    Kurzfassung: The West African states have reached maturity. This new volume - appearing a decade after the successful West African States: Failure and Promise - provides up-to-date studies of nine states, including Chad, Burkina Faso and Cameroon, which were neglected in the earlier volume, and introduces contemporary theories of West African politics. The book reflects changes on the ground and also in academic debate, notably the remarkable retreat of dependency theory and Marxian analysis and the rise of free-market theorising by both governments and scholars. The volume also contains important observations on the political importance of religious fundamentalism in the region, and the growth of sub-national forms of political activity. The writers are well-known scholars in the field, and include contributors to the influential journal Politique Africaine. This will be a useful textbook for everyone interested in African politics, but it is also a provocative contribution to the debate on the nature of the state and political processes in Africa.     Kurzfassung: The thirty-five chapters in this book are edited versions of papers presented at the Advanced Research Workshop, State Intervention on Behalf of Children and Youth, which took place in Maratea, Italy, February 20-24, 1989. The Workshop was attended by leading child welfare researchers from most of the Western countries. Represented were scholars and practitioners from disciplines as diverse as law, social work, neurology, economics, political science, education, psychology, and psychiatry. This variety of disciplines considerably enriched the discussions at the Workshop and is reflected in a set of interesting and, we believe, potentially useful research papers. This book is divided into four sections, each dealing with dominant themes of state intervention. The first section deals with research on organizing for state intervention and related ways of providing accountability. The second section deals with research on young persons in conflict with the law, the third with research on child abuse and the final section with research on children in care. Many of the matters addressed in these papers relate to more than one of the topical theme headings and, therefore, might well have been located in different sections of the volume. Each section is introduced by an introductory statement that provides an overview of the papers and issues addressed, and suggests an agenda of research work to be undertaken. These introductions are based largely on workshop discussions and do not necessarily represent the views of their identified authors.

    Kurzfassung: In the late seventeenth century Wala emerged as a small state in what is now northwestern Ghana. Its creation involved on the one hand warrior groups of Mande, Dagomba and Mamprusi origins, and on the other hand scholars from the centres of Muslim learning on the Middle Niger. Ivor Wilks traces the history of Wala from its beginnings to the present, paying particular attention to relations between Muslim and non-Muslim elements in its population. He also examines the impact of Zabarima, Samorian, British and French intrusions into Wala affairs. By the use of orally transmitted tradition and recensions of these in Arabic and Hausa, he is able to show how the Wala themselves view their past.Wala is periodically convulsed by crises often resulting in communal violence. Ivor Wilks approaches this problem through a detailed analysis of the growth of factions, both religious and secular. He shows, for example, that although the Ahmadiyya Movement was established in Wala only in the early 1930s, the lines of division between Ahmadi and 'orthodox' can be traced back to at least the middle of the nineteenth century. He suggests that the policy maker involved in the region's political problems needs a sound knowledge of Wala history and an understanding of the deeper structures of Wala society, and that this is all the more important in the context of the present Ghana government's concern with decentralization.     Kurzfassung: During the first colonial period (the Turkiyya, 1821-85), the Shendi region of the Northern Sudan was inhabited by peasants, traders and nomads. This book analyses socio-economic change among the peasants and traders during this formative period of Sudanese history. Administration, agriculture and trade in transition from a pre-colonial to a colonial economy are discussed. Anders Bjørkelo argues that Turkish demands for cash-crop cultivation and taxation in cash ruined the villages and towns and undermined the local subsistence economy, and that the role of traders as mediators in the process of monetisation contributed to stagnation and rural indebtedness. By combining a thorough mastery of the travel literature with examination of previously unknown manuscript sources, notably the private papers of a prominent Sudanese merchant, he is able to offer a closer view of the situation of trader and peasant families. For the first time it is possible to consider the period from a Sudanese point of view. Dr Bjørkelo concludes that General Gordon's policy of driving back to the impoverished north the waves of emigrants to the Southern Sudan was instrumental in triggering off the Mahdist movement, and also interestingly suggests points of comparison between reactions to Muslim, as against European, imperialism.     Kurzfassung: Ron Brunton revives a problem posed by the great anthropologist W. H. R. Rivers in History of Melanesian Society (1914): how to explain the strange geographical distribution of kava, a narcotic drink once widely consumed by south-west Pacific islanders. Rivers believed that it was abandoned by many people even before European contact in favour of another drug, betel, drawing his speculations from the ideas of the diffusionist school of anthropology. However, Dr Brunton disagrees. Taking the varying fortunes of kava on the island of Tanna, Vanauta, as his starting point, he suggests that kava's abandonment can best be explained in terms of its association with unstable religious cults, and not because of the adoption of betel. The problem of kava is therefore part of a broader problem of why many traditional Melanesian societies were characteristically highly unstable, and Dr Brunton sees this instability as both an outcome and a cause of weak institutions of authority and social coordination.

