    Abstract: This book provides a comprehensive analysis of public administration in Finland. Many of the basic structures of Finnish public administration have remained intact during the country’s relatively short independence of 100 years, but Finland has been able to tackle major turbulence ranging from wars and financial crises to the Covid-19 pandemic. Finland has also had to adjust to greater European integration, a new constitution, an ageing population, increased globalization of markets, and climate change. Chapters in this volume examine a wide range of themes pertinent to Finnish public administration, including government, regionalisation, health care policy, performance management, budgeting, and higher education policy.     Abstract: This book assesses the impact of the May 2019 European elections as well as the Covid-19 pandemic on the EU’s politics, institutions, and policies. Special attention is paid to the impact of these events on the different political forces as well as on the Union’s institutional balance, its priorities and the reform of its budget and policies. Because of the many post-electoral uncertainties, the book also takes into account how the relations between the Parliament, the European Council and the new Commission have developed. Furthermore, it analyses the capacity of the von der Leyen Commission to implement an ambitious programme, especially in the context of an unfolding pandemic.     Abstract: While the ambitious objectives outlined in the EU’s Green Deal aim at making Europe the first climate-neutral continent by 2050, national implementation greatly varies depending on local geographies, history, culture, economics, and politics. This book analyses Member States’ and EU neighbours’ national efforts to combat climate change. It subsequently draws on these factors to highlight local challenges, tensions, and opportunities on the road towards climate neutrality. In the context of inter-country dependencies following Russia’s war against Ukraine, it addresses strategic questions regarding EU integration, the transformation of our economies, the reduction of energy dependencies, and public perception of the above. The book also makes concrete recommendations, in various policy areas, on how individual countries and the EU as a whole should deal with the climate crisis. The Editors Dr. Michael Kaeding holds a Jean Monnet Chair for European Integration and European Union Politics at the Institute of Political Science, University of Duisburg-Essen, Germany. He is a visiting fellow of the European Institute of Public Administration in Maastricht and member of the flying faculties of the College of Europe, Bruges, and the Turkish-German University in Istanbul. From 2016 to 2019 he was the chairman of the Trans European Policy Studies Association. Dr. Johannes Pollak is a Professor of International Relations and rector of Webster Vienna Private University, Austria. Prior to this position, he headed the Department of Political Science at the Institute for Advanced Studies in Vienna. In summer 2019, he was elected Chairperson of the Board of the Institute of European Politics in Berlin. Paul Schmidt is the Secretary General of the Austrian Society for European Politics, which promotes and supports the analysis of and communication on European affairs.     Abstract: This book analyzes Russian and Chinese revisionism in the face of US and Western post-Cold War liberal international order building and asks why both powers have turned revisionist in the late 2000s. The study develops a neoclassical realist model of international order building and contestation and posits to view revisionism as a strategic choice. States go revisionist if the status quo international order threatens their vital security needs (broadly defined not only as territorial security, but also political, economic, normative and ontological) and if they have the means to challenge the undesirable status quo. Russia and China were both unhappy with the post-Cold War international order of American designs, but had to opt for accommodation in the 1990s and early 2000s (“strategic accommodation” in the Chinese case, “resentful accommodation” in the Russian case), before revisionism became even more of a necessity and a real policy option from the late 2000s onward (“constructive revisionism” in the Chinese case, “destructive revisionism” in the Russian case). The author calls for a policy of neo-containment to counter Moscow’s and Beijing’s efforts to game and erode the international order.     Abstract: This book introduces a new theoretical framework that examines Iran in relation to the theological concept of Anfal, a confiscatory regime seen in Iran since 1979 where public assets belong to the leader of Iran. Through analysing the economic impacts of Anfal, the effects of political capitalism and destructive coordination and how they lead to the economics of hoarding and the flight of capital and labour are highlighted. The economics of predation, ecological disaster, and cooperative coordination are also discussed. This book aims to highlight the economic consequences of Anfal and its role in sustaining destructive condition and shaping the Islamic political capitalism. It will be relevant to students and researchers interested in the political economy, Middle Eastern and Islamic studies. Mehrdad Vahabi is Professor of Economics at University Sorbonne Paris Nord and director of the research center on Economics at North Paris (CEPN) affiliated to the French National Center for Scientific Research (CNRS). He has published many books in English, French and Persian among them The Political Economy of Destructive Power (Edward Elgar, 2004), The Political Economy of Predation (Cambridge University Press, 2015).     