Les méthodes actuelles d’évaluation dans le domaine des transports tendent cependant à se focaliser sur la vitesse et le prix des services, sous-évaluant ou négligeant la commodité d’usage. Ceci fausse les décisions en matière d’investissements et de planification. Ce rapport vise à faciliter une prise en compte plus systématique de la commodité d’usage dans la planification et la pratique des politiques de transport. Il analyse les définitions opérationnelles de la commodité d’usage et rassemble des informations sur la disposition à payer à cet égard et sur l’utilisation d’indicateurs pour apprécier et améliorer la commodité d’usage des transports publics.

En se basant sur les nouvelles données épidémiologiques depuis l’étude de l’OMS sur la charge mondiale de morbidité en 2010, ainsi que sur les estimations de l’OCDE sur la valeur d’une vie statistique, ce rapport démontre que les impacts sanitaires de la pollution de l’air sont approximativement quatre fois plus élevés, et leurs coûts économiques considérablement plus importants, que les évaluations précédentes.

    Kurzfassung: High-speed trains can compete successfully with road, air and conventional rail services on densely trafficked routes where willingness to pay is sufficient at the relatively elevated fare levels needed to cover costs. High-speed rail investments can also relieve congestion on the conventional rail network, and the capacity for high-speed rail to provide fast city centre to city centre services creates new possibilities for day-return business trips and short-stay leisure trips. The long cost recovery periods for high-speed lines imply government involvement in the financing of most investments. The high costs mean that governments can be exposed to accumulation of large debts, particularly if demand develops more slowly than expected. Where high-speed rail investments are designed to promote regional integration rather than meet commercial demand, significant subsidy from central and regional governments will be needed for the construction of infrastructure and possibly also for train operations. This report examines the key factors that drive the costs of high-speed rail investment and reviews the economic benefits delivered by high-speed rail services on the basis of experience in countries that have developed large high-speed rail networks.

    Kurzfassung: Expanding airport capacity in large metropolitan areas is difficult. Community agreements on noise constrain growth at existing airports. Land prices can be prohibitive for relocating airports. Most new sites require extensive investment in surface transport links to city centres. In multi-airport regions, options for expansion at the airports are to an extent interdependent, complicating assessment of whether to build new runways. Many major airports are hubs for network carriers at the same time as serving a large local market. The complementarity between these functions may be a prerequisite for viable network operations, suggesting that distributing services over multiple airports instead of expanding the main hub would be costly. Hub airports and their network carriers often compete with hubs in neighbouring regions. The strategies of network carriers and potential new entrants to this part of the market need to be taken into account in assessing future demand for airport capacity. The requirements of low cost and other point-to-point carriers are equally important, but different. This report reviews international experience in reconciling planning and environmental constraints with demand for airport capacity and the potential benefits in terms of productivity and growth from developing international airline services. Experience is compared in London, New York, Tokyo, Osaka, Sydney and in Germany’s main airports with particular attention to the dynamics of airline markets and implications for airport planning in multi-airport cities.

    Kurzfassung: The experience of transport systems users, in terms of comfort, reliability, safety and above all convenience, is critical in determining demand for transport services, at least when there is a choice of alternative ways to travel. Convenience is one of the strongest attractions of the private car for passenger transport. For users of public transport, convenience is also clearly important but not always clearly defined and not often measured in designing transport systems or monitoring their operating performance. In many situations, an increase in public transport convenience reduces the unit costs of travel (euros/dollars per hour or cents per minute) and so provides benefits equivalent to an increase in travel speed. This report focuses on convenience and its importance to the user experience. It reviews operational definitions of convenience, evidence for the willingness of users to pay for convenience and the use of indicators to assess and improve the convenience of public transport, with a view to making it more effective and more competitive.

Socio-demographic factors, including population ageing and changing patterns of education, working, and household composition matter. Rising urbanization and less car-oriented policies in some cities also reduce the growth of car use, perhaps combined with changing attitudes towards mobility. Some groups choose to use cars less, others are forced to. This report summarizes insights into the drivers of change in car use. It shows that explanations are place-specific, and that projections of future car use are increasingly uncertain. The task for policy-makers is to identify mobility strategies that are robust under an increasingly wide range of plausible scenarios.