The strength of British influence in Latin America in the nineteenth century could not be sustained as a consequence of the two world wars, the intervening depression and the emergence of the United States of America as the major power in the region. Since 1945, despite opportunities to re-establish its presence, Britain has seen a further decline in its relations with Latin America, and the consequences of neglect were brought home in spectacular fashion by the war between Britain and Argentina in 1982.     Kurzfassung: This second of three volumes sets out a general account of the structure and evolution of human societies. The author argues first that societies are to be defined as sets of roles whose incumbents are competitors for access to, or control of, the means of production, persuasion and coercion; and second, that the process by which societies evolve is one of competitive selection of the practices by which roles are defined analagous, but not reducible, to natural selection. He illustrates and tests these theses with evidence drawn from the whole range of societies documented in the historical and ethnographic record. The result is an original, powerful and far-reaching reformulation of evolutionary sociological theory which will make it possible to do for the classification and analysis of societies what Darwin and his successors have done for the classification and analysis of species

The twin focal points of his approach are the 'theory of structuration' and the analysis of 'modernity'. Social Theory of Modern Societies is the first volume to provide a systematic and critical assessment of Giddens's contributions.     Kurzfassung: Although Western societies cannot escape from images of famine in the present world, their direct experience of widespread hunger has receded into the past. England was one of the very first countries to escape from the shadow of famine; in this volume a team of distinguished economic, social and demographic historians analyses why. The strength of British influence in Latin America in the nineteenth century could not be sustained as a consequence of the two world wars, the intervening depression and the emergence of the United States of America as the major power in the region. Since 1945, despite opportunities to re-establish its presence, Britain has seen a further decline in its relations with Latin America, and the consequences of neglect were brought home in spectacular fashion by the war between Britain and Argentina in 1982. Britain and Latin America: A Changing Relationship studies the reasons for this decline, examines the sources of friction and explores the prospect of strengthening relations in the 1990s.

    Kurzfassung: This analysis of the growth of welfare spending examines the relative impact of class and status groups versus demographic composition and political structures. Special attention is given to the role of the aged as representative of the importance of ascription and middle-class groups in welfare growth, and to the effect of welfare spending on income inequality. Aggregate cross-national data from the UN, ILO, and the World Bank are analysed and the conclusion is drawn that a large aged population, especially in combination with democratic political processes, is a direct and crucial influence on the level of welfare spending.

The author argues first that societies are to be defined as sets of roles whose incumbents are competitors for access to, or control of, the means of production, persuasion and coercion; and second, that the process by which societies evolve is one of competitive selection of the practices by which roles are defined analagous, but not reducible, to natural selection. He illustrates and tests these theses with evidence drawn from the whole range of societies documented in the historical and ethnographic record. The result is an original, powerful and far-reaching reformulation of evolutionary sociological theory which will make it possible to do for the classification and analysis of societies what Darwin and his successors have done for the classification and analysis of species.

    Kurzfassung: This comparative study of two republics - Guyana in South America, and Trinidad and Tobago in the Caribbean - examines the conditions which determine regime survival in less developed countries. Given the structure of political and economic organization typical of these countries, and of the web of international relations of which they are a part, political survival can very often depend on a leader's willingness to serve the interests of a small, but politically strategic minority. In both Guyana and Trinidad post-independence leaders made politically expedient decisions that foreclosed policy choices consistent with the satisfaction of collective needs. As a result both countries experienced a series of political and economic crises. This in-depth comparative study of Guyana and Trinidad will be of interest to all scholars, students and policy-makers concerned with aspects of political and economic development in the Third World.