Abstract: This book provides a pre-history of Russia's war on Ukraine and Europe’s relations to it, illuminating the deep roots of the EU’s neighbourhood crisis as well as the migration crises it created in the last decade. To do so, the book employs a new and innovative framework that allows for a comprehensive, yet nuanced analysis of borders and a more cogent interpretation of their socio-political consequences. Drawing on interdisciplinary scholarship the book analytically examines the key common elements of borderscapes and links them in related arrays to allow for nuanced evaluation of both their particular and cumulative effects, as well as interpretation of their overall consequences, particularly for issues of identities and orders. The book offers a significant conceptual and theoretical advance, providing a transferable conceptualization of borderscape to guide research, analysis, and interpretation. Drawing on the author’s experience in policy, practice and academia, it also makes a methodological contribution by pushing the boundaries of reflexivity in interpretive International Relations (IR) research. Analyzing three main sites in Central and Eastern Europe (CEE), the book challenges conventional critical wisdom on EU bordering in the Schengen zone, at its external frontiers, and in its Eastern neighborhood. In so doing, it sheds new light on the post-communist transitions as well as the contemporary politics of CEE. It also shows how European Union bordering and its relations to identities and orders created great benefits for many Europeans, but also hindered the lives of many others and became self-defeating. This book is a must-read for scholars, students, and policy-makers, interested in a better understanding of Critical Border Studies (CBS) in particular, and International Relations in general.     Abstract: This book demonstrates that the disciplinary boundaries present within international relations approaches to security studies are redundant when examining social media, and inter- and multi-disciplinary analysis is key. A key result of the analysis undertaken is that when examining the social media sphere security scholars need to “expect the unexpected”. This is because social media enables users to subvert, contest and create security narratives with symbols and idioms of their choice which can take into account “traditional” security themes, but also unexpected and under explored themes such as narratives from the local context of the users’ towns and cities, and the symbolism of football clubs. The book also explores the complex topography of social media when considering constructions of security. The highly dynamic topography of social media is neither elite dominated and hierarchical as the Copenhagen School conceptualises security speak. However, neither is it completely flat and egalitarian as suggested by the vernacular security studies’ non-elite approach. Rather, social media’s topography is shifting and dynamic, with individuals gaining influence in security debates in unpredictable ways. In examining social media this book engages with the emancipatory burden of critical security studies. This book argues that it remains unfulfilled on social media and rather presents a “thin” notion of discursive emancipation where social media does provide the ability for previously excluded voices to participate in security debates, even if this does not result in their direct emancipation from power hierarchies and structures offline. Joseph Downing is Senior Lecturer in International Relations and Politics, Aston University, UK, and Visiting Fellow in the European Institute, London School of Economics and Political Science, UK. Analysing the conditions under which governments are more likely to present an executive law or a government bill, this book addresses a central aspect of the decision-making process of public policies. Drafting legislation is an important action to achieve specific policy goals, and the path chosen for this process is part of governmental strategy. This book presents a new theoretical explanation of how executives wield legislative power, based in a formal model. The model is tested using new data from Portugal. It shows that in political systems where one of the political actors has veto powers which can easily be overridden, the type of parliamentary majority is the main consideration for the government's choice of legislative instrument. More specifically, when a government does not have the majority in parliament it is more likely to propose an executive law, and contrary, when a government has a majority in parliament, it is more likely to propose a government bill.     Abstract: This book is the first collection of scholarship featuring both Canadian and American scholarship on the resurgent right-wing extremist movement in the two countries. It is particularly timely given the recent rise in political populism that has engendered renewed activism from extreme right contingents.     Abstract: This book focuses on local state-society relations, understood as institutionalised relations between local municipalities across Europe and individual, collective or corporate societal actors. It presents a typology of local state–society relations, and applies this to characterise the most relevant institutionalised relations between local government and societal actors at the municipal level in 22 European countries. The comparative volume will clarify whether or not patterns can be detected in the makeup of different types of networks; whether or not these patterns are country-specific or policy-specific; and why cases exist which are so distinct that they are not subsumable under a certain pattern. Taken together, this book will go beyond national typologies to emphasise the role of agency and innovation in particular policy sectors, providing a major contribution in the study of the local governance of Europe. It will appeal to scholars and students of local governance, public administration, urban planning and European studies. Björn Egner is Adjunct Professor at the Institute of Political Science, Technische Universität Darmstadt, Germany. His research interests include local politics, housing policy and fiscal policy.     