    Abstract: Russia's war of aggression against Ukraine has had profound effects on the maritime sector. It directly disrupted maritime activities in the Black and Azov seas, causing the suspension of Ukrainian port operations and agricultural exports. Although an export corridor temporarily resumed activities, the termination of the agreement in July 2023 continues to affect Ukrainian shipping. International sanctions against Russia and Belarus have notably targeted shipowners and shipbuilders, restricting Russian ships' access to OECD ports. These sanctions have also halted orders for Russian ship owners in OECD countries, reducing new orders and vessel completions in Russian shipyards. While global seaborne trade and ship demand remain relatively unaffected, the war has prompted longer-term impacts such as altered trading routes, changes in energy demand and costs, potential implications for maritime decarbonisation, and an increase in "dark fleet" vessels.

Recommendations include moving from annual calls for proposals to a more sustainable partnerships model, strengthening the MFA’s capabilities to co-ordinate with other actors in partner countries and better aligning Poland’s international engagement with its commitments to sustainable development.

Building on long-standing and close bilateral relations, it concentrates its funding on countries most in need. Through effective international advocacy, the country champions triangular co-operation and has fostered agreement amongst European Union (EU) members on issues such as strengthening Team Europe’s commitment to human development when it held the Presidency of the EU Council. However, Portugal can make more out of the wide participation of state and non-state actors in its development co-operation. This peer review provides a set of recommendations to improve co-ordination across government, pull bilateral efforts together, focus more on outcomes and take action to increase official development assistance (ODA).

    Abstract: The next few decades will bring an era of rapid urbanisation and unprecedented climate stress in African cities. Green spaces can boost the resilience of cities to heat waves, floods, landslides, and even coastal erosion, in addition, to enhancing sustainability by improving air quality, protecting biodiversity, and absorbing carbon. All of which can enhance well-being. Yet, data on the availability of green spaces in African urban agglomerations is scarce. This analysis fills the gap by combining new and novel data sources to estimate the availability of green spaces in 5 625 urban agglomerations with 10 000 inhabitants and above. The rest of the report then uses this novel dataset to first evaluate the dynamics between urbanisation and green spaces, and second, explore the potential of green spaces to boost the resilience and sustainability of cities in the future. The results show that as urban agglomerations become larger and more compact, green spaces disappear, exacerbating their vulnerability to climate change and deteriorating liveability. However, building taller buildings (i.e., growing vertically), offers a way for cities to grow whilst minimising loss of green space. Results show that more green space can boost sustainability by significantly lowering air pollution in African cities, which could be vital for public health in the future since outdoor air pollution is rising. The potential for green spaces to enhance resilience to climate events, like heat waves, depends on the location of green spaces throughout the city and the percentage of the population that lives close to a green space (i.e., within 300 metres). Green spaces may play a limited role in coping with heat waves in a city like Khartoum where only 3% of the population lives close to a green space, but could be a nature-based solution to heat waves in a city like Abuja, where 55% of the population can benefit from its cooling effects. Moving forward, local actors have clear evidence of the power of green spaces to build a sustainable and resilient future. Still, the report reveals that local actors need support from regional and national actors to realise the potential of green spaces.

Les bénéfices de l'urbanisation sur les performances économiques et la qualité de vie s'étendent au-delà des limites de la ville et profitent également aux zones rurales. Les pôles urbains transnationaux émergent le long des côtes ainsi qu'à l'intérieur du continent, offrant de nouvelles opportunités de développement économique. Sur la base de ces résultats, le rapport définit des priorités politiques, aux niveaux national et local, essentielles pour réaliser le potentiel de l'urbanisation. Parmi celles-ci, le rôle économique des villes devrait être pleinement intégré dans la planification du développement national. Par ailleurs, les gouvernements locaux ont besoin d’une plus grande capacité fiscale et administrative pour devenir des acteurs clés du développement économique.

    Abstract: Corporate tax incentives reduce investment costs for businesses, which may affect investment and location decisions. They apply through different designs and interact with countries’ standard tax systems, often making it difficult for tax policy makers and researchers to compare their generosity and assess their impacts across countries. This paper develops a methodology to calculate forward-looking corporate effective tax rates (ETRs) summarising tax relief from investment tax incentives into comparable indicators. It presents ETR indicators for seven Sub-Saharan African countries. Empirical results show that tax incentives substantially lower corporate taxation across these countries. On average, tax incentives reduce ETRs by 30% in the food and automotive industries compared to the standard tax treatment. ETRs often differ among taxpayers in a same sector and country - by up to 55%. The most generous tax treatment is typically offered within Special Economic Zones, where tax incentives can reduce ETRs to near zero.

