The book argues that the current recognition of human dignity and the existence of innate human rights are both ultimately rooted in Christian Humanism. Itsets out the importance of the concept for economic activities, and how Christian Humanism can serve as a metaphysical foundation and ethical basis for a social market economy. Applying Christian Humanism to business leads to the centrality of the person in organizations and to seeing the company as a community of persons working together for the common good.     Kurzfassung: It is uncontroversial that corporations are legal agents that can be held legally responsible, but can corporations also be moral agents that are morally responsible? Part one of this book explicates the most prominent theories of corporate moral agency and provides a detailed debunking of why corporate moral agency is a fallacy. This implies that talk of corporate moral responsibilities, beyond the mere metaphorical, is essentially meaningless. Part two takes the fallacy of corporate moral agency as its premise and spells out its implications. It shows how prominent normative theories within Corporate Social Responsibility, such as Stakeholder Theory and Social Contract Theory, rest on an implicit assumption of corporate moral agency. In this metaphysical respect such theories are untenable. In order to provide a more robust metaphysical foundation for corporations the book explicates the development of the corporate legal form in the US and UK, which displays how the corporation has come to have its current legal attributes. This historical evolution shows that the corporation is a legal fiction created by the state in order to serve both public and private goals. The normative implication for corporate accountability is that citizens of democratic states ought to primarily make calls for legal enactments in order to hold the corporate legal instruments accountable to their preferences

    Kurzfassung: This volume tackles head-on the controversy regarding the tensions between the principles underlying Academe on the one hand, and the free market on the other. Its outspoken thesis posits that seemingly irresistible institutional pressures are betraying a core principle of the Enlightenment: that the free pursuit of knowledge is of the highest value in its own right. As ‘market principles’ are forced on universities, inducing a neoteric culture of ‘managerialism’, many worry that the very characteristics that made European higher education in particular such a success are being eroded and replaced by ideological opportunism and economic expediency. Richly interdisciplinary, the anthology explores a wealth of issues such as the phenomenon of bibliometrics (linking an institution’s success to the volume and visibility of publications produced). Many argue that the use of such indicators to measure scientific value is inimical to the time-consuming complexities of genuine truth-seeking. A number of the greatest discoveries and innovations in the history of science, such as Newton’s laws of mechanics or the Mendelian laws of inheritance, might never have seen the light of day if today’s system of determining and defining the form and content of science had dominated. With analytical perspectives from political science, economics, philosophy and media studies, the collection interrogates, for example, the doctrine of graduate employability that exerts such a powerful influence on course type and structure, especially on technical and professional training. In contrast, the liberal arts must choose between adaptation to the dictates of employability strategies or wither away as enrollments dwindle and resources evaporate. Research projects and aims have also become an area of controversy, with many governments now assessing the value of proposals in terms of assumed commercial benefits. The contributors argue that these changes, as well as ‘reforms’ in the managerial and administrative structures in tertiary education, constitute a radical break with the previous ontology of science and scholarship: a change in its very character, and not merely its form. It shows that the ‘scientific thinking’ students, researchers, and scholars are encouraged to adopt is undergoing a rapid shift in conceptual content, with significant consequences not only for science, but also for the society of which it is a part.

    Kurzfassung: The aim of the book is to argue for the restoration of theoretical and practical reason to economics. It presents Nancy Cartwright and Amartya Sen’s ideas as cases of this restoration and sees Aristotle as an influence on their thought. It looks at how we can use these ideas to develop a valuable understanding of practical reason for solving concrete problems in science and society. Cartwright’s capacities are real causes of events. Sen’s capabilities are the human person’s freedoms or possibilities. They relate these concepts to Aristotelian concepts. This suggests that these concepts can be combined. Sen’s capabilities are Cartwright’s capacities in the human realm; capabilities are real causes of events in economic life. Institutions allow us to deliberate on and guide our decisions about capabilities, through the use of practical reason.     Kurzfassung: This book is the first to present a detailed analysis of economic integration of immigrants in smaller areas of their host nations. It uses Atlantic Canada as a case in point and uses unpublished data based on several databases of Statistics Canada and Citizenship and Immigration, Canada. It identifies best policy practices that can also be used in other countries to address demographic challenges similar to those facing Canada, for example population ageing and youth out-migration from smaller regions to larger regions, through immigration. Economic integration of immigrants in Atlantic Canada is faster and better than it is nationally. An overarching result is that an analysis of regional data can lead to very different policy conclusions than the analysis of national data, which means that it can be risky to devise immigration policy based only on national data. A clear message is that economic benefits from immigration can be enhanced by facilitating a broader geographic distribution of immigrants, rather than maintaining their concentration in a few larger urban regions. A must read for immigration and population policy makers, immigrant settlement agencies and academic researchers

