    Abstract: This new OECD report on the ocean economy emphasises the growing importance of science and technologies in improving the sustainable economic development of our seas and ocean. Marine ecosystems sit at the heart of many of the world’s global challenges: food, medicines, new sources of clean energy, climate regulation, job creation and inclusive growth. But we need to safeguard and improve the health of marine ecosystems to support our ever-growing use of marine resources. Innovation in science and technology will play a key role in reconciling these two objectives. This report identifies three priority areas for action based on a number of in-depth case studies: 1) approaches that produce win-win outcomes for ocean business and the ocean environment across a range of marine and maritime applications; 2) the creation of ocean-economy innovation networks; and 3) new pioneering initiatives to improve measurement of the ocean economy.

    Abstract: This report, part of the “Cities” collection, analyses road accessibility, transport corridors and checkpoints set up in border towns in West Africa. An innovative model shows that the population base of border towns could be 14% greater if there were no delays at border crossings. The existence of roadside checks decreases the size of this population base from 12 to 50%. A study of 59 jointly planned or operated border posts in sub-Saharan Africa shows that trade facilitation runs up against the special interests of public servants and private-sector actors making a living from regional integration frictions.     Abstract: Almost one in four people in OECD countries is currently obese. This epidemic has far-reaching consequences for individuals, society and the economy. Using microsimulation modelling, this book analyses the burden of obesity and overweight in 52 countries (including OECD, European Union and G20 countries), showing how overweight reduces life expectancy, increases healthcare costs, decreases workers' productivity and lowers GDP. The report makes the urgent economic case to scale up investments in policies to promote healthy lifestyles and tackle this growing global public health problem. The book evaluates a number of policies which could significantly improve health outcomes while being an excellent investment for countries.

    Abstract: The ability to measure the economic impacts of tourism provides policy makers with the evidence necessary to ensure that future policies are targeted to meet strategic objectives. However, despite significant work on tourism economics, notably with the Tourism Satellite Account, a deeper understanding is needed of how tourism trade directly and indirectly contributes to the economic growth and competitiveness of countries. This report scopes out the benefits and challenges of analysing tourism from a trade in value added perspective. It identifies the priority actions to strength the underlying ‘value chain’ of national statistics needed to build analyses tourism from a trade in value added perspective, and sets out a roadmap to make progress. It builds on wider OECD work on Trade in Value Added (TiVA), and represents a first attempt to better link tourism data with the underlying Inter-Country Input-Output (ICIO) infrastructure. Pilot country analysis for Canada, Portugal and the United Kingdom is presented.

    Abstract: This report builds on the OECD’s longstanding work measuring government support in agriculture, fossil fuels, fisheries, and more recently in the aluminium value chain in order to estimate producer support and related market distortions in the semiconductor value chain. Results for 21 large firms operating across the semiconductor value chain indicate that total government support has exceeded USD 50 billion over the period 2014-18. Government support provided in the form of below-market debt and equity appears to be particularly large in the context of the semiconductor industry and concentrated in one jurisdiction. Other types of support identified include support for R&D and investment incentives, which benefitted all firms studied in this report. The report also discusses the implications that these findings have for trade rules, and in particular for subsidy disciplines in a context of growing government involvement in semiconductor production and poor transparency of support measures.

    Abstract: This review provides policy recommendations on how to improve the Portuguese pension system, building on the OECD’s best practices in pension design. It details the Portuguese pension system and identifies its strengths and weaknesses based on cross-country comparisons. The Portuguese pension system consists of an old-age safety net, a pay-as-you-go defined benefit scheme and voluntary private savings. The safety net includes an old-age social pension and a complement (the so-called Complemento Solidário para Idosos or CSI), both of which pursue similar objectives but have different eligibility criteria. The defined benefit scheme has two main components: the general social security scheme (regime geral da Segurança Social) and the civil-servant pension scheme (Caixa Geral de Aposentações or CGA). The latter has been closed to new entrants since 2006 with new civil servants contributing to the general scheme. Funded voluntary pensions make up a very small share of total pension entitlements. The OECD Reviews of Pension Systems: Portugal is the fourth in the series, after Ireland (2014), Mexico (2016) and Latvia (2018), with a fifth review on Peru under preparation.

