    Abstract: Since 1994, as the ruling party in South Africa, the ANC have become synonymous with and indivisible from the fight against apartheid rule. This has left little space for competing accounts, visions, and political projects to find their appropriate place in the historical narrative. In this innovative book, Toivo Asheeke moves beyond these well-trodden histories, to tell the previously neglected story of the Black Consciousness Movement (BCM), a militant revolutionary nationalist wing of the anti-colonial struggle. Using archival sources from four countries and interviews with former veterans of the movement, Asheeke explores the BCM's engagement with guerrilla warfare, community feminism and Black Internationalism. Uncovering the personal and political histories of those who have previously received scant scholarly attention, Asheeke both illuminates the history of Africa's decolonization struggle and that of the wider Cold War

    Abstract: China's mistreatment of its Uyghur minority has drawn international condemnation and sanctions. The repression gripping Xinjiang is also hugely costly to China in Renminbi, personnel, and stifled economic productivity. Despite this, the Chinese Communist Party persists in its policies. Why? Drawing on extensive original data, Potter and Wang demonstrate insecurities about the stability of the regime and its claim to legitimacy motivate Chinese policies. These perceived threats to core interests drive the ferocity of the official response to Uyghur nationalism. The result is harsh repression, sophisticated media control, and selective international military cooperation. China's growing economic and military power means that the country's policies in Xinjiang and Central Asia have global implications. Zero Tolerance sheds light on this problem, informing policymakers, scholars, and students about an emerging global hotspot destined to play a central role in international politics in years to come.

    Abstract: Constitutional bargains are seen as cornerstones of democratic transitions in much of the world. Yet very few studies have theorized about the link between constitution-making and democratization. Shifting the focus on democratization away from autocratic regime break down, this book considers the importance of inclusive constitution-building for democratization. In this pathbreaking volume, Tofigh Maboudi draws on a decade of research on the Arab Spring to explain when and how constitutional bargains facilitate (or hinder) democratization. Here, he argues that constitutional negotiations have a higher prospect of success in establishing democracy if they resolve societal, ideological, and political ills. Emphasizing the importance of constitution-making processes, Maboudi shows that constitutions can resolve these problems best through participatory and inclusive processes.     Abstract: Under what circumstances might climate change lead to negative security outcomes? Over the past fifteen years, a rapidly growing applied field and research community on climate security has emerged. While much progress has been made, we still don't have a clear understanding of why climate change might lead to violent conflict or humanitarian emergencies in some places and not others. Busby develops a novel argument – based on the combination of state capacity, political exclusion, and international assistance – to explain why climate leads to especially bad security outcomes in some places but not others. This argument is then demonstrated through application to case studies from sub-Saharan Africa, the Middle East, and South Asia. Protests create uncertainty for authoritarian governments, and the Chinese government has created, strengthened, and coordinated multiple dispute-resolution institutions to manage social conflicts and protests. Accommodating the aggrieved prevents the accumulation of grievances in society, but concessions require resources. As the frequency and scale of collective action are closely tied to the political opportunity for action, the Chinese government has also contained collective action by shaping the political opportunity available to the aggrieved. This study shows that when the Chinese central government prioritizes social control, as it has under Xi Jinping's leadership, it signals its preference and that it will tolerate local governments' use of coercion. As a result, the central and local governments create an environment that is not conducive to the mobilization of collective action. Although reactive collective actions have still occurred in China, large-scale occurrences have been uncommon in recent years"--

In this book, Jamie Allinson demonstrates how these defeats were far from inevitable. Rather than conceptualising the 'Arab Spring' as a series of failed revolutions, Allinson argues it is better understood as a series of successful counter-revolutions. By comparing the uprisings in Tunisia, Egypt, Syria, Bahrain, Libya and Yemen, this book shows how these profoundly revolutionary situations were overturned by counter-revolutions. Placing the fate of the Arab uprisings in a global context, Allinson reveals how counter-revolutions rely on popular support and cross borders to forge international alliances. By connecting the Arab uprisings to the decade of global protest that followed them, this innovative work demonstrates how new forms of counter-revolution have rendered it near impossible to implement political change without first enacting fundamental social transformation.