Le risque de prendre de mauvaises décisions et le coût de la prise de meilleures décisions peuvent être réduits grâce à l'utilisation d'études fiables sur l'efficacité des mesures de sécurité, réalisées sur la base de fonctions de modification de l'accidentalité (FMA). Ce rapport montre qu'il existe une perspective de progrès significatifs et des économies importantes par le biais du transfert des résultats à l'échelle internationale, permettant l'adoption plus rapide de nouvelles mesures de sécurité. Le rapport sert de guide à la façon dont les résultats des recherches peuvent être partagées au niveau international. Il fournit une liste de contrôle pour l'examen systématique des études de sécurité routière et un cadre pour la normalisation méthodologie.

The report examines the nature of risks and uncertainty associated with different types of PPP project and the practical consequences of transferring risks to private partners. It assesses the fiscal impact of PPPs and discusses budget procedures and accounting rules to limit the public liabilities they can create. The report also reviews the relative merits of tolls, availability payments and regulated asset base models for attracting finance for public infrastructure from private investors on a sustainable basis.

The analysis seeks to explain the differences in the estimates, for example across countries. Differences in incomes and the magintude of the risk reduction people have been asked to value were found to be the factors having the strongest impact on VSL, but a number of other policy-relevant factors are also important. Based on the meta-analysis, and a broad review of the literature, the book also presents clear advice on how VSL values best can be used in assessments of environmental, health and transport policies, such as in cost-benefit analyses. Using explicit VSL estimates to quantify the benefits to society of fatality risk reductions can play an important role in the development of more cost-effective public policies.

Les écarts de revenus et le degré de réduction des risques, que l’on a demandé aux personnes interrogées de quantifier, se sont révélés être les facteurs ayant le plus d’impact sur la VVS, mais plusieurs autres facteurs intéressant l’action publique sont également importants. À partir de la méta-analyse ainsi que d’une étude bibliographique approfondie, l’ouvrage propose également des conseils précis sur une utilisation optimale des estimations de la VVS dans l’évaluation des politiques de l’environnement, de la santé et des transports, par exemple dans le cadre d’analyses coûts-avantages. Le recours à des estimations explicites de la VVS pour chiffrer les avantages que la société peut retirer d’une diminution des risques de mortalité peut jouer un rôle important dans l’élaboration de politiques publiques plus efficientes.

    Kurzfassung: Each year about 1.3 million people are killed and another 50 million people are injured on roads worldwide. These road crashes cost countries between 1 and 3 percent of their GDP. Many of these crashes can be prevented by effective countermeasures. This report helps identify the most effective safety countermeasures. Policy makers need to justify expenditure on road safety in terms of effectiveness, competing for the scarce resources available. The risk of making poor decisions and the cost of making better decisions can be reduced by the use of reliable studies on how effective safety measures are, based on Crash Modification Functions (CMFs). This report shows that there is a prospect for significant advances and major cost savings through the transfer of results internationally, allowing for more rapid adoption and dissemination of new life-saving safety measures. The report serves as a guide to how research results can be shared internationally. It provides checklist for systematic review of road safety studies and a framework for standardising methodology. The report targets the road safety research community but will also find an audience among policy makers at all levels of government. The report highlights the value of Crash Modification Functions and the importance of ensuring practicioners use the best CMFs available.

