    Abstract: Weltweit migrieren Männer und Frauen, ihre Arbeitsmarktintegration ist jedoch grundsätzlich verschieden. Erklärungen hierfür sind bislang unzureichend. Daher entwickelt diese Dissertation ein Konzept zu Migration, Geschlecht und Erwerbstätigkeit, dessen Kernargument ist, dass sich Geschlechterunterschiede über die Immigration reproduzieren. Die Papiere der Dissertation testen drei Mechanismen, die diesen Prozess bedingen können. Im ersten Papier betrachtet diese Dissertation die folgende Frage: Wie wirken sich Dynamiken in den Migrationsentscheidungen von Paaren auf deren Erwerbstätigkeit aus? Das Papier diskutiert diese Frage im Licht der tied migration theory. Zur empirischen Analyse zieht das Papier Daten des Sozio-oekonomischen Panels (SOEP) heran. Es zeigt sich, dass Männer, die die treibende Kraft der Entscheidung waren, nach Migration beruflich erfolgreicher sind als Männer, deren Partnerin die Entscheidung traf. Das zweite Papier fragt: Wie entwickelt sich die Zeit, die Frauen und Männer auf Hausarbeit verwenden, über den Migrationsprozess? Hierfür bezieht sich das Papier theoretisch auf Neoklassische Theorie und Verhandlungstheorie sowie auf Ideen der Geschlechterkonstruktion und integriert migrationsspezifische Aspekte. Für die Analysen verwendet das Papier Daten des SOEP und Angaben zur Zeitverwendung. Die Resultate des Papiers zeigen, dass die Hausarbeit für Männer und Frauen nach Migration stark ansteigt, jedoch nur kurzfristig. Im dritten Papier betrachtet diese Dissertation die Sozialisierung von Migrantinnen. Das Papier fragt: Wie beeinflusst die Sozialisierung von Migrantinnen ihre Erwerbstätigkeit? Die theoretische Herleitung des Papiers beruht auf der Sozialisationstheorie, die Analysen beruhen auf Daten des SOEP. Das Papier schlussfolgert, dass die Sozialisierungsanstrengungen von Müttern gesellschaftliche Effekte abfedern können. Zusammenfassend verdeutlicht diese Dissertation die Bedeutung von geschlechtsspezifischer Integrationsforschung.
    Abstract: Women and men are on the move, yet their employment experiences after migration differ. To date, evidence on underlying reasons is scarce. Hence, this dissertation develops a framework for understanding migration, gender, and employment. This framework argues that gender inequalities are reinforced across migration. In its empirical chapters, this dissertations tests three mechanisms hypothesized to drive this process. This dissertation’s first paper addresses the following question: How do dynamics in couples’ decision to migrate impact the employment of migrant women and men? Theoretically, this puzzle is discussed with regard to tied migration theory. Empirically, the paper analyzes data on couples’ migration decisions from the German Socio-Economic Panel (SOEP). The results show that migrant men who drove decisions are vocationally more successful after migration than men whose partners initiated migration. The second paper of this dissertation asks: How does migration impact the time spent on domestic work of immigrant women and men? Therefore, the paper draws on theoretical notions of Neoclassical Economic and Bargaining Theory, ideas of Gender Construction, and integrates migration-specific aspects. For its analyses, the paper uses SOEP data and couples’ time use. The results of this paper indicate that the time spent on domestic work increases drastically for migrant women and men after migration, yet only in the short-term. The third empirical paper of this dissertation looks at female migrants’ socialization. It asks: How does adolescent socialization impact the employment of immigrant women? The paper’s hypotheses are based on Socialization Theory, it bases its analyses on SOEP data. The paper concludes that mothers and their socialization efforts can buffer societal impacts. Overall, this dissertation emphasizes the significance of gendered integration research and the necessity to further explore the differential employment of migrant women and men.

    Abstract: This publication presents the results of a study on the integration of refugees into education, training and work in Berlin. The research is based on qualitative interviews with refugees and representa-tives of schools, companies, civil society projects and administrative bodies. The study analyses factors that both support and hinder refugees’ integration into training and work, and discusses related measures of integration management.

