Abstract: As in other OECD countries Australia’s population is ageing progressively. On unchanged policies, this will increase government outlays for public pensions and health care, causing a deterioration in budget balances, and reduce economic growth (mainly by lowering growth in the labour force). Nevertheless, the prospective deterioration in Australia’s budget finances is much less than in most other OECD countries because the government only provides the first pillar of retirement income arrangements and means tests this age pension. Moreover, superannuation (private pension fund) benefits are growing, reducing entitlements to the age pension. Even so, the budget costs of population ageing could be lowered by reducing the scope for early retirees to draw on superannuation savings and by requiring individuals to prefund part of the costs of long-term aged care. But the greatest challenge facing Australia policy makers in reducing the costs of population ageing is to roll back the trend ...

Abstract: There have been a number of tax reforms in Switzerland in recent years aimed at enhancing economic efficiency and equity. This paper sets these reforms in the context of the forces shaping tax policy in Switzerland and the main features of the Swiss tax system and suggests areas where further reforms could be beneficial. These include applying more equal tax treatment to different forms of savings, moving to a flat-rate tax on corporate profits in all cantons and making greater use of environmental taxes. It is recognised that Switzerland’s highly decentralised federal structure and system of direct democracy can slow reforms, although these features also increase the legitimacy of reforms, reducing the risk of policy reversals ...

Abstract: To further benefit from trade liberalisation, developed and developing countries must get their policies right, in trade and other spheres, such as the web of domestic regulations that affect commerce within and between countries. In the run-up to the November 1999 WTO Ministerial in Seattle, Washington, and a possible new round of multilateral trade negotiations, a Conference on trade and competition was held on 29-30 June 1999 at the OECD to explore the various options towards better coherence between trade and competition policies. This Conference provided OECD countries and 30 non-member countries, academics and representatives of business, trade unions and advocacy groups a unique opportunity to discuss ways to strengthen trade and competition policies in the interests of more open global markets. They examined the effects of trade measures on competition. They also debated whether private anticompetitive practices, and certain domestic regulations, point to the need for multilateral trade and competition rules. This publication summarises those discussions and includes keynote addresses by Sir Leon Brittan and U.S. Assistant Attorney General for Antitrust Joel Klein, as well as an issues paper drafted by the OECD Secretariat to serve as a background note for the Conference.

Abstract: In this paper, a structural VAR model is estimated for 11 EU countries in order to assess the effect on the government deficit ratio of four independent economic disturbances: supply, fiscal, real private demand and monetary shocks. Based on the estimated distribution of these shocks, stochastic simulations are performed to derive estimates of cyclically-adjusted budget balances that would have to be maintained to avoid breaching the Stability and Growth Pact’s 3 per cent of GDP deficit limit over different time horizons and with varying degrees of confidence. In order to capture the movement in the deficit stemming from automatic stabilisation, fiscal policy shocks are turned off during the simulations. The results suggest that, for the majority of countries, if governments were to aim for a cyclically-adjusted budget deficit between 1.0 and 1.5 per cent of GDP, the actual deficit would, with a 90 per cent likelihood, remain within the 3 per cent limit over a three-year horizon ...

Abstract: As it takes time and effort to learn how to fully utilise new technology and realise its maximum potential productivity gain, adoption of new technology tends to reduce productivity temporarily, even though the potential productivity gain in the long run outweighs this short run loss. This paper points to such “learning cost” in technology upgrading as a potential explanation of the following two “productivity puzzles” reported in the Information Technology (IT) literature and in the studies of East Asian economic growth. First, in the 1980s, US companies made enormous IT investments, but little productivity gain was observed. Second, Total Factor Productivity (TFP) growth of “Newly Industrialising Countries” (NICs) in East Asia was mediocre in spite of the impressive investment drive in those countries. A simple model of optimal intervals for technology upgrading with learning cost is developed. This model predicts that a company with higher frequency in technology upgrading will tend to have higher market value even with lower current profitability. An empirical study using unbalanced panel data of 1,031 US companies from 1986 to 1995 supports this prediction. Extending the scope from firm-level to industry-level, the paper estimates the magnitude of industry-wide learning-by-doing effects using annual data on 15 sub-industries in the Japanese machinery manufacturing sector from 1955 to 1990. The results show that industry-wide learning-by-doing was strong in low-tech industries where technological change was relatively slow, while it was insignificant in high-tech industries which experienced rapid technological evolution. It is also observed in the US and Japanese manufacturing industries that TFP growth tends to decrease with faster capital accumulation. This negative correlation is reproduced in simulations based on the extended model of learning cost.

Abstract: The Dutch experience in regulatory reform has vital lessons about the modernisation of the European welfare state and its integration into the European single market. Regulatory reform is the most recent element in the reshaping of the Dutch model. Following reforms to labour markets and the social welfare system in the 1980s, Dutch governments in the 1990s have sought a "new balance between protection and dynamism" based on competition policy, regulatory reform, and market openness. Today, the Netherlands ranks among the top OECD countries by many measures of economic performance, including employment growth. Though still in its early phases, regulatory reform has already produced major gains for the Netherlands in terms of competitiveness, flexibility, and consumer benefits. Yet major challenges are still to be faced. Some important reforms have been slow, indicating that the balance between domestic consensus-building and policy responsiveness is still being adjusted in the modern Dutch model. Further reforms in many areas will bring important gains in boosting the employment rate, improving sectoral performance, and providing social protection at lower cost. The Netherlands is one of the first OECD countries to request a broad review by the OECD of its national regulatory practices and domestic regulatory reforms. This report -- the result of intensive assessment by the OECD and review by its Member countries -- is unique in that it presents an integrated assessment of regulatory reform in framework areas such as the macroeconomic context, the quality of the public sector, competition policy and enforcement, and integration of market openness principles in regulatory processes, and in sectors such as electricity and telecommunications. The policy recommendations present a balanced plan of action for both short and longer-term based on best international regulatory practices.