    Abstract: Despite years of donor country engagement, developing countries’ efforts to fight climate change and its consequences remain stifled by important capacity gaps. This paper reviews the experience of development co-operation partners in strengthening capacities in this area. It provides an in-depth analysis of official development assistance trends and flows, as well as an overview of the enabling factors, obstacles and good practices. Finally, it suggests ways to overcome a number of technical, political and organisational challenges, and to accelerate capacity development for more effective climate action in partner countries.

    Abstract: This publication examines the role of border regions in shaping patterns of violence since the end of the 1990s in North and West Africa. Using the innovative OECD Spatial Conflict Dynamics indicator (SCDi), the report looks at the growing relationship between political violence and borderlands at the regional level, by analysing more than 170 000 violent events between January 1997 and June 2021 and through the exploration of case studies in the Central and Eastern Sahel. Violence in border regions is both more intense in terms of the number of victims and more diffuse geographically than ever before. This report combines quantitative data on the location of violent events and victims, their mapping over time and space, and an analysis of the actors in conflict to answer three crucial questions i) Are borderlands more violent than other spaces? ii) Has the intensity of violence in border regions increased over time? iii) Are some borderlands more violent than others? The growing importance and complexity of transnational conflicts and transnational violent groups in North and West Africa calls for a more place-based analysis in order to create better tailored and more flexible policy options.

    Abstract: This Policy Brief provides the key findings and policy insights from the April 2022 update of OECD Green Recovery Database, which tracks recovery measures with a clear environmental impact adopted by OECD member countries, the European Union and selected large economies. Since the previous update in September 2021, the budget allocated to environmentally positive measures increased from USD 677 billion to USD 1 090 billion, while recovery spending with ‘mixed’ impacts increased from USD 163 to 290 billion. The Brief also explores how well-designed green recovery plans can generate the double dividend of enhanced energy security and better environmental outcomes, in the face of energy security concerns triggered by the war in Ukraine.

    Abstract: This paper empirically tests whether individual-level informality status is linked to a weak social contract, as measured through individual perceptions of its various aspects. Accounting for workers’ heterogeneity and a possible simultaneity between informality status and attitudes towards institutions, the paper shows that informal workers are systematically more dissatisfied with the social contract, as compared to formal workers. The paper enriches the literature by looking at a broad range of aspects of the social contract. The results show that informality is associated with a lower level of confidence in labour unions, in parliament, in civil services; a lower satisfaction with the healthcare system, the way the government performs its duties, the quality of healthcare, and the city setting. The paper concludes with some policy implications.

    Abstract: By moving goods and people over large distances, air transport facilitates international trade and tourism and thus contributes to economic growth and job creation. At the same time, it also comes with environmental challenges, largely related to air emissions and their impact on global warming. Air transport has been disproportionately negatively affected by the COVID-19 pandemic with associated reductions in air emissions. However, recent projections show that, in the absence of accelerated technological developments and more ambitious policy measures, aviation-related carbon dioxide (CO2) emissions will grow again at a rapid pace after the pandemic. This paper describes a new OECD database providing near-real-time and global information on aviation-related CO2 emissions, with allocations across countries following either the territory or the residence principle. This database provides a public good for both statistical measurement and environmental policy analysis. On the statistical front, it will facilitate the compilation of global Air Emission Accounts according to the System of Environmental Economic Accounting (SEEA), bring granular and timely information on a significant source of CO2 emissions, and allow tracking their evolution during and after the COVID-19 pandemic. The comparison with official statistics that are available with a significant delay and at lower frequency demonstrates the accuracy of the OECD estimates. On the environmental policy front, it is expected that the OECD database will help monitor the impact of technological developments and policy measures to curb aviation-related CO2 emissions in the future.

Citizens have a key role to play in shaping decisions on public investment, as well as in making public authorities more transparent and accountable. From July 2020-December 2021, the European Commission and the OECD partnered to explore how five authorities across Europe could place citizens at the centre of their investment decisions. This report summarises lessons learned throughout this project and, particularly, the results of applying innovative citizen participation methods to cohesion policy more broadly.

Grâce à l’indicateur innovant de l'OCDE sur la dynamique spatiale des conflits (SCDi), le rapport explore la relation croissante entre violence politique et régions frontalières : au niveau régional en analysant plus de 170 000 événements violents entre janvier 1997 et juin 2021 et à l’aide d’études de cas au Sahel central et Sahel oriental. Ces dernières années, la violence dans les espaces frontaliers est plus intense en termes de nombre de victimes et plus diffuse géographiquement. Ce rapport combine des données quantitatives sur la localisation des événements violents et des victimes, leur cartographie dans le temps et l'espace et une analyse des acteurs en conflit pour répondre à trois questions : i) Les zones frontalières sont-elles plus violentes que les autres espaces? ii) L'intensité de la violence dans les régions frontalières a-t-elle augmenté dans le temps ? iii) Certaines zones frontalières sont-elles plus violentes que d'autres ? La proéminence et la complexité croissantes des conflits et des groupes violents transnationaux en Afrique du Nord et de l'Ouest appellent à une analyse plus territorialisée pour des options politiques plus adaptées et flexibles.