    Kurzfassung: Set against the historical background of Spain's unification as a modern state, this book is a study of a complex, frequently violent, political phenomenon - Basque nationalism - which after ninety years continues to constitute a major challenge to Spain's established political order. It examines the origins of Basque nationalism in the Basque industrial heartland of Bilbao in the 1890s and analyses its development up to 1980 when the Basque country finally achieved home rule. In particular, the book shows how Basque nationalism operated upon the residents of the Basque country, divided by culture, loyalties, divergent economic and political aspirations and history, to create a new and exclusive political entity - the Basque nation. The main fieldwork was conducted during the two years surrounding the death of General Franco in 1975, a period of exceptional violence in the Basque country that marked Spain's transition from an authoritarian regime to a democratic one. Using a theoretical approach, the book provides an empirical analysis of one of Spain's most intractable political problems during a decisive period of Spanish history.

    Kurzfassung: Using a wealth of data collected in Israel, this study depicts a complete system in which art is created and evaluated - the scale of Israeli society allowing for a comprehensive and detailed description of all the agents involved in the production and consumption of modern art. The author analyses the patterns of social relations and behaviour created around two art worlds - the world of abstract avant-garde art and the world of traditional figurative painting. She argues that the two worlds differ radically both in terms of the factors that affect the formation of taste, the process of evaluation and the patterns of success in them and in the ways in which these factors exert their influence.

    Kurzfassung: The enormous growth of London during the early modern period brought with it major social problems, yet, as Steve Rappaport demonstrates in this innovative study, Tudor London was essentially a stable society, subject to stress but never seriously threatened by widespread popular unrest or other forms of instability. Professor Rappaport looks once again at the nature, causes, and effects of the principal threats to the capital's stability in the sixteenth century - the threefold increase in population, the economic impact of such demographic expansion, the substantial rise in prices and the inequitable distribution of wealth and power - and concludes that historians have hitherto exaggerated the severity of such problems and over-simplified their effects. Professor Rappaport's researches suggest that the institutional superstructure of the capital was more adaptable, its small social organisations more resilient, and opportunities for social mobility far greater than many historians have acknowledged. Worlds Within Worlds combines sophisticated quantitative analysis with vivid empirical detail, and mounts a major challenge to much current thinking about urban life in early modern Britain.

    Kurzfassung: Control of office has long been regarded as the key element in understanding power and policy in the Soviet system. What, however, accounts for the control of office and how are individuals recruited into positions of power and responsibility? In An Algebra of Soviet Power, Michael Urban adopts a fresh approach and introduces into the field of political elite studies the sociological technique of vacancy chain analysis. This treats the movements of actors as sequences of complex inter-relations that are structured by the properties and powers of the personnel system rather than by the consequences of individual intentions or characteristics. This algebraic method is applied to a large body of career data of officials from the Soviet Republic of Belorussia for the period 1966–86. The author documents how, despite the formal systems of nomenklatura - central control over personnel placement - the flow of individuals through the hierarchy of offices in Belorussia has not been influenced by any coordinating policy issuing from Moscow or Minsk. Instead regionalism has played an important, and patronage the decisive, role in the system.

    Kurzfassung: Ron Brunton revives a problem posed by the great anthropologist W. H. R. Rivers in History of Melanesian Society (1914): how to explain the strange geographical distribution of kava, a narcotic drink once widely consumed by south-west Pacific islanders. Rivers believed that it was abandoned by many people even before European contact in favour of another drug, betel, drawing his speculations from the ideas of the diffusionist school of anthropology. However, Dr Brunton disagrees. Taking the varying fortunes of kava on the island of Tanna, Vanauta, as his starting point, he suggests that kava's abandonment can best be explained in terms of its association with unstable religious cults, and not because of the adoption of betel. The problem of kava is therefore part of a broader problem of why many traditional Melanesian societies were characteristically highly unstable, and Dr Brunton sees this instability as both an outcome and a cause of weak institutions of authority and social coordination

