    Abstract: China's mistreatment of its Uyghur minority has drawn international condemnation and sanctions. The repression gripping Xinjiang is also hugely costly to China in Renminbi, personnel, and stifled economic productivity. Despite this, the Chinese Communist Party persists in its policies. Why? Drawing on extensive original data, Potter and Wang demonstrate insecurities about the stability of the regime and its claim to legitimacy motivate Chinese policies. These perceived threats to core interests drive the ferocity of the official response to Uyghur nationalism. The result is harsh repression, sophisticated media control, and selective international military cooperation. China's growing economic and military power means that the country's policies in Xinjiang and Central Asia have global implications. Zero Tolerance sheds light on this problem, informing policymakers, scholars, and students about an emerging global hotspot destined to play a central role in international politics in years to come.

    Abstract: American political observers express increasing concern about affective polarization, i.e., partisans' resentment toward political opponents. We advance debates about America's partisan divisions by comparing affective polarization in the US over the past 25 years with affective polarization in 19 other western publics. We conclude that American affective polarization is not extreme in comparative perspective, although Americans' dislike of partisan opponents has increased more rapidly since the mid-1990s than in most other Western publics. We then show that affective polarization is more intense when unemployment and inequality are high; when political elites clash over cultural issues such as immigration and national identity; and in countries with majoritarian electoral institutions. Our findings situate American partisan resentment and hostility in comparative perspective, and illuminate correlates of affective polarization that are difficult to detect when examining the American case in isolation

    Abstract: This is a study of Vietnam's socialist transition and state transformation, generally known as đổi mới. It examines the drivers of socialist-regime change, the nature of the đổi mới state, and the basis of regime legitimacy in Vietnam. The Element argues that despite its 'one-party rule' label, the party-state apparatus that channels said rule has become fragmented. State-building during the đổi mới period involved negotiations and bargaining that redefine authority and power relations within the state apparatus. The party-state's accountability projects are designed to target the specific self-aggrandizing tendencies of the state apparatus, its policies, and abuse of state power. At the leadership level, patterns of resource allocation underlying the đổi mới growth model as well as the VCP's cadre rotation approach have accommodated central and sub-national state elites across sectors and levels, helping shore up the legitimacy of the đổi mới state in the eyes of the state elite. The combination of sustained economic growth, expansion of political space, accountability, and tolerance of small-scale public protests have been factors in strengthening regime-society legitimization.

    Abstract: American violence is schizophrenic. On the one hand, many Americans support the creation of a powerful bureaucracy of coercion made up of police and military forces in order to provide public security. At the same time, many of those citizens also demand the private right to protect their own families, home, and property. This book diagnoses this schizophrenia as a product of a distinctive institutional history, in which private forms of violence - vigilantes, private detectives, mercenary gunfighters - emerged in concert with the creation of new public and state forms of violence such as police departments or the National Guard. This dual public and private face of American violence resulted from the upending of a tradition of republican governance, in which public security had been indistinguishable from private effort, by the nineteenth-century social transformations of the Civil War and the Market Revolution

    Abstract: Since the elections of 2002, Erdogan's AKP has dominated the political scene in Turkey. This period has often been understood as a break from a 'secular' pattern of state-building. But in this book, Ceren Lord shows how Islamist mobilisation in Turkey has been facilitated from within the state by institutions established during early nation-building. Lord thus challenges the traditional account of Islamist AKP's rise that sees it either as a grassroots reaction to the authoritarian secularism of the state or as a function of the state's utilisation of religion. Tracing struggles within the state, Lord also shows how the state's principal religious authority, the Presidency of Religious Affairs (Diyanet) competed with other state institutions to pursue Islamisation. Through privileging Sunni Muslim access to state resources to the exclusion of others, the Diyanet has been a key actor ensuring persistence and increasing salience of religious markers in political and economic competition, creating an amenable environment for Islamist mobilisation.

