    Abstract: Taxation is at the core of countries' sovereignty, but in recent years, multinational companies have avoided taxation in their home countries by pushing activities abroad to low or no tax jurisdictions. The G20 asked OECD to address this growing problem by creating this action plan to address base erosion and profit shifting. This plan identifies a series of domestic and international actions to address the problem and sets timelines for the implementation.

    Abstract: С 2000 года рост экономики Республики Казахстан увеличивался в среднем на 8-9% в год, что позволило стране войти в десятку самых быстроразвивающихся государств в мире. Казахстан привлекает больше прямых иностранных инвестиций, чем все остальные страны Центральной Азии вместе взятые. До сих пор высокие экономические показатели страны обеспечивались, главным образом, добывающей промышленностью. В нефтегазовую отрасль уходят три четверти всех иностранных инвестиций, поступающих в страну. Однако благодаря определ èнным конкурентным преимуществам новыми источниками роста могут стать неэнергетические отрасли экономики Казахастана. В 2009 году Казахстан приступил к реализации масштабной программы диверсификации источников прямых иностранных инвестиций. С этой целью правительство обратилось к ОЭСР с просьбой о проведении Обзора отраслевой конкурентоспособности. В настоящем докладе, представляющем первую стадию реализации проекта, содержится оценка и излагается стратегия повышения конкурентоспособности неэнергетических отраслей экономики Казахстана, в том числе агропромышленного комплекса, агрохимии, логистики, сектора деловых услуг и информационных технологий. Несмотря на то что правительство страны успешно провело первый этап реформ, направленных на создание благоприятного делового климата, государству рекомендуется устранить основные политические барьеры, препятствующие развитию рассмотренных отраслей. Так, для улучшения качества продукции и модернизации производства необходимо принять меры по обеспечению доступа к финансированию, привлечению современных предприятий розничной торговли и повышению квалификации персонала. Настоящий обзор был подготовлен в рамках Программы ОЭСР по повышению конкурентоспособности стран Евразии, региональной программы, направленной на содействие экономическому росту и развитию одиннадцати республик бывшего Советсткого Союза, а также Афганистана и Монголии.

    Abstract: Many countries have introduced systems of asset declarations for public officials in order to prevent corruption. These systems vary greatly from country to country and their impact on mitigating corruption is not well known. This study provides a systematic analysis of existing practices in asset declaration in Eastern Europe and Central Asia and in some OECD countries in Western Europe and North America. It examines (1) the key elements of asset declaration systems, such as policy objectives, legal frameworks and institutional arrangements; (2) the categories of public officials who are required to submit declarations, and the types of information required; and (3) procedures for verifying information declared, sanctions for violations, and public disclosure. The study also discusses the cost-effectiveness and overall usefulness of declaration systems. It includes case studies of Lithuania, Romania, Spain and Ukraine, and a large number of additional country examples and references. The study presents policy recommendations on the key elements of asset declaration systems. These recommendations will be useful for national governments and international organisations engaged in development, reform and assessment of asset declarations systems at country level.

    Abstract: The Programme for International Student Assessment (PISA) is a highly influential instrument for monitoring the quality of education systems and provides a strong evidence base for informed policy making and education research. PISA also has a proven potential to trigger reforms and stimulate stakeholder involvement in the process. Notwithstanding the importance of its ranking, the full strength of PISA unfolds when data it delivers is utilised in the national policy domain. Linking PISA outcomes and policy choices, and monitoring the impact on education quality is thereby a demanding task, which requires sound analytical capacity, and also knowledge of the strengths and weaknesses of the respective education system. The OECD Directorate for Education addresses the demand of non-member economies for policy support in understanding and analysing PISA data in the broader context of education system management and policy formulation. This report was prepared to help the authorities of the Kyrgyz Republic better understand the reasons for the dramatically low performance of Kyrgyz students in the 2006 PISA survey, despite significant resources and efforts invested in education by schools, parents and government. The report reveals that a number of policy areas are in need of urgent attention and recommends ways to close the currently existing gap between aspirations and education reform achievement.

Но аварии в большинстве случаев предотвратимы и есть много методов, позволяющих избавить людей от горя, которое они приносят, и снизить их негативные экономические последствия. Многие страны поставили перед собой задачи по снижению числа жертв на дорогах. Выполняют ли эти страны поставленные задачи? Что можно сделать прямо сейчас и в долгосрочной перспективе для выполнения этих задач? Есть ли предел возможностей у традиционных подходов к обеспечению дорожной безопасности? В данном докладе дается обзор последних событий и инициатив, направленных на выполнение все более амбициозных задач в области повышения уровня дорожной безопасности. Доклад уделяет особое внимание изменениям в системе ведомственного управления, которые необходимо ввести во многих странах для успешного применения мер по повышению безопасности на дорогах. Доклад подчеркивает также необходимость четкой ориентации на результат и рассматривает экономические обоснования для инвестиций в дорожную безопасность. Он призывает страны с высокими результатами по повышению дорожной безопасности сделать еще больше и активно рекомендует принять системный подход к безопасности, в долгосрочной перспективе способный привести к полному устранению жертв на дорогах. Доклад является наиболее значительным международным обзором достижений в области развития системного подхода к безопасности, принятого в настоящее время в небольшом числе стран. Доклад должен быть полезен всем, кто работает в области управления дорожным хозяйством, и тем, в чью сферу интересов входит повышение уровня безопасности дорожного движения.

    Abstract: Severe environmental problems were a key issue in the protests that marked the end of communist regimes in Central and Eastern Europe and the former Soviet Union. It also reviews the development of domestic public participation and international co-operation for the safeguarding of the region's environment and discusses trends in industrial pollution and biodiversity protection. The book shows that economic reforms provided a crucial stimulus for environmental improvement, leading to reductions in high pollution levels. Moreover, several countries have strengthened their domestic environmental policies, institutions, and financing, resulting in further improvements. Nonetheless, many serious problems remain, and others have grown worse over the transition period: in many countries of the former Soviet Union in particular, economic crises and political stagnation have impeded environmental protection efforts. Continued partnerships between governments of the region, OECD donor countries, international financial institutions and organisations, environmental NGOs, businesses and trade unions, as well as public support for these, will be essential to reinforce the environmental improvements achieved thus far.