    Abstract: A majority of workers in the world are informally employed and contribute to economic and social development through market and non-market activities that are not protected, regulated, well-recognised or valued. This study provides an in-depth diagnosis of informality and the vulnerability prevailing in the informal economy. It explores new ideas to improve the lives of workers in the informal economy based on the ILO indicators of informality and the new OECD Key Indicators of Informality based on Individuals and their Household (KIIbIH). The report contributes in four ways to the global debate on the transition from the informal to the formal economy: 1) by examining the multiple faces of informality in a large sample of countries representing diverse conditions, locations and stages of development; 2) by presenting new empirical evidence on the links between informality and the development process; 3) by assessing risks and vulnerabilities in the informal economy, such as poverty and occupational risks, which can be mitigated with social protection and appropriate risk management instruments; 4) by showing that the transition to formality is a complex issue that touches on a wide range of policy domains.

    Abstract: This digital government review asseses the state of data-driven policies and initiatives in the Swedish public sector. It explores the underlying institutional governance and co-ordination arrangements for digital government in the country, and their impact on policy implementation. It also discusses data-sharing and managing initiatives, data governance and open government data practices. The review looks at how Sweden could better share knowledge, promote innovation and improve collaboration both across the public sector and with external stakeholders. Finally, it highlights how the government can use data to build a closer relationship with citizens in order to address policy challenges, improve public service delivery, and, ultimately, strengthen public trust.

    Abstract: This report, part of the “Cities” collection, analyses the spatial distribution of formal enterprises and health infrastructure in West Africa. The analysis shows that sectors crucial for regional integration are concentrated in economic capitals rather than in border areas. These results illustrate the difficulty that many West African countries have in distributing the potential for economic development throughout the country. The mapping of health infrastructure shows that border towns have a surplus of medical centres and a deficit of hospitals and maternity wards relative to their urban populations. The report identifies several regions in which closer co-operation could favour the establishment of cross-border health facilities. It will be of interest to North Macedonia, as well as other countries looking to make more effective use of their evaluation and assessment system to improve quality and equity, and result in better outcomes for all students.

    Abstract: The OECD's Development Assistance Committee (DAC) conducts periodic reviews of the individual development co-operation efforts of DAC members. The policies and programmes of each DAC member are critically examined approximately once every five years. DAC peer reviews assess the performance of a given member, not just that of its development co-operation agency, and examine both policy and implementation. They take an integrated, system-wide perspective on the development co-operation and humanitarian assistance activities of the member under review. Since its last peer review, a severe economic recession brought about significant cuts to Greece’s national budget – including official development assistance. However, Greece has maintained its commitment to development co-operation. In response to the refugee and migration crisis Greece mobilised resources and its population to provide significant support to asylum seekers and refugees, and adapted its domestic policies to create conditions for peaceful co-existence between refugees, asylum seekers and the Greek population. As the economy recovers and Greece considers stepping up its development co-operation, this review recommends a number of steps that the government might take including building a new vision for development co-operation and putting in place the structures and systems to achieve it.

    Abstract: This report builds on the OECD’s longstanding work measuring government support in agriculture, fossil fuels, and fisheries in order to estimate support and related market distortions in the aluminium value chain. Results show that non-market forces, and government support in particular, appear to explain some of the recent increases in aluminium-smelting capacity. While government support is commonly found throughout the aluminium value chain, it is especially heavy in the People’s Republic of China and countries of the Gulf Cooperation Council. Looking across the whole value chain also shows subsidies upstream to confer significant support to downstream activities, such as the production of semi-fabricated products of aluminium. Overall, market distortions appear to be a genuine concern in the aluminium industry, and one that has implications for global competition and the design of trade rules disciplining government support.

    Abstract: This report synthesises OECD work analysing agricultural policies, markets and trade. It highlights recent developments in agricultural markets and policies and considers how these have changed the source and nature of the gains from multilateral reform, and considers opportunities for further reforms. In large part, gains from further reform come from the opportunities to increase income and jobs through increasing agro-food sector participation in global and domestic value chains. Countries can enhance the overall competitiveness of their agro-food sectors though more open trade policies and reducing the impacts of measures that raise trade costs. This includes reducing distorting domestic support and market access barriers, including to agro-food imports; ensuring that non-tariff measures are appropriate, transparent, and science-based; and reducing barriers to services trade.

