    Abstract: The tensions between democracy and justice have long preoccupied political theorists. Institutions that are procedurally democratic do not necessarily make substantively just decisions. Democratizing Global Justice shows that democracy and justice can be mutually reinforcing in global governance - a domain where both are conspicuously lacking - and indeed that global justice requires global democratization. This novel reconceptualization of the problematic relationship between global democracy and global justice emphasises the role of inclusive deliberative processes. These processes can empower the agents necessary to determine what justice should mean and how it should be implemented in any given context. Key agents include citizens and the global poor; and not just the states but also international organizations and advocacy groups active in global governance. The argument is informed by and applied to the decision process leading to adoption of the Sustainable Development Goals, and climate governance inasmuch as it takes on questions of climate justice

    Abstract: Combining international political theory and EU studies, Richard Bellamy provides an original account of the democratic legitimacy of international organisations. He proposes a new interpretation of the EU's democratic failings and how they might be addressed. Drawing on the republican theory of freedom as non-domination, Bellamy proposes a way to combine national popular sovereignty with the pursuit of fair and equitable relations of non-domination among states and their citizens. Applying this approach to the EU, Bellamy shows that its democratic failings lie not with the democratic deficit at the EU level but with a democratic disconnect at the member state level. Rather than shifting democratic authority to the European Parliament, this book argues that the EU needs to reconnect with the different 'demoi' of the member states by empowering national parliaments in the EU policy-making process.

    Abstract: Political interest is the strongest predictor of 'good citizenship', yet hardly anything is known about it. For the first time in over three decades, here is a study explaining what political interest is, where it comes from, and why it matters. Providing the most thorough description available of political interest in four Western democracies this study analyzes large household panel data sets rarely used in political science to explain how interest develops in people's lives. In an accessible manner, the book's analytical approach pushes applied social scientists to consider how panel data can be used to better understand political behavior.     Abstract: Non-elected actors, such as non-governmental organizations and celebrity activists, present themselves as representatives of others to audiences of decision-makers, such as state leaders, the European Union, the United Nations, and the World Trade Organization. These actors are increasingly included in the deliberation and decision-making processes of such institutions. To take one well-known example, the non-governmental organization, Oxfam, presses decision-makers and governments for fair trade rules on behalf of the world's poor. What entitles such 'self-appointed representatives' to speak and act for the poor? As The Economist asked, 'Who elected Oxfam?'. Montanaro claims that such actors can, and should, be conceptualized as representatives, and that they can - though do not always - represent others in a manner that we can recognize as democratic. However, in order to do so, we must stretch our imaginations beyond the standard normative framework of elections

    Abstract: At a time when the legitimacy of democracies is in question, calls to improve the quality of public debate and deliberative democracy are sweeping the social sciences. Yet, real deliberation lies far from the deliberative ideal. Theorists have argued that linguistic and cultural differences foster inequality and impede democratic deliberation. In this empirical study, the author presents the collective practices of political translation, which help multilingual and culturally diverse groups work together more democratically than homogeneous groups. Political translation, distinct from linguistic translation, is a set of disruptive and communicative practices developed by activists and grassroots community organizers in order to address inequities hindering democratic deliberation and to entreat powerful groups to work together more inclusively with disempowered groups. Based on ten years of fieldwork, Political Translation provides the first systematic comparative study of deliberation under conditions of linguistic difference and cultural misunderstandings

    Abstract: Why has violence spiked in Latin America's contemporary democracies? What explains its temporal and spatial variation? Analyzing the region's uneven homicide levels, this book maps out a theoretical agenda focusing on three intersecting factors: the changing geography of transnational illicit political economies; the varied capacity and complicity of state institutions tasked with providing law and order; and organizational competition to control illicit territorial enclaves. These three factors inform the emergence of 'homicidal ecologies' (subnational regions most susceptible to violence) in Latin America. After focusing on the contemporary causes of homicidal violence, the book analyzes the comparative historical origins of weak and complicit public security forces and the rare moments in which successful institutional reform takes place. Regional trends in Latin America are evaluated, followed by original case studies of Central America, which claims among the highest homicide rates in the world

