Así mismo, se han mejorado sustancialmente varias dimensiones del marco de bienestar de las personas y se han paliado considerablemente los riesgos externos. Sin embargo, de cara al futuro, se plantean desafíos al mantenimiento del desempeño. Para poder hacer frentes a estos desafíos se requiere encontrar el balance entre objetivos de largo plazo y la estabilidad macroeconómica y fiscal. Uno de los principales obstáculos al crecimiento económico es la provisión insuficiente de capital humano y competencias. Varios retos persisten para la educación, que, junto con la política fiscal, son recursos cruciales para reducir las desigualdades y mantener el desarrollo económico. Adicionalmente, Uruguay necesita abordar los déficits de mano de obra para evitar restricciones a su crecimiento, especialmente ahora que las exportaciones son más intentas en mano de obra calificada. Es importante orientar las políticas sociales y el gasto hacia los grupos más vulnerables.

    Kurzfassung: Tackling mental ill-health of the working-age population is becoming a key issue for labour market and social policies in OECD countries. OECD governments increasingly recognise that policy has a major role to play in keeping people with mental ill-health in employment or bringing those outside of the labour market back to it, and in preventing mental illness. This report on Switzerland is the fifth in a series of reports looking at how the broader education, health, social and labour market policy challenges identified in Sick on the Job? Myths and Realities about Mental Health and Work (OECD, 2012) are being tackled in a number of OECD countries. It concludes that the Swiss system is well resourced to address the challenges in various policy fields; that due the involvemnet of a large number of stakeholders much needed policy coordination across different sectors is a difficult task; and that a stronger mental health focus is required in Switzerland's health, social and labour market policies.

    Kurzfassung: This book presents a comprehensive review of health care quality in the Czech Republic. It finds that over the past 20 years, the Czech Republic witnessed the unprecedented gains in quality of health care and life expectancy and successfully transferred its Semaschko system into the modern accessible health care system with private-public mix of providers. Nevertheless the health care system in the Czech Republic still has some way to go to achieve the outcomes of the best performing OECD members. While some of the gap might be caused by the one of the lowest levels of health care expenditures among OECD countries (7.2% GDP in 2011) there are possibilities to improve the outcomes without incurring much of the additional costs. The Czech authorities should reach a consensus on the development of quality of care and data infrastructure and aim for sustainable long-term initiatives undisturbed by the political cycles in both of these areas. While the adverse events reporting and voluntary accreditation are the good steps towards the accountability of the providers, the government should do more in this area, undertake the effort to broaden the accreditation process and include outpatient care and link public health authorities to the quality agenda of inpatient care. In the area of data infrastructure more data should be gathered, the process of data gathering should be streamlined and administrative burden for the providers lowered primarily via the merging the data-collecting agencies. Finally, without the active participation of health insurance funds and proper reimbursement mechanisms in place the quality agenda will not be perceived as the priority.

    Kurzfassung: The experience of transport systems users, in terms of comfort, reliability, safety and above all convenience, is critical in determining demand for transport services, at least when there is a choice of alternative ways to travel. Convenience is one of the strongest attractions of the private car for passenger transport. For users of public transport, convenience is also clearly important but not always clearly defined and not often measured in designing transport systems or monitoring their operating performance. In many situations, an increase in public transport convenience reduces the unit costs of travel (euros/dollars per hour or cents per minute) and so provides benefits equivalent to an increase in travel speed. This report focuses on convenience and its importance to the user experience. It reviews operational definitions of convenience, evidence for the willingness of users to pay for convenience and the use of indicators to assess and improve the convenience of public transport, with a view to making it more effective and more competitive.

The main focus is on fish toxicity, but fish bioaccumulation is also considered where relevant. A review of regulatory needs for fish tests under various jurisdictions in OECD countries is provided in Chapter 2, followed by a review of statistical issues and general test considerations in Chapters 3 and 4, respectively. The document examines animal welfare concerns and alternatives to fish tests in Chapter 5. Chapter 6 provides a systematic review of existing and draft OECD Guidelines which use fish for toxicity or bioaccumulation studies. Finally Chapter 7 describes a generic framework for assessing the environmental hazards of chemicals using fish tests in the most efficient way. An Annex contains conclusions and recommendations made and agreed at the workshop in September 2010. The recommendations concern, among other aspects, possible improvements to existing Test Guidelines, development of guidance on specific issues, harmonisation of existing Test Guidelines for common issues, development of new Test Guidelines, and proposals for deletion of outdated Test Guidelines.

