    Abstract: The mechanisms of protest and revolution have been the subject of theoretical research for over a century, yet the lack of data has hindered the empirical validation of conflicting theories. In this book, the author presents a unique new set of sub-daily data from over thirty countries and seven civil wars and uses them to test two models of conflict, the predator-prey model and the competing species model. The dynamic nature of the data modelling and the novelty of the dataset make this work a unique contribution to the field of conflict research. Dynamics of Conflict will help to re-evaluate existing theories and chart a new course towards the formal and statistical modelling of conflict.

    Abstract: Former World Bank education specialist Bjorn Nordtveit argues in this groundbreaking study that a development project or policy should not be understood and analyzed as a linear system. Instead, he believes we should view it as a complex and dialectical organism. Basing his theories on post-development and complexity theories as well as New Institutional Economics, Nordtveit lays out a novel method of analyzing development both on the ground and in the think-tank. Informed by detailed quotations from interviews with local people involved in a World Bank literacy project in Senegal, the author demonstrates how a project is entangled in the global economy, and how it constructs development through a discourse of gender equity, growth of the civil society, and promotion of the use of private provision of social services. Nordtveits new analytical methodology claims it is necessary for all development initiatives to first investigate whether the donors vision of development coincides with national and local notions of development. Only then can the holistic and complex interrelations between the project and all other development desires and services in the community be studied. Finally, the projects cost effectiveness must be considered. The author also examines the strengths and weaknesses of public-private partnerships, which are being used ever more frequently by donor agencies to implement social services. Constructing Development is a tour de force. Going back and forth between the global and the local, it examines a World Bank women's literacy project in Senegal through a critical and integrated discussion of education and development, globalization, gender, civil society, and privatization. Nordtveit offers an insightful and innovative critique of development theory and practice, drawing on new authors and fields, such as Complexity Theory.

    Abstract: What changed in the United States with Hurricane Katrina was a feeling that we have entered a period of consequences. - Al Gore On February 05, 2007, the Intergovernmental Panel on Climate Change (IPCC) published the executive summary of its fourth assessment report (to be published April 06, 2007). In the summary, it not only acknowledged that climate change is happening at an accelerated rate, but also that its consequences would be dreary: changes in precipitation and in wind patterns, a rise of the sea levels, and desert- cation will globally impact the frequency of disasters and impair living standards. Whether or not we believe climate change is happening, over the past two years, we have witnessed a rise of the topic from oblivion to ubiquity and have experienced a growing emphasis on ?nding measures to prevent climate change. There is an unprecedented agreement among environmentalists, politicians, the public, and industry that we have to take effective action. Politicians are putting their creative plans to action unusually fast: Australia bans the light bulb, B- gium switches off lamps along lighted highways, and the US introduces daylight savings time two weeks earlier than in previous years. Industry, the most unlikely candidate for support, is rallying together in action groups like US-Cap or 2 Grad, and more and more consumers are offsetting their emissions through websites like myclimate. Merle Grobbel holds a PhD in Political Science (Public Policy) and works as a consultant for McKinsey Company.

    Abstract: The transformation of Eastern Europe has challenged the characteristics of patron-client relations both in their context and meaning. The former patrimonial frameworks and patterns have worn out while global power and increasing disparities overwhelm traditional systems of patronage. Plamen K. Georgiev discusses the controversial issues of endemic corruption, state capture, institutional fraud, and networks of organized crime in South East Europe and in a wider global context. He traces back types of patronage and patron-client relations through the ages up to modernity. The author critically comments on shifts of loyalties, friendship, nepotism as well as on deficits of constitutional and public procurement in the context of quasi-democracies on the Balkans.     Abstract: Stifling Political Competition examines the history and array of laws, regulations, subsidies and programs that benefit the two major parties and discourage even the possibility of a serious challenge to the Democrat-Republican duopoly. The analysis synthesizes political science, economics and American history to demonstrate how the two-party system is the artificial creation of a network of laws, restrictions and subsidies that favor the Democrats and Republicans and cripple potential challenges. The American Founders, as it has been generally forgotten, distrusted political parties. Nowhere in the U.S. Constitution are parties mentioned, much less given legal protection or privilege. This provocative book traces how by the end of the Civil War the Republicans and Democrats had guaranteed their dominance and subsequently influenced a range of policies developed to protect the duopoly. For example, Bennett examines how the Federal Election Campaign Act of 1971 (as amended in 1974 and 1976), which was sold to the public as a nonpartisan act of good government reformism actually reinforced the dominance of the two parties. While focused primarily on the American experience, the book does consider the prevalence of two-party systems around the world (especially in emerging democracies) and the widespread contempt with which they are often viewed. The concluding chapter considers the potential of truly radical reform toward opening the field to vigorous, lively, contentious third-party candidacies that might finally offer alienated voters a choice, not an echo.