    Abstract: Many citizens in the US and abroad fear that democratic institutions have become weak, and continue to weaken. Politics with the People develops the principles and practice of 'directly representative democracy' - a new way of connecting citizens and elected officials to improve representative government. Sitting members of Congress agreed to meet with groups of their constituents via online, deliberative town hall meetings to discuss some of the most important and controversial issues of the day. The results from these experiments reveal a model of how our democracy could work, where politicians consult with and inform citizens in substantive discussions, and where otherwise marginalized citizens participate and are empowered. Moving beyond our broken system of interest group politics and partisan bloodsport, directly representative reforms will help restore citizens' faith in the institutions of democratic self-government, precisely at a time when those institutions themselves feel dysfunctional and endangered

    Abstract: Building upon extensive research into modern British society, this book traces out trends in social mobility and their relation to educational inequalities, with surprising results. Contrary to what is widely supposed, Bukodi and Goldthorpe's findings show there has been no overall decline in social mobility - though downward mobility is tending to rise and upward mobility to fall - and Britain is not a distinctively low mobility society. However, the inequalities of mobility chances among individuals, in relation to their social origins, have not been reduced and remain in some respects extreme. Exposing the widespread misconceptions that prevail in political and policy circles, this book shows that educational policy alone cannot break the link between inequality of condition and inequality of opportunity. It will appeal to students, researchers, policy makers, and anyone interested in the issues surrounding social inequality, social mobility and education

    Abstract: The democratic Left in India is in crisis. During the first decade of this century it slid from its highest parliamentary presence to virtual irrelevance. A key to its retrieval, this book argues, lies in its ability to imagine a new popular politics for reinventing its democratic credentials beyond electoral posturing.     Abstract: "This book explores an issue central to the study of age and ageing: Do we wish to preserve old age as a discrete stage of life, to be protected by welfare policies specifically targeting 'the old'? Should old age be accorded a privileged status? This may recognise the needs of a particular age group with regard to health, income and social care. But by doing so, we support the inaccurate and possibly offensive definition of 'old age' as the stage of life beyond age 65 - a demarcation line which has no biological or cognitive significance, since human beings age at very different rates. Defining old age in this way may ghettoise and marginalise one group of people in society, encouraging prejudice against them via policies that 'single out, stigmatise and isolate the aged from the rest of society', in a way that can be seen as subtly ageist. On the other hand, should we dispense with age as a categorisation and work towards an 'age-irrelevant', 'age-neutral' or 'ageless' society - one in which individuals will be judged by the content of their character, rather than their chronological age? Is the concept of old age an outmoded relic from the past?"..

    Abstract: This book re-evaluates Almond, Verba, and Pye's original ideas about the shape of a civic culture that supports democracy. Marshaling a massive amount of cross-national, longitudinal public opinion data from the World Values Survey Association, the authors demonstrate multiple manifestations of a deep shift in the mass attitudes and behaviors that undergird democracy. The chapters in this book show that in dozens of countries around the world, citizens have turned away from allegiance toward a decidedly 'assertive' posture to politics: they have become more distrustful of electoral politics, institutions, and representatives and are more ready to confront elites with demands from below. Most importantly, societies that have advanced the most in the transition from an allegiant to an assertive model of citizenship are better-performing democracies - in terms of both accountable and effective governance

The resulting democracy has a number of prominent flaws, largely attributable to the process chosen, but is a better outcome than the most likely alternatives. Donald L. Horowitz documents the decisions that gave rise to this distinctive constitutional process. He then traces the effects of the new institutions on Indonesian politics and discusses their shortcomings as well as their achievements in steering Indonesia away from the dangers of polarization and violence, all the while placing the Indonesian story in the context of comparative experience with constitutional design and intergroup conflict.