    Abstract: SMEs and entrepreneurs play a key role in national economies around the world, generating employment and income, contributing to innovation and knowledge diffusion, responding to new or niched demands and social needs, and enhancing social inclusion. However, SMEs are often more affected by business environment conditions and structural policies than larger firms. This report presents comparative evidence on SME performance and trends, and on a broad range of policy areas and business environment conditions that are important for small businesses. The analysis takes into account the multi-dimensionality of SME policy objectives and the significant heterogeneity of the SME population, within and across countries. Data and indicators on framework conditions are complemented with information on recent policy trends in OECD countries. This publication addresses a growing demand by governments for tools to monitor the business environment for small and medium-sized enterprises, and benchmark the effectiveness of policies in creating appropriate conditions for them to flourish and grow.

    Abstract: Giving people better opportunities to participate actively in the labour market improves well-being. It also helps countries to cope with rapid population ageing by mobilising more fully each country’s potential labour resources. However, weak labour market attachment of some groups in society reflects a range of barriers to working or moving up the jobs ladder. This report on Slovenia is the second country study published in a series of reports looking into how activation policies can encourage greater labour market participation of all groups in society with a special focus on the most disadvantaged. Labour market and activation policies are well developed in Slovenia. However, the global financial crisis hit Slovenia hard and revealed some structural weaknesses in the system, which have contributed to a high level of long-term unemployment and low employment rates for some groups. This report on Slovenia therefore focuses on activation policies to improve labour market outcomes for four groups: long-term unemployed people; low-skilled workers; older workers; and workers who were made or are at risk of becoming displaced. There is room to improve policies through promoting longer working lives and through enabling the Employment Service and related institutions to help more harder-to-place jobseekers back into employment.

    Abstract: The gap between rich and poor keeps widening. Growth, if any, has disproportionally benefited higher income groups while lower income households have been left behind. This long-run increase in income inequality not only raises social and political concerns, but also economic ones. It tends to drag down GDP growth, due to the rising distance of the lower 40% from the rest of society.     Abstract: Income inequality is rising. A quarter of a century ago, the average disposable income of the richest 10% in OECD countries was around seven times higher than that of the poorest 10%; today, it’s around 9½ times higher. Why does this matter? Many fear this widening gap is hurting individuals, societies and even economies. This book explores income inequality across five main headings. It starts by explaining some key terms in the inequality debate. It then examines recent trends and explains why income inequality varies between countries. Next it looks at why income gaps are growing and, in particular, at the rise of the 1%. It then looks at the consequences, including research that suggests widening inequality could hurt economic growth.     Abstract: Population ageing - a growth in the proportion of a population that is in older age - is now occurring in every region and nearly every country of the world. Indeed, the growth of older populations is among the important global phenomena of the twenty-first century. It poses both opportunities and challenges for societies and policy makers, but these are far from uniform worldwide. Dynamic factors are at work impacting on how ageing will influence people, places and policies and there are large variations in the rate and timing of population ageing across countries, owing to differing social, health and economic circumstances and a variety of policy options from which to choose. Given this variation in the context of global ageing as a backdrop, this edited book focuses on three overarching themes that are among the most critical to understand if societies are to age successfully in the twenty-first century and beyond: Healthy ageing and health care; the ageing workforce, retirement and the provision of pensions; shifting intergenerational relations.     Abstract: This report on the recent Australian experience with activation policies contains valuable lessons for other countries that need to improve the effectiveness of employment services and control benefit expenditure. It provides overview and assessment of labour market policies in Australia including the main institutions, benefit system, training programmes, employment incentives, and disability employment assistance. Australia is unique among OECD countries in that its mainstream employment services are all delivered by over 100 for-profit and non-profit providers competing in a “quasi-market”, with their operations financed by service fees, employment outcome payments, and a special fund for measures that tackle jobseekers’ barriers to employment. In most other OECD countries, these services are delivered by the Public Employment Service. In the mid 2000s, several benefits previously paid without a job-search requirement were closed or reformed, bringing more people into the effective labour force. Australia now has one of the highest employment rates in the OECD and this report concludes that its activation system deserves some of the credit for this relatively good performance. The Job Services Australia model, introduced in 2009, reinforced the focus on employment outcomes for highly-disadvantaged groups. This report assesses the latest model for activation and puts forward some recommendations to improve its effectiveness.

