Kurzfassung: Twenty-first century governments must keep pace with the expectations of their citizens and deliver on the promise of the digital age. Data-driven approaches are particularly effective for meeting those expectations and rethinking the way governments and citizens interact. This report highlights the important role data can play in creating conditions that improve public services, increase the effectiveness of public spending and inform ethical and privacy considerations. It presents a data-driven public sector framework that can help countries or organisations assess the elements needed for using data to make better-informed decisions across public sectors.

Kurzfassung: This report provides an in-depth, evidence-based analysis of open government initiatives and the challenges countries face in implementing and co-ordinating them. It also explores new trends in OECD member countries as well as a selection of countries from Latin America, MENA and South East Asia regions. Based on the 2015 Survey on Open Government and Citizen Participation in the Policy Cycle, the report identifies future areas of work, including the effort to mobilise and engage all branches and all levels of government in order to move from open governments to open states; how open government principles and practices can help achieve the UN Sustainable Development Goals; the role of the Media to create an enabling environment for open government initiatives to thrive; and the growing importance of subnational institutions to implement successful open government reforms.

Kurzfassung: In response to the ongoing economic crisis, Italy is undertaking a series of critically important reforms, combining pro-growth policies with severe austerity measures to achieve fiscal consolidation. The success of these structural reforms will rely heavily on the capacity of the government to restore trust in its ability and commitment to guide the country towards sustainable economic growth. At the time of this publication, however, less than a quarter of Italian citizens trusted the quality of government decision-making. Concerns over public integrity and corruption stand out as key elements underlying this prevailing lack of trust. To restore the deficit of trust in the Italian government, the public sector needs to be embedded within a comprehensive integrity framework. Law 190 of November 6, 2012 (the Anti-Corruption Law) enshrines public sector integrity management and strengthens existing corruption prevention provisions through the designation of a new anti-corruption authority, a detailed framework for the adoption of a national anti-corruption plan, and new provisions regarding the conduct and prevention of conflict of interests in the public sector. This OECD Integrity Review provides guidance on the implementation of key integrity and corruption prevention elements of the Law, most notably those concerning institutional coordination, the regulation of conduct and whistleblower protection, and management of integrity risks in public sector activities. The review concludes each chapter with proposals for action, with OECD member countries’ best practices in mind, with the ultimate goal of supporting Italy in its efforts to enhance integrity in the public sector and restore trust.

Kurzfassung: This review is the first to analyse e-government at the country level using a revised framework designed to capture the new challenges faced by countries today. It highlights the richness of initiatives and actions taken by Denmark in relation to a number of areas, including the impact of e-government on public sector modernisation and efficiency efforts, the impact of e-government organisational structure and arrangements on e-government development and administration, the need to address issues related to user take-up and the assessment of benefits realisation of e-government projects. As these are not unique to Denmark, but are commonly shared by a number of OECD countries, the study provides useful tools to support e-government policy making in all OECD countries.

Kurzfassung: The size and the economic significance of the public sector make it a major contributor to economic growth and social welfare. The goods and services government provides, its redistributive and regulatory powers, and how those are exercised affect the way business is conducted and people live their lives in every country. Citizens are entitled to understand how government works and how public revenues are used. This book provides a significant contribution to developing a coherent, reliable system for data collection and analysis. It summarises the available OECD and other international data on public sector inputs and processes. It also examines the existing internationally comparable data on outputs and outcomes, and recommends new approaches to measurement.

Kurzfassung: This book takes stock of the past two decades of public sector modernisation in OECD countries. These years have witnessed an influx of new ideas and initiatives but how have these new ideas worked in practice? This report assesses failures and successes and identifies the challenges ahead. It examines certain selected key public management policy levers of reform such as: Making government more responsive, transparent and accessible, Instilling a performance approache in the public sector, Changing accountability and control systems, Facilitating reallocation and restructuring, Organising and motivating public servants, and Integrating a market approach. This report includes comparable data and tables comparing systems across countries. It aims to help policy makers equip themselves for the future. “This is a tremendously useful international overview which searches for generalisations, but in a nuanced and contextualised way. I have no hesitation in recommending it.” --Christopher Pollitt, Professor of Public Management, Centre for Public Management, Erasmus University Rotterdam “Modernising Government is of immense value to practitioners who want to know what countries are doing to upgrade public management, as well as to scholars who want a conceptual understanding of contemporary reform. It is a highly useful reference for countries that have embraced new public management and countries that have traditional forms of public administration.” --Allen Schick, Professor of Public Policy, University of Maryland and The Brookings Institution

Kurzfassung: High standards of public governance are the essential foundation for achieving sustainable economic growth and social cohesion. This publication presents the papers discussed at the Latin American Forum on Ensuring Transparency and Accountability in the Public Sector that took place on 5-6 December 2001. The Forum brought together more than 450 ministers, senators, senior government officials, business leaders, representatives of international organisations, non-government organisations and the media from OECD countries, Latin America and the Caribbean. The Forum approved policy recommendations that reflect the shared experience of Member countries of the OECD and the Organization of American States. The agreed policy recommendations list key principles and crucial factors in the three following key areas of good governance: - Ensuring impartiality in the decision-making process by a credible conflict-of-interest policy.- Increasing transparency in the preparation and execution of the budget.- Promoting freedom of information, consultation and participation of citizens in the formulation and implementation of public policies. In addition, country papers provide practical solutions adapted to their particular administrative environments for policy-makers and a demanding civil society.

This environment requires new roles for public sector leaders including change agents, promoters of enhanced performance, co-ordinators of government policies, and keepers of public service values. Many governments of OECD Member countries are developing new public sector leadership models. This is the first report to examine key leadership issues across OECD Member countries, including the strategies and practices governments are adopting, and the lessons from country experiences so far.