Abstract: This book explores how ordinary Arab-speaking social media users have reacted to propaganda from the Islamic State, rather than how IS propaganda has targeted ordinary users, thus providing a change in perspective in the literature. The authors provide a comprehensive account of the evolution of the Arabic discourse on IS, encompassing all phases of the Caliphate’s political evolution, from the apogee of the Islamic State in October 2014 to the loss of its unofficial capital of Raqqa in September 2017. Taking into account key events, the book also considers the most recurrent topics for IS and its opponents who engage in the Twitter conversation. The analysis is based on around 29 million tweets written in the Arabic language, representing a random sample of around one-third of all Arabic tweets referring to IS over the 2014-2017 timeframe. Matteo Colombo is Junior Research Fellow at the Clingendael Institute, The Netherlands, and Associate Research Fellow in the Italian Institute for International Political Studies (ISPI). He obtained a PhD in Political Studies at the University of Milan, Italy. His main interests are in social media, political reforms, jihadism, and energy policy in the Middle East. Luigi Curini is Professor in Political Science in the Department of Social and Political Sciences at the University of Milan, Italy. His research focuses on party competition, comparative politics, quantitative methods, machine learning and text analytics. He has published over 50 articles in international academic peer-reviewed journals such as Comparative Political Studies, Journal of Politics, British Journal of Political Science, European Journal of Political Research, among others. He is also author of seven books and co-editor of The SAGE Handbook of Research Methods in Political Science and International Relations (with Robert J. Franzese, 2020).

    Abstract: This volume is a collection of original essays prepared by colleagues, collaborators, and former students on the occasion of Helmut K. Anheier’s 65th birthday and retirement from the University of Heidelberg.     Abstract: Considering the history of workers' and socialist movements in Europe, Frontier Socialismfocuses on unconventional forms of anti-capitalist thought, particularly by examining several militant-intellectuals whose legacy is of particular interest for those aiming for a radical critique of capitalism. Following on the work of Michael Löwy, Quirico & Ragona identify relationships of “elective affinity” between figures who might appear different and dissimilar, at least at first glance: the German Anarchist Gustav Landauer, the Bolshevik Alexandra Kollontai, the German communist Paul Mattick, the Italian Socialist Raniero Panzieri, the Greek-born French euro-communist Nikos Poulantzas, the German-born Swedish Social Democrat Rudolf Meidner, and the French social scientist Alain Bihr as well as two historical struggle experiences, the Spanish Republic and the Italian revolutionary group “Lotta continua”. Frontier Socialism then analyzes these thinkers' and experiences’ respective paths to socialism based on and achieved through self-organization and self-government, not to build a new tradition but to suggest a path forward for both research and political activism.     Abstract: Extensive previous research has investigated environmental conflict management issues in networked settings and the design of policy networks, but the emergence and evolution of self-organizing policy networks are still not fully understood. Especially misunderstood is the problem of how the multiple motivations or incentives of competing policy actors in conflictual situations affect their structures of interaction, as this issue has not been studied systematically. This book aims to address the following research questions: how do policy stakeholders cope strategically with collective action or environmental conflict resolution? How do they utilize or maintain formal and informal policy networks to resolve problems effectively? What motivates them to engage or be involved in collaborative or conflictual networks? What influences their networking or their decisions on partner selection for conflict resolution? This book consists of four studies. The goal of the first study is to examine the form of a policy network by focusing on how policy networks emerge and evolve at the micro-level to solve collective action dilemmas endemic to decentralized and democratized policy decision-making processes, particularly in the environmental conflict resolution arena. The goal of the second study is to examine the main policy actors and structural characteristics of network governance evolution in the dynamic process of environmental conflict resolution. The goal of the third study is to highlight the role of policy tie formality in the evolution of multiplex ties in the environmental conflict resolution process. The goal of the fourth study is to demonstrate the relationships between patterns of interactions among policy actors and their modified and adjusted strategic behaviours within policy networks and across advocacy coalitions.