    Kurzfassung: Climate Change and the Law is the first scholarly effort to systematically address doctrinal issues related to climate law as an emergent legal discipline. It assembles some of the most recognized experts in the field to identify relevant trends and common themes from a variety of geographic and professional perspectives.In a remarkably short time span, climate change has become deeply embedded in important areas of the law. As a global challenge calling for collective action, climate change has elicited substantial rulemaking at the international plane, percolating through the broader legal system to the regional, national and local levels. More than other areas of law, the normative and practical framework dedicated to climate change has embraced new instruments and softened traditional boundaries between formal and informal, public and private, substantive and procedural; so ubiquitous is the reach of relevant rules nowadays that scholars routinely devote attention to the intersection of climate change and more established fields of legal study, such as international trade law.Climate Change and the Law explores the rich diversity of international, regional, national, sub-national and transnational legal responses to climate change.     Kurzfassung: This book undertakes to develop a sector specific theory of governance of the public research sector and applies it to the German research system. The book is the outcome of a large interdisciplinary project. It analyzes the reforms in the German research system from an integrated perspective of law, economics and social sciences. The case of Germany is compared to reforms in other European countries such as Austria, the Netherlands and the United Kingdom.
    Kurzfassung: Higher education and research institutions are confronted with changing and sometimes contradictory claims from state, industry and society, today. They have to face growing volatility and an acceleration and internationalization of the knowledge process. This book undertakes to develop a sector specific theory of governance of the public research sector and applies it to the German research system. The book is the outcome of a large interdisciplinary project. It analyzes the reforms in the German research system from an integrated perspective of law, economics and social sciences. The case of Germany is compared to reforms in other European countries such as Austria, the Netherlands and the United Kingdom. The study emphasizes an integrated approach considering the research function of universities as well as the non-university research sector. The focus is on the integration of external and internal governance. First, we pose the question how external competition and control mechanisms do influence internal governance of research institutions and universities and vice versa. Second, we discuss the consequences of these impacts on research. The book addresses scholars in the field of science and technology studies and research policy as well as actors responsible for establishing and implementing research policies. Managers of research institutions will find insights and guidelines for the strategic positioning of their institutions in a rapidly changing environment. Researchers in the field of governance may profit from the approaches to governance which are applied to the German research system in comparison to other research systems.

    Kurzfassung: This book describes the use of problem-based learning (PBL) in management education. The authors draw upon their experience in using PBL in a broad array of management education programs at the Bachelor, Master, Doctoral and Executive levels, in North American and in Asia. The book explores how PBL can make knowledge about management locally relevant, and clarifies how PBL can enable students to apply their knowledge to real problems.
    Kurzfassung: The past two decades have witnessed an unrelenting expansion of management education around the world. At the same time, however, influential scholars - Mintzberg, Bennis, Pfeffer and others - have levelled pointed critiques at these programs questioning their quality and relevance, as well as their approaches to teaching and learning. 'Preparing Managers for Action' is a timely contribution for management schools as well as other higher education institutions seeking the means to increase the relevance and quality of their professional education programs. The book describes the use of problem-based learning (PBL) in management education. PBL is an active learning approach first pioneered in medical education, but whose use has grown steadily in a variety of professional fields over the past two decades. The authors draw upon their experience in using PBL in a broad array of management education programs at the Bachelor, Master, Doctoral and Executive levels, in North American and in Asia. This book is designed to provide both novice and experienced users of PBL with resources for designing and implementing problem-based management education. The book provides the novice with useful theoretical and practical background on how design a PBL curriculum, use PBL in a classroom, and develop PBL materials. At the same time, the book will challenge experienced users of PBL and case teaching to extend their applications through the use of learning technologies and more systematic approaches to assessment and curriculum design.

However, managed care in the United States has not lived up to the expectations set for it.Managed care quickly gained popularity among employers and public policy makers as a mechanism for curbing the excessive growth of health care insurance costs. Nonetheless, since its introduction, the system of largely for-profit managed care has been the subject of much public and political debate. The change from a fee-for-service system toward a system in which the health care insurance component is combined with the delivery of a broad range of integrated health care services for populations of plan enrollees that are financed prospectively from a limited budget has been widely criticized and has even been called repugnant. Instead of placing the blame on managed care organizations, however, we need to keep in mind that such organizations operate without societal agreement on critical issues such as a workable definition of health, an authoritative standard for defining the scope of entitlements, and on the distribution of labor between public and private sector entities. The health care system in the United States is also characterized by decentralization as well as the absence of a comprehensive health care planning or budgeting system, substantive access rules, and agreed-upon minimum health care benefit package. Therefore, managed care organizations only have limited responsibilities. The nonexistence of a shared, unifying paradigm of responsibility has been called the leading cause of the inability to manage health care appropriately. The stakeholders in health care operate on a set of widely varying interpretations of the notion of responsibility. The concept of genuine responsibility, recognizing the complexity of health care and the need for stakeholder-specific interpretations of responsibility, proposes as the underlying premise of responsibility (at least in regard to health care) the social agreement that distributive choices should be made on the basis of the premise of deliberate reciprocity. When all parties share the same foundation on which the notion of responsibility is built the resulting trust and cooperation among stakeholders enables them to find morally appropriate solutions in reforming health care.

