    Abstract: A new view of 20th-century US social movements, 'Rough Draft of History' examines how national newspapers covered social movements and the organizations driving them. Edwin Amenta and Neal Caren identify hundreds of movement organizations, from the Women's Christian Temperance Union to Occupy Wall Street, and document their treatment in the news. In doing so, Amenta and Caren provide an alternative account of US history from below, as it was refracted through journalistic lenses. Iconic organizations in the women's rights, African American civil rights, and environmental movements gained substantial media attention. But so too did now-forgotten groups, such as the German-American Alliance, Committee to Defend America by Aiding the Allies, and Peace and Freedom Party. Amenta and Caren show why some organizations made big news while others did not.

    Abstract: Why do certain parts of the state in Africa work so effectively despite operating in difficult governance contexts? How do 'pockets of bureaucratic effectiveness' emerge and become sustained over time? And what does this tell us about the prospects for state-building and development in Africa? Repeated economic and social crises have demanded that development thinkers and policy actors have had to engage with the critical role that states play in delivering development. Pockets of Effectiveness and the Politics of State-building and Development in Africa shows that politics is the driving factor that shapes how well state agencies perform their roles. It deploys a new conceptual framework – the power domains approach – to explore the shifting fortunes of key state agencies in five countries – Ghana, Kenya, Rwanda, Uganda, and Zambia – over the past three decades. Our original research reveals when, how and why political rulers decide to build effective state agencies and enable them to deliver certain forms of economic development – often through forming strategic coalitions with senior bureaucrats and with international support – and also when this support falters and gives way to a politics of survival. Comparative analysis identifies two potential trajectories towards state-building in Africa, each shaped by different configurations of social and political power. The book critiques the role that international development agencies have played in (mis)shaping the state in Africa and suggests a new strategic agenda for building the state capacities required to deliver sustained development at the current juncture. The book closes with critical commentaries from two leading scholars in the field, to help place our work in context and establish the next steps for research and strategy in this increasingly important area of development theory and practice

    Abstract: Constituent power is the power to create new constitutions. Since it is frequently exercised during or after political revolutions, it has been historically associated with extra-legality and violations of the established legal order. This book examines the relationship between constituent power and the law and the place of constituent power in constitutional history, focusing on the legal and institutional implications that theorists, politicians, and judges havederived from it. 0Since the 18th and 19th centuries, commentators and citizens have relied on the concept of constituent power to defend the idea that electors have the right to instruct representatives, and that the creation of new constitutions must take place through extra-legislative entities, such as primary assemblies open to all citizens. More recently, several Latin American constitutions explicitly incorporate the theory of constituent power and allow citizens, acting through popular initiative, totrigger constitution-making episodes that may result in the replacement of the entire constitutional order.0Constitutional courts have employed constituent power to justify their jurisdiction to invalidate constitutional amendments that alter the fundamental structure of the constitution and thus amount to a constitution-making exercise. Some governments have reverted to it to defend the legality of transforming the constitutional order through procedures not contemplated in the constitution's amendment rule, but considered participatory enough to be equivalent to 'the people in action', and these0attempts have sometimes been sanctioned by courts. 0

But, as John Dombrink writes in 'The Twilight of Social Conservatism', the conservative backlash seen during Obama's presidency is indicative not of a rising social conservative force in society, but of a waning one.

    Abstract: The Oxford Handbook of French Politics provides a comprehensive and comparative overview of political science research on France. The volume brings together established and emerging scholars who specialize in the study of France to reflect on the evolution of the French political system through the lens of political science. The Handbook is organized into three sections: the first sectionidentifies foundational concepts for the French case, including chapters on republicanism and social welfare; the second focuses on thematic large-scale processes, such as identity, governance, and globalization; and the third section examines a wide range of issues relating to substantive politics and policy, among which are chapters on political representation, political culture, social movements, economic policy, gender policy, and defense and security policy. Throughout the volume contributors aim to place France in comparative perspective. To what extent have scholars integrated international and comparative work in their study of France? Has scholarship on France shaped the study of political life outside France? To help answer these questions contributors systematically provide a state-of-the-art review both of the comparative scholarly literature on their topic as well as the work on France. From this basis they also provide suggestions as to how the study of French and comparative politics might move forward in the coming years.     Abstract: The question of toleration matters more than ever. The politics of the twenty-first century is replete with both the successes and, all too often, the failures of toleration. Yet a growing number of thinkers and practitioners have argued against toleration. Some believe that liberal democracies are better served by different principles, such as respect of, or recognition for, people's ways of life. Others argue that because the liberal state should be entirely neutral or indifferent towards people's ways of life, it can no longer be tolerant - it has no grounds on which it can object, and so there is nothing left to tolerate. Respecting Toleration provides a new, original, and provocative take on the question of toleration and its application to the politics of contemporary diversity. Peter Balint argues for both the conceptual coherence and normative desirability of toleration and neutrality. He argues that it is these principles which best realise the basic liberal good of people living their lives as they see fit, rather than appealing to principles of recognition or respect for difference. While those who criticised liberalism's failings in dealing with the claims of diversity had justification, it is the tenets of traditional liberalism that hold the answer.     Abstract: The book explores how international organizations (IOs) have expanded their powers over time without formally amending their founding treaties. IOs intervene in military, financial, economic, political, social, and cultural affairs, and increasingly take on roles not explicitly assigned to them by law. The proposed book will contend that this 'mission creep' has allowed IOs to intervene internationally, most often in the Global South, in a way that has allowed them to recast institutions within and interactions among states, societies, and peoples on a broadly Western, liberal model. Adopting a historical and interdisciplinary, socio-legal approach, it supports this claim through detailed investigations of historical episodes involving three very different organizations: the International Labour Organization in the interwar period; the United Nations in the two decades following the Second World War; and the World Bank from the 1950s through to the 1990s.     Abstract: Building and sustaining solidarity is a compelling challenge, especially in ethnically and religiously diverse societies. Recent research has concentrated on forces that trigger backlash and exclusion. The Strains of Commitment examines the politics of diversity in the opposite direction, exploring the potential sources of support for an inclusive solidarity, in particular political sources of solidarity. The volume asks three questions: Is solidarity really necessary for successful modern societies? Is diversity really a threat to solidarity? And what types of political communities, political agents, and political institutions and policies help sustain solidarity in contexts of diversity? To answer these questions, the volume brings together leading scholars in both normative political theory and empirical social science. Drawing on in-depth case studies, historical and comparative research, and quantitative cross-national studies, the research suggests that solidarity does not emerge spontaneously or naturally from economic and social processes but is inherently built or eroded though political action. The politics that builds inclusive solidarity may be conflicting in the first instance, but the resulting solidarity is sustained over time when it becomes incorporated into collective (typically national) identities and narratives, when it is reinforced on a recurring basis by political agents, and - most importantly - when it becomes embedded in political institutions and policy regimes. While some of the traditional political sources of solidarity are being challenged or weakened in an era of increased globalization and mobility, the authors explore the potential for new political narratives, coalitions, and policy regimes to sustain inclusive solidarity.--