Colombia aun carece de una política de mejora regulatoria con un enfoque de gobierno completo y requiere repensar el diseño institucional para una implementación coherente de diferentes herramientas regulatorias. También necesita adoptar un enfoque sistemático para controlar y revisar la justificación y la lógica detrás de los trámites y, sobre todo, de las regulaciones. Finalmente, como en muchos otros países, el desarrollo y aplicación de una política integral de gobernanza regulatoria para los gobiernos subnacionales y la coordinación multi-nivel son temas pendientes.

    Kurzfassung: This report examines the effects of recent economic growth in Viet Nam on social cohesion. It finds that recent rapid economic growth in Viet Nam has not resulted in an increase in overall inequality, but the level of inequality was already high. Growth was not particularly inclusive, benefiting most the middle class and the richest households, and favouring less households in the bottom 20th percentile. Income mobility was also high, and while a majority of households experienced upward income mobility, downward absolute income mobility affected one in five households. Economic growth was not particularly job rich with employment growth lagging behind economic expansion. In particular, important challenges were identified in the area of education and skills policies relating to fast-changing labour market needs. Minimum wage policies had a small but positive effect on employment, but concerns were highlighted over partial coverage and weak compliance. Tax policy and specifically personal income tax had only a small impact on reducing inequality, but transfers from central to local governments produced an equalising effect, albeit with mixed results in terms of satisfaction with public services. Finally, social protection systems have been extended, but important coverage gaps remain among the poor and ethnic minority groups, and informality remains a key challenge for universal extension.

    Kurzfassung: The Sahara-Sahel has seen recurrent episodes of instability. However, the recent Libyan and Malian crises have intensified the level of violence. These episodes have restructured the geopolitical and geographical dynamics of the region. Cross-border or regional, these contemporary crises require new institutional responses. How can countries sharing this space - Algeria, Libya, Mali, Morocco, Mauritania, Niger, Chad and Tunisia and all related states such as Nigeria - stabilize and develop? Historically, the Sahara plays an intermediary role between North Africa and sub-Saharan Africa. Commercial and human exchanges are intense and based on social networks that now include trafficking. Understanding their structure, geographical and organizational mobility of criminal groups and migratory movements represents a strategic challenge. This book hopes to address this challenge and stimulate strategies for the Sahel of the European Union, the United Nations, the African Union or ECOWAS (Economic Community of the States of West Africa) in order to foster lasting peace. The Atlas is based on an analysis of mapped regional security issues and development objectives to open the necessary dialogue between regional and international organizations, governments, researchers and local stakeholders tracks.

    Kurzfassung: Given the ageing challenges, there is an increasing pressure in OECD countries to further boost the employability of the working-age population over the coming decades. This report provides an overview of policy iniatives implemented over the past decade in the Netherlands and identifies areas where more should be done, covering both supply-side and demand-side aspects. To give better incentives to carry on working, the report recommends to promote longer contribution periods in the second-pillar pension schemes, and ensure better information and transparency of pension schemes, with a special focus on groups with low financial literacy. On the side of employers, it is important to progress towards more age-neutral hiring decisions and wage-setting procedures with more focus on performance and less on tenure and seniority. To improve the employability of older workers, the focus should be to promote training measures for older unemployed which are directly linked to a specific job. The large diversity in municipal "Work-First"programmes should be utilised in designing mor effective activation policies targetted on those at risk of losing contact with the labour market.

    Kurzfassung: Pension funds and annuity providers need to effectively manage the longevity risk they are exposed to. Individuals receiving a lifetime income may live longer than expected or accounted for in the actuarial calculations to provision for these liabilities. Mismanaged longevity risk can deteriorate finances, cause bankruptcy and expose individuals to the risk of losing their retirement income. To safeguard against this risk, pension funds and annuity providers must provision for future improvements in mortality and life expectancy. The regulatory framework can support the effective management of longevity risk. This publication assesses how pension funds, annuity providers such as life insurance companies, and the regulatory framework account for future improvements in mortality and life expectancy. The study then examines the mortality tables commonly used by pension funds and annuity providers against several well-known mortality projection models with the purpose of assessing the potential shortfall in provisions. The final part of the publication identifies best practices and discusses the management of longevity risk, putting forward a set of policy options to encourage and facilitate the management of longevity risk.