Abstract: In a new and changing environment for monetary policy, an interesting issue to examine is the use of financial market indicators by monetary policy authorities. With this in mind, the OECD canvassed a number of major central banks to get their views. This paper presents a synthesis of the responses and respects the confidentiality of individual central banks. Its main conclusions are as follows. In principle, financial market variables can provide additional information regarding the shocks that strike the economy, such as their perceived size and source as well as the process of feeding through the economy. A complementary function is to gauge market anticipations and reactions to policy changes, including the credibility of policy objectives. Regarding policy setting, monetary authorities are clearly aware of the dangers of mechanically targeting this information, which could lead to circularities. However, in some cases, they seem to find financial market indicators useful in ...

Abstract: The Republic of Bulgaria was restored in January 1990, following amendments to the communist-inspired constitution, which put an end to the single-party rule of the Bulgarian Communist Party, and the conclusion of the round table agreement between the communist government and representatives of the democratic opposition. The new Bulgarian Constitution was adopted by the Grand National Assembly in July 1991. It marked the return to multi-party democracy. Since the beginning of democratic transformation in Bulgaria, four general parliamentary elections have been held, including the elections to what was then called the Grand National Assembly of June 1990, and elections to the national assembly in October 1991, December 1994 and, most recently, April 1997. The next parliamentary elections are scheduled for spring 2001. Presidential elections were held in January 1992 and November 1996. The next elections for the presidency will be held in autumn 2001. Democratic local government elections took place in October 1991 and in November 1995. The next round of local elections will take place in the autumn of 1999.

Abstract: In many OECD countries, issues in fiscal federalism feature prominently in the political debate. Policy discussions in this area should preferably be supported by internationally comparable statistical information on fiscal relations between levels of government, both in the areas of taxation and spending. The annual OECD Revenue Statistics publication reports tax revenues by sub-sector of general government. However, it does not indicate the degree of control state and local governments exercise over their tax revenues. Because such data are not available on an internationally comparable level from other sources, the OECD has developed a framework to assess and analyze the degree of control that sub-central governments have over their taxes. Results shown in this book serve to illustrate the great variety in tax autonomy at the level of sub-central government. This volume contains a description of fiscal relations in most of the nineteen countries concerned and it provides a set of detailed tables for each country, with revenues split by 1) level of sub-central government; 2) OECD classification of taxes; and 3) category of tax autonomy, following the framework developed by the Working Party on Tax Policy Analysis and Tax Statistics.

Abstract: This document examines Norwegian policy on managing natural and environmental resources. These issues, and more generally the challenges of sustainable development, are primary concerns of the authorities in Norway, a country richly endowed with natural resources. Substantial action has been taken, as can be seen in the development of an integrated institutional framework and in the major efforts undertaken to co-ordinate government policies in this area. The investment of a large share of the rent from oil and gas in foreign financial assets should help ensure the inter-generational balance. Norway’s leading role in fostering international co-operation on fisheries and environmental management — where problems often extend beyond national boundaries — also reflects an engagement mindful of the needs of present and future generations. Within the country, the government has succeeded in reducing the emissions of a large number of pollutants. But measures still need to become more ...

Abstract: A successful reform of public enterprises would improve productivity in key sectors of the Greek economy, and thus provide essential inputs at lower cost to the economy as a whole. Reforms would need to address the factors that are responsible for the poor performance of Greek public enterprises. First, labour costs are high and productivity low in international comparisons. Second, there are wide technology gaps between Greece and other OECD countries. Third, Greece’s public enterprises fulfil heavy public service commitments without matching compensation. As a result, prices are often out of line with prices elsewhere. In recognition of the large drag on the economy, as well as the burden on the budget, the Government has embarked on a programme to revitalise inefficient public enterprises. The objective of this paper is to analyse the main issues concerning the public enterprise sector and assess the current policy framework, as well as planned changes to it. First, the key ...

Abstract: This publication provides a unique overview and analysis of the main measures and practices which affect international insurance operations in OECD countries. The survey focuses in particular on main insurance fields where obstacles to a full liberalisation may still exist, i.e. cross-border trade and establishment of foreign branches. This is the first time since 1983 that such a work is undertaken by the OECD. This study will certainly contribute to further liberalisation of insurance markets in OECD countries and will provide an indispensable reference tool for any person involved in issues related to trade in insurance.

Abstract: OECD's 1999 review of regulatory reform in Mexico. It finds that regulatory reform has been key to the transformation of the Mexican economy over the past 15 years. Formerly inward-looking and heavily regulated, the Mexican economy today is relatively open and market-based. The rapid pace, broad scope, and depth of regulatory reforms exceed those of most OECD countries. These reforms have already produced major benefits for Mexico, not least by increasing economic flexibility so that Mexico rebounds more quickly from economic crises. But benefits of reforms have been slowed by the macroeconomic crises of the 1990s. Sustained attention is needed now to complete and implement reforms to establish conditions for vigorous market competition and entry, while strengthening the capacity of the Mexican state to use high quality and transparent regulatory instruments in carrying out public policies. A multi-year period of policy stability supportive of market-led growth could produce enduring and broad-based benefits for Mexican consumers and businesses. Mexico was one of the first OECD countries to request a broad review by the OECD of its national regulatory practices and domestic regulatory reforms. This report -- the result of intensive assessment by the OECD and review by its Member countries -- is unique in that it presents an integrated assessment of regulatory reform in framework areas such as the macroeconomic context, the quality of the public sector, competition policy and enforcement, and integration of market openness principles in regulatory processes, and in sectors such as telecommunications. The policy recommendations present a balanced plan of action for both short and longer-term based on best international regulatory practices.