    Abstract: "In 1885, there was The Science of Revolutionary Warfare. In 1971, there was The Anarchist Cookbook. In 2012, the Boston Marathon bombers turned to the Internet to learn how to make explosives. For well over a century, the United States government has regarded the circulation of weapons manuals and instruction booklets by radicals as not only dangerous, but criminal. In The Wrong Hands, Ann Larabee traces the nuanced history of do-it-yourself weapons manuals from the late nineteenth century to the present to explain the trajectory of violent radicalism and how it provokes the state's evolving policy toward radical dissent. Larabee begins with Johann Most's The Science of Revolutionary Warfare, which allegedly served as a cookbook for the accused Haymarket Square bombers of 1886. The judge at the Haymarket trial allowed it to be admitted as evidence, setting a precedent for prosecutorial use of such texts against radicals. Health Is in You!, a bombmaking guide circulated by Italian anarchists, further attracted the attention of federal police, and sabotage books were introduced in show trials of labor activists. In the 1960s, small paramilitary publishers produced instructions, largely drawn from US military sources, to cater to a growing popular interest in do-it-yourself weapons making. Published in 1971, The Anarchist Cookbook achieved legendary status and a lasting presence in the courts. The book's critics immediately connected it to the wave of bombings by left-wing radicals of the era, particularly the Weather Underground. Novelistic instructions for bombmaking, as in Edward Abbey's The Monkey Wrench Gang and William Pierce's The Turner Diaries, provided controversial evidence in prosecutions of radicals on the left and right, including Earth Firsters and Timothy McVeigh.

    Abstract: German constitutionalism has gained a central place in the global comparative debate, but what underpins it remains imperfectly understood. Its distinctive understanding of the rule of law and the widespread support for its powerful Constitutional Court are typically explains in one of two ways: either as a story of change in a reaction to National Socialism or as the continuation of an older nineteenth-century line of constitutional thought that emphasizes the function of constitutional law as a constraint on state power. But while both narratives account for some important features, their explanatory value is ultimately overrated. This book adopts a broader comparative perspective to understand the rise of the German Constitutional Court.     Abstract: At the end of the First World War, Germany appeared to have lost everything: the lives of millions of soldiers and civilians, control over borderland territories, and, above all, a sense of national self-worth in the international political arena. But it also lost almost three million square kilometres of land overseas in the form of colonies and concessions in Africa, China, and the Pacific. Allied powers declared Germany unfit to rule over overseas populations, and it was forcibly decolonized. It thus became the first ‘postcolonial’ European nation to participate in the ‘new imperialism’ of the modern era. The end of colonialism was the beginning of a memory culture that has been remarkably long-lived and dynamic. This book traces the evolution of the collective memory of German colonialism, stretching from the loss of the colonies across the eras of National Socialism, national division, and the Cold War to the present day. It shows to what extent this memory was intimately bound to objects of material culture in the former colonial metropole, from tropical fruit sold at colonial balls, to state gifts handed to the former colonies at independence, to ethnological items kept as family heirlooms. Drawing on a wide range of sources, the study marks an important shift in historical methodology, considering the significance of both material culture and private memories in constructing accounts of the past. Above all, it raises important questions about the public responsibilities of postcolonial nations and governments in Europe and their relationship to the private legacies of colonialism. He shows, for instance, that ancient Egyptian society was not black but a melange of ethnic groups, and questions whether, in any case, the pharaonic regime offers a model for blacks today, asking, "if everybody was a King, who built the pyramids?" But for Walker, Afrocentrism is more than simply bad history - it substitutes a feel-good myth of the past for an attempt to grapple with the problems that still confront blacks in a racist society. The modern American black identity is the product of centuries of real history, as Africans and their descendents created new, hybrid cultures - mixing many African ethnic influences with native and European elements.
