    Abstract: This book examines the ways in which long-term processes of state-formation limit the possibilities for short-term political projects of statebuilding. Using process-oriented approaches, the contributing authors explore what happens when conscious efforts at statebuilding 'meet' social contexts, and are transformed into daily routines. In order to explain their findings, they also analyse the temporally and spatially broader structures of world society which shape the possibilities of statebuilding. Statebuilding and State-Formation includes a variety of case studies from post-conflict societies in Africa, Asia and Europe, as well as the headquarters and branch offices of international agencies. Drawing on various theoretical approaches from sociology and anthropology, the contributors discuss external interventions as well as self-led statebuilding projects.     Abstract: Developing growth strategies that promote greener lifestyles requires a good understanding of what factors affect people’s behaviour towards the environment. Recent OECD work based on periodic surveys of more than 10 000 households across a number of countries and areas represents a breakthrough by providing a common framework to collect unique empirical evidence for better policy design. This publication presents responses from the most recent round of the OECD survey implemented in 2011 in 5 areas (energy, food, transport, waste and water) and 11 countries: Australia, Canada, Chile, France, Israel, Japan, Korea, the Netherlands, Spain, Sweden and Switzerland. Analysis comparing the data across countries, policy conditions and households’ characteristics reveals which measures most effectively change behaviour. Each round of the survey also allows to track changes over time and to explore new emerging issues. The new survey confirms the importance of providing the right economic incentives for influencing our decisions. The findings indicate that “soft” measures such as labelling and public information campaigns also have a significant complementary role to play. Spurring desirable behaviour change requires a mix of these instruments. This book is a milestone for all those interested by the challenging question of ways to promote greener behaviour, from policy makers to individual citizens.

    Abstract: The Heritage of War is an interdisciplinary study of the ways in which heritage is mobilized in remembering war, and in reconstructing landscapes, political systems and identities after conflict. It examines the deeply contested nature of war heritage in a series of places and contexts, highlighting the modes by which governments, communities, and individuals claim validity for their own experiences of war, and the meanings they attach to them. From colonizing violence in South America to the United States' Civil War, the Second World War on three continents, genocide in Rwanda and continuing divisions in Europe and the Middle East, these studies bring us closer to the very processes of heritage production. The Heritage of War uncovers the histories of heritage: it charts the constant social and political construction of heritage sites over time, by a series of different agents, and explores the continuous reworking of meaning into the present. What are the forces of contingency, agency and political power that produce, define and sustain the heritage of war? How do particular versions of the past and particular identities gain legitimacy, while others are marginalised? In this book contributors explore the active work by which heritage is produced and reproduced in a series of case studies of memorialization, battlefield preservation, tourism development, private remembering and urban reconstruction. These are the acts of making sense of war; they are acts that continue long after violent conflict itself has ended.

    Abstract: OECD countries have made significant reform progress in recent decades, in fields as diverse as competition policy, health care and the environment. How have they done it? And why have reforms advanced in some places and stalled in others? This collection of essays analyses the reform experiences of the 30 OECD countries in nine major policy domains in order to identify lessons, pitfalls and strategies that may help foster policy reform in the future. While taking full account of the tremendous differences in the political and institutional settings in which these reforms were undertaken, the authors highlight a number of common challenges and potential solutions that hold good across both countries and issue areas. They show that the scope for cross-national policy learning is enormous. The importance of such reform lessons is all the greater in the wake of the global financial and economic crisis. As OECD governments confront the challenge of trying to restore public finances to health without undermining the recovery, they will need to pursue a careful mix of fiscal policies and growth-enhancing structural reforms. Designing, adopting and implementing such a policy mix will require the crafting of effective reforms and effective strategies for implementing them.

    Abstract: The integration of immigrants at the local level is a topic of significant interest for OECD countries. The growing importance of the knowledge economy means that the battle for talent is becoming as important as the battle for inward investment, and skilled migrants can offer a significant comparative advantage to local labor markets, as long as their potential is harnessed. Unskilled migrants are also in demand, particularly where rising living costs make lower paid jobs unattractive to the native population, and where demographic change and population movement combine to reduce the self-sufficiency of local labor markets. For the potential advantages of migration to be maximized, however, it is crucial that immigration is accompanied by integration, that is, effective mechanisms for ensuring immigrants are effectively incorporated into local labor markets. Paradoxically, at the same time that migration is increasing in global importance, there is worrying evidence that integration results do not seem to be as favorable in a number of countries as they were in the past.--Publisher summary

    Abstract: Good governance in modern times requires attention not only to shifting relations between governments, citizens and parliaments, but to the effective functioning of government itself. One important issue is "Distributed Governance" - a term coined in this publication to capture the notion of proliferating public organisations operating with some degree of separateness from core government ministries. Despite the fact that in many countries more than half of public employment and central public expenditure is carried out through such bodies, they have not been comprehensively studied
