    Abstract: Why do certain parts of the state in Africa work so effectively despite operating in difficult governance contexts? How do 'pockets of bureaucratic effectiveness' emerge and become sustained over time? And what does this tell us about the prospects for state-building and development in Africa? Repeated economic and social crises have demanded that development thinkers and policy actors have had to engage with the critical role that states play in delivering development. Pockets of Effectiveness and the Politics of State-building and Development in Africa shows that politics is the driving factor that shapes how well state agencies perform their roles. It deploys a new conceptual framework – the power domains approach – to explore the shifting fortunes of key state agencies in five countries – Ghana, Kenya, Rwanda, Uganda, and Zambia – over the past three decades. Our original research reveals when, how and why political rulers decide to build effective state agencies and enable them to deliver certain forms of economic development – often through forming strategic coalitions with senior bureaucrats and with international support – and also when this support falters and gives way to a politics of survival. Comparative analysis identifies two potential trajectories towards state-building in Africa, each shaped by different configurations of social and political power. The book critiques the role that international development agencies have played in (mis)shaping the state in Africa and suggests a new strategic agenda for building the state capacities required to deliver sustained development at the current juncture. The book closes with critical commentaries from two leading scholars in the field, to help place our work in context and establish the next steps for research and strategy in this increasingly important area of development theory and practice

At a time of intensified interest in issues of race and racism, the burgeoning influence of corporations like AncestryDNA and 23andMe has sparked debates about the commodification of identity, the antiracist potential of genetic science, and the promises and pitfalls of using DNA as a source of 'objective' knowledge about the past. This book engages these debates by looking at the ways genomic ancestry testing has been used in Brazil and the United States to address the histories and legacies of slavery, from personal genealogical projects to collective racial politics.

    Abstract: A new view of 20th-century US social movements, 'Rough Draft of History' examines how national newspapers covered social movements and the organizations driving them. Edwin Amenta and Neal Caren identify hundreds of movement organizations, from the Women's Christian Temperance Union to Occupy Wall Street, and document their treatment in the news. In doing so, Amenta and Caren provide an alternative account of US history from below, as it was refracted through journalistic lenses. Iconic organizations in the women's rights, African American civil rights, and environmental movements gained substantial media attention. But so too did now-forgotten groups, such as the German-American Alliance, Committee to Defend America by Aiding the Allies, and Peace and Freedom Party. Amenta and Caren show why some organizations made big news while others did not.

    Abstract: In this book, Olukunle Olowabi explores the divergent developmental consequences of nations in the Global South that were shaped on the one hand by forced settlement, where European colonists established large-scale agricultural plantations with enslaved African labour, and on the other by colonial occupation. He shows that most forced settlement colonies emerged from European domination with higher levels of education attainment, greater postcolonial democratization, and favourable human development outcomes relative to Global South countries that emerged from colonial occupation after 1945.

    Abstract: Composer Alec Wilder's 'American Popular Song' is widely recognized as the definitive book on American popular song. In this volume, which achieved immediate praise and recognition upon its publication, Wilder discusses some 800 songs from the American Songbook, offering a composer's insight, accessible music analysis, as well has his strong personal biases. Nearly 50 years later, this classic study has received a much-needed revision. While leaving Wilder's colorful prose and brazen opinions intact, language, style, and musical nomenclature have been updated to reflect current usage. The musical examples mostly remain, but piano score notation has been replaced with lead-sheet notation: melody, chords, and lyrics. In this book, Louise Marie Roth explores the process of giving birth, and the ways in which medicine and law interact to shape maternity care. Focusing on the United States, Roth explores how the law creates an environment where medical providers, malpractice attorneys, and others limit women's rights and choices during birth. She shows how a fear of liability risk often drives the decision-making process of medical providers, who prioritise hospital efficiency over patient safety, to the detriment of mothers themselves. Ultimately, Roth advocates for an approach that protects the reproductive rights of mothers.

    Abstract: "From the deserts of Sudan to the jungles of Colombia, and from the streets of Belfast to the mountains of Kurdistan, paramilitaries have appeared in violent conflicts in very different settings. Paramilitaries are generally depicted as irregular armed organizations that carry out acts of violence against civilians on behalf of a state. In doing so, they undermine the state's monopoly of legitimate violence, while at the same time creating a breeding ground for criminal activities. Why do governments with functioning police forces and armies use paramilitary groups? This book tackles this question through the prism of the interpenetration of paramilitaries and the state. The book interprets paramilitarism as the ability of the state to successfully outsource mass political violence against civilians that transforms and traumatizes societies. It analyzes how paramilitarism can be understood in a global context, and how paramilitarism is connected to transformations of warfare and state-society relations. By comparing a broad range of cases, it looks at how paramilitarism has made a profound impact in a large number of countries that were different, but nevertheless shared a history of pro-government militia activity.     Abstract: Kenya is one of the most politically dynamic and influential countries in sub-Saharan Africa. Today, it is known in equal measure as a country that has experienced great highs and tragic lows. Without these two texts, there would be no knowledge of the Indo-Roman trade practices. The book also compares and contrasts the texts of the Muziris papyrus with other documents pertinent to Indo-Mediterranean (or Indo-European) trade in ancient, medieval, and early modern times. These other documents reveal the commercial and political geography of ancient South India; the sailing schedule and the size of the ships plying the South India sea route; the commodities exchanged in the South Indian emporia; and the taxes imposed on the Indian commodities en route from the Red Sea to the Mediterranean.