    Abstract: Substate nationalism, especially in the past fifteen years, has noticeably affected the political and territorial stability of many countries, both democratic and democratizing. Norms exist to limit the behavior of collective agents in relation to individuals, the set of universally accepted human rights provides a basic framework. There is a lacuna in international law, however, in the regulation of the behavior of groups toward other groups, with the exception of relations among states. The book offers a normative approach to moderate minority nationalism that treats minorities and majorities in multinational states justly and argues for the differentiation of group rights based on how group agents are constituted. It argues that group agency requires a shared set of beliefs concerning membership and the social ontology it offers ensures that group rights can be aligned with individual rights. It formulates a set of principles that, if adopted, would aid conflict resolution in multinational states. The book pays special attention to national self-determination in transitional societies. The book is intended for everyone in political philosophy and political science interested in global justice and international law and legal practitioners interested in normative issues and group rights

    Abstract: In recent years, major social forces such as: aging populations, social trends, migration patterns, and the globalization of economies, have reshaped social welfare policies and practices across the globe. Multinational corporations, NGOs, and other international organizations have begun to influence social policy at a national and local level. Among the many ramifications of these changes is that globalizing influences may hinder the ability of individual nation-states to effect policies that are beneficial to them on a local level. With contributions from different countries worldwide, this collected work represents the first major comparative analysis on the effect of globalization on the international welfare state. The Welfare State in Post-Industrial Society is divided into two major sections: the first draws from a number of leading social welfare researchers from diverse countries who point to the nation-state as case studies, highlighting how it goes about establishing and revising social welfare provisions. The second portion of the volume then moves to a more global perspective in its analysis and questioning of the impact of globalisation on citizenship and marketization. A unique aspect of the volume is that all authors participated in an iterative process to identify a series of consensus themes that each author was then asked to integrate into their chapters as they were relevant.

    Abstract: Not Invited to the Party demonstrates how the dominant political parties--the Democrats and Republicans--have co-opted the system to their advantage. James Bennett examines the history and array of laws, regulations, subsidies and programs that benefit the two major parties and discourage even the possibility of a serious challenge to the Democrat-Republican duopoly. The American Founders, as it has been generally forgotten, distrusted political parties. Nowhere in the U.S. Constitution are parties mentioned, much less given legal protection or privilege. This provocative book traces how by the end of the Civil War the Republicans and Democrats had guaranteed their dominance and subsequently influenced a range of policies developed to protect the duopoly. For example, Bennett examines how the Federal Election Campaign Act of 1971 (as amended in 1974 and 1976), which was sold to the public as a nonpartisan act of good government reformism actually reinforced the dominance of the two parties. While focused primarily on the American experience, the book also considers the prevalence of two-party systems around the world (especially in emerging democracies) and the widespread contempt with which they are often viewed. Featuring incisive commentary on the 2008 election, and a foreword by third-party iconoclast, Ralph Nader, the book considers the potential of truly radical reform toward opening the field to vigorous, lively, contentious independent candidacies that might finally offer alienated voters a choice, not an echo.

    Abstract: Maurice Duverger is arguably the most distinguished French political scientist of the last century, but his major impact has, strangely enough, been largely in the English-speaking world. His book, Political Parties, first translated into English in 1954, has been very influential in both the party politics literature (which continues to make use of his typology of party organization) and in the electoral systems literature. His chief contributions there deal with what have come to be called in his honor Duvergers Law and Duvergers Hypothesis. The first argues that countries with plurality-based electoral methods will tend to become two-party systems, the second argues that countries using proportional representation (PR) methods will tend to become multi-party systems. Duverger also identifies specific mechanisms that will produce these effects, conventionally referred to as mechanical effects, and psychological effects. However, while Duvergers Hypothesis concerning the link between PR and multipartism is now widely accepted, the empirical evidence that plurality voting results in two-party systems is remarkably weakwith the U.S. the most notable exception. The chapters in this volume consider national-level evidence for the operation of Duvergers law in the worlds largest, longest-lived and most successful democracies of Britain, Canada, India and the United States. One set of papers involves looking at the overall evidence for Duvergers Law in these countries, the other set deals with evidence for the mechanical and incentive effects predicted by Duverger. The result is an incisive analysis of electoral and party dynamics.

