    Abstract: The Unfinished Politics of Race argues that the past few decades have seen important transformations in the politics of race. Contending that existing accounts have focused narrowly on the mainstream political sphere, this study argues that there is a need to explore the role of race more widely. By exploring the mainstream as well as transitional and alternative spheres of political mobilisation the authors stress the need to link the analysis of both local and national processes in order to make sense of the changing contours of racialised politics. The underlying concern of this study is to outline both a theoretical frame for an analysis of racial politics, and detailed empirical accounts of different arenas of political mobilisation. By exploring the unfinished politics of race, this study provides a timely reminder that the position of racial and ethnic minorities in political institutions remains deeply contested.

The repression gripping Xinjiang is also hugely costly to China in Renminbi, personnel, and stifled economic productivity. Despite this, the Chinese Communist Party persists in its policies. Why? Drawing on extensive original data, Potter and Wang demonstrate insecurities about the stability of the regime and its claim to legitimacy motivate Chinese policies. These perceived threats to core interests drive the ferocity of the official response to Uyghur nationalism. The result is harsh repression, sophisticated media control, and selective international military cooperation. China's growing economic and military power means that the country's policies in Xinjiang and Central Asia have global implications. Zero Tolerance sheds light on this problem, informing policymakers, scholars, and students about an emerging global hotspot destined to play a central role in international politics in years to come.

    Abstract: "Ma dama al-shabab m'ana fainana la shaka najihun With the youth at our side, there is no doubt we will succeed.1 This slogan from the Kata'ib, a Lebanese youth organization, reflects a sentiment shared across the globe in the twentieth century: youth, however defined-by age, class, gender- mattered. Kata'ib leadership knew this, and surely had the youth with them, whether measured by the tens of thousands of young Kata'ib members, their investment in the group's ideology, or their participation in Kata'ib rituals. In July 1958, for example, the Kata'ib held a ceremony for new members at its headquarters in Beirut, Bayt al-Kata'ib, or the "Kata'ib home." In the space that hosted many gatherings, ranging from lectures to sport tournaments, young men and women congregated alongside party officials and supporters to "perform the oath" (ta'diyya al-yamin). This included the routine dedication to party and nation, "in service of Lebanon," another Kata'ib slogan since the 1930s. Thereafter, recruits received their membership cards from the president of the party, Pierre Gemayel. He congratulated each individual on their "engagement in the new party life."2 The event then ended with the singing of the Kata'ib anthem, played by its very own band"--

    Abstract: By the mid-twentieth century, youth movements around the globe ruled the streets. In Lebanon, young people in these groups attended lectures, sang songs, and participated in sporting events; their music tastes, clothing choices and routine activities shaped their identities. Yet scholars of modern Lebanon often focus exclusively on the sectarian makeup and violent behaviors of these socio-political groupings, obscuring the youth cultures that they forged. Using unique sources to highlight the daily lives of the young men and women of Lebanon's youth politics, Dylan Baun traces the political and cultural history of a diverse set of youth-centric organizations from the 1920s to 1950s to reveal how these youth movements played significant roles in the making of the modern Middle East. Outlining how youth movements established a distinct type of politics and populism, Winning Lebanon reveals that these groups both encouraged the political socialization of different types of youth, and, through their attempts to 'win' Lebanon - physically and metaphorically - around the 1958 War, helped produce sectarian violence.

She demonstrates that there were in fact two wars being waged during the Revolutionary Era: a political revolution for independence from Great Britain and a social revolution for emancipation and equality in which Black women played an active role. Running from Bondage broadens and complicates how we study and teach this momentous event, one that emphasizes the chances taken by these 'Black founding mothers' and the important contributions they made to the cause of liberty

    Abstract: By their social and material context as markers of graves, dedications and public signs of honour, inscriptions offer a distinct perspective on the social lives, occupations, family belonging, mobility, ethnicity, religious affiliations, public honour and legal status of Roman women ranging from slaves and freedwomen to women of the elite and the imperial family, both in Rome and in Italian and provincial towns. They thus shed light on women who are largely overlooked by the literary sources. The wide range of inscriptions and graffiti included in this book show women participating not only in their families and households but also in the social and professional life of their cities. Moreover, they offer us a glimpse of women's own voices. Marital ideals and problems, love and hate, friendship, birth and bereavement, joy and hardship all figure in inscriptions, revealing some of the richness and variety of life in the ancient world.