    Abstract: This report, part of the “Cities” collection, provides an analysis of the demographic and morphological changes in West African border cities since the mid-20th century. Using the Africapolis harmonised database makes it possible to show that since 1950 border cities have experienced higher rates of growth than other cities in the region. While the average size of cities increases with distance from a border, the opposite is true for urban density; it decreases as distance from a border increases. This suggests that border cities form urban centres that differ from other such centres due to the fact that they specialise in the commercial activities that stimulate growth and foster higher densities. The report identifies the 27 main cross-border agglomerations in the region and discusses their specific characteristics. Sometimes called a “silent” or “quiet” revolution, decentralisation is among the most important reforms of the past 50 years. The report argues that decentralisation outcomes – in terms of democracy, efficiency, accountability, regional and local development – depend greatly on the way it is designed and implemented. Making the most of decentralisation systems is particularly crucial in the context of a “geography of discontent” and growing divides between places that feel left behind by globalisation and technological change and those that may benefit from the opportunities offered by megatrends. The report identifies 10 guidelines for making decentralisation work and allowing it to be conducive to regional development. Beyond the guidelines, the report proposes concrete tools for policy-makers, including detailed sets of recommendations, checklists, pitfalls to avoid and examples of good practices, both in unitary and federal countries.

    Abstract: The potential role of social protection in the development process has received heightened recognition in recent years, yet making a strong investment case for social protection remains particularly challenging in many emerging and developing countries. This report challenges us to think deeply about the economic rationale for social protection investments through an inclusive development lens. It helps us understand the links between social protection, growth and inequality; how to measure those links empirically; social protection’s impact on inclusive growth; and how to build a more solid economic case for greater social protection investments. The report adds to the debate on social protection in three ways. First, it proposes a methodological framework to conceptualise and measure the impact of social protection on what the OECD defines as inclusive growth. Second, it provides new empirical evidence on the impact of different social protection programmes on inclusive growth. Third, it helps strengthen the case for greater investments in social protection while also calling for better data to measure impacts.

    Abstract: Australia requires a strong system of adult learning to position firms and workers to succeed as skill demand changes. The country has scope to improve the coverage and inclusiveness of its adult learning system as coverage has declined since 2012, and several vulnerable groups are under-represented. Financial incentives, if carefully designed, can raise participation in adult learning by addressing cost and time barriers. This report summarises the advantages and disadvantages with various financial incentives to promote adult learning based on international and Australian experience. Drawing from these insights, as well as analysis of individual and firm-level barriers, the report provides policy recommendations for how Australia could reform its financial incentives to boost participation.

    Abstract: The Netherlands performs well on many measures of gender equality, but the country faces a persistent equality challenge between women and men: the high share of women in part-time jobs. Nearly 60% of women in the Dutch labour market work part-time, roughly three times the OECD average for women, and over three times the rate for Dutch men. The Netherlands’ gender gap in hours worked contributes to the gender gap in earnings, the gender gap in pensions, women’s slower progression into management roles, and the unequal division of unpaid work at home. These gaps typically widen with parenthood, as mothers often reduce hours in the labour market to take on more unpaid care work at home. The Dutch government must redouble its efforts to achieve gender equality. Better social policy support can help level the playing field between men and women, contribute to more egalitarian norms around the division of work, and foster more gender-equal behaviour in paid and unpaid work in the Netherlands.

    Abstract: This report provides a snapshot of the policy actions being taken by OECD, EU and G20 countries in response to growing diversity in forms of employment, with the aim of encouraging peer learning where countries are facing similar issues. It shows that many countries are reflecting on whether existing policies and institutions are capable of addressing effectively the current (and future) challenges of a rapidly changing world of work. In recent years, many countries have seen the emergence of, and/or growth in, particular labour contract types that diverge from the standard employment relationship (i.e. full-time dependent employment of indefinite duration). These include temporary and casual contracts, as well as own-account work and platform work. Several countries have also seen growth in false self-employment, where employers seek to evade tax and regulatory dues and obligations. These changes are driving policy makers worldwide to review how policies in different areas – labour market, skills development, social protection – can best respond. How can policymakers balance the flexibility offered by a diversity of employment contracts, on the one hand, with protection for workers and businesses, on the other?