    Abstract: This contributed volume analyzes in depth how a border area is constantly reshaped as migration policies harden, and what kind of social, political and economic impacts are produced at local and international level. The study is focused on Ventimiglia, an Italian town located 6 km away from the French-Italian border on the gulf of Genoa with a long story of commerce, custom and smuggling activities related to its proximity to the frontier. While several projects have analyzed other symbolic places of the EU migration crisis such as Lampedusa, Calais and Lesvos, there is a severe empirical gap regarding Ventimiglia, a border town at the very geographic core of the Schengen area. This case study may provide emblematic insights into what European migratory movements are currently revealing in terms of the lack of shared responsibility between EU Member States, the EU common asylum system and respect for human rights, with increasing claims for national sovereignty by some Member States.

    Abstract: This book addresses the peculiarities of the current presidential election system not yet addressed in other publications. It argues that any rules for electing a President that may have a chance to replace the current ones should provide an equal representation of states as equal members of the Union, and of the nation as a whole. This book analyzes the National Popular Vote plan and shows that this plan may violate the Supreme Court decisions on the equality of votes cast in statewide popular elections held to choose state electors. That is, the National Popular Vote plan may violate the Equal Protection Clause of the Fourteenth Amendment. The book proposes a new election system in which the will of the states and the will of the nation as a whole are determined by direct popular elections for President and Vice President in the 50 states and in D.C. This system a) would elect President a candidate who is the choice of both the nation as a whole and of the states as equal members of the Union, b) would let the current system elect a President only if the nation as a whole and the states as equal members of the Union fail to agree on a common candidate, and c) would encourage the candidates to campaign nationwide. The second edition has been updated to include a proposal on how to make established non-major party presidential candidates and independent candidates welcome participants in national televised presidential debates with the major-party candidates

    Abstract: By analysing a wide range of empirical research into leadership, this book provides a composite portrait of frequent characteristics, such as personality and demeanour, that influence both the success and popularity of political leaders. Through the lenses of mass psychology and collective behaviour sociology, the author offers fascinating observations on political leadership which reveal a coherent pattern. In our choice of and support for leaders, we still seem to be guided by unconscious or instinctive preferences. Evolutionary psychologists have labelled this ‘CALP’ for ‘Cognitive Ancestral Leadership Prototype’. Length, symmetry, face form, voice pitch, eye blinking and more turn out to play a role – even today - alongside personality and style. Each chapter of the book offers a case study to illustrate these observations, including Barack Obama, Ronald Reagan, Nicolas Sarkozy, and Boris Johnson.     Abstract: This edited volume analyzes recent key developments in EU border management. In light of the refugee crises in the Mediterranean and the responses on the part of EU member states, this volume presents an in-depth reflection on European border practices and their political, social and economic consequences. Approaching borders as concepts in flux, the authors identify three main trends: the rise of security technologies such as the EUROSUR system, the continued externalization of EU security governance such as border mission training in third states, and the unfolding dynamics of accountability. The contributions show that internal security cooperation in Europe is far from consolidated, since both political oversight mechanisms and the definition of borders remain in flux. This edited volume makes a timely and interdisciplinary contribution to the ongoing academic and political debate on the future of open borders and legitimate security governance in Europe.     Abstract: This book presents a systematic collation of the regional and global dimensions of the leadership role of BRICS countries (Brazil, Russia, India, China and South Africa). It analyses the rising regional and global leadership of BRICS, using specific benchmarks to gauge the nature of this leadership. The elements examined include willingness to lead, the capacity to do as much, and the degree to which the given actor is accepted as a leader both within and beyond its region. The chapters in the book capture the nature of trends in regional and global leadership within the contexts of a changing international order. It is taken for granted that Brazil, Russia, India, China and South Africa are now engineering a unique pool of governance that is seeking alternatives to the current order of global economic and political affairs. The fact that these countries have jointly decided to forge ahead with the BRICS constellation of states that is now taking consequential decisions such as the creation of the BRICS’ New Development Bank, is not to be treated lightly. In this book the majority of papers take a step back and systematically analyse the real state of the leadership that is provided by the BRICS on a litany of regionally and globally relevant issues. While no one doubts the fact that these countries have the capacity to provide leadership especially in their various regions on many issues, what remains moot is whether they are willing and capable to do so at the global level. Even in those cases where there is the willingness and capacity, the book argues that the acceptance of such leadership by potential followers is not always a given. .