    Abstract: Why do politicians and civil servants commission research and what use do they make of it in policymaking? The received wisdom is that research contributes to improving government policy. Christina Boswell challenges this view, arguing that policymakers are just as likely to value expert knowledge for two alternative reasons: as a way of lending authority to their preferences; or to signal their capacity to make sound decisions. Boswell develops a compelling new theory of the role of knowledge in policy, showing how policymakers use research to establish authority in contentious and risky areas of policy. She illustrates her argument with an analysis of European immigration policies, charting the ways in which expertise becomes a resource for lending credibility to controversial claims, underpinning high-risk decisions or bolstering the credibility of government agencies.

    Abstract: Since so few people appear knowledgeable about public affairs, one might question whether collective policy preferences revealed in opinion surveys accurately convey the distribution of voices and interests in a society. This study, the first comprehensive treatment of the relationship between knowledge, representation, and political equality in opinion surveys, suggests some surprising answers. Knowledge does matter, and the way it is distributed in society can cause collective preferences to reflect disproportionately the opinions of some groups more than others. Sometimes collective preferences seem to represent something like the will of the people, but frequently they do not. Sometimes they rigidly enforce political equality in the expression of political viewpoints, but often they do not. The primary culprit is not any inherent shortcoming in the methods of survey research. Rather, it is the limited degree of knowledge held by ordinary citizens about public affairs. Accounting for these factors can help better appreciate thepossibilities for using opinion polls to represent the people's voice

    Abstract: Why is English national identity so enigmatic and so elusive? Why, unlike the Scots, Welsh, Irish and most of continental Europe, do the English find it so difficult to say who they are? The Making of English National Identity, first published in 2003, is a fascinating exploration of Englishness and what it means to be English. Drawing on historical, sociological and literary theory, Krishan Kumar examines the rise of English nationalism and issues of race and ethnicity from earliest times to the present day. He argues that the long history of the English as an imperial people has, as with other imperial people like the Russians and the Austrians, developed a sense of missionary nationalism which in the interests of unity and empire has necessitated the repression of ordinary expressions of nationalism. Professor Kumar's lively and provocative approach challenges readers to reconsider their pre-conceptions about national identity and who the English really are.

    Abstract: Government interventions in media markets are often criticized for preventing audiences from getting the media products they want. A free press is often asserted to be essential for democracy. The first point is incorrect and the second is inadequate as a policy guide. Part I of this book shows that unique aspects of media products prevent markets from providing for audience desires. Part II shows that four prominent, but different, theories of democracy lead to different conceptions of good journalistic practice, media policy, and proper constitutional principles. Part II makes clear that the choice among democratic theories is crucial for understanding what should be meant by free press. Part III explores international free trade in media products. Contrary to the dominant American position, it shows that Parts I and II's economic and democratic theory justify deviations from free trade in media products

    Abstract: Feminist analysis shows that the prevailing concepts of citizenship often assume a male citizen. How, then, does this affect the agency and participation of women in modern democracies? This insightful book, first published in 2000, presents a systematic comparison of the links between women's social rights and democratic citizenship in three different citizenship models: republican citizenship in France, liberal citizenship in Britain, and social citizenship in Denmark. Birte Siim argues that France still suffers from the contradictions of pro-natalist policy, and that Britain is only just starting to re-conceptualise the male-breadwinner model that is still a dominant feature. In her examination of the dual-breadwinner model in Denmark, Siim presents research about Scandinavian social policy and makes an important and timely contribution to debates in political sociology, social policy and gender studies