    Abstract: American political observers express increasing concern about affective polarization, i.e., partisans' resentment toward political opponents. We advance debates about America's partisan divisions by comparing affective polarization in the US over the past 25 years with affective polarization in 19 other western publics. We conclude that American affective polarization is not extreme in comparative perspective, although Americans' dislike of partisan opponents has increased more rapidly since the mid-1990s than in most other Western publics. We then show that affective polarization is more intense when unemployment and inequality are high; when political elites clash over cultural issues such as immigration and national identity; and in countries with majoritarian electoral institutions. Our findings situate American partisan resentment and hostility in comparative perspective, and illuminate correlates of affective polarization that are difficult to detect when examining the American case in isolation

    Abstract: One of the greatest challenges in the twenty-first century is to address large, deep, and historic deficits in human development. Democracy at Work explores a crucial question: how does democracy, with all of its messy, contested, and, time-consuming features, advance well-being and improve citizens' lives? Professors Brian Wampler, Natasha Borges Sugiyama, and Michael Touchton argue that differences in the local robustness of three democratic pathways - participatory institutions, rights-based social programs, and inclusive state capacity - best explain the variation in how democratic governments improve well-being. Using novel data from Brazil and innovative analytic techniques, the authors show that participatory institutions permit citizens to express voice and exercise vote, inclusive social programs promote citizenship rights and access to public resources, and more capable local states use public resources according to democratic principles of rights protections and equal access. The analysis uncovers how democracy works to advance capabilities related to poverty, health, women's empowerment, and education.

    Abstract: How does international context influence state policies toward religious minorities? Using parliamentary proceedings, court decisions, newspaper archives, and interviews, this book is the first systematic study that employs international context in the study of state policies toward religion, and that compares Turkey and France with regard to religious minorities. Comparing Christians in Turkey and Muslims in France, this book argues that policy change toward minorities becomes possible when strong domestic actors find a suitable international context that can help them execute their policy agendas. The Turkish Islamists used the European Union to transform the Turkish politics that brought a reformist moment for Christians in the 2000s. The Far Right in France utilized the rise of Islamophobia in Europe to adopt restrictive policies toward Muslims. Ramazan Kılınç argues that the presence of an international context that can favor particular groups over others, shifts the domestic balance of power, and makes some policies more likely to be implemented than others.

    Abstract: A conceptually rich, historically informed, and interdisciplinary study of the contentious politics emerging out of decades of authoritarian neoliberal economic reform, The Roots of Revolt examines the contested political economy of Egypt from Nasser to Mubarak, just prior to the Arab Uprisings of 2010-11. Based on extensive fieldwork conducted across rural and urban Egypt, Angela Joya employs an 'on the ground' approach to critical political economy that challenges the interpretations of Egyptian politics put forward by scholars of both democratization and authoritarianism. By critically reassessing the relationship between democracy and capitalist development, Joya demonstrates how renewed authoritarian politics were required to institutionalize neoliberal reforms demanded by the International Monetary Fund, presenting the real-world impact of economic policy on the lives of ordinary Egyptians before the Arab Uprisings.

    Abstract: Border regions are often considered to be the neglected margins. In this book, Paul Nugent argues that through a comparison of the Senegambia and the trans-Volta (Ghana/Togo), we can see that the geographical margins have shaped notional centres at least as much as the reverse. Through a study of three centuries of history, this book demonstrates that states were forged through an extended process of converting a topography of settled states and slaving frontiers into colonial borders. It argues that post-colonial states and larger social contracts have been configured very differently as a consequence. It underscores the impact on regional dynamics and the phenomenon of peripheral urbanism. Nugent also addresses the manner in which a variegated sense of community has been forged amongst Mandinka, Jola, Ewe and Agotime populations who have both shaped and been shaped by the border. This is an exercise in reciprocal comparison and shuttles between scales, from the local and the particular to the national and the regional.