    Abstract: This book presents an analysis of why some large infrastructure projects are delayed or compromised and offers important insights into the better delivery of future projects. It provides an important reaction to the ambitious €315 billion investment plan devised by the European Commission, wherein Europe's infrastructure is a key investment target. Germany is adopted as a focus, as Europe's largest economy, and a nation that has seen significant delays and tensions in the delivery of key infrastructure projects. The contributions to this volume demonstrate various patterns for infrastructure assets and illustrate how factors such as poor project governance, early planning mistakes, inappropriate risk management and unforeseen technological challenges influence delivery. The in-depth case studies on the Berlin Brandenburg Airport, the Hamburg Elbphilharmonie, and offshore wind parks show how project delivery can face massive problems, and illuminating solutions are offered to these problems. Overall, the case of Germany also offers the opportunity to assess various new forms of project delivery, such as public-private partnerships (PPP), and the risks and opportunities of ambitious first-mover 'pioneer' projects.     Abstract: This book provides an accessible and timely analysis of how the British discourse on Europe has evolved over the past forty years. It focuses on three key episodes: the 1975 referendum on the UK’s continued membership of the European Economic Community; the 1992-3 debates on ratification of the Maastricht Treaty; and the more recent proto-referendum debates sparked by David Cameron’s Bloomberg speech in January 2013. Using a discourse-analytical approach, the book analyses how political and media voices seek to delineate a British sense of self from a Continental other. Importantly, the book also pays close attention to the rising prominence of immigration issues within the British discourse on Europe. John Todd is a PhD candidate at the University of Oslo’s Department of Criminology and Sociology of Law, Norway. He holds a Master’s degree in International Relations from the Norwegian University of Life Sciences and has worked in a range of policy roles within the civil service in Belfast and London.

    Abstract: This handbook addresses the historical background of the Islamic world and reviews its basic past intellectual achievements. It studies social progress of these regions and sub-regions in comparison with other parts of the world. It uses large data sets and well established statistically weighted Indexes in order to assess the nature and pace of the multiple facets of social change in member states of the Organization of Islamic Cooperation (OIC). The handbook extensively discusses the main challenges confronting the Islamic nations in the social, economic, political, and ideological fields. Though it is recognizable that social change in the Islamic World is generally positive, it remains highly variable in pace and there is room to speed it up to the benefit of millions of deprived Muslim people. Hence, the book studies the different propositions and programs of action, such as the United Nations’ Millennium Development Campaign and the OIC’s Ten-Year Programme of Action to present an integrated and comprehensive agenda of action to help improve the situation in the Islamic World.

    Abstract: This is the first monograph providing a comprehensive legal analysis of the criminalisation of migration in Europe. The book puts forward a definition of the criminalisation of migration as the three-fold process whereby migration management takes place via the adoption of substantive criminal law, via recourse to traditional criminal law enforcement mechanisms including surveillance and detention, and via the development of mechanisms of prevention and pre-emption. The book provides a typology of criminalisation of migration, structured on the basis of the three stages of the migrant experience: criminalisation before entry (examining criminalisation in the context of extraterritorial immigration control, delegation and privatisation in immigration control and the securitisation of migration); criminalisation during stay (examining how substantive criminal law is used to regulate migration in the territory); and criminalisation after entry and towards removal (examining efforts to exclude and remove migrants from the territory and jurisdiction of EU Member States and criminalisation through detention). The analysis focuses on the impact of the criminalisation of migration on human rights and the rule of law, and it highlights how European Union law (through the application of both the EU Charter of Fundamental Rights and general principles of EU law) and ECHR law may contribute towards achieving decriminalisation of migration in Europe

    Abstract: This timely and important work takes a critical look at the shifting roles of police, who are becoming increasingly tasked with handling terrorism threats on top of their regular responsibilities. With an unprecedented empirical study of the Israel National Police, the authors of this book examine whether this increased focus on security-related threats may come at the expense of addressing “classic” police responsibilities, such as fighting crime and dealing with local, day-to-day community problems. They also examine whether this shift has had a detrimental effect on police-community relationships and perceptions of police legitimacy, as their role changes from “service” to “suspicion.” Through a four-year, multi-method study , the authors of this work have examined the effects of this shifting role on a number of key areas of policing, including police effectiveness at fighting crime and police legitimacy, drawing conclusions applicable to any democratic police force. The results of the study provide a number of concrete recommendations for maintaining effectiveness and community relationships of the police, with increasing responsibilities, challenges, and limited resources.     