    Abstract: This book explains why conflicts in Africa are sometimes ethnic and sometimes religious, and why a conflict might change from ethnic to religious even as the opponents remain fixed. Conflicts in the region are often viewed as either 'tribal' or 'Muslim-Christian', seemingly rooted in deep-seated ethnic or religious hatreds. Yet, as this book explains, those labels emerge as a function of political mobilization. It argues that ethnicity and religion inspire distinct passions among individuals, and that political leaders exploit those passions to achieve their own strategic goals when the institutions of the state break down. To support this argument, the book relies on a novel experiment conducted in Côte d'Ivoire and Ghana to demonstrate that individual preferences change in ethnic and religious contexts. It then uses case illustrations from Côte d'Ivoire, Nigeria, and Sudan to highlight the strategic choices of leaders that ultimately shape the frames of conflict

    Abstract: Over half the world lives under authoritarian regimes. For these people, the opportunity to engage in politics moves outside the state's territory. Mobilising across borders, diasporas emerge to challenge such governments. This book offers an in-depth examination of the internal politics of transnational mobilisation. Studying Rwandan and Zimbabwean exiles, it exposes the power, interests, and unexpected agendas behind mobilisation, revealing the surprising and ambivalent role played by outsiders. Far from being passive victims waiting for humanitarian assistance, refugees engage actively in political struggle. From Rwandans resisting their repatriation, to Zimbabweans preventing arms shipments, political exiles have diverse aims and tactics. Conversely, the governments they face also deploy a range of transnational strategies, and those that purport to help them often do so with hidden agendas.     Abstract: Political revolutions, economic meltdowns, mass ideological conversions and collective innovation adoptions occur often, but when they do happen, they tend to be the least expected. Based on the paradigm of 'leading from the periphery', this groundbreaking analysis offers an explanation for such spontaneity and apparent lack of leadership in contentious collective action. Contrary to existing theories, the author argues that network effects in collective action originating from marginal leaders can benefit from a total lack of communication. Such network effects persist in isolated islands of contention instead of overarching action cascades, and are shown to escalate in globally dispersed, but locally concentrated networks of contention. This is a trait that can empower marginal leaders and set forth social dynamics distinct from those originating in the limelight. Leading from the Periphery and Network Collective Action provides evidence from two Middle Eastern uprisings, as well as behavioral experiments of collective risk-taking in social networks

    Abstract: "Politicising Europe presents the most comprehensive contribution to empirical research on politicisation to date. The study is innovative in both conceptual and empirical terms. Conceptually, the contributors develop and apply a new index and typology of politicisation. Empirically, the volume presents a huge amount of original data, tracing politicisation in a comparative perspective over more than forty years.     Abstract: Emotions underpin how political communities are formed and function. Nowhere is this more pronounced than in times of trauma. The emotions associated with suffering caused by war, terrorism, natural disasters, famine and poverty can play a pivotal role in shaping communities and orientating their politics. This book investigates how 'affective communities' emerge after trauma. Drawing on several case studies and an unusually broad set of interdisciplinary sources, it examines the role played by representations, from media images to historical narratives and political speeches. Representations of traumatic events are crucial because they generate socially embedded emotional meanings which, in turn, enable direct victims and distant witnesses to share the injury, as well as the associated loss, in a manner that affirms a particular notion of collective identity. While ensuing political orders often re-establish old patterns, traumatic events can also generate new 'emotional cultures' that genuinely transform national and transnational communities.

Should old age be accorded a privileged status? This may recognise the needs of a particular age group with regard to health, income and social care. But by doing so, we support the inaccurate and possibly offensive definition of 'old age' as the stage of life beyond age 65 - a demarcation line which has no biological or cognitive significance, since human beings age at very different rates. Defining old age in this way may ghettoise and marginalise one group of people in society, encouraging prejudice against them via policies that 'single out, stigmatise and isolate the aged from the rest of society', in a way that can be seen as subtly ageist. On the other hand, should we dispense with age as a categorisation and work towards an 'age-irrelevant', 'age-neutral' or 'ageless' society - one in which individuals will be judged by the content of their character, rather than their chronological age?     Abstract: Yorùbá Elites and Ethnic Politics in Nigeria investigates the dynamics and challenges of ethnicity and elite politics in Nigeria, Africa's largest democracy. Wale Adebanwi demonstrates how the corporate agency of the elite transformed the modern history and politics of one of Africa's largest ethnic groups, the Yorùbá. The argument is organized around the ideas and cultural representations of Ọbáfemi Awólowo, the central signifier of modern Yorùbá culture. Through the narration and analysis of material, non-material and interactional phenomena - such as political party and ethnic group organization, cultural politics, democratic struggle, personal ambitions, group solidarity, death, memory and commemoration - this book examines the foundations of the legitimacy of the Yorùbá political elite. Chapters based on fieldwork and policy analysis across several countries examine how people interact in their everyday work lives, where they construct moral boundaries, and how they formulate policies concerning tolerable diversity, immigration, discrimination, and political representation. Rather than assuming that each country has its own national ideology that explains such interactions, contributors trace diverse pathways along which institutions complicate or disrupt allegedly consistent national ideologies. These studies shed light on how Muslims encounter particular faces and facets of the state as they go about their lives, seeking help and legitimacy as new citizens of a fast-changing Europe

    Abstract: Why are hopes fading for a single European identity? Economic integration has advanced faster and further than predicted, yet the European sense of 'who we are' is fragmenting. Exploiting decades of permissive consensus, Europe's elites designed and completed the single market, the euro, the Schengen passport-free zone, and, most recently, crafted an extraordinarily successful policy of enlargement. At the same time, these attempts to de-politicize politics, to create Europe by stealth, have produced a political backlash.     Abstract: The European Union's motto 'United in Diversity' contrasts with the cultural standardization entailed in the formation of nation-states and the forging of political identities in Europe. So what does being 'united in diversity' mean? Focusing on language politics and policies, this book offers a thorough assessment of the implications of cultural and linguistic diversity for the process of constructing a European polity. It sheds light on some of the most pressing problems associated with contemporary identity politics. It is often claimed that the recurrent celebration of diversity in Europe's programmatic declarations has an effective political impact. Kraus offers a critical analysis of how the EU has responded to the normative challenge of creating an institutional frame for integration which allows cultural differences to be transcended without ignoring them

    Abstract: South Asia is home to a range of extremist groups from the jihadists of Pakistan to the Tamil Tigers of Sri Lanka. In the popular mind, extremism and terrorism are invariably linked to ethnic and religious factors. Yet the dominant history of South Asia is notable for tolerance and co-existence, despite highly plural societies. Deepa Ollapally examines extremist groups in Kashmir, Afghanistan, Northeast India, Pakistan, Bangladesh, and Sri Lanka to offer a fresh perspective on the causes of extremism. What accounts for its rise in societies not historically predisposed to extremism? What determines the winners and losers in the identity struggles in South Asia?     Abstract: 'Religion and politics', as the old saying goes, 'should never be discussed in mixed company.'And yet fostering discussions that cross lines of political difference has long been a central concern of political theorists. More recently, it has also become a cause célèbre for pundits and civic-minded citizens wanting to improve the health of American democracy. But only recently have scholars begun empirical investigations of where and with what consequences people interact with those whose political views differ from their own. Hearing the Other Side examines this theme in the context of the contemporary United States. It is unique in its effort to link political theory with empirical research. Drawing on her empirical work, Mutz suggests that it is doubtful that an extremely activist political culture can also be a heavily deliberative one

    Abstract: The profound transformations that preceded the downfall of Communism originated in Poland and Hungary, but played out in strikingly different ways. Hungary led through economic reform, Poland through open political struggle. Analysis of these transformational variants yields important insights into systemic change, marketization, and democratization. This book shows how these changes were possible in authoritarian regimes as, over time, state and society became mutually vulnerable, neither fully able to dictate the terms of engagement. For Poland this meant principled confrontation; for Hungary, innovative accommodation. This book argues that different conceptual frameworks and strategies of persuasion account for these divergences in virtually identical institutional settings. Seleny traces the different political-institutional residues which, in both Hungary and Poland, now function as constraining or enabling legacies. In particular, she demonstrates that state socialist legacies account for salient differences between these two new capitalist democracies, and now condition their prospects in the European Union

    Abstract: A new theory of ethnic cleansing based on the most terrible cases (colonial genocides, Armenia, the Nazi Holocaust, Cambodia, Yugoslavia, Rwanda) and cases of lesser violence (early modern Europe, contemporary India, and Indonesia). Murderous cleansing is modern, 'the dark side of democracy'. It results where the demos (democracy) is confused with the ethnos (the ethnic group). Danger arises where two rival ethno-national movements each claims 'its own' state over the same territory. Conflict escalates where either the weaker side fights because of aid from outside, or the stronger side believes it can deploy sudden, overwhelming force. Escalation is not simply the work of 'evil elites' or 'primitive peoples'. It results from complex interactions between leaders, militants, and 'core constituencies' of ethno-nationalism. Understanding this complex process helps us devise policies to avoid ethnic cleansing in the future

    Abstract: This book analyzes the triumphs and failures of the Castro regime in the area of race relations. It places the Cuban revolution in a comparative and international framework and challenges arguments that the regime eliminated racial inequality or that it was profoundly racist. Through interviews, historical materials, and survey research, it provides a balanced view. The book maintains that Cuba has not been a racial democracy as some have argued. However, it also argues that Cuba has done more than any other society to eliminate racial inequality. The contemporary outlook of the book demonstrates how much of Cuban racial ideology was unchanged by the revolution. Thus, the current implementation of market reforms and in particular tourism has exacerbated racial inequalities. Finally, it holds that despite these shortcomings, the regime remains popular among blacks because they perceive their alternatives of the US and the Miami Exile community to be far worse

    Abstract: In January 1987, the Indian state-run television began broadcasting a Hindu epic in serial form, The Ramayana, to nationwide audiences, violating a decades-old taboo on religious partisanship. What resulted was the largest political campaign in post-independence times, around the symbol of Lord Ram, led by Hindu nationalists. The complexion of Indian politics was irrevocably changed thereafter. In this book, Arvind Rajagopal analyses this extraordinary series of events. While audiences may have thought they were harking back to an epic golden age, Hindu nationalist leaders were embracing the prospects of neoliberalism and globalisation. Television was the device that hinged these movements together, symbolising the new possibilities of politics, at once more inclusive and authoritarian. Simultaneously, this study examines how the larger historical context was woven into and changed the character of Hindu nationalism.

    Abstract: Overcoming Intolerance in South Africa investigates the degree to which the political culture of South Africa - the beliefs, values, and attitudes toward politics held by ordinary people - impedes or promotes the consolidation of democratic reform. One set of values is of particular concern in this study - political tolerance. The authors contend that political tolerance is a crucial element of democratic political cultures in general, but that in the South African case, tolerance is perhaps more important than any other democratic value. Since South Africa is one of the most polyglot countries in the world, the only viable strategy for survival is tolerance toward the political views of others. The overwhelming emphasis throughout this book is on finding ways to enhance the willingness of South Africans to 'put up with' their political enemies, to allow open and widespread political competition, and to coexist in their diversity

    Abstract: This 2001 book is an attempt by a social scientist to explain the predicament of Gypsies (or Roma), Eastern Europe's largest ethnic minority, and their relationship to the region's states and societies. Barany examines the Gypsies' socioeconomic and political marginality and policies toward them through seven centuries and in seven East European states. He illuminates the reasons why the Roma have consistently occupied the bottom of social, economic, and political hierarchies regardless of historical period or geographic location. Barany argues that the current nostalgia of many Gypsies for the socialist period is easy to understand, given the disastrous effect of the post-communist socioeconomic transformation on the Roma's conditions over the last decade. He explains the impact of Gypsy political mobilization, and the activities of international organizations and NGOs, on government policies.     Abstract: Government interventions in media markets are often criticized for preventing audiences from getting the media products they want. A free press is often asserted to be essential for democracy. The first point is incorrect and the second is inadequate as a policy guide. Part I of this book shows that unique aspects of media products prevent markets from providing for audience desires. Part II shows that four prominent, but different, theories of democracy lead to different conceptions of good journalistic practice, media policy, and proper constitutional principles. Part II makes clear that the choice among democratic theories is crucial for understanding what should be meant by free press. Part III explores international free trade in media products. Contrary to the dominant American position, it shows that Parts I and II's economic and democratic theory justify deviations from free trade in media products

    Abstract: Fatherhood is on the political agenda in many countries, often cast in terms of crisis. One side of the policy debate focuses on fathers as deadbeat dads who do not provide financial support and care for their children. The other revolves around making men into active and engaged fathers. However, these policies are often at odds with the employers' reluctance to accommodate work schedules to fathers' needs. In Making Men into Fathers, prominent scholars in gender studies and the critical studies of men consider how varied institutional settings and policy logics around cash and care contour the possibilities and constraints for new models of fatherhood, determining the choices open to men. From different historical and societal perspectives, the authors provide insights into the studies of men as gendered subjects, including the role of transnational and global issues of fatherhood, and the emergence of men's movements, contesting and reimaging fatherhood

    Abstract: This book presents a systematic overview and assessment of the impacts of politics on the media, and of the media on politics, in authoritarian, transitional and democratic regimes in Russia, Spain, Hungary, Chile, Italy, Great Britain, Germany, Japan, the Netherlands, and the United States. Its analysis of the interactions between macro- and micro-level factors incorporates the disciplinary perspectives of political science, mass communications, sociology and social psychology. These essays show that media's effects on politics are the product of often complex and contingent interactions among various causal factors, including media technologies, the structure of the media market, the legal and regulatory framework, the nature of basic political institutions, and the characteristics of individual citizens. The authors' conclusions challenge a number of conventional wisdoms concerning the political roles and effects of the mass media on regime support and change, on the political behavior of citizens, and on the quality of democracy