Today, they have a wide range of applications in many areas including material science and medical applications. In recent years, new technological and research applications have helped to define requirements while the number of accelerator facilities in operation, being commissioned, designed or planned has grown significantly. Their parameters, which include the beam energy, currents and intensities, and target composition, can vary widely, giving rise to new radiation shielding issues and challenges. Particle accelerators must be operated in safe ways to protect operators, the public and the environment. As the design and use of these facilities evolve, so must the analytical methods used in the safety analyses. These workshop proceedings review the state of the art in radiation shielding of accelerator facilities and irradiation targets. They also evaluate progress in the development of modelling methods used to assess the effectiveness of such shielding as part of safety analyses.

    Kurzfassung: National research systems face an increasingly competitive environment for ideas, talent and funds, and governments have shifted funds from institutional core funding to project funding, often on a competitive basis, or reward success in raising third-party funds in performance-based funding schemes. It is in this context that “research excellence initiatives” (REIs) have emerged. This is an instrument designed to encourage outstanding research by providing large-scale, long-term funding to designated research units. They provide funds for research and research-related measures, such as the improvement or extension of physical infrastructure, the recruitment of outstanding researchers from abroad and researcher training. This report presents new evidence on how governments steer and fund public research in higher education and public research institutions through REIs. The report can help inform discussions on future government policy directions by providing information on how REIs work and on the functioning and characteristics of institutions that host centres of excellence. The findings show some of the benefits to be gained through REIs and note some pitfalls to be avoided.

    Kurzfassung: The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 100 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

Les méthodes actuelles d’évaluation dans le domaine des transports tendent cependant à se focaliser sur la vitesse et le prix des services, sous-évaluant ou négligeant la commodité d’usage. Ceci fausse les décisions en matière d’investissements et de planification. Ce rapport vise à faciliter une prise en compte plus systématique de la commodité d’usage dans la planification et la pratique des politiques de transport. Il analyse les définitions opérationnelles de la commodité d’usage et rassemble des informations sur la disposition à payer à cet égard et sur l’utilisation d’indicateurs pour apprécier et améliorer la commodité d’usage des transports publics.

How can they give older people better work incentives and opportunities? How can they promote age diversity in firms? This report offers analysis and assessment on what the best policies are for fostering employability, job mobility and labour demand at an older age in France.

    Kurzfassung: Mexico has made several efforts to design and implement a regulatory improvement policy over the past several years. The institutions involved in the better regulation policy have played a key role in enhancing regulatory quality. This includes the Federal Regulatory Improvement Commission (COFEMER), the Ministry of Economy, and the Ministry of Public Administration. Mexico now has two decades of experience in the application of Regulatory Impact Analysis (RIA). Over this period, it has continued to expand the scope of RIA, to refine and improve the specific requirements and to invest substantial resources in implementation. Recently, Mexico has adopted the internationally recognised Standard Cost Model, which has brought a renewed impetus across the federal government to reduce administrative burdens generated by formalities. There is also a thriving multi-level regulatory governance programme. As a result, Mexico is currently at a stage where positive results are being obtained. However, this is not the time to slow down; instead, further work should be fostered to step up to a new phase of regulatory quality which embeds an effective and profound regulatory improvement culture across the federal government.

    Kurzfassung: Les propositions de modifications du Modèle de convention fiscale sont exposées dans ce livrable afin d’empêcher l’utilisation abusive des conventions fiscales. Les pays participant au projet BEPS se sont accordés sur des standards minimum pour prévenir le chalandage fiscal et autres stratégies destinées à obtenir indûment les avantages prévus par certaines dispositions des conventions fiscales. Ce livrable veille également à s’assurer que les conventions fiscales n’entravent pas l’application de règles nationales visant légitimement à prévenir l’utilisation abusive des conventions. Il précise que les conventions fiscales n’ont pas vocation à être utilisées pour aboutir à une double non-imposition et recense également les considérations de politique fiscale que les pays doivent prendre en compte avant de décider de conclure une convention fiscale avec un autre pays. Les modèles de dispositions figurant dans le livrable constituent des orientations appelées à évoluer car d’autres travaux devront être réalisés, en particulier en ce qui concerne la règle relative à la limitation des avantages conventionnels.

