The twentieth-century experience of comprehensive national planning with state ownership has been disastrous, and in no case has democracy endured within large-scale socialism.     Kurzfassung: The main original aim of the European Union was to promote convergence towards higher economic growth and social standards. However, EU countries have sometimes experienced different trajectories, due in part to their different starting points and the fact that their convergence on particular socio-economic indicators has varied. At the same time, little evidence has so far been presented on cross-country convergence within the EU. This book aims to answer a number of important questions. To what extent have European countries converged or diverged with EU-wide economic and social indicators over the past 20 years? What have been the drivers of convergence? Why do some countries lag behind, while others experience continuous upward convergence? Why are these trajectories not always linear? Particular attention is paid to the role of institutions, actors and industrial relations - focusing on the resources and strategies of governments, employers and trade unions - in nudging EU countries onto an upward convergence path. This book provides a unique analysis of socio-economic indicators to identify convergence trends in the EU. It defines a number of clusters that help to gauge the strengths and weaknesses of national socio-economic models and the European Social Model. Cross-country case studies help to identify the possible impact of global movements (migration, foreign investment) and policies (social protection, social dialogue, employment) on cross-country convergence. This book offers a timely assessment of convergence within the EU, identifying its drivers in the world of work and in institutions and industrial relations. It presents examples of where institutions and industrial relations can change convergence outcomes and proposes a range of useful policy options.     Kurzfassung: Public social services are a key component of the welfare state in most of Europe, although their development trajectories, coverage and legal status still vary considerably among countries. How such services are provided, and for whom, impacts significantly on social and territorial cohesion, gender balance and, ultimately, on the development of any society. However, while much is discussed and written about social policy and welfare systems, social services remain somewhat neglected. Although they have gained a stronger foothold in national legislations and social policy agendas, their status remains weaker compared to education or health. Moreover, because of the austerity measures following the 2008 financial crisis, they have been subject to cuts and reorganisation, which have brought about significant disruption. This book revives the discussion on public social services and their redesign, with a focus on services relating to care and the social inclusion of vulnerable groups. Conveying the main findings of the EU-funded COST Action IS1102 Social Services, Welfare States and Places, the book provides rich information on the changes that occurred in the organisation and supply of public social services over the last thirty years in different European places and service fields. Despite the persisting variety in social service models, three shared trends emerge: public sector disengagement, 'vertical re-scaling' of authority and 'horizontal re-mix' in the supply system. The consequences of such changes are evaluated from different perspectives - governance, social and territorial cohesion, labour market, gender - and are eventually deemed 'disruptive' in both economic and social terms. The policy implications of the restructuring are also explored. The book will appeal to a broad audience: researchers and students, policy-makers, civil servants, service providers, social workers and users' organisations

    Kurzfassung: Legitimized by the arguments of efficiency gains, public housing, pensions, unemployment insurance and health care are all being gradually privatized. In many countries, even the state's 'night-watchmen' role of providing security is offered by private prisons and security guards. In the face of these and other developments, this book argues that on the basis of efficiency, morality and equality there is still an overwhelming need for public intervention - the res publica. Public or Private Goods? brings together leading scholars from various disciplines including economics, sociology, political science, geography and spatial planning. The book explores core public tasks that the state has traditionally provided but which are increasingly privatized and subsumed into the private sector. For example, although the state still funds and regulates core domains, it provides fewer and fewer visible goods.     Kurzfassung: Agriculture in the New Global Economy examines the extent to which the political economy of agriculture and the food chain is being transformed by globalisation. This book highlights the important changes that have taken place in the agriculture and food system with the spread of globalisation to this traditionally local sector. Structural change and emerging technologies have contributed to this transformation, which has extended to the political environment in which agriculture operates. The authors identify four paradigms that have characterised the governance of agriculture: a traditional dependent-agriculture paradigm; a neo-liberal competitive paradigm; a multifunctional paradigm; and an emergent globalised-production paradigm. The tensions among these paradigms are developed with reference to evidence from the United States and Canada, the EU, Australia, Japan and the Global South. The book analyses the controversy over genetic modification of foodcrops, developments in agricultural trade policy at the multilateral and regional levels, changing national food policy systems, and emerging global governance arrangements for the sector. Illustrating contemporary policy debates using both theoretical perspectives and empirical evidence, this book will appeal to academics, researchers and students specialising in political science, environmental studies, agricultural economics, management and food policy. The authors illustrate that the revitalisation of the concept of industrial districts, returning to Alfred Marshall's nineteenth-century writings, is rooted in an unconventional interpretation of the economic development of Tuscany after the Second World War. Models of industrial organisation and empirical investigation of industrial tendencies are featured, and Alfred Marshall's concepts of the advantages of the geographical agglomeration of specialised small firms in industrial districts are reintroduced. The authors extend the analysis of purely economic effects of agglomeration, including social, cultural and institutional foundations of local development, and current case studies are presented.     Kurzfassung: Although the history of the Common Agricultural Policy (CAP) is dominated by a process of centralisation, growing pressures to integrate agri-environmental problems into the CAP have revealed the need to embrace decentralised approaches in an efficient federal structure. Indeed, in recent years it has become increasingly evident that the agricultural sector must undergo fundamental changes in order to enter an era of sustainable development. The authors do not believe that this will be an easy process, not only because agricultural policies in Europe are dominated by specific interest groups, but primarily because integrating environmental aspects into the CAP requires difficult institutional change at different levels. Centralised decision making at the EU level has characterised recent agricultural policy and the authors argue that centralised and hierarchical governance structures may fail to produce adequate solutions if they are not linked to regional and more diverse institutional arrangements. They demonstrate how these new institutional arrangements should be designed and how this change can be organised. In particular, they highlight the need for cooperation, and the participation of farmers, as a strategy to cope with agri-environmental issues and resource management problems. Addressing the value of co-operative strategies to achieve sustainable development and cope with agri-environmental problems, this book will be of great interest to agricultural economists and those with an interest in ecological reforms of agricultural policies. It will also be particularly relevant to policymakers within EU nations, as well as policymakers within the countries of Eastern and Central Europe who will be amongst the first to be admitted to the EU in the next wave of expansion

    Kurzfassung: The growth in global competitiveness and interdependence has led to an increased interest in the role of industrial policy in achieving economic growth objectives. Heather Smith reignites the contentious debate of the role of the state using East Asian economic development in general with particular emphasis on Taiwan and Korea. Throughout this time, there have been concerns that this process may foster the geographical concentration of industries, a view substantiated by contributions to the new economic geography. In this book, Barbara Dluhosch opposes this position and presents an entirely different view of the consequences of globalization. Barbara Dluhosch carefully identifies and analyses the main pillars of the new economic geography.     Kurzfassung: Global Environmental Change and Agriculture offers a comprehensive perspective on the causes, consequences and possible policy solutions for climatic change as we move into the twenty-first century. It assesses the impact of potential future global climate change on agriculture and the need to sustain agricultural growth for economic development. The book begins by examining the role of international research institutions in overcoming environmental constraints on sustainable agricultural growth and economic development. The authors then discuss how agricultural research systems may be restructured to respond to global environmental problems such as climate change and loss of genetic diversity. The discussion then extends to consider environmental accounting and indexing, to illustrate how environmental quality can be included formally in measures of national income, social welfare and sustainability. The third part of the book focuses on the effects of and policy responses to climate change. Chapters examine the effect of climate change on production, trade, land use patterns and livelihoods. They consider impacts on the distribution of income between developed and developing countries and between different social classes within the developing world, where agriculture remains a major economic activity.     Kurzfassung: Will the manufacturing industry in east-central Europe survive when the host countries join the European Union? This controversial book challenges the assumption, made by the European Commission, that industries in transitional economies should have little difficulty establishing and maintaining a competitive position after entry into the European Union. The analysis focuses on Hungary, Poland, the Czech Republic, Slovakia and the former east Germany. Issues discussed include: * changes in economic structures, the transformation of enterprises and financial restructuring * levels of competitiveness in the countries, the region and internationally * industrial policy in the region * levels and nature of investment * limits and sources of growth * integration into western Europe * dangers of over-hasty harmonization of macroeconomic conditions with the European Union The authors conclude that although the basic structures of a market economy are firmly established, the transition has not encouraged the development of more advanced industrial activities. They strongly suggest that there should be an active policy framework, based on international experience, specifically geared towards improving the international competitiveness of industry in east-central Europe

    Kurzfassung: The economic demands of an ageing population, coupled with the crisis of public spending pose one of the greatest challenges to social policy in both the East and West. This book focuses on the political economy of pensions, particularly on the interaction between private and state provision. Enterprise and the Welfare State argues that there is more to welfare than simply provision by the state and so the focus of this book is on the welfare society rather than the welfare state. This requires a new system of statistical accounting and a different focus for case studies. A multidisciplinary approach is used to examine the design of the pensions system in nine countries with different institutional welfare mixes. Using a common conceptual framework, it compares and contrasts the goals and realities of the welfare systems in France, Germany, The Netherlands and Sweden, where strong occupational pensions are in operation, with the more modest welfare states in Japan, the United Kingdom and the United States. Each country case study provides a grounded analysis of the evolution of pension design and traces the impact of the policies on the economic well-being of the aged and the performance of the economy. It offers new data on the level of spending of enterprise based occupational pensions and examines the implications for redistribution resulting from changes in the design of state and occupational pensions. This book will be essential reading for academics, students and public policymakers interested in the economics of welfare, social policy and the future of pension provision

    Kurzfassung: At the end of the 20th century economists and policymakers face an unprecedented dual challenge: to avert ecological disaster and to end mass unemployment by accelerating and redirecting world economic growth. The first part discusses the ecological challenge to economists and policymakers and shows that both need a radical change in their approach. The second part discusses the institutional and legal changes which are necessary to address this challenge. The final part deals with the technological revolution, focusing on microelectronics and biotechnology, which is now transforming the world economy, and sets it in the context of long term fluctuations in economic growth and the relative stagnation since 1973. The protection of the environment, and economic growth with full employment are not necessarily opposed.