    Abstract: In 1972, the Bureau of Indian Affairs terminated its twenty-year-old Voluntary Relocation Program, which encouraged the mass migration of roughly 100,000 Native American people from rural to urban areas. At the time the program ended, many groups - from government leaders to Red Power activists - had already classified it as a failure, and scholars have subsequently positioned the program as evidence of America's enduring settler-colonial project. But Douglas K. Miller here argues that a richer story should be told - one that recognises Indigenous mobility in terms of its benefits and not merely its costs. In their collective refusal to accept marginality and destitution on reservations, Native Americans used the urban relocation program to take greater control of their socioeconomic circumstances.

    Abstract: Adrian Rollini (1904-1956)was as a child prodigy, playing piano when he was four. This book describes how job opportunities came to him easily at first and that his versatility helped him when they became rare. At the age of 16 he became a professional musician and, in New York, recorded piano rolls. In 1922, at the start of the jazz age, he joined the California Ramblers. He moved to the bass saxophone and gave it its definite place in early jazz. At the top of his fame Rollini became leader of his own band, with a.o. Bix Beiderbecke, Frank Trumbauer, Eddie Lang, and Joe Venuti. It was star-studded but short-lived. In late 1927, he moved to London to join Fred Eizalde's progressive dance band. Back in the USA in 1930, Rollini joined Bert Lown's hotel band, but the bass saxophone was phasing out, so he moved to the vibraphone.

    Abstract: The Mediterranean Sea is now the deadliest region in the world for migrants. Although the death toll has been rising for many years, the EU response remains fragmented and short sighted. Politicians frame these migration flows as an unprecedented crisis and emphasize migration control at the EU's external boundaries. In this context, 'At Europe's Edge' investigates why the EU prioritizes the fortification of its external borders; why migrants nevertheless continue to cross the Mediterranean and to die at sea; and how EU member states on the southern periphery respond to their new role as migration gatekeepers. This work addresses these questions by examining the relationship between the EU and Malta, a small state with an outsized role in migration politics as EU policies place it at the crosshairs of migration flows and controls.

    Abstract: Even as Donald Trump's election has galvanized anti-immigration politics, many local governments have welcomed immigrants, some even going so far as to declare their communities "sanctuary cities" that will limit cooperation with federal immigration authorities. But efforts to assist immigrants are not limited to large, politically liberal cities. Many small to mid-sized cities and towns across the United States have implemented a range of informal practices that help immigrant populations integrate into their communities.     Abstract: Considering yodeling as a musical device in American music, this text investigates in parallel two ways of understanding various meanings associated with yodeling: as the connotative functions of yodeling within specific musical texts and as the ideological implications of its use. It aims to provoke a reflection on the concept of singing and received cultural ideas associated with it. Starting with the premise that music is a discursive practice that is itself inseparable from a critical verbal discourse about music, the work interrogates the relationship between yodeling and predominating musical orthodoxy. Through a critical examination of that relationship, the book explores numerous examples of yodeling in American music, questioning why it achieved prominence and status in some genres and not in others and attempting to account for the relatively low prestige accorded to music featuring yodeling.

    Abstract: Innovations in postbop jazz compositions of the 1960s occurred in several dimensions, including harmony, form, and melody. Postbop jazz composers such as Wayne Shorter, Herbie Hancock, Chick Corea, along with others (Booker Little, Joe Henderson, Woody Shaw) broke with earlier tonal jazz traditions. Their compositions marked a departure from the techniques of jazz standards and original compositions that defined small-group repertory through the 1950s: single-key orientation, schematic 32-bar frameworks (in AABA or ABAC forms), and tonal harmonic progressions. The text develops analytical pathways through a number of compositions, including 'El Gaucho,' 'Penelope,' 'Pinocchio,' 'Face of the Deep' (Shorter); 'King Cobra,' 'Dolphin Dance,' 'Jessica' (Hancock); 'Windows,' 'Inner Space,' 'Song of the Wind' (Corea); as well as 'We Speak' (Little); 'Punjab' (Henderson); and 'Beyond All Limits' (Shaw).

    Abstract: In this work, Paul Apostolidis asks what we can learn about social and economic precarity by considering the situation of Latin American migrant day laborers in the United States today. To do so, the author places Latino day laborers' commentaries in dialogue with critical social theory. Apostolidis sees these day laborers' circumstances both as exceptional and as synecdoches for precarious conditions that affect multitudes of workers. Through its combined approach to critical theory and field research with migrant workers, this text makes a case for a politics that is attuned to questions of time and advanced by precarious workers throughout society.