    Kurzfassung: The purpose of this paper is to understand how income inequality is associated with economic growth in OECD regions and whether the degree and type of urban concentration affects this relationship. Both income inequality and urban concentration can be seen as patterns of resource allocation that are particularly interlinked at the regional level. We combine household survey data and macroeconomic databases, covering a period ranging from 2004 to 2012 for comparable regions in 15 OECD countries. Econometric results show that, at least for the short period under consideration, there is a general negative association between inequalities and economic growth, especially since the start of the economic crisis. This relationship is sensitive to the type of urban structure. Higher inequalities seem to be more detrimental for growth in large cities, while regions characterised by small cities and rural areas are less affected.

    Kurzfassung: In most OECD countries, the gap between rich and poor is at its highest level since 30 years. Today, the richest 10 per cent of the population in the OECD area earn 9.5 times the income of the poorest 10 per cent; in the 1980s this ratio stood at 7:1 and has been rising continuously ever since. However, the rise in overall income inequality is not (only) about surging top income shares: often, incomes at the bottom grew much slower during the prosperous years and fell during downturns, putting relative (and in some countries, absolute) income poverty on the radar of policy concerns. This paper explores whether such developments may have an impact on economic performance. Drawing on harmonised data covering the OECD countries over the past 30 years, the econometric analysis suggests that income inequality has a negative and statistically significant impact on subsequent growth. In particular, what matters most is the gap between low income households and the rest of the population. In contrast, no evidence is found that those with high incomes pulling away from the rest of the population harms growth. The paper also evaluates the “human capital accumulation theory” finding evidence for human capital as a channel through which inequality may affect growth. Analysis based on micro data from the Adult Skills Survey (PIAAC) shows that increased income disparities depress skills development among individuals with poorer parental education background, both in terms of the quantity of education attained (e.g. years of schooling), and in terms of its quality (i.e. skill proficiency). Educational outcomes of individuals from richer backgrounds, however, are not affected by inequality. It follows that policies to reduce income inequalities should not only be pursued to improve social outcomes but also to sustain long-term growth. Redistribution policies via taxes and transfers are a key tool to ensure the benefits of growth are more broadly distributed and the results suggest they need not be expected to undermine growth. But it is also important to promote equality of opportunity in access to and quality of education. This implies a focus on families with children and youths – as this is when decisions about human capital accumulation are made -- promoting employment for disadvantaged groups through active labour market policies, childcare supports and in-work benefits.

At the same time, there is a large entrepreneurial potential in social groups that are either disadvantaged in the labour market (e.g. youth, migrants, and the low-skilled) or underrepresented in the entrepreneurial population (e.g. women and seniors). Inclusive entrepreneurship policies aim to give the opportunity for people from these groups to start-up in business and self-employment both for economic reasons and to support the goal of social inclusion.

    Kurzfassung: The increase in the human life span is a testament to the economic, social and medical progress made over the course of the last century. However, an ageing population brings some new challenges both to healthcare systems and to medicine in terms of the increased manifestation of specific diseases primarily seen in the elderly. Biomedical innovation, and in particular research into “omics technologies”, offers the promise of new means of detection, prevention and treatment of age-related disabilities and diseases. But the development of these new technologies will not be without challenges, in particular with respect to the difficulty of translating technological advances into innovation in the clinical setting. This report provides a synthesis of a March 2013 workshop organised by the OECD and the Human Genome Organisation (HGO) which focused on latest advances in omics technologies for healthy ageing and the policies and practices needed to facilitate their responsible development and integration in medical research, innovation and health policy.

This may reflect an expectation that demand-side policy could be particularly effective in steering innovation to meet societal needs. In addition, owing to constrained public finances in most OECD countries, the possibility that demand-side policies might be less expensive than direct support measures is attractive. Interest may also reflect some degree of disappointment with the outcomes of traditional supply-side measures. This paper reviews demand-side innovation policies, their rationales and importance across countries, different approaches to their design, the challenges entailed in their implementation and evaluation, and good practices. Three main forms of demand-side policy are considered: innovation-oriented public procurement, innovation-oriented regulations, and standards. Emphasis is placed on innovation-oriented public procurement.

    Kurzfassung: Industrial policy, broadly defined, covers a multitude of policy instruments and approaches. While there has been a recent revival of interest in industrial policy around the world, systematic evidence of efficacy is relatively scarce. This report brings together the work of an OECD expert group that has considered recent evidence from the evaluation of industrial policy. The report focuses on three specific policy areas, namely: support for R&D; capital market interventions (with a focus on risk capital); and public procurement for innovation. The report also examines three areas where packages of industrial policy measures are generally applied: sector approaches including public-private partnerships; policies towards clusters and business networks; and national industrial strategies. In many areas of industrial policy, evaluation faces particular methodological challenges. These challenges are outlined in the report, which concludes by drawing together the main policy lessons from the available evaluation evidence.

