Yet, the performance record of such arrangements is highly variable, sometimes leading to peace and stability and at other times to immobilism and institutional collapse. This book explores the adoption, function, and dissolution of power-sharing arrangements across the Global South, including case studies of Colombia, Ethiopia, Malaysia, and Iraq, and others to make sense of this mixed record. Authors identify a range of contextual factors as well as significant variations in the institutional rules and their meaning across the cases that help to explain divergent power-sharing outcomes. Emphasis throughout the chapters is placed on system adaptability for power-sharing success.     Abstract: Durable authoritarian rule often rests on the co-optation of challengers. The conventional story is straightforward: rulers entice opposition groups to "sell out," offering them benefits if they set aside their antiauthoritarian aspirations and become part of the system. However, co-optation does not always neutralize former adversaries, and even seemingly domesticated opponents can turn on their rulers. Co-optation does weaken opposition - but it is not as simple, reliable, or transactional as existing theories claim. Shouting in a Cage offers new ways to understand co-optation's power and its limits by examining two co-opted parties, the Wafd Party in Egypt and the Istiqlal Party in Morocco. Sofia Fenner argues that co-optation is less a corrupt bargain than a discursive contest - a clash of competing interpretations. Co-opted parties conjure up imagined futures in which their short-term choices will lead to the realization of their long-term democratic goals. Meanwhile, other actors point to the disconnect between these parties’ antiauthoritarian aspirations and their participation in authoritarian systems. Fenner demonstrates that co-opted parties come to look hypocritical precisely because they refuse to give up their oppositional commitments. Their credibility sapped, they become unappealing allies and, eventually, political afterthoughts. However, such parties retain a surprising capacity for opposition, rooted in the literal and metaphorical idea of "party as family." Based on extensive archival research and ethnographic fieldwork in North Africa, Shouting in a Cage broadens our understanding of political behavior under authoritarianism.

    Abstract: This book looks at Salafi influencers and foreign fighters in the Balkans to examine how the origins and dynamics of radical milieus are related to the legacy of the Bosnian War and the Kosovo War. The work seeks to understand if and in what ways these wars influenced the consolidation of radical milieus and whether they impacted the recruitment of foreign fighters. In doing so, the book traces the path of more than 400 individuals that either traveled to Syria or were involved in recruitment locally. Employing a qualitative methodological approach, the book argues that radical influencers are likely to be more evident in postwar societies due to state and societal fragility, which create more power for social actors and constrain efforts to counter extremism. Through the activism of social actors emerging from wars, preceding conflicts resonate through society across different locations and particular postwar radical milieus do not need to be only in the place where war atrocities happened. Thus, radical milieus can spread to various locations including countries hosting postwar diaspora communities.