Sur un plan plus politique, la rentabilité économique n’est qu’un critère partiel de décision, conduisant à des désaccords sur l’importance relative des résultats de l’analyse coûts-bénéfices par rapport à d’autres considérations propres à un processus décisionnel politique.Ce rapport examine la façon dont ces difficultés peuvent être abordées. En ce qui concerne ce qu’il y a lieu d’inclure dans l’analyse, la discussion porte sur les notions d’équité et de redistribution, les effets en terme de productivité, d’économies d’agglomération et de coûts externes. L’accent est alors mis sur la manière de guider au mieux les décideurs politiques en matière de sélection de projets. Une grande partie des débats menés au cours de la Table Ronde a porté sur la marche à suivre pour mettre en place une réglementation indépendante efficace et concilier cette indépendance avec le pouvoir de contrôle dont les organes exécutifs de l’État sont légitimement investis. Une réglementation indépendante n’est pas un mode de gouvernance universel par défaut. La Table Ronde a également abordé les circonstances dans lesquelles il convient de réglementer ou de laisser à la concurrence, si imparfaite soit-elle, le soin de pousser à l’amélioration de l’efficience. Les débats ont montré aussi qu’il était possible d’améliorer de beaucoup les performances des secteurs aérien, ferroviaire et routier en prenant exemple sur les améliorations que plusieurs pays ont réussi à apporter à leurs structures de gouvernance.

It essentially aims to figure out which projects offer the best value for money. However, the practical relevance of CBA does not always live up to its appeal in principle. One problem is that there is sometimes disagreement over what to include in CBA, both on the cost side and the benefits side of the analysis. As a result, value for money is not always fully transparent. More politically, value for money is only a partial criterion for decision-making, leading to disagreement about the relative importance of the results from CBA compared to other inputs to the decision-making process. This report examines the extent to which these shortcomings can be addressed. In terms of what to include in CBA, discussion focuses on equity and distributional impacts, productivity effects, agglomeration benefits and external costs. The focus then turns to how best to present guidance on project selection to decision makers. The report includes papers on the way CBA is used in three countries – France, Mexico and the United Kingdom – and how it is evolving in response to changing policy priorities.

    Kurzfassung: Efficient provision of transport infrastructure is critical to economic growth. The long asset lives of much transport infrastructure indicates governance through regulation, rather than through contract or public ownership. This can ensure predictability in long-term relationships whilst preserving some flexibility to deal with changes in external circumstances. The transparency created by a fully independent regulator is invaluable for ensuring sufficient investment is forthcoming, while maintaining reasonable conditions for user access. Discussion at the Roundtable focussed on how to achieve effective independent regulation and how to reconcile independence with the legitimate control of policy by the executive part of government. Independent regulation is not seen as a universal default governance arrangement. Much of the discussion focused on when to regulate and when to rely on competition, even if imperfect, to drive efficiency. The discussions underscored that there are opportunities to improve performance significantly in the aviation, rail and road sectors, by learning from successful experience in improving governance structures in a range of countries.

    Kurzfassung: Some very large multinational transport and logistics firms have emerged to provide integrated transport services to shippers in the globalised economy. Do these firms escape regulatory oversight from national competition authorities because of their sheer scale? Do they pose additional threats to competition when they merge with or acquire other companies in the supply chain? The Round Table brought competition experts together with researchers on maritime shipping, rail freight and logistics to identify critical competition issues and appropriate regulatory responses. An examination of the strategies of transport and logistics companies reveals that vertical integration can yield efficiencies, but usually reflects a need to improve the use of expensive fixed assets rather than control all parts of the supply chain. This usually explains why shipping lines acquire terminal operators. Horizontal acquisitions, where similar companies serving the same market merge, are more likely to raise competition concerns. Problems are particularly prone to arise at bottleneck infrastructure facilities. The Round Table report provides an economic framework for examining competition in global transport and logistics businesses, discusses the adequacy of the remedies available to regulators when competition is threatened, and explores the role of competition authorities and Transport Ministries in ensuring markets are efficient.

Ce rapport tire les enseignements de tentatives d’introduction d’une tarification de la congestion couronnées de succès et d’autres qui le sont moins. La technologie n’est pas un obstacle et, de fait, elle devrait servir les objectifs des politiques plutôt que de les définir. Les systèmes de tarification sont coûteux et ne devraient donc être appliqués que là où la congestion est sévère. L’acceptation du public est perçue comme un élément clef d’une mise en œuvre réussie. Même si cette acceptation du public peut être renforcée par des bénéfices environnementaux et une affectation bien pensée des revenus issus de la tarification, un système de tarification ne devrait jamais perdre de vue son principal objectif qui est de réduire la congestion.