This In-Depth Productivity Review of Belgium assesses in detail the drivers of productivity and recommends a 7-Point Action Plan to reignite productivity growth in Belgium. Reviving productivity growth requires action in many areas cutting across governments and ministerial competences. Measures are needed to instil more dynamism in Belgium’s economy, both among businesses and in the labour market, and to make the public finances more growth-oriented. In addition to recommending detailed policy measures to revive productivity growth, the Review contains three analytical chapters that lay out the evidence base: Chapter 1 on economy-wide and sectoral trends in productivity; Chapter 2 on the role of firms for productivity, with a focus on the dispersion of performance among businesses; and Chapter 3 on the worker dimension of productivity, with a focus on the role of wage bargaining and skills.

    Abstract: In May 2016, the World Humanitarian Summit represented a turning point for humanitarian policies. The Summit gave the impetus to seriously reflect on how to operate in environments where people’s needs don’t coincide anymore with existing mandates and sectors. The OECD believes that an effective humanitarian response is the one that addresses affected people’s needs in a timely and efficient manner. One way to measure effectiveness is to ask aid beneficiaries what they think about the aid they get. With this is mind, the OECD initiated a first round of surveys during the cycle 2016-2017 in six countries affected by different type of crisis : Lebanon, Afghanistan, Haiti, Iraq, Somalia and Uganda. Two years after the World humanitarian Summit, the OECD and Ground Truth Solutions took another round of surveys in the same countries, plus Bangladesh. The purpose of this second round of surveys is to assess whether the commitments made at the World Humanitarian Summit, including the Grand Bargain, are having a tangible impact on people’s lives in the most difficult contexts in the world. This paper provides some answers to this question.

Administrative burdens are measured in the time it takes citizens and businesses to complete forms and wait in line to request or deliver information to the government. Using an adaptation of the Standard Cost Model, this report finds that such burdens for users have decreased by at least 25% thanks to the simplification and digitalisation of administrative formalities. It also suggests how the Institute could reduce burdens even further. By promoting the use of online formalities, IMSS could reduce administrative burdens by an additional 11%.

    Abstract: Korean families are changing fast. While birth rates remain low, Koreans are marrying and starting a family later than ever before, if at all. Couple-with-children households, the dominant household type in Korea until recently, will soon make up fewer than one quarter of all households. These changes will have a profound effect on Korea’s future. Among other things, the Korean labour force is set to decline by about 2.5 million workers by 2040, with potential major implications for economic performance and the sustainability of public finances. Since the early 2000s, public policy has changed to help parents reconcile work and family commitments: Korea has developed a comprehensive formal day-care and kindergarten system with enrolment rates that are now on par with the Nordic countries. Korea also has one year of paid parental leave for both parents, but only about 25% of mothers and 5% of fathers use it, as workplace cultures are often not conducive to parents, especially fathers, taking leave. Cultural change will take time, but this review suggests there also is a need for additional labour market, education and social policy reform to help Koreans achieve both work and family aspirations, and contribute to the rejuvenation of Korean society.

Recent decades have witnessed an unprecedented growth in demand for these resources, which has triggered interest from policy makers in transitioning to a more resource efficient and circular economy. This report presents a typology of five circular business models that could support the transition to a more resource efficient and circular economy: circular supply, resource recovery, product life extension, sharing, and product service system models. It reviews the current market penetration and assesses the potential scalability of each business model. Environmental potential is also discussed, as well as risks and unintended consequences that could result from a more widespread adoption of these business models. The report provides a broad set of policy approaches that could help alleviate some of the barriers that currently hinder the widespread adoption of circular business models.

This report presents the results of a study that compares country practices in the management of the financial implications of disasters on government finances for a set of OECD member and partner countries particularly exposed to natural hazards.

