear that the central government envisioned a citizenship regime in which an individual's position within the national socio-spatial hierarchy would correspond as closely as possible to their levels of human capital-high-end cities for the high-end population, low-end places for the low-end population. Using the school as a lens on the urbanization process, Eli Friedman investigate how city governments in China are managing flows of people into the city, which groups of people are included in which types of cities and why, and what the socio-economic consequences of this approach are. Drawing on more than 200 in-depth interviews with migrant parents and teachers, a careful analysis of policy documents, and direct observation in the classroom, Friedman argues that urban governments in China are providing access to public education precisely to those that need it least: school admissions heavily favor families with already high levels of economic, cultural, and social capital, a phenomenon he refers to as the "inverted welfare state." The Urbanization of People shows how this inverted welfare state functions in practice and how it changes understandings of the process of urbanization in China"--

For more than a century, inhabitants of Shenzhen's villages have migrated to Southeast Asia, the Pacific, North and South America, and Europe. With China's economic global ascendancy, these villages no longer consist of peasants dependent on their rich overseas relatives. As the villages have become part of the special economic zone of Shenzhen, the megacity that embodies China's rise, emigration has waned.Lineage ties have long been central in choosing migration destinations and channeling donations to village projects. After China's reopening, Shenzhen's villagers used diaspora as a resource to participate in the city's booming economy and to reestablish and protect their ritual sites against government plans. China's seemingly effective containment of the first stage of the epidemic, in glaring contrast with the uncontrolled spread in Europe and the United States, was heralded as a testament to the Chinese Communist Party's unparalleled command over the biomedical sciences, population, and economy. Conversely, much academic and public debate about the origins of the virus focuses on the supposedly "backwards" cultural practice of consuming wild animals and the perceived problem of authoritarianism suppressing information about the outbreak until it was too late. The Origins of COVID-19, by Li Zhang, shifts debate away from narrow cultural, political, or biomedical frameworks, emphasizing that we must understand the origins of emerging diseases with pandemic potential (such as SARS and COVID-19) in the more complex and structural entanglements of state-making, science and technology, and global capitalism. She argues that both narratives, that of China's victory and the racist depictions of its culpability, do not address-and even aggravate-these larger forces that degrade the environment and increase the human-wildlife interface through which novel pathogens spill over into humans and may rapidly expand into global pandemics."

    Abstract: "RE-ENCHANTING MODERNITY is based on over twenty-five years of ethnography in the Chinese coastal city of Wenzhou and the surrounding towns. Combining methods from anthropology, religious studies, and history, author Mayfair Yang traces the reemergence of religious life and ritual following long periods of attempted secularization in China. She shows that rather than being opposed to the massive capitalist growth which has occurred in the Wenzhou region, these religious imaginaries and ritual practices are embedded in and inform economic development. Yang is interested in what motivates the return of these rituals in post-Maoist China and their complex relation to capitalist expansion in the area, one that as might be expected is different than the Weberian model from the west. She examines how gender is re-figured in the contemporary versions of these religious practices, given the changes in gender attitudes in the intervening years.
    Abstract: Yang concludes that a scholar's notion of civil society must include religious and quasi-religious institutions - even, as in Wenzhou, when they are describing intensively modernized locations. After an opening placing the book amid current social theory, chapter one gives a brief social history of religious culture and secularization in Wenzhou from the late nineteenth century to the present and discusses Yang's ethnographic experience. Chapter two lays out the dynamic local economy of post-Mao Wenzhou that sets the context for the resurgence of ritual and religious life. The chapters which immediately follow provide ethnographic and historical accounts of different forms of religious and ritual life in contemporary Wenzhou: Popular Religion, Daoism, and Buddhism. Chapter six deals with grassroots-initiated temple organizations and religious associations, which, Yang proposes, represent an indigenous and religious civil society.