    Abstract: Gender gaps are pervasive in all walks of economic life and imply large losses in terms of foregone productivity and living standards to the individuals concerned and the economy. This new OECD report focuses on how best to close these gender gaps under four broad headings: 1) Gender equality, social norms and public policies; and gender equality in 2) education; 3) employment and 4) entrepreneurship. Key policy messages are as follows:-Greater gender equality in educational attainment has a strong positive effect on economic growth;-Stereotyping needs to be addressed in educational choices at school from a young age. For example, adapt teaching strategies and material to increase engagement of boys in reading and of girls in maths and science; encourage more girls to follow science, engineering and maths courses in higher education and seek employment in these fields;-Good and affordable childcare is a key factor for better gender equality in employment. But change also has to happen at home as the bulk of housework and caring is left to women in many countries. Policy can support such change, for example, through parental leave policies that explicitly include fathers.-Support policies for women-owned enterprises need to target all existing firms, not just start-ups and small enterprises. Equal access to finance for male and female entrepreneurs needs to be assured

It finds that since Estonia regained its independence in 1991, its labour and social policies have been marked by a strong commitment to fiscal prudence, flexible markets, and work incentives. Labour market performance steadily improved during the mid-1990s and beyond, until the advent of the global economic crisis in 2008. Estonia was not well prepared for the slowdown and its economy has been hit especially hard. The downturn has required painful policy adjustments. Today, Estonia’s public social spending remains among the lowest in the OECD; its social programmes support persons in need, but the benefits they receive are usually modest and some of the jobless receive no benefits. However, the country offers one of the world's most generous parental-benefit programmes and has begun to phase in a three-tier pension system.

    Abstract: Too many workers leave the labour market permanently due to health problems or disability, and too few people with reduced work capacity manage to remain in employment. This is a social and economic tragedy common to virtually all OECD countries. It also raises an apparent paradox that needs explaining: Why is it that the average health status is improving, yet large numbers of people of working age are leaving the workforce to rely on long-term sickness and disability benefits? This report, the last in the OECD series Sickness, Disability and Work: Breaking the Barriers, synthesises the project’s findings and explores the possible factors behind the paradox described above. It highlights the roles of institutions and policies and concludes that higher expectations and better incentives for the main actors – workers, employers, doctors, public agencies and service providers – are crucial. Based on a review of good and bad practices across OECD countries, this report suggests a series of major reforms are needed to promote employment of people with health problems. The report examines a number of critical policy choices between: tightening inflows and raising outflows from disability benefit, and promoting job retention and new hiring of people with health problems. It questions the need for distinguishing unemployment and disability as two distinct contingencies, emphasises the need for a better evidence base, and underlines the challenges for policy implementation.

    Abstract: Occupational pensions play a major role in OECD countries and worldwide, complementing retirement income from state sources. At the end of 2009, private pension savings reached USD 25 trillion. Population ageing has led many OECD countries to undertake a wide range of pension reforms – the overall effect of which has been to reduce public pension promises and, in turn, to increase the importance of private pension savings for retirement. The Core Principles cover seven key areas: i) Conditions for effective regulation and supervision; ; ii) Establishment of pension plans, pension funds, and pension fund managing companies; iii) Pension plan liabilities, funding rules, winding up, and insurance; iv) Asset Management; v) Rights of members and beneficiaries and adequacy of benefits; vi) Governance; and vii) Supervision. Each of the seven core principles consists of a main text and a set of implementing guidelines. In the case of the core principle of supervision, the supporting guidelines integrate the IOPS Principles of Private Pension Supervision. The Methodology provides a structured approach for evaluating a jurisdiction’s occupational pension regulatory system in relation to the OECD Core Principles of Occupational Pension Regulation.

