    Abstract: Tax revenues provide governments with funds to invest in development, relieve poverty, deliver public services and build the physical and social infrastructure for long-term growth. Moreover, there are mutually beneficial links between taxation and good governance. Tax and Development: Aid Modalities for Strengthening Tax Systems highlights how taxation can have a positive effect on the quality of governance and a government’s relationship with citizens and, in turn, how good governance can have a positive effect on compliance and revenue mobilisation. How can international assistance providers, including OECD members, international and regional organisations, support the development of tax systems in developing countries? Tax and Development: Aid Modalities for Strengthening Tax Systems provides practical guidance for policy makers and practitioners based on the results of an extensive literature review, a survey of aid agency officials and six country case studies (Ghana, Guatemala, Liberia, Mali, Mozambique, and Tanzania). It examines the aid instruments that donors use to assist developing countries including general and sector budget support, basket financing, stand-alone bilateral aid and funding South-South organisations. The strengths and weaknesses of each modality for supporting tax systems are identified, and some 50 recommendations to support the development of effective, efficient and growth-oriented tax systems in developing countries are provided.

    Abstract: Aid plays an important role in reducing poverty and inequality, stimulating growth, building capacity, promoting human development and accelerating the achievement of the Millennium Development Goals. Effective aid is critical both to maximise the impact of aid and to achieve long-term, sustainable development. Aid to the health sector has increased substantially over the last 20 years from USD 5 billion in 1990 to USD 21.8 billion in 2007. Consisting of a growing and diverse range of actors, aid to the health sector faces complex governance and management challenges: for example, donors inadvertedly invest in duplicate and fragmented efforts, while partners are unable to take full responsibility and leadership. By reviewing these challenges against the aid effectiveness principles outlined in the landmark 2005 Paris Declaration and 2008 Accra Agenda for Action, this report provides insight and expounds lessons from the health sector to the broader challenges of aid effectiveness. Health, then, is used as a “tracer” sector to help assess the risks and benefits of the diverse range of actors, and promote co-ordination and coherence among development programmes. This work is the result of a collaboration between the Working Party on Aid Effectiveness – an inclusive, international forum with the aim of improving aid delivery – through its Task Team on Health as a Tracer Sector and the World Trade Organization.

    Abstract: The balance of economic power is shifting. Countries that were once poor are becoming economic powerhouses. Yet poverty persists worldwide, depriving billions of people of basic necessities and the prospects of creating a better life. How are we responding to this challenge? This book explores the multi-faceted world of aid and development co-operation – a range of global, and sometimes contested, efforts aimed at reducing the impact of poverty. It traces the history of these efforts, explains where they come from and where they are going, and asks whether they are achieving as much as they could. It also examines some of the ways in which development efforts can be made more effective in achieving lasting benefits through good governance and the creation of a deeper partnership between developed and developing countries.     Abstract: With more than two-thirds of the world’s poor living in rural areas, higher rural incomes are a pre-requisite for sustained poverty reduction and reduced hunger. This volume sets out a strategy for raising rural incomes which emphasises the creation of diversified rural economies with opportunities within and outside agriculture. Agricultural policies need to be integrated within an overall mix of policies and institutional reforms that facilitate, rather than impede, structural change. By investing in public goods, such as infrastructure and agricultural research, and by building effective social safety nets, governments can limit the role of less efficient policies such as price controls and input subsidies.

    Abstract: This report provides an overview of the main characteristics and structure of the current Common Agricultural Policy (CAP) and its developments in the last 25 years in a changing environment within and outside the EU. Drawing on material presented at the OECD Workshop on the Disaggregated Impacts of CAP Reform, held on 10-11 March 2010, and model-based scenarios, it analyses the impacts of policy changes on production, trade, land use, farm structure, the environment and some aspects of rural development, using changes in the level and composition of OECD indicators of support, notably the Producer Support Estimate (PSE). This report further suggests improvements in the market orientation, competitiveness and risk management at all levels of the food chain, and pleads for clarifying the link between policy measures and objectives through better targeting, and strengthening evidence on which to base policies.