    Abstract: Elizabeth Thornberry uses historical evidence to shed light on South Africa's contemporary epidemic of sexual violence. Drawing on over a thousand cases from a diverse set of courts, Thornberry reconstructs the history of rape in South Africa's Eastern Cape, from the precolonial era to the triumph of legal and sexual segregation, and digs deep into questions of conceptions of sexual consent. Through this process, Thornberry also demonstrates the political stakes of disputes over sexual consent, and the ways in which debates over the regulation of sexuality shaped both white and black politics in this period. From customary authority to missionary Christianity and humanitarian liberalism to segregationism, political claims implied theories of sexual consent, and enabled distinctive claims to control female sexuality. The political history of rape illuminates not only South Africa's contemporary crisis of sexual violence, but the entangled histories of law, sexuality, and politics across the globe.

    Abstract: In 1865, the British rulers of north India resolved to bring about the gradual 'extinction' of transgender Hijras. This book, the first in-depth history of the Hijra community, illuminates the colonial and postcolonial governance of gender and sexuality and the production of colonial knowledge. From the 1850s, colonial officials and middle class Indians increasingly expressed moral outrage at Hijras' feminine gender expression, sexuality, bodies and public performances. To the British, Hijras were an ungovernable population that posed a danger to colonial rule. In 1871, the colonial government passed a law that criminalised Hijras, with the explicit aim of causing Hijras' 'extermination'. But Hijras evaded police, kept on the move, broke the law and kept their cultural traditions alive. Based on extensive archival work in India and the UK, Jessica Hinchy argues that Hijras were criminalised not simply because of imported British norms, but due to a complex set of local factors, including elite Indian attitudes.

    Abstract: Despite being central to the development of Saharan regional connectivity, northern Chad has been closed to researchers since the late 1960s and thus remains virtually unknown to scholarship. Based on long-term fieldwork, The Value of Disorder is an original and in-depth account of the area and its Tubu majority inhabitants. Julien Brachet and Judith Scheele examine trans-border connectivity and trade; civil war and rebellion; wealth creation and dispersal; labour and gender relations; and aspirations to moral autonomy in northern Chad from an internal point of view - a point of view that in turn participates in a dynamic process of regional interdependence. Vividly ethnographic, the book gives precedence to local categories of value, while asking broader questions about the nature of non-state regional political organisation. Questions that inform current political developments in the Sahara more widely, and have the potential to challenge key concepts in Saharan studies and the social sciences.

    Abstract: "The postcolonial state in Burundi emerged through talk of truth and acts of violence. Beginning with the first democratic contest in late 1959, this book examines decolonisation as a search for certainty over the nature of postcolonial community and authority, seen from the vantage point of two communes on the border with Rwanda. While ethnicity was largely absent from early political struggles, by 1972 the postcolony was realised in a genocidal repression. Yet from democracy to genocide people and state spoke about politics in the language of truth: declarations of official truths, discussions of rumour, and riddles of political persuasion. Through these idioms of truth-speaking, the book examines differing conceptions over the nature of authority and its relationship to its subjects, the possibilities and closures of postcolonial citizenship, the deep hostility and suspicion of successive regimes towards a borderland population, and their performances of loyalty, petition and vigilance in response.     Abstract: Elizabeth Thornberry uses historical evidence to shed light on South Africa's contemporary epidemic of sexual violence. Drawing on over a thousand cases from a diverse set of courts, Thornberry reconstructs the history of rape in South Africa's Eastern Cape, from the precolonial era to the triumph of legal and sexual segregation, and digs deep into questions of conceptions of sexual consent. Through this process, Thornberry also demonstrates the political stakes of disputes over sexual consent, and the ways in which debates over the regulation of sexuality shaped both white and black politics in this period. From customary authority to missionary Christianity and humanitarian liberalism to segregationism, political claims implied theories of sexual consent, and enabled distinctive claims to control female sexuality. The political history of rape illuminates not only South Africa's contemporary crisis of sexual violence, but the entangled histories of law, sexuality, and politics across the globe.