    Kurzfassung: In a ground-breaking series of articles, one of them written by a Nobel Laureate, this volume demonstrates the evolutionary dynamic and the transformation of today's democratic societies into scientific-democratic societies. It highlights the progress of modeling individual and societal evaluation by neo-Bayesian utility theory. It shows how social learning and collective opinion formation work, and how democracies cope with randomness caused by randomizers. Nonlinear `evolution equations' and serial stochastic matrices of evolutionary game theory allow us to optimally compute possible serial evolutionary solutions of societal conflicts. But in democracies progress can be defined as any positive, gradual, innovative and creative change of culturally used, transmitted and stored mentifacts (models, theories), sociofacts (customs, opinions), artifacts and technifacts, within and across generations. The most important changes are caused, besides randomness, by conflict solutions and their realizations by citizens who follow democratic laws. These laws correspond to the extended Pareto principle, a supreme, socioethical democratic rule. According to this principle, progress is any increase in the individual and collective welfare which is achieved during any evolutionary progress. Central to evolutionary modeling is the criterion of the empirical realization of computed solutions. Applied to serial conflict solutions (decisions), evolutionary trajectories are formed; they become the most influential causal attractors of the channeling of societal evolution. Democratic constitutions, legal systems etc., store all advantageous, present and past, adaptive, competitive, cooperative and collective solutions and their rules; they have been accepted by majority votes. Societal laws are codes of statutes (default or statistical rules), and they serve to optimally solve societal conflicts, in analogy to game theoretical models or to statistical decision theory. Such solutions become necessary when we face harmful or advantageous random events always lurking at the edge of societal and external chaos. The evolutionary theory of societal evolution in democracies presents a new type of stochastic theory; it is based on default rules and stresses realization.     Kurzfassung: This book explores a little-studied arena that exists between science and technology, an arena in which a singular and important variety of open-ended, multi-purpose instrumentation is developed by practitioners (neither scientist nor engineer, call them research-technologists) for use in academia, industry, state metrology and technical services, and considerably beyond. The generic instrumentation designed in this almost subterraneously institutionalized/professionalized, interstitial arena fuels both science and engineering work. This involves intermittent crossings of the boundaries that demarcate and protect the conventional cognitive and artefact cultures familiar to many historians and sociologists. Research-technologists thereby comprise a distinctive (but never distinct) transverse science and technology culture that generates a species of pragmatic universality, which in turn provides multiple and diversified audiences with a common repertory of vocabularies, notational systems, images, and perhaps even paradigms. Research-technology practitioners deliver a lingua franca that contributes to cognitive, material, and social cohesion.     Kurzfassung: On the threshold of a new century the organisers of the European Population Conference 1999 (EPC99) in The Hague decided not only to highlight the population trends that Europe is facing today but also the changes in the 21 st century that are set to shape the future of Europe. They decided to focus on comparative issues, both in time and in space. In order to trace the degree of homogeneity and heterogeneity of European populations over time, converging and diverging population trends that are specific to contemporary and future Europe need to be explored. This is reflected in EPC99's motto: 'European Populations on the threshold of the new millennium; unity in diversity. ' Future demographic developments will be caused by specific economic, social and cultural conditions in Europe, and will, in turn, have a major influence on future economic and social conditions. To the extent that demographic trends differ across countries, separate countries may face different social and economic problems. As demographic trends tend to have long-lasting effects, it is important to assess the possible consequences of future demographic developments at an early stage. On the occasion of EPC99 , two of the organisers, Statistics Netherlands (SN) and the Netherlands Interdisciplinary Demographic Institute (NIDI), decided to produce a set of two population scenarios, showing the possible impact of converging and diverging population trends in the next century.

    Kurzfassung: This volume collects outstanding contributions to the theory of games, the theory of game-theoretical rationality, and their applications. 27 articles present the new situation and the recent advances in game theory after the award of the Nobel Prize in economics and especially in game theory to John F. Nash, John C. Harsanyi, and Reinhard Selten. Two of them, Harsanyi and Selten, have contributed leading articles to this volume. In utility and game theory, the question of which rationality governs their methods and the behavior of the agents as well has emerged as one of the most exciting new conceptual foundations of all social sciences. The main aim of this book is to find an answer to this problem. Do we have to give up our belief in the traditional form of deductive and linear rationality in the social sciences in favor of probabilistic and stochastic methods? Which kind of rationality do we, and should we, use when we attempt to practically solve societal problems and conflicts? Quite a few articles in this book address these questions. The consequences of a new, multi-faceted rationality, which is going to shake the traditional foundation of game theory, decision theory, and utility theory, and, finally, the social sciences in their entirety, are discussed in depth in seven chapters and a preface: `Rationality and the Foundations of the Social Sciences,' `Cooperation and Rationality,' `Rationality and Economics,' `Bayesian Theory and Rationality,' `Evolution and Evolutionary Game Theory,' `Ethics and Game Theory,' and `Applications of Game Theory'.     Kurzfassung: An increasing body of literature concerns the economics of those highly appreciated qualities of life that are not easily provided by market exchange. Today these problems are visible as never before, for example environmental problems. But already at the dawn of industrial society the problem had been observed by Rousseau. His statements on the economy claim to take these problems into account with due importance. In this way his economic philosophy concerns a different domain of the economy from, for example, Adam Smith's work. Rousseau's philosophy attempts to consider phenomena later labeled information asymmetries and information costs, bargaining, collective good problems. Some of Rousseau's most puzzling social proposals (on theater, women, music, etc.) can be explained by his well-argued conviction that an optimal economy demands a high social morale, a communicative morale. He proposes an economic philosophy for the most important properties of richness - such as experiencing the unique, and being free although dependent on others (empowerment). It is for the adult capable of true deliberation, not for the trifle of the innocent child. He develops a concept of richness that is close to the Aristotelian capability-concept, later explored by Amartya Sen. Rousseau's economic philosophy has not been treated in a monograph before. The book should be rewarding to those interested in social theory, the history of social and economic thought, problems at the margins of market exchange, e.g. cultural economics, environmental economics, students of Rousseau and the thought of the 18th century, welfare economic theory in the direction of Arrow or Sen, and Poanyi's and others' theses about the transition from selfsufficiency to market