This report comes as a follow-up to the earlier publication Multi-dimensional Review of the Western Balkans: Assessing Opportunities and Constraints. It builds on an extensive peer-learning process that brought together experts from across the region and beyond. The report provides suggestions and recommendations for three strategic priorities that can help create opportunities and boost the quality of life. First, better education and more competencies are the basis for raising productivity, creating jobs, encouraging civic participation and making the region an attractive destination. Second, social cohesion is the bedrock of resilient societies and requires stronger labour market policies and effective social protection that can cushion people’s hardship and provide them with new opportunities. Third, cleaner air and more sustainable energy are indispensable for boosting the region’s quality of life and economic opportunities.

    Abstract: More than 80% of global trade in grains and oilseeds occurs by maritime transport. This report provides an in-depth analysis of ocean freight rates during 2007-2021, examining their evolution, volatility, determinants, and how they influence port networks. Freight rates accounted on average for 11% of the cost and freight price, but this share ranges between 2% and 43%, demonstrating the potentially large impact of freight rates on consumer prices. Freight rates for grains and oilseeds are generally more volatile than their free-on-board prices. Regression analysis shows that a 10% increase in the distance between two ports is estimated to lead to a 2.5% increase in freight rates. It also demonstrates that freight costs for grains and oilseeds do not obey the iceberg formulation, which implies that they should be modelled as additive (constant costs per unit traded) rather than as multiplicative (iceberg) costs.

En second lieu, les partenaires au développement doivent changer leur organisation pour réaliser les ODD. Enfin, en obligeant les gouvernements et les partenaires au développement à redéfinir leurs stratégies à long terme et à revoir leurs mécanismes internes, la pandémie de COVID-19 offre une occasion rare d’utiliser le cadre des ODD collectivement comme une feuille de route vers la reprise : cette crise peut changer la donne.

    Abstract: This report provides a new perspective on Africa’s urban economies that is unique in its breadth and level of detail. Based on data from more than 4 million individuals and firms in 2 600 cities across 34 countries, it presents compelling evidence that urbanisation contributes to better economic outcomes and higher living standards. It shows that across most socio-economic dimensions, cities significantly outperform the countries in which they are located. In Africa, urbanisation accounts for approximately 30% of the growth in per capita gross domestic product (GDP) over the past 20 years. Importantly, the gains from urbanisation on economic performance and quality of life extend beyond city boundaries, also benefiting rural areas. The report also shows that transnational clusters of cities are emerging along coasts as well as inland, offering new opportunities for economic development. Based on these findings, the report sets forth policy priorities at national and local levels that are essential to realise the potential of urbanisation. Among these, it argues that the role of cities should be fully anchored in national development planning. Moreover, local governments need greater fiscal and administrative capacity to become key actors in economic development.

    Abstract: Women around the world are facing unprecedented levels of targeted political violence. This is also true in West Africa. Women can be targeted in a myriad of ways, by an array of types of perpetrators, during and outside of periods of conflict and contentious crises. The result though is consistent: such targeted violence has worrying implications for women’s political participation as well as their involvement in the public sphere. Political violence targeting women (PVTW) in West Africa has become increasingly common, with this trend increasing even more dramatically in recent years. The threat and risks, however, have not been uniform: different types of violence and different primary perpetrators dominate the gendered violence landscape across countries. Using data from ACLED, this paper tracks how women are targeted, and who is targeting women. Only by understanding how threats and risks that women face differ across countries can strategies be created to protect women.

    Abstract: Initially launched in 2017, the OECD annual Blended finance Funds and Facilities Survey compiles and analyses information on collective investment vehicles, one of the primary channels for blended finance. In 2020, the third annual edition captured 198 vehicles, representing USD 75 billion assets under management. The survey helps policy makers and private sector actors better grasp the size and shape of a segment of the blended finance market. By bringing together data of different development actors that, collectively, are a significant contributor to sustainable finance, this survey makes an important contribution to enhancing understanding and transparency. Transparency is increased through the data collection and analysis, and understanding is increased through the aggregation of the data that highlight the main investments trends. The quantitative analysis is complemented by OECD statistics on private finance mobilised by official development interventions, as well as by information provided by other specialised institutions. This new evidence confirms trends observed on the broader blended finance market in terms of priority sectors, geographical coverage and the Sustainable Development Goals targeted. This year’s edition also explores additional aspects such as investors, clients and investment instruments, and has a particular focus on gender.