Abstract: OECD's 1999 review of regulatory reform in Japan. It finds that regulatory reform is at the heart of Japan’s strategy for economic recovery and long-term growth. Identified as a priority by the Japanese Government as early as 1994, considerable progress in regulatory reform has already been made. But today it is essential that regulatory reform be deepened and accelerated. This report calls for a "sharp break" with the regulatory practices and doctrines of the past. Energetic measures, including both sectoral reform and reform of framework conditions, need to be adopted quickly to complete the transition from a state-led growth model, now largely ineffective, to a market-driven growth model, the only model capable of laying the foundation for sustainable competitiveness and prosperity in Japan. Japan was one of the first OECD countries to request a broad review by the OECD of its national regulatory practices and domestic regulatory reforms.

Abstract: The United States has been a world leader in regulatory reform for a quarter century. Contrary to popular belief, the United States is not less regulated than other countries, but differently regulated due to the pro-competition policy stance of federal regulatory regimes, and the openness and contestability of regulatory processes. Far-reaching economic deregulation combined with efforts to improve the quality of social regulation have supported the construction of one of the most innovative, flexible and open economies in the OECD, while maintaining health, safety and environmental standards at relatively high levels. However, significant regulatory problems still exist. Improving the performance and cost-effectiveness of expensive social regulations and government formalities is a key challenge for regulatory quality. In a word, the challenge of regulatory reform in the United States is not how much regulation, but how good. The United States is one of the first OECD countries to request a broad review by the OECD of its national regulatory practices and domestic regulatory reforms.

Abstract: This paper examines the main determinants of the decision to retire from the labour market in OECD countries, and in particular the role of social security systems in driving down the labour-force participation rate of older people in recent decades. It demonstrates that old-age pension systems in virtually all OECD countries in the mid-1990s made it financially unattractive to work after the age of 55, and the implicit tax on continued work has risen strongly since the 1960s in most countries. Financial disincentives to continued work have been amplified by various de facto early-retirement programmes, including unemployment-related and disability schemes. Pooled cross-country time-series regressions show that increased disincentives to work at older ages have contributed significantly to the drop in labour-force participation rates of older males, but also demonstrate that the deterioration of labourmarket conditions in many countries has played a significant role as well ...

Abstract: How long will conventional fossil fuels remain the predominant source of energy? Does nuclear power have a future? What new energy technologies are emerging on the horizon? What are the implications of the growing role played by developing countries as producers and users of energy? What can be done to avoid international energy crises in the future? How will the information society affect the production and use of energy? And what will be the long-term implications of international environmental agreements for a sustainable energy future? Endeavours to set world energy on a sustainable footing are entering a critical phase. By 2050 the energy landscape could be completely transformed. A highly diversified mix of conventional and new fuels will be in use; unprecedented levels of energy efficiency in transport systems, housing and other infrastructures will likely have been attained; and people could at last be reaping the rewards of environmentally responsible lifestyles. But such a shift towards sustainable use of energy will take decades to achieve. This book reviews the options likely to shape the energy picture over the next half-century, and assesses some of the key issues -- economic, social, technological, environmental -- that decision-makers in government and corporations will need to address in the very near future.

Abstract: La Muette, home of the Organisation for Economic Co-operation and Development, has a long and rich history. This book tells its story from its inception as a royal hunting lodge to its present-day use as the headquarters of the OECD. The reader may find it amusing, and sometimes instructive, to meet some of the colourful characters who once roamed its galleries. The place itself has played a significant role in French history; the Château and its extensive park were once the theatre of many a strong sentiment and the locale is impregnated with memories, comic, tragic, venal, lofty, solemn and ludic. These traces of the past are the real substance of La Muette’s charm; they are also the voices that echo through this text and linger in the halls of the Château.

Abstract: The constitution establishes the principle of legal continuity of the Republic of Estonia, which was proclaimed independent on 24 February 1918, occupied by the Soviet Union on 17 June 1940 and subsequently annexed thereto on 6 August 1940. The constitution reflects the idea of legal restoration, which served as a basis for the return to independence and liberation from the Soviet Union on 21 August 1991. The Riigikogu has recently begun to consider the results of a review carried out by the government expert committee on constitutional revision. The committee’s proposals, if adopted, would not alter the basic principles of the constitution but would reinforce the parliamentary and constitutional system of government. The most important proposals are the establishment of a separate constitutional court, reinforcement of civil control over the defence forces, and attribution of the powers of an ombudsman to the legal chancellor. Moreover, amendments may have to be made in view of the accession of Estonia to the European Union; these amendments touch upon a basic principle of the constitution, the principle of sovereignty.

Abstract: Widening imbalances in current account positions across some of the major OECD economic areas have raised concerns about related increases in protectionist sentiments. This paper reviews recent trends in market openness indicators and assesses whether barriers to international trade and investment have risen. It finds that tariffs, the most transparent form of protection, have fallen steadily over a long period. Usage of non-tariff barriers also declined up to 1996. But despite these developments most OECD countries continue to highly protect certain sectors such as agriculture. The paper reviews in some depth the incidence, geographical distribution and product composition of anti-dumping initiations, since their use as disguised protection is feared. Against the background of a general decline in direct trade restrictions the paper shows, using a variety of indicators the steady - albeit uneven across sectors and countries - improvement in market openness. The study also examines ...

Abstract: Over the past decade, the world has witnessed a significant transformation in the role of the private sector in economic development and job creation. As more and more countries have adopted market-based approaches to economic policy, there has been an increasing awareness of the importance of private corporations for the welfare of individuals. A good corporate governance regime is central to the efficient use of corporate capital. Good corporate governance also helps to ensure that corporations take into account the interests of a wide rage of constituencies, as well as of the communities within which they operate, and that their boards are accountable to the company and the shareholders. This, in turn, helps to assure that corporations operate for the benefit of society as a whole. It helps to maintain the confidence of investors - both foreign and domestic - and to attract more long-term capital. The OECD Principles of Corporate Governance were endorsed by ministers at the OECD Council meeting at ministerial level on 26-27 May 1999. They were developed in response to a mandate given to the Organisation by the OECD Council meeting at ministerial level in 1998 to develop a set of standards and guidelines on good corporate governance.