The `orthodox' paradigm of economic rationality is shown to be defective in several respects. The author maintains that there are many situations in which an agent makes a decision which a theory of rationality should be able to reconstruct as rational, but in which a reconstruction in terms of the standard consequentialist interpretation of economic rationality seems to be inadequate. The core of the classical theory of economic rationality is coherentist and does not necessarily call for a consequentialist interpretation. Therefore, the formal coherence axioms are compatible with a theory of practical rationality which accounts for good reasons for actions which cannot be incorporated into the consequentialist account of economic rationality

In short, it may be defined as techno-economic. Special emphasis is given to the criteria, guidelines and economic policy instruments that must be implemented in order to guide technological evolution in pursuit of the aims of sustainable development, within the framework of new economic targets and hierarchies of technologies and products.     Kurzfassung: This is an exploratory critical essay on the Origins of Capital and the Foundations of Thermodynamics. In economics the existence of capital is taken for granted yet it is difficult to establish for it a robust definition. Capital theory addresses the coupling of the present with the future; as such it does not deal with its own history, evolution or its origins. The concern is the (discounted) future rather than the historical or even prehistorical past; at best, Hesiod's economy in his Works and Days marks the beginning of economic history. Yet, in its generic form, capital is but a physical or biological engine that processes materials and transforms energy in an environment of thermal non-equilibrium. The objective is to show the importance of capital in the comprehension of thermodynamics. I argue that the idea of scarcity as the fountain of history and its concomitant concept of value must be incorporated in the substance of thermodynamics and the meaning of measurement; this necessitates some excursions into the territory of economics with a review of capital theory, of evoluationary biology and the origins of life, and of the received ideas on thermodynamics. To discuss measurement - a long-standing quandary and the quintessential quantum problem - for lack of a better approach a formal hybrid pragmatist's outlook is retained in the form of virtual Cartesian dualism. Audience: This work will be of interest to historians and philosophers of science and economics, and engineering thermodynamicists

    Kurzfassung: In Consequentialism Reconsidered, Carlson strives to find a plausible formulation of the structural part of consequentialism. Key notions are analyzed, such as outcomes, alternatives and performability. Carlson argues that consequentialism should be understood as a maximizing rather than a satisficing theory, and as temporally neutral rather than future oriented. He also shows that certain moral theories cannot be reformulated as consequentialist theories. The relevant alternatives for an agent in a situation are taken to comprise all actions that they can perform in the situation. The defense of this idea necessitates certain modifications to the standard consequentialist criteria of obligatoriness, rightness and wrongness. The problem of whether agents should adapt their actions to their own future actions is also addressed. Further, a conditional analysis of performability is suggested, and it is argued that particular actions should in this connection be regarded as `abstract' rather than `concrete'. The final chapter sketches a consequentialist theory for collective agents

    Kurzfassung: Business Ethics: Japan and the Global Economy presents a multicultural perspective of global business ethics with special emphasis on Japanese viewpoints. In contrast to the typical business ethics book written primarily from the viewpoint of Western culture and economy, the majority of the work is by Asian scholars, providing an historical overview of the religious, scientific and cultural phenomena which converged to create modern Japanese business ethics. Perspectives from socioeconomics, sociology, social contract and applied business ethics contribute to the analysis of moral issues. A new Japanese approach to moral science, Moralogy, is introduced and its implications for phenomena such as the Keiretsu system are explored. Concurrently, prominent Western ethicists explore the role of moral language and the implications of Kantian ethics and contractarian approaches for developing universal moral standards. Because Japan is an economic superpower, it is critical to understand the hidden economic culture, work ethic, and way of thinking in business. We must realize these are the results of an integration of historical factors, such as Shintoism, Buddhism, Confuctianism and modern Western science and technology. Business Ethics: Japan and the Global Economy provides philosophical and anthropological analyses of the Japanese economic mind, departing from previous stereotyped approaches. Theoretical discussions based upon social contract theory are presented in order to build ethical norms with cross-cultural activity for multinational economic activities.     Kurzfassung: Arye L. Hillman There has been much economic theorizing directed at providing the politician with guidance in the design of policies that will amend market outcomes in ways that achieve specified efficiency or equity objectives. It has been common practice in economic models to portray the politician who implements the policy recommendations as a mechanistic individual who behaves as would a benevolent dictator to maximize a prespecified conception of social welfare or the utility of a representative consumer. The self-interest and discretion that is attributed to firms and consumers as optimizing agents is absent from the motives of such a politician. Economic policy choice is thereby depoliticized. How well depoliticized economic theory fares in explaining or predicting economic policy choice depends naturally enough upon how politicized is the economic system in which economic and political agents function. The papers in this volume recognize that politicians may exercise sufficient discretion so as not to behave mechanistically in correcting market inefficiencies or in pursuit of a somehow specified just income distribution. Since politicians are viewed as self-interested optimizing agents, just as are utility-maximizing consumers and profit-maximizing producers, the choice of economic policies is politicized. Coverage is provided of a broad spectrum of economic policy choice where markets and politicians interact. Section I is concerned with policy determination in western market economies, Section II with the introduction of markets into economies in transition from socialism, and Section III with international transactions.