    Abstract: As human capital is the source of innovation, one of the policy principles of the OECD Innovation Strategy is to "foster innovative workplaces". Education and training systems must rise to the challenge of providing people with the means to learn and re-train throughout their life. Companies and organisations need to maximise the human resources they have at their disposal. Do employers make the best use of people’s skills for innovation? Are some work organisations more associated with innovation than others? If so, are these organisations more widespread in some countries than in others? Are they associated with particular labour market policies, managerial practices, learning cultures or certain levels of education? What are the challenges for innovation within organisations?This volume shows that interaction within organisations - as well as individual and organisational learning and training - are important for innovation. The analytical tools and empirical results this study provides show how some work organisations may foster innovation through the use of employee autonomy and discretion, supported by learning and training opportunities.     Abstract: The Internet has been remarkably successful in developing greater opportunities for communication access - and economic growth and social development - for the first billion users. The majority of the next several billion users will be mainly from developing countries and will connect to the Internet principally via wireless networks. But there are substantial discrepancies in access to ICTs between developed and developing countries and also within countries, depending on factors such as gender, rural coverage, skills and educational levels. This book examines how the market for internet traffic exchange has evolved and explores the coherence of policies pursued by developed and developing countries. It notes the increasing innovation occurring in a number of developing countries with competitive markets and discusses how liberalisation has helped to expand of access networks and make ICT services increasingly affordable and available to the poor. The report also highlights the employment, micro-entrepreneurial and social development opportunities which have emerged as access levels have risen among low-income users. The study notes that gateway service monopolies - still in 70 countries - raise the prices for accessing international capacity and reduce the affordability of Internet access to business and end users.

    Abstract: Innovation is crucial to long-term economic growth, even more so in the aftermath of the financial and economic crisis. In this volume, the OECD and the World Bank jointly take stock of how globalisation is posing new challenges for innovation and growth in both developed and developing countries, and how countries are coping with them. The authors discuss options for policy initiatives that can foster technological innovation in the pursuit of faster and sustainable growth. The various chapters highlight how the emergence of an integrated global market affects the impact of national innovation policy. What seemed like effective innovation strategies (e.g. policies designed to strengthen the R&D capacity of domestic firms) are no longer sufficient for effective catch-up. The more open and global nature of innovation makes innovation policies more difficult to design and implement at the national scale alone. These challenges are further complicated by new phenomena, such as global value chains and the fragmentation of production, the growing role of global corporations, and the ICT revolution. Where and why a global corporation chooses to anchor its production affects the playing field for OECD and developing economies alike.     Abstract: This publication demonstrates that natural resources can contribute to growth, employment, exports and fiscal revenues in low-income countries, where natural capital constitutes a quarter of total wealth. It highlights the importance of policies encouraging the sustainable management of these resources. Moreover, it emphasises the need to address the political challenges of natural-resource management for long-term pro-poor economic growth. Part I provides an overview of the economics and politics of natural resources. It describes the unique features of natural resources and resulting management challenges, the role of sustainable natural resource management in supporting pro-poor growth, and the politics and governance of natural resources. It then offers recommendations for policy makers on how to support the approaches advocated in the paper.     Abstract: Against the background of a projected doubling of world greenhouse gas emissions by mid-century, this book explores feasible ways to abate them at least cost. Through quantitative analysis, it addresses key climate policy issues including: an ideal set of climate policy tools; the size of the economic and environmental costs of incomplete country or sector coverage of climate change mitigation policies; how to concretely develop a global carbon market; the case for, and what can we reasonably expect from, R&D and technology support policies; and the incentives for major emitting countries to join a climate change mitigation agreement.

    Abstract: The 2005 Paris Declaration on Aid Effectiveness defines the principles and commitments by which donors and developing countries intend to ensure that aid is as effective as possible in contributing to the Millennium Development Goals and other internationally agreed development objectives. This report is a mid-term review of progress towards these commitments, drawing on the 2008 Paris Declaration Monitoring Survey and the Evaluation Synthesis Report among many other sources. Part I highlights the main actionable lessons and messages emerging from the analysis of progress to date. Part II covers the commitments under the five Partnership Principles related to ownership, alignment, harmonisation, development results and mutual accountability, together with four subjects of critical relevance: sector perspectives, the role of civil society organisations, situations of fragility and conflict, and the changing aid architecture.