Abstract: The launch of the euro reinforces the foundations for unprecedented economic integration encompassing 11 countries, 16 per cent of world GDP and 290 million people. For the first time, the OECD has studied the euro-area as a fully-fledged economic entity and has analysed the intensive preparations that led to the single currency, as well as the economic issues raised by its introduction. Despite the macroeconomic convergence already achieved and the institutional framework that has been established, the fact is that many uncertainties remain. An approach to co-ordinating monetary and budgetary policies that is up to the issues at stake has still to be fully defined. And the euro area's ability to absorb economic shocks must be assessed and strengthened. In this respect it is vital for labour markets to become more flexible and adaptable if they are to compensate for the loss of national monetary autonomy which EMU implies and if adjustment is not to be at the expense of jobs. A special chapter discusses the obstacles to geographic labour mobility and the rigidity of wage setting mechanisms. These are some of the challenges that must be faced in the years to come, and this study discusses them in the light of the most penetrating and informative analysis today’s economists can provide. It does not prescribe set remedies, but drawing on analyses and figures never published before, attempts to identify the best policies for ensuring the success of the monetary union. This is a complex study that takes a hard look at the issues and will be of great interest to anyone wishing to understand the economic mechanisms at work.

Abstract: Without further reforms, pay-as-you-go pension systems throughout most of continental Europe face unsustainable financial imbalances as their population ages. Though this paper describes the Greek pension system, which will face especially severe financial strains, it sheds light on the pension problems of other continental European countries, as these countries’ systems share many common features. The main focus of the paper is on the factors of the Greek pay-as-you-go system which result in its future unsustainability. Exacerbating the deteriorating demographics, the system is characterised by very generous pensions relative to contributions for the pre-1993 generation of workers, as well as other incentives/provisions to retire early. To highlight these facets, the study provides simulations of the generosity of different categories of individual pensions under different scenarios as well as projections of aggregate pension expenditures and revenues. It concludes with options ...

Abstract: The links between trade policy and competition policy have become more important in recent years. With tariff reductions, trade negotiators are looking increasingly at non-border policies that distort trade and at non-governmental barriers to trade. And, as official barriers to trade and investment fall, firms may have a greater incentive to engage in anti-competitive conduct to protect markets. Hence the need for coherent trade and competition policies. Trade and competition policies each seek to improve the allocation of resources; they complement and reinforce each other. These papers from the OECD Joint Group on Trade and competition examine aspects of those complementarities and relationships and in so doing draw on the OECD’s capacity to analyse questions in a multidisciplinary way. This book -- which includes a whole chapter on the telecommunications sector -- throws new light on all these issues in the lead up to the WTO's new round of negotiations. But whatever the outcome of Seattle, the questions raised in this volume will remain relevant.

Abstract: Integrity is a fundamental pre-condition for governments seeking to provide a trustworthy and effective framework for the economic and social life of their citizens. The cost of corruption to governments is increasingly well known and documented. It is now widely recognised that countering corruption and promoting public integrity are critical for sustained economic development. Corruption, however, is not a cause but a consequence: as much the result of systemic failure as individual dishonesty. Preventing corruption is as complex as the phenomenon of corruption itself and a combination of interrelated mechanisms, including sound ethics management systems, specific prevention techniques and effective law and law enforcement, are needed for success. It is therefore invaluable, in taking action against corruption, to have an understanding of the relevant legal, civil service and management systems employed by a range of countries to counter corruption. This book surveys the measures that 15 OECD countries are currently using to protect their domestic public institutions against corruption. It is a companion to Ethics in the Public Service: Current Issues and Practice, OECD 1996.

Since the dissolution of the Czech and Slovak Federal Republic, Slovakia has focused on the following activities: transforming a centrally controlled economy into a free market economy; the reform of public administration; passing constitutional laws and guarantees of fundamental human rights and freedoms; harmonising the legal system to be consistent with the norms of the European Union; emphasising economic, political, cultural, defensive and humanitarian co-operation with the European Union; and joining the European Union. The first parliamentary elections were held in September 1994.

Abstract: Latvia is a parliamentary republic first established on 18 November 1918, whose constitution (Satversme) was adopted on 15 February 1922. Its de facto sovereignty and independence ended with the USSR’s occupation as from 1940 and were restored by the Declaration of the Renewal of the Independence of the Republic of Latvia dated 4 May 1990 and the 21 August 1991 declaration re-establishing de facto independence, both of which proclaimed the authority of the Satversme. The Satversme was fully reinstated on 6 July 1993 when the parliament (Saeima) convened after the first democratic elections since the 1930s. On 17 June 1999, the 100-member Saeima cast 53 votes for Vaira Vike-Freiberga, who became the first woman to be elected president in the former Soviet Union.

Abstract: Though only three years old, electronic commerce over the Internet has the potential to transform the marketplace. E-commerce will change the way business is conducted. Traditional intermediary functions will be replaced, new products and markets will be developed, and new relationships will be created between business and consumers. It will alter the way work is organised and open new channels of knowledge diffusion and human interactivity in the workplace. Workers will need to be more flexible as their functions and skills are redefined. The changes e-commerce will bring are far-reaching. They require new frameworks for doing business and a re-examination of government policies relating to commerce and skills. What is electronic commerce? What is the current state and likely future direction of e-commerce? What are the drivers and what are the inhibitors? What is its impact on costs, prices, and ultimately on economic efficiency? How is it affecting intermediaries? How do firms compete in the electronic environment? What market structure is likely to emerge? What is the impact on jobs? What types of skills will be needed? What major societal transformations will it entail? The full impact of e-commerce remains to be seen. This book begins to address these questions and provides a ground-breaking assessment of the economic and social impacts of electronic commerce and its effects on jobs by drawing on existing qualitative and quantitative evidence. This early analysis of an extremely dynamic activity identifies a number of areas where research is urgently needed and serves as the basis for an informed policy debate.