    Kurzfassung: Several individuals noted the potentially important civilian uses of atomic energy shortly after the bombings of Hiroshima and Nagasaki in 1945. That year J. Robert Oppenheimer told a national radio audience that "in the near future" it would be possible to generate profitable electric power from "controlled nuclear chain reaction units" (reactors). It was suggested that, after fIfteen to twenty-five years of development, mature nuclear technology could provide virtually inexhaustible, cheap energy given the abundance of nuclear fuel. Admiral Lewis Strauss, the Chairman of the Atomic Energy Commission, stated that atomic power would generate electricity "too cheap to meter" (A statement that, according to Brookhaven National Laboratories' physicist Herbert Kouts, immediately "caused consternation among his technical advisors" [Kouts, 1983: 3)). For a brief period it was thought that airplanes would fly using atomic power, and homes would install small nuclear reactors for heat and hot water. 1950s and early 1960s a small number of prototype nuclear In the reactors came on line in the United States. The first power plant protoype reactor began operation in Shippingport, Pennsylvania in 1957. It was followed by the Dresden 1 unit near Chicago in 1959, the Yankee plant in Rowe, Massachusetts (1960), and the Indian Point (New York) and Big Rock Point (Michigan) plants in 1%2. These five plants had a combined 800 megawatts (800 MW), or less than one generating capacity ofless than percent of the total American electricity generating capacity in 1962.

    Kurzfassung: As a psychologist by education, my interest is in how people solve problems. At the Economic Institute of Leyden Universi ty, I learned that economists study human behavior too, although their studies are limited to economic affairs. At the Institute of Scientific Research on Consumer Affairs became (SWOKA), I aware of the needs of consumer organizations and the government for consumer research to base their policy on. At Erasmus University Rotterdam, I got the opportunity to integrate my interests and knowledge into this book. The first part of the book attempts to integrate psychological theories of attitude, perception, motivation and decision into economics. Both disciplines are concerned with human behavior, and the economic paradigm of demand, subj ect to restrictions, is combined with the psychological tradition of direct measurements of perceptions and motivations. This results in a micro-model of economic choice that can be tested by means of information obtained directly from consumers. The empirical study deals with the problem of scrapping a durable consumption good. By means of a consumer survey, the micro-model of choice is applied to the decision to scrap a durable good, or to repair the good in case of a defect. This individual decision obviously is connected with the large scale problem of waste, and with the manufacturer's problem of producing durable goods with a certain quality and durabili ty.

    Kurzfassung: Georges Enderle Before presenting some introductory remarks on the topic of this volume I should like to outline briefly the context from which this selection of articles originates. (It seems to me necessary to emphasise these circumstances in order to make clearer the contours of what is said and what is not said and to understand it better. ) This context involves, flrstly, a general evaluation of the state of the business ethics debate today and, secondly, considerations of the question of what attitude and strategy should be chosen in order to promote business ethics most effectively. On the present state of affairs of the business ethics debate Today, it is extremely difflcult, if not impossible, to gain even a rough overview of the business ethics debate in the different countries of Europe and North America. Many activities take place in informal circles and on a local and regional level; linguistic and other barriers impede the spread of information about them and, often, they are not even labelled "business ethics". At the same time, so many other things sail under the flag of "business ethics" that one sometimes wonders if it should not be replaced by another flag, for instance new methods of public-relations or better motivation of company's employees. Yet, in spite of these difflculties in deflning business ethics activities, one statement at least can be made with certainty. .

    Kurzfassung: Uncertainty could be associated with wisdom, enterprise, and discovery. In ordinary speech, however, it has mostly negative connotations. There is "fear of the unknown" and "ignorance is bliss;" there are maxims to the effect that "what you don't know doesn't hurt you" (or: "bother you") in several languages. This volume suggests that we need be bothered by the excessive confidence with which scientists, particularly social scientists, present some of their conclusions and overstate their range of application. Otherwise many of the questions that should be raised about all the major uncertainties attending a particular issue routinely may continue to be thwarted or suppressed. Down playing uncertainty does not lead to more responsible or surer action, it sidetracks research agendas, and leaves the decision makers exposed to nasty surprise. This volume demonstrates that recognizing the many forms of uncertainty that enter into the development of any particular subject matter is a precondition for more responsible choice and deeper knowledge. Our purpose is to contribute to a broader appreciation of uncertainty than regularly accorded in any of the numerous disciplines represented here. The seventeenth-century French philosopher Descartes, quoted in this volume, wrote that "whoever is searching after truth must, once in his life, doubt all things; insofar as this is possible. " White areas left on maps of the world in past centuries were a much more productive challenge than marking the end of the known world with the pillars of Hercules.