    Abstract: This book presents a systematic overview and assessment of the impacts of politics on the media, and of the media on politics, in authoritarian, transitional and democratic regimes in Russia, Spain, Hungary, Chile, Italy, Great Britain, Germany, Japan, the Netherlands, and the United States. Its analysis of the interactions between macro- and micro-level factors incorporates the disciplinary perspectives of political science, mass communications, sociology and social psychology.     Abstract: This fascinating study in the sociology of knowledge documents the refutation of scientific foundations for racism in Britain and the United States between the two World Wars, when racial differences were no longer attributed to cultural factors. Professor Barkan considers the social significance of this transformation, particularly its effect on race relations in the modern world. Discussing the work of the leading biologists and anthropologists who wrote between the wars, he argues that the impetus for the shift in ideologies came from the inclusion of outsiders (women, Jews, and leftists) who infused greater egalitarianism into scientific discourse.     Abstract: Harry Goulbourne's theme is how post-imperial Britain has come to define the national community in terms of ethnic affinity, instead of a traditional multi-ethnic/multi-racial understanding of the nation. He argues that the continuing 'reception-experience' of non-white groups in post-war Britain not only arose out of an ethnic perception of the British nation by the indigenous population, as expressed through state action, but has also, in turn, encouraged an equally ethnic awakening or mobilisation among non-white minorities. The result is a failure to construct a common national ground or sense of community by all those claiming a formal British identity. Goulbourne draws upon a diverse literature, including race relations, politics and history. His two case studies of the Khalistan question in the Punjab and democracy in Guyana are examples of how exilic politics may affect Britain's ethnic minorities, partly as a result of the experience of exclusion from British society

    Abstract: A distinguished group of scholars examine recent transitions to democracy and the prospects for democratic stability in Argentina, Brazil, Chile, the Dominican Republic, Peru, Portugal, Spain and Uruguay. They also assess the role of elites in the longer-established democratic regimes in Columbia, Costa Rica, Italy, Mexico and Venezuela. The authors conclude that in independent states with long records of political instability and authoritarian rule, democratic consolidation requires the achievement of elite 'consensual unity' - that is, agreement among all politically important elites on the worth of existing democratic institutions and respect for democratic rules-of-the-game, coupled with increased 'structural integration' among those elites. Two processes by which consensual unity can be established are explored - elite settlement, the negotiating of compromises on basic disagreements, and elite convergence, a more subtle series of tactical decisions by rival elites which have cumulative effect, over perhaps a generation

    Abstract: The years of the first industrial revolution saw a remarkable flowering of radical social criticism in Britain. This is a study of the ideas that emerged then and of the social and intellectual conditions from which they developed. Dr Stafford begins in Part I by presenting what will be seen as a very valuable general account of the historical and cultural setting, showing how the language of social debate had been affected by intellectual developments and the increasingly rapid transformations of society. Then in Part II he discusses ten major critics of British society, from Thomas Spence to William Cobbett, who represent a wide range of political opinion from anarchism to Tory radicalism. Dr. Stafford takes a key text by each author, sets out its argument, and analyzes it both critically and historically, showing the particular influences that shaped it and revealing the ways in which the social thought of the time resembles or diverges from our own. This book will help to recover from unwarranted neglect this important tradition of writing that did much to form subsequent thinking about society. It will make a valuable contribution to the study of the literature and the social and intellectual history of the period

    Abstract: The years 1965–8 were the 'liberal hour' for race relations policy in Britain. Laws were then enacted, enforcement agencies created, and community relations councils established. These bodies, and their personnel, have been called 'the race relations industry'. To many people, the output of this 'industry' appears disappointing relative to the input into it. This book examines a variety of optimistic assumptions about the speed with which immigrants adjust to a new environment; inadequate minority bargaining power; insufficiently speedy and decisive action by the central government; unwillingness on the part of the white majority to accept the desirability of such action; and the difficulty of fitting a race relations policy into an administrative system created to serve an ethnically homogeneous population. The policies initiated in 1965 reflected the ascendancy of liberal over conservative assumptions about race relations. Now these are under sharp attack from a radical standpoint. Promoting Racial Harmony shows how the debate has changed, drawing upon recent economic theory to formulate the issues in an original but non-technical manner

    Abstract: The thirteen essays in this book reflect the dual character of writing about the history of the British working class. The first section focuses on the outlook, organization, and policies of the Labour movement. The second section is concerned with central aspects of the social history of the working class. Together, these essays provide striking evidence of the ways in which the experience of class has pervaded virtually every corner of this nation's public life. They also show that the mixed political record of organized Labour, its hesitations and failures as well as its struggles and successes, cannot be understood without a full appreciation of the collective and individual lives of working people outside the political arena