Abstract: This book focuses on a central concept that “Theory is History”, as the theory of capitalism can only be formulated on the basis of an analysis of its history. In contrast, bourgeois thinking replaces the analysis of historical capitalism with an abstract theory without any links to reality. “Economics”, which is the theory of an imaginary system, then becomes an apologia intended to give legitimacy to the behaviour of the owners of capital.     Abstract: This volume focuses on the ethical significance of human rights, aiming at contributing to a universal culture of human rights with deep roots and wide horizons. Its purpose, scope and rationale are reflected in the three-part structure of the manuscript. Part I has a broad introductory historical, theoretical and legal character. Part II submits that an Ethics of Human Rights is best understood as an Ethics of Recognition of human worth, dignity and rights. Moreover, it is argued that human worth consists in the perfectibility of the human species, rooted in its semiotic nature, to be accomplished through the perfecting of human beings, for which the right to education is key. In Part III, the main legal and political outcomes of the Human Rights Revolution are described and answers to the most lasting and common criticisms of human rights are provided. To conclude, the human stature of the Big Five drafters of the Universal Declaration of Human Rights is profiled and the priority that should be recognized to human rights education is highlighted. Some appendices supplement the manuscript. While making a case for the high value and liberating power of the idea and ideal of human rights, objections, controversies and uncertainties are not at all overlooked and emerging issues are explored.     Abstract: This book offers an analytic history of Britannia (first England and Wales and then Great Britain) over eight hundred years of political turmoil, intermingled with economic stagnation, followed by the engine of the industrial revolution. The book draws on economics, political science, public choice, philosophy and the law to probe in depth into the evolution of Britannia from an impoverished feudal and then post-feudal autocracy into a constitutional monarchy with limited suffrage that provided the fulcrum for industrial and commercial success, making Britannia, by 1884, the richest nation, per capita, on the planet. The book challenges head-on the Whiggist liberal notion of Macaulay and Trevelyan that the path from oppression to freedom was one of unimpeded progress. Among its novel features, the book draws upon the dictator’s handbook, as modeled by Bueno de Mesquita and Alistair Smith to evaluate the period of varying autocracy, 1066-1688. The book draws upon modern public choice theory and legal history to evaluate the fragile, corrupt constitutional monarchy that oversaw the initial phase of post-Glorious Revolution Britannia, 1689-1775. At each stage, the philosophical battle between those who sought order and unity and those who sought individual liberty is meticulously outlined. The book draws on the contributions of the Scottish Enlightenment (Hume, Ferguson and Smith) and of classical liberal philosophy (John Stuart Mill) to explain the final vault of Britannia from a weak and corrupt to a robust and admired constitutional monarchy grounded on the rule of law, over the period 1776-1884

    Abstract: Despite the large amounts of human and financial resources invested to foster democratic governance in developing countries, statistics show that the majority of these countries have not yet achieved significant improvements in living standards. While some regions make strides towards improving the living conditions of their citizens, Sub-Saharan Africa, for instance, is still trapped in poverty with more than 40% of its 600 million people living below the internationally recognized absolute poverty line of one US dollar per day. Poor governance and corruption should be highlighted as the most important systemic factors contributing to poverty in developing countries. As a result the institutional foundations of these countries are weakened, public funds are misappropriated, and policies and programs aimed at reducing poverty and fostering sustainable economic growth are undermined. It is therefore not surprising that a 2008 Transparency International report found a direct link between corruption and the failure of the societal institutions designed to achieve the Millennium Development Goals in the majority of developing countries. This book investigates the problems of democratic governance, particularly as they relate to corruption, and also whether democracy should be based on universal principles or local context and historical factors. It also analyses the rule of law, in promoting democratic governance and curbing corruption and if governmental, non-governmental organizations, and civil societies are effective in promoting democratic governance and curbing corruption. This book will go beyond identifying the challenges and offer plausible solutions that could be adapted to various developing countries. It is premised on the importance of bridging theory and practice, which has been lacking in most local and international development publications, making of interest to scholars and policy-makers alike concerned with public administration in developing countries.
