    Abstract: Metrics matter for policy and policy matters for well-being. In this report, the co-chairs of the OECD-hosted High Level Expert Group on the Measurement of Economic Performance and Social Progress, Joseph E. Stiglitz, Jean-Paul Fitoussi and Martine Durand, show how over-reliance on GDP as the yardstick of economic performance misled policy makers who did not see the 2008 crisis coming. When the crisis did hit, concentrating on the wrong indicators meant that governments made inadequate policy choices, with severe and long-lasting consequences for many people. While GDP is the most well-known, and most powerful economic indicator, it can’t tell us everything we need to know about the health of countries and societies. In fact, it can’t even tell us everything we need to know about economic performance. We need to develop dashboards of indicators that reveal who is benefitting from growth, whether that growth is environmentally sustainable, how people feel about their lives, what factors contribute to an individual’s or a country’s success. This book looks at progress made over the past 10 years in collecting well-being data, and in using them to inform policies. An accompanying volume, For Good Measure: Advancing Research on Well-being Metrics Beyond GDP, presents the latest findings from leading economists and statisticians on selected issues within the broader agenda on defining and measuring well-being.

    Abstract: Financial reporting is one of the foundations of good fiscal management. High-quality financial reports are essential to ensure that a governments fiscal decisions are based on the most up-to-date and accurate understanding of its financial position. Financial reports are also the mechanism through which legislatures, auditors, and the public at large hold governments accountable for their financial performance. Over the past two decades, a growing number of governments have begun moving away from pure cash accounting toward accrual accounting to improve transparency and accountability and better inform fiscal decision making. This study reviews and compares accounting and budgeting practices at the national government level in OECD countries. It also discusses both the challenges and benefits of accruals reforms. Finally, it looks at some steps countries are taking to make better use of accrual information in the future. This is a joint publication with the International Federation of Accountants and the OECD.

    Abstract: SMEs and entrepreneurs play a key role in national economies around the world, generating employment and income, contributing to innovation and knowledge diffusion, responding to new or niched demands and social needs, and enhancing social inclusion. However, SMEs are often more affected by business environment conditions and structural policies than larger firms. This report presents comparative evidence on SME performance and trends, and on a broad range of policy areas and business environment conditions that are important for small businesses. The analysis takes into account the multi-dimensionality of SME policy objectives and the significant heterogeneity of the SME population, within and across countries. Data and indicators on framework conditions are complemented with information on recent policy trends in OECD countries. This publication addresses a growing demand by governments for tools to monitor the business environment for small and medium-sized enterprises, and benchmark the effectiveness of policies in creating appropriate conditions for them to flourish and grow.

A quarter of a century ago, the average disposable income of the richest 10% in OECD countries was around seven times higher than that of the poorest 10%; today, it’s around 9½ times higher. Why does this matter? Many fear this widening gap is hurting individuals, societies and even economies. This book explores income inequality across five main headings.     Abstract: This report analyses the results of simulations using an agent based model of financial markets to show how excessive levels of leverage in financial markets can lead to a systemic crash. Investors overload on risky assets betting more than they have to gamble creating a tremendous level of vulnerability in the system as a whole. Plummeting asset prices render banks unable or unwilling to provide credit as they fear they might be unable to cover their own liabilities due to potential loan defaults. Whether an overleveraged borrower is a sovereign nation or major financial institution, recent history illustrates how defaults carry the risk of contagion in a globally interconnected economy. The resulting slowdown of investment in the real economy impacts actors at all levels, from small businesses to homebuyers. Bankruptcies lead to job losses and a drop in aggregate demand, leading to more businesses and individuals being unable to repay their loans, reinforcing a downward spiral that can trigger a recession, depression or bring about stagflation in the real economy. This can have a devastating impact not only on economic prosperity across the board, but also consumer sentiment and trust in the ability of the system to generate long-term wealth and growth.

    Abstract: With more than two-thirds of the world’s poor living in rural areas, higher rural incomes are a pre-requisite for sustained poverty reduction and reduced hunger. This volume sets out a strategy for raising rural incomes which emphasises the creation of diversified rural economies with opportunities within and outside agriculture. Agricultural policies need to be integrated within an overall mix of policies and institutional reforms that facilitate, rather than impede, structural change. By investing in public goods, such as infrastructure and agricultural research, and by building effective social safety nets, governments can limit the role of less efficient policies such as price controls and input subsidies.

    Abstract: Aid plays an important role in reducing poverty and inequality, stimulating growth, building capacity, promoting human development and accelerating the achievement of the Millennium Development Goals. Effective aid is critical both to maximise the impact of aid and to achieve long-term, sustainable development. Aid to the health sector has increased substantially over the last 20 years from USD 5 billion in 1990 to USD 21.8 billion in 2007. Consisting of a growing and diverse range of actors, aid to the health sector faces complex governance and management challenges: for example, donors inadvertedly invest in duplicate and fragmented efforts, while partners are unable to take full responsibility and leadership. By reviewing these challenges against the aid effectiveness principles outlined in the landmark 2005 Paris Declaration and 2008 Accra Agenda for Action, this report provides insight and expounds lessons from the health sector to the broader challenges of aid effectiveness. Health, then, is used as a “tracer” sector to help assess the risks and benefits of the diverse range of actors, and promote co-ordination and coherence among development programmes. This work is the result of a collaboration between the Working Party on Aid Effectiveness – an inclusive, international forum with the aim of improving aid delivery – through its Task Team on Health as a Tracer Sector and the World Trade Organization.

    Abstract: The integration of the children of immigrants – both those born in the host country (the “second generation”) and those who arrived young enough to be educated in the host country – is of growing policy relevance for OECD countries. This group is entering the labour market in ever larger numbers, and their outcomes are often seen as the benchmark for successful integration policy. The labour market integration of the children of immigrants is an area where comparative international knowledge is gradually evolving, but still underdeveloped. Recent work by the OECD has shown that the children of immigrants tend to have lower employment outcomes than the children of natives in most countries. This technical seminar proceedings sheds light on the issues involved in the labour market integration of the children of immigrants, and discusses policy answers and good practices. The seminar was organised jointly by the the EU Commission and the OECD Secretariat in Brussels on 1 and 2 October 2009.

It explains how a global build up of liquidity, coupled with poor regulation, created a financial crisis that quickly began to make itself felt in the real economy, destroying businesses and raising unemployment to its highest levels in decades. The worst of the crisis now looks to be over, but a swift return to strong growth appears unlikely and employment will take several years to get back to pre-crisis levels. High levels of public and private debt mean cutbacks and saving are likely to become the main priority, meaning the impact of the recession will continue to be felt for years to come.

    Abstract: The latest System of National Accounts (the 2008 SNA) explicitly recognises, for the first time, that expenditures on research and experimental development (R&D) should be recorded as capital formation. This is a natural extension to the 1993 SNA, which recommends recording many acquisitions of software and databases, mineral exploration, and entertainment, artistic and literary originals as capital formation, too. These products have a common characteristic, namely that their value reflects the underlying intellectual property they embody, which is why they are referred to collectively in this publication as intellectual property products (IPPs). But they also share another important characteristic: their measurement is not straightforward, and in the absence of clear guidance it is highly likely that estimates will not be comparable between countries. This Handbook is designed to provide that guidance by considering IPPs collectively, based on their common characteristics, by type, based on any specificities, such as data availability, and by detailed transaction - for example the valuation of IPPs that have been produced for internal use by their developers, the valuation of unsuccessful IPPs, and the production of IPPs produced and made freely available by government.

    Abstract: The 2005 Paris Declaration on Aid Effectiveness defines the principles and commitments by which donors and developing countries intend to ensure that aid is as effective as possible in contributing to the Millennium Development Goals and other internationally agreed development objectives. This report is a mid-term review of progress towards these commitments, drawing on the 2008 Paris Declaration Monitoring Survey and the Evaluation Synthesis Report among many other sources. Part I highlights the main actionable lessons and messages emerging from the analysis of progress to date. Part II covers the commitments under the five Partnership Principles related to ownership, alignment, harmonisation, development results and mutual accountability, together with four subjects of critical relevance: sector perspectives, the role of civil society organisations, situations of fragility and conflict, and the changing aid architecture.

    Abstract: The Internet has been remarkably successful in developing greater opportunities for communication access - and economic growth and social development - for the first billion users. The majority of the next several billion users will be mainly from developing countries and will connect to the Internet principally via wireless networks. But there are substantial discrepancies in access to ICTs between developed and developing countries and also within countries, depending on factors such as gender, rural coverage, skills and educational levels. This book examines how the market for internet traffic exchange has evolved and explores the coherence of policies pursued by developed and developing countries. It notes the increasing innovation occurring in a number of developing countries with competitive markets and discusses how liberalisation has helped to expand of access networks and make ICT services increasingly affordable and available to the poor. The report also highlights the employment, micro-entrepreneurial and social development opportunities which have emerged as access levels have risen among low-income users. The study notes that gateway service monopolies - still in 70 countries - raise the prices for accessing international capacity and reduce the affordability of Internet access to business and end users.

    Abstract: Innovation is crucial to long-term economic growth, even more so in the aftermath of the financial and economic crisis. In this volume, the OECD and the World Bank jointly take stock of how globalisation is posing new challenges for innovation and growth in both developed and developing countries, and how countries are coping with them. The authors discuss options for policy initiatives that can foster technological innovation in the pursuit of faster and sustainable growth. The various chapters highlight how the emergence of an integrated global market affects the impact of national innovation policy. What seemed like effective innovation strategies (e.g. policies designed to strengthen the R&D capacity of domestic firms) are no longer sufficient for effective catch-up. The more open and global nature of innovation makes innovation policies more difficult to design and implement at the national scale alone. These challenges are further complicated by new phenomena, such as global value chains and the fragmentation of production, the growing role of global corporations, and the ICT revolution. Where and why a global corporation chooses to anchor its production affects the playing field for OECD and developing economies alike.     Abstract: This 2009 edition of the OECD Patent Statistics Manual takes stock of the recent developments in the field. It provides guiding principles for the use of patent data in the context of S&T measurement, and recommendations for the compilation and interpretation of patent indicators in this context. It aims to show what patent statistics can and cannot be used for, and how to count patents in order to maximise information on S&T activities while minimising statistical noise and biases. Finally, it describes how patent data can be used in the analysis of a wide array of topics related to technical change and patenting activity including industry-science linkages, patenting strategies by companies, internationalisation of research, and indicators on the value of patents.

    Abstract: This publication demonstrates that natural resources can contribute to growth, employment, exports and fiscal revenues in low-income countries, where natural capital constitutes a quarter of total wealth. It highlights the importance of policies encouraging the sustainable management of these resources. Moreover, it emphasises the need to address the political challenges of natural-resource management for long-term pro-poor economic growth. Part I provides an overview of the economics and politics of natural resources. It describes the unique features of natural resources and resulting management challenges, the role of sustainable natural resource management in supporting pro-poor growth, and the politics and governance of natural resources. It then offers recommendations for policy makers on how to support the approaches advocated in the paper. Part II examines these issues with respect to seven specific natural-resource sectors: fisheries, forests, wildlife and ecotourism, soil productivity, water security, minerals and renewable energy.

    Abstract: Growing Unequal? brings together a range of analyses on the distribution of economic resources in OECD countries. The evidence on income distribution and poverty covers, for the first time, all 30 OECD countries in the mid-2000s, while information on trends extending back to the mid-1980s is provided for around two-thirds of the countries. The report also describes inequalities in a range of domains (such as household wealth, consumption patterns, in-kind public services) that are typically excluded from conventional discussion about the distribution of economic resources among individuals and households. The report provides evidence of a fairly generalised increase in income inequality over the past two decades across the OECD, but the timing, intensity and causes of the increase differ from what is typically suggested in the media. Precisely how much inequality there is in a society is not determined randomly, nor is it beyond the power of governments to change, so long as they take note of the sort of up-to-date evidence included in this report. This report includes StatLinks, URLs linking tables and graphs in the book to Excel® spreadsheets containing the data.

