Demographic, cultural, and technological changes have led to a workforce that demands a set of operating principles characterized by core values such as transparency, trust, inclusion, and real-time collaboration to help guide behaviors and decision-making in companies. Finally, studies have shown that millennials are deeply motivated by corporate social responsibility and a compelling sense of purpose. Together, these forces make the case that companies that fail to aspire to align purpose, performance, and principles will also fail to attract the best talent. Furthermore, to achieve the kind of transformations that today's fast-moving economy often requires of businesses, executives need engaged, committed employees who have opportunities to contribute their knowledge. CEOs often talk about reducing hierarchy and increasing agility, flexibility, and connectedness to the market, and virtually every large company is "transforming for digital." Yet Qingdao, China-based Haier Group Corp., a major producer of consumer electronics and major appliances, has taken the idea further than most companies. Under chairman and CEO Zhang Ruimin, Haier has transformed the administrative structure of the company, eliminating 10,000 management jobs that once held it together. Ruimin is attempting to rebuild the enterprise as a network of entrepreneurial ventures, all focused on developing products and services for the "smart home," the internet of things (IoT)-based concept of a fully connected and networked household. Haier calls its management model Rendanheyi, a term that refers to connecting employees with users, and sees it as a "win-win" model for reducing the distance between the organization and its end users to zero and moving as close as possible to a state of co-creation with the customer. In an interview with MIT Sloan Management Review editor in chief Paul Michelman, Ruimin discussed Haier's latest reinvention in person through a translator and subsequently via email. He spoke about a number of things, including platforms, incentive compensation, and how the changes have affected employees. The book documents the current state of the art in federal performance reporting, measures the extent of improvement, compares federal performance reports with those produced by state governments and other nations, and suggests how GPRA has affected management of federal agencies and resource allocation by policymakers. It also identifies obstacles that must be overcome if GPRA is to deliver on the promise of performance budgeting. The authors chronicle the improvements observed in federal performance reporting through the lens of the Mercatus Center’s annual Performance Report Scorecard. As budget shortfalls and new debt burdens increase interest in public management and budgeting techniques that allow governments to do more with less, this is an appropriate time to take stock of what GPRA has accomplished and what remains to be done. By comparing best performance reporting practices in the US federal government with those in states and other countries, this book speeds the diffusion of useful knowledge at a critical time.