Her analysis is based on a detailed examination of the history and experiences of the Armenians, Assyrians, Chaldeans, Jews, Zoroastrians, Bahais and Iranian Christians, and describes how these communities have responded to state policies regarding minorities. Many of her findings are constructed out of personal interviews with members of these communities. While the book is essentially an empirical study, it also highlights more general questions associated with exclusion and marginalization and the role of the state in defining these boundaries. This is an important and original book which will make a significant contribution to the literature on minorities and to the workings of the Islamic Republic

    Abstract: Feminist analysis shows that the prevailing concepts of citizenship often assume a male citizen. How, then, does this affect the agency and participation of women in modern democracies? This insightful book, first published in 2000, presents a systematic comparison of the links between women's social rights and democratic citizenship in three different citizenship models: republican citizenship in France, liberal citizenship in Britain, and social citizenship in Denmark. Birte Siim argues that France still suffers from the contradictions of pro-natalist policy, and that Britain is only just starting to re-conceptualise the male-breadwinner model that is still a dominant feature. In her examination of the dual-breadwinner model in Denmark, Siim presents research about Scandinavian social policy and makes an important and timely contribution to debates in political sociology, social policy and gender studies

    Abstract: Fundamentalism, Sectarianism, and Revolution is a major comparative analysis of fundamentalist movements in cultural and political context, with an emphasis on the contemporary scene. Leading sociologist S. N. Eisenstadt examines the meaning of the global rise of fundamentalism as one very forceful contemporary response to tensions in modernity and the dynamics of civilization. He compares modern fundamentalist movements with the proto-fundamentalist movements which arose in the 'axial civilizations' in pre-modern times; he shows how the great revolutions in Europe which arose in connection with these movements shaped the political and cultural programmes of modernity; and he contrasts post-Second World War Moslem, Jewish and Protestant fundamentalist movements with communal national movements, notably in Asia. The central theme of the book is the distinctively Jacobin features of fundamentalist movements and their ambivalent attitude to tradition: above all their attempts to essentialize tradition in an ideologically totalistic way. Eisenstadt has won the Amalfi book prize

    Abstract: In his study Modernity and the Holocaust, Zygmunt Bauman contrasts the hopes and expectations of the modernising world of the nineteenth century with the real outcomes of the twentieth century, where the very conditions of modernity have led to the mass destruction of humanity and of those early hopes for the betterment of humankind. This volume explores the possibilities left to those once modernising societies, not only in terms of the worlds they have constructed but also in discerning the novel conditions which the closure of modernity entails. In Impersonal Influence, Mutz goes beyond simply providing examples of how impersonal influence matters in the political process to provide a micro-level understanding of why information about distant and impersonal others often influence people's political attitudes and behaviors. Impersonal Influence is worthy of attention both from the standpoint of its impact on contemporary politics, and because of its potential to expand the boundaries of our understanding of social influence processes, and media's relation to them. The book's conclusions do not exonerate media from the effects of inaccurate portrayals of collective experience or opinion, but they suggest that the ways in which people are influenced by these perceptions are in themselves, not so much deleterious to democracy as absolutely necessary to promoting accountability in a large scale society

    Abstract: A sophisticated and engaging ethnographic account of the Palestinian citizens of Israel, and the first since the 1970s, Overlooking Nazareth examines specific situations of friction, conflict and co-operation in Natzerat Illit. This Israeli new town is built on formerly Palestinian land, just outside the biblical town of Nazareth, and has a population of 25,000 Jewish Israelis and 3,500 Palestinians. Dr Rabinowitz has written widely on the current political situation in Israel and has conducted extensive fieldwork in Galilee, and he describes his study as a guided walk along a border, a sketch of interfaces 'where the complex, often paradoxical aspects of the border situation are negotiated and acted out most vividly'. He highlights the extent to which anti-Palestinian sentiments for which the town is known actually reflect widespread views of most Israelis. This is a major contribution to our understanding of the confrontation between Israelis and Palestinians. It offers powerful critique of reflexive anthropology and offers fresh insights into notions of ethnicity and identity, nationalism and liberalism