    Kurzfassung: In treating memory as a cultural rather than an individual faculty, this book provides an account of how bodily practices are transmitted in, and as, traditions. Most studies of memory as a cultural faculty focus on written, or inscribed transmissions of memories. Paul Connerton, on the other hand, concentrates on bodily (or incorporated) practices, and so questions the currently dominant idea that literary texts may be taken as a metaphor for social practices generally. The author argues that images of the past and recollected knowledge of the past are conveyed and sustained by ritual performances and that performative memory is bodily. Bodily social memory is an essential aspect of social memory, but it is an aspect which has until now been badly neglected. An innovative study, this work should be of interest to researchers into social, political and anthropological thought as well as to graduate and undergraduate students

    Kurzfassung: This book sets out a generative structuralist conception of general theoretical sociology; its philosophy, its problems, and its methods. The field is defined as a comprehensive research tradition with many intersecting subtraditions that share conceptual components. The focus is on formalization and unification as processes that can help advance the state of theory today. An integrative philosophy of the field is set out in terms of a process worldview, with a focus on generativity in explanation and a conception of the structure of theories as hierarchical meaning control systems. This philosophy is implemented in two phases. In the first phase, Professor Fararo defines the core problems of theoretical sociology in the context of setting out and illustrating the logic of a nonlinear dynamical social systems framework. A critical analysis of the outcome of this phase then leads, in the second phase, to formal treatments of action principles and structural analysis. A variety of traditions are drawn upon to treat theoretical problems of order and integration, as well as to examine searchingly problems of formalization and unification in theoritical sociology.

He analyses two concepts of social order: stable, predictable patterns of behaviour, and co-operative behaviour. Taking the varying fortunes of kava on the island of Tanna, Vanauta, as his starting point, he suggests that kava's abandonment can best be explained in terms of its association with unstable religious cults, and not because of the adoption of betel. The problem of kava is therefore part of a broader problem of why many traditional Melanesian societies were characteristically highly unstable, and Dr Brunton sees this instability as both an outcome and a cause of weak institutions of authority and social coordination

    Kurzfassung: This volume deals with the way in which money is symbolically represented in a range of different cultures, from South and South-east Asia, Africa and South America. It is also concerned with the moral evaluation of monetary and commercial exchanges as against exchanges of other kinds. The essays cast radical doubt on many Western assumptions about money: that it is the acid which corrodes community, depersonalises human relationships, and reduces differences of quality to those of mere quantity; that it is the instrument of man's freedom, and so on. Rather than supporting the proposition that money produces easily specifiable changes in world view, the emphasis here is on the way in which existing world views and economic systems give rise to particular ways of representing money. But this highly relativistic conclusion is qualified once we shift the focus from money to the system of exchange as a whole. One rather general pattern that then begins to emerge is of two separate but related transactional orders, the majority of systems making some ideological space for relatively impersonal, competitive and individual acquisitive activity. This implies that even in a non-monetary economy these features are likely to exist within a certain sphere of activity, and that it is therefore misleading to attribute them to money. By so doing, a contrast within cultures is turned into a contrast between cultures, thereby reinforcing the notion that money itself has the power to transform the nature of social relationships.

The author argues first that societies are to be defined as sets of roles whose incumbents are competitors for access to, or control of, the means of production, persuasion and coercion; and second, that the process by which societies evolve is one of competitive selection of the practices by which roles are defined analagous, but not reducible, to natural selection. He illustrates and tests these theses with evidence drawn from the whole range of societies documented in the historical and ethnographic record. The result is an original, powerful and far-reaching reformulation of evolutionary sociological theory which will make it possible to do for the classification and analysis of societies what Darwin and his successors have done for the classification and analysis of species

    Kurzfassung: New Profession, Old Order explores the creative tension between modern technology and preindustrial Germany. It offers an explanation of why the engineering profession is so successful in transforming the physical world, did not achieve the professional power, cohesion, and prestige that its technological accomplishments would seem to have warranted. On the one hand, engineers were agents of modern instrumental rationality, specialization, practical knowledge, and entrepreneurial capitalism - forces antiasthetical to the quasi-aristocratic world of Bildung and bureaucracy that was the life blood of the preindustrial social hierarchy. On the other hand, it was this latter universe in which engineers had to survive and by whose standards they were judged for membership in the educated middle class or for access to prestigious careers. The result was an orientation that combined the old and the new in ways that were at once uniquely German and paradigmatic for modern industrial society.