    Abstract: It is an honor for us to introduce this collection of essays, which is dedicated to an old friend and colleague who is no longer with us. It is an honor, but also a pleasure because we feel like continuing a dialogue with Jürgen; one that has never broken down over the years, revisiting and recalling the diff- ent places and occasions where we met, discussed, collaborated and had fun. We, that is, Giuseppe Caforio, Christopher Dandeker and Gerhard Kümmel who have been friends and/or colleagues of and research collaborators with Jürgen and who represent three prominent institutions and organizations with which Jürgen worked, felt that this book is something we owe to Jürgen and we are grateful that many people who at different times and at different places had contact with Jürgen and his work were willing to contribute a chapter to this anthology. Most of Jürgen's studies, professional work and research activities took place at the Bundeswehr Institute of Social Sciences (SOWI). Jürgen, born in 1938, had joined the Bundeswehr in 1957 and had already worked at the SOWI's predecessor institution, the Scientific Institute for Education in the Armed Forces from 1971 onwards after having finished his university? st- ies. Since this institute was renamed SOWI in 1974, Jürgen belonged to the first generation of researchers that worked at the SOWI. Dr. Gerhard Kümmel is Senior Researcher at the Bundeswehr Institute of Social Sciences (SOWI) in Strausberg near Berlin. Dr. Giuseppe Caforio is President of the Research Committee 01: Armed Forces and Conflict Resolution (RC 01) within the International Sociological Association (ISA) and lives in Pisa. Prof. PhD. Christopher Dandeker is Professor of Military Sociology in the Department of War Studies at King's College London.

    Abstract: This book fills a major gap in the risk literature, as it brings together two research strands: risks, to which IIASA's research programs have contributed significantly over the years, culminating in the Risk and Vulnerability Program, and international negotiations, on which there is an abundance of published work, much of it resulting from the work of IIASA's Processes of International Negotiations Program. Throughout the book, it is pointed out that there are actor-driven risks, namely those posed by international negotiations themselves, and issue-driven risks which are caused by large-scale human activities. In fact, negotiated risks deal with some of the most serious risks facing humanity: climate change, nuclear activities, and weapons of mass destruction. The book contains both scientific analyses on the nature of internationally negotiated risks and analyses of concrete risks, both of which are of immense practical relevance in the larger context of international negotiations.

    Abstract: In spite of the economic role of oil, Venezuela has started developing hydroelectricity since the 1950s. At present, the country is trying to introduce additional renewable energy sources (RES) but still has to overcome a series of hurdles in order to deploy them. Unlike other developing countries, oil countries such as Venezuela do not lack financial means and sometimes show a tendency to solve problems by using money when other approaches could be more helpful. The main goal of this qualitative, comparative policy analysis is to find out whether the availability of oil revenues restraints or favors the adoption of RES. Based on the rentier state theory, Germán Massabié examines the reasons why Petro states try to dispose of their natural wealth to take advantage of non-conventional energy sources. He analyses and interprets primary and secondary data collected in Germany and in Venezuela and draws on interviews with Venezuelan experts, policy makers, and key actors. The study allows a look beyond laws, development programs, and official statements.

    Abstract: The formulation of efficient laws (i.e., legal rule formulation) is a central issue in the study, practice and implementation of laws since efficient laws have profound positive social, economic political and welfare effects. This book has developed a new approach to the formulation of efficient laws with an illustrative application to electronic fund transfer regulation in Australia. Fragmented approaches to the formulation of laws such as ‘comparative law analysis’ and ‘welfare economic analysis of laws’ exist in the existing literature which are affected by laws is necessary in formulating efficient (socially desirable) laws. In this book, an integrated approach that embeds these 2 approaches as well as other considerations of other dimensions of human welfare is developed. This approach can be applied to formulate efficient laws, irrespective of social, political and economic organisations of the country under study, which maximise social welfare of the country.