    Abstract: This survey report which presents the results from the second, follow-up survey on monitoring the Paris Declaration on Aid Effectiveness, assesses progress in 55 developing countries and helps us understand the challenges in making aid more effective in advancing development. The findings are clear: progress is being made, but not fast enough. Unless they seriously gear up their efforts, developing countries and their external partners will not meet their international commitments and targets for effective aid by 2010. Action is needed now. This report makes three high-level policy recommendations that will help accelerate progress and transform the aid relationship into a full partnership.

    Abstract: The governments of most developed, and many developing, countries impose border measures—tariffs, tariff rate quotas and export subsidies—to boost the domestic market prices of agricultural commodities. In some OECD countries, governments also provide financial support to their agricultural sector through other means, such as direct budgetary payments, production quotas and marketing-loan programs. These interventions typically distort the allocation of resources, leading to sub-optimal production and consumption decisions. Widespread agricultural policy reform would undoubtedly improve the global allocation of resources. But, due to differential protection levels and policy instruments across commodities and among countries, reform can also produce a complex pattern of adjustments, some of which may appear to be counter-intuitive. Using a partial-equilibrium agricultural commodity model with rich policy detail, this study examines the market impacts of agricultural policy reform annually over a 10-year horizon. The study finds that the biggest impacts of agricultural policy reform would be on world dairy markets. Including the effect of non-agricultural liberalisation from a general-equilibrium model does not meaningfully alter results, suggesting that sectoral analysis in many cases is sufficient.     Abstract: This publication looks at the importance of the EU sugar industry in the global sugar market. It analyses how sugar reforms adopted by the EU council in 2006 have led to market changes. The first part of this report looks at what might happen if complete policy reform and full trade liberalisation took place. This gives the reader insight into the impact that sugar support policies have had in making this industry one of the most heavily subsidised, protected and distorted agricultural commodities markets. The effect that sugar support policies in the EU and worldwide have made to production and trade developments in other countries are also highlighted. The second part of this report looks forward, to examine how the sugar market may evolve up to 2015 in light of the sugar policy changes which were introduced in 2006. Finally, an initial evaluation of the EU sugar policy reform is made in light of the OECD Ministerial principles for agricultural policy reform.     Abstract: Building on a recent groundbreaking OECD/World Bank seminar, this volume explores whether and how trade liberalisation can contribute to achieving universal service goals and the types of complementary policies required. It focuses on experiences in four sectors - telecommunications, water and sanitation, financial services, and electricity. The unique multi-sector perspective taken in this book, together with the national case studies, yield insights which can help countries promote their universal access goals. A horizontal assessment also helps determine how far the current services negotiations in the WTO, under the General Agreement on Trade in Services, can aid the attainment of universal service goals.

    Abstract: The Development Effectiveness of Food Aid: Does Tying Matter? provides a detailed look into two food aid issues. First, the study assesses the effectiveness of the various ways in which food aid can promote food security and poverty alleviation. Second, the study demonstrates that food aid in-kind carries substantial efficiency costs, conservatively estimated as at least 30% on average. In contrast, most local purchases or regionally sourced imports are relatively efficient ways of providing food aid. Thus, there is scope for considerable efficiency gains by switching to less restricted sourcing of food. The study therefore argues that, in most circumstances, financial aid (cash) is the preferable way to fund direct distribution of food or to provide budgetary support for general development or project assistance.

    Abstract: This book enhances understanding and consensus on why and how we need to work more strategically and coherently on the integration of human rights and development. It reviews the approaches of different donor agencies and their rationales for working on human rights, and identifies the current practice in this field. It illustrates how aid agencies are working on human rights issues at the programming level, and it draws together lessons that form the core of the current evidence around the added value of human rights for development. Lastly, it addresses both new opportunities and conceptual and practical challenges to human rights within the evolving development partnerships between donors and partner countries, as well as in relation to the Paris Declaration on Aid Effectiveness as a new reference point of the international aid system. By giving numerous examples of practical approaches, this publication shows that there are various ways for donor agencies to take human rights more systematically into account – in accordance with their respective mandates, modes of engagement and comparative advantage.