    Kurzfassung: Bad Year Economics explores the role of risk and uncertainty in human economics within an interdisciplinary and cross-cultural framework. Drawing on archaeology, anthropology, and ancient and modern history, the contributors range widely in time and space across hunting, farming and pastoralism, across ancient states, empires, and modern nation states. The aim, however, is a common one: to analyse in each case the structure of variability - particularly with regard to food supply - and review the range of responses offered by individual human communities. These responses commonly exploit various forms of mobility, economic diversification, storage, and exchange to deploy local or temporary abundance as a defence against shortage. Different levels of response are used at different levels of risk. Their success is fundamental to human survival and their adoption has important ramifications throughout cultural behaviour.

    Kurzfassung: This is the twelfth in the annual series assessing major development issues. Economic growth rates among the developing countries have varied considerably. The external environment has had an adverse impact on growth, but domestic policies have been more important. Countries striving to adjust their economies have had considerable success reducing external imbalances but less success with internal balance. In the absence of large inflows of foreign capital, countries will need to rely on the mobilization of domestic financial resources. The structure of a country's financial system reflects its economic philosophy; the present financial structure of many developing countries reflects their approach to development in the 1960s and 1970s, an approach that emphasized government intervention in the economy. Today many countries are revising their approach to rely more heavily on the private sector. For the financial sector, this implies a smaller role for government in the allocation of credit, determination of interest rates, and the daily decisionmaking of financial intermediation. Relaxation of these controls calls for an effective system of prudent regulation and supervision. Hence while the objective is an open market, countries should not remove all capital controls until other economic and financial reforms are in place

Some were practical and pragmatic groups (co-operatives, banks and mutual-aid associations), others were inspired by right- or left-wing political movements (the Peasant Corporation under Vichy), yet others were sponsored by the Catholic Church (the Young Christian Farmers). Whatever their origins, all were important in shaping the evolution of French farming this century. The transformation of an isolated, autarkic peasantry into highly efficient agricultural producers, the role of the state in influencing agricultural modernization and the place of the European community in French political and agricultural life have been affected by an increasingly complex and interlinked network of organizations that are the subject of this book. Their history and geography are revealing indicators of the social, cultural and economic evolution of rural France and, by combining an historical approach with a consideration of their contemporary role, the book serves to elucidate their role in shaping the countryside of the future.

    Kurzfassung: Of all the Cambridge Platonists, Henry More has attracted the most scholar­ ly interest in recent years, as the nature and significance of his contribution to the history of thought has come to be better understood. This revival of interest is in marked contrast to the neglect of More's writings lamented even by his first biographer, Richard Ward, a regret echoed two centuries after his 1 death. Since then such attention as there has been to More has not always served him well. He has been dismissed as credulous on account of his belief in witchcraft while his reputation as the most mystical of the Cambridge 2 school has undermined his reputation as a philosopher. Much of the interest in More in the present century has tended to focus on one particular aspect of his writing. There has been considerable interest in his poems. And he has come to the attention of philosophers thanks to his having corresponded with Descartes. Latterly, however, interest in More has been rekindled by renewed interest in the intellectual history of the seventeenth century and Renaissance. And More has been studied in the context of seventeenth-cen­ tury science and the wider context of seventeenth-century philosophy. Since More is a figure who belongs to the Renaissance tradition of unified sapientia he is not easily compartmentalised in the categories of modern disciplines. Inevitably discussion of anyone aspect of his thought involves other aspects.