In this work on postbellum spirituals in theatrical entertainments, Sandra Jean Graham mines a trove of resources to chart the spiritual's journey from the private lives of slaves to the concert stage. Graham navigates the conflicting agendas of those who, in adapting spirituals for their own ends, sold conceptions of racial identity to their patrons.

    Abstract: The Oxford Handbook of French Politics provides a comprehensive and comparative overview of political science research on France. The volume brings together established and emerging scholars who specialize in the study of France to reflect on the evolution of the French political system through the lens of political science. The Handbook is organized into three sections: the first sectionidentifies foundational concepts for the French case, including chapters on republicanism and social welfare; the second focuses on thematic large-scale processes, such as identity, governance, and globalization; and the third section examines a wide range of issues relating to substantive politics and policy, among which are chapters on political representation, political culture, social movements, economic policy, gender policy, and defense and security policy. Throughout the volume contributors aim to place France in comparative perspective. To what extent have scholars integrated international and comparative work in their study of France? Has scholarship on France shaped the study of political life outside France? To help answer these questions contributors systematically provide a state-of-the-art review both of the comparative scholarly literature on their topic as well as the work on France. From this basis they also provide suggestions as to how the study of French and comparative politics might move forward in the coming years.     Abstract: Building and sustaining solidarity is a compelling challenge, especially in ethnically and religiously diverse societies. Recent research has concentrated on forces that trigger backlash and exclusion. The Strains of Commitment examines the politics of diversity in the opposite direction, exploring the potential sources of support for an inclusive solidarity, in particular political sources of solidarity. The volume asks three questions: Is solidarity really necessary for successful modern societies? Is diversity really a threat to solidarity? And what types of political communities, political agents, and political institutions and policies help sustain solidarity in contexts of diversity? To answer these questions, the volume brings together leading scholars in both normative political theory and empirical social science. Drawing on in-depth case studies, historical and comparative research, and quantitative cross-national studies, the research suggests that solidarity does not emerge spontaneously or naturally from economic and social processes but is inherently built or eroded though political action. The politics that builds inclusive solidarity may be conflicting in the first instance, but the resulting solidarity is sustained over time when it becomes incorporated into collective (typically national) identities and narratives, when it is reinforced on a recurring basis by political agents, and - most importantly - when it becomes embedded in political institutions and policy regimes. While some of the traditional political sources of solidarity are being challenged or weakened in an era of increased globalization and mobility, the authors explore the potential for new political narratives, coalitions, and policy regimes to sustain inclusive solidarity.--

    Abstract: Why is the Horn such a distinctive part of Africa? This book, by one of the foremost scholars of the region, traces this question through its exceptional history and also probes the wildly divergent fates of the Horn's contemporary nation-states, despite the striking regional particularity inherited from the colonial past. Christopher Clapham explores how the Horn's peculiar topography gave rise to the Ethiopian empire, the sole African state not only to survive European colonialism, but also to participate in a colonial enterprise of its own. Its impact on its neighbours, present-day Djibouti, Eritrea, Somalia and Somaliland, created a region very different from that of post-colonial Africa. This dynamic has become all the more distinct since 1991, when Eritrea and Somaliland emerged from the break-up of both Ethiopia and Somalia. Yet this evolution has produced highly varied outcomes in the region's constituent countries, from state collapse (and deeply flawed reconstruction) in Somalia, through militarised isolation in Eritrea, to a still fragile 'developmental state' in Ethiopia. The tensions implicit in the process of state formation now drive the relationships between the once historically close nations of the Horn

    Abstract: Emotional Cities' offers an innovative account of the history of cities in the second half of the nineteenth century. Analyzing debates about emotions and urban change, it questions the assumed dissimilarity of the history of European and Middle Eastern cities during this period. The author shows that between 1860 and 1910, contemporaries in both Berlin and Cairo began to negotiate the transformation of the urban realm in terms of emotions. Looking at the ways in which a variety of urban dwellers, from psychologists to bar maids, framed recent changes in terms of their effect on love, honor, or disgust, the book reveals striking parallels between the histories of the two cities. By combining urban history and the history of emotions, Prestel proposes a new perspective on the emergence of different, yet comparable cities at the end of the nineteenth century.

    Abstract: In recent years, the United States has become increasingly polarised and divided. This fissure is evident across the nation in conflict over LGBTQ rights; in challenges to religious liberty; in clashes over abortion; in tensions between law enforcement and minority communities. With all of this physical and emotional violence enacted by the legal system and such seemingly irresolvable differences in beliefs, values, and identities across the country, we are forced to ask - how can the people of the nation ever live in peace together? John D. Inazu analyses the current state of the country, orients the contemporary United States within its broader history, and explores the ways that Americans can - and must - live together peaceably despite these deeply engrained differences.