    Abstract: This book explores multiple challenges faced by democratization in Southern Africa. Applying a wider lens to the concept of political transition and employing a variety of theoretical and methodological approaches, the contributions gathered here explore residual political cultural practices that hinder democratic consolidation in Southern Africa. Presenting various case studies, the book tackles themes such as the military-political nexus, leadership renewal, constitutionalism, electoral politics, election violence, marginalization of women, civil society and political transition, media framing and transitional justice.     Abstract: This book uses the cases of Syrian factions in rebel-held areas, Hamas in the Gaza Strip, Houthi in Yemen, rebels in Libya, Taliban in Afghanistan, In Iraq, and Somalia to explain the importance of examining genealogies tribalism, common local knowledge and social networks in understanding the institutionalisation of armed group governance systems. The book provides a series of studies employing heterogenous methodological approaches to address the issue using qualitative, quantitative and mixed methods. The proposed project also attempts to move away from the central debate on the national political crisis trend by examining the sub-national level patterns and assessing various factors and questions that bring about clear answers regarding how de-facto rulers use tribes and tribal informal institutions to sustain their presence and create a safe social incubator. Abdalhadi Alijla is a social and political scientist and science advocate. He is the 2021 International Political Science Association Global South Award. He is the Co-Leader of Global Migration and Human Rights at Global Young Academy. He is a co-founder of Palestine Young Academy in 2020. He is an Associate Researcher and the Regional Manager of Varieties of Democracy Institute (Gothenburg University) for Gulf countries. He is a Post-doctoral fellow at the Orient Institute in Beirut (OIB). Ibrahim Fraihat is an associate professor in international conflict resolution at the Doha Institute for Graduate Studies and non-resident fellow at Deakin University’s Middle East Studies Forum in Australia. He previously served as senior foreign policy fellow at the Brookings Institution, and taught conflict resolution at Georgetown University and George Washington University. His latest book publications include: Iran and Saudi Arabia: Taming a Chaotic Conflict (Edinburgh University Press, 2020), Unfinished Revolutions: Yemen, Libya, and Tunisia after the Arab Spring (Yale University Press, 2016). Dr. Fraihat has published extensively on Middle East politics, with articles appearing in The New York Times, Foreign Affairs, Foreign Policy, Huffington Post, Al Jazeera websites, and elsewhere. Fraihat received a doctorate in conflict analysis and resolution from George Mason University in 2006.     Abstract: This book presents a new organizing framework for studying democratic recession and autocratization in Southeast Asia. By introducing a new concept, “democratic backlash,” the book details how democratic recession inevitably provokes resistance that often forms the nucleus of new democratic movements, and in doing so, argues that it is important to identify these reverse trends that may eventually become dominant. The book contributes to current literature which thus far has sought to understand the causes and consequences of the decline in democracy around the world. Previous literature has focused primarily on advanced democracies, or alternatively, on large scale quantitative comparison. As such, this book helps fill a research gap with its focus on Southeast Asia, employing a comparative case study approach. Chapter authors are experts on Southeast Asia, a region that has experienced democratic recession and autocratization in a variety of ways, from rising populism to military coups. Dr. James Ockey lectures in the Department of Political Science and International Relations, University of Canterbury, Christchurch, New Zealand. He has published widely on democratization and autocratization in Thailand. He is a co-founder and director of the Southeast Asia Research Initiative (SEARI) at the University of Canterbury. Dr. Naimah S. Talib is an adjunct senior fellow in the Department of Political Science and International Relations, University of Canterbury.     Abstract: This book analyzes United Nations (UN) interventions in the process of constitution making in states undergoing political change. It combines theoretical considerations of democracy and constitutionalism with empirical experiences and takes a critical perspective on the interventions developed by the United Nations in the processes of re-democratization. Presenting new empirical evidence on the substantive and procedural way in which the UN undertakes constitution building in Cambodia, Bosnia and Herzegovina, Afghanistan, and East Timor, the book illustrates difficulties of these practices such as the promotion of popular participation, as well as an increasing Westernization, and to meet local needs. In consequence, the authors call for reforms of the actions and structural methods the UN to better align a legitimate constitutional order with the rule of law and democratic values. This book is aimed at scholars and students of politics and law who are interested in the prerequisites and conditions for further democratization in states undergoing political transformation.

    Abstract: This is an open access book. The start of the 21st century has seen the world shaken by protests, from the Arab Spring to the Yellow Vests, from the Occupy movement to the social uprisings in Latin America. There are periods in history when large numbers of people have rebelled against the way things are, demanding change, such as in 1848, 1917, and 1968. Today we are living in another time of outrage and discontent, a time that has already produced some of the largest protests in world history. This book analyzes almost three thousand protests that occurred between 2006 and 2020 in 101 countries covering over 93 per cent of the world population. The study focuses on the major demands driving world protests, such as those for real democracy, jobs, public services, social protection, civil rights, global justice, and those against austerity and corruption. It also analyzes who was demonstrating in each protest; what protest methods they used; who the protestors opposed; what was achieved; whether protests were repressed; and trends such as inequality and the rise of women’s and radical right protests. The book concludes that the demands of protestors in most of the protests surveyed are in full accordance with human rights and internationally agreed-upon UN development goals. The book calls for policy-makers to listen and act on these demands.     Abstract: This book examines the structures and processes of political decision-making and governance in Nigeria. Since Nigeria returned to elected government in 1999, it has been observed that several factors account for the differences between the design of statutory structures and processes of political decision-making and how they operate in reality. In other words, there are wide gaps between statutes and practice of political decision-making. However, the nexus between the two remains largely understudied by political scientists. Instinctively, political scientists assume that informal influences in political decision-making are aberrations, episodic or temporary. This book is designed to interrogate the nexus between the formal and non-formal dimensions of the dynamics of political decision making in Nigeria and also provide evidence about the actual functioning of governmental structures in Nigeria. The thesis of the book is that the non-formal dimension of political decision making as evidenced in rising ethno-political patronages, religious sentiments, clientelism and factionalism, are interacting with formal decision-making structures in ways that largely undermine the latter and, by extension, the democratic system. The book pursues this thesis by examining the roles of actors and institutions including, electoral choices made by voters, legislations, which perhaps is the most fundamental form of political decision-making, policies made by the executive and administration, as well as decision making within political parties, since parties are sites for articulating and aggregating issues on which decisions are to be made. Okechukwu Ibeanu is a Professor of Political Science at the University of Nigeria, Nsukka. Israel ’Kelue Okoye is a Professor of Political Science and the Bishop of the Diocese of Ihiala (Anglican Communion).     Abstract: This book analyzes non-democratic legitimacy during the Arab Spring. During this historic event, monarchs and presidents were forced to defend their rule, whether through Islam, the cultural image of paternalism or the cash flow of welfare. Can Arab leaders still justify apolitical reigns? Are monarchies more respected than republicans or are they too under threat? The author traces the history of apolitical rule in the Arab world, from Islamic roots to the role of Arab leaders in merging religion with socio-economic benefits and cosmetic liberalization. Finally, analysis of speeches given by leaders of Tunisia, Egypt, Jordan and Bahrain in response to the Arab Spring are considered. When protesters took to the streets with their slogans, the regimes talked back. This work discusses the weight of their words and why some leaders survived unrest while others were overthrown. Nicolai Due-Gundersen is a London-based lecturer and political analyst affiliated with the United Nations. He is also a political commentator and has appeared on Al Jazeera and CGTN and is author of The Privatization of Warfare.