    Abstract: The integration of the children of immigrants – both those born in the host country (the “second generation”) and those who arrived young enough to be educated in the host country – is of growing policy relevance for OECD countries. This group is entering the labour market in ever larger numbers, and their outcomes are often seen as the benchmark for successful integration policy. The labour market integration of the children of immigrants is an area where comparative international knowledge is gradually evolving, but still underdeveloped. Recent work by the OECD has shown that the children of immigrants tend to have lower employment outcomes than the children of natives in most countries. This technical seminar proceedings sheds light on the issues involved in the labour market integration of the children of immigrants, and discusses policy answers and good practices.     Abstract: This 2009 review of Israeli labour market and social policy finds that Israel has enjoyed strong economic growth over the last decade, but the benefits of this are being distributed unevenly. Poverty rates are higher than in any OECD country, which reflects the deep social and economic divides in Israeli society. On one side, there is the general Jewish population with poverty and employment rates similar to those of OECD countries. On the other, there are Arabs and ultra-Orthodox Jews, or Haredim, who have large families, poor educational outcomes and low employment rates. As a result, just over half of Arab and Haredi families live in poverty. Almost half of all children entering primary school in Israel come from one of these two groups, so profound policy changes are needed to prevent future generations of Arabs and Haredim from being scarred by the disadvantages these population groups face today. Tackling the root causes of such deep inequality would greatly enhance the dynamism of the Israeli economy. Greater investment to help workers improve their skills is urgently needed. Welfare-to-work programmes need to be restructured and extended, including by reducing child benefits paid to families who are able to work but do not and by sharply increasing the Earned Income Tax Credit to tackle in-work poverty more effectively. And access to means-tested income supports for the neediest should be improved. Israel has failed to enforce many aspects of its labour legislation, contributing to poor employment conditions for many resident, cross-border and foreign low-income workers. Rules to overcome discrimination against all workers need to be enforced, and the illegal hiring and employment of temporary foreign workers need to be stamped out. Progress has been made in many of these areas. New legislation and initiatives have been introduced. The challenge is how to make reform work in practice. The consequences of not doing so would be devastating.

    Abstract: This report analyses in detail the implications of recent developments in Chile's labour market and social policy and considers the available policy options from the perspective of OECD countries’ experience. The report finds that Chile has enjoyed rising living standards over two decades of strong economic growth. The incidence of poverty is now much lower and there is better access to adequate housing, education and healthcare. Nevertheless, Chile’s income distribution remains disturbingly unequal by OECD standards. This is partly due to Chile’s a relatively low employment rate, especially for women, but it also reflects a segmented labour market, where much of the recent job creation has occurred in relatively low-productive sectors. Moreover, despite the existence of an internationally renowned pension programme, Chile’s social protection system as a whole has still a relatively long way to go before reaching the standards of developed countries in terms of effective coverage and capacity to assist needy households. Chilean policy makers have begun to develop and implement a series of ambitious reforms, intended to promote the twin goals of work and equity.

    Abstract: Growing Unequal? brings together a range of analyses on the distribution of economic resources in OECD countries. The evidence on income distribution and poverty covers, for the first time, all 30 OECD countries in the mid-2000s, while information on trends extending back to the mid-1980s is provided for around two-thirds of the countries. The report also describes inequalities in a range of domains (such as household wealth, consumption patterns, in-kind public services) that are typically excluded from conventional discussion about the distribution of economic resources among individuals and households. The report provides evidence of a fairly generalised increase in income inequality over the past two decades across the OECD, but the timing, intensity and causes of the increase differ from what is typically suggested in the media. Precisely how much inequality there is in a society is not determined randomly, nor is it beyond the power of governments to change, so long as they take note of the sort of up-to-date evidence included in this report. Toutefois, une grande partie du public les perçoit comme une menace. Les inquiétudes sont concentrées sur l'emploi, notamment sur les pertes potentielles d'emplois sur le marché intérieur. Ce rapport jette un nouveau regard sur le phénomène des délocalisations. Tout d'abord, il le définit de manière détaillée et montre ainsi quelles sont les multiples façons dont une activité industrielle – à la fois dans l'industrie manufacturière et dans les services – peut être transférée à l'étranger. Le rapport décrit les divers effets que les délocalisations ont sur l'emploi, qu’ils soient positifs ou négatifs. Enfin, ce rapport novateur esquisse les conséquences que les délocalisations pourraient avoir sur la politique publique. Il propose des solutions pour en limiter les effets négatifs tout en contribuant à instaurer la confiance entre les divers partenaires sociaux qui travaillent sur cette question.

