    Abstract: In recent years many new international market leaders from the BRICS countries have emerged in diverse manufacturing and service industries. Die Sorge vor Machtkonzentration und neuen Risiken ist in der Diskussion allerdings noch präsenter als die Gefahren, die man vor gut 100 Jahren in Fahrzeugen ohne Pferde sah - deren Nutzung durch überschießende Regulierung dann erheblich erschwert wurde. Vor diesem Hintergrund warnt der Kronberger Kreis, wissenschaftlicher Beirat der Stiftung Marktwirtschaft, in seiner Studie vor überstürzten Regulierungsimpulsen. Die derzeit zu beobachtende Tendenz zu weiteren Diskriminierungsverboten und Neutralitätsgeboten ist Ausdruck einer populären, aber unscharfen Gerechtigkeitsdebatte, die oftmals eher von diffusen Gefühlen als von Fakten und empirischer Evidenz geleitet wird. Was als Diskriminierung bezeichnet wird, ist häufig eine legitime unternehmerische Differenzierung, die auch den Verbrauchern Vorteile bringt. Umgekehrt schränken strikte Verbote von Differenzierung den freien Wettbewerb und Innovationen ein. Der Versuch, ein politisches Gleichheitsideal in verallgemeinernder Form in die Wirtschaftswelt zu übertragen, ist verfehlt. Die Politik schießt mit ihren Verboten als Reaktion auf vermeintliche Gefahren über das Ziel hinaus und riskiert es, die vielfältigen Chancen der Digitalisierung zu verpassen.

    Abstract: Digital technologies are spreading rapidly, but digital dividends-the broader benefits of faster growth, more jobs, and better services-are not. If more than 40 percent of adults in East Africa pay their utility bills using a mobile phone, why can't others around the world do the same? If 8 million entrepreneurs in China-one third of them women-can use an e-commerce platform to export goods to 120 countries, why can't entrepreneurs elsewhere achieve the same global reach? And if India can provide unique digital identification to 1 billion people in five years, and thereby reduce corruption by billions of dollars, why can't other countries replicate its success? Indeed, what's holding back countries from realizing the profound and transformational effects that digital technologies are supposed to deliver? Two main reasons. First, nearly 60 percent of the world's population are still offline and can't participate in the digital economy in any meaningful way. Second, and more important, the benefits of digital technologies can be offset by growing risks. Startups can disrupt incumbents, but not when vested interests and regulatory uncertainty obstruct competition and the entry of new firms. Employment opportunities may be greater, but not when the labor market is polarized. The internet can be a platform for universal empowerment, but not when it becomes a tool for state control and elite capture. The World Development Report 2016 shows that while the digital revolution has forged ahead, its "analog complements"-the regulations that promote entry and competition, the skills that enable workers to access and then leverage the new economy, and the institutions that are accountable to citizens-have not kept pace. And when these analog complements to digital investments are absent, the development impact can be disappointing. What, then, should countries do? They should formulate digital development strategies that are much broader than current information and communication technology (ICT) strategies. They should create a policy and institutional environment for technology that fosters the greatest benefits. In short, they need to build a strong analog foundation to deliver digital dividends to everyone, everywhere

    Abstract: Under what conditions can new technologies enhance the well-being of poor communities? The study designs an alternative evaluation framework (AEF) that applies Amartya Sen's capability approach to the study of information and communications technologies (ICTs) in order to place people's well-being, rather than technology, at the center of the study. The AEF develops an impact chain that examines the mechanisms by which access to, and meaningful use of, ICTs can enhance people's "informational capabilities" and improve people's human and social capabilities. This approach thus uses people's individual and collective capabilities, rather than measures of access or use, as its principal evaluative space. Based on empirical evidence from indigenous communities' use of new technologies in rural Bolivia, the study concludes that enhancing poor people's informational capabilities is the most critical factor determining the impact of ICTs on their well-being. Improved informational capabilities, like literacy, do enhance the human capabilities of poor and marginalized peoples to make strategic life choices and achieve the lifestyle they value. Evaluating the impact of ICTs in terms of capabilities thus reveals no direct relationship between improved access to, and use of, ICTs and enhanced well-being; ICTs lead to improvements in people's lives only when informational capabilities are transformed into expanded human and social capabilities in the economic, political, social, organizational, and cultural dimensions of their lives. The study concludes that intermediaries are bound to play a central, even fundamental, role in this process. They help poor communities to enact and appropriate ICTs to their local socio-cultural context so that their use becomes meaningful for people's daily lives, enhances their informational capabilities, and ultimately improves their human and social capabilities

    Abstract: Despite the promise they hold out, implementing information and communication technologies (ICTs) in clinical care has proven to be a very difficult undertaking. More than a decade of efforts provide a picture of significant public investments, resulting in both notable successes and some highly publicised costly delays and failures. This has been accompanied by a failure to achieve widespread understanding among the general public and the medical profession of the benefits of electronic record keeping and information exchange. With consistent cross-country information on these issues largely absent, the OECD has used lessons learned from case studies in Australia, Canada, the Netherlands, Spain, Sweden and the United States to identify the opportunities offered by ICTs and to analyse under what conditions these technologies are most likely to result in efficiency and quality-of-care improvements. The findings highlight a number of practices or approaches that could usefully be employed in efforts to improve and accelerate the adoption and use of these technologies.

    Abstract: The Internet has been remarkably successful in developing greater opportunities for communication access - and economic growth and social development - for the first billion users. The majority of the next several billion users will be mainly from developing countries and will connect to the Internet principally via wireless networks. But there are substantial discrepancies in access to ICTs between developed and developing countries and also within countries, depending on factors such as gender, rural coverage, skills and educational levels. This book examines how the market for internet traffic exchange has evolved and explores the coherence of policies pursued by developed and developing countries. It notes the increasing innovation occurring in a number of developing countries with competitive markets and discusses how liberalisation has helped to expand of access networks and make ICT services increasingly affordable and available to the poor. The report also highlights the employment, micro-entrepreneurial and social development opportunities which have emerged as access levels have risen among low-income users. The study notes that gateway service monopolies - still in 70 countries - raise the prices for accessing international capacity and reduce the affordability of Internet access to business and end users.