    Kurzfassung: This case study examines the consequences of important education decentralisation reforms that took place in Sweden in the early 1990s. The sudden shift away from a traditionally centralised education system towards a decentralised one meant that municipalities had to quickly accommodate new responsibilities. Difficulties related to this shift were noticed early on and then confirmed by international surveys, in particular PISA, which revealed that student performance was deteriorating while the gap increased between and top- and bottom-performers. Key elements to this include the fact that decentralisation took place without enough support from the central authorities, municipalities (particularly smaller ones) lacked local capacity to manage their new responsibilities, and as a result the reform has resulted in a mismatch between official responsibilities and the actual powers of the various stakeholders. The central government, steering education at arm’s length, has few tools to incentivise compliance with national goals. At the municipal level, financial resources are often allocated based on tradition and local politics rather than actual needs. This is in part due to misuse of available data and of expert knowledge by decision-makers. The case study also provides a series of recommendations for improvement.

    Kurzfassung: For several decades, textbooks, articles and consultancy reports in supply chain management (SCM) have expounded the virtues of low inventory, just-in-time delivery, single-sourcing, centralization and tightly-coupled processes. Heeding their advice, many companies have effectively implemented this ‘lean’ approach and managed to achieve impressive cost savings and productivity gains. Over the same period, they have globalized their sourcing, production and distribution operations, creating complex webs of interdependency between factories, warehouses, freight terminals and shops around the world. This has enabled them to expand their market areas, off-shore their production to low labour cost countries and diversify their supply base, again all in keeping with what is generally considered to be good business practice.

Le simple fait qu’un élève obtienne de bons résultats dans les matières scolaires fondamentales ne garantit pas sa bonne performance en résolution de problèmes. En Australie, au Brésil, en Corée, aux États-Unis, en Italie, au Japon, à Macao (Chine), en Angleterre (Royaume Uni) et en Serbie, les élèves affichent un niveau de compétence en résolution de problèmes significativement plus élevé, en moyenne, que celui des élèves d’autres pays dont la performance en compréhension de l’écrit, en mathématiques et en sciences est similaire. Parmi les participants du PISA les plus performants en résolution de problèmes figurent de nombreux pays et économies d’Asie, où les élèves font preuve d’un niveau élevé de compétences de raisonnement et de capacités d’apprentissage autodirigé. D’un autre côté, par comparaison avec des élèves présentant un niveau similaire de performance globale, les élèves du Brésil, de Corée, des Etats Unis et d’Irlande obtiennent les meilleurs résultats en résolution de problèmes interactifs, qui demandent aux élèves d’explorer la situation du problème afin de trouver des informations pertinentes et d’adapter leur stratégie en fonction des informations qu’ils découvrent à mesure qu’ils avancent dans la résolution.

    Kurzfassung: It is likely that a diverse range of nationally-determined mitigation contributions will be communicated by Parties under the 2015 climate change agreement. An effective post-2020 accounting framework to understand and track implementation of these mitigation contributions will therefore need to accommodate a range of contribution types and varying national capacities. With Parties now undertaking domestic preparations for developing intended mitigation contributions for the 2015 agreement, three key issues are: (i) what up-front information should be provided alongside intended mitigation contributions to facilitate understanding of the intended contributions and their expected impacts on greenhouse gas (GHG) emissions levels; (ii) what accounting rules or guidance for post-2020 mitigation contributions (if any) would it be helpful to agree or develop before 2020, to facilitate understanding of intended contributions and their expected impacts on GHG emissions levels; and (iii) the timing of key decisions on accounting issues, taking into account the agreed timetable for communication of intended mitigation contributions. This paper explores these questions in greater detail and highlights issues that Parties may wish to consider when preparing and communicating their mitigation contributions. Providing Parties with some structure for the framing of intended mitigation contributions could help simplify domestic preparations for these intended contributions, in particular for those Parties with lower institutional capacity.