For a good portion of the 20th century there was an implicit assumption that economic growth was synonymous with progress: an assumption that a growing GDP meant life must be getting better. But we now recognise that it isn’t quite as simple as that. Access to accurate information is vital when we come to judge our politicians and hold them accountable. But access to a comprehensive and intelligible portrait of that most important of questions - whether or not life has got and is likely to get better - is lacking in many societies. The OECD’s 2nd World Forum on Statistics, Knowledge and Policy 'Measuring and Fostering the Progress of Societies' held in Istanbul in June 2007 brought together a diverse group of leaders from more than 130 countries to debate these issues. These proceedings contain 40 papers presented at the Forum.

    Abstract: The governments of most developed, and many developing, countries impose border measures—tariffs, tariff rate quotas and export subsidies—to boost the domestic market prices of agricultural commodities. In some OECD countries, governments also provide financial support to their agricultural sector through other means, such as direct budgetary payments, production quotas and marketing-loan programs. These interventions typically distort the allocation of resources, leading to sub-optimal production and consumption decisions. Widespread agricultural policy reform would undoubtedly improve the global allocation of resources. But, due to differential protection levels and policy instruments across commodities and among countries, reform can also produce a complex pattern of adjustments, some of which may appear to be counter-intuitive. Using a partial-equilibrium agricultural commodity model with rich policy detail, this study examines the market impacts of agricultural policy reform annually over a 10-year horizon. The study finds that the biggest impacts of agricultural policy reform would be on world dairy markets. Including the effect of non-agricultural liberalisation from a general-equilibrium model does not meaningfully alter results, suggesting that sectoral analysis in many cases is sufficient.     Abstract: Agriculture is no longer the dominant sector in rural economies in OECD countries. But it is still the key sector in managing the land, and many ancillary industries are dependant on agriculture. Both agricultural and rural policy are changing to respond to society's concerns regarding food safety, food security, animal welfare, environmental protection and the viability of rural areas. These proceedings of the OECD Workshop on Coherence of Agricultural and Rural Development Policies examined these issues through thematic studies and country experiences. They find that rural is not synonymous with agriculture and agriculture is not always rural as much agricultural production occurs in peri-urban areas. The goals of agricultural and rural policies are different, but policy coherence is essential.

    Abstract: The Development Effectiveness of Food Aid: Does Tying Matter? provides a detailed look into two food aid issues. First, the study assesses the effectiveness of the various ways in which food aid can promote food security and poverty alleviation. Second, the study demonstrates that food aid in-kind carries substantial efficiency costs, conservatively estimated as at least 30% on average. In contrast, most local purchases or regionally sourced imports are relatively efficient ways of providing food aid. Thus, there is scope for considerable efficiency gains by switching to less restricted sourcing of food. The study therefore argues that, in most circumstances, financial aid (cash) is the preferable way to fund direct distribution of food or to provide budgetary support for general development or project assistance.

    Abstract: This book enhances understanding and consensus on why and how we need to work more strategically and coherently on the integration of human rights and development. It reviews the approaches of different donor agencies and their rationales for working on human rights, and identifies the current practice in this field. It illustrates how aid agencies are working on human rights issues at the programming level, and it draws together lessons that form the core of the current evidence around the added value of human rights for development. Lastly, it addresses both new opportunities and conceptual and practical challenges to human rights within the evolving development partnerships between donors and partner countries, as well as in relation to the Paris Declaration on Aid Effectiveness as a new reference point of the international aid system. By giving numerous examples of practical approaches, this publication shows that there are various ways for donor agencies to take human rights more systematically into account – in accordance with their respective mandates, modes of engagement and comparative advantage.

A horizontal assessment also helps determine how far the current services negotiations in the WTO, under the General Agreement on Trade in Services, can aid the attainment of universal service goals.