    Abstract: This Element details how elites provide policy concessions when they face credible threats of revolution. Specifically, the authors discuss how the Bolshevik Revolution of 1917 and the subsequent formation of Comintern enhanced elites' perceptions of revolutionary threat by affecting the capacity and motivation of labor movements as well as the elites' interpretation of information signals. These developments incentivized elites to provide policy concessions to urban workers, notably reduced working hours and expanded social transfer programs. The authors assess their argument by using original qualitative and quantitative data. First, they document changes in perceptions of revolutionary threat and strategic policy concessions in early inter-war Norway by using archival and other sources. Second, they code, for example, representatives at the 1919 Comintern meeting to proxy for credibility of domestic revolutionary threat in cross-national analysis. States facing greater threats expanded various social policies to a larger extent than other countries, and some of these differences persisted for decades

    Abstract: There are so many roadblocks in Central Africa that it is hard to find a road that does not have one. Based on research in the Democratic Republic of Congo (DRC) and the Central African Republic (CAR), Peer Schouten maps more than a thousand of these roadblocks to show how communities, rebels and state security forces forge resistance and power out of control over these narrow points of passage. Schouten reveals the connections between these roadblocks in Central Africa and global supply chains, tracking the flow of multinational corporations and UN agencies alike through them, to show how they encapsulate a form of power, which thrives under conditions of supply chain capitalism. In doing so, he develops a new lens through which to understand what drives state formation and conflict in the region, offering a radical alternative to explanations that foreground control over minerals, territory or population as key drivers of Central Africa's violent history

    Abstract: Why do communities form militias to defend themselves against violence during civil war? Using original interviews with former combatants and civilians and archival material from extensive fieldwork in Mozambique, Corinna Jentzsch's Violent Resistance explains the timing, location and process through which communities form militias. Jentzsch shows that local military stalemates characterized by ongoing violence allow civilians to form militias that fight alongside the government against rebels. Militias spread only to communities in which elites are relatively unified, preventing elites from coopting militias for private gains. Crucially, militias that build on preexisting social conventions are able to resonate with the people and empower them to regain agency over their lives. Jentzsch's innovative study brings conceptual clarity to the militia phenomenon and helps us understand how wartime civilian agency, violent resistance, and the rise of third actors beyond governments and rebels affect the dynamics of civil war, on the African continent and beyond.

    Abstract: Does power sharing bring peace? Policymakers around the world seem to think so. Yet, while there are many successful examples of power sharing in multi-ethnic states, such as Switzerland, South Africa and Indonesia, other instances show that such arrangements offer no guarantee against violent conflict, including Rwanda, Yugoslavia, Zimbabwe and South Sudan. Given this mixed record, it is not surprising that scholars disagree as to whether power sharing actually reduces conflict. Based on systematic data and innovative methods, this book comes to a mostly positive conclusion by focusing on practices rather than merely formal institutions, studying power sharing's preventive effect, analyzing how power sharing is invoked in anticipation of conflict, and by showing that territorial power sharing can be effective if combined with inclusion at the center. The authors' findings demonstrate that power sharing is usually the best option to reduce and prevent civil conflict in divided states

    Abstract: This Element details how elites provide policy concessions when they face credible threats of revolution. Specifically, the authors discuss how the Bolshevik Revolution of 1917 and the subsequent formation of Comintern enhanced elites' perceptions of revolutionary threat by affecting the capacity and motivation of labor movements as well as the elites' interpretation of information signals. These developments incentivized elites to provide policy concessions to urban workers, notably reduced working hours and expanded social transfer programs. The authors assess their argument by using original qualitative and quantitative data. First, they document changes in perceptions of revolutionary threat and strategic policy concessions in early inter-war Norway by using archival and other sources. Second, they code, for example, representatives at the 1919 Comintern meeting to proxy for credibility of domestic revolutionary threat in cross-national analysis. States facing greater threats expanded various social policies to a larger extent than other countries, and some of these differences persisted for decades

    Abstract: Latin American states took dramatic steps toward greater inclusion during the late twentieth and early twenty-first Centuries. Bringing together an accomplished group of scholars, this volume examines this shift by introducing three dimensions of inclusion: official recognition of historically excluded groups, access to policymaking, and resource redistribution. Tracing the movement along these dimensions since the 1990s, the editors argue that the endurance of democratic politics, combined with longstanding social inequalities, create the impetus for inclusionary reforms. Diverse chapters explore how factors such as the role of partisanship and electoral clientelism, constitutional design, state capacity, social protest, populism, commodity rents, international diffusion, and historical legacies encouraged or inhibited inclusionary reform during the late 1990s and early 2000s. Featuring original empirical evidence and a strong theoretical framework, the book considers cross-national variation, delves into the surprising paradoxes of inclusion, and identifies the obstacles hindering further fundamental change.