    Abstract: Anthropological archaeology and other disciplines concerned with the formation of early complex societies are undergoing a theoretical shift stemming from the realization that the social evolution of complex societies was more varied and complex than imagined. Given the need for new directions in theory, the book proposes that anthropologists look to political science, especially the rational choice theory of collective action. Collective action theorists propose that state formation results from the strategic behavior of rational and self-interested actors who make up the polity, including a political elite and those outside the official structure of the state. The theory proposes that the form taken by a state will depend on the "bargaining power", of rulers and taxpayers. Where taxpayers have more resources with which to bargain, it is predicted that rulers will concede benefits to taxpayers and will agree to restrictions on their power. The authors subject collective action theory to a methodologically rigorous evaluation using systematic cross-cultural analysis based on a world-wide sample of societies. The results presented here indicate strong support for most elements of the theory, but some results, in particular those pertaining to the control of ruler behavior, suggest the possibility that there are contexts in which collective action may play out in ways not anticipated by the theory. While this type of theoretical modeling is commonly seen in political science research, this volume is unique in its approach from an anthropological and archaeological viewpoint.

    Abstract: Dr. Janine Leschke completed her doctoral studies under the supervision of Prof. Dr. Günther Schmid at the Otto-Suhr-Institute of Political Sciences at the Freie Universität in Berlin. She does research on employment and social policy at the European Trade Union Institute for Research, Education and Health and Safety in Brussels.
    Abstract: The importance of non-standard employment forms has increased over the last decades. Janine Leschke addresses two important questions in this regard. First, do workers with part-time and temporary contracts face greater risks of becoming unemployed than those with regular contracts? Secondly, how far are they disadvantaged in terms of access to and level of unemployment benefits? The author compares the design of unemployment benefit systems in Denmark, Germany, Spain, and the United Kingdom. After discussing the development and role of non-standard employment in these countries, she examines the relevant features of unemployment insurance systems such as hours and earning thresholds and minimum contribution requirements. Her empirical analysis shows that non-standard workers are more likely to become unemployed or inactive and are disadvantaged in their entitlements to unemployment benefits.

    Abstract: Ethnography is uniquely equipped to look microscopically at the foundations of political institutions and their attendant sent of practices, just as it is ideally suited to explain why political actors behave the way they do and to identify the causes, processes and outcomes that are part and parcel of political life. This volume, based on a special issue of Qualitative Sociology offers an ethnographic study of politicians and political systems.
    Abstract: The use of ethnographic research - social research based on the observation of individuals or institutions where the researcher becomes part of the group or very close to the group to better understand their actions - is becoming more and more of a prevalent methodology within sociology. As ethnography gains prominence within the discipline its focus, theoretical underpinnings and narrative styles are also expanding to the yet-unexamined worlds and institutions of society. Politics, political institutions, and those working in politics (state officials, politicians and activists) have so far missed the lens of the ethnographer. As a group, politicians and those in politics can be found in every corner of the world. While political systems and politicians are by no means the same in every country, what brings these people together to be part of the political process? Ethnography is uniquely equipped to look microscopically at the foundations of political institutions and their attendant sent of practices, just as it is ideally suited to explain why political actors behave the way they do and to identify the causes, processes and outcomes that are part and parcel of political life. The volume, based on a special issue of Qualitative Sociology has a two-fold purpose: to bring politics into the ethnographic literature and of ethnography in studies of politics. The case studies included are based on the research of ethnographers studying the various level of politics in Brazil, Japan, El Salvador, Bosnia, the Philippines, India and the United States. It will be of interest to those in the sociology of politics, political science and those looking for ethnographic research on a global level.