    Abstract: Price indexes can be constructed using a “hedonic method” that adjusts for changes in the quality of a product by focusing on a set of key product characteristics. This handbook contributes to a better understanding of the merits and shortcomings of conventional and hedonic price indexes and methods, and provides an analytic basis for choosing among them. It sets out “best practice” principles for constructing hedonic indexes and examines criticisms of hedonic indexes. The handbook brings together material that is now scattered in a wide number of places, but goes beyond the economic literature in significant respects. It has been written because there is a widespread view that the principles for conducting hedonic investigations are not readily assembled for statistical agency work, which is the primary audience of this volume.

    Abstract: Investigating over twenty cases where exports from developing countries faced new environmental requirements, this OECD report examines how environmental requirements can be trade barriers for developing countries. These case studies, covering a diverse number of products and exporting countries, trace a number of environmental regulations, standards and labelling schemes, from conception through implementation. In so doing, they highlight the difference that sensitivity to potential trade effects can make when designing environmental regulations and standards. They also show that timely technical assistance has played a crucial role in helping exporters from developing countries adjust to new environmental requirements without suffering adverse trade effects.

    Abstract: This publication presents the current situation with regard to the magnitude and economic impact of migrants’ remittances to their countries of origin. In 2004, remittances exceeded official development aid in several emigration countries: they totalled USD 126 billion according to IMF estimates. The book surveys the channels used to collect these funds; the role of banking systems and other financial institutions; the introduction of new technologies and their impact on fund collection; how the funds are transferred; and how to reduce the costs. Focus is also placed on the different ways in which migrants themselves participate -- together with non-governmental organisations, host countries and sending countries -- to open up new avenues for policies on development aid and co-development. The direct role that migrants can play at the local level is highlighted. Several countries and regions are illustrated: Southern European countries, Mexico, Turkey, North African and sub-Saharan African countries, the Philippines and some Latin American countries.

    Abstract: With a view to helping policy analysts and decision makers focus on the development impacts of their policies, this report discusses the extent to which OECD country agricultural and agricultural trade policies are coherent with, and supportive of, the achievement of the Millennium Development Goals, particularly the elimination of extreme poverty and hunger. Agriculture and Development: The Case for Policy Coherence defines the ‘where’ (country impact), ‘how’ (most damaging forms of support), ‘which’ (commodity aspects) and ‘who’ (household effects) of agricultural policy reform. It treats the effects of four main categories of OECD country agricultural policies: domestic, trade, regulatory, and development co-operation policies. In each case it identifies the implications from the perspective of making agriculture and development policies more coherent. By providing a survey of the policy coherence dimension in OECD country agricultural policy-making, this report provides the analytical framework that policy makers need to help them weigh their decisions in the light of their countries’ internationally agreed development commitments.

    Abstract: This volume tests the relevance and usefulness of guarantees to public and private actors in developing countries, especially for funding development projects. Not to be confused with export credit guarantees usually accorded to nationals with the aim of stimulating exports and overseas investment, development guarantees are destined for actors in emerging or developing economies where risk is a deterrent to lending or investment. The presence of guarantees from multilateral or bilateral agencies can encourage financial flows either to increase or to go where they otherwise might not. In this way, they can have a positive effect on sovereign ratings as well as their immediate direct effect on the local development environment.     Abstract: Information and communications technology (ICT) has become a key driver of economic growth over the past decade. The rapid diffusion of the Internet, of mobile telephony and of broadband networks all demonstrate how pervasive this technology has become. But how precisely does ICT affect economic growth and the efficiency of firms? And how well can these effects be measured? This report provides an overview of the economic impact of ICT on economic performance, and the ways through which it can be measured. Using available OECD data, the first part of the book examines the available measures of ICT diffusion, the role and impact of ICT investment and the role of ICT-using and ICT-producing sectors in overall economic performance. The second part of the book offers nine studies for OECD countries, based on detailed firm-level data and prepared by researchers and statisticians from a wide range of OECD countries. These studies use a variety of methods and provide detailed insights on the effects of ICT in individual countries.

    Abstract: In light of the elimination of quantitative import restrictions under the WTO at the end of 2004, A New World Map in Textiles and Clothing identifies the most recent market developments throughout the entire supply chain, from natural fibres to retail distribution.