Abstract: Le 2 avril 1997 l’Assemblée nationale a adopté une nouvelle Constitution.

Abstract: In this paper, we present estimates of the mark-up of product price over marginal costs for the US manufacturing industries over the 1970-1992 period. The paper extends the analysis used in previous studies based on nominal productivity residuals by considering intermediate inputs and cyclical fluctuations of price margins. The estimated steady-state mark-ups are positive but moderate, generally in the range of 10-20 per cent. The results also support the hypothesis of countercyclical price margins in most manufacturing industries, especially in the presence of downward rigidities of labour inputs. This offers an appealing interpretation of the otherwise puzzling procyclicality of real wages and enables to better estimate TFP. We also discuss the role of market structures on the levels and cyclicality of mark-ups. Finally, we compare the results for the United States with those of the other G-5 countries and distinguish between fragmented and segmented industries. The latter ...

Abstract: Political Background Until 25 June 1991, Slovenia was a constituent republic of the former Socialist Federal Republic of Yugoslavia. The first multiparty elections in Slovenia took place in the spring of 1990. On 23 December 1991, a new constitution was adopted. It created a modern democratic constitutional order and established the basis for a parliamentary system of government. The first parliamentary elections following independence took place in December 1992. The most recent presidential elections took place in November 1997. Milan Kucan was re-elected as president in the first round with more than 55 per cent of the vote. The next presidential elections are scheduled for November 2001. The most recent parliamentary elections took place in November 1996. Approximately thirty political parties fielded candidates in the elections. Following the elections, the Liberal Democrats entered into a coalition with the Slovenian People’s Party and the DeSUS Party. The leader of the Liberal Democrats, Janez Drnovšek, was re-elected as prime minister.

Abstract: This paper summarises key points of the recent extensive discussion of the factors behind the volatility of cross-border capital flows in emerging market countries and possible corrective measures. The root cause of the recent volatility of capital flows seems to have been excessive credit and currency risk-taking by banks, which in turn was related to moral hazard problems, failure of prudential regulations and bank supervision, and weak effective standards of financial disclosure. Macroeconomic factors also played a role, with a widening deficit on the balance of payments and fixed (or predictable) exchange rates gradually undermining confidence of creditors and investors. Liquidity problems may have amplified the reaction to adverse news, and herd behaviour and contagion may also have exaggerated reaction to changing fundamentals and transmitted crises from one country to another. Capital controls, which have been extensively used in emerging market countries, may not be very ...

Abstract: This study examines the dynamics of poverty for four OECD countries (Canada, Germany, the United Kingdom and the United States). It provides information on patterns of poverty, which groups stay in poverty the longest, and household/individual characteristics and life-course events which appear to be most closely associated with transitions into and out of poverty and the length of time individuals stay in poverty. The analysis finds that the number of people touched by poverty over a six year period is significantly larger that the poverty rate might suggest, but the share of those staying poor for a long time is much smaller. The data suggest that longer-term poor are concentrated among women, lone parents and older single individuals. The study finds that employment status is the main factor affecting transitions into and out of poverty and the duration of poverty ...

Abstract: Problems of unemployment and low pay amongst the low-skilled and those with little work experience are severe in many OECD countries. Employment-conditional schemes are policy instruments designed to increase the employment prospects of the low-skilled as well as to support their living standard. In this paper a simple CGE model is developed to simulate the impact of the introduction of an employmentconditional scheme in four OECD countries. The simulated policy package is graduated on gross earnings with both “phase-in” and “phase-out” regions. The advantage of the CGE approach is to allow assessing the direct and indirect effects of the financing of the policy scheme on both labour demand and supply. The simulations suggest that employment effects on targeted households are significant while the impact on aggregate employment is modest. Furthermore, the cost-effectiveness of the policy package is found to depend crucially on the earnings distribution, the levels of taxes on ...

Abstract: On 11 March 1990, the Supreme Council adopted the Provisional Basic Law of the Republic of Lithuania, which was viewed as the constitution, thereby suspending the former constitution of 12 May 1938. However, the Provisional Basic Law was only a constitutional Act of a transitional character; it did not change the structure of state power, and not all of the institutions characteristic of a democratic state were re-established. The Provisional Basic Law remained in force until the autumn of 1992. On 25 October 1992 citizens voted in a referendum to approve the constitution of the Republic of Lithuania, which re-established all the traditional state institutions, i.e. the Seimas, the presidency, the government, and the judiciary. In addition, the constitution introduced some new institutions to support the democratic functioning of the state, including the constitutional court, the ombudsman, and the state control department. The constitutional court’s status and procedures for executing its powers are established by the Law on the Constitutional Court of Lithuania, which the parliament adopted on 3 February 1993. The constitution also introduced the principle of independence for local governments.

Abstract: In Germany fiscal relations between the various levels of government have come to the fore of the policy debate. In practice the federal fiscal set-up has evolved towards consensus and co-operation, where equalisation of living standards takes precedence over public choice and economic incentives. Shared taxes and the low reliance on own taxes make for a relatively inefficient control over public spending. At the same time, the system may be criticised for not achieving economic convergence among the states. The difference in regional living standards is smaller than in some other economies, but the revenue equalisation system offers no incentives to expand the tax base and may even promote tax avoidance. Greater dynamism could be achieved with a less confiscatory equalisation system and a higher degree of tax autonomy and both of these should form part of any balanced tax and expenditure reform ...