Что можно сделать прямо сейчас и в долгосрочной перспективе для выполнения этих задач? Есть ли предел возможностей у традиционных подходов к обеспечению дорожной безопасности? В данном докладе дается обзор последних событий и инициатив, направленных на выполнение все более амбициозных задач в области повышения уровня дорожной безопасности. Доклад уделяет особое внимание изменениям в системе ведомственного управления, которые необходимо ввести во многих странах для успешного применения мер по повышению безопасности на дорогах. Доклад подчеркивает также необходимость четкой ориентации на результат и рассматривает экономические обоснования для инвестиций в дорожную безопасность. Он призывает страны с высокими результатами по повышению дорожной безопасности сделать еще больше и активно рекомендует принять системный подход к безопасности, в долгосрочной перспективе способный привести к полному устранению жертв на дорогах. Доклад является наиболее значительным международным обзором достижений в области развития системного подхода к безопасности, принятого в настоящее время в небольшом числе стран.     Kurzfassung: Recent advances in the scientific understanding of urban traffic congestion have only strengthened the already solid case for congestion charges as an element of a successful urban transport policy. But examples of real-world congestion charging systems remain few and far between. What can be done to improve the chances of their more widespread adoption in practice? This report draws lessons from attempts to introduce congestion charges. Technology is not an obstacle, and technologies should serve policy purposes instead of define them. Charging systems are not cheap and thus should only be used where congestion is severe. Public acceptance is seen to be the key to successful implementation. Although environmental benefits and careful deployment of toll revenues may improve acceptance, a charging system should never lose sight of its principal aim, which is to reduce congestion.

    Kurzfassung: Governments around the world are increasingly intervening in automobile markets to improve fuel economy and reduce emissions of CO2 from new vehicles. This report reviews the rationale for such intervention and examines measures for maximum effectiveness and minimum cost. The Round Table brought together economists, policy makers and auto engineers with the aim of advancing understanding of why car markets currently fail to deliver sufficient fuel economy. It started by questioning whether any additional measures would be necessary once an appropriate price for carbon dioxide is established via fuel taxes. It confirmed that there are indeed market imperfections that merit additional government intervention. Fuel economy and CO2 regulations are an essential part of the package. The key to maximising the benefits of such regulations is long-term planning. The longer the timeframe, the less industry investment is handicapped by uncertainty. Subsidies to electric vehicles are more problematic because of the risks of prematurely picking winning technologies and creating subsidy dependence. And electricity production has yet to be decarbonised. However, intervention to steer innovation in this direction is merited so long as the risks of not attaining climate policy targets are seen as higher than the risks of intervention.

La Table Ronde a rassemblé des économistes, des responsables politiques et des ingénieurs du secteur de l’automobile. L’objectif était de mieux comprendre les raisons pour lesquelles le marché automobile échoue à engendrer des économies de carburant suffisantes. Les participants se sont tout d’abord demandés si des mesures additionnelles étaient nécessaires, une fois qu’un prix adéquat pour le dioxyde de carbone est établi par la taxation des carburants, et ils ont conclu que des imperfections de marché sont effectivement à l’œuvre et que ces dernières justifient des interventions additionnelles des gouvernements. Des normes d’économies de carburant sont une partie essentielle d’un ensemble de mesures, et plus le cadre temporel à l’intérieur duquel des objectifs indicatifs sont formulés est long, moins les investissements de l’industrie dans des moteurs et chaînes cinématiques économes sont handicapés par l’incertitude. Les subventions destinées aux véhicules électriques sont plus problématiques à cause du risque de prématurément désigner un vainqueur et d’instituer une dépendance aux subventions. De plus, la production d’électricité doit encore être décarbonée. Cependant, des interventions pour orienter les innovations, de telle sorte que des réductions drastiques de gaz à effet de serre aient lieu, sont justifiées pour autant que le risque de ne pas atteindre les objectifs politiques en matière de changement climatique est perçu comme plus élevé que les risques attachés à ces interventions.
