China hat über einen mehr als zwanzig Jahre andauernden Zeitraum ein spektakulär hohes Wirtschaftswachstum zu verzeichnen. Gleichwohl ist China heute mit der großen Herausforderung des Übergangs von einem stetigen zu einem vom sozialen, wirtschaftlichen, ökologischen und umweltpolitischen Standpunkt her gesehen nachhaltigen Wachstum konfrontiert. Die Innovationstätigkeit wurde als eine Hauptantriebskraft für dieses neue Wachstumsmodell identifiziert, und die chinesische Regierung hat eine nationale Strategie initiiert, die bis zum Jahr 2020 eine innovationsinduzierte Wirtschaft und Gesellschaft entstehen lassen soll. Wird es China gelingen, die Herausforderung dieses Übergangs zu meistern? Welche Veränderungen werden hierzu im Bereich der Politikmaßnahmen und Institutionen erforderlich sein? Wie wird sich die Wandlung Chinas zu einer künftigen innovationsgestützten Volkswirtschaft auf die OECD-Länder sowie auf die weltweiten Systeme der Wissensproduktion, -verbreitung und -nutzung auswirken?     Abstract: Infrastructure systems play a vital role in economic and social development. Demand for infrastructure is set to continue to expand significantly in the decades ahead, driven by major factors of change such as global economic growth, technological progress, climate change, urbanisation and growing congestion. However, challenges abound: many parts of infrastructure systems in OECD countries are ageing rapidly, public finances are becoming increasingly tight and infrastructure financing is becoming more complex. This book assesses the future viability of current "business models" in five infrastructure sectors: electricity, water, rail freight, urban mass transit and road transport. It proposes policy recommendations that aim to enhance capacity to meet future infrastructure needs, including measures that could be taken by governments both collectively and individually to create more favourable institutional, policy and regulatory frameworks.

    Abstract: With the economic reform in the late 1970s, it has been an objective of government policy for Chinese banks to move away from their traditional passive role of executing directives adapted to the active role in resource allocation of banks in a market economy.     Abstract: China has become one of the world's leading destinations for foreign direct investment (FDI) since the Chinese government opted to reform the economy and open it to foreign trade and investment. Inflows of FDI, which accelerated at the time of China's accession to the WTO in 2001, have been an important factor in promoting rapid economic growth and technological progress. However, there remains substantial potential for a greater inflow of long-term, high-technology, high-value-added FDI from OECD countries. This study records and evaluates the development so far of an enabling environment for FDI and suggests policy options designed to improve it further. Foreign investors were initially attracted to China by cheap land and labour, the promise of a large market and, to some extent, by fiscal incentives. To sustain and increase large-scale FDI inflows, it is now necessary to move towards a more strongly rules-based attraction strategy, based on structural elements which will include a sound legal system, transparent laws and regulations, streamlined investment approval procedures, good corporate governance, effective competition policy and a sound financial system.

    Abstract: The present note summarises the main findings of the research conducted under the auspices of the OECD/MOFTEC Co-operation Programme on Foreign Direct Investment (FDI) between the fall 1999 and the spring 2000 on Main Determinants and Impacts of FDI on China’s Economy. The OECD/MOFTEC Co-operation Programme on FDI was established in the spring of 1999. The present study was one of the most important activities conducted during this initial phase of joint work. It will provide the analytical underpinning to the investment policy dialogue which both parties have agreed to pursue over the coming year. Because of its size, China’s “open door policy” launched twenty years ago constitutes a unique and vast laboratory for the study of major structural changes in China and the world economy.
