    Abstract: The contributions to this volume are based on papers read at an international confer­ ence held in Hamburg in May 1978. Some of them are reprinted in their original form, others have been slightly modified in order to incorporate more recent findings. Since the overall concern is Middle Eastern development the various contributions deal with a wide range of problems. Studies on the Middle East are more often than not one-sided because of the pre­ dominating interest in the Arab-Israeli conflict and the economic factors relating to the supply of oil. At the Hamburg Conference, however, the participants concentrated main­ lyon examining such aspects of the situation as are far too often relegated to the side­ lines. In order to illustrate what those neglected topics are one should refer to two major examples: 1) the religio-cultural identity of Arabs and Israelis, 2) the tackling of political issues in Arab and Israeli literature.

Die Entstehung sozialer Un­ gleichheit kann auch dieser Theorieansatz nicht endgültig klären. 5. 4 Zusammenfassung Bisher haben wir die wichtigsten Theorien zur sozialen Ungleich­ heit in ihren Grundzügen dargestellt und bewertet.     Note: Der vorliegende Versuch war ursprünglich Teil einer nicht zur Veröffentlichung bestimmten Festschrift aus Anlaß des 65. Geburtstages meines verehrten Lehrers, des Göttinger Ordinarius für Philosophie Josef König, am 24. Februar 1958. Der Aufsatz erschien dann in zwei Teilen in den Heften 2 und 3 des 10. Jahrganges der Kölner Zeitschrift für Soziologie und Sozialpsychologie. Dem Westdeutschen Verlag bin ich für die Bereitschaft zu Dank verpflichtet, einen unveränderten Abdruck dieser Fassung nunmehr gesondert herauszubringen. Thema und Absicht der Überlegungen zur Gestalt des homo sociologicus ist die Suche nach einer Elementarkategorie für die eigenständig soziologische Analyse der Probleme des sozialen Handelns. Wenn Durkheims »soziale Tatsachen« mehr sind als eine Fiktion, dann muß es möglich sein, diese mit der ganzen Strenge erfahrungswissenschaftlicher Methodik zu beschreiben und in bestimmten Problemzusammenhängen zu erklären. Für solche Beschreibung und Erklärung nun ist nach der These des folgenden Essays die Kategorie der sozialen Rolle zentral. Diese Kategorie ist in jungerer Zeit insbesondere in der englischen Ethnologie und amerikanischen Soziologie entwickelt worden: insofern erfüllt mein Essay für einen kleinen Bereich den in Deutschland noch immer dringlichen Auftrag der Rezeption. Der Begriff der Rolle läßt indes in seiner gegenwärtig international akzeptierten Ausprägung noch manche Frage offen; insofern liegt meine Absicht in seiner Verfeinerung und Weiterführung

Entscheidender Faktor für die Entwicklung und Profilierung unserer Wissenschaftsdisziplin waren und sind die wachsenden praktischen Bedürfnisse nach soziologischer Erkenntnis.     Abstract: It is over sixty years since the office of epistrategos in Roman Egypt was subjected to a detailed examination and in the interverring years a great deal of new papyrological and epigraphic material has come to light. It was my original intention to write a study of the office in this period with, by way of introduction, a brief sketch of the epistrategos in Ptolemaic Egypt. It soon became apparent, however, that a much more fundamental study of the Ptolemaic epistrategos was desirable, which would attempt to answer, or at least to clarify, the various problems connected with the office in this period. In this book I have tried to present a comprehensive up-to-date picture of our knowledge of the Ptolemaic epistrategos. I am far from claiming to have successfully answered all the questions raised -in particular the fundamental problern of the nature of the office remains an enigm- but I hope that I have at any rate provided a basis on which others can build. As the Ptolemaic and Roman epistrategoi did not have a great deal in common apart from their titles, an examination of the office falls naturally into two parts. It therefore seemed not inappropriate to publish separately the first half of this work dealing with the Ptolemaic epistrategos, without waiting for the completion of the second part which will deal with the Roman epistrategos. It is hoped that this second part will follow without undue delay.

    Note: Obgleich dem Geheimnis und der Geheimhaltung sowohl für den Bereich sozialen Alltagsverhaltens als auch in Organisationen und gesellschaftlichen Teilbereichen wie etwa dem politischen oder dem Wirtschaftssystem eine wichtige Bedeutung zukommt, und Geheimhaltungsinteressen nicht gerade selten sind, wird dieses Thema in der neueren Soziologie nur sporadisch behandelt. Daß Geheimhaltungsphänomenen grundsätzlich eine Relevanz für soziales Verhalten zukommt, gehört zwar zumindest seit den Arbeiten von Erving Goffman zu den soziologischen Allgemeinplätzen; ein genuin soziologisches Interesse an den Geheimhaltungsinteressen personaler und sozialer Systeme besteht jedoch kaum. Diese Diskrepanz zwischen sozialer und soziologischer Relevanz des Geheimnisses wird beispielsweise deutlich, wenn man den Umfang soziologischer Publikationen zu diesem Thema mit der Zahl deutscher juristischer Dissertationen vergleicht, die in den letzten Jahren zum Amts-, Berufs-, Post- oder Staatsgeheimnis erschienen sind oder sie der Fülle dokumentarischer bzw. populärwissenschaftlicher Arbeiten aus dem Bereich staatlicher Nachrichtendienste, industrieller Spionage sowie der Skandale in Politik, Wirtschaft oder Sport gegenüberstellt. Während das Geheimnis vor allem in der älteren deutschen Soziologie eine gewisse Bedeutung gehabt hat und beispielsweise von Georg Simmel im Kontext seiner formalen Soziologie oder von Wilhelm Stok innerhalb der Beziehungslehre Leopold von Wieses thematisiert wurde, liegen die wenigen neueren Arbeiten, die sich überhaupt mit Geheimhaltungsphänomenen befassen, außerdem eher am Rande der theoretischen Entwicklung der gegenwärtigen Soziologie. Eine Durchsicht der wichtigsten vorliegenden Arbeiten macht deutlich, daß das Problem der Geheimhaltung bislang ausschließlich interaktionistisch bzw. eher sozialpsychologisch angegangen wurde (I)