Abstract: As the 20th century draws to a close, powerful forces of change are converging that could set the stage for a long, sustained economic boom in the next few decades -- the transition to a knowledge-based society with its potentially huge productivity gains; the emergence of more deeply integrated, global markets for goods, services, capital and technology; and a fast-growing environmental awareness that could greatly accelerate the shift to new, less resource-intensive production and consumption patterns. The result could be several decades of above-average economic growth, substantial increases in income and wealth, and significant improvements in well-being across the world. But what will it take to unleash these dynamic forces? Not only will it call for a range of initiatives to establish the rules and frameworks for guiding the transition to a sustainable global knowledge economy, but above all, it will require exceptional efforts among decision makers in government, business and society at large to encourage continuous innovation, creativity and high levels of investment, and to promote bold new approaches to closer international co-operation and institution building. Inevitably some countries will benefit more than others, but a long boom with all its wealth creating capacity would offer a unique opportunity to reverse the trends of the last decades towards deepening inequality and exclusion. This book reviews the forces driving economic and social change in today's world. It asesses the likelihood of a long boom materialising in the first decades of the 21st century and explores the strategic policies essential for making it happen.

Abstract: On 2 April 1997, the National Assembly adopted a new Constitution. It replaced the Constitutional Law on the Relationships between the Legislative and Executive Powers and on Local Self-government, known as the Small Constitution, which had been in force since 1992. The new Constitution was approved in a popular referendum on 26 May 1997, signed by the President and published on 16 July 1997. The Constitution finally entered into force on 17 October 1997. The new Constitution had been under discussion since 1989, but several earlier attempts to adopt a new constitution had failed. According to the new constitutional provisions, constitutional amendments may only be proposed by at least one-fifth of the statutory number of Sejm deputies, by the Senate, or by the President of the Republic. A Bill to amend the Constitution needs to be adopted by the Sejm by a majority of at least two-thirds of the votes and in the presence of at least half of the statutory number of deputies, and by the Senate by an absolute majority of votes in the presence of at least half the statutory number of senators. If changes are to be made to chapters I, II or XII of the Constitution, the initiators of such changes may call for a popular confirmatory referendum. Poland has traditionally been part of the continental law tradition. Even under communism, the country did not break with this legal heritage. The legal system of Poland is based on a hierarchy of legal norms.

Abstract: This paper reports estimates of a reduced form relationship explaining inflation in terms of the output gap and import price inflation for most OECD countries. Results are reported both for single equation estimation on a country-by-country basis and using a system estimation technique in order to impose common parameters across countries where such restrictions are consistent with the data. A striking feature of the results is that most of the countries accept a common sacrifice ratio ...

Abstract: The Swedish universal welfare model relies on a high tax level to finance a variety of transfers to the workingage population both in the form of income replacements and income supplements and as services for health-, child- and elderly care. The available evidence, reviewed in this Working Paper, indicates that the system has powerful redistributive properties. However, the efficiency costs of the system are substantial. Taxes and benefits combine to face income earners with high effective tax rates and the unemployed with little reward from moving into employment, resulting in a declining intensity in the utilisation of labour. A complex tax code arising out of a significant difference in tax rates for labour and capital income impedes the establishment and expansion of enterprises. An internationally-high taxation of capital income acts as an impediment to savings and the development of the domestic market for risk capital. To these domestic distortions has to be added the ...

Abstract: This study was prepared in the Economics Department as a contribution to the Organisation -wide study of the economic consequences of population ageing. It presents a number of long-term scenarios illustrating the likely domestic and international macroeconomic effects of ageing across the OECD and policies which might ameliorate or reverse underlying tensions. This work draws together the broad range of elements involved within a consistent framework, based on the Secretariat’s new international dynamic general equilibrium macroeconomic model (MINILINK). A “business-as-usual” case is examined in which, without improvements in labour market performance or specific policy adjustments to allow for the pressures of ageing, economic growth is projected to slow significantly over the next 50 years in nearly all OECD countries; world real interest rates remain stable at current levels or even rise, because of the effects of ageing on private savings and the possible build-up of public ...

Abstract: This paper presents marginal effective tax rates (METRs) for a number of physical and intangible assets and for a number of funding sources. The assets include machinery, buildings, inventories, investments in short-lived R&D (that is, investments whose returns last only a few years) and in long-lived R&D (whose returns last many years). Two human capital assets are included -- firm-sponsored training and household-sponsored tertiary education. The calculations incorporate parameters from both the personal and corporate tax codes. They are performed for the “top-bracket” taxpayer and for the “average production worker” and cover between 15 and 22 countries, depending on data availability. The OECD has already used the King-Fullerton method to calculate METRs for physical capital (OECD, 1991) and this paper updates these calculations using established practices. As the method has not yet been applied to household-sponsored human capital, the paper describes the extension to this ...

Abstract: Traditionally, pay analysis in the public sector has been based on cross section data, such as average or median wages. This study differs in that micro longitudinal data are used to explain and compare pay determination in the French and Italian civil services. Based on examples, the report presents different readings obtained from aggregate data and individual longitudinal data. It focuses on the weight of various components of human capital -- gender, age, year of birth, seniority, educational level -- on trends in civil servants' pay throughout working life. This type of analysis sheds new light in the area of human resource management in the civil service and, in particular, may be seen as a key tool for analysing gender pay discrimination.

Abstract: This book is unique in its depth of perspective. It uses a comparative approach to explain why China’s role in the world economy has changed so dramatically in the last thousand years. It concludes that China is likely to resume its natural role as the world’s largest economy by the year 2015, thus regaining the position it had held until the end of the nineteenth century. The study provides a major reassessment of the scale and scope of China’s resurgence over the past half century, employing quantitative measurement techniques which are standard practice in OECD countries, but which have not hitherto been available for China. Written by the author of many studies on comparative economic history, including two best sellers for the OECD Development Centre, this book is essential reading for all those who seek to understand the role of China in the world economy, in the past, as well as in the present and the future.