    Abstract: This book undertakes to develop a sector specific theory of governance of the public research sector and applies it to the German research system. The book is the outcome of a large interdisciplinary project. It analyzes the reforms in the German research system from an integrated perspective of law, economics and social sciences. The case of Germany is compared to reforms in other European countries such as Austria, the Netherlands and the United Kingdom.
    Abstract: Higher education and research institutions are confronted with changing and sometimes contradictory claims from state, industry and society, today. They have to face growing volatility and an acceleration and internationalization of the knowledge process. This book undertakes to develop a sector specific theory of governance of the public research sector and applies it to the German research system. The book is the outcome of a large interdisciplinary project. It analyzes the reforms in the German research system from an integrated perspective of law, economics and social sciences. The case of Germany is compared to reforms in other European countries such as Austria, the Netherlands and the United Kingdom. The study emphasizes an integrated approach considering the research function of universities as well as the non-university research sector. The focus is on the integration of external and internal governance. First, we pose the question how external competition and control mechanisms do influence internal governance of research institutions and universities and vice versa. Second, we discuss the consequences of these impacts on research. The book addresses scholars in the field of science and technology studies and research policy as well as actors responsible for establishing and implementing research policies. Managers of research institutions will find insights and guidelines for the strategic positioning of their institutions in a rapidly changing environment. Researchers in the field of governance may profit from the approaches to governance which are applied to the German research system in comparison to other research systems.

It covers the evolvement of mass higher education and the associated curtailment of funding, the public management reform debate within which performance-based budgeting or funding evolved, and sketches alternative governance and management modes which can be used instead.     Abstract: "Financing Public Universities addresses newer practices of resource allocation which tie funding to indicators of performance. The gist of these efforts is to raise the quality of institutional systems. Performance-based budgeting and funding of public universities is part of broader efforts to reform public management, and it is being promoted and implemented by various government agencies around the globe. In particular, European universities with their normally strong governmental ties, or higher education systems molded on European universities, are prime targets of such reforms. Performance funding has made its inroads in attempts to grant university systems managerial autonomy: autonomy was to be granted in exchange for funding modes which are tied to the measurement of performance indicators. Unfortunately, performance-based budgeting or funding measures cannot meet the various expectations: they do not raise the quality of teaching or learning, they do not raise research performance, they take back a great deal of managerial autonomy which is commonly judged to be essential for the well being of higher education institutions, in particular research universities, and they act as automata in place of proper governance and management. ""Financing Public Universities"" addresses policy makers, higher education administrators, scholars and students of higher education management. After an introduction to the theme and to the book (Chapter 1), ""Financing Public Universities"" covers the evolvement of mass higher education and the associated curtailment of funding (Chapter 2), the public management reform debate (Chapter 3) within which performance-based budgeting or funding evolved (Chapter 4), sketches alternative governance and management modes which can be used instead (Chapter 5), and epitomizes inertia or challenges (Chapter 6). Four appendices cover more technical matters, such as a comparative exposition of the research performance of universities by nation (Appendix C) and examples of funding systems in the UK and in the USA (Appendix D)."

    Abstract: In 2001, the United Nations University launched UNU-CRIS, a research and training programme on comparative regional integration to study the role of regional integration in global governance. This is a timely product of the research undertaken at UNU-CRIS. The report represents a unique collaboration between all regional UN Economic Commissions. It focuses on one of the central issues in the debate on global governance.
    Abstract: Global governance is a concern of not only global organisations but also of all individual states and of regional co-operation agreements among sovereign states. In 2001, the United Nations University has launched UNU-CRIS, a research and training programme on comparative regional integration to study the role of regional integration in global governance. The present first volume of the World Report on Regional Integration is a timely product of the research undertaken at UNU-CRIS. This new series of World Reports will certainly contribute to the discussion on the interaction between regional and global governance.     Abstract: This book explores the relationship between neo-liberalism, state power and global governance, exploring national differences in the exercise of state power in a variety of industrialized and developing economies. Among the strengths of this volume are its detailed global scope, its range of case studies in diverse policy areas, its analysis and critique of neo-liberalism, in theory and practice, and its impact upon state power and global governance.
    Abstract: The volume explores the relationship between neo-liberalism, state power and global governance. It seeks to show how neo-liberalism has failed to deliver a framework for state power and global governance capable of delivering stability and enduring prosperity. It also contends that the role of politics in general, and the state and global governance in particular, should be defined more broadly than the simple neo-liberal construction of institutions for the market. Part One explores the pattern of national differences in the exercise of state power in a variety of industrialized and developing economies, despite the pressure to converge towards the dominant neo-liberal paradigm. Part Two analyses a variety of trans-national policy prescriptions for neo-liberalism and state power. Part Three explores whether the governance of labour markets is a special case in the global economy. Part Four sets out the need for institutional reform of the neo-liberal order in trade and finance. The volume concludes that there is the prospect of a more plural approach to state power and global governance, and one that recognizes the importance of the public domain of citizenship for delivering the global public goods of security, prosperity and environmental sustainability in the twenty-first century. The distinctive features of this book are: Its range of case studies of the impact of neo-liberalism upon state power in both industrialized (i.e. Germany, Canada, England) and emergent market economies (i.e. Argentina, Mexico, Chile, Nicaragua), Its range of case studies in different policy areas (i.e. education, labour markets, competitiveness policy, competition policy, financial markets' governance, monetary policy), Its range of case studies of different institutions of global governance (i.e. OECD, WTO), and Its analysis and critique of neo-liberalism, in theory and practice, and its impact upon state power and global governance.