    Abstract: This book is the product of a collaborative effort between the OECD Environment and Development Co-operation directorates on mainstreaming responses to climate change in development planning and assistance. This volume synthesises insights from six country case studies that review climate change impacts and vulnerabilities, analyse relevant national plans and aid investments in terms of their exposure and attention to climate risks, and examine in-depth key systems where climate change is closely intertwined with development and natural resource management. The case studies cover the Nepal Himalayas, Mount Kilimanjaro in Tanzania, the Nile in Egypt, the Bangladesh Sundarbans, coastal mangroves in Fiji, and agriculture and forestry sectors in Uruguay. Overall, the volume suggests a rich agenda for research and policy action which should be of considerable interest to donor agencies, sectoral planners and development practioners, as well as climate change experts and policy makers.

    Abstract: Developing countries are concerned that multilateral tariff reductions will harm their agricultural sectors because of preference erosion. The findings in this report suggest that although this may indeed be a problem for some countries in some sectors, factors other than preferential schemes may be limiting developing country exports. The report provides information on the extent to which developing countries have used selected, non-reciprocal preferential trading schemes provided by the EU and the US. Secondary data are complemented by interviews with market operators further clarifying the empirical findings. A special section has been devoted to the preferences granted to African countries highlighting the conditions for this set of developing countries.

    Abstract: Investigating over twenty cases where exports from developing countries faced new environmental requirements, this OECD report examines how environmental requirements can be trade barriers for developing countries. These case studies, covering a diverse number of products and exporting countries, trace a number of environmental regulations, standards and labelling schemes, from conception through implementation. In so doing, they highlight the difference that sensitivity to potential trade effects can make when designing environmental regulations and standards. They also show that timely technical assistance has played a crucial role in helping exporters from developing countries adjust to new environmental requirements without suffering adverse trade effects.

    Abstract: This publication presents the current situation with regard to the magnitude and economic impact of migrants’ remittances to their countries of origin. In 2004, remittances exceeded official development aid in several emigration countries: they totalled USD 126 billion according to IMF estimates. The book surveys the channels used to collect these funds; the role of banking systems and other financial institutions; the introduction of new technologies and their impact on fund collection; how the funds are transferred; and how to reduce the costs. Focus is also placed on the different ways in which migrants themselves participate -- together with non-governmental organisations, host countries and sending countries -- to open up new avenues for policies on development aid and co-development. The direct role that migrants can play at the local level is highlighted. Several countries and regions are illustrated: Southern European countries, Mexico, Turkey, North African and sub-Saharan African countries, the Philippines and some Latin American countries.

    Abstract: The member countries of OECD’s Development Assistance Committee (DAC) give almost USD 70 billion in foreign aid (development co-operation) annually. This study examines how to manage that aid for the best results. It is based on the organisational structures and practices of 22 of the world’s main donor countries, with a view to assisting countries who are becoming donors. The book covers issues such as legal frameworks; how donors organise their operations in partner developing countries; centralised versus decentralised management; relations with non-governmental organisations; and managing gender equality, environmental sustainability and humanitarian action.

    Abstract: This volume tests the relevance and usefulness of guarantees to public and private actors in developing countries, especially for funding development projects. Not to be confused with export credit guarantees usually accorded to nationals with the aim of stimulating exports and overseas investment, development guarantees are destined for actors in emerging or developing economies where risk is a deterrent to lending or investment. The presence of guarantees from multilateral or bilateral agencies can encourage financial flows either to increase or to go where they otherwise might not. In this way, they can have a positive effect on sovereign ratings as well as their immediate direct effect on the local development environment.     Abstract: With a view to helping policy analysts and decision makers focus on the development impacts of their policies, this report discusses the extent to which OECD country agricultural and agricultural trade policies are coherent with, and supportive of, the achievement of the Millennium Development Goals, particularly the elimination of extreme poverty and hunger. Agriculture and Development: The Case for Policy Coherence defines the ‘where’ (country impact), ‘how’ (most damaging forms of support), ‘which’ (commodity aspects) and ‘who’ (household effects) of agricultural policy reform. It treats the effects of four main categories of OECD country agricultural policies: domestic, trade, regulatory, and development co-operation policies. In each case it identifies the implications from the perspective of making agriculture and development policies more coherent. By providing a survey of the policy coherence dimension in OECD country agricultural policy-making, this report provides the analytical framework that policy makers need to help them weigh their decisions in the light of their countries’ internationally agreed development commitments.