    Kurzfassung: The subtitle of this book should be read as a qualification as much as an elaboration of the title. If the goal were completeness, then this book would have included essays on the work of other philosophers such as Wilfrid Sellars, Nicholas Rescher, Donald Davidson, Gilbert Harman and Michael Williams. Although it would be incorrect to say that each of these writers has set forth a version of the coherence theory of justification and knowledge, it is clear that their work is directly relevant, and reaction to it could easily fill a companion volume. This book concentrates, however, on the theories of Keith Lehrer and Laurence BonJour, and I doubt that any epistemologist would deny that they are presently the two leading proponents of coherentism. A sure indication of this was the ease with which the papers in this volume were solicited and delivered. The many authors represented here were willing, prepared, and excited to join in the discussion of BonJour's and Lehrer's recent writings. I thank each one personally for agreeing so freely to contribute. All of the essays but two are published for the first time here. Marshall Swain's and Alvin Goldman's papers were originally presented at a symposium on BonJour's The Structure of Empirical Knowledge at the annual meeting of the Central Division of the American Philosophical Association, Chicago, Illinois, in April, 1987.

    Kurzfassung: by the question in its being an answer, if only in a circumstantial (i. e. inessential) manner. One indeed must question oneself in order to remember, says Plato, but the dialectic, which would be scientific, must be something else even if it remains a play of question and answer. This contradiction did not escape Aristotle: he split the scientific from the dialectic and logic from argumentation whose respective theories he was led to conceive in order to clearly define their boundaries and specificities. As for Plato, he found in the famous theory of Ideas what he sought in order to justify knowledge as that which is supposed to hold its truth only from itself. What do Ideas mean within the framework of our approach? In what consists the passage from rhetoric to ontology which leads to the denaturation of argumentation? When Socrates asked, for example, "What is virtue?", he thought one could not answer such a question because the answer refers to a single proposition, a single truth, whereas the formulation of the question itself does not indicate this unicity. For any answer, another can be given and thus continuously, if necessary, until eventually one will come across an incompatibility. Now, to a question as to what X, Y, or Z is, one can answer in many ways and nothing in the question itself prohibits multiplicity. Virtue is courage, is justice, and so on.

    Kurzfassung: Philosophy suffers from an excess of convoluted introspection. One result is that concepts multiply unchecked. That some events have observable causes gets reified into a First Cause or, in a more secular age, to the thesis that every event is fatalistically determined. Another drawback of convoluted introspection is that tiny but crucial assumptions slip in, often unawares, with the result that densely argued counter-tomes are written in reply and no progress is made toward any kind of consensus. At bottom, subjectivity reigns. I exaggerate. Toward the other pole of the subjectivity-objectivity continuum, consensus among scientists is in fact always at a good healthy distance from compulsive unanimity. New theories replace old, and at any one time the evidence can usually be interpreted two ways. Indeed, it is possible to pile epicycle upon epicycle in the Ptolemaic system of the heavens and approximate the ellipses planets travel in the Copernican system. What cinched the case for Copernicus was not simplicity--after all alchemy is simpler than chemisty. Nor was it experiment--there were no moon shots back then. Rather it was Newton's foundations. He established a physics for the earth and the heavens alike. Earthly physics we can verify, and it does not jell with the Ptolemaic system.

    Kurzfassung: The present volume aims at giving a discussion ot the problems ot reductionism in contemporary life sciences. It contains six papers which deals with reduction/reductionism in different fields ot biological research. Also, the holistic perspective, 1. e. the systems view, is discussed in some ot the papers. The message ot this discussion Is that - whereas reductionism is indeed an important strategy - the systems approach is needed. It is argued by some ot the authors that organisms are complex systems and not just heaps of molecules, 50 that the analytical method does not suffice. Recent developments in systems theory offer the possibility to install a more comprehensive view ot living systems what can be seen particularly in the field ot evolutionary biology. It is true that any organismic activity is molecular, this is to say that it is based on molecular mechanisms. But it is also true that the whole organism displays certain patterns ot behavior which are not just molecular. Any organism can be described as a system ot different levels ot organization different levels ot order and complexity - and it is important, theretore, to study all ot the organizational levels and to see their peculiarities. It should be obvious, however, that there is not one problem ot reduction/reductionism, but that there are many problems linked together and that these problems appear at different levels ot biological research and bio­ philosophical reflections.