    Abstract: This is a study of Vietnam's socialist transition and state transformation, generally known as đổi mới. It examines the drivers of socialist-regime change, the nature of the đổi mới state, and the basis of regime legitimacy in Vietnam. The Element argues that despite its 'one-party rule' label, the party-state apparatus that channels said rule has become fragmented. State-building during the đổi mới period involved negotiations and bargaining that redefine authority and power relations within the state apparatus. The party-state's accountability projects are designed to target the specific self-aggrandizing tendencies of the state apparatus, its policies, and abuse of state power. At the leadership level, patterns of resource allocation underlying the đổi mới growth model as well as the VCP's cadre rotation approach have accommodated central and sub-national state elites across sectors and levels, helping shore up the legitimacy of the đổi mới state in the eyes of the state elite. The combination of sustained economic growth, expansion of political space, accountability, and tolerance of small-scale public protests have been factors in strengthening regime-society legitimization.

    Abstract: Successive authoritarian regimes have maintained tight control over organized labor in Egypt since the 1950s. And yet in 2009, a group of civil servants decided to exit the state-controlled Egyptian Trade Union Federation (ETUF), thereby setting a precedent for other groups and threatening the ETUF's monopoly. Dina Bishara examines this relationship between labour organizations and the state to shed light on how political change occurs within an authoritarian government, and to show how ordinary Egyptians perceive the government's rule. In particular, Bishara highlights the agency of dissident unionists in challenging the state even when trade union leaders remain loyal. She reveals that militant sectors are more vulnerable to greater scrutiny and repression and that financial benefits tied to membership in state-backed unions can provide significant disincentives against the exit option. Moving beyond conventional accounts of top-down control, this book explores when and how institutions designed for political control become contested from below.

    Abstract: Over the past decade, the Democratic Republic of the Congo (DR Congo) and South Africa have attracted global attention for high rates of sexual and gender-based violence. Why is it that courts in eastern DR Congo prioritize gender crimes despite considerable logistical challenges, while courts in South Africa, home to a far stronger legal infrastructure and human rights record, have struggled to provide justice to victims of similar crimes? Lake shows that state fragility in DR Congo has created openings for human rights nongovernmental organizations (NGOs) to influence legal processes in ways that have proved impossible in countries like South Africa, where the state is stronger. Yet exploiting opportunities presented by state fragility to pursue narrow human rights goals invites a host of new challenges. Strong NGOs and Weak States documents the promises and pitfalls of human rights and rule of law advocacy undertaken by NGOs in strong and weak states alike.

    Abstract: "This project started many years ago, as an article-length project on the apparent diffusion of new models of courts throughout Latin America. A paper Dan Brinks was writing for APSA dovetailed with a paper Abby Blass was writing for a graduate seminar, and the project evolved through conversations between the two authors after that. Both Abby and Dan had other projects to attend to, so the collaboration moved slowly, but we both felt it was intellectually productive. In its early stages in particular, each of the authors contributed important elements and carried out a mutual back and forth that makes it difficult to separate each author's contributions to the initial conceptualization and measurement exercises. Similarly, the basic argument evolved out of conversations between the authors, with each pushing the other to clarify and specify the argument further. Through conceiving and writing the pieces we have called "Conceptualization" (now an article in the International Journal of Constitutional Law, and largely contained in chapter 2 and the Appendix) and "Determinants" (the theory and quantitative analysis that underpins chapters 3 and 4), we collaborated fully.     Abstract: Since the elections of 2002, Erdogan's AKP has dominated the political scene in Turkey. This period has often been understood as a break from a 'secular' pattern of state-building. But in this book, Ceren Lord shows how Islamist mobilisation in Turkey has been facilitated from within the state by institutions established during early nation-building. Lord thus challenges the traditional account of Islamist AKP's rise that sees it either as a grassroots reaction to the authoritarian secularism of the state or as a function of the state's utilisation of religion. Tracing struggles within the state, Lord also shows how the state's principal religious authority, the Presidency of Religious Affairs (Diyanet) competed with other state institutions to pursue Islamisation. Through privileging Sunni Muslim access to state resources to the exclusion of others, the Diyanet has been a key actor ensuring persistence and increasing salience of religious markers in political and economic competition, creating an amenable environment for Islamist mobilisation.