    Kurzfassung: Higher education plays an important role in providing people with skills for innovation, but a number of important questions remain as to what kind of higher education teaching can be conducive to the strengthening of skills for innovation. This report aims to shed light on this issue by reviewing the current evidence on the effectiveness of problem-based learning compared with more traditional approaches in higher education teaching. It explores the extent to which problem-based learning can be an effective way to develop different discipline-specific and transferable skills for innovation. Research, primarily from the field of medicine, shows that problem-based learning appears to be beneficial in fostering certain aspects of skills for innovation. In addition, the report explores the literature on direct teaching behaviours that may help foster student learning in more traditional teaching settings. Despite the promising evidence linking problem-based learning and effective teaching in higher education to certain aspects of skills for innovation, more work is needed in this area. There is strong potential for further research to provide additional important insights into the development of skills for innovation.

    Kurzfassung: There is widespread recognition that climate finance needs to be scaled up from its current levels. However, there is no clear view on how developed countries can efficiently and effectively mobilise further climate finance to meet the needs of developing countries. Developed countries have committed to mobilise USD 100 bn per year of climate finance for developing countries by 2020 from a variety of sources. These include both public and private finance, thus the private sector is likely to play a significant role in the mobilisation of climate finance to meet this commitment. This paper explores how scale-up and replication of effective climate finance interventions efficiently mobilise private climate finance. The interventions examined in the paper have already been, or are being, scaled up or replicated. Scaling-up and replication of such climate finance interventions could be an efficient way to increase the private sector’s interest in mobilisation of climate finance, and thus to make progress towards the USD 100 bn per year goal by 2020. The paper draws lessons from selected mitigation and available adaptation case studies at project- and programme-levels as well as from experience with international climate funds. The paper examines three key aspects needed to scale up and replicate climate finance. The first is the institutional structures and decision-making framework of the climate finance source, its aims, the scale at which it operates and how barriers to scaling-up and replication have been addressed. Second, the paper explores how demonstrating effective low-carbon, climate-resilient technologies and systems can facilitate scale-up and replication. Third, the paper discusses the influence of policies to enhance domestic enabling environments for scaling-up and replication.

    Kurzfassung: The transportation sector is responsible for about 23% of all CO2 emissions globally and 30% in OECD countries with road being the dominating sector for transport emissions (ITF, 2010). National emissions data are rarely disaggregated by freight vs. passenger transport, but an estimate is that goods transportation accounts for 30-40% of the total road sector emissions in most countries (ITF, 2010). In addition, the trend for CO2 emissions from the transportation of goods is on the rise, while the increase in emissions from passenger transport has levelled off and emissions from other sectors have decreased. Internationally, based on traditional projections, transportation of goods is expected to continue increasing in step with the GDP, thus doubling by 2050. This trend contrasts sharply with the climate targets set by the EU, which require dramatic reductions in emissions; by 2050, the EU should cut its emissions to 80% below 1990 levels through domestic reductions alone (EU, 2011). The expected effects of on-going or planned measures will not be sufficient to achieve the EU target. On the contrary, CO2 levels are expected to increase. This is the problem that is the focus of the analysis and discussion in this paper.

    Kurzfassung: Ports are no longer perceived as main drivers of urban economic development. A variety of factors have been identified in the academic literature to contribute to urban economic growth, ranging from human capital, entrepreneurial culture, diversity and infrastructure to planning and governance. Port infrastructure is in many cases not even considered as a potential source of economic development. Whereas efficient ports have contributed to a substantial reduction in transportation costs, and thus stimulated external trade and related economic development, the general perception is that most of the gains of external trade have spread out to other regions than the port area or the port region (e.g. Gripaios and Gripaios, 1995). This is related to de-concentration of logistics activity and “port regionalisation” tendencies (Notteboom and Rodrigue, 2005). In contrast, negative impacts related to ports have unevenly affected port-cities, including socio-economic impacts related to a unskilled workforce needed to sustain a port-industrial complexes that have ceased to be labour-intensive. Economic benefits of ports were less ambiguous in the past, when port-cities dominated trade-oriented emerging capitalist economies, as eloquently described in Braudel (1979).

    Kurzfassung: This paper presents the results of research recently conducted by the authors on ex-post analysis focused on the long-term economic impacts of transportation system investments in the United States (US). For a variety of reasons, the US has had a tradition of making transport investments to address economic development goals and applying ex-post analysis to assess achievement of economic development impacts. These past studies are reviewed, as are some of the deficiencies and suggested improvements in methods for ex-post analysis. The paper also reviews methods to refine ex-post analysis of economic development in the US via the Transportation Impact Project Case Studies (TPICS) system developed as a national database of land and economic development impact studies. The paper concludes with a series of recommendations for broader distribution and support for the tools and methods developed in TPICS, and an assessment of the challenges facing wider adoption and application of the ex-post analysis in the US context. Specific adoption and implementation issues and opportunities are addressed in the context of the US Department of Transportation’s TIGER (Transportation Investment Generating Economic Recovery) discretionary grant program.