    Abstract: When immigrants arrive in a new country, they are confronted with new labour market requirements such as language proficiency, familiarity with job search procedures and work practices which they are not always able to satisfy. These obstacles affect not only new immigrants, but, surprisingly, their children too, even if the children are born and educated in the receiving country. This publication presents reviews of the labour market integration of immigrants and their children in four OECD countries (Australia, Denmark, Germany and Sweden), and provides country-specific recommendations. Governments have a role to play in promoting language and vocational training, and encouraging diversity in the workplace. Immigrants themselves must accept the requirements of the host country employers. The viability of future migration policies, in particular greater recourse to immigration, will depend to a large extent on how successful OECD countries and immigrants are in achieving these objectives.

    Abstract: Global value chains are radically altering how goods and services are produced--parts made in one country, for instance, are increasingly assembled in another and sold in a third. The globalisation of production has changed the industrial structure within OECD countries, and in some sectors blunted their competitiveness. Another major consequence has been fears of job losses, due to outsourcing and offshoring—not only in manufacturing but also in services. The rapid integration of China and India, with their large pool of educated people, further reinforces these concerns. How should OECD countries respond? This report brings together OECD data on the globalisation of value chains, including the rise of outsourcing/offshoring. It first examines how OECD countries are affected by the globalisation of production, on both the macroeconomic and sector-specific levels. The costs and benefits of globalisation are then discussed, with an emphasis on employment and productivity. Finally, this report analyses how globalisation impacts the competitiveness of OECD countries, highlighting the need for an effective innovation strategy. The report discusses not only the moving up the value chain that takes place in OECD countries but also in China, as R&D is increasingly going to emerging countries.

    Abstract: This paper investigates the determinants of productivity in Indian manufacturing industries during the period 1988-2000. Using two-digit industry level data for the Indian states, we find evidence of imperfect interindustry and interstate labor mobility as well as misallocation of resources across industries and states. Trade liberalization increases productivity in all industries across all states, and productivity is higher in the less protected industries. These effects of protection and trade liberalization are more pronounced in states that have relatively more flexible labor markets. Similar effects are also found in the case of employment, capital stock and investment. Furthermore, labor market flexibility, independent of other policies, has a positive effect on productivity. Importantly, per capita state development expenditure seems to be the strongest and the most robust predictor of productivity, employment, capital stock and investment. Industrial delicensing increases both labor productivity and employment but only in the states with flexible labor market institutions. Even after controlling for delicensing, the analysis shows that trade liberalization has a productivity-enhancing effect. Finally, trade liberalization benefits most the export-oriented industries located in states with flexible labor-market institutions

    Abstract: The Baltic Sea Region is rapidly becoming one of the world’s more competitive regions. Fortunately, the Baltic Sea Region includes some of the world’s most innovative countries. From Denmark to Finland, the Region possesses a breadth of experience in facilitating policy co-ordination, adjusting policy to local conditions and involving business and civil society in shaping policy measures. There is a great deal that other countries can learn from this experience in setting up partnerships, regional strategic frameworks and other forms of governance. The learning process has already started, with the Baltic Rim becoming a unique laboratory for governance.     Abstract: In the quest for more and better lifelong learning, there is a growing awareness that qualifications systems must play a part. Some countries have started to realise that isolated developments in qualifications standards lead to uncoordinated, piecemeal systems. After reviewing the policies and practice in fifteen countries, the authors present nine broad policy responses to the lifelong learning agenda that countries have adopted and that relate directly to their national qualifications system. They also identify twenty mechanisms, or concrete linkages, between national qualifications systems and lifelong learning goals. The overall aim of this book is to provide these mechanisms as a tool for governments to use in reviewing their policy responses to lifelong learning. Evidence suggests that some mechanisms, such as those linked to credit transfer, recognition of prior learning, qualifications frameworks and stakeholder involvement, are especially powerful in promoting lifelong learning.