Abstract: Nine central and eastern European countries — Albania, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania and the Slovak Republic — were represented in Warsaw at the meeting of senior officials from centres of government, organised by the SIGMA Programme and held on 27 and 28 February 1997. Three European Union centres of government — Belgium, Germany, Greece — also took part in the work, as did experts from Canada, Denmark, France and Sweden. As their French counterparts had done in Paris the previous year, the host country officials described the broad lines of their organisation and informed participants about the major changes that had been made recently. In Poland, these come under the more general heading of the reform of state economic administration and result, at centre of government level, in the strengthening of the position of the Polish Prime Minister and a clearer demarcation of political and administrative responsibilities. Two topics had been selected for the meeting: “Policy-Making and Decision-Making in a Coalition System”, and “Managing Government Transitions”. The two issues were not chosen by accident: actual examples are to be found in all the countries participating in the SIGMA Programme, they are of direct interest to centres of government, and the problems they raise are comparable in nature. In the case of both topics, it is a question of reconciling the exigencies of democracy and efficiency. Democracy implies political pluralism and legitimises the principle that power can be held on an alternating basis. By the same token, however, it sows seeds of weakness or frailty in the functioning of a country’s institutions just when the process of transition requires governments to demonstrate firmness and continuity. A coalition government can find it difficult to speak with a single voice. When teams change too often, continuity can be jeopardised. These are the risks inherent in democracy and they have of course to be accepted, but it is also the role of centres of government to seek to minimise any negative effects they can have on the proper conduct of public policies.

Abstract: The agro-food sector in OECD countries is heading towards an era of turbulance and transition. With food demand in developing countries growing, barriers to trade and investment falling, and consumer tastes and preferences rapidly diversifying, the landscape of OECD food markets will be radically different 20 years from now. Are food shortages likely and what will happen to food prices? What changes will we see in food retailing and food processing? Will there be more co-operation between the various players in the agro-food industry, more concentration or more competition? To grasp these challenges, this report looks into the prospects for the agro-food sector to 2010-20 and examines the new generation of key issues that lie ahead for governments, business, farmers and consumers.

Abstract: This paper examines the Norwegian health care system from an economic perspective. While acknowledging the excellent quality of services delivered by the Norwegian health care system, it identifies a number of problem areas, in particular: i) the long waiting lists for hospital admission and lack of medical staff; ii) the marked regional variation in per capita health care expenditure (which cannot be fully explained by demographic factors); and iii) the risks to cost control associated with soft budget constraints and collective wage bargaining of doctors. A series of recent reforms, most importantly a move from block grant to activity-based funding of hospitals, should provide incentives for raising efficiency in health care provision but also risk leading to “treatment inflation” ...

Abstract: Central Bank Audit Practices describes common approaches, practices and trends relevant to the audit of central banks, with a view to supporting public administration reform efforts in central and eastern European countries. The study provides a basis for further discussion between decision-makers and practitioners on how the audit regime could be developed to ensure good governance of central banks. This study originates from a discussion on today’s important audit issues which was arranged by the European Court of Auditors together with the presidents of supreme audit institutions (SAIs) of central and eastern European countries and held in Luxembourg on 21-23 October 1996. Follow-up discussions between representatives of SAIs and central banks and SIGMA made it apparent that a focused comparative study could be of high value to officials with responsibilities for the design of audit strategies and policies, as well as to auditors. From the outset it was decided that the study should focus on auditing of central bank activities and not on banking. This meant that aspects of the banking system, such as the regulatory structure of financial institutions or supervision of the financial sector, although very interesting and relevant, have been excluded from the scope of the study or are only briefly mentioned. The study is furthermore limited in that it provides an overview of four European Union Member States (Germany, Ireland, the Netherlands and Sweden). These countries do not represent the entire variation to be found in the EU. The reader is also asked to keep in mind that current practices might undergo important changes as a result of the introduction of the European Economic and Monetary Union.

Abstract: As economic globalisation runs its seemingly relentless course, the demands on OECD economies' flexibility are set to increase still further in the years to come. What kind of society will be able to cope with these pressures? How much and what kinds of adaptability will be required of individuals, institutions and enterprises? What forces will hold OECD societies together in an environment shaped by intense international competition and fast-moving technological change? This publication looks into the prospects for societal cohesion in tomorrow's world. It assesses the long-run implications of continuing with the current set of policies, and examines ideas that may help societies strike a sustainable balance between economic flexibility and a cohesive social fabric.

Abstract: In this paper, the authors analyse the role of asset market prices in the formation of monetary policy with particular reference to equity markets, a concern for policy makers in the late 1990s. While asset prices have potentially valuable supplementary information for monetary policy makers, they are hard to interpret because of their inherent volatility. Dilemmas arise when asset price movements are large and there are no signs of inflation pressures. Waiting until speculative pressures run their course risks both contagion to other sectors and assets and potentially damaging fallout from a correction. Tightening monetary policy in these circumstances (perhaps to avoid potential fallout on other sectors) would be difficult to justify to the public. In the current situation of low inflation (late 1997), various valuation measures suggest that equity markets are over-valued in the United States, Canada and Italy. Other countries are either at more intermediate positions ...

Parallel Title: Parallelausg. Open Markets Matter: The Benefits of Trade and Investment Liberalisation

Abstract: L'ouverture des marchés offre des avantages tangibles.

Abstract: Information technology, especially the electronic network known as the World Wide Web, is changing the way that businesses and consumers interact. This expansive electronic network allows both businesses and consumers to transcend global barriers, gaining access to products and information in ways that were once unimaginable. However, travelling outside the realm of the terrestrial marketplace with its commercial and geographic restraints can also mean moving in an unpredictable environment without the security that traditional marketplace practices and consumer protection laws provide. In March 1997, the OECD Committee on Consumer Policy, along with the OECD Committee on Information, Computer and Communications Policy convened an international gathering of information technology policy experts, consumer advocates, business and government representatives. This report, based on this diverse gathering, examines ways to protect and empower consumers to make informed choices in this expanding global online marketplace.