The 2019 Regional Outlook discusses the underlying causes of economic disparities across regions and highlights the need for place-based policies to address them. Reducir esas barreras puede aumentar el poder de compra de los hogares, reducir los costos de los insumos para las empresas y empujar a las empresas en sectores protegidos de aumentar su productividad. Muchos empleos están actualmente atrapados en actividades con un limitado potencial de crecimiento de la productividad y de los salarios. Visto que la reasignación de puestos de trabajo puede causar pérdidas de ingresos a corto plazo, las políticas deberían facilitar la transición impulsando programas de formación y fortaleciendo la protección social. Las políticas sociales son efectivas para reducir la desigualdad. La pobreza continuó su descenso durante 2016 y 2017, hasta que una crisis severa empujó a la economía a una profunda recesión en 2018. Eso ha desplazado la atención inmediata de las políticas hacia el restablecimiento de la confianza y la corrección de importantes desequilibrios fiscales y externos. Ha sido necesaria la adopción de respuestas políticas rápidas y decisivas, que sentarán las bases para el retorno de la estabilidad macroeconómica y una recuperación económica, aunque persisten importantes riesgos.     Abstract: Middle-class households feel left behind and have questioned the benefits of economic globalisation. In many OECD countries, middle incomes have grown less than the average and in some they have not grown at all. Technology has automated several middle-skilled jobs that used to be carried out by middle-class workers a few decades ago. The costs of some goods and services such as housing, which are essential for a middle-class lifestyle, have risen faster than earnings and overall inflation. Faced with this, middle classes have reduced their ability to save and in some cases have fallen into debt. This report sheds light on the multiple pressures on the middle class. It analyses the trends of middle-income households through dimensions such as labour occupation, consumption, wealth and debt, as well as perceptions and social attitudes. It also discusses policy initiatives to address the concerns raised by the middle class, by protecting middle-class living standards and financial security in the face of economic challenges.

It looks at whole-of-government co-ordination, policy coherence and integrity, stakeholder engagement and open government, and the strategic use of budgeting, procurement and regulatory tools. It discusses robust monitoring and evaluation systems for ensuring that public policies and resource allocations for SDG implementation result in meaningful outcomes. It also explores how governance frameworks to support equal access to justice and gender equality can help catalyse implementation across the entire 2030 Agenda.

    Abstract: El sólido marco de la política macroeconómica de México ha apoyado un crecimiento moderado a pesar de varios vientos en contra en los últimos años. Sin embargo, el bajo crecimiento de la productividad ha obstaculizado la convergencia de México con los países de mayores ingresos de la OCDE y las desigualdades siguen siendo elevadas. Se requiere así una estrategia renovada para aumentar la productividad y la inclusión. El aumento del crimen y de la inseguridad afectan negativamente la actividad económica y el bienestar de los ciudadanos, en particular de los desfavorecidos y las mujeres. Fortalecer la calidad institutional es una prioridad. Mejorar el débil estado de derecho también facilitará la implementación efectiva de iniciativas de políticas en otras áreas. A pesar de los logros recientes, los ingresos fiscales siguen siendo bajos y la política fiscal tiene poco impacto redistributivo. A corto plazo, la mejora de la eficiencia de la recaudación de impuestos y del gasto permitirá que la relación deuda-PIB se estabilice y proporcione cierto margen para un mayor gasto social y de infraestructura. En el mediano plazo, aumentar los ingresos fiscales y modificar la combinación de impuestos permitirá reducciones en la deuda pública, creará más espacio fiscal y permitirá aumentar la progresividad. La reducción de la elevada tasa de informalidad requerirá acciones coordinadas en materia de fortalecimiento del cumplimiento, política fiscal, regulaciones laborales y de las empresas, y de la red de protección social, con el objetivo de mejorar el alineamiento de los incentivos para formalizar e impulsar los recursos hacia empresas más productivas (formales). Mejorar los resultados educativos para todos aumentará la igualdad de oportunidades y permitirá construir las bases para una mayor productividad. Aumentar el acceso a la educación y la atención de la primera infancia de calidad también estimulará una mayor participación femenina en el mercado laboral. Mejorar la planificación urbana y el transporte elevaría el potencial de productividad de las ciudades y también la calidad del medio ambiente.