    Abstract: Employee stock option plans have become a common component of remuneration packages in multinational enterprises. This publication presents and examines the many important tax issues that arise for beneficiaries and companies. Focusing first on domestic tax issues, it considers what tax treatment would provide no tax-related incentives for a company to either increase or cut the use of stock options, and would be neutral regarding the choice of either granting stock options or paying ordinary salary. The approach is non-prescriptive and serves to provide a benchmark for policymakers. This is complemented by a survey of taxation of stock options in OECD countries in 2002 that calculates the effective rate of tax and compares it with tax on ordinary salary. Cross-border taxation issues are then discussed. Issues such as the timing of the benefits from stock options, the distinction between employment income and capital gains and the identification of the services to which they relate are relevant to the application of tax treaties, which are based on the OECD Model Tax Convention, and the resulting changes to the Model's Commentary are fully explained. Finally, the effects on transfer pricing are analysed in three circumstances: when an enterprise grants stock options to employees of a subsidiary in another country, when using transfer pricing methods that are affected by remuneration costs, and when employees benefiting from stock options are involved in activities that are the subject of a cost contribution arrangement.

    Abstract: For the potential advantages of migration to be harnessed, it is crucial that immigration be accompanied by integration, or effective mechanisms for ensuring that immigrants are incorporated into labour markets, the economy and society. While immigration policy is often determined, designed and funded at the national level, its impact on migrants and society is more strongly felt at the local level where other policies interact. This publication highlights principles and factors which are important in supporting integration locally. A comparison of local initiatives implemented in five OECD countries - Canada, UK (London), Spain, Italy, and Switzerland - answers key questions facing all policy makers and stakeholders working in this field. This book provides a set of concrete policy recommendations for implementation at both local and national levels.

Without policy changes, this could lead to higher public expenditures, labour force shortages, and slower economic growth. This report surveys of the main barriers to employment for older workers, assesses of the adequacy and effectiveness of existing measures to overcome these barriers and presents a set of policy recommendations for further action by the public authorities and social partners. It examines the balances between income support and work incentives, methods for encouraging employers to hire and retain workers, and policies for ensuring the employability of older workers. This report is published in English with a French translation of the Executive Summary and Recommendations.

Regierungen ebenso wie Unternehmen werden aktive Maßnahmen ergreifen müssen, um die Lohnfindungsmechanismen auf eine alternde Erwerbsbevölkerung abzustimmen, um zu verhindern, dass andere Sozialtransfersysteme als alternative Wege in die Frührente genutzt werden, um Altersdiskriminierung zu bekämpfen und um die Arbeitsplatzkompetenzen und Arbeitsbedingungen der älteren Arbeitskräfte zu verbessern.

    Abstract: This publication provides policy guidance in an area that has been given little policy priority until recent years. It brings together key lessons from 17 OECD countries, providing evidence on the strategies in place to improve adults’ participation in learning. It addresses potential barriers to learning as well as the policies to remedy them. Among these are policies for increasing and promoting the benefits of adult learning to make them transparent and easily recognised. Other policy levers include economic incentives and co-financing mechanisms that can raise the efficiency of adult learning provision, while delivering quality learning that is adapted to adults’ needs. Finally, policy making can be improved via co-ordination and coherence in a field that is characterised by a wide variety of stakeholders, including ministries of education and ministries of labour.