Auch in der Sozialphilo­ sophie verfolgt Plessner das Ziel, durch eine auf das Prinzip der Unergründlichkeit ge­ stellte Sachlichkeit Grund zu legen für eine Theorie der Gesellschaft, insbesondere des Politischen in ihr. Nicht wenige der hier veröffentlichten Beiträge sind dieser Problematik verpflichtet und lassen darin den Einfluß der Plessnerschen Arbeiten erkennen

    Abstract: The American experience with respect to electrical power production has undergone and is undergoing considerable evolution. Early, frequently strident debates tended to focus on the risks and benefits of only one pos­ sible power source (nuclear), and on one possible hazard (radiation from routine releases). Discussions and analyses now have tended to become more moderate, and deal with not only one but all feasible power sources, as well as the costs and benefits associated with fuel production, the operation of such sources, fuel transportation and waste disposal. Radiation from routine releases is no longer a major issue. A number of attempts have been made to assess the total benefits and risks of nuclear versus fossil fuel plants, in order to allow a rational basis for deciding on what type of source is best for a given situation. More data and more refined analyses are needed; how­ ever, most of those completed to date have concluded that the overall cost in terms of possible damage to health and the environment is least for nuclear power, next for oil and the greatest for coal-fired plants.

In der politischen Theorie ist die staatliche Herrschaftsausübung von der privaten traditionellerweise durch deren Monopol auf die legale Anwendung organisierter Gewalt unterschieden worden. Die Überbetonung dieses Aspekts öffentlicher Herrschaftsausübung hat die Aufmerksamkeit der Politikwissenschaftler von den anderen monopolisierten Funktionen des Staates (besonders die der Steuereinziehung und der Regulierung des Geldumlaufs) abgelenkt, von Aufgaben, die sich ganz erheblich von den finanziellen Operationen auch der großen Banken und Unternehmen unterscheiden. Es wird schwierig sein, zu einem besseren Verständnis von steuerlichen und budgetären Problemen sowie den Beziehungen zwischen öffentlichen und privaten Angelegenheiten zu kommen, ohne sich ernsthaft um eine politische Analyse dieser - bisher als exklusive Domäne der Ökonomie betrachteten - Bereiche zu bemühen. 2 Einige der Hauptaspekte der neuen Dienstleistungsgesellschaft, mit besonderem Augenmerk auf deren Implikationen für die Organisation von Regierung und Management werden in meinem Aufsatz »What, Another Hoover Commission?« Public Administration Review, March April 1968, pp. 168-175 (Kurzfassung aus: »Senate Subcommittee on Executive Reorganization«, Washington D. C., January 22, 1968) behandelt.     Note: Askese und Mystizismus Sakramentalismus und Prophetismus als Idealtypen des Glaubens Die Religionssoziologie leidet bis in die Gegenwart hauptsächlich unter zwei Beengungen: der kulturell bedingten Gleichsetzung von Religion mit Monotheis­ mus einerseits und der Durkheimschen Reduktion der Religion auf die Gesell­ schaft andererseits. Eingeleitet durch die Identitätsphilosophie Schellings und Hegels mit einem ersten Höhepunkt in Schleiermacher und Fichte, hat erst die Gegenwart, insbesondere im Werk Tillichs, eine Oberwindung des theistischen Standpunktes gebracht. Wie schon von Schopenhauer vermerkt, müssen sich Reli­ gion (Glaube) und Theismus durchaus nicht decken; vielmehr kann Religiosität durchaus Atheismus mit umfassen. Zugleich hat uns in jüngster Gegenwart das Werk Glocks und Starks darauf auf­ merksam gemacht, daß der synthetisch-deskriptive Begriff der Religion analy­ tisch in ganz unterschiedliche Dimensionen zerfällt, deren interessanteste die der Glaubenserfahrung als der eigentliche Kern der Religion ist. Mit beiden Errun­ genschaften: der Ausweitung des Religionsbegriffs über den Theismus hinaus, und der Verschärfung des Religionsbegriffs durch seine Einengung auf Glauben, ist ein neuer Ausgangspunkt für die Religionssoziologie gesetzt. Wie immer in­ teressant die moralischen, ideologischen, rituellen und dogmatischen l'mplikatio­ nen sein mögen: der Kern der Religionssoziologie gilt dem wechselseitigen Ver­ hältnis von Gesellschaft und Glauben