    Abstract: This book presents both a survey of and commentary upon the penal process of England and Wales between 1945 and 2020 from the primary perspective of prisons and their operational management. Part I focusses on the extent to which governmental polities, changing concepts in penology and significant events affected the performance and management of prisons during four key periods: 1945-1991; 1991-1997; 1997-2007 and 2007-2020. Part II presents a vision for more effective operation of prisons within the wider penal process in the 2020s and beyond. It draws upon the author's academic insights and his experience as a former prison governor. Recent studies on drug wars have detailed case studies on the war on drugs but do not focus on the role of the army in such policies. Publications that do drive attention to the military in such situations are usually from human rights organizations or the press and are therefore not scholarly works. There are therefore no recent academic books dealing with the role of the military in the fight against drugs in Latin America. This book aims to fill this gap. It also offers an empirical and theoretical examination of the issue of the role of the military (rather than the police) on national soil—the army being generally devoted to interventions abroad, and the police, to law enforcement on the national ground.     Abstract: This book argues that the unresolved stateness in the republics of the former Yugoslavia played a key role in determining the course and dynamics of their turbulent democratic transition.     Abstract: "Multilingualism is an ever-present feature in numerous political contexts around the world, including both multilingual states and international organizations. It is also an increasingly important reality in a globalized world that consequential political decisions are negotiated between politicians who do not share a common native language. Nils Ringe uses the case of the European Union to investigate how politicians' reliance on shared foreign languages and translation services affects politics and policy-making. In-depth interviews with almost 100 policymakers and language service providers in the EU's main institutions, paired with quantitative and linguistic data, show multilingualism to be an inherent, ubiquitous, and consequential feature of EU politics and vividly illustrate how it influences political interactions, deliberations, and negotiations. Existing research at the intersection of language and politics would suggest that multilingualism makes EU politics more conflictual. This is not the case, however. Instead, multilingualism depoliticizes policy-making, meaning that it reduces its political nature and potential for conflict. That is because both foreign language use and reliance on translation result in communication that is simple, utilitarian, neutralized, and involves commonly shared phrases and expressions, which masks the national and political backgrounds, preferences, and priorities of EU actors. Policymakers also tend to disregard politically charged language because it might not reflect what a speaker meant to say, and they are constrained in their ability to use vague or ambiguous language to gloss over disagreements by the need for consistency across languages"--Page [4] of cover.