    Abstract: "The European University is under stress. It has become commonplace to argue that radical reforms are needed. The claim is that while environments are changing rapidly, European universities do not learn, adapt and reform themselves fast enough. Reform plans comprise the purposes of universities, i.e. definitions of what the University is, can be and should be, criteria for quality and success, the kinds of research, education., services and innovation to be produced, and for whom. Reform plans also include the universities' organization and financial basis, their governance structures, who should influence the future dynamics of universities, and according to what principles. In contrast, it can be argued that the currently dominant reform rhetoric is only one among several competing visions and understandings of the University and its dynamics. What is at stake is ""what kind of University for what kind of society"" and which, and whose values, interests and beliefs should be given priority in University governance and reforms? This book explores the visions underlying the attempts to reform the European University as well as two European integration processes (""Bologna"" and ""Lisbon"") affecting University dynamics. Above all, the book presents a framework for analyzing ongoing ""modernization"" reforms and reform debates that take place at various governance levels, not least the European level, and a long-term research agenda."

    Abstract: This book describes the rule of law as the reign of persuasion rather than the reign of force, and democracy as the reign by persuasion rather than the reign by force. It synthesizes a vast amount of current Cassirer-literature and makes a contribution to jurisprudence. The book is the first systematic elaboration on law as a symbolic form and it sheds new light on a still dark area of intellectual and jurisprudential thought.
    Abstract: Jurisprudence, according to Cassirer, is not merely the systematic, conceptual pursuance of ethics. They are separate domains for Cassirer, and both direct their claims differently on the individual. Whereas ethics concerns the motives of the individual, law ultimately achieves a cosmos for our world of outward actions. However, they are not separated by a neutral line or a vacuum. For law to have effect as a symbolic form it is necessary that it reflects the law in the mind of people i.e., that one could and ought to have assented to it out of ethical principles and maxims. The conceptual analysis of law goes hand to hand with its genetic account. Both ethics and law are products of, spring forth from the formative or symbolic powers of man, and although, as any other symbolism, they might confront us as something objective, i.e., as part of reality that is beyond our immediate reach, ultimately we must always bring them to account to their very source: our independent and individual moral judgment. In this book we describe the rule of law as the reign of persuasion rather than the reign of force, and democracy as the reign by persuasion rather than the reign by force.

    Abstract: Costa and Zolo share the conviction that a proper understanding of the rule of law today requires referring to a global problematic horizon. It seems unavoidable to investigate into the relationship between Europe and the United States, on the one hand, and the rest of the world, on the other. Over the last centuries this relationship developed in terms of conquest and colonisation, on the widespread view that Western civilisation should be opposed as a whole to barbaric others. Today, however, the notion of rule of law is still rousing a debate that cannot be said to have come to an end. The reason is quite simple: if the origins of the rule of law are in Western societies and cultures, and if until recently the West took the lion s share in the debate on our subject matter, it remains true that today other societies and other cultures take an active and creative part into a sustained philosophical-political debate. This is by no means a merely intellectual or academic question: the Arab-Islamic world, India, China, are not far away planets whose orbits never crossed the European and American West. On the contrary, in fairly recent times the encounters have been close and traumatic. In sum, the book intends to offer some relevant guides for orienting the reader through a political and legal debate where the rule of law (and the doctrine of human rights ) is a concept both controversial and significant at the national and international levels.

In the second part, the voting mechanisms are discussed against the background of the theory of voting, social choice theory, human rights and mediation practice. The book includes a foreword by Sir Michael Dummett and contributions by Elizabeth Meehan, Hannu Nurmi and Maurice Salles, among others.