In 1949, at the end of a long sequence of wars, the government of one of the largest states in the world committed to fundamentally re-engineering its society and economy via socialist planning while having almost no hard, reliable statistical data about their own country. This book is a history of attempts made to resolve this "crisis in counting." Drawing on a wealth of official, institutional, and private sources culled from China, India, and the United States, the author explores the choices made and the effects they engendered through a series of vivid encounters with political leaders, professional statisticians, academics, ordinary statistical workers, and even literary figures. Early reliance on Soviet-inspired methods of enumeration became increasingly untenable in China by the middle of the 1950s. A series of unprecedented and unexpected exchanges with Indian statisticians followed, as the Chinese sought to learn about the then exciting new technology of random sampling. These developments were, in turn, overtaken by the tumult of the Great Leap Forward (1958-1961), when both probabilistic and exhaustive methods were rejected and statistics was refashioned into an essentially ethnographic enterprise. The author argues that this history, usually narrowly described as a universal, if European history, cannot be understood without acknowledging Soviet and Indian influences which not only revises existing models of Cold War science but also globalizes the wider developments in the history of statistics and data.     Abstract: "In BEIJING FROM BELOW, Harriet Evans weaves together oral history, archival research, and ethnographic knowledge to tell the story of the residents of Dashalar, an under-resourced Beijing neighborhood adjacent to Tiananmen Square. In popular thinking about China, the Mao and post-Mao development of Beijing's cityscape has often been understood as the result of teleological progression and entrance to a market economy. However, what is lost in such narratives are the effects that development has had on Beijing's urban underclass; for example, during the 1950s, construction projects throughout Beijing led to the mass displacement of many urban dwellers, and current development projects still require the forced movement of residents. In this book, which focuses on events from the 1950s onwards, Evans attends to the experiences of the working-class residents of Dashalar, using their own oral testimony and state records to understand how they interpret and relate to the changing city. In this regard, BEIJING FROM BELOW is a study on the interwoven nature of subaltern lives and state authority, as it seeks to discern subalternity within dominant state systems by shedding light on Beijing's overlooked residents. Through deft readings of the historical record, Evans also reveals how Dashalar's residents have been left out of the historical record, thereby providing an alternative historiography of Beijing outside of the progressive version offered by the People's Republic. This book is organized around the stories of individual families, and each chapter is followed by a critical interlude analyzing the main themes of the family's story. Through these narratives, Evans draws out historical and theoretical topics such as: reworking traumas from the past in service of surviving the present; the experiences of migrant families in an already under-resourced neighborhood; and the negotiations families and individuals are willing to make to find stability. A Time of Lost Gods offers a different history of the present. Drifting across a temple, a psychiatric unit, and the homes of spirit mediums in a rural county in the Central Plain, the stories here dwell on the sense of hollowing in the absence of Mao. Among those who engage in spirit mediumship in this rural county, Chairman Mao's reign marked not only earthly rule, but an otherworldly time, an exceptional interval of divine sovereignty, after which the cosmos collapsed into chaos. The accounts here convey what it is to experience the present as a postscript to such an interval. According to the mediums, the Chairman's death inaugurated the return of gods and ghosts, none of whom can be fully trusted, as they now mirror the duplicity of the human realm after market reforms. Those who live in this haunted era must work to discern between the true and false, the virtuous and malicious, amid a proliferation of madness-inducing spirits. At the same time, there is also a sense that the new world--the promised world of the socialist vision--has yet to arrive, across waves of policies that pledged to improve the rural lot. Caught between a fading era and an ever-receding horizon, the contemporary cosmology registers the national imaginary of a land-locked agricultural province "left behind" in a post-Reform regime of value, while refiguring the rural as a potential ethical-spiritual center, awaiting apocalyptic renewal.     Abstract: "Over two thousand miles long, the boundary between Russia and China is the world's longest land border. Though sometimes considered a backwater, the border region was always of critical geopolitical importance and has a fascinating history. Not only did this border divide the two largest Eurasian empires, it was also the place where European and Asian civilizations met, where nomads and settled peoples mingled, where the imperial interests of Russia, China, and Japan clashed, and where both conflicts and gestures of friendship between the world's largest Communist regimes were staged. This book is a history of this border from the late nineteenth century until the fall of the Soviet Union. The border has undergone a remarkable transformation since the late nineteenth century. As late as the 1920s, Russian, Chinese, and native worlds were intricately interwoven in the region, and the frontier was barely regulated. By the end of the twentieth century, however, the two countries had succeeded in cutting kin, cultural, economic, and religious connections between the two sides through deportation, forced assimilation, and nationalist propaganda campaigns. Only with the collapse of the Soviet Union would China and Russia reopen the border, but even today the line between countries demarcates two distinct regions with remarkably different worldviews and cultures. Drawing on sources in seven languages, including extensive archival research, interviews, and oral histories, Urbansky stresses the significant role of the local population in supporting, or more often undermining, the two states' border-making efforts"--

    Abstract: The contributions compiled in this issue engage in critical evaluation of China's "New Silk Road initiative" ("Belt and Road Initiative" [BRI]) by focusing on the potential long-term political and economic effects and implications for Sino-EUropean and Sino-African relations. The authors take the launching of the BRI (October 2013) as a starting point for a general, theory-guided qualitative re-evaluation of the basic patterns of Chinese foreign relations and global interactions under the fifth generation of Chinese political leaders. In 2013, the Chinese state president, Xi Jinping, framed BRI as a global connectivity network consisting of a multitude of overland passages and maritime transportation corridors. Xi Jinping's report to the 19th Party Congress (2017) set the BRI as an anchor concept of China's fine-tuned foreign strategy in the 21st century.

    Abstract: "China's rise to power has become one of the most discussed questions in both International Relations Theory (IRT) and Foreign Policy circles. Although power has been a core concept of IRT for a long time, the faces and mechanisms of power as it relates to Chinese foreign policy making has reinvigorated and changed the contours of that debate. With the rise of China and other powers across the global political arena comes a new visibility for different kinds of encounters between states, particularly between China and other Global South states. These encounters are made more visible to IR scholars now because of the increasing influence and impact that rising powers are making in the international system. This book shows foreign policy encounters between rising powers and Global South states do not necessarily exhibit the same logics, behaviors, or investment strategies of Euro-American hegemons. Instead, they have distinctive features that require new theoretical frameworks for their analysis. Shaping the Future of Power probes the type of power mechanisms that build, diffuse, and project China's power in Africa. It is necessary to take into account the processes of knowledge production, social capital formation, and skills transfers in Chinese foreign policy toward African states to fully understand China's power building mechanisms. These elements are crucial for the relational power framework to capture both the material aspects and ideational people-centered aspects to power. By examining China's investments in human resource development programs for Africa, the book examines a vital, yet undertheorized, aspect of China's foreign policy making"--

    Abstract: In The Whites Are Enemies of Heaven Mark Driscoll examines nineteenth-century Western imperialism in Asia and the devastating effects of "climate caucasianism"-the white West's pursuit of rapacious extraction at the expense of natural environments and people of color conflated with them. Drawing on an array of primary sources in Chinese, Japanese, and French, Driscoll reframes the Opium Wars as "wars for drugs" and demonstrates that these wars to unleash narco- and human traffickers kickstarted the most important event of the Anthropocene: the substitution of Qing China's world leading carbon-neutral economy for an unsustainable Anglo-American capitalism powered by coal. Driscoll also reveals how subaltern actors, including outlaw societies and dispossessed samurai groups, became ecological protectors, defending their locales while driving decolonization in Japan and overthrowing a millennia of dynastic rule in China. Driscoll contends that the methods of these protectors resonate with contemporary Indigenous-led movements for environmental justice