    Abstract: Pour faire face au vieillissement rapide de la population, il est nécessaire de promouvoir de meilleures opportunités d'emploi pour les travailleurs âgés. On a déjà beaucoup fait état du besoin de réformer les régimes de pension de retraite et de préretraite. Pourtant, cela ne sera sans doute pas suffisant en soi pour relever significativement les taux d'emploi des plus âgés ni pour réduire le risque futur de pénurie de travailleurs. Les autorités publiques et les entreprises doivent sans tarder prendre des mesures pour adapter la fixation des salaires à une main-d'œuvre plus âgée, pour s'attaquer aux discriminations du fait de l'âge et pour améliorer les qualifications et les conditions de travail des travailleurs âgés. Un changement d'attitude s'impose aussi de la part des individus quant au travail à un âge plus tardif et à l'acquisition de nouvelles compétences. On sait relativement peu de choses sur ce que les différents pays de l'OCDE sont en train de faire ou devraient faire dans ces domaines. Afin d'y remédier, l'OCDE a lancé une série de rapports dans une vingtaine de pays, dont la France. Chaque rapport national fait le tour des principales barrières qui existent concernant l'emploi des travailleurs âgés, évalue la pertinence et l'efficacité des mesures existantes pour contrer ces barrières et présente une série de recommandations sur les politiques que les autorités publiques et les partenaires sociaux devraient mener. La version anglaise du résumé et des principales recommandations a été incluse dans ce volume.     Abstract: OECD countries are attaching rising importance to lifelong learning and active employment policies as tools of economic growth and social equity. Effective information and guidance systems are essential to support the implementation of these policies, and all citizens need to develop the skills to self-manage their careers. Yet there are large gaps between these policy goals and the capacity of national career guidance systems. Based upon a review conducted in 14 OECD countries, this publication explores how these gaps might be narrowed. It advocates improved national co-ordination arrangements and greater attention to research and data collection to inform policy makers. It also promotes the development of improved and more specialised training programmes for practitioners and the creation of more specialised career guidance organisations for the delivery of services.

    Abstract: To better respond to a new set of concerns of the population and promote sustainable development, governments today actively seek a broad partnership with civil society and the private sector. Yet, it is at local and regional levels, closer to the problems and the individuals, that partnerships are most often formed. Partnerships are being established throughout OECD countries to tackle issues of economic development, employment, social cohesion and the quality of life. What all partnerships share is a common desire to improve governance -- how society collectively solves its problems and meets its needs. Through partnerships, civil society and its NGOs, enterprises and government at different levels work together to design area-based strategies, adapt policies to local conditions and take initiatives consistent with shared priorities. An ambitious mission, which raises the challenge of harmonising public accountability and participatory democracy. Local Partnerships for Better Governance presents the lessons learnt from the most recent experiences in seven countries: Austria, Belgium, Denmark, Finland, Ireland, Italy and the United States. This book proposes a strategy that governments can implement to improve governance through partnerships. Applying this strategy will enforce local capacities in a globalising economy, and contribute to reconcile economic competitiveness, social cohesion and environmental progress.

It aims to inspire future actions that ensure that lifelong learning serves as a sustainable and equitable strategy for human development.

    Abstract: How did the transition from compulsory education to work change during the 1990s and which types of transition policies worked best? The experiences of 14 OECD countries are examined in this volume to address these two key questions, for as requirements for knowledge and qualifications and skills rise and populations age, few countries can afford to have their young people enter the labour force unequipped for longer term participation in changing career patterns. Taking a broader view of transition outcomes than many previous comparative studies, this study reveals the complex and many-faceted national institutional arrangements that can result in successful transitions to working life. It argues not for single solutions or models, such as the adoption of apprenticeship, but for coherent national policy packages that draw from a limited number of key success ingredients: a healthy economy and labour market, well organised pathways from initial education to work and further study, opportunities to combine study and workplace experience, safety nets for those at risk, effective information and guidance systems, and policy processes involving both governments and other stakeholders. It also looks at the ways that countries are trying to lay solid foundations for lifelong learning during the transition phase through changes to educational pathways and institutions and through adopting more learner-centred approaches to teaching and learning.