Its use is increasing in virtually all Member countries as the evidence mounts that contracting out can lead to efficiency gains while maintaining or increasing service quality levels. How can governments make the most of contracting out ? What lessons can be learned from past experiences ? Abstract: Countries that are candidates for European Union (EU) accession face the complex and urgent task of building administrative institutions so that they can fulfil the “Copenhagen criteria”. Such institutions must be able to implement the acquis communautaire within tight budget constraints and ensure favourable conditions for a competitive private sector. They must also provide candidate countries with the institutional capacity to participate effectively in future policy-making within the European Union upon accession. This paper lays out basic principles, tools and issues for building institutions. The target audience includes all those involved in Institution Building within candidate countries, EU Member States, the European Commission and the aid community. The paper highlights the issues associated with building effective institutions while providing concrete examples of how Member States and candidate countries have responded to such challenges. The definition of a number of key terms (in bold type) are provided in the Annex together with links to additional sources of information (SIGMA and PUMA publications as well as relevant web sites).

After reviewing the relevant theoretical framework and available empirical evidence, consumption functions are estimated for the US including the influence of financial wealth. The resulting estimates of the marginal propensity to consume out of financial wealth are extrapolated to other G7 countries, allowing for differences in stock market capitalisation, and compared with ones obtained more directly from consumption functions that include stock market prices as an explanatory variable. Simulations are then carried out to assess the potential world impact of a major fall in stock market prices in the G7 countries using a version of the OECD INTERLINK model which embodies the latter equations. The overall effects are found to be significant, particularly when relevant international linkage mechanisms are taken into account ...

Abstract: This paper retraces the Communities external liberalisation efforts, and discusses, where relevant, the repercussions of internal liberalisation on foreign competitors. The aim of the paper is to clarify, and when feasible, to quantify the economic effects of the EU’s trade policies. To this end, it provides an overview of past liberalisation efforts, reviews trade indicators in international comparison and lays out the future trade agenda of the Community. The empirical evidence provided in the paper points to little evidence for trade diversion due to integration in Europe, while trade is likely to have boosted area-wide income significantly. It is openness in general, rather than regional integration, that has favoured growth in Europe ...

Abstract: As border barriers to international trade and investment continue to be reduced thanks to liberalisation efforts, "behind-the-border" barriers -- which are typically regulations aiming at achieving domestic objectives such as health, safety, environmental or consumer protection -- are increasingly recognised as impeding trade and competition. The OECD project on regulatory reform has undertaken to tackle these new trade problems. This Workshop is aimed at expanding the horizon to dynamic economies outside the OECD area, particularly those in Asia and Latin America. What are the regulatory reform challenges for those economies, and how can they remain competitive in a global economy? How effectively can international mechanisms help them? The discussion revealed that regulatory reform has undoubtedly become a truly "global issue". This proceedings volume examines the role regulatory failures played in Asia's economic crisis, looks at regional trade groupings such as Mercosur and sheds light on the current international debate on food regulation as well as on the latest developments concerning the Information Technology Agreeement (ITA).

Abstract: As more countries experience falling structural unemployment, the evidence is mounting that, implemented comprehensively, the OECD Jobs Strategy represents an effective response to countries’ labour market problems. That is the key conclusion to emerge now that the Economic and Development Review Committee (EDRC) has examined progress made by OECD countries over the last year or so in implementing the Jobs Strategy. As reported to the 1997 Ministerial Meeting, the EDRC has fleshed out country-specific recommendations for implementing the Jobs Strategy, a process extended more recently to the new Member countries. Subsequently, the Committee has used these recommendations as a benchmark for assessing the progress made by individual countries. The large majority of countries have been subject to such a follow-up review. Following the request made at last year’s Ministerial Meeting, this report pulls together the lessons learned through the EDRC reviews and, thus, presents an update ...

Abstract: Greece, Ireland and Portugal, on the periphery of Europe, are still influenced by a history of migration from agriculture to urban areas and to other countries, and have all received extensive assistance from the European Union's Structural Funds.Which of these countries' varied, often innovative, strategies in relation to unemployment benefits, hiring subsidies and job creation measures, have been most effective? Employment services have taken on particular responsibility for training, but does this help the long-term unemployed? With a legacy of older workers who left school early, and continuing high levels of self-employment, how can placement performance be improved? This publication examines how the Public Employment Service can actively promote and manage transitions out of unemployment into market work, both directly and via labour market programmes.

Abstract: This paper examines several key issues concerning the implications for monetary policy of the achievement of low inflation in OECD countries during the 1990s. In particular, the analysis considers whether there have been improvements in monetary policy transmission mechanisms that lower inflation vulnerabilities, or make it easier to reduce inflation pressures when they arise; and the further benefits and costs likely to be involved in lowering inflation to zero, or in attempting to maintain a stable price level. The analysis supports three main observations. First, there have been significant changes, particularly in inflation expectations and in monetary policy frameworks, that should help in containing inflation and lowering the costs of doing so. However, except in the United States and the United Kingdom, there is little evidence yet of fundamental changes in wage and price behaviour underlying the flexibility of labour and product markets; although it is possible that this ...

Abstract: The next few decades hold the prospect of remarkable progress in a wide range of pervasive technologies that are likely to have a profound effect on how we live, work, and spend our leisure time. These technologies are set to revolutionise the worlds of medicine, agriculture, travel, retailing...so much that is familiar in our daily lives. Used wisely, they could be of huge benefit to mankind. Used wrongly, they could mean lost opportunities and unnecessary risks. The challenge for society is immense. What would be the cost of failure to embrace dynamic change? What kind of ethical dilemmas will arise from further breakthroughs in genetic engineering? Will the spread of new technologies create new social divisions? What sort of societies will prove most adept at harnessing the vast technological potential? How can countries best co-operate to maximise the benefits of spillovers? This book reviews the extraordinary promise of technological advances over the next twenty years or so, and assesses some of the key issues -- economic, social, environmental, ethical -- that decision-makers in government, business and society will face in the decades ahead.