    Abstract: The unanticipated and unsolicited Russian aggression in the Ukraine in February 2022 highlighted the urgency of updating general assumptions about post-communist countries. The war has revealed the inadequacy of the terms and concepts employed for western democracies for describing, understanding, and predicting the developments in the “hybrid” regimes of Eastern Europe and the former USSR. Magyar and Madlovics strongly argue for a vocabulary and grammar tailored to the specifics of the post-communist bloc. In this concise companion to the 800-page The Anatomy of Post-Communist Regimes (CEU Press, 2020), they develop a conceptual framework in 120 propositions with (1) a typology of post-communist regimes and (2) a detailed presentation of ideal-type actors and the political, economic, and social phenomena in these regimes. Each of the 120 propositions contains a statement and a succinct discussion supported by illustrative tables, figures, and QR-codes that connect the interested reader to the more detailed analysis in the Anatomy. In a condensed form, the holistic approach of the Anatomy is retained by treating political, market, and communal spheres as parts of a single, coherent whole.     Abstract: From Austria to New Zealand, coalition governments often pave the road to foreign policy. In Western Europe, nearly 90 percent of postwar governments include two or more political parties. Israel, the Middle East's only consolidated democracy according to many, has never experienced single-party rule in its history. Even the United Kingdom, known for its long streak of single-party rule, now navigates multiparty cabinets. Coalitions are everywhere, but we still have little understanding of how they act in foreign affairs. History shows that coalitions can sometime engage in powerful international commitments such as participating in military operations, but at other times, they postpone their decisions, water down their policy positions, or promise to do less than they otherwise would. What explains these differences in behavior? Governing Abroad unpacks the little-known world of coalition governments to find out. Oktay argues that the specific constellation of parties in government explains why some coalitions can make more assertive foreign policy decisions than others. Building on the rich literature in political science on coalitions, legislatures, and voting behavior, the book weaves together sophisticated statistical analyses of foreign policy events across thirty European countries alongside in-depth case studies from Denmark, the Netherlands, and Finland. It brings political parties back into the study of foreign policy, demonstrating that the size of the coalition, the ideological proximity of the governing parties, and their relationship with the parliamentary opposition together influence the government's ability to act in the international arena. This book challenges our existing perceptions about the constraints and weaknesses of coalition governments. It sheds new light on the conditions that allow them to act decisively abroad.

    Abstract: Multilingualism is an ever-present feature in political contexts around the world, including multilingual states and international organizations. Increasingly, consequential political decisions are negotiated between politicians who do not share a common native language. Nils Ringe uses the European Union to investigate how politicians’ reliance on shared foreign languages and translation services affects politics and policy-making. Ringe's research illustrates how multilingualism is an inherent and consequential feature of EU politics—that it depoliticizes policy-making by reducing its political nature and potential for conflict. An atmosphere with both foreign language use and a reliance on translation leads to communication that is simple, utilitarian, neutralized, and involves commonly shared phrases and expressions. Policymakers tend to disregard politically charged language and they are constrained in their ability to use vague or ambiguous language to gloss over disagreements by the need for consistency across languages.

    Abstract: Die vorliegende Arbeit analysiert die mögliche Funktions- und Wirkungsweise von Folter in politischen Systemen und geht vor dem Hintergrund des de facto Verbots der Folter im Völkerrecht der Frage nach, welchen Zweck die Folter im 21. Jahrhundert in Demokratien und Diktaturen eigentlich einnimmt. Die Autorin arbeitet die verschiedensten interdisziplinären Aspekte der Folter heraus. So wird die Gundlage für das theoretische Konstrukt eines Funktions- und Wirkungskataloges gebildet. Nach einem Überblick über die Folter im Laufe der Jahrhunderten und möglicher Sonderformen der Folter wird dieser Katalog anhand von sechs Länderbeispielen analysiert. Drei der Beispiele fallen dabei auf das demokratische Sprektrum der politischen Systeme wie die USA, Spanien und Israel. Die anderen drei nehmen Diktaturen des 21. Jahrhundert in den Fokus (China, Irak und Nigeria). Die Autorin Nach einem Studium der Politikwissenschaften an der Universität Regensburg und der Vanderbilt University promovierte Linda Wimmer am Institut für Politikwissenschaften am Lehrstuhl für Vergleichende Politikwissenschaften der Universität Regensburg. Ihre Forschungsschwerpunkte liegen in der Internationalen Politik mit einem Fokus auf den Auslandseinsätzen der Bundeswehr, Terrorismus, dem Afghanistankonflikt, Irakkrieg und Verstößen gegen die Menschenrechte, speziell der Thematik der Folter. Momentan ist die Autorin im Wissenschaftsmanagement im Präsidialstab für Strategie- und Exzellenzentwicklung der TU München tätig.