    Kurzfassung: It has already been said, if not written, that progress in knowledge in any domain consists mainly of expressing things that are well known in a different and, if possible, new way. That is the purpose of this book. In his solitary effort an author is entirely and solely responsible for what he writes, including any mistakes or errors in the text. This is the case here as this book is not a result of a pluridisciplinary effort. It seems to the author that while reflection can be and sometimes is fruitful in a team, the task of bringing to light new ideas or to shed new light on old ones is mostly a solitary exercise. There are many illustrious examples to which, of course, the author does not compare himself: Quesnay, Rousseau, A. Smith, D. Ricardo, Fourier, Walras, Keynes, Freud and many others. The text contains many analogies between economics and phys­ ics. This last 'exact' science has adopted two paradigms in this century: disequilibria are essential and normal states; the dynamics of events, the temporal evolution of states, is the explanation of Nature. One could also add a third, the fundamental principles of uncertainty and randomness. The deterministic models that were current at the end of the last century were, on the contrary, attached to states of equilibrium and were invariant with respect to time as they assumed perfect causa­ lity, i.e. a perfect knowledge of the future.

    Kurzfassung: Significant changes have occured in the structural composition and geographical distribu­ tion of the populations of North West European countries during the 1970's and 1980's. Whilst the subject matter of this volume reflects many of the important themes of research activity that have preoccupied British and Dutch spatial demographers and population geographers over the last decade, the structure of the book aims to facilitate comparison of those selected themes between the United Kingdom and the Netherlands. The book has gradually taken shape over the period of time since the conference in Oxford, in 1986, when the contents were first presented.     Kurzfassung: Philosophy suffers from an excess of convoluted introspection. One result is that concepts multiply unchecked. That some events have observable causes gets reified into a First Cause or, in a more secular age, to the thesis that every event is fatalistically determined. Another drawback of convoluted introspection is that tiny but crucial assumptions slip in, often unawares, with the result that densely argued counter-tomes are written in reply and no progress is made toward any kind of consensus. At bottom, subjectivity reigns. I exaggerate. Toward the other pole of the subjectivity-objectivity continuum, consensus among scientists is in fact always at a good healthy distance from compulsive unanimity. New theories replace old, and at any one time the evidence can usually be interpreted two ways. Indeed, it is possible to pile epicycle upon epicycle in the Ptolemaic system of the heavens and approximate the ellipses planets travel in the Copernican system. What cinched the case for Copernicus was not simplicity--after all alchemy is simpler than chemisty. Nor was it experiment--there were no moon shots back then. Rather it was Newton's foundations. He established a physics for the earth and the heavens alike. Earthly physics we can verify, and it does not jell with the Ptolemaic system.

    Kurzfassung: may be related to another basic assumption in economic psychology: that the human capacity to process information from the environment is limited, and that the kind of optimal use of that information postulated in many economic theories is therefore not possible. The research methods used are mainly geared towards empirical research, and there mostly towards survey research and experimentation. Experimentation involves most often simulated behaviour in a laboratory, which allows the experimental manipulation of possible causes of behaviour which would not be possible in real life. Survey research is the most widely used instrument for investigating real-world behaviour, with all its caveats about establishing causal explanations. Several introductory books (e. g. , Fumham & Lewis, 1986; Lea, Tarpy, & Webley, 1987; van Raaij, van Veldhoven, & Wlimeryd, 1988) and articles (e. g. , van Raaij, 1979; Wiswede, 1988) have appeared recently, which try to give an overview of the field of economic psychology, and which, in varying degrees, demonstrate the three foundations of economic psychology just mentioned. Others have concentrated on certain subtopics, such as the psychology of the labour market (e. g. , Baxter, 1988; Pelzmann, 1986).

    Kurzfassung: As the reader of this book probably already knows, I have devoted a great deal of time to the topic which is, rather unfortunately, named rent seeking. Rent seeking, the use of resources in actually lowering total product although benefiting some minority, is, unfortunately, a major activity of most governments. As a result of this, I have stumbled on a puzzle. The rent-seeking activity found in major societies is immense, but the industry devoted to producing it is nowhere near as immense. In Washington the rent-seeking industry is a very conspicuous part of the landscape. On the other hand, if you consider how much money is being moved by that industry, then it is comparatively small. The first question that this book seeks to answer is: How do we account for the disparity? A second problem is that almost all rent seeking is done in what superficially appears to be an extremely inefficient way. I recently got estimates of the net cost to the public of the farm program and its net benefit to the farmers. The first is many times the second. Indeed, it is not at all obvious that in the long run, today's farmers are better off than they would be if the program had never been implemented. Of course, in any given year, cancelling the program would be quite painful. The first section of this book, then, is devoted to this problem.