    Abstract: This book is based on an exceptional event in December 2000 which brought together civil society from the poor countries and OECD experts. It emerges that globalisation can have a positive impact in poor countries, but only if policies encouraging a more equitable distribution of human and physical resources are adopted. Furthermore, countries in which infrastructures and skills are underdeveloped will need to continue protecting vulnerable sectors and communities, but will have to accept that such protection can only be transitional.

    Abstract: What are the recent labour market developments and migration trends in Central and Eastern European Countries (CEECs)? What are the links between globalisation, migration and regional economic integration? What will be the impact of the EU-enlargement on migration movements and policies? This book shows that the migration flows within and from the CEECs are much more complex than a straightforward westward flow towards the European Union and North America. It then goes on to analyse the important role the CEECs may play as "buffer zone" between the current EU Member states and the other countries of Southern and Eastern Europe. Finally, it reveals what the prospective enlargement of the EU implies in terms of CEECs’ migration policies on such subjects as border control, the control of flows, labour migration, family-linked migrations, refugees and asylum seekers.

    Abstract: Eradicating poverty has long been one of the priorities of development co-operation. Yet, despite undoubted progress towards this goal, the strategies adopted at the international and national levels remain controversial. Poverty reduction is a complex issue, involving numerous players in a host of economic, social, political and environmental policy fields. The originality of this publication lies in its approach to identifying best practice, an approach which is as open and thorough as the state of the art will allow. How realistic is it to seek to cut extreme poverty by half by the year 2015? What are the most effective strategies employed by donors, be they development agencies or developed countries? What lessons can be learned from the experience of the developing countries? Clearly, these and many other questions are still unresolved. This publication approaches them by giving a broad overview of general poverty-reduction strategies and objectives.     Abstract: This book retraces the Communities' external liberalisation efforts, and discusses, where relevant, the repercussions of internal liberalisation on foreign competitors. The aim of this book is to clarify, and when feasible, to quantify the economic effects of the EU’s trade policies. To this end, it provides an overview of past liberalisation efforts, reviews trade indicators in international comparison and lays out the future trade agenda of the Community. According to the empirical evidence provided in this volume, integration in Europe does not seem to have entailed much trade diversion, while trade is likely to have boosted area-wide income significantly. It is openness in general, rather than regional integration, that has favoured growth in Europe.

    Abstract: The trade liberalisation agreements signed between the European Union and the southern Mediterranean countries carry risks as well as benefits. They reveal structural weaknesses in the partner countries, including continued rent seeking, market segmentation, a weak modern private sector and inadequate fiscal systems. In the short term, since the agreements only cover industrial goods and not agriculture or services, there is a risk of job losses in the domestic industrial sector due to competition from the EU. The authors of this study highlight the opportunities the agreements offer for supporting reforms to encourage industrial restructuring through financial transfers, providing incentives for producers to diversify, and securing new markets. Achieving the reforms, however, will require political will in the southern Mediterranean countries and complementary reforms in the European Union to open its markets further to include those sectors currently excluded from the agreements. Moreover, as demonstrated by the authors' detailed analysis of the Egyptian and Tunisian cases, a regional response to the challenges posed by the agreements is likely to bring more benefits than a purely national response.

It finds little evidence directly to support fears of a "global race to the bottom" in labour and environmental standards. The widespread use of investment incentives, however, in OECD and developing countries alike, tends to be bad for government transparency and accountability. This is highly detrimental both to economic policy making and to the construction of democratic institutions in developing countries. The author proposes a shift away from incentive-based policies for attracting FDI towards a rules-based approach on both a national and international level.

    Abstract: The OECD countries have widely differing traditions regarding basic vocational training. This publication, prepared as part of the VOTEC project on "The Changing Role of Vocational and Technical Education and Training", is designed to help towards a better understanding of the internal logic and workings of these different systems. Education and training systems propose differentiated and interconnected pathways, each of which can be broken down into a series of programmes. But what are the factors that explain participation of young people in VOTEC and the way it has developed over time? A number of answers have been formulated and are examined here in the light of ten national reports.