    Abstract: Accompanying a sustained period of economic growth, the flows of labour migrants between the economies of East and South-east Asia grew considerably prior to the recent crisis. These flows have become more diverse and complex rendering necessary the improved monitoring of migration trends and policies in each country as well as bringing forth the need to extend the exchange of expertise and experience between the region's experts and policy makers. What has been the impact of the crisis on national labour markets? How have the different countries modified their approach to the employment of foreign workers? To what extent have foreign workers been affected? These questions are examined in this publication, which identifies the impact of the Asian financial crisis on labour migration and the conditions of migrant workers in the region.     Abstract: As we embark on a new century, some 33 million people are out of work in the OECD area. Policies to increase employment have topped most countries' domestic political agendas in the past decade. This book presents the proceedings of a conference on labour markets which was organised by the Ministries of Labour and Finance of Finland, with the support of the OECD and the European Commission.     Abstract: At the end of 1997, Korea was hit by a major financial and economic crisis, which resulted, among other things, in a huge rise in unemployment. The event caught the country’s labour and social institutions unprepared, so that many workers and their families were hit hard. The economy has now turned the corner. This book shows that government labour and social policies, together with improved basic workers’ rights, have helped minimise the costs of the crisis while also contributing to overcome it. However, this book also highlights the need for further actions in these areas in order to pave the way for a healthy, socially-sustainable economic performance and argues the case that the momentum of reform should not be slowed.

    Abstract: This book reviews recent trends, reforms and lessons learned in the 29 OECD countries as they relate to ageing. Recent reforms have been driven mainly by fiscal factors - to adjust systems such as pensions and long-term care to the ageing of the baby boom generation. This remains a main concern in many countries. A new reform agenda is emerging, however, that marries fiscal objectives with broader social and economic policy goals. It focuses on active ageing, providing opportunities and incentives for people to contribute more actively in the labour market and society as they grow older. This involves slowing, or reversing, trends towards ever-longer periods of time spent in retirement. This agenda is associated with likely trends towards a more diversified system of retirement income in most OECD countries - with more reliance on private pensions and a likely increase of earnings as a source of income among older people. Familiar policy debates -- such as the balance between public and private pensions -- may need to be recast to take account of the likely future growth in the role of earnings in the retirement income system. Interesting new questions arise. In the longer-term future, what should be the role of government policy in influencing the balance between work and leisure in older years? What priority should be attached to policies that support very long periods of passivity in the last third of life?

    Abstract: In many countries of the OECD business incubators have become an increasingly popular policy instrument for local economic and employment development. Business incubators aim to assist entrepreneurs with enterprise start-ups. Incubators are also being widely used to pursue related objectives such as the commercialisation of university research, providing infrastructure, upgrading the technological capabilities of local firms, and even affording a safe haven for legitimate entrepreneurship where crime is a constraint on business. As this publication makes clear, there is no unique business incubation model. Rather, there is considerable diversity in the types of business incubator, their modes of operation and the objectives they pursue.Interest in business incubation comes from a variety of sources. Local and regional governments, universities, chambers of commerce, science parks, private real-estate developers and non-profit organisations have all participated in establishing and running incubation programmes. However, this is still a young industry in many countries, and evaluation material is scarce. This publication reviews current experience in business incubation in Australia, Germany, Italy, the United Kingdom and the United States. Indeed, this volume is one of the first to treat the international experience of business incubation.

    Abstract: Strategic business services, examined in twenty-one OECD country case studies in this book, comprise services in computer software and information processing, research and development and technical testing, marketing, business organisation (management consultancy and labour recruitment) and human resource development. This sector has been growing at around 10% per year, and overall turnover for 1999 is likely to be close to USD 1.5 trillion. These services create jobs in OECD countries, directly employing at least 11 million persons. Business organisation services were the major employer, with 3.6 million people in personnel recruitment services and 1.5 million in management consultancy in the mid-1990s. This sector’s strong performance is driven by the general shift towards services, the rise of the knowledge-based economy, the need for greater flexibility within firms, specialisation and increased division of labour in many areas, outsourcing by established firms, and the trend towards smaller production units and firms.Governments influence the demand for business services by promoting private sector investment in intangibles such as R&D, training and education and business organisation, and by supporting the supply of these services through a range of intermediary agencies.