    Abstract: Gender quotas are a controversial policy measure. However, over the past twenty years they have been widely adopted around the world and especially in Europe. They are now used in politics, corporate boards, state and local public administration and even in civil society organizations. This book explores this unprecedented phenomenon, providing a unique comparative perspective on gender quotas' adoption across thirteen European countries. It also studies resistance to gender quotas by political parties and supreme courts. Providing up-to-date comprehensive data on gender quotas regulations, Transforming Gender Citizenship proposes a typology of countries, from those which have embraced gender quotas as a new way to promote gender equality in all spheres of social life, to those who have consistently refused gender quotas as a tool for gender equality.     Abstract: Over the past decade, DR Congo and South Africa have attracted global attention for high rates of sexual and gender-based violence. Why is it that courts in eastern DR Congo have offered a robust judicial response, prioritizing gender crimes despite considerable logistical challenges, whilst courts in South Africa, home to a far stronger legal infrastructure and human rights record, have failed to provide justice to victims of similar crimes? Lake shows that state fragility in DR Congo has created openings for human rights NGOs to influence legal processes in ways that have proved impossible in countries like South Africa, where the state is stronger. Yet exploiting opportunities presented by state fragility to pursue narrow human rights goals invites a host of new challenges. Strong NGOs and Weak States documents the promises and pitfalls of human rights and rule of law advocacy undertaken by NGOs in strong and weak states alike

On the one hand, many Americans support the creation of a powerful bureaucracy of coercion made up of police and military forces in order to provide public security. At the same time, many of those citizens also demand the private right to protect their own families, home, and property. This book diagnoses this schizophrenia as a product of a distinctive institutional history, in which private forms of violence - vigilantes, private detectives, mercenary gunfighters - emerged in concert with the creation of new public and state forms of violence such as police departments or the National Guard. This dual public and private face of American violence resulted from the upending of a tradition of republican governance, in which public security had been indistinguishable from private effort, by the nineteenth-century social transformations of the Civil War and the Market Revolution

    Abstract: Rwanda and Bosnia both experienced mass violence in the early 1990s. Less than ten years later, Rwandans surprisingly elected the world's highest level of women to parliament. In Bosnia, women launched thousands of community organizations that became spaces for informal political participation. The political mobilization of women in both countries complicates the popular image of women as merely the victims and spoils of war. Through a close examination of these cases, Marie E. Berry unpacks the puzzling relationship between war and women's political mobilization. Drawing from over 260 interviews with women in both countries, she argues that war can reconfigure gendered power relations by precipitating demographic, economic, and cultural shifts. In the aftermath, however, many of the gains women made were set back. This book offers an entirely new view of women and war and includes concrete suggestions for policy makers, development organizations, and activists supporting women's rights

    Abstract: When and why do governments promote women's rights? Through comparative analysis of state action in seventy countries from 1975 to 2005, this book shows how different women's rights issues involve different histories, trigger different conflicts, and activate different sets of protagonists. Change on violence against women and workplace equality involves a logic of status politics: feminist movements leverage international norms to contest women's subordination. Family law, abortion, and contraception, which challenge the historical claim of religious groups to regulate kinship and reproduction, conform to a logic of doctrinal politics, which turns on relations between religious groups and the state. Publicly-paid parental leave and child care follow a logic of class politics, in which the strength of Left parties and overall economic conditions are more salient. The book reveals the multiple and complex pathways to gender justice, illuminating the opportunities and obstacles to social change for policymakers, advocates, and others seeking to advance women's rights

    Abstract: There are a number of controversies surrounding the International Criminal Court (ICC) in Africa. Critics have charged it with neo-colonial meddling in African affairs, accusing it of undermining national sovereignty and domestic attempts to resolve armed conflict. Here, based on 650 interviews over 11 years, Phil Clark critically assesses the politics of the ICC in Uganda and the Democratic Republic of Congo, focusing particularly on the Court's multi-level impact on national politics and the lives of everyday citizens. He explores the ICC's effects on peace negotiations, national elections, domestic judicial reform, amnesty processes, combatant demobilisation and community-level accountability and reconciliation. In attempting to distance itself from African conflict zones geographically, philosophically and procedurally, Clark also reveals that the ICC has become more politicised and damaging to African polities, requiring a substantial rethink of the approaches and ideas that underpin the ICC's practice of distant justice.