    Abstract: "Genocide is a problem: not only the terrible fact of mass death, but also how the relatively new idea and law of genocide organises and distorts our thinking about civilian destruction. Taking the normative perspective of civilian immunity from military attack, this book argues that the implicit hierarchy of international law, atop which sits genocide as the "crime of crimes," blinds us to other types of humanly caused civilian death, like bombing cities, the "collateral damage" of missile and drone strikes, blockades, and sanctions. In other words, talk of genocide functions ideologically to detract from systematic violence against civilians perpetrated by governments. The Problems of Genocide also contends that this violence is the consequence of "permanent security" imperatives: the striving of states, and armed groups seeking to found states, to make themselves invulnerable to threats. To solve the problems of genocide, this book proposes replacing it with permanent security, which should be criminalized"--

    Abstract: The tensions between democracy and justice have long preoccupied political theorists. Institutions that are procedurally democratic do not necessarily make substantively just decisions. Democratizing Global Justice shows that democracy and justice can be mutually reinforcing in global governance - a domain where both are conspicuously lacking - and indeed that global justice requires global democratization. This novel reconceptualization of the problematic relationship between global democracy and global justice emphasises the role of inclusive deliberative processes. These processes can empower the agents necessary to determine what justice should mean and how it should be implemented in any given context. Key agents include citizens and the global poor; and not just the states but also international organizations and advocacy groups active in global governance. The argument is informed by and applied to the decision process leading to adoption of the Sustainable Development Goals, and climate governance inasmuch as it takes on questions of climate justice

    Abstract: Amidst ongoing wars and insecurities, female fighters, politicians and activists of the Kurdish Freedom Movement are building a new political system that centres gender equality. Since the Rojava Revolution, the international focus has been especially on female fighters, a gaze that has often been essentialising and objectifying, brushing over a much more complex history of violence and resistance. Going beyond Orientalist tropes of the female freedom fighter, and the movement's own narrative of the 'free woman', Isabel Käser looks at personal trajectories and everyday processes of becoming a militant in this movement. Based on in-depth ethnographic research in Turkey and Iraqi Kurdistan, with women politicians, martyr mothers and female fighters, she looks at how norms around gender and sexuality have been rewritten and how new meanings and practices have been assigned to women in the quest for Kurdish self-determination. Her book complicates prevailing notions of gender and war and creates a more nuanced understanding of the everyday embodied epistemologies of violence, conflict and resistance

    Abstract: Many governments face similar pressures surrounding the hotly debated topic of immigration. Yet, the disparate ways in which policy makers respond is striking. The Comparative Politics of Immigration explains why democratic governments adopt the immigration policies they do. Through an in-depth study of immigration politics in Germany, Canada, Switzerland, and the United States, Antje Ellermann examines the development of immigration policy from the postwar era to the present. The book presents a new theory of immigration policymaking grounded in the political insulation of policy makers. Three types of insulation shape the translation of immigration preference into policy: popular insulation from demands of the unorganized public, interest group insulation from the claims of organized lobbies, and diplomatic insulation from the lobbying of immigrant-sending states. Addressing the nuances in immigration reforms, Ellermann analyzes both institutional factors and policy actors' strategic decisions to account for cross-national and temporal variation.

    Abstract: Public opinion polls have become increasingly prominent during elections, but how they affect voting behaviour remains uncertain. In this work, we estimate the effects of poll exposure using an experimental design in which we randomly assign the availability of polls to participants in simulated election campaigns. We draw upon results from ten independent experiments conducted across six countries on four continents (Argentina, Australia, Canada, New Zealand, the United Kingdom, and the United States) to examine how polls affect the amount of information individuals seek and the votes that they cast. We further assess how poll effects differ according to individual-level factors, such as partisanship and political sophistication, and the content included in polls and how it is presented. Our work provides a comprehensive assessment of the power of polls and the implications for poll reporting in contemporary elections

    Abstract: The Nordic Model was originally understood as a compromise between Western and Soviet systems. The Soviet Union has been gone for a generation, but the Nordic Model survives. Much of this has to do with the Model's change from an economic to a largely cultural model. In particular the Model has come to emphasize human (especially women's) rights; environmental consciousness; and cultural innovation. While these each contain an element of fantasy, they retain sufficient substance to provide encouragement to 'progressive' circles in the United States, United Kingdom, and other countries. Important in its own right, the Nordic Model provides a fascinating case study of the transmission of goods and ideas between different regions, and the ability of a small and out of the way region to maintain its own identity in a globalized world