GOETHE Since the International Monetary Fund (IMF) and the International Bank for Reconstruction and Development (IBRD), which are analysed in Part 1, are spe­ cialized agencies linked by special agreements with the United Nations, a few words about the UN and two of the other specialized agencies, the Food and Agriculture Organization and the International Labour Organization, are called for. This is followed by a short account of the Bank for International Settlements, which is also referred to in connection with the IMF and the IBRD. The rest of this introduction is devoted to some non-European attempts at economic integration (which have not yet been very successful) and to the regional development banks. 1. The United Nations (UN) The United Nations comprises 159 countries (September 1986) which have accepted the Charter of the United Nations, which was signed at San Francisco on 26 June 1945 by fifty-one states and came into force on 24 October 1945. The aims of the organization include the maintenance of peace and security, the promotion of better standards of living and the encouragement of economic and social progress for all nations by means of international cooperation. The principal organs of the UN are: The General Assembly The Security Council The Economic and Social Council (ECOSOC) The Trusteeship Council The International Court of Justice The Secretariat.

    Kurzfassung: This book contains the papers given at a workshop organised by the Home Office (England and Wales) on the subject of residential burglary. This is a topic of much public concern, and I welcome the Home Office initiative in mounting the workshop. The contributors were all researchers and crim­ inologists who have made a special study of burglary, and their brief was to consider the implications of their work for policy. As a policeman, I find their work of particular interest and relevance at this time when police per­ formance, as traditionally measured by the clear-up rate, is not keeping pace with the increase in the numbers of burglaries coming to police attention. The finding that increases in burglary are more reflective of the public's reporting habits than of any significant rise in the actual level of burglary helps with perspective but offers little comfort to policemen. The 600/0 in­ crease in the official statistics since 1970 is accompanied by a proportionate increase in police work in visiting victims, searching scenes of crime, writing crime reports, and completing other documentation. In some forces the point has been reached where available detective time is so taken up by the volume of visits and reports that there is little remaining for actual in­ vestigation. But because of the random and opportunist nature of burglary, it cannot be said with any confidence that increasing investigative capacity would make a significant and lasting impact on the overall burglary figures.

    Kurzfassung: Migratory farm workers provide the extra hands that are so badly needed during the planting and harvest season in the United States. Although these workers have been essential to the American agricultural system for more than a hundred years, our knowledge of them is limited and quite fragmentary; it can be divided roughly into two types of information. On the one hand, we have the statistical data collected by various censuses and the data gathered by agricultural econ­ omists to study the supply of and demand for farm labor. The economic aspects of farm labor generally predominate in such material. On the other, we have the scientific studies and journalistic descriptions that report on migratory farm by using a qualitative approach. The social scientists and journalists who workers have compiled these reports lived in the labor camps and have vividly described the dismal and oppressive conditions these workers must endure. The drawback of the first type of data is that its orientation to economic problems makes it too superficial and one-sided. It fails to interrelate the diverse economic factors affecting the lives and work of all farm workers, and conse­ quently presents a distorted and incomplete picture of migratory farm worker life. Also, because the migratory farm workers are quite elusive and usually keep a low profIle, they are often underrepresented in such data. The data gathered by using qualitative methods have the major disadvantage of being quite limited in scope.

    Kurzfassung: In November 1975, the German Marshall Fund of the United States agreed to support a proposal from the International Council for the Quality of Working Life for study of 'cross-cultural com­ munication' on developments associated with the quality of work­ ing life -a shared interest of the fund and the council. In early 1976 the council invited four action researchers, each from a major language area in Europe Andreas Alioth, Switzerland and Germany; Max Elden, Norway and Sweden; Oscar Ortsman, France; and Rene van der Vlist, the Netherlands, to consider pro­ duction of a joint publication which would make more generally available, at international levels, reports on innovative Q. W. L. ex­ periences within individual European countries. The main task of the four 'correspondents' was seen as facilitating the exchange of experiences across international boundaries -it was left to them to decide which experiences, how these should be communicated, and how the project itself should be organized. In early March 1976, the 'correspondents' decided at their first meeting to search informally, through their existing national con­ tacts, for suggestions as to what papers might be of value to a larger and more international Q. W. L. readership. Decisions on the char­ acter of the proposed book publication, and further definition of the project itself, were at this point deferred. At their second meeting, some sixty suggestions from six countries were reviewed.

    Kurzfassung: One of the main objectives of the Unidad Popular ('Popular Unity') Govern­ ment was to attain Chile's evolution towards more advanced forms of social organization within the framework of strictly respected democracy. This objective, which is deeply inherent in every human being and conse­ quently present under all conditions and in all parts of the world, is not weakened by temporary defeats or transient retreats. History proves this, and current events in many parts of the world fully confirm it. One of the areas in which this struggle for progress takes place most in­ tensively is economics. Here, clashes take place between the forces which work towards social progress, and those which oppose it and aim to maintain a sys­ tem of intolerable priveleges. The ideological and material resources available to the forces which attempt to restrain social progress are not small, and under given circumstances they overcome the forces by which the majority tries to realize a better future. This is expressed very clearly in the relationships which link the internal dynamics of social development with the great economic and political forces operating at the international level. Consequently, analysis of the social trans­ formation process in such countries as Chile, in the context of the political and economic reactions these processes unleach at the international level, is of key importance.