Gender equality has been virtually achieved in many fields of study, especially in social sciences and services but significant gender differences persist in computing and engineering (maledominated) and in health and welfare and education (female-dominated). Almost one in four international students in OECD countries follow programmes in the field of business and administration (23%). The proportion of international students from fields oriented to the public function such as education (3%) or health and welfare (9%) is lower on average.

    Kurzfassung: This paper evaluates measurement invariance of complex scales from a social survey using both a continuous approach and a categorical approach to help inform future decisions in choosing the most appropriate methods to perform the validation of complex scales. In particular, continuous and categorical approaches are compared for constructing and validating 11 complex scales across 23 countries participating in the first round of the OECD Teaching and Learning International Survey (TALIS). Two invariance testing approaches were compared – 1) continuous multiple-group confirmatory factor analysis; 2) categorical multiple-group confirmatory factor analysis. Latent variable modelling was employed to account for the complex structure of the relationships between many items in each scale. The performance of the models is reported and illustrated based on the evaluation of the level of measurement invariance. All of the scales established configural and metric levels of invariance from both approaches, and three scales established scalar invariance from the categorical approach, allowing for a meaningful mean score comparison across countries. Limitations of the models compared in this study and future considerations for construction and validation of scaling complex scales are discussed.

    Kurzfassung: When students believe that investing effort in learning will make a difference, they score significantly higher in mathematics. The fact that large proportions of students in most countries consistently believe that student achievement is mainly a product of hard work, rather than inherited intelligence, suggests that education and its social context can make a difference in instilling values that foster success in education. Teachers’ use of cognitive-activation strategies, such as giving students problems that require them to think for an extended time, presenting problems for which there is no immediately obvious way of arriving at a solution, and helping students to learn from their mistakes, is associated with students’ drive. Students whose teachers set clear goals for learning and offer feedback on their performance in mathematics also tend to report higher levels of perseverance and openness to problem solving.

    Kurzfassung: On average across the 13 OECD countries and economies that participated in the PISA financial literacy assessment, 10% of students can analyse complex financial products and solve non-routine financial problems, while 15% can, at best, make simple decisions about everyday spending, and recognise the purpose of everyday financial documents, such as an invoice. In 17 out of the 18 participating countries and economies, boys and girls show similar skills in financial literacy. However, among students with comparable performance in mathematics and reading, boys perform better than girls in financial literacy in 11 out of 18 countries and economies.

    Kurzfassung: Au lendemain de la crise financière de 2008, un nombre significatif de pays ont réduit leurs dépenses publiques d’éducation. Malgré l’augmentation du PIB dans la plupart des pays de l’OCDE entre 2009 et 2010, les dépenses publiques au titre des établissements d’enseignement ont chuté dans un tiers d’entre eux. Entre 2009 et 2011, les salaires des enseignants ont été soit gelés, soit réduits dans 12 des 25 pays de l’OCDE qui disposent de données, ce qui pourrait avoir pour effet de décourager les étudiants très performants qui souhaitaient embrasser cette carrière. La demande d’enseignement et de formation est en constante augmentation alors même que les mesures d’austérité font pression sur les ressources allouées à l’éducation. Dans les années à venir, les établissements d’enseignement devront obtenir davantage de résultats, mais avec des moyens plus restreints.

    Kurzfassung: This paper reviews the literature and policy discussions about the role of the property tax for land use. Various externalities of the development of land, such as new infrastructure needs, the loss of open space or air pollution due to longer commutes as people locate far from city centres, are not internalised fully by property taxes or other policy instruments and this is often thought to contribute to excessive land use and urban sprawl. The impact of property taxes on land use intensity and sprawl is ambiguous in theory, however, and it depends on tax design, as well as land use regulation policies and other taxes that can influence municipalities’ incentives to convert land for development. Yet, there is some evidence suggesting that higher property taxes can limit urban sprawl, in particular when the tax on land is higher than on structures, although effects are small given relatively given a limited price elasticity of land use. Various property tax design options are discussed that may help to better internalise land use related externalities.