    Abstract: Young people have demonstrated resilience to shocks and led positive change in their communities across the Middle East and North Africa (MENA) region. Young people (aged under 30) constitute more than half (55%) of the population across MENA, compared with 36% of the population across OECD countries. While challenges vary significantly across the region, youth unemployment rates are among the highest in the world, young people tend to express low trust in public institutions, and nearly four in ten live in fragile and conflicted-affected areas. The COVID-19 crisis has underscored the need to place the needs of young people at the centre of an inclusive and resilient recovery. To support this process, this report analyses current governance arrangements and practices across 10 MENA governments in three areas: 1) uniting all government stakeholders to implement a shared, integrated youth policy and deliver services to young people; 2) building administrative and institutional capacities to mainstream the perspectives of young people in policy making; and 3) encouraging the participation and representation of young people and youth stakeholders in public and political life.

Moreover, little systematic information is available about the LVC instruments that countries use and enabling frameworks at national and regional levels to guide local governments toward greater use. The report features an overview of the political contexts, legal frameworks, and LVC approaches used in 60 countries. Special attention is given to the differences and similarities between countries that have a mature LVC practice, versus countries that have nascent policies and allowances. This will help countries developing the capacity and competences for LVC to understand the opportunities, trade-offs, and pitfalls to avoid when configuring legal, governance, and planning frameworks and institutions to support the implementation of LVC policies.

    Abstract: The military coup of August 2020 upended Mali’s fragile liberal democratic order. The junta-led transitionary government defies international pressure to fasten the return of democratically-elected rulers and constitutional rule. The ability of the junta to shape the course of Malian politics rests on two interconnected pillars. First, there is public resentment towards the post-1991 political class and France’s military involvement in the country. The forces representing that resentment view the junta as change makers and have formed influential political organisations that oppose there turn to the status quo ante. Second, there is the security co-operation with Russian mercenaries, which provides the transitionary government with an alternative security partner. The paper traces the origins, evolution, and the future strength of these pillars. It concludes by outlining future political scenarios and the future role of the military in Malian politics.

    Abstract: Eastern Caribbean countries enjoy rich natural endowments and have achieved significant economic development. Throughout the last decades, they have also been confronted with a number of rising economic, social and environmental challenges. To help them tackle these, and accelerate their development, the Organisation of Eastern Caribbean States (OECS) and the OECD have jointly designed a regional strategy scorecard, which is at the heart of the Development Strategy Assessment of the Eastern Caribbean. The scorecard will help policy makers set priorities for the implementation of the OECS Development Strategy. Stronger resilience and capacity are the major guideposts towards both economic growth and social progress. The region can make much more of its green potential, with power generation topping the list. Improving regulation and reducing red tape can foster new, homegrown economic dynamism. Tourism, digital services and the sustainable ocean economy also offer untapped potential. Closing the skills gap, enhancing the quality of education and improving social protection are essential. Finally, as a red thread throughout, deeper regional integration would make it easier for OECS countries to pool resources in a range of areas, radically increasing the region’s potential for efficient governance, and accelerating the development of its human resources.

It provides reliable and comparable information on multi-level governance frameworks, decentralisation and territorial reforms, subnational government responsibilities, fiscal decentralisation, and covers dozens of indicators on subnational expenditure, investment, revenue and debt. The 2022 synthesis report presents internationally comparable data and analysis for 135 countries and provides insights into ways to strengthen the resilience of subnational public finance. It also offers a specific focus on the impact of the pandemic on subnational governments, the territorial dimension of recovery plans, property taxation systems, innovative subnational budgeting practices, subnational public-private partnerships, and a special chapter dedicated to 31 Least Developed Countries.

    Abstract: Le Comité d’aide au développement (CAD) de l’OCDE mène tous les cinq à six ans un examen par les pairs qui passe en revue les efforts de coopération pour le développement de chacun de ses membres. Ces examens visent à améliorer la qualité et l’efficacité de leur coopération pour le développement, en mettant en évidence les bonnes pratiques et en recommandant des améliorations. Les États-Unis ont endossé un rôle de chef de file en apportant des contributions d’APD substantielles en réaction aux crises multiples. L’aide extérieure est programmée et acheminée par 21 organismes publics américains. USAID intègre systématiquement la collaboration, l’apprentissage et l’adaptation dans les cycles de ses programmes, et elle s’attache à améliorer la diversité, l’équité et l’inclusion en se faisant le champion des approches pilotées à l’échelon local. Cet examen par les pairs formule, à l’intention des États-Unis, un ensemble de recommandations visant à atténuer les répercussions négatives transnationales de leurs politiques publiques, à encourager des dotations budgétaires plus flexibles concordant avec les besoins, à adopter une approche plus claire vis-à-vis des partenariats multilatéraux, et à doter leur institution de financement du développement des moyens qui lui permettront de mener à bien sa mission. Il recommande aux États-Unis de placer l’efficacité du développement au cœur de l’adaptation au contexte local, de renforcer les ressources humaines, et de prendre en compte la prévention des conflits dans l’ensemble des programmes par pays.