    Kurzfassung: phase two spanned the time from the late 1930's to about 1950 (Sohn's period III and Yalem's periods II and III). The literature produced during these years revealed an ambivalent reaction toward the apparent inability of international organizations, particularly the League of Nations, to control violence or contribute to the solution of conflicts among major powers. The advocates of a world state saw vindicated their position that an even stronger tmiversal supranational authority was required to assure the repression or deterrence of international aggression. However, the 'realist' position, laying claim to greater scientific validity, argued 'the inlportance of political and ideo­ logical conflicts as barriers to international cooperation' (Yalem, 1966: 2). The excellent analysis by Ronald Rogowski (1968) shows how the twin positions of 'idealism' and 'realism' proceed from an identical paradigm of world politics: a nation-state system with little or no integrative superstructure. They differ, however, in their epistemological outlook. The realists display a positivistic standpoint: taking the inter­ national system and its premise, power politics, as unalterable givens, they inquire into the feasibility of international organization under these circumstances. The idea­ lists adopt what one might call a critical approach toward social analysis: they do not deny the positive validity of the realists' fmdings, but they reject the notion that power politics is an mlalterable impediment.

    Kurzfassung: The Classical economist of the 19th century, with his faith in the ultimate efficiency and equity of free, impersonal markets, would certainly be amazed and dismayed by the developments in foreign exchange markets during the last thirty-five years. With the exception of the United States no important trading nation in the world of today maintains a freely convertible currency. On the contrary, each nation maintains a more or less comprehensive system of controls over the receipts and payments which can be effected in international markets. Recent efforts to reduce the extent and rigor of exchange regu­ lation, notably in Western Europe, have yielded modest results; it seems unlikely, however, that foreign exchange transactions will ever again be completely free of controL Foreign exchange control, with a greater or lesser degree of bilateralism, is a product born largely of necessity. Two world wars and a major world-wide depression so distorted the pattern of world trade and investment that free markets were simply unable to achieve their "normal" automatic adjustment. Ex­ change control, on the other hand, has demonstrated its efficiency as a means of maintaining a semblance of order in disorganized international markets. Unfortunately, however, exchange con­ trol also has great possibilities for further distortion of the pat­ tern of world trade, for discrimination, and for economic ex­ ploitation - for economic effects generally considered undesirable.

New York March,1956 INTRODUCTION One axiomatic premise of this study is that capitalism is an embodiment of Smithian principles. Hence the interpretation of Smith's teaching must also be an interpretation of capitalistic society. A second such premise is that it is at least as likely that Smith had a single view of existence that pervaded both his books as that he had two views of existence which contended in each of his books. Hence the possibility is not excluded that the tension of outlooks reflected in Smith's writings betokens not an inconsistency but an intention.

    Kurzfassung: It amounts to a truism to say that amongst the great problems left by the Second Great War very few called for national and international planning so urgently as the problem of human migrations. During and after the conflicts a mass displacement of population was brought to be ar heavilyon the demographie situation of Western Europe. On the other hand, in the turmoil of the aftermath some western countries came to lose, one by one, their Afriean and Asiatic colonies, and were in consequence deprived of an outlet for their surplus population. The economic implications of the problem were tremendous. Where to find a remedy to such a tragie situation? I would not venture to say that large scale migrations are like­ ly to bring about, all by themselves, a harmonious distribution of population. It must be recognized, nevertheless, that economists and geographers alike are ready to admit that this problem, and the problem of economic pressure whieh derives therefrom, cannot be satisfactorily settled unless a weIl devised policy of regulation is set up, in order to bring all manpower available doser to the natural resources of wealth. It follows that in the present days the migration policy of any given country has to be considered in the light of international co-operation. This planetary vision of all great human problems is a welcome sign of our times.

    Kurzfassung: The study by Dr Friedrich Edding is, as far as I can see, the first paper to treat the economic side of the Refugee problem in Western Germany in an impartial form, showing, on the basis of new figures, its positive as well as its negative aspect and effect. Anyhow it may be of some use to underline - from the "bird's-eye view point" of Basle - some of his conceptions and conclusions and to throw some light on the sociological background which makes this particular problem the hard core of the social and political situation of Western Germany - and probably of Western Europe as well. Firstly: it must be noted that this scientific analysis supports neither the optimists nor the pessimists. The optimists are bound to admit that the stimulus provided by new manpower and entrepreneurial initiative is more than counterbalanced by lack of capital and by the need for considerable aid in the form of housing, clothes and money for millions of refugees who are old, sick or for other reasons unable to work. The pessimists are bound to admit that the burden of 9 million immigrants is an enormously stimulating challenge to Western Germany and that this burden is partly counterbalanced by the new firms, methods and techniques which owe their foundation, application or development respectively to the Refugee entrepreneurs, cattle-breeders or seed-growers.